The term "potash" denotes a family of minerals and compounds of potassium, containing greatly varying percentages of that element. In commercial usage, most of the potash products are used in agriculture, where they are used to furnish potassium, one of the three basic elements for plant growth; the other two being nitrogen and phosphorus. Potassium's contribution to plant life is principally as a stalk strengthener, and if soils can no longer supply this basic element, then crop failure is inevitable without nutrition supplied from fertilization. While agriculture uses some 95 per cent of the potash produced, other industries require highly refined potash, for the manufacture of soaps, dyes, pharmaceuticals, synthetic rubber, insecticides, photographic film, and other products. Until the mid-nineteenth century, world agriculture had three options related to the potash content of soils: 1) crop rotation and pasturing to attempt to minimize the loss of potash in harvesting, 2) abandoning depleted and exhausted soils (part of the reason for the vast migration of populations in Europe and Asia), and 3) burning forests for the use of the ashes, and concentrating the nutritional value by boiling the ashes in large kettles, for "pot - ash". With the discovery in the mid 1800's and exploitation of potash from underground deposits in Germany, the beginning of the modern potash industry was established, but American potash requirements remained substantially dependent on German production until the 1920's, when oil drilling in the Permian Basin of New Mexico

INTRODUCTION. THE Evergreen mine, located at Apex, in the northern part of Gilpin county, Colorado, has opened a very peculiar and interesting copper-deposit, in which both bornite and chalcopyrite occur as rock-minerals. The country-rocks are crystalline schists cut by dikes of granulite and of pegmatite. At the Evergreen property they have been cut by a dike of a new kind of eruptive rock, to which I have given the name " Evergreenite" The rock is composed of quartz, alkali feldspars, orthoclase and albite (often interlocked as microperthite), with augite of the aegirine variety and long needles of enstatite and diallage. For reasons stated below, I believe the dike to be of Tertiary age. It is- easily traced on the surface of the ground, from a point in the bottom of Pine creek, about a mile below Apex,. to the top of Nevada hill, 1,500 ft. beyond and 600 ft. above it. (See Fig. 1.) It varies from 3 to 12 ft in width, and is bounded on both sides by contact-zones about 60 ft. wide, in which the crystalline schists have been changed into pseudo-quartzites or pseudo-gneisses, according to the injection of an excess of quartz or of feldspars through the special layer of the schists.. The most interesting feature is the presence of the pyroxenes, which are always found, though in very variable proportions from place to place, in the layers of these' metamorphosed crystalline schists. The dike has torn from its walls a large number of fragments of the wall-rock. It must have been in a viscous state when that happened, because these fragments of the wall-rock do not show any sign of resorption or of assimilation by the magma. In places they are so distinct and so numerous that the rock looks to the naked eye like a pseudo-breccia, of which, never-

"The paper presents critical areas in which improved coordination of effort by industry, government and sup-pliers will be essential to continue the growth record of the Canadian mining industry into the 'seventies'. The analysis includes: exploration, production, mining methods, research and development, markets, management and industrial relations. Performance objectives are suggested where tangible results can be measured. The author suggests the methods by which the 'seventies' can be the greatest decade in the history of Canadian mining. It is indicated that a national mineral policy is essential to the Canadian mineral industry."

Palabora Mining Company operates an integrated open pit mine, concentrator, smelter and refinery complex located in the Northern Province of South Africa. The Palabora open pit went into production in 1966, mining 30 000 t/d to produce some 62 000 tpa of copper. With continuous modification and improvement, a mining rate of 82 000 t/d, producing up to 135 000 tpa of refined copper, has been achieved. While these improvements have also enabled the mine life to be nearly doubled, the open pit will reach the end of its economic life by 2003. The Palabora orebody is vertical and the reserve extends to a depth of 1800 m over an area of 700 m by 200 m. Studies to assess the economics of mining the orebody by underground means began in the mid-1980s. These studies indicated that block caving is the lowest cost underground mining method that would generate a suitable return. In March 1996, a decision was made to develop a 30 000 t/d block cave mine that will extend the life of the Palabora Mining Company by a further 20 years. In terms of the relatively high rock strength and the resultant coarse fragmentation that is expected at the drawpoint, the Palabora cave can be considered rather unique when compared to other block cave operations. This paper describes the project in broad terms and details the mining method, particularly with respect to the cavability of the orebody and the design features to deal with the coarse fragmentation. The project commenced in July 1996 and final development of the undercut and drawbells is scheduled for completion in November 2003. This paper describes the status of the project and planning as of April 2000.

WHEN the Cushing field flooded the oil market in 1914 and 1915 with a daily output equal to nearly one-third of the world's production, the situation was soon corrected by increased consumption, and the price of crude oil rose from 45 c. per barrel in, February 1915 to $1.10 in December of the same year-the highest price paid in the Mid-Continent field up to that time. The intensive search for oil during the following seven years failed to disclose a single new ,field equal to Cushing, and many observers concluded that the rapidly increasing number of wells contributing to the world's output, each declining roughly 20 per cent. a year, combined with the rapidly increasing con¬sumption of petroleum, made it highly improbable that any field would; be found again sufficiently large to seri¬ously affect the oil market. That seven exceptional fields should then be discovered simultaneously is a remarkable coincidence. Long Beach, Santa Fe Springs, and Powell, each exceeded Cushing in daily output and reached the apex of their production during a year when Burbank, Tonkawa, - Smackover and Huntington Beach each contributed several times the daily output of the average new pool. This unexpected and tremendous flood of flush production could only have the effect of depressing price and greatly adding to stocks throughout the country. It was particularly depressing in the Mid-Continent as the new oil from California proved of attractive refining grade and because of cheap transportation by water easily undersold Oklahoma crude in the eastern markets.

From a scientific point of view , the zircon is by far the most remarkable of the gem stones , and a satisfactory solution of the problems offered by its characters and constitution has not yet been made . 3 Three distinct forms have been recognized , differing in specific gravity , hardness , optical properties , behavior when heated , and color.4 ( See section of this paper entitled "Description and Properties . " ) Zircon as a gem stone has not been as well known as its properties warrant . It is one of the most brilliant of the precious stones (having a high refractive index) . The colorless zircon rivals the diamond in brilliance and fire play to such an extent that a judgment based entirely upon optical inspection might be erroneous . In the opinion of gem authorities , the colored stones likewise have much merit . The blue zircon ( " Starlite" ) was so named by Kunz because of its resemblance to a " star twinkling in the night . " Another gem authority describes the leaf- green stone as one possessing a restful beauty , the red stone as having a certain ( though somber) grandeur , and the golden-yellow stone as being unsurpassed in magnificence . The slowness with which the zircon , a stone frequently mentioned in ancient literature , has come into use in modern jewelery may be owing to the fact that authorities differ as to whether the colorless and the blue zircons are found as such in nature or are treated stones . Any treated stone , although the material of which it is composed may be essentially genuine , has been considered a deception . However , according to Kunz , " Starlite is now sold over the entire world ; never has anything been so well introduced. "7 Dr. Foshag, mineral curator of the United States National Museum, states that the first allotment of zircons to enter the United States was obtained in 1921 from Siam ( through France ) for scientific or museum purposes and that four or five years later the stones were adopted by the jewelers of this country . Retail jewelers are displaying the colorless type and the blue stones , especially , in finger rings , necklaces , and like ornaments . Fine crystals have been used somewhat extensively in jewelling watches and as supports for the edges of fine balances . At one time zircons were though to be appropriate in mourning jewelery .

INTRODUCTION The process of froth flotation as a means of upgrading the quality of coal by removing water and/or ash and/or pyrite has been receiving increasing attention since the 1960's by the world-wide coal industry. Historically, coal preparation practice has involved the use of primarily gravity based separation techniques, screening, and/or water washing in removing the larger fragments of inert material from coarse raw feed coal. The preparation, handling, and cleaning of raw coal finer than 500 micrometers was deliberately avoided. Most often the fine coal that was produced would be judiciously incorporated into the bulk of the larger sized cleaned coal product or simply discarded. Since the 1960's and accelerating in the 19701s, the desirability of performing some type of coal cleaning or upgrading on the finer raw coal feed materials has been increasing. There are several apparent industrial incentives for implementing fine coal ((500 urn) processing alternatives including the gradually increasing value of the normally lost fine coal product; the additional amounts of fine coal being produced due to changes in mining techniques; the need to appropriately dewater and upgrade fine coal streams in order to meet increasingly stringent environmental regulations on water quality. storage of fines, etc.; the increasing need to lower undesired sulfur and ash contents in some coal end-use applications; and the increasing development of speciality coal use processes that require inherently finer and cleaner coal particles such as in gasification, liquefaction, fuel injection, etc. Looking at the over 70 years of mineral oriented fine particle separation successes at the industrial level, the use of froth flotation in fine coal would also seem to be a natural process to utilize at the industrial level. In the world of strictly mineral processing technology and, more importantly in the world of mineral commodity economics, there are clearly a number of advantages to using froth flotation that are well documented and universally accepted. These include: the relatively low capital and space requirements required when compared to other process options available to upgrade minerals; the extreme flexibility inherent to the froth flotation process both with regard to throughput and differences in raw feed characteristics; the general availability of a wide range of equipment sizes and reliable suppliers of equipment; and the general availability of appropriate and relatively cheap chemicals that are the major driving forces behind mineral flotation. Just how has the implementation of froth flotation fared in coal upgrading over the last 20 years? It is towards answering this question that this paper will be oriented. As such, the discussion will be somewhat philosophical. The comments offered are based on the personal experiences of this author who has worked in the basic side of inventing new flotation chemistry and flotation analysis techniques with the major overriding goal of implementing this new technology successfully at the industrial level in both coal and mineral flotation throughout much of the world. This paper is not intended to be a complete reference to all published scientific work on the subject of industrial froth flotation of coal. As a brief background to what will be expanded upon in this paper, the author would like to offer the following summary comments: 1) the industrial practice of fine coal froth flotation is qualitatively similar but quantitatively different than industrial mineral froth flotation when viewed from either research considerations, operating viewpoints or economic evaluation criteria; 2) it is clearly possible to invent and/or develop new technology (such as new chemistry and/or equipment) that can do statistically better than current plant practice in well-controlled tests in either coal or mineral flotation circuits; 3) there is so much inherent variability to the raw feed coal streams and other operating parameters that even if there is a documented technical incentive to implement some new piece of technology, the people, instrumentation and control methodology required are often simply not available or not economic unless the potential payoff is quite large.

"Cape Breton is an island on the eastern extremity of Nova Scotia, Canada. Here, coal mining under the Atlantic Ocean has been a way of life since the early French militia mined coal for heating purposes in 1720. Despite many ups and downs over the intervening years, the coal industry has survived and is now in a favourable position to benefit from the upswing in international coal usage.Mining in Cape Breton Early mining in Cape Breton was done by hand picks and shovels. The coal was loaded into mine cars which were hauled by horses to the main haulage system for transport to surface. Later, compressed-air cutting machines and drills led to the use of explosives to blast the coal so that it could be loaded by hand and transported as above. In 1923, longwall mining (by hand) was introduced. In 1950, the Dominion Coal Company developed the Dosco continuous miner in order to mechanize the longwall coal-getting operation. At this time, conveyor belts came into wide-spread use, along with diesel locomotives to haul mine cars from the longwall face to the main transport system. During this period, coal was also mined by conventional mechanized room-and-pillar equipment such as cutting machines, loaders, roof bolters, etc. This system evolved into the use of the continuous ·miners of today, which are employed in the Lingan Mine room-and-pillar section. However, this method is only satisfactory at shallow depths and gradients. For these reasons, almost all the coal in this coal field will be mined by longwall methods. In 1968, the Government of Canada expropriated the assets of the Dominion Coal Company on Cape Breton Island in order to prevent complete closure of an uneconomic industry by its owners. The government created, by an Act of Parliament, the Cape Breton Development Corporation which now operates the coal mines, coal preparation plants, railway, shipping pier and ancillary services (Fig. 2). Since its inception, the Corporation has closed three mines, opened two new mines, is in the process of developing a third new mine, and has invested heavily in the one mine which remains from its previous owners."

THE record of the development of physical metallurgy since the founding of this Institute embraces by far the greater part of physical metallurgy as this subject is recognized today. Yet it is not to be supposed that the metallurgist interested in the properties and behavior of solid metals at the beginning of this period was without important and even fundamental information. He had an empirical knowledge of the behavior of solid metals which extended backward into prehistoric times and he had the early beginnings of many of the chapters in the science of metals. Industry was burgeoning in many directions, for methods had been developed, especially in the manufacture of steel that provided materials in extremely large tonnages, permitting applications of metallic materials on a very widespread scale. These multitudinous new uses of metals created an increased interest in the behavior of metals, and provided the basis for the rapid development of a science of metals. Indeed, the development of science generally that accompanied the industrial revolution reached a flood tide toward the end of the century, furnishing the metallurgist basic principles in chemistry, physics, mechanics, and crystallography that would shortly be extensively applied to metallic behavior. In this account, the early developments in the wide metallurgical field will be traced, in order that the status of physical metallurgy in 1871, when this Institute was founded, may be clearly seen. The subject of metallurgy in antiquity has been written upon frequently and at length. We shall here no more than indicate the main features that we need to define the position in 1871 and to provide a proper background for discussing subsequent developments. There are a great number of asbestos deposits in the USSR, and some are quite large. The main deposits of chrysotile asbestos are shown in Fig. 1. The Bazhenovo deposit, which is located in the Sverdlovsk region, is the largest and has been mined since 1889. Systematic studies of asbestos deposits were begun from the very be- ginning of Soviet government and are most often connected with the names K.E. Tarasov, P.M. Tatarinov, B.J. Merenkov, N.D. Sobolev, F.V. Syromjatnikov, V.N. Lodochnikov, V.P. Petrov, V.P. Eremeev, L.A. Sokolova, V.R. Artemov, and V.F. Dybkov. Investigations by these people and others helped the USSR be one of the most important producers of asbestos in the world. In this chapter, the main asbestos deposits of the USSR are explained in a general outline from the point of view of their genesis, common features, and differences that must be taken into account for forecasting, exploration, and the mining of asbestos. All chrysotile asbestos deposits of the USSR were formed from magnesium rock as a result of comparatively low grade temperature, hydrothermal alteration, and free crystallization of fibrous chrysotile in open cavities that served as catalysts. Chrysotile, a widely distributed rock-forming mineral, is not in general an important mineral for industry as it is a long fibrous and main vein variety. However, it must serve for geologists as an important prospecting criteria. And, the geologist should search for the mineral not only in places of possible chrysotile generation, but in places where asbestos may be crystallized in its long fibers. The Soviet geologists distinguish chrysotile asbestos deposits in two groups: (1) ultrabasic rocks and (2) sedimentary dolomite terranes, taking into account how the maternal rock was affected by hydrothermal solutions. The largest deposits are related to ultrabasite. In dolomite, the largest deposits are small and their asbestos contains almost no iron, which makes it a better filler for insulating plastics. There are a few types of asbestos deposits within the limits of the ultrabasic group, the largest being a Bazhenovo type to which the deposits of the Urals are attributed. This Bazhenovo asbestos is characterized by the most complete zonality of disposition for various kinds of asbestization. These types of deposits are, for the most part, the only ones presently working in the USSR. The Bazhenovo deposit is connected to the gabbro-peridotite intrusive belt that is about 180 km long and is broken into a number of fault blocks as shown in Fig. 2. Granitoid veins of intruded rocks are found along the deepest faults, and were sources of hydrothermal solutions that affected the maternal rock. The nearest granitoid vein, ultrabasite, is substituted by listwanite that consists of quartz, talc, carbonate, and some other essentially talcous rock. The next zone of hydrothermal alteration is composed of serpentine. The boundry between serpentinite and unaltered ultrabasite is as irregular, diffuse, and rough as the boundaries between all other zones. Nearer the vein of granitic rock, ultrabasite is entirely serpentinized into massif serpentinization that penetrates through cracks and fissures. There is an unaltered ultrabasite space between fissures, and the biggest block is preserved unaltered in the central part of the massif. The Soviet geologists call this ultrabasic sopka. Preservation of the unchanged blocks is of great importance for deposit formation as volume changes are impossible during the process of asbestization and serpentinization. It may be confidently said that asbestization in Bazhenovo type deposits is possible only when alteration of ultrabasite has not completely occurred. Under conditions of massif volume, a very big mass of substance must be carried out of the ultrabasite for the progressive stage of serpentinization. However, in the regressive stage,

PORPHYRY mining in the Bisbee district in Arizona did not begin until 1923, though Bisbee had been the scene of profitable copper-mining operations since 1880, and during the interval had contributed roughly 2,000,000,000 lb. of copper to the world's supply. At that time it ranked third among the copper districts of the United States, first place for total production going to Butte, Montana, and second to the district centering around Calumet, Michigan. Bisbee's production had come from the so-called "limestone" mines operated principally by the Phelps Dodge Corporation and the Calumet & Arizona Mining Co. Each of these companies had a large smelting plant at Douglas, 25 miles southeast of Bisbee on the Mexican border. The town of Douglas owed its existence primarily to the copper mines of Bisbee, the particular location having been determined, first, by the fact that water in adequate supply could be obtained by sinking wells; and, second, by its position about equally distant from Bisbee and the mines in Sonora, Mexico, of the Moctezuma Copper Co., a Phelps Dodge subsidiary. Three partners, Martin, Reilly, and Ballard, conducted the first operations of consequence at Bisbee about 1880; and in 1881 a smelting plant consisting of two 36 in. water-jacketed blast furnaces was erected near by. The ore came from open-cut workings on the later-to-be-famous Queen orebody. The furnace charge is said to have averaged 23 per cent copper-twice as rich as the concentrates from the mills and four times as rich as the smelting ore shipped from Bisbee in recent years. As early as 1881, disputes arose among owners of various claims, and groups of claims, over the ownership of orebodies under the law of apex and extra-lateral rights. "Considering the traumatic events of Canadian mining taxation of the 1970s, one wonders at the sanity of anybody who tries to predict what the 1980s might hold for the tax structure of the mining industry. Yet, the author agreed to tackle this task when called upon to do so at the annual meeting of the Quebec Metal Mining Association in June. The text of this ""daring"" speech follows.IntroductionI have been asked to play the part of the oracle at Delphi, and to predict what the 1980s might hold for the Canadian mining industry in terms of taxation. To appreciate the challenge of this difficult assignment, try to imagine someone in my position back in 1972 attempting to forecast the balance of the 1970s. I daresay that ten years ago nobody could possibly have conceived of the devastating and casualty-ridden rollercoaster ride that mining taxation actually took in the 70s. Nevertheless, I shall examine the entrails and try to shed some light on what might happen during the balance of this decade as far as mineral taxation is concerned.If one were to retreat deep into history, one would find that taxation generally served one purpose-namely, to raise revenues for the government. More recently, an important second function has emerged: taxation is increasingly being used as a fiscal tool-a tool intended to mould and shape future events in order to accomplish certain economic, social and political objectives. It is these two main forces-the need (or desire) for revenues and the perceived convenience of using taxation as a fiscal tool-which will continue to shape the tax structure of the future.In our assessment of where taxation of the mining industry may be headed, we should be able to learn something by looking at where we have been."

IN view of the circumstance that very few important changes have been made within the last 15 or 20 years in the equipment of rod and wire mills, the description of a new process introduced by Grenville Mellen, of Llewellyn Park, N. J., to take the place of the present laborious system of producing rods of lead, zinc, brass, copper, aluminum, etc., may be interesting to members of the Institute. This new process consists in the production of cast rods at one operation in a small continuous casting machine. The hot liquid metal is transferred from the melting crucibles directly into an endless chain of mold blocks in the machine, where solidification takes place, and the rod comes out continuously in a solid form at one end as long as the molten metal is supplied. The operation of these mold blocks so as to produce a solid rod of uniform structure constitutes an important part of Mr. Mellen's invention. The machine (Figs. 1 and 2), 12 ft. in height over all, 2 by 3 ft. in horizontal- cross-sectional area, and 6,000 11). in weight, has a framework of cast iron, holding in position two endless chains of mold blocks, which are made in sections and join in center alignment. The mold orifice is made up of these mold sections, into which the liquid metal flows. The molding chains are composed of steel blocks, grooved on one face to form the molding cavity, and linked together with flexible joints. Each block is carried on four rollers which guide the chain around the end sprockets and carry it in its course through the machine. The accuracy of alignment requisite to the production of a perfect rod in the mold groove formed by these sections is secured by careful machine work, and by building the four ways, down which the alignment takes place, so that two of the sides are fixed permanently, while the opposite sides are held to their position by spring pressure. The guides carrying the molds, while in casting position, are water-cooled square tubes.

With notes on other mines of the Marysville district by WALTER McDERMOTT, London, England, and F. L. Sizer, Dos Cabezas, Ariz. (Salt Lake Meeting, August, 1914) THE purpose of this paper is to review the history of the Drumlummon, one of the famous old mines of the West. Mining engineers, when sent to examine new mines in old districts, or to decide whether an old property, under new conditions, will pay to re-open, have had difficulty in learning anything authentic regarding workings which are under water, and historical facts about the working character of the ore, the total production, and the value of the ore with increasing depth. Not many years elapse after the pumps are pulled, before maps, books and records are destroyed, and the value of the publications of the Institute would be increased if they contained the history of many old mines now abandoned. The unsuccessful efforts of the writer quite recently in trying to obtain reliable information about a gold mine which was reported to have produced several million dollars between 1880 and 1888, the workings of which are now partially caved and under water, impressed upon his mind the desirability of having a permanent record of old properties. In this particular case, the owners insisted that under present conditions of improved methods of treatment -particularly by the use of cyanide, which was not an applied process when the mine was operated, the property. could be made to pay a handsome profit on ore left in sight in the old workings, but no assay records could be found to confirm these assurances, and even the records of bullion shipments had been destroyed. If surveys and maps were made as the work progressed, no trace of them could be found, and therefore opening of the ground through a new shaft and drifts therefrom would be attended by some risk while exploring near the old workings. Fatal accidents by flooding under these conditions have occurred, and as an evidence that miners have fears of such dangers, it was urged upon the Mining Committee during a recent session of the Montana Legislature, by a delegation of

1750 to 1850: The scene shifts westward across the Alleghenys to the young town of Pittsburgh; charcoal gives way to mineral coal as furnaces grow larger and the blast is heated; above all, Pennsylvania iron is adding strength to the new Nation and building an empire in the West. TWO names are inseparably associated with the Pittsburgh iron industry-those of George Anschutz and John Hayden. The iron ore deposits of southeastern Pennsylvania were found and developed early in the 18th century, and several forges and furnaces were built and operated. It was only after the revolution that the iron men crossed the Susquehanna River, built furnaces in the neighborhood of ore deposits of Franklin County, then along the Juniata River and its valley. Juniata Iron found a ready market in the Pittsburgh area. However, difficulty in transporting it across the Allegheny Mountains induced iron mas¬ters to seek ore and plant locations in the Pittsburgh district. One of the first to reach this area was George Anschutz, who migrated to America in 1789 at the age of 36, reaching Pittsburgh in the fall of 1790. Anschutz immediately set out to organize an iron company in Pittsburgh, and was able to interest some residents in his project. After being informed of an iron ore deposit located only three miles out of town (on the site of the present 26th St. and the Allegheny River) he decided to build there his blast furnace and foundry plant. Total cost of the installation was $300. When the furnace was put in operation, Anschutz, now known as Red George, found that the ore deposit was only an insignificant one and would last no more than a few weeks. A new deposit was found on Roaring Run, in the southeastern corner of Armstrong County. Anschutz transported some of this ore to the mouth of Two Mile Run, where it was loaded on horse wagons and transported to the furnace. In this way, he operated off and on for several months, until the furnace was blown out in 1794. After working for a year as plant manager for John Probst at Langhorntown, he built the Hunting-

It is believed that many of the problems encountered in the operation of gold cyanidation plants are difficult to resolve due to the lack of sufficient and reliable in-formation regarding the variations and actual values of operating variables at any given time. The application of instruments to monitor the more important variables in the cyanidation process should result in more efficient plant operation and a better understanding of the process. The use of pH and conductivity sensing devices for alkalinity measurements, a monitor to determine the dissolved oxygen content of plant solutions, a continuous cyanide titrator and sonic control of grinding circuits are discussed. Although the discussion is oriented toward the cyanide process, much of the paper is applicable to other ore treatment operations.

THE Pembina oil field is in west-central Alberta, about 88 miles west-southwest of Edmonton. The field, about 35 miles long by T HE Pembina oil field is in west-central Alberta, about 88 miles west-southwest of Edmonton. The field, about 35 miles long by 85 miles wide, is the largest in Canada in areal extent, in the amount of oil in place and in the current producing rate. The discovery well was completed in the middle of 1953. The field has grown until its present area is 369,820 acres. There are 74 working interest owners in the field. Early in the producing history of the Pembina field a committee of operators was formed on a permanent basis. The Pembina Operators' Committee has established a permanent staff, which compiles and distributes pertinent field information on a regular basis to all participants. The Alberta Oil and Gas Conservation Board has dealt with field-wide problems primarily through this committee. Expansion of the field was rapid as shown by the number of wells completed -from 135

"SINCE their inception, the mineral industries have, from time to time, been confronted by various and sundry problems. These have been identified, attacked and solved by means of a slow methodical process peculiar to these industries. During the past decade, these industries have experienced increasing difficulty in attracting and retaining an adequate supply of manpower. This poses a situation which seems to be unlike those that came before it in that it appears to be immune to those methods of attack which were successful in the past. Despite various attacks upon the problem, its seriousness appears to be increasing at an increasing rate. The point has now been reached where the President of AIME recently expressed the opinion that this is the most serious problem facing these industries at this time (1). Another observer has gone so far as to state, ""Given the motivation and the determination, the crisis in mineral education in Canada, can, in time be met. But it will take a generation if we Start DOW (2)"".Part of the difficulty arises out of the identification and assessment of the problem itself. For, although the manpower shortage has been developing over a fairly long period of time, there still appears to be no unanimity concerning its seriousness and the nature of the threat which it poses. Some observers continue to maintain that the current situation is not new at all, but is merely the reappearance of something old which is cyclic in nature. They observe that in the past there were numerous periods where the mineral industries encountered manpower shortages but that, in each instance, the situation eventually rectified itself. Furthermore, they draw attention to the fact that the current problem is not confined to the mineral industries but that in fact all industries are experiencing an increasing manpower shortage. They are therefore confident that if left alone the present problem will eventually disappear."

IN 1947 the mining industry strove desperately to regain operating normalcy. During the first part of the year the industry in this country was plagued with labor shortages, strikes, and portal-to-portal lawsuits. Then followed the uncertainty of Government policy with respect to subsidies and tariffs; and the long and bitter controversy as to whether we are a nation of mineral "haves" or "have-nots." As the year progressed the labor supply impoved somewhat and the Taft-Hartley law brought partial relief to strike-troubled industry. The uncertainty with respect to tariffs was partly answered by President Truman on April 29 when he announced the suspension of the 4¢ import duty on copper until March 31, 1949, and later, near the close of the year, by the announcement of the tariff agreement signed by the United Nations at Geneva. By this agreement tariff rates are to be adjusted downward, or "bound" at their present levels, for three years, on commodities amounting to some 60 per cent of United States trade. Effective Jan. 1, 1948 the rate of duty will be substantially reduced on ores, concentrates, or metals of zinc, aluminum, copper, manganese, tungsten, iron, steel, barytes, nickel, cadmium, and antimony.

"The Athabasca Basin occupies about 100,000 km2 of the northwest corner of Saskatchewan with its western margin extending about 50 km into Alberta (Fig. 1). The basin is filled with a Helikian sequence of predominantly fluvial sandstones up to 1600 m thick. The sandstone beds are generally flat-lying, and rest unconformably on a crystalline basement which consists mostly of granitic intrusive complexes and quartzfeldspar- biotite gneisses. The basement rocks represent Aphebian sediments and Archaean basement rocks that were metamorphosed and remobilized to varying degrees during the Hudsonian Orogeny (ca 1800 Maj.Since 1968, three mining camps and several substantial unconformity-type uranium deposits have been discovered in the area (Figs. 1 and 2). These deposits lie along the unconformity surface, partially enclosed in sandstones, and partially in the basement rocks. The major deposits have elongate, pencil shaped orebodies that are parallel to the strike of underlying graphitic biotite gneisses. The total tonnage of uranium is in the order of 150,000 to 200,000 tonnes and mining grades range from 0.5 to 2.5 per cent U3O8.IntroductionUranium exploration started in Saskatchewan in 1945 when Jolliffe and Murphy headed field parties to investigate uranium occurrences on the north shore of Lake Athabasca (Kupsch, 1978). Their investigation lead to the development of the Beaverlodge camp in the following years. Some of the early prospectors were impressed by the fact that the uranium occurrences at Beaver lodge were centred on a thick sequence of unmetamorphosed arkosic redbeds which are now called the Martin Group. This sequence was referred to as the Athabasca Series by Christie (1949), and although some occurrences of uranium were found near Stony Rapids and Black Lake, the vast expanse of Athabasca sandstones south of Lake Athabasca was generally regarded as unpromising."
