This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. The surface backfill, serving as the operational platform for continuing mining in upward slicing and filling stopes, is required to possess sufficient strength and thickness. Currently, there are limited model methods for determining the strength and thickness of the surface fill body. By analyzing the mechanical actions on the surface backfill, it is determined that its stability is mainly influenced by the combined effects of normal and tangential uniform loads under full-load conditions of trackless equipment. Assuming a circular contact surface between the tire of the trackless equipment and the surface backfill, and utilizing solutions from elastic mechanics theories such as the Boussinesq and Cerruti solution, the stress and displacement distribution of the surface fill body were obtained. Based on the maximum vertical stress condition, where the surface backfill body undergoes maximum deformation while still in an elastic state, and considering the stress–strain relationship, a model for the strength and thickness of the surface backfill has been established. According to the research findings, the design for the strength and structural parameters of the surface backfill has been developed to meet the full-load operation of the Atlas ST7 scooptram, with a compressive strength of 1.32 MPa and a thickness of 0.5 m. Numerical simulation analysis results indicate that the stress and displacement of the surface backfill align with theoretical analysis results. Practical results from industrial application in the western section of the Dahongshan Copper Mine demonstrate that the designed strength and thickness of the surface backfill meet the operational requirements for trackless equipment, resulting in significant engineering application effects and economic benefits. The research findings hold significant importance for advancing the theory of backfill mining and have high applicability and promotional value for similar mines.

Alluvial diamond deposits covered with a thick overburden cannot be explored effectively and mined profitably with the available conventional techniques. A novel directional drilling technique has been developed and site trials have been conducted at the De Beers Namaqualand Mines situated at the western coast of South Africa. This paper describes the technique developed as well as the results of the site trials. The main task of the project is to develop a tool and a supporting system to achieve a remote exploration and ore extraction method for inaccessible alluvial diamond deposits. The project involves the acquisition of a system, commissioning on-site and evaluating the information obtained during assessment. The project consists of the design -of certain tools and instrumentation for the system, investigations and desktop studies as well as development of the system's logistics. The operating philosophy of the system is based on the keyhole surgery principle. In this study a pilot hole was drilled first, starting from the surface with an inclination to reach deeply seated diamondiferous gravel layers, followed by drilling into a more or less horizontal gravel layer for a certain length and finally pointing-upwards reaching ground surface at a predetermined exit point. The pilot drill bit was then replaced with a larger diameter reamer/mining tool and an HDPE tail pipe was attached behind the reamer. The drill string was retracted back to enlarge the guide hole and flush the excavated ore to the surface through the tail pipe. The material flow in between the sections of the system was' carefully measured to assess and record the gravel recovery rates. Several horizontal holes were drilled at preplanned drill paths to reach and follow the ore layer and the Ore extraction was achieved by means of a reamer/mining tool. Principles of the concept have been proven viable in this investigation.

Echo Dam, located near Coalville, Utah, is a facility that provides storage for irrigation and municipal use. Original construction of the dam was completed in 1931. Because of seismic concerns, the spillway crest structure and upper chute section, founded on old landslide and colluvial material, were recently replaced. Prior to replacement of these structures, jet grouting of a block of the loose and potentially liquefiable soils, directly beneath the spillway crest structure was selected as the preferred alternative to address the potential for settlement and cracking of the spillway crest structure. The replacement or alteration of the in-place soil reduces the likelihood of seismic-induced excess pore pressure development and subsequent settlements. Core drilling and sample recovery of the production jet grouted columns was completed to verify compliance with the specifications. It was recognized that due to the larger rock sizes within the deposits that full homogeneity of the jet grouted zone was unlikely to be achievable. However, the purpose of this jet grouted section was to strengthen enough of the soil so that widespread liquefaction does not occur. During the jet grouting production many instances of ground fracturing occurred. Fracturing was evident based on grout/air bubbles exiting the surface near some of the grout holes during jet grouting, air bubbles appearing in the spoil pits, and lifting of the ground surface in the vicinity of the monitor during the jet grouting process while the system was pressurized. In one instance, a section of the upstream spillway slab, which was left in place, was cracked due to pressurized grout escaping beneath the slab. The overall results of the jet grouting were satisfactory despite difficulties encountered. The cause of the fracturing is hypothesized and a recommendation is included to reduce the likelihood of this occurring on future jobs.

"Many industrial processes involve materials that are subject to temperature change and thermal stress. Examples range from the casting of large metallic products to the cooling and reliability of small electronic components. Thermally induced stress is a major concern as it can lead to material damage and product failure. Material properties, thermal and mechanical, and process conditions such as the size and location of a feeder in metals casting, or the power dissipation in a computer chip, will govern the magnitude of these stresses. Temperature may also be influenced by fluid flow, for example, the airflow over a computer chip in a laptop will govern the rate of heat extraction, hence the temperature gradients in the chip and the evolving thermal stresses.This paper provides details on the governing equations for heat transfer (temperature) and solid mechanics (stress), their degree of coupling, and the numerical techniques used to solve them. Three examples are discussed to illustrate the use thermomechanical modelling. These also provide an insight into the degree of coupling required between the equations. The first example, involves thermal cycling of electronic components where a prescribed temperature field is applied. As temperature is known, this example only requires the solution of the stress equation. The second example also involves the modelling of an electronic component where the temperature field is also calculated. In both of these examples, the stress calculation is dependent on the temperature field, but the temperature calculation is not dependent of the solution of the stress equation (one-way coupling). The final example provides details on modelling the metals casting process. Both the temperature and stress equations are solved but, unlike the previous two examples, in this case the temperature field is dependent on the results from the stress calculation (two-way coupling)."

Coal dust is hazardous to underground coal workers and water spray is the most common and economic method for controlling coal dust. Previous studies proved that the addition of surfactants can improve the performance of water spray on coal dust suppression. The evaluation methods for surfactants vary from different studies. The zeta potential test is a common method for evaluating surfactants with ionicity. Generally, the suspension of coal dust with pure water usually showed a negative value of zeta potential. The addition of cationic surfactants can increase the zeta potential to a positive value with a small dosage, while the addition of anionic surfactants can only lower the zeta potential. However, there is a lack of comprehensive study to investigate the relationship between the zeta potential and the suppression performance for coal dust. The aim of this study is to reveal the consistency and discrepancy between the zeta potential and the suppression efficiency of a surfactant. Firstly, the mixture of cationic surfactant solutions and coal dust would be evaluated by the zeta potential test. The wind tunnel tests would then be conducted for the same surfactant solutions to measure and calculate the suppression efficiency. It was found that the addition of surfactant can increase the zeta potential and the suppression efficiency and it reached the greatest efficiency when the zeta potential approached to zero. The equilibrium of zeta potential can benefit the suppression performance of surfactants in the wind tunnel test. The result of this study can achieve a better understanding of the mechanism for coal dust suppression. The selection of surfactants will also be suggested for researchers or industries in terms of coal dust control. It would be more economic if a similar performance could be achieved by less consumption of surfactants.

"AbstractThe airborne magnetometer data of the Marmora iron ore deposit at Marmora, Ontario, have been used as an example to show the mapped results obtained by the use of line spacings of from 1 mile to 14 mile. The maps are illustrative of the results which could be obtained from such line spacings for any type of geophysical survey, and they show the probability of 'missing' a feature of economic value if the line spacing is too coarse.The probability equations are given for the crossing of randomly oriented features whose maximum dimension is less than the spacing of the control lines for circular, elongate, and rectangular outlines. The equations are P = D/S; P = 2L/S; P = 2(L+W)/,.S; P = A/,.S; P = (2L(S+T)-L2),.ST; and P (D(S+T-,.D)) ST, respectively; where P is the probability; D is the diameter; L is the length; W is the width; and S and T are line spacings.IntroductionTHE EFFECT of station spacing, and the effect of the distance between the plane of observation and the plane of the source of the potential field anomalies, have been studied by geophysicists in the past.The purpose of this paper, however, is to illustrate the effect of line spacing •on the resultant mapped magnetic anomaly for a known magnetite mass, and to present the elementary probability equations for determining the optimum control spacing for detecting a particular type of feature. The effect of line spacing which is illustrated by the magnetic maps presented herewith would be comparable to results which would be obtained by any geophysical survey, since the contours between lines are of necessity interpolated."

The earthquake locations are generally scattered mainly due to a simplified velocity model or seismic event picking errors. The aim of our research was to increase the resolution of the cloud of microseismic events recorded during mining activity in the Bobrek hard coal mine on the 3/503 coalface to delineate seismically active structures using unsupervised machine learning algorithms. We presented results of applying two completely different algorithms for reducing scatter in microseismic location to all events recorded during mining activity on the coalface - the collapsing (proposed by Jones and Stewart in 1997) and condensation (proposed by Kamer in 2015). The collapsing method simplifies the seismic cloud by shifting events inside their error ellipsoids towards local source densities. The error ellipsoids are determined by errors in the measured parameters and seismic network configuration. The advantage of the collapsing method is the partial elimination of blurring of the microseismic cloud. The condensation method reduces the size of the set of seismic events without changing the geometrical information. The reduction of the number of seismic events in the catalog takes place through the condensation of localized events with larger uncertainty into events with lower uncertainty. The spatio-temporal analysis of microseismic events was performed separately on two processed clouds – collapsed and condensed one. We examined how collapsing and condensation methods affect the automatic detection of clusters of microseismicity using density-based spatial clustering of application with noise algorithms. We compared structures detected by the machine learning algorithms in both seismic clouds first created by collapsing and second by the condensation. We identified structures created by mining activity and structures related to the local tectonics activated by mining. The presented results are essential for the prediction of future tremors induced by the mining operation and tectonics and thus ensuring safety in the mine.

"The Spyrometer™ imaging pyrometer brings new dimension of imaging capabilities to temperature measurement technology by combining a high temperature video camera with scanning optical pyrometry. This gives the operators the ability to observe process conditions while measuring the temperature of virtually any object or region in the field of view. Since the lens tube of the camera can be air or water cooled, it is possible to see inside furnaces giving a very good view of many different types of metallurgical processes. Specific benefits in process knowledge and maintenance tasks for furnaces in different types of metal industries are discussed.1-Principles of Imaging PyrometryLens tube, camera and processorImaging pyrometry is the combination of video imaging and computer-driven pyrometry that measures the temperature of certain zones (selected by the operator) within the image viewed on the monitor screen. To obtain a detailed image of the metallurgical process under observance, it is necessary to place the optical objective of the camera close to the process. The Spyrometer™ (which is Quadtek's tradename for its imaging pyrometer) objective is housed in a lens tube that is cooled and permits insertion inside the vessel of interest. The length of the lens tube is chosen on the basis of making sure that the tip of the tube is just beyond the refractories lining the inside of the furnace. In most pyrometallurgical processes, we have found that the most reliable system set-up uses a water cooled shroud to cool the lens tube optics. A sapphire window provides maximum protection from the environment. Even in the case of the water cooled version, there is an air purge for the lens that keeps the objective clean and protects against hot metal splashes."

"The immediate ring closure method, in which the entire periphery of the excavation area is closed immediately with an initial support within a short distance from the excavation face, has been increasingly used in Japan, especially, as one of the most effective countermeasures against difficult ground conditions in conventional tunneling. For reasonable design of this method, the performance requirements for the initial support should be clearly stated. The analysis of construction data of 30 road tunnels and the three-dimensional numerical modeling based on real data suggest that the immediate ring closure stabilizes the tunnel structure and the ground around it because of the inner pressure effect of the initial support, especially, for low ground competence factor and small internal friction angle. Finally, the bending compressive strength and the cross-sectional geometry of the initial support have to be considered in the tunnel design while considering the earth pressure and ground properties. INTRODUCTION Conventional tunneling methods often deal with difficult ground conditions such as soft ground or squeezing ground conditions. The immediate ring closure method, in which the entire periphery of the excavation area is immediately supported within a short distance from the excavation face (Figure 1), has been increasingly used in Japan as one of the most effective countermeasures against difficult ground conditions in conventional tunneling (e.g. Takahashi et al., 2011; Nakaoka et al., 2013). The immediate ring closure method was empirically identified as effective for reducing ground surface subsidence and tunnel deformation. However, the working effects of the method have not been clarified sufficiently. To improve the design of this method, the working effects of this method and the performance requirements for the initial support need to be clarified. "Copper and gold - based alloys having giant magnetoresistance properties were produced by melt spinning from arc melted and cast rods. The ribbon width varied between 1 and 2 mm and the ribbon thicknesses were in the range of 30 to 50 11m. The uniform microstructure of the cast rods indicated the composition homogeneity in the starting material. The ribbons showed composition uniformity across the cross section from EDX analysis. However, the spun ribbon microstructure changed from a 'frozen in' region near the wheel side to a nanosize spherically precipitated phase towards the freely frozen surface. The evolution of the microstructure from the spun ribbon state to the annealed ones was studied by optical microscopy, SEM and TEM. The structural information of the spun and annealed specimens was obtained from X - ray, electron diffraction, electron microscopy and ferromagnetic resonance. Magnetoresistance was measured by the four point probe method.IntroductionRecently. Giant Magnetoresistance. GMR. has been observed in sputtered thin films alloys of Ag. Au and Cu with Co and Fe [1. 2. 3]. The sputtered films are produced by condensation of the alloys from the vapor phase. These Ag. Au and Cu alloys are miscible and homogeneous in the vapor and liquid phase (except Ag alloys which exhibit phase separation even in the liquid phase) but immiscible and heterogeneous in the solid phase. In our work we have produced thin ribbons of the Cu and Au alloys about 30 µm thick from the miscible state in liquid phase by rapid solidification melt spinning. The microstructural development of the ribbons was investigated in the as - spun condition and on annealing. The other properties such as magnetization. GMR and Mossbauer Spectroscopy were also investigated in the various microstructural conditions of the ribbons."

"One of the most pervasive diseases in the mining industry is noise-induced hearing loss. The exposure of miners to noise levels above the permissible exposure level results in hearing loss in approximately 80% of coal miners by retirement age. In this context, the U.S. National Institute for Occupational Safety and Health (NIOSH) is conducting research to develop noise controls for longwall mining systems, which are used to extract half of the national underground coal production.From field measurements, previous research determined that the dominant sound-radiating components at the shearer of a longwall system are the two cutting drums used to remove coal. Due to the dimensions and complexity of longwall mining systems, the NIOSH project developed a validated finite element model of the cutting drum to use in predicting the sound radiated by the drum due to the excitation forces experienced in underground operations. This same model will be used to develop engineering noise controls for the drum. The excitation forces arise from the interaction of the cutting bits and the coal and are transmitted to the cutting drum through the bit holders. Due to the adverse conditions at the face, and a lack of instrumentation approved for underground use, the operational coal cutting forces have not been assessed before. To this end, NIOSH, in collaboration with Michigan Technological University, developed a self-contained, intrinsically safe instrumented bit to measure these forces.This paper describes the development of the instrumented bit and the measuring of operational coal cutting forces at three working coal mines. The measurements revealed that the forces have a flat spectrum, representative of the impact nature of these forces, up to around 100 Hz. Above this cutoff frequency, the force magnitude decreases at a rate proportional to the inverse of frequency squared."

Since 1909, when an agreement between Minnesota's Tax Commission and the University of Minnesota's School of Mines was worked out, it has been the annual responsibility of the School to evaluate and classify the iron ore deposits within the State. These unique duties of an academic institution have provided School officials with an excellent view of the past, present and probable future of the mining industry in Minnesota as the average grade of iron ore (excluding taconite) * diminishes while at the same time it competes with beneficiated taconites and foreign high-grade ores for use in America's eastern blast furnaces. SYSTEM OF EVALUATION In the latter part of November of each year, the Mining Division of the Department of Taxation makes a preliminary study of the active mines which the Department wants the School of Mines to review. These are discussed with the engineers of the Ore Estimate Division of the School of Mines and with the mining companies. After these discussions, a list of the mines of each of the major operating companies is submitted to the Ore Estimate Division of the School of Mines with the request that these properties be reviewed by them as of the next assessment date (May 1st). At the same time, a letter is sent to the mining companies requesting that they submit to the Division their own estimates on the selected mines operated by them, together with all computations, drill records, maps and cross-sections. The mining companies are re- quested to send in this information during the first half of the year, and, as far as is possible, they have always complied with this request promptly. Much of this information received by the School of Mines is of a confidential nature and is treated as such.

DISCUSSION AT QUEBEC MEETING MR. A. V. CORLETT: With drill holes radiating from a common point, is loading carried to the collars, and do you undertake to distribute the powder evenly? MR. R. V. PORRITT: When the collars of the holes, particularly the diamond-drill holes, are close together, two out of three holes are loaded only to within six or seven feet of the collars, and the intervening holes are loaded close to the collars. When the collars are farther apart, the holes are loaded close to the collars. No spacers are used, and the holes are filled solid with powder, this applying particularly to the diamond-drill holes, except, of course, where the collars are close together and some holes are not loaded close to the collars. MR. J. G. L. McCREA: I would like to enquire in respect to the various efforts made to reduce the cost of diamond drilling to the lowest point, what is. the relative cost of the solid bit to the standard bit? It would seem that the solid bit has the higher cost. MR. PORRITT: The non-coring or solid bit gives a slightly lower diamond cost than the coring bit. With the coring bit, the greatest diamond loss is on the inside stones, apparently due partly to vibration, but mainly to the core blocking against these stones. This condition, of course, does not apply with the non-coring bit. Our experience is that the non-coring bit, which drills out a much greater area, has a diamond consumption slightly less than the coring bit. The non-coring bit is sturdier, and is far less liable to damage in starting holes and in drilling through cracked or broken ground.

"In order to reduce the dosage costs and increase the economic benefits of a full floating process in a low grade complex multi-metals W-Mo ore, based on the study of the magnetic characteristics of the main gangue minerals, a joint process by magnetic separation and floatation technology is adopted. The first step of the flowsheet is to recover magnetite by magnetic separation, then remove the magnetic gangues by high gradient magnetic separation (HGMS) and finally recycle the W-Mo from the magnetically separated tailings by flotation. Results of the lab experiment show that in comparison with the full flotation process, the floatation feed tonnage of the combined flowsheet are only 46%. The grade and the recovery of Mo in the rough Mo-Bi concentrate is similar with the original one while the WO3 in the tungsten rough concentrate is increased from 3.85% to 6.64%. The dosage costs are reduced by 53%. The new process can significantly improve the plant economically. INTRODUCTION With the continuous exploitation of scheelite resources, the easily obtained resource is gradually depleting. The ""lean, fine and complex"" scheelite resource has become the main research object of tungsten beneficiation (Lou et al., 2010) (Xiao et al., 2013). The passive situation of tungsten beneficiation can be reversed by enhancing technological innovation and investment in science and technology, changing the business philosophy and mode of production, optimizing the process structure and process conditions, improving various technical indexes and reducing production costs of reagents, which will maximize economic benefits (Jiang et al., 2012 ) (Zhu et al., 2016). A polymetallic deposit of tungsten molybdenum bismuth original process adopts a full flotation process. With the expansion of stope mining, the content of valuable metals in the ore continues to decrease, resulting in a high cost per ton of concentrate produced and a low output value (Li et al., 2015)."

"Hartsfield-Jackson Atlanta International Airport underwent a $1.2 billion dollar expansion project centered on the construction of the new Maynard H. Jackson International Terminal. Passenger access between the new International Terminal and the domestic airport facilities is primarily via underground Automated People Mover (APM) trains. Prior to this expansion, the APM tunnel terminated beneath Concourse E, which previously served all international flights. The new International Terminal is located approximately ½-mile from the previous terminus of the APM tunnel.A paper describing the general approach to excavation support for construction of the entire APM tunnel extension from under Concourse E to the new International Terminal was published by two of the authors (Hurley and NeSmith, 2014). One of the features of note of the approach involved the intersection of the proposed new alignment of the APM tunnel extension under Concourse E with the old terminus. Specifically, the new tunnel extension conflicted with the location of the existing Auger Pressure Grouted (APG) piles supporting four columns in Concourse E. This paper presents design and installation details of the micropile underpinning approach used to support the existing columns to allow for the proposed excavation including the cutting and removal of the existing APG piles, while allowing Concourse E to remain in service during construction.PROJECT DETAILSGeneralThe construction of the APM extension required an excavation support system for a 450-ft long, 55-ft deep excavation across Taxiway Dixie and a 900-ft long, 30-ft deep excavation beneath the basement of existing Concourse E. The excavation under Concourse E required both excavation support and support of the existing columns over the proposed excavation zone. A general overview of the work area is shown on Figure 1."

Introduction and Early History The British Canadian Mine is one of four operating properties of Asbestos Corporation, Limited, and is located in the town of Black Lake, Que., five miles southwest of Thetford Mines. In the early days of as1bestos mining, this .property was owned by a few small companies who later became part of the Asbestos Corporation. First .to commence mining operations on the property was the Coleraine Mining Company who, in 1885, began selling part of their large holdings in the area to various asbestos mining interests. Of these, the earliest active companies were Manhattan United Asbestos, the Glasgow and Montreal Asbestos Company, and the Anglo-Canadian, the last named later becoming the Standard and Dominion Asbestos Companies. Extraction of fibre was limited to what is now known as crude asbestos and the methods were primitive. Drilling was done .by hand and the ore was lifted by derricks operated by band winches. These were later replaced by horse power, but it was not until 1887 that the first steam-operated boom derricks were introduced, at the Anglo-Canadian mine. The ore was hand cobbled and the asbestos roughly classified and bagged. The waste rock, which by today's standards contained a considerable percentage of marketable fibre, was dumped near the pit. The first attempt to separate the asbestos from the host rock by mechanical means was made in 1888 by the G1asgow and Montreal Asbestos Company, then known as the Scottish-Canadian Asbestos Company, whose mill, erected in that year, was the world's first asbestos mill. Though the equipment was crude, the principles employed were the same as those used today with much larger units. The next steps were the use of rock drills, the adoption of steam rail transportation for moving mill rock, and conversion to the more flexible cable-derrick hoisting.

(New York Meeting, February, 1919.) DURING the summer of 1911, I had the opportunity to study in detail the geological conditions of what is known in northern California as " Harrison gulch," in Shasta county. Though the district, as a whole, that is, the western part of Shasta and the eastern part of Trinity county, has contributed during the last 15 years a considerable share of the gold-production credited to Shasta county, very little is known of its geology, perhaps because the country is covered with a dense growth of brush which makes exploration and prospecting extremely difficult. Topographically the district presents a succession of ridges trending approximately N-S.; and alternating with deep narrow canyons. The drainage is partly into . the Sacramento, partly into the Trinity river. Climatic conditions in summer time are almost ideal. It is true, the thermometer may climb to 115°, but the air is dry and the heat is bearable, especially as the nights are always cool. It seldom rains during the summer months, and creeks and springs dry out towards the end of the summer. The winter is severe, lasting from November to April, and usually a thick layer of snow covers the mountains. By reason of the character of its gold-deposits, the region is known to miners as "the pocket country." It contains a series ?of eruptive rocks intruded into slates, cherts, limestones, and conglomerates. Dikes, laccoliths, and batholiths are frequent. In a day's ride it is possible to find all the common igneous rocks from the very acid to the very basic. Serpentines are especially abundant.. The sedimentary rocks are, as rule, broken and shattered as well as folded, and show the effects of intense metamorphism. ? Pocket-hunters " speak of the contact of diabase and slate as the ? pocket-contact." Some rich gold-pockets, however, have also been found in the diabase.
