THIS paper is not intended to be a technical discussion of square-set framing as used in mines, but merely a short description of the different kinds of framing that have been used in the Butte mines, and what has been decided upon, after years of practical experience, as being the best, taking into consideration the physical condition of the veins and country rock, and. also the supply of timber available for mining purposes. Butte is, essentially, a square-set district. Virginia City, Nev., was the first mining camp to use this method of timbering, and to Philip Deidesheimer, who went to the Ophir mine in 1860, is given the credit of solving the problem of square-set framing, where large bodies of ore were stoped and the timbers were supposed to hold the ground from caving without any filling. That he did his work well is shown by the fact that the main features of his framing are in use to-day. In the Butte mines the conditions are such that this method of timbering is generally used. We do not, of course, depend upon the timbers any more than is necessary. The worked-out stopes are filled with waste rock as close behind the miners as possible and not interfere with mining operations. The waste rock is obtained from development work on the different levels or from the surface. In the earlier days of mining in Butte there were numerous independent companies and naturally there were different ideas as to the best way to frame the square sets, although the general features were the same.

"The precipitation of a selection of metals from both a synthetic and an actual metal-rich effluent was investigated. The experimental aspects of this study were carried out in a two-stage process consisting of a pre-treatment clarifier and a fluidised bed (pellet) reactor. Each unit operation in the two-stage process was investigated separately. The pretreatment clarification stage at pH ˜ 5 resulted in a 99.9% removal of iron and 97.3% removal of aluminium.The pellet reactor was used to precipitate nickel as nickel hydroxy-carbonate from a pure stream and a removal efficiency of 99.6% was achieved. The high local supersaturation at the reagent inlet points caused the formation of a large amount of fines, but these agglomerated onto the pellets up the length of the bed (See Figure 1).For copper precipitated as copper sulphide from a pure stream, a maximum removal efficiency of 92% was achieved. The high local supersaturation at the reagent inlets also caused the formation of a large amount of fines, but the extremely sparingly soluble nature of copper sulphide meant that the fines were not agglomerated up the length of the bed. In Figure 2, the global supersaturation ratio was relatively low, and thus there is little homogeneous nucleation and degree of fines formation. However, the fines occurring after the third sulphide input point (at 30cm from the bottom of the bed) indicate that local supersaturation also plays a critical role in fines formation. It was therefore concluded that, for the copper sulphide case, it is essential to control the supersaturation at the inlet points in order to prevent fines formation altogether, as it is not possible to agglomerate the fines once they exist in the bed."

THE ENORMOUS contrast between the mineral economy of Cuba in 1963 and in 1958 was the result of the overall Political changed to which the total economy of the country was intimately lined. Creation of the Cuban Mining Institute (Instituto Cubano de la Minería) to direct all mining activities in the country was an early act of the new Government after the revolution on January 1, 1959. During the next 2 years, the Government confiscated foreign holdings,2 including Unite States investments exceeding $1 billion in value. Foreign mining and metallurgical technicians-predominately from Communist areas-were brought in to reorganize the mineral industries. On January 3, 1961, diplomatic relations between Cuba and the United States were severe and then on May 2, Cuba announced its full-fledged membership in the so-called Communist Bloc. Fifty-four international treaties assured Cuba of Communist economic support, technical and financial assistance, machinery, raw materials, and manufactures. The Soviet Union agreed to buy some Cuban mineral products, and Czechoslovakia stated that it would buy all mineral production offered for the next 20 years, but in both cases at prices said to be much lower than the world market. The mineral productivity segment of the mineral economy during and since the period of political metamorphosis, has withstood the political disruption better than has the economy as a whole, but with no direct measure of the magnitude of its cost. The overall economic record is marked with steady deterioration; the annual average per capita income has dropped from $374 in 1957 to $185 in 1963, when Cuba's deficit with the Soviet Union alone reached an admitted $1 billion.

THE technical material in hand and the plans under way for the 141st meeting of the Institute clearly indicate a well-rounded program of unusual excellence. The meeting will be held in the Engineering Societies Building, Feb. 15 to 18, and while it is too early to announce definitely the time of the various sessions much of the detail has been organized up to that point. Every group in the Institute membership will find much of special interest, and several features should prove generally attractive. The various committees in charge of the lighter side of the meeting are hard at work to emulate the standard established last February In this connection and in this paragraph it will suffice to say-there will be a Smoker-dinner! The Committee on Mining Methods plans two sessions for which these papers are in prospect:

The economics of the asbestos mining industry of Canada, and the physical and chemical characteristics of asbestos fibre, as well as exploration, mining, milling and quality control methods, have been described by several authors in the past few years. The scope of this presentation is to survey the application of asbestos fibres in the major product groups of the construction industry in North America. Principal categories considered include flooring materials, asbestos-cement pipes and building products, high-temperature insulation, textiles, saturated asbestos felts and asphalt com pounds. During 1962, the asbestos mining industry of Canada produced an estimated 1.3 million tons of chrysotile fibre grades, and production capacity is expanding. The market demand for chrysotile fibre, on this continent, has been in the order of 50 per cent of the production volume. The asbestos industry is dependent for growth on the construction industry. Product research is active in finding new uses for asbestos fibre; some of the new developments are presented, including the use of short-fibre asbestos grades for extending the life of asphalt pavement.

At the outset I want to thank you for inviting a representative of the Chamber of Mines of South Africa to address you on the subject of mining and its future at this, the 13th Congress of the Council of Mining and Metallurgical Institutions. It is indeed a pleasure and an honour to be here. As many of you will recall, four years ago I, as the then President of the South African Institute of Mining and Metallurgy, had the privilege of hosting and welcoming you to the 12th Congress, the third such congress hosted by South Africa. The late Sir Ernest Oppenheimer, President of the 1930 Congress - the first to be held in South Africa - in his opening address foresaw the mining industry as "the most potent factor in spreading the benefits of civilisation over the sub-continent." We have come a long way since those halcyon days but, as I noted four years ago, it still remains true that mines have been, and will continue to be, the missionaries of development in many, if not most, of the Third World countries. I have been asked to address you on the subject of "mining" and to let my imagination roam widely so that delegates can leave the congress with a broader vision than they brought on arrival. It is a tall order and in my attempt to fulfil it I ask you to cast your minds back 120 years to a sultry, rustic day when the first diamond was discovered in South Africa at the now famous town of Kimberley. At that time the South African economy, predominantly pastoral, was still at subsistence level. Almost overnight the ensuing diamond rush turned the then British- owned northern Cape Colony's semi-desert scene into a hive of mining activity, every prospector bent on making his instant fortune. It was very little different, I am sure, to the gold rushes that hit California in 18+8, Australia in 1851, New Zealand in the 1860s. and the Yukon in the 1890s.

Glass is one of man's most versatile creations. ---The earliest glaze known---is about 12,000 B.C. ---The oldest pure glass is a moulded amulet of about 7,000 B.C.---. Indicative of a knowledge of properly-proportioned, quality raw-material, means were found for producing the first relatively clear, transparent glass at about the beginning of the Christian era. The fundamentals of almost all the modern, technical processes of manufacture were established during the 3rd Century. (1) Glassmaking, practiced in Colonial America, was moved toward the Ohio Valley in response to increasing demands for fuel. This move, beginning in the 1860's resulted in the use of the glass sands contained in the Oriskany (and St. Peter) sandstone. (2) Glass sand,(3) virtually pure, fine-to-medium-grained quartz sand(4) is the principal raw material used in the manufacture of glass; it constitutes proportions which range to a maximum of about 72% and seldom is glass made without it. However, acceptable glass sands are, invariably, those which most nearly fit the glass-producer's economic needs and any method used to evaluate a raw material's potential must finally prove equatable with such needs. As used in the United States, source-rocks of glass sand include sandstone, unconsolidated silica sands, quartzites and vein-quartz. Admixtures of silica sand and other (principally clay and feldspar), readily separable components have been proven viable. However, the silica sand, refined by nature to a high degree of purity, is the desirable product of exploration. If the term, standard, is justified by long-continued use, the Oriskany - and St. Peter sandstones are, together, the nonesuch of the glass sand industry they provide the principal tonnage of melting sand. According to Grimsley,(5) Ottawa, Illinois, glass-sand is considered the standard glass-sand of the West and the analyses of Berkeley Springs sand (Oriskany) compare most favorably with this sand.

"Coal mining in New Brunswick dates from the year 1639, when, as today, coal was produced from the area surrounding Grand Lake near the geographic centre of the province. Current production by N.B. Coal Ltd. is approximately 453,000 tonnes per year and comes from a single, thin Pennsylvanian age seam. The history of development and understanding of the geological setting of New Brunswick coals is discussed, beginning with the work of A. Gesner in 1839. The lithostratigraphic sub-divisions of the Pennsylvanian strata proposed by various workers are summarized and the present hypothesis that only biostratigraphic subdivision is possible is detailed. The Pictou Group, which includes the New Brunswick coals, consists of repetitive sequences of sediments consistent with flu vial and upper delta plain sedimentation. The development of coal mining in the province has progressed from horse-powered stream-bank stripping operations prior to the late 1800s through to the present use of open stripmining techniques utilizing eight walking draglines of various sizes. During the intervening years the introduction and eventual phasing out of underground mining occurred with the near termination of the coal mining industry in the province prior to 1973. The coal seam worked by N.B. Coal Ltd. averages 46 cm in thickness, has never been found to be more than 76 cm thick and has both high ash (12.4 -31.1%) and sulphur (4.9-7.8%) content. The wide variety of coal beneficiation studies and tests completed on New Brunswick coals have lead to the conclusion that a washed New Brunswick coal product could be expected with 10 to 12% ash, 5 to 6% sulphur, and 30,225 to 31,388 1/gm. Recoverable coal reserves, including those in the area licenced to N.B. Coal Ltd. and those licenced, although not yet in production, to both the St. Lawrence Cement Co. Ltd. and Provincial Holdings Ltd. at Lake Stream and Beersvil/e, total 60 million tonnes. At present, coal in New Brunswick is removed from prospecting and staking and all existing and future coal exploration and development will be administered by agreement under the Mining Act. Based on the results of a recently completed drilling project undertaken by the Department of Natural Resources, seventeen coal exploration blocks which carry minimum work commitments will be offered to the New Brunswick Electric Power Commission on a sixty-day first right ofrefusal basis. Those blocks not taken up by the Power Commission will be offered under the same commitments to the private sector."

TO give a concise history of the Woman's Auxiliary of the A. I. M. E. is a difficult task and much interesting information must needs be omitted. The organization has grown and evolved so much from its early simple beginning that it seems best to adopt the technique of some of our modern novelists and begin with the latest development. As the headquarters of the A. I. M. E. is in New York, it follows that the Woman's Auxiliary to the A. I. M. E. necessarily has also its central office and government there. The affairs of the organization are administered by a duly-elected president and five vice- presidents, a treasurer, recording secretary, and corresponding secretary and a board of directors, the personnel of which includes each chairman of a section or an elected or nominated representative who is able to attend the monthly meetings of the board and correspond with the section for which she acts, and the chairmen of the five standing national committees, i. e. Educational Fund, Library, Emergency, Membership and Hospitality. The chairmen of these committees are all responsible to the president and board of directors and their activities must be indorsed with their approval.

THE production and use of copper in the world, like that of other metals, has been of slow growth. In 1880, production in the United States, was only about 60,000,000 lb. and the world's production 325,000,000 lb. Up to 1913 there was a gradual and regular increase in production; in 1912 the production was 1,250,000,000 lb. for the United States and 2,200,-000,000 lb. for the world. At the outbreak of the war there was a slight falling off, both in the United States and elsewhere, but when it was realized that the war was not to be a short one and that copper was one of the most important things for carrying it on, there was a tremendous increase in production every-where. Roughly speaking, the average production for the years 1916, 1917 and 1918 was very close to two billion pounds in the United States and three billion pounds in the world. WAR DEMANDS STIMULATED PRODUCTION Not only did the production of copper in the United States increase, but the same may be said of .all the base metals, particularly of zinc. Much of the zinc used by the Allies came from Australia, but had been smelted in Belgium and Germany, now closed to them. We were called upon to make good this lost supply and in feverish haste built new zinc smelteries and opened new mines. The armistice found the United States with a large surplus of copper on hand, variously estimated at from 800,000,000 to 1,000,000,000 lb. In addition to this surplus in the United States, there were considerable stocks in the hands of the Allies and also immense quantities of unused brass. To. complicate the situa-tion still further, the reclamation of old brass shell cases and other used material was instituted, still further curtailing the demand for new material. This situation was- not appreciated at the time and it was assumed, that the Central Powers would immediately come into the market ? replenish their exhausted stock of copper. During the war Germany had torn down copper trolley wires and roofs, and melted up bronze bells, doors, statues and other copper-bearing material to reclaim this metal for military purposes. But Germany-was unable or at least unwilling immediately to replace her copper substitutes.

The iron age dawned on the day when, by chance, man's primitive ancestor built up the wall of his fire with ironstone. In the ashes of the fire he found pieces of sponge iron from which he hammered out the first sample' of wrought iron. For many centuries iron ·was manufactured in bloomeries and occasionally, when the temperature was excessive, the iron combined with some carbon and steel was produced. But it was not till '1740 that steel was manufactured under controlled conditions. In that year Huntsman invented the crucible process which held undisputed sway for over a 100 years until in 1856 the invention of the Bessemer process revolutionised the whole industry.From then on, rapid progress was made. "Prospecting and Exploration. Since the Lake Superior ores occur in pockets or distinct bodies and vary much as to character and location, the actual mining of the ores is preceded by much work of an exploratory character. This work includes prospecting and exploration.Prospecting is the term generally applied to the quest for surface indications of ore, or the conditions which would warrant the expectation of finding ore in the vicinity. It includes such 'operations as geological examination, dip needle work, shallow test-pitting, and trenching. The ore bodies of the Mesabi Range are non-magnetic, and dip needle prospecting is therefore valueless. On the Cuyuna range, however, magnetic attraction as evidenced by the dip needle has been extensively employed as a guide to the location of ore deposits; in other localities it has found limited application.Drill Exploration. After the presence of an ore deposit is known or suspected, resort is generally had to exploration by means of diamond or churn drills. On the old ranges geological conditions generally make this manner of ascertaining the exact limits of an ore deposit impracticable; so, if two or three adjacent drill holes develop considerable depths of ore, the sinking of a shaft for underground exploration, development and mining is generally considered warranted. On the Mesabi Range, however, the flat-lying and comparatively shallow characteristics of the ore formation warrant much more extensive drill explorations. On this range, then, an ore body 'is almost invariably followed· out with the drills, and its limits are determined to the point where the complete plan of development can be worked out in advance of actual mining operations"

THE Privateer mine consists of a group of mineral claims situated in the Zeballos area, on the west coast of Vancouver island, approximately 180 miles north of Victoria. Although Zeballos is a comparatively new mining camp, its transportation facilities can be considered exceptionally good. General freight and supplies are brought in by either C.P.R. or Frank Waterhouse steamers from either Victoria or Vancouver. Service by these boats varies from five to ten days and the trip from Victoria takes approximately two days. Passengers may use the C.P.R. boats, or, if speed is essential, they may fly, in which case they have the choice of two flying companies, namely, Canadian Air-ways, Limited, and Ginger Coote Airways. The average flight from Vancouver takes approximately two hours. Excellent unloading facilities are provided at the beach by a government dock for the steamers and a floating dock for aeroplanes. The mine, which is approximately five miles from the beach, is serviced by a fairly good gravel road, which has proved satisfactory for all haulage purposes. Zeballos has the reputation of having one of the heaviest rainfalls on the west coast, but as no accurate records have been kept, no comparisons can be made. H. C. Gunning, in his report, comments on the weather from 1929 to 1932, and one would judge that the practically continuous rainfall did not add to the pleasures of the field work. During the summer of 1938, the opposite condition prevailed and the area had exceptionally dry and pleasant weather. The snowfall is generally light at the lower elevations, but very heavy higher up. No extreme cold weather is encountered during the winter, which is generally short.

THE Mahoning Valley coal region lies on the extreme northern outcrop of the Ohio coal-field, and all the mines, with one exception, are opened on the lower coal of the series, No. 1 of the Ohio Geological Survey. The coal ranges from an inch to five, six, and sometimes seven feet thickness, the workable height being between two and a half and six feet. There are two varieties of coal, known in market as "Briar Hill coal " and " Mineral Ridge coal;" both varieties are drawn from the same seam. The Briar Hill coal is generally called block coal, and is the kind so largely used in a raw state in smelting iron. It pos¬sesses a laminated structure, easily splitting into horizontal sheets, but is very difficult to break in the opposite direction. The faces of the layers are often covered with a soft, dead, carbonaceous material, like charcoal, and the whole seam throughout is marked by alternate layers of dead and bright-looking coal. In the act of combustion the coal neither swells nor changes form, the masses retaining their shapes until they fall to ashes in the furnace. This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

In the last few decades, a considerable amount of effort was directed at accurately determining the coal pillar strength to use for safely designing coal mines. The outcome of this early work was the well known Obert-Duvall, Holland-Gaddy, Bieniawski, and Salamon-Munro equations for coal pillar strength. All of these equations were developed for, and were calibrated with, pillars in a large room-and-pillar area such that the loading could be determined using the "tributary-area" theory. In order to account for the abutment loads associated with full-extraction mining, the empirical methods have typically adopted a simple conceptualization of the abutment load through use of an "abutment angle." Short of a complete numerical or analytical analysis of the coal seam and surrounding strata, very little work has been Fretted toward refining the empirical analysis of pillar loading. It appears that the vast majority of the research has been directed at determining the pillar strength, the numerator of the safety factor equation, when the denominator of the safety factor equation, the pillar loading, plays an equally important role in pillar design. This paper will address the deficit of pillar loading research by exploring the accuracy of the empirical abutment load calculations using insight provided by an elastic overburden model, a laminated overburden model and field observations. Ultimately, it is determined that a constant abutment angle probably over-predicts the abutment load as the mining depth increases.

WHATEVER the outcome of the Industrial Recovery Act, it has currently injected the first hope and optimism into the coal industry for more than a decade. Compared with the recent drab years the results are impressive: Bituminous production for the first ten weeks, 78,000,000 tons, may be compared with 63,000,000 last year; anthracite, 14,600,000 tons and 9,600,000 tons for the same periods, respectively, bringing the heaviest payrolls in ten years with individual checks reminiscent of former boom times. Hurried calls for long deferred new equipment and replacements have stimulated foundry and machine works and the -invigorating effect on the railroads is indicated by the first actual car shortage in a decade. And even in the welter of confusion over code prices, this heavy tonnage has moved at the most profitable figure the coal man has realized for many years, though with the large volume on old contracts, profits were not as large as many think.\

Gypsum was first exploited as ?a commercial proposition in this province by the Union Mining Company which, in 1900 opened quarries on the east shore of Lake Manitoba, near the present site of Gypsumville. This company established a mill at the head of Portage Bay on the lake, and the manufactured plaster was carried by the companies boats to McArthur's siding on the Whitemouth river near Westbourne, Man., from which point it was distributed. In 1904 a reorganization took place and the Manitoba Gypsum Company Limited bought out the original company, and operated the original mill for about one year when it was destroyed by fire. There were many factors which rendered the operation of a mill at the quarries very difficult; lack of rail transportation for bringing in supplies, and the impossibility of local power development made manufacturing costs very high. Satisfactory distribution could not be affected because of water transportation and poor terminal facilities at McArthur's siding. For these reasons the new mill was built at Winnipeg, where cheaper power and better distributing facilities permitted the industry being placed in a better position. The company continued to bring the gypsum rock by steamer to Totogan, from which point it was transported by rail to Winnipeg. This period was one of steady expansion as the product became better known and more universally accepted as a wall finishing material. Unfortunately, in 1909, this new mill was destroyed by fire, causing a serious set-back to the company, at a time when the steady growth of the western market gave every promise of the industry being placed on a profitable basis.

IN 1910 the author was engaged in a qualitative study of the radio-activity of several chemical substances and a few minerals. In the course of the work he studied the mineral allanite (obtained from granite ledges at Topsham, Maine), and found it to be appreciably radio-active. Recently the fact was brought to his attention that the radio-activity of allanite is not well known, although Hon. R. J. Strutt in 1905 published a list of radio-active minerals with their analyses, including allanite from Amherst County, Virginia. In the work done, a standard ,type of electroscope was used, and the readings were made with a telescope, fitted with a scale, by means of which the rate of discharge could be readily determined. The natural "leak" of the instrument was carefully determined, and all results corrected accordingly. The method of study was as follows: The material to be tested was finely powdered, and spread over the bottom of a small, inactive pan. The electroscope was then charged, and the pan placed in position. The door of the instrument was closed, and the rate. of discharge carefully determined. All results were reduced to common form to permit of comparison. It is to be noted that the materials tested were not used in strictly comparable quantities, such as if 1 g. of. each had been used, but about the same quantity of powder was used (in the cases of the solid substances), so that the results are qualitatively accurate.
