(Paper presented at the Institution of Mining Engineers' general meeting held in London on 8th June 1916.) It was shown in the last Supplement to the Registrar-General's Reports, in connection with the census of 1901, that the general death-rate among colliers was considerably lower than in the great majority of occupations but that there is an exception to this in the case of colliers above the age of 55. Examination of the statistics finds that the excessive death-rate among old colliers is to a large extent only apparent, and that the real excess of bronchitis from which they have suffered has greatly diminished. It is concluded: (1) that good ventilation is of considerable importance to the health and continued working efficiency of miners, as well as to their safety from accidents; and (2) that there is no real statistical evidence of harm resulting from the inhalation of coal-dust or shale-dust in the quantities ordinarily breathed by miners, and a strong presumption that the dust they breathe protects them against serious dangers from bacilli that are removed from the lungs by the dust-clearing cell mechanisms

A FEW nights ago while working in the small hours of the morning on a clarion message intended for this page, we repaired to the kitchen for coffee, as is our wont when the solitude of the late hour and the stillness of the night seduce thoughts from the job at hand to reminiscences. The thought occurred, as we slowly dissolved the instant coffee in boiling water, that this modern world of canned, frozen, and dried foods deprives us of some of the subtler and therefore more delightful pleasures of life. We recall the aroma of boiling coffee which greeted us on getting up in the morning before the ease of instant coffee deprived us of the aroma from the old coffees. This line of thinking led us to place the blame on our wife for taking the easy way of making coffee and thereby depriving us of some of our enjoyment. From thinking about our spouse, it is only a short step to thinking about "the boss" or bosses in general.

On June 30, 1960, ground was broken for the construction of the facilities to mine, concentrate, and agglomerate the iron ores of the Atlantic City, Wyo., area which has become known as the "Atlantic City Project." This was a historic occasion for Columbia-Geneva Steel Division of United States Steel Corp. When completed, the installation will be the first integrated iron ore beneficiation plant west of the Mississippi River producing an agglomerated product. This Project, named for a nearby ghost mining town, is located in central Wyoming on the south-east flank of the Wind River Mountains. It is 16 miles north of the South Pass, where the early pioneers who followed the Mormon and Oregon Trails crossed the Continental Divide. White men first penetrated into this area in October, 1812, when Robert Stuart Party brought the returning Astorians through South Pass on route to St. Louis from the Columbia River area. Further interest in the area developed when gold was discovered in the sands of Rock Creek and the towns of Atlantic City and South Pass City were founded.

IN STUDYING Utah as a lead producing state one is immediately confronted by the fact that few, if any, of the ores of the state are valued for their lead contents alone. More correctly the ores from which this metal is recovered are characterized as silver lead. Even then the whole story is not told for many of these ores carry also gold, copper, zinc, bismuth, antimony, arsenic, tellurium, and other metals. It becomes apparent, therefore, that the production of lead i11 Utah is influenced by many factors. For example, i11 the early part of 1923 there was a marked increase in the production of the lead by reason of the efforts made by silver mines to produce as much silver as possible before the termination of purchases under the Pittinan Act in June, 1923. As nearly all silver ores carried more or less lead the production of that metal was increased with the increase in silver production. Very few, if any, ores of the State are mined for their lead contents alone. Important as Utah's contribution to the lead output of the country is nevertheless it is bound up to some extent with the production of gold, silver and copper.

AT THE present time five localities in the Argentine Republic are known to bear direct evidences of the presence, of petroleum. The segregation of these localities is more or less arbitrary inasmuch as minor indications may be found to extend from one locality to the other at no regular distance apart, especially in the northern and western part of the republic. These localities are listed as follows: North Argentine-Bolivian region, Salta-Jujuy district, provinces of Mendoza and Neuquen, Comodoro Rivadavia, and the Gallegos-Punta Arenas region. Economic conditions attract us to the possibilities of developing these and other regions of countries in the southern hemisphere. Development work will, naturally, be undertaken first in such localities as present direct manifestations of the presence of petroleum; "hidden fields" may exist, but, unless discovered by accident, their development will be left to the last. The problems to be solved in the development of the petroleum resources of the Argentine republic are mainly of stratigraphy, structure, and transportation. We are not here concerned with the unfavorable climate of the countries to the north in the tropics where, for us of the "far north," life hangs by a thread ready to be severed by a mosquito, gnat, or tropical germ.

The mining of coal, phosphate, oil, gas, and sodium on the public lands of the United States has, during a long period of years, been prevented by the failure of Congress to legislate, notwithstanding the fact that each successive Congress has vainly attempted to enact a law. Disagreements among members of Congress, many of which have related to non-essential matters, have prevented the passage of a bill, the failure at the last session having been due to a fillibuster in the Senate against the conference report led by Senator LaFollette of Wisconsin. Seven bills covering this subject have been introduced into the present Congress, four of which are identical in nearly all essential respects and follow either precisely or closely the conference agreement of the last Congress. These bills are too long to permit of review in this column. In general they provide for the leasing of lands or privileges to mine or to recover the various minerals above mentioned under terms and conditions as to the amount of land that may be leased by any one applicant, the diligence with which the work must be prosecuted, the return or royalty demanded, and the term of the lease and extensions thereof.

The liability created by building this railway is the great financial problem before the people of British Columbia at the present time. In dealing with the subject, I propose to divide it into three periods: The Past - The Present - and The Future. The Past The primary objects in building the railway were to provide an independent and direct route for the Grand Trunk Pacific railway into the city of Vancouver, and to open the central and north-eastern portion of the province.. This vast territory, almost one-half the entire area of British Columbia, has great wealth in fruit, agricultural, and grazing lands; timber, coal, water-power and minerals of all kinds, including some of the richest placer deposits in the world. Rivers and lakes teem with fish. Big game, including moose, elk, caribou, deer, grizzly and black bear, mountain goat and sheep, is plentiful and there is an abundance of small game and fur-bearing animals. In addition, its scenic attractions are unsurpassed in Canada. To develop these resources it was considered necessary to build a railway from south to north as a main artery of transportation and, if necessary, branch lines to carry heavy .shipments of coal or other commodities. Lighter freight may be handled by motor trucks from distant points to the railway.

The smoke problem means different things in different places . In the neighborhood of industrial plants , especially smelting plants and cement plants , the term " smoke " is applied to material discharged from these plants , consisting of a mixture of solid particles ( dust ) , fume which has condensed from vapors , and gases of various kinds that are produced in the operations . In the ordinary use of the word , however , " smoke" refers to the visible material which escapes from the burning of coal . White smoke usually owes its color to small drops of water which have condensed from the water vapor that it formed in the burning of coal . When smoke is black, the color is due to unconsumed particles of carbon and usually when the smoke problem is spoken of , it is this black smoke produced in the burning of coal that is referred to , Many inquiries in regard to smoke are addressed to the Bureau of Mines , and the following brief summary has been prepared as covering the usual questions . For references to the smoke problem in England , I am indebted to a recent interesting paper on this topic by David Brownlie .

FRED. MACCOY, Raton, N. M. (written discussion *).-In the review of the Chilean nitrate industry presented by Messrs. Rogers and Van Wagenen, the most critical point relating to the future of the industry has been summed up in the last paragraph: when nitric acid can be produced synthetically cheaper than from the Chilean deposits, the Chilean industry will cease. A study of the prevailing mining methods and extraction process leads one to suspect that much can be done to reduce the present cost of the finished product; and a reasonable reduction of the cost would make available immense reserves of low-grade caliche, the locations of which are fairly well delimited. In a study of costs, one finds that actual data are very hard to procure. The average operator does not know, with any degree of reliability, his "head assay," what percentage of the caliche is lost in mining, nor what tonnage of caliche he is putting into the maquina. One manager remarked to me, "We are not concerned in what it costs to treat a ton of caliche, we are interested only in what it costs to, produce a quintal of' finished nitrate." Apart from the crude methods of mining, and the inefficient work in extraction, attention is at once drawn to the fact that the 40d., stated as the cost of the nitrate at the plant, has become 80d. by the time it is on board ship. FEW indeed are the sections of the country where trained or partly trained workers have not already been hired by a war industry plant or will be within the near future. Yet right in the midst of the heavily industrialized East lies the anthracite area, home of a million people, whose productive power has persistently been by-passed either by private industry or by the Government Plant Site Board. The chief reason given for not locating war plants in the area is that it is not within the strategic zone, but in numerous instances elsewhere this rule has been waived. Furthermore, the anthracite region is well protected on all sides by mountains and is at all points more than 100 miles inland. Continued depression in the anthracite industry and a crippling blow dealt by the war emergency to the production of silk and rayon goods, the chief manufacturing activity of the area, have resulted in a heavy migration, particularly of trained young workers, into near-by industrial areas. At least 50,000 people are currently unemployed, with the likelihood of an increase in coming months, and as many families are on relief.

IN a recent study1 of the evolution of engineering education 1870 was taken as the initial point, as it is said to mark the transition from the poineer era in American engineering education to an era of rapid growth and consistent development. Prior to the founding of Rensselaer Polytechnic Institute in 1824, West Point Military Academy was the principal source of formal engineering training. In 1849 Rensselaer revised its program on the model of the leading French technical schools. Lawrence Scientific School was estab-lished at Harvard and Sheffield Scientific School at Yale in 1847. The University of Michigan pioneered in en-gineering instruction in the West, offering its first course in 1853 and awarding its first degree in 1860. Other important steps in -the progress of engineering education were the founding of Columbia School of' Mines in 1864, the opening of Massachusetts Institute of Technology in 1865, and the founding of Cornell Uni-versity and the Thayer School of Civil Engineering at Dartmouth in 1867. From its organization in 1852 until 1871 the Ameri-can Society of Civil Engineers was virtually the only national society of engineers. In 1871 the American Institute of-Mining and Metallurgical Engineers was founded, to be followed later by the Mechanical En-gineers in 1880 and the Electrical Engineers in 1884. This expansion and diversification of the engineering profession was paralleled in the colleges, and by 1885 the plan of different curricula in the major branches of engineering was soundly established.

Dredging can be traced to early times where it may have been derived by the Phoenicians prior to the 4th century B.C. The first tangible design drawings of a bucket ladder (BL) dredge can be found in the collections of Leonardo da Vinci (1452-1519), which he produced when he was attempting to create better methods of channel and port dredging. The perfection of the system did not commence until after the invention of the steam engine in the early 1800's; providing the impetus to progress from man-powered mud mills, horse drawn along polders or dikes in the Netherlands, England, France and Germany, to steam-driven. In the 1860's following the various gold rushes in the U.S., Australia, New Zealand, Siberia and South America, with placers in particular, efforts were begun to apply mechanization to achieve deeper digging. There is a recording of a dredge being installed to mine gold in Montana in the 1860's but did not include a processing system. Then in the 1880's in New Zealand, some practical engineers developed a system that is said to be the first bucket ladder mining (BL/M) dredge for mining gold placers. In studies of the New Zealand gold dredging experience, it is estimated that some 500 dredges were built to mine gold between the 1880's and 1942. WE must begin by defining what we mean by the Copperbelt. This term is generally used to denote that region of Northern Rhodesia in which the copper mines of that territory are situated. The first published use of the term Copperbelt we have been able to trace dates back to 1905. The African World of December of that year contained an article entitled "The Great Northern Copper Belts of Rhodesia." The next reference we have traced is in 1909 in an article in the Transactions of the Geo- logical Society of South Africa. It began to be used generally in the late twenties and by 1929 was in common use to denote the region which today contains the existing large copper mines of Northern Rhodesia. The first of three accompanying maps is a very simple outline map of Africa showing where Rhodesia is within Africa, and where the Copperbelt is within Rhodesia. The second is a larger scale map of the Copperbelt itself. It will be seen that within the present Copperbelt there are six producing mines. Two of these are new and four are relatively established, having started operations between the two world wars. The Copperbelt also includes a town- ship called Ndola, which is not a mining town, but a railhead on the main line. This town has developed primarily as a result of the mining industry in the neighborhood. It describes itself as the Gateway to the Copperbelt and is shortly to become a refining center.

In the history of American mining, so far as I know, there is no cleaner, brighter, or more completely successful mining adventure than that of the United Verde Extension.* It deserves to be placed on record here. The mine is at Jerome, 25 miles northeast of Prescott, in Yavapai county, Arizona. For 30 years before the U.V.X., as it is known to mining men, achieved celebrity, the Jerome district was identified with a copper mine, the United Verde, one of the great mines of the world. The success of this mine, of course, stimulated the search for similar orebodies, or for an extension of those already known, in adjacent ground; but, despite vigorous prospecting, the United Verde remained for many years alone in its glory. The reason for this solitariness was geologic: a fault with a big throw frustrated the effort to trace the ore-zone, thereby causing exploratory work to be both uncertain and costly. Despite these failures to develop other mines in the vicinity, the belief persisted that all the ore was not localized in the United Verde mine, but before we consider the reasons for such a belief we must look at the geologic conditions. The basal rock of the Jerome district is a schist, which has been correlated with the Yavapai formation of the Bradshaw quadrangle. This schist is geologically ancient, for it is of pre-Cambrian age. THE purpose of this investigation was to determine the equilibrium diagram of the lithium-magnesium pair as a first step in studying the possible usefulness of these alloys as ultra-light structural materials. REVIEW OF THE LITERATURE The behavior of lithium towards magnesium was first investigated by Masing and Tammann.(I)? In order to prevent oxidation the alloys were made in iron tubes under an atmosphere of hydrogen; temperatures were measured with a glass-protected thermocouple. These investigators found that lithium and magnesium form two series of solid solutions separated by a miscibility gap between 85 and 95 per cent magnesium; that the alloys with 81 and 95 per cent magnesium showed a homogeneous structure under microscopic examination, while the alloy with 89 per cent magnesium contained two distinguishable crystallites; that the curve indicating the beginning of crystallization rises from the melting point of lithium to that of magnesium; and that no compounds of lithium and magnesium are formed. The equilibrium diagram was not plotted because no definite data were obtained for determining the solidus and the posi-tion of the miscibility gap in the solid state. The difficulties encountered in this investigation were: (1) that it was necessary to heat them as high as the melting point of magnesium in order to obtain homogeneous melts; at such temperatures the alloys attacked the glass protecting the thermo-couple; and (2) that at temperatures above 400° C. the lithium united

The development of a metallurgical project is a business venture rather than a technical exercise, and its real objective is to obtain the maximum return on investment consistent with the limitations imposed by company policy and the requirements of society. Demand for profits is the driving force for technical advances and naturally leads to improvements in processes, equipment and plant designs. In the mineral dressing field there have been virtually no new processes developed since the introduction of flotation, and the steady erosion of profits by inflation has been offset only by increasing equipment size. Unfortunately, in recent years, plant designers have not always utilized the largest equipment or the opportunities for functional and economic design presented by the development of larger equipment. Lower cost plants can be developed providing that unrealistic restraints arising from the prejudice of past practices are avoided. As an illustration of this premise, three different approaches were taken toward the design of a clearly delineated but hypothetical copper concentrator of 20, 000 tons per day capacity. While the same flowsheet was used in each case, designs were produced for a conventional plant, an alternate using the largest available equipment, and a third scheme utilizing large equipment and the most functional design which could be developed, including features derived from many plants in many different industries. Capital costs were developed for the three separate designs based on a location in the southwestern United States. Ancillary facilities were identical in each case and included a mine truck shop, a maintenance shop, a general office, and a nominal starter dam for tailings disposal within 5000 feet of the plant. Water supply within 1000 feet of the plant, and power furnished to the property boundary has been assumed in each case. The flowsheet of the three plants is shown in Figure 1 and represents the treatment of a typical sulfide copper ore by three- stage crushing followed by single-stage ball milling. Concentration is by flotation roughing and scavenging followed by regrinding of the concentrates and two stages of cleaning.

The Monterey Coal Company, a wholly owned subsidiary of The Carter Oil Company of Houston, Texas, recently awarded a contract to build the Monterey No. 1 Preparation Plant, which will be located near Carlinville, Illinois, to the McNally Pittsburg Manufacturing Corporation. The preparation plant will be one of the most modern jig preparation plants in the State of Illinois. Illinois No. 6 coal will be delivered by a 48" slope belt having 35-degree carrying idlers, operating at 650 FPM and operating on an incline of nearly 17 degrees. The slope belt is driven by two 450 BP motors and will deliver the mined coal at the rate of 1800 TPH to a stationary step-type ' screen having six-inch openings. The overproduct from the stationary screen will discharge into a 10' x 24' McNally Rotary Breaker and the underproduct will bypass the rotary breaker. The rotary breaker is equipped with heavy manganese screens with 6 ½" diameter openings. The sized 6" x 0 coal from the stationary step screen and the rotary breaker will be discharged by gravity to a 4%" raw coal incline storage belt. The 48" raw coal storage belt will deliver the 6" x 0 sized coal at the rate of 1800 T?H to an 8000 ton concrete raw coal silo, 70 feet in diameter and 1x7 feet high. The 6" x 0 sized coal will be drawn from the concrete storage silo by seven (7) 36" wide reciprocating plate feeders. Five feeders are to have constant speed drives at a rated capacity of 145 TPH each. Two (2) feeders will have remote con- trolled variable speed drives, to provide a varying feed.

INTRODUCTION DURING the years 1942-1944, about 125 New England deposits were mined for sheet and punch mica, and many others were briefly prospected. During this period the Geological Survey, United States Department of the Interior, carried on detailed studies of the deposits and the pegmatite bodies that contain them. The primary purpose of the studies was to provide geological information that would contribute toward efficient mine development and operation. The studies were aimed directly at practical production problems. Detailed maps showing the structure of the deposits were prepared, and geological findings were closely correlated with data on specific yields and costs of mining and processing. The result is information that permits a reasonably accurate appraisal of the mica deposits of New England and the mining industry that they support. At a time when the future of the industry is in doubt, it seems desirable to submit this appraisal for consideration. Domestic mica deposits supply only a small fraction of the country's needs in normal times, for only the richest domestic deposits can compete with the low-cost mines of India and Brazil. However, the possibility that this country may be cut off from its supplies in time of war gives domestic deposits an importance much greater than their peacetime production would imply. New England supplied about 22 per cent of domestic output in 1943 and 1944, the peak years of wartime production. Its actual contribution to the war effort was greater, for the proportion of sheet mica of high quality in the New England product is higher than the average for domestic mica. The data analyzed below were collected for the Geological Survey by D. M. Larrabee, A. H. McNair, J. J. Page, V. E. Shainin, G. W. Stewart, and the co-authors of this paper. The cooperation of officials of Colonial Mica Corporation and of mine operators and owners in furnishing information is gratefully acknowledged. D. M. Larrabee, A. H. McNair, and V. E. Shainin have made various suggestions based on critical reading of the manuscript. ANALYSIS OF WARTIME OPERATIONS In considering the data presented in this report, it must be remembered that the scale of mica operations is very small compared with that of many other mining industries. The typical New England mica mine of 1943 and 1944 was worked by a crew of five or six men. Equipment was varied but on the whole extremely simple. The first stage of operation at a deposit was normally opencut mining. Drilling was done mostly with jackhammers powered by portable compressors driven by gasoline engines. Muck was shoveled by hand into buckets with a capacity of 1/3 to 2/3 ton and commonly hoisted by derrick to a dump adjacent to the cut. As operations were carried to greater depth, and the transition to underground mining was made, these methods were modified to a degree depending largely on the attitude of the deposit mined. Seventy years ago a period of prospecting and mining activity began in the Eastern Townships of Quebec that seems to have been quite equal to that of recent years in the Rouyn field. In the following six or seven years a large amount of work was done over a widespread area. About fifty deposits gave some shipment of ore, from a few tons upwards, and as many as five hundred occurrences of copper were made known in the district by official records. Comparing the scale of commercial undertakings of that time and of the present day, these developments must have occupied quite as large a share of the capital and man-power of the Province as northern Quebec employs today. Working conditions at that time were not very favourable. The country was then only newly opened for settlement, and colonists were few and widely separated. Roads of the class built today were unknown. A single line of railway, the Grand Trunk, crossed the district from east to west. Colonization companies controlled large blocks of land on which they owned mining rights and usually reserved these rights in whole, or in part, when selling the lands. Then, as now, the precious metals belonged to the Crown. Yet the work was not without its successes. One of the first deposits discovered, the Acton, was, for a few years, one of the most profitable producing copper mines of its time. Another, the Eustis mine, has been in almost constant operation ever since, and is now vigorously pushing further development. At least two others, now quiescent, proved profitable operations, and several made considerable production. The manufacture of sulphuric acid in Canada was begun by the founder of the Nichols Company at Capelton, on a deposit that is now being re-developed, after a long and creditable career.

Of all the fossil fuels produced in the U. S., coal is by far the most abundant. U. S. reserves amount to an estimated 1.5 trillion tons, 2,500 times the 600 million tons produced in 1970. Although it would not be possible to recover all of this coal economically with current mining technology, a significant portion would be available given the proper circumstances. With existing technology, approximately one-eighth of these reserves is accessible, an amount which would last for several hundred years at the 1970 level of production. On the face of it, this substantial reserve should go a long way in meeting the Nation's energy needs. But coal offers special problems. As additional coal is mined and then burned, there are increased costs to the Nation's land, water, skies, and health. Hence, coal poses a dilemma because of its dual status as one of our most abundant domestic fuels and as one of our major sources of environmental degradation. Against the benefits that would be chalked up in the areas of national security, balance of trade, and economic well-being from the increased use of coal, we must enter on the debit side of the ledger the increased environmental cost. This paper reviews the use of U.S. fossil fuel, the drawbacks of coal as an energy source, the means being developed to overcome these drawbacks, and the background behind the present sulfur emission regulations relative to coal combustion. It also discusses in detail the Federal Environmental Protection Agency's (EPA's) current policies to ensure the continued use of coal as a major source of energy for fossil-fuel fired power plants.
