General Aurelio Blanquet,* the best known of living Mexican soldiers, formerly the trusted friend of Porfirio Diaz and organizer of the old Federal Guard of Mexico City, who as a sergeant commanded the squad that executed sentence on Emperor Maximilian, and. more recently was Minister of War in the Cabinet of Victoriano Huerta, landed in Mexico early in April and joined the forces of Felix Diaz. His landing in the state of Vera Cruz, it was stated, was for the definite purpose of aiding the movement now under way to overthrow Venustiano Carranza and to place in power a government that will be "pro-Ally" in its sympathies and will promulgate and enforce laws that will guarantee the rights of life and property in Mexico. The New York Tinges says of the revolution editorially: "Whatever may be the success of General Aurelio Blanquet's attempt to overthrow the Carranza Government in Mexico, admiration cannot be withheld from the General's publicity manager. No enterprise awning at the overthrow of a Government ever had more favorable and widespread advertising. Felix Diaz, whom Blanquet is going to reinforce, supersede, or overthrow, as the case may be-Mexican precedent in these matters offers opportunity for considerable speculation-has been conducting his revolution, at the old stand for some time, but without much success. But, says General Blanquet's representative, the landing of Blanquet will send a thrill to the heart of every true republican.' Meanwhile a biographical booklet is published, adorned with photo¬graphs illustrating the General's record, including such varied matters as the General in favor, receiving a decoration from Victoriano Huerta, and the General in exile, feeding the birds in Central Park."

IN the utilization of natural resources owner, operator, and consumer should share the attendant benefits. Development needs to be planned under terms recognizing fully the interests of all concerned, for any undue advantage given to any one of these participants is apt to involve even greater and disproportionate injury to one or both of the others. For this reason it is well to preface any consideration of needed reforms in legislation affecting the disposition of public land with a survey of certain fundamental principles that determine the general conditions of all land transfers preliminary to development, utilization, and production. The disposition of any undeveloped natural resource, whether timber, oil, coal, or water power, as a transaction to which hand owner and prospective developer are parties, must be based in theory upon a division of expected returns. Whatever the terms of such disposition, neither party can reasonably ask for anything other than an equitable division of the returns. Under this analysis three and only three questions need to be discussed ; namely, what are those profits, how is this division to be accomplished, and what is the equitable basis of division ? The answer to the third question should probably be found by applying to the problem the principles of theoretical sociology, and' the question need not be mentioned further at this time, inasmuch as it does not involve the practical considerations to be kept in mind in connection with the other questions, which are concerned with only the measure of returns and their division. That is to say, whether the land owner's equity is to be stated as 95 per cent. or as 5 per cent. of the profits attending the development of the particular resource, no change would be necessary in the method to be adopted of arriving at the closest approximation of the prospective total profit.

Economic deposits of barite occur in Missouri in two main districts. The most important, the Southeastern or Washington County district, is in the southeastern part of the state, mostly in Washington County with a small extension into the northeastern part of St. Francois County. Roughly, it embraces nine townships or about 200,000 acres and accounts for from 80 to 90 per cent. of the state production. The Central district, is in the central part of the state, includes most of Morgan and Miller counties, and parts of Camden; Benton, Moniteau and Cole counties. The area embraced is much larger than the Washington County district, but the deposits are more infrequent. The location and general area covered by the two districts is shown in Fig. 1. There is another small area in southern Franklin County but so far its production has been of small consequence. It might be considered as a northward extension of the Washington County field. An, area in the central part of Hickory County has also produced a small amount. The outline of the districts as shown indicates the general area in which deposits have been found. The total area covered by deposits of barite is only a small part of this, as, in the Central district especially, there may be miles of supposedly barren areas between ore-bearing areas of an acre or two in extent. The date when barite was first mined in Missouri cannot be definit stated, but the industry probably dates back to about 1860. The occurrence of barite was known long before this, as it was encountered in the lead mines in Washington County and mentioned by several earlier writers." Missouri is reported as producing 8000 tons in 1882 so it is evident the industry was well under way in the seventies in order to have arrived at this substantial production. By 1893 Missouri production had increased so that it ranked with that of Virginia, then the largest producer it increased until in 1914 Missouri accounted for about 65 per cent. of the total United States output.

First mining operations in the Tyrone District, located just north of the Burro Mountains in Grant County, New Mexico, commenced in the 1870's. A major operation was undertaken by Phelps Dodge Corporation in the early 1900's when a 2,000 ton per day underground mine was developed and a gravity concentrator was built east of the mine and across the Continental Divide. It was during this time that the picturesque Tyrone townsite was built and occupied. In 1921, however, the underground operation was closed because of high operating costs and low demand for copper. The area was drilled extensively during the 1950's and in October 1966 Phelps Dodge announced the pending development of the new Tyrone with a large open-pit mine, a modern concentrator, suitable support facilities, and a new townsite to be located between the mine and Silver City. Stripping for the pit and construction of shop and milling facilities began in 1967. By the spring of 1969, ore was being stockpiled near the primary crusher. Operation of the concentrator on a 3-shift per day basis commenced on July 17, 1969. The concentrator as initially built had one primary, two secondary, and five tertiary cone crushers, two grinding sections of six ball mills each, two flotation sections, four filters, and four tailing thickeners. The capacity was about 30,000 tons per day. In 1971 and 1972, the capacity was increased to 48,000 tons per day by the addition of one secondary and two tertiary crushers, one section of eight ball mills, one flotation section, two filters, and four more tailing thickeners. THE problem, of the crippled soldier in industry is not a problem of war work only; it is a problem of industrial development. As individuals, each one of you is seeking to provide our maimed heroes with such teaching as will render them, in the shortest possible amount of time, productive and satisfied members of the community. As individuals you are interested in the organizations that are preparing to receive these men, to train them and to place them at that work for which they are best fitted. As an organization, it is now your duty to take up the industrial end of the problem, to investigate existing conditions in the industries, to discover where the opportunities for employment lie, and so readjust industrial practice that the cripples may be utilized to their own and the community's good with the least shock to themselves or to the industries, and with the greatest amount of permanent benefit to all concerned. We have divided industrial opportunities suitable for cripples roughly, into three classes. First, such as already exist in the industries, which can be set aside for cripples only, present occupants being transferred to other work for which they can be fitted but which is not suitable for cripple work; second, opportunities in the industrial world that, through changes in the working equipment or tools, or through appliances attached to the cripple himself, can make the cripple a competitor of the sound worker; third, opportunities not existing at present in the industries, but which could be introduced for the good of the community, without placing the cripples into competition with any existing class of workers.

The first mention of the occurrence of native copper near Lake Superior is found in a book by Lagarde, published in 1636. The letters of the Jesuit missionaries in the seventeenth century refer to the use of this copper by the Indians. Francesco Bressani, an Italian friar, says, in 1653: "There is a copper ore, which is very pure, and which has no need of passing through the fire; but it is in places far distant and hard to reach. We have seen it in the hands of the barbarians".* Father Jerome Lalemant, writing in 1659, says that the coast of Lake Superior is "enriched with copper of such excellence that pieces as large as one's fist are found, all refined.† These pieces of copper were hoarded by the Indians as mascots. The mention of the metal as having been already refined by nature recalls the fact that the old Greek historians spoke of gold-dust as being apuron, or not needing the fire. Father Claude Allouez,‡ writing in 1666, says: "One often finds at the bottom of the water [of Lake Superior] pieces of pure copper, of ten and twenty livres [pounds] weight. I have several times seen such pieces in the savages' hands; and since they are superstitious [as if the padres themselves were not!], they- keep them as so many divinities, or as presents which the gods dwelling beneath the water have given them, and on which their welfare is to depend. For this reason they preserve these pieces of copper, wrapped up, among their most precious possessions".

It must be akin to rubbing salt in the wound, then, when an entrepreneur sells shares and the Court upholds Revenue Ca nada taxing the gain as ordinary income instead of capital gain. But, this is precisely what happened in the case of The Estate of Murray Watts, et al. v. The Queen.The issue that had to be decided by the Federal Court, Tri al Division, in this case was whether or not the profit from the sale of shares in Hearne Coppermine Exploration s Limited in 1968 was a capital gain, or income subject to tax.Hearne was incorporated in July, 1967. At that time, the three plaintiff s, together with seven other individuals, subscribed for 400,000 shares at 10 a share. The plaintiff subsequently subscribed for an additional 500,000 shares at $1.A pooling agreement was entered into by all ten shareholders regulating the disposition of any o f their shares; any sale required approval of seven of the ten initial sub scribers. It also provided for the sale of their shares 30 days after any public offering."

Mining is one of the important primary industries of Canada, with a gross production in 1927 estimated at $241,773,000- the highest in the history of the country-and an impressive dividend record. It is quite apparent, therefore, that mining is a business worthy of the careful attention of the people of Canada. Furthermore, with a vast undeveloped territory more or less mineralized, it is highly probable that our mining industry will continue to expand indefinitely, with a consequent increase in production and in the amounts of the yearly profits distributed. In recent years, the public has taken a larger interest than formerly in mining-an interest, moreover, that is not academic, but primarily from the viewpoint of profits. It is quite evident that mining is a profitable business, at least to some, and the average man on the street, hearing of these profits, is attracted thereto. I have no doubt that many of you have .read in promotion prospectuses, with figures to prove it, that mining is the most conservative, the safest, and the highest-yielding business in the world. Now, a lot of this information is best judged by the old saying that "While figures don't lie, liars figure". At the same time, mining, properly conducted, is a profitable business, even though speculative, and undoubtedly much profit will come from Canadian mines in the future. In this paper my conclusions regarding mining investments are based largely on British Columbia experience, together with some slight knowledge of mining conditions in the other Provinces. It is considered, however, that the inferences drawn are applicable to mining throughout Canada.

INTRODUCTION The LG-2 project is one element of the La Grande Complex, an integrated development of hydro-electric potential being constructed in north-western Quebec by the James Bay Energy Corporation. The project is located on the La Grande River about 65 miles east of Fort George on the James Bay coast and 600 miles north of Montreal. It comprises a 525 foot high dam, 81,000 feet of dykes, spillway and river diversion works and a 16 unit underground powerhouse that will have an installed capacity of 5,328 MW. The power installations at LG-2 represent approximately half of the total potential for the complex. When completed in 1982, LG-2 will rank as the largest underground powerhouse in the world. Studies and site explorations for the project were begun in 1971, construction commenced in 1973 and the roll date for the first machine is scheduled for February, 1980. GENERAL ARRANGEMENT OF POWER INSTALLATIONS As shown in Figure 1, the power installations are located on the south bank of the river about 4 miles downstream from the main dam. INTRODUCTION SOONER or later in the development of any natural resource it becomes highly desirable to know the quantity of this resource in the country as a whole, as well as of the part that is being developed, for the general course and. conduct of the development work must be governed to some extent by the total supply available. An accurate estimate of the quantity of any natural resource is difficult to make; yet if one is diligent enough one can obtain a pretty accurate idea of the quantity of marketable timber, the acreage of tillable land, or the horsepower that may be developed from the streams, for these are things that may be measured. But any attempt to estimate the quantity of some mineral in the ground appears to enter the realm of imagination and it seems that the estimate can be nothing more than a blind guess. It may appear to be especially futile to attempt to determine the quantity of oil and gas that is available in the ground, for these minerals are so vagrant that even if the quantity now available should be known quite exactly, the quantity that will eventually be obtained may be much less, for certain losses in the extraction of both oil and gas are unavoidable, and just what these losses will be cannot be predicted. Though necessarily inaccurate, estimates of such mineral reserves are, however, of distinct value, for they summarize the existing knowledge of the deposits of the mineral and thus enable those who are interested in some industry that depends in one way or another on this mineral to formulate a rational commercial policy. Some time ago, when the price of gasoline suddenly rose in a rather spectacular manner, the writer was one of the U. S. Geological Survey geologists called upon to help to estimate the quantity of oil that could be obtained in the United States, for the fear had become widespread that perhaps the rate of increase in the price of gasoline was a measure of the rate of depletion of the supply of petroleum. The object of this talk is to bring before members the importance of the prospector and the' State Battery system to the wealth and prosperity of the mining industry in particular and the State of Western Australia in general, and to touch on the more important features.Customs plants of any sort are usually subject to a good deal of critioism, usually on the large profits made at the expense of the customer, etc., and this often clouds the real value of the work being done.Prospectors, on the whole, are a good class of men; they work under conditions and difficulties which would deter those less spirited. Food, water and mining supplies are often difficult to obtain and frequently have to be transported great distances. Their mining tools are usually of the most primitive type, yet during last year over 109,000 tons of prospectors' ore were handled by the State Battery system for 73,250 fine oz. valued in Australian currency at over £587,000, the value being 57/- per long ton at par.This production brings the State Battery system into fourth position amongst the producers of the State, the yield being exceeded by the Lake View and Star, Wiluna and the Great Boulder.In passing I might mention that these notes were written at the end of the year 1940, and the above figures were for the previous period. The figures for last year, 1940, were not quite so good, being 101,000 tons for approximately 60,000 fine oz., valued in Australian currency at £572,000.In spite of this drop the State Battery system maintained its position as fourth in order of gold output for the State.The extractions, as a whole, throughout the system, were 92·54%, made up of 68·86% by amalgamation and 23·68% by cyanidation. These figures, for a group of 20 plants treating widely different classes of ore, must be considered satisfactory. The total production since inception is over £11,000,000 in Australian currency.State Batteries are usually more or less of a standard design. Ore is reduced to about 2i in. maximum size before being sent to the bins. Challenge automatic feeeders control the feed to each mill unit, amalgamated copper plates collect the free gold. Corduroy strakes are used with some ores after amalgamation, but in only a few cases has this been found of any advantage to the customer.The pulp from the battery is sampled, after leaving the tables, with a "Tazewell" sampler and pumped to dams for subsequent cyanide treatment.The "Tazewell" sampler is a machine driven by the moving pulp; and takes about fifteen dips per .minute from such pulp through a slotted...

Introduction The prosperity of any country today is dependent upon the efficiency and growth of its primary steel industry. The ?march of the United States of America to its present commanding position in world affairs parallels the growth of its steel industry. The remarkable growth of that industry was possible only because bountiful providence endowed that country with adequate supplies of the raw materials necessary for steel making -coal and iron ore. If we accept this hypothesis, and surely we must, then to what extent can we envisage the future of our own country? This symposium deals with the most important of the raw materials required for steel making -iron ore. If we are blessed with a bountiful supply of iron ore, then surely a glorious future awaits only our taking advantage of that blessing. It is becoming increasingly evident that Canada has immense iron ore deposits. It is my privilege to make you acquainted with one of these, one that can only be classified as among the more important ore reserves in the world. I refer to the Wabana ore deposits in Newfoundland. Location These deposits lie under the floor? of Conception bay, off the east coast of Newfoundland. They consist of a series of beds which outcropped for a distance of about three miles on the northeastern shore of Bell Island, dipping at approximately 8° toward the northwest. This three-mile outcrop is the only key to the occurrence.

ON JULY 12, 1921, S. S. Arentz, representative at large from Nevada, introduced in the House of Representatives, under the number H. R. 7736, a bill to revise, amend and codify laws of the United States relating to the location of mining claims on public domain, and other purposes. This bill had been drafted by a committee of consulting engineers of the U. S. Bureau of Mines. The immediate purpose of this introduction in Congress was to make it avail- able for general information and discussion. In pursuance of this purpose Mr. Arentz issued the following circular: This proposed codification and revision of the mining laws of the United States as received from a committee of mining and metallurgical engineers appointed by the Director of the United States Bureau of Mines was introduced in the House of Representatives by the undersigned (who has operated and developed mines throughout the West for many years). It is submitted to prospectors, mine operators and mining engineers, all of whom are affected and vitally interested in the subject with the hope that they will give this bill their careful consideration and study.

Introduction Under our present civilization, industrial developments will be greatest in those areas in which energy .can be most economically produced and efficiently used, where labour is in adequate supply, and where markets for the products of industry are available. A knowledge of fuels- the present major sources of energy- and of their utilization is therefore of vital importance. With that in mind, the aim in this paper will be to outline the known reserves of fuels in Alberta, to give their characteristics, to indicate the markets served by each, and to offer some suggestions for the future development of the coal industry. The paper should be regarded as a compilation of published data rather than as an original treatise. Alberta is richly blessed by having large reserves of mineral fuels. The estimated reserves of coal are 46,562 million tons. Alberta is the oil and gas province of Canada. The world's largest deposit of bituminous sand occurs along the Athabaska river in Alberta. In addition, there are large areas of forested land in the northern and western sections of the Province, and the rivers serve for the development of hydro-power.

INTRODUCTION. A LARGE number of papers and reports dealing with the coalfields of Montana have been published + during the last 30 years, but the information is much scattered, appearing in many technical and scientific journals and in government reports, in many cases inaccessible to those most interested. In recent years, especially since 1905, ,our knowledge of the geology and coal contents of the important fields of the State has been much increased. Fairly specific and detailed information is. at hand on all of the principal coal-bearing areas. The fields for which data are not at hand are small and inaccessible, and their omission will not materially affect an estimate of the coal resources of the State, viewed as a whole. The paper here presented is a summary of existing information, all sources having been freely utilized in its preparation. The viewpoint adopted is that of the geologist, rather than that of the engineer or colliery operator, because by far the greater portion of the coal areas present have had only the most meager development, making information that, will aid in prospecting and opening the at present little used coal lands of paramount importance to those interested in the coal fields of the State.

Exploration on the Callide Coalfield by Thiess Bros. Pty. Limited had reached the stage in mid 1976 where there was a need for a comprehensive appraisal of the coalfield geology. Exploration strategy in 1977 - 1978 was defined by the selection of the most attractive targets. All available literature, reports and plans were reviewed and borehole records assessed. The geology of the coalfield was placed in its regional setting and the genesis of the Callide Coal Measures described in a structural and sedimentological context. Their general form and extent was then examined by the technique of stratigraphic analysis through the interpolation and extrapolation of the available data. A "localized" reserve classification was drawn up and reasonable estimates of the various geological reserves produced, in terms of their reliability and depth of overburden. Quality trend maps were also produced. The resultant "base map" was virtually a summation of all the information to June, 1977, and the basis for the exploration programme in the 1977 - 1978 financial year. The technique allowed for "base maps" to be produced at almost any stage, each one a refinement of its Predecessor.

J: H. POLHEMUS, New York, N. Y. (written discussion*).-The Joplin .mining and milling practice has largely influenced operating methods in the Wisconsin district. Milling equipment is essentially of the same type with the notable exception that no tables are used. The treatment of the flue 'sands has been attempted several times but without commercial success. Table material coming from any one mill is low both in tonnage and zinc content. The iron is comparatively high as the pyrite-line "chat" is much more prevalent than the zinc-lime attached particle. In the finer sizes the zinc occurs mainly as free mineral. These condi-tions make the production of good-grade table concentrates very diffi-cult. The accompanying tabulated results from several mill tests indi-cate the character of the mill tails. I think the average mill tails in the district assay nearer 1.5 per cent. zinc than under 1 per cent., as stated by Messrs. Boericke and Garnett.

The Shortage of Mining and Metallurgical Engineers I N many parts of the Western World attention has recently been drawn to the acute shortage of mining and metallurgical engineers produced by the universities. Naturally, the reasons for this shortage have been discussed, and various remedies for it have been proposed. In this paper, I want to examine some of them. It is now fairly generally ac-cepted among mining men that the easy attractions of modern urban life have left the career of mining in the metaphorical as well as in the literal backwoods. The industry finds it increasingly difficult to recruit adventurous and intelligent young men; for such men now seek their intellectual, if not physical, adventure in more glamorous occupations from a safe social base in suburbia. The salaries, opportunities and security offered by the mining industry do not complete effectively with the rewards offered by other industries and by commerce, taking into account the social disadvantages of a mining life. It has been said on many occasions that æthe future of the mining industry of Australia, and indeed the world, lies in the hands of the studentsÆ. As a student, this can be a daunting, yet very exciting, statement. If nothing else, it is a direct challenge to the student body of the mining industry to take responsibility for its direction æafter 2000Æ. However, for the students to embrace this challenge, some responsibility must be borne by the universities and the industry itself to provide some direction and encouragement. Perhaps, therefore, the real challenge is to find the right balance between students, industry and education to best prepare the students for a career in the mining industry. The future industry will demand students who are capable and willing to adapt to change and technology and able to exert the vision and leadership required to ensure the mining industry continues to thrive well into the next century.

AS the traveler approaches Chuquicamata from the seaport of Antofagasta, crossing in a northeasterly direction the 150 miles of coast range and completely barren pampa with its low, rolling hills and broad depressions, the gradual rise to an elevation of 9000 ft is imperceptible, and it is hard to realize that the smoothly contoured hills east and west of the mine are from 10,000 to 11,000 ft above the level of the sea. The deceptive monotony of the scene is relieved only by the background of an unbroken line of lofty volcanic peaks, part of the Andean Cordillera, which rise, snow covered, against the eastern skyline.
