The City of Alexandria, Virginia, Public Safety Center (PSC) is a 64,000 square foot facility that houses the Police Department, Office of Sheriff and the Office of Magistrate. In addition, the center includes a detention facility for local and federal inmates, operated by the Sheriff. The PSC is composed of a 3-story building to the west and a 6-story building to the east constructed on a landfill in a wetland area in the flood plains of hunting Creek. The existing ground floor of the 3-story building is a floating slab-on-grade, with the interior and exterior columns, exterior walls and upper floors all supported on belled, drilled shafts. Portions of the floating first floor slab have undergone excessive settlement due to the apparent consolidation of the underlying organic soils. The magnitude of the settlements of the floating first floor slab is sufficient to require replacement of the slab and relocation of a portion of the facility. The rehabilitation was complex and required staged construction, consisting of constructing Auger Pressure Grouted (APG) Piles in low overhead conditions. This paper summarizes the geotechnical conditions that lead to the excessive settlement of the floor slab, the construction of the (APG) Pile foundations in low overhead conditions and the evaluation of potential future settlements.

PRINCIPLES OF MINE PLANNING During the initial planning stages, all mining operations are analyzed and evaluated in a similar fashion. This similarity holds true because the mine-planning procedure can be reduced to a network of interrelated systems that are tied together by a common philosophy of mine planning: namely, that the resource is to be extracted in a manner which is safe, efficient, and profitable. The success of the mining operation cannot be guaranteed unless each of these three requirements is met. Fig. 1 shows a flowchart for the initial planning of any mining operation. Notice that there is a preplanning stage that leads to the planning of four interrelated systems. The preplanning stage includes property exploration, estimation of production and manpower requirements, and the establishment of construction timetables. The four systems, evaluated after the pre-planning stage, are broken down into the following: (1) Excavation and handling system, (2) Strata control system, (3) Operating support system, and (4) Service support system. The Excavation and handling system includes the selection of all the equipment for the removal of the resource from its in-place deposit (e.g., draglines, continuous miners, rock drills, etc.) and for the transportation of the mined material from the face (e.g., belt conveyors, trucks, etc.). The Strata control system incorporates all those considerations which maintain the integrity of the roof, ribs, floor, and overburden both during and after the extraction phase; typical considerations in this area include pillar sizing, artificial support of the immediate roof in mine entries, and subsidence protection. The Operating support system contains the "necessary evils" of mine planning; the system consumes a large percentage of the mining engineer's planning time but does not contribute to the actual extraction of the resource. However, if proper attention is not paid to the various components of the system, such as ventilation, drainage, and power, then the mining operation will not perform to its capabilities. Finally, the Service support system is composed of those operations which keep the mine running efficiently; typical examples of these include maintenance and sup- ply. One important concept that Fig. 1 is designed to emphasize is that the four systems are interrelated; typically, a slight alteration of one can affect the performance of another. If these interrelationships are ignored, the effects on the system can be disastrous. The mine preplanning stage and the four subsequent system evaluations constitute the Analysis portion of the mine planning flowchart. After this portion of the study is completed, the overall projected operation can be evaluated by techniques such as financial analysis. This last step in the study is referred to as the Synthesis of the previously calculated parameters into an overall plan. Much has been written about the overall evaluation of mining properties, but, over the past thirty years, very little has been written about the analysis of mine- planning systems in a coordinated manner. Further, those texts which attempted this topic have failed to give sufficient examples for successful implementation, thus supporting the operating engineers' lament that it is easy to discuss theories but difficult to show applications. This text is intended to bridge this gap. Examples of the various stages of the analysis portion of the mine planning flowchart shown in Fig. 1 will be covered in this text, with the exception of the Service support system, since this system is oriented more toward day-to-day planning than long-term mine planning. INTERNATIONAL STANDARDIZATION The benefits that can be derived from an international standardization of the units used in mining engineering calculations are numerous. The interchange- ability of equipment parts and the ability to analyze and compare performance and design specifications on an equal basis are just two of the goals desired by both manufacturers and mine operators. Unfortunately, conversion to an international standard has not been rapidly achieved by engineers in the United States, due to their training under the English system. The Society of Mining Engineers of AIME has made the commitment for the adoption of the Systeme International d'Unites (SI) in all mining engineering calculations. Since many practicing mining engineers and students in undergraduate programs still find difficulty in relating to SI units, the calculations in this textbook will use the English system, with Table 1 available for conversion into SI units.

The paper presents a discussion on the axial capacity of deep foundation elements bearing in the Yorktown formation in the southeastern region of Virginia. The fossiliferous marine soils of Tertiary age Yorktown formation typically consist of silty/clayey Sand or sandy Silt/Clay with varying amounts of shell fragments. The Yorktown formation is generally divided into Upper and Lower Yorktown layers depending on the shell content and the percent fines. Results of multiple load tests performed by Jacobs Engineering on auger cast piles as part of water and wastewater treatment plant expansion projects in southeastern region of Virginia are presented in this paper. The paper describes the subsurface investigation methods used to study the existing subsurface conditions and the design methodologies followed to estimate the axial capacity of the auger cast piles. The paper provides details regarding installation of test piles, instrumentation, load testing procedure, and interpretation of test results. The paper presents a comparison between the various methods of estimating axial capacity of auger cast piles based on the SPT-N values, the empirical methods for the Yorktown formation and the load test information. The paper distinguishes the side resistance values obtained within the upper and lower Yorktown formations. The paper compares the various design methods to the multiple load test results and recommends a design modification that is closer to the load test results.

The breakage of rock by explosives depends largely on the ability of an explosive to transfer its stored potential energy to the rock as strain en- ergy. Therefore, the relative rock-breaking abilities of explosives can be determined indirectly by determining the relative amounts of strain energy transferred to the rock at the time of detonation. This report presents experimental data on the strain energy contained in explosion-generated strain pulses in a granite gneiss. Six explosives were tested. The scaled total radial strain energy E/W flowing outward through a spherical shell of scaled radius R/W1/3 surrounding the point of detonation was found to follow an exponential decay propagation law of the form Analysis of the data showed that the intercept parameter H depended upon the type of explosive used but that the absorption coefficient B was practi- cally independent of the type of explosive. Comparison of the intercept pa- rameter H and the calculated energy of the explosive showed that the percent- age of explosive energy transferred to the rock increased linearly as the ratio of the characteristic impedance (product of density and propagation velocity) of the explosive to that of the rock increased toward unity. From 5 to 9 percent of the calculated total energy released by the explosive was transferred to the rock as radial strain energy.

The present study refers to passive systems for the treatment of acidic liquid effluents emanating from mixed-sulphide mines by means of an-aerobic compost wetlands. An effort was made for the thermodynamic study of the chemical systems that are involved in the reactions during the simulation of this specific system using laboratory columns and a pilot scale application. The substrate used was a mixture of cow manure, a high alkalinity organic substrate and chestnut woodchips, while the synthetic solutions prepared for the laboratory experiments contained the three basic metal contaminants i.e. Fe, Zn and Mn. The precipitation mechanism of the contained metals and the form in which these are precipitated was therefore investigated by constructing the equilibrium phase diagrams (Eh-pH diagrams) of the Me-S-C-H2O systems. Based on the experimental results from laboratory and pilot scale tests the stability conditions of the chemical species taking part in the aqueous solutions were also determined and verified with the thermodynamic data available. The thermodynamic analysis of the system was performed for ambient temperature, which is the prevailing temperature on field constructed compost wetlands. Results were further validated with the results obtained by the application of a five step sequential extraction procedure in the remaining substrate in order to determine the form in which the metals were precipitated.

Meeting of Oct. 23, 1914.-It was voted to take no action concerning the proposed amendments to Article VIII, Sections 2 and 3, but that they be sent to the membership, as provided by the Constitution, together with a statement of the arguments for and against the proposed changes. It was voted that the following proposed amendment, which had been unanimously approved at the annual meeting of the Institute on Feb. 18, 1914, be sent to the membership as provided by the Constitution, together with the approval of the Board of Directors of this change: Article III, Section 1, paragraph 3, sentences 2 and 3: substitute the following: "Any Member, Junior Member or Associate in arrears for two years shall be dropped from the rolls unless the time for payment is extended by the Directors. A Member so dropped may be reinstated by the Directors on paying the arrears of clues and other indebtedness with which he was charged on the books of the Institute it the time he was dropped. A Member or Associate thus reinstated shall receive the Transactions for the back year for which he pays." It was unanimously voted to extend the sincere thanks of the institute to Samuel A. Taylor, Chairman, and to each member of the several Committees of the Pittsburgh meeting, for the enjoyable and successful meeting which they brought about.

"Recycling of aluminum scrap and dross is significant in the economic and energy saving, as well as in the environmental protection. Recovery of metal aluminum depends on many factors. The aim of this work is to investigate experimentally the metal recovery under different conditions. The processing of aluminum dross was carried out in DC electric arc rotary furnace. The optimal technological parameters are determined. It is turned out that the presence of crushing refractory bodies during the processing of the aluminum dross in the rotary furnace increases the degree of aluminum recovery with about 10 %.IntroductionCompact and granular aluminum dross are used for the fulfillment of the experiments, which were obtained by salt free melting of aluminum scrap. The only preliminary preparation of the compact dross is crushing them into proper size, in compliance with the size of the opening for furnace charging and removing of fraction – 1 mm. The granular dross is subjected to sieving also with the purpose to remove the fraction – 1 mm. In these conditions the content of the metal phase in the compact dross is 72 %, and in the granular – 77 %. The processing of aluminum dross was carried out in DC electric arc rotary furnace (Figure 1).The purpose of this research is to investigate experimentally the metal recovery under different conditions and to establish the dominant factors, which need to be controlled."

Since the beginning of the 20th century the world has been trying to find a new political system, even as it did at the end of the 18th century. According to the Directive 93/15/EEC, given on 5th of April 1993, all the commercial explosives placed on the market and transfered in European Union and EFTA countries have to be certified and contain the CE-marking. Before the products can be awarded by the CE-marking they have to fulfil the Essential Safety Requirements (ESR) of Appendix 1 of the Directive. From the beginning of last year the commercial explosives could not have been be sold in Europian Union countries without the CE-marking. The legitimacy of the Directive 93/15/EEC encompasses High Explosives, Detonating Cords, Safety Fuses, Gun Propellants and Detonators. At the moment in Europe, there are seven Notified Bodies (NB) working in the field of commercial explosives. They are in Spain (LOM), Germany (BAM), France (INERES), England (HSL), Netherlands (TNO-PML), Sweden (SP) and in Finland (PvTT). The Swedish SP has qualifications only for the detonators and the Finnish PvTT for High explosives, Detonating cords, Safety Fuses and Gun Propellants, but not for the detonators. The role of the NB is to work as a third independent body between the client and the manufacturer testing, studying and certifying explosives by the commission of the manufacturer. The Notified Bodies are operating independently competing the clients, the explosives manufactures.

Forty-five years have passed since I discovered the extensive and remarkable diatom-earth beds at Monterey, California., and now I have the satisfaction of bringing to notice still another wonderful deposit in the heart of Arizona. The Monterey beds mere described at the Philadelphia Academy,* and specimens were sent to Prof. J. W. Bailey, West Point, N. Y., at that time the leading American authority upon such microscopic relics of organic life. The earth from both localities is snow-white and pulverulent. It rubs off' like soft chalk upon the fingers when handled, and has the general appearance of chalk. But, unlike the Monterey beds, these newly-discovered deposits consist largely of volcanic ash, through which the siliceous shells of the diatoms are distributed. These deposits are in the central portion of the San Pedro valley,† in the southeastern corner of Pinal county. The region of their greatest development is a few miles south of the mining town of Mammoth, on the east bank of the stream, and near Redington, some 40 m. N. of Benson, on the Southern Pacific railway. The altitude is about 2600 ft. above tide. This portion of the San Pedro valley lies between the high Catalina and Rincon ranges on the west and the Galiuro mts. on the east. The method of seismic reflection prospecting has many times been compared to sound ranging, a process that became familiar to many during the World War. According to this very simple theory, the dynamite goes off and sends out a compression wave, which meets a reflecting horizon and returns to the surface, where it is recorded and the elapsed time of its travel in the earth accurately determined. Computations are then made on the general theory that the longer the elapsed time, the greater the depth of the reflecting bed. While this serves to give an idea of the fundamental basis of the process, it suggests a simplicity that does not exist in the life history of the various waves set up by a dynamite explosion in the earth. To begin with, a seismic wave in the earth does not obey the same simple laws of propagation that apply to a sound wave in the air. The property of strength in shear possessed by solids introduces a factor that sets such waves apart from the ordinary air waves. Also, the transmission charactcristics of the earth vary widely from place to place, and a fairly accurate knowledge of the space relationships of these variations is necessary if the final results are to be understood. The southern West Virginia coalfield was formed in a rapidly subsiding depositional basin associated with deep-seated growth faults. Subsidence began to the southeast during deposition of the Pocahontas Formation, and then shifted to the northwest during deposition of the New River, Kanawha, and Allegheny Formations. Rocks of all the coal-bearing formations grade into massive sandstones to the northwest. For the No. 3 Pocahontas, Sewell, Campbells Creek, and No. 5 Block coals discussed in this study, the overall sulfur and ash values of each coal seam increase gradually toward the northwest. The thickness of each coal tends to increase toward the southeast. These trends are partly a reflection of the differential subsidence of the coal basin along with varying degrees of peat accumulation and degradation. The northwest side of the coal swamps underwent relatively less subsidence and, thus, more degradation due to increased aerial exposure, with a resulting increase in the sulfur and ash values of the coals, and a decrease in the thickness. The open sea existed to the west of the coal swamps, and this marine environment also contributed to the higher sulfur values to the northwest. Coals of the Pottsville Group in the southern West Virginia coalfield generally have sulfur values between 0.6-1.0% with some as high as 2-3% on the northwest edge of the coal basin.

THE methods of electrical prospecting, which employ contact electrodes to produce an electric field in the ground, furnish information concerning the constitution of the material beneath the surface, as indicated by the distortion of this artificially produced field and anomalies therein. To reveal the distortion of such field of known character, it is only necessary to measure qualitatively the direction of the field, using sensitive compensation methods. In such a case, the survey is relatively simple, and that is an important factor from a practical point of view, The distortion of the normal field thus determined permits an easy interpretation and gives approximate information as to the subsurface conditions, without the necessity of a thorough theoretical knowledge of the electrical field. The true field of application of the equipotential lines and search-coil methods, which are based on this principle of directional determination of the electrical field in the ground, is that of search for deposits of economic minerals for the mining industry, although they can also be used in solution of other problems; for example, in the determination of the strike of anisotropic beds. The distortion of the electric field as represented by the picture of equipotential lines or other measured curves is striking only when bodies having conductivities different from that of the country rock are embedded in the underground, or when the underground is anisotropic.

"In October 1984, Rocanville Division began using a stacking system to handle potash mill tailings. Previous to this date, mill tailings were slurried to the top of the tailings pile and allowed to debrine while flowing down the pile. With the new stacking system, slurried tailings are fed to mobile stackers. The stackers consist of cyclone packs to debrine the tailings and drag conveyors with screw discharges to deposit the tailings onto the existing pile. This paper deals with the various aspects of the project from conception to its present state.IntroductionPrevious to 1984, when the stacking project was first implemented, potash mill tailings were handled as follows. Mill tailings were first debrined to approximately 65010 solids using a cyclone cluster. The cyclone underflows were then introduced onto a vacuum scroll filter table. Here the tailings were further debrined and discharged into the disposal tank where the tailings were reslurried with reclaim brine and pumped to the tailings disposal site. At the disposal site the slurry was discharged onto the tailings pile and by a natural settling process the tailings were debrined with the brine ultimately collected in the reclaim brine ponds. The shape and profile of the tailings pile was controlled by building salt dykes to control the flow of the discharged tailings slurry. As the tailings pile grew in height, booster pumps were added to the disposal system."

Beads of metal frequently appear at the ends of cast-copper wire bars and on the sides of wedge cakes near the top. These are richer in cuprous-oxide than the rest of the casting. A micrographical study of these exudations has been made. It is suggested that the material is forced through the surface while the copper is solidifying. If not eliminated in process of manufacture, it shows on the finished polished sheet copper in patches differing in color from the main body of the sheet. FIGURES 1 to 4 show the copper exudations, at different magnifications, as they appear on the ends of cast wire bars, and on the sides, usually near the top, of wedge cakes. Sometimes the exudations are in fine "drops;" at other times, large masses of the material are found. Microscopic examination of the copper exudation indicates that it is high in oxide and of eutectic proportions. Because of the difficulty of securing a suitable sample, the protuberances have not been analyzed chemically; but the spectroscope shows no indication that there are any more metallic impurities present than in the balance of the copper. The lowest copper plus silver content of the coppers studied for this? paper was 99.914 per cent.; the highest, 99.966 per cent.; so the oxygen content of the whole casting would be well under 0.07 per cent.

"LynnGold's MacLellan Mine is located about 8 km south east of Lynn Lake immediately to the east of the Keewatin River (Fig. I). The property is accessible by an all-weather road, leading north from the provincial highway 391, which links with the Town of Leaf Rapids and the City of Thompson to the south.The ore body, as outlined in the original feasibility study, is expected to produce in excess of 9.3 x IQ6 gm of gold and silver over the next 5 years. However, the deposit is open to depth and exploration is continuing on and around the main zone and the many satellite deposits.The start of construction of the MacLellan Mine and mill was scheduled to phase in with the closure of the Fox copper-zinc mine located 48 km west of Lynn Lake. The majority of the employees from the Fox Operation were either employed at the MacLellan Mine or relocated to Sherrin's Ruttan Operation.GeologyThe MacLellan gold ore deposit is located on the northern section of the Lynn Lake Greenstone Belt known as the Rainbow Trend. This Trend is a 40 km gold bearing rock sequence extending both east and west from the MacLellan Mine. The southern section of these two east-west trending structures is known as the Johnson Shear, this is also gold bearing."

Nowadays, the pyrometallurgical treatment in copper smelters is the common process for the recycling of metals from the electronic scrap. Furthermore the European Directive on the Waste from Electrical and Electronic Equipment (WEEE) and the Directive on the Restriction of Hazardous Substances (RoHS), increase the importance of electronic scrap recycling. Besides these a high amount of plastic and inert components in these materials leads to problems at the processing. An optimisation concerning the internal recovery and the high amount of plastic is necessary to reach the recycling quota of the European directive. The majority of the scrap is treated mechanically in order to separate in a first step plastics from metals, iron from nonferrous metals and harmful substances from valuable materials. But the quality of the different fraction often rather low and further treatment leads to higher costs. Therefore an interaction between mechanical treatment and metallurgical processing should be realised. The Christian Doppler Laboratory for Secondary Metallurgy of Nonferrous Metals at the Institute of Nonferrous Metallurgy at the University of Leoben carried out investigations concerning the optimisation of the metallurgical recycling and the treatment of the input materials especially of printed circuit boards.

Introduction The subject matter of this paper will be treated under two heads: (1) experimental work and the development of the purification system, and (2) the operation of the commercial plant. During 1927-28, a two-ton slag-retreating plant was in operation at the smelter for experimental purposes. Details of this operation and of the commercial plant are presented in a paper by G. E. Murray, read before the Annual General Meeting of the Institute in April, 1933 (1). A point which has considerable bearing on the subject of the present paper, and which was not emphasized by Mr. Murray, is the concentration of volatile impurities in the zinc oxide fume produced. The result of the operation of the slag fuming furnace is largely to confine in a closed circuit all the minor constituents of the Sullivan concentrates, both lead and zinc. They pass into the feed of the zinc fuming furnace, with the result that all impurities which volatilize-such as arsenic, antimony, tin, fluorine, etc.-report in the zinc oxide product. The accompanying condensed flow-sheet (Figure 1) will illustrate this. The only outlet for impurities which is not shown is the small tonnage which passes the Cottrell plants. The flow-sheet would indicate the possibility of building up a prohibitive concentration of cathodic impurities in the oxide leaching plant feed. However, after three years' continuous operation this has not occurred. Should this condition arise at some future date, discard of some tonnage of blast furnace slag is indicated. In Mr. Murray's paper, the much greater flexibility of blast furnace operation, due to the slag fuming furnace, is stressed, particularly as to the lead content of the slag. The requirements of our lead refinery call for a bullion containing about 0.70 percent antimony.

The presence of a fractured water-conducting zone (FWCZ) is of significant importance for the safety of underground mining under water bodies. When a coal mining area is covered with a thick layer of alluvial soil, the height, width, and distribution pattern of the FWCZ in the area shows unique features. The internal mechanism by which thick alluvial soil affects the FWCZ is still unknown. Using the Huainan coal mining area (HCMA) in China as a case study, we investigated the impact of thick alluvial soil on the height, width, and distribution pattern of the FWCZ through numerical simulation using the distinct element method, theoretical derivation, and data validation. The results indicate that a thick layer of alluvial soil inhibits the FWCZ height and increases the FWCZ lateral width. When the soil-to-rock ratio is greater than a certain value (the numerical result in this study is 15:18), the FWCZ height and width are affected by the thick alluvium significantly, and the thick alluvial soil alters the shape of the FWCZ from tall and thin to short and wide. The load exerted by the alluvial soil transfers downward to influence the FWCZ; however, this process is obstructed by the hard strata in the bedrock. Therefore, the vertical and lateral change trends show a similar step pattern. Our results can provide a basis for accurate calculation of the FWCZ height in mining areas with thick alluvial soil, to mitigate mine water hazards and increase the safety of underground mining in coal mines covered with a thick alluvium layer. Moreover, reducing the FWCZ height can help extend the upper extraction limit in coal mines covered with a thick alluvium layer, which reduces the thickness of the impermeable coal pillar and increases coal production.
