"The AusIron process is a new development of the well established Ausmelt bath smelting technology(l). The development of this technology has been tied to the South Australian Steel and Energy (SASE) project which brings dedicated coal and iron resources together with this new technology. SASE is a joint venture between Ausmelt (40%), Meekathara Minerals (40%) and the South Australian Government through Mines and Energy South Australia (MESA) (20%). It will use a multiple lance furnace to process iron ore using steaming coal for both fuel and reductant.It is intended to build the simplest plant economically possible. Refinements such as preheating and prereduction of the ore are compatible with the technology but are not expected to be necessary in the first generation plant.The joint venture is negotiating with suitable partners for funding of the project through to commercial implementation at a target scale of2.5 mt/a of pig iron.ObjectivesAusIron aims to produce pig iron directly from steaming coal and from any of a variety of iron sources in a simple furnace system with a minimum of pre-processing of either coal or iron ore. Preheating and prereduction of ore are compatible with the technology but may not be necessary. The immediate aim is not to be the technology that uses the least quantity of coal to produce iron metal but rather the technology that uses the least number of dollars to produce metal.The chemistry of iron making is well known, probably better known than that of smelting of any other metal. Iron has been made for thousands of years and it is possible to make iron from charcoal and ore in a simple blast furnace the size of a beer barrel. The focus is therefore not making iron but rather making it more cheaply than it is made by current technologies. Large blast furnaces now set the standard and new technologies must perform better if they are to gain market share. It is still the cost of iron, energy units and capital going into these mega blast furnaces which ultimately set the market price for pig iron."

Natural resources are the reservoir from which society draws its material sustenance. Although there is a growing awareness of the need for aesthetic resources such as space for recreation and natural beauty, the basic resources are soil, air, water, and minerals including fuel. Minera's and all sources of energy gain in relative importance with advancing technology and expanding industrilization. In the highly industrialized economy of the United States, almost every aspect of man's life is touched in some way by a product of, the mineral; industries. Agriculture owes much of its productivity to mineral-based fertilizers, insecticides, and mechanical equipment. Modern construction, manufacturing, communications, and transportation are all dependent on nonmetallic minerals, metals, and fuels. Throughout history, those nations with access to minerals, and the technology for using them, have gained ascendency. Before World War II the leading powers also were, leading coal producers. In order of declining rank the five leading' coal producers were the United States, the United Kingdom, Germany, the USSR, and Japan. That the military victory went to the side with the greater' capacity to convert iron and coal into tools of industry, and weapons, is' more than coincidence. It is a fundamental' fact of existence. It is axiomatic that the United States must have a continually increasing supply of minerals if we are to meet the needs of our burgeoning population for a comfortable standard of living and for national security.

0PINION was general that this year's meeting of the Institute of Metals Division was one of the best in its history. In addition to its full and exceptionally fine program of professional papers, there were several other features of general interest-an in-spiring annual lecture by Dr. Cecil H. Desch which appears in abstract elsewhere in this issue, Mr. Sing-master's talk on the zinc industry at the annual dinner, and the presentation of the James Douglas Medal to one of the members of the Division, Dr. Zay Jeffries. Four technical sessions of the Division were held, dealing respectively with zinc, copper, aluminum, and general metallography, and in addition there was a joint session with the Non-ferrous Metallurgical Committee of the Institute. All of the papers presented were at-tended with much interest and followed by considerable discussion. The papers on plastic deformation of zinc by Messrs. Mathewson and Phillips, Romig, and Hoyt were of particular interest and awakened an extended discus-sion. They well illustrated the progress which is being -made today in the understanding of the mechanism of flow of metals, and the ingenuity of the authors in their crystallographic method of attack of this difficult problem was quite generally admired. A very old subject was treated in a modern way by Messrs. Corson and Bain in two papers on the harden-ing of copper and copper alloys. There has always existed a myth that the ancient Egyptians were masters of an art not possessed by ourselves; viz., that of hard-ening copper. This myth must have been quite defi-nitely dispelled in the minds of all those who listened to this admirable paper. Mr. Corson has applied the modern art of precipitation hardening to this old prob-lem with substantial success, employing small amounts of chromium, nickel, silicon, and cobalt for this purpose. The commercial application of these very important .developments of Mr. Corson is being actively investi-gated at the present time.

ALTHOUGH the question of the "waste of anthracite coal mining" has been so frequently discussed, and a committee was appointed at the first meeting of this Society to consider and report upon the subject, still but little progress seems to have been made in arriving at a conclusion as to how it can be reduced. That committee made a preliminary report at the August meeting, 1871, in which it divided the question into three parts, namely Waste in mining, in preparing for market, and in transportation. I shall not here refer to the first item, as so much depends upon the peculiar features of each separate mine, and the skill of those in charge; but in reference to the second, that of preparing the coal for market in breaker and screens, I wish to make some remarks. There is no use considering the question, whether the coal should be broken up to suit the fancy of consumers; all miners are satisfied that it should not be, but the consumers decide that they want it that way, and the miner must submit, and simply utter his maledictions upon the head of the man who first suggested a breaker or screen, if that is any consolation to him. What is called waste in this process of preparation, is the dust and fine coal, which results from the breaking and screening, and, as we all know, this is a very important percentage of what passes from the slope to the top of the breaker. Now, if this dust and fine coal can be utilized-the slate which is' picked out is not to be taken into consideration as waste-then we get rid of this item entirely. THE conventional wire saw, introduced in the slate district of Pennsylvania by the Bureau of Mines in 1927, and used thereafter with remarkable success, consists of a three-strand steel cable having a diameter of 3/1 6 or 1/4 in. The equipment, methods used, and accomplishments have been described in previous reports.1-7 Similar wire saws have been used extensively in Europe, in quarries and in shaping blocks and slabs. During the period 1932-1937, competition in European marble quarries was keen, prices were declining, and orders were not abundant. When orders were received, there was generally an urgent call for speedy delivery. Because of the diversification of demands, it was impossible. to maintain in stock marbles of the color, size, and thickness called for,, therefore the material generally had to be fabricated after the order was received. The wire saw enabled stone mills to fill. such, orders promptly. With skillful handling, 7/8-in. slabs could be cut accurately and rapidly with this equipment. It was found, however, that, as the three-strand wire became worn, the cutting speed dropped rapidly and the cut became less accurate. To overcome these difficulties the junior author of this paper, after much experimentation, developed a new type of wire consisting of a single ribbon-shaped strand, twisted as shown in Fig. I. To ensure straight sawing, the twist of the ribbon is reversed from right to left and vice versa every 25 ft. The reversal of the [ ] twist is shown in Fig. 2. This is not a new feature; it has been used to advantage with the three-strand wire both in Europe and America for several years. However, some difficulties arise in splicing the three-strand reverse-twist wire, and the claim is made that cutting is less accurate as the wire becomes worn. Although we have access to a wide range of sophisticated process design and improvement tools in combination with a significant range of case studies, the mineral resource industry still manages to be plagued by the negative publicity surrounding operating plant failures because they were neither smart nor safe, together with proposed projects that fail at the first or second hurdle. The general public and the finance industry are generally totally uniformed about projects that ramp-up to name plate capacity on time and on budget and even more so when ahead of schedule and under budget. As the saying goes, good news does not cut the mustard.The following is a summary of the author’s sometimes jaundiced view about why metallurgical plants do not live up to their technical and commercial expectations. In no way should the summary be construed as a negative reflection on the skills of the metallurgical profession. Rather, it is to be taken as a positive acknowledgement of those skills and is intended to highlight some of the major considerations that need to be assessed as a potential project transforms into a sustainable technical and commercial reality.While a considerable portion of the summary is directed at developing hydrometallurgical flowsheets, the general principles are equally important to all aspects of extractive metallurgy.For convenience, the summary covers the following five basic discussion points – project, people, process, patents and politicians.

Our young, technically oriented people today are entranced by the space program, by physics that unlocks the secrets of nature, by electronics, and by other new technologies. The mining industry seems to be their last choice. Enrollment in mining schools is dropping and so is the interest of our great universities in mining curricula. The image of the mining industry appears to be one of being conservative, nonprogressive, resistant to change, and lacking in excitement and challenge. I submit that this public image is wrong. While the initial development of mines is usually slow and seemingly plodding, the problem of solving the imponderables of nature-the ore emplacement, its structure and physical characteristics, its response to recovery processes, and its probable ultimate profitability-is stimulating to the most acute and searching of minds and requires careful application of a combination of many technologies. The paths to obtaining the desired results must be within the bounds of reasonable expenditures in the early stage of development when risks are still high, and this financial discipline is a further stimulus to the imaginative search for the right answers.

In planning and operating mining projects, managers must take into account economic conditions in foreign markets in addition to Australian conditions. As the manager has little influence over the price or the demand for the product, it is particularly important that close attention is paid to the control of costs to ensure that the mining operation remains competitive with foreign producers. This is not necessarily true for some sectors of the domestic manufacturing industry where foreign competition is restricted and costs can be passed on to consumers because of the protection afforded by tariffs. The effects of protection on the cost structure of Australian industry are more pervasive than is commonly understood. The issue of protection is particularly important to the Australian mining industry management because the cost burdens imposed by local protection must be absorbed within profit margins. Furthermore, because protected industries are effectively subsidised to use scarce resources such as skilled labour, the development of more efficient industries such as mining is inhibited. The mining industry has much to gain from any relaxation in protection policy, and hence the issue is of considerable importance to all managers in the mining industry concerned with costs.

Steel has been chosen as the metal whose solidification will be used to tie in the principles discussed in the previous papers. Although steel is the most important [ ] practical example that could be chosen, its solidification is complicated by the presence of many elements added either intentionally or present as impurities. The liquid steel bath in an open-hearth furnace contains carbon, manganese, phosphorus, sulphur, and many residual alloying elements such as nickel, copper, and molybdenum. The bath also contains oxygen, the concentration of which is a function of the carbon content, as shown in Fig. I. Deoxidizers such as silicon and aluminum may be added either before or after tapping depending on the grade of steel being made. There are four types of steel ingots: Killed, semikilled, capped, and rimmed, and these differ from each other in their state of oxidation. Each type of steel has advantages in the production of specific steel products, and it should be emphasized that no one type should be considered superior to the others. Fully deoxidized steels, known as killed steels, have little or no gas evolution on solidification. When the steel solidifies in the mold, shrinkage occurs which causes a large void known as "pipe." To minimize the amount of metal that has to be discarded on account of pipe, a big-end-up mold is used together with a refractory "hot top" which supplies molten steel to the main body of the ingot while solidification proceeds, Fig. 2. A section through a 32x32 in. ingot is shown in Fig. 3. The "hot top" volume is about 15 pct of the ingot, and the yield from killed steel in billet form is about 8o pct of the ingot weight. The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

I have given my talk the title 'The Quest For Competitive Edge', because the net effect of the changes taking place is that competition is increasing. To set the scene, let us look back at the situation which has existed in our industry in the past.

The gold deposits of Kalgoorlie are the most important on the Precambrian shield of Australia. Gold was first discovered.'-:.V. ,,.,.-,..Kalgoorlie in June, 1893, and olthough`the original find was of ;:...;;small extent, the prospecting activity which stemmed from it 'led to'the ciscovery.of the lodes of the Golden Mile, some three miles to the south. Th¬ production of thea1algoorlie fiold.a.t December 31st, 1962 was 80,556,572 tons -for -33.,853, 215 ounces of gold. Most of this production has come from the Golden Mile area anu Table 1 summarises the Gplueh Mile. production for periods which correspond approximately to the main phases of operation of the field.

GENERAL Invitation to attend O.F.S. Branch Meeting: Members of the Witbank/Middelburg Branch were invited to attend a branch meeting of the O.F.S. Branch on the 15th November. The subject of the meeting would be a talk on the Hendrik Verwoerd Dam Project and up to 25 members could be accommodated on the nights of the 14th and 15th November by kind invitation of members of the O.F.S. Branch. A questionnaire would be issued at a later date, to obtain the names of those interested in attending the meeting. PAPER FOR PRESENTATION The Chairman called upon Mr G. H. J. Kitson to present his joint paper, entitled: 'Photoelectric readings; their significance for dust control on collieries.' G. H. J. Kitson (Member) and Y. J. F. Haven (Visitor). After Mr Kitson had presented his paper, both he and Mr Haven answered questions from the floor. The Chairman then thanked Mr G. H. J. Kitson for presenting the paper, and the meeting closed at 6.15 p.m.

THE axis of the middle portion of the Ural mountains is made up chiefly of highly compressed igneous and sedimentary schists, considered of Devonian age by the Russian geologists, with large areas of serpentine (peridotite originally) gabbro, etc., intrusive in the schist series. In addition there are large areas of probably older granitic and gneissic .rocks. The nickel deposits referred to in this paper are found in the Devonian schists and their associated igneous rocks. The gabbro-peridotite intrusions probably took place in late Devonian or early Permian time, inasmuch as the Permian and Carboniferous beds lie at gentle angles on the Devonian series on the west slope of the Urals. Perhaps the first attempt to work a nickel deposit in the Urals was made about 1866 in the Revdinsk district, which is situated southwest of Ekaterinburg. I was informed by a Russian that a wet method of extracting the nickel was tried but was not a commercial success. This deposit has been described by Müller,1 Foullon,2 and Karpinski.3 Beck4 gives an abstract of these papers.

The Liddell longwall equipment consists of 118 four leg supports, a shearer and armoured face conveyor of 170mm length. The equipment was supplied to Coal & Allied Operations Pty Limited (Coal and Allied) by Westfalia Australia Pty Limited (Westfalia). The project commenced as a feasibility study in 1983, a proposal was put to the board of directors in March 1984 and a specification distributed. Nine companies tendered for the supply of a longwall face and the supplier was selected from a short list of four companies. At the same time Coal & Allied examined the facilities at Liddell Colliery and decided to upgrade the conveyor belt system to cater for the high production from a longwall face. The surface facilities, transport system, water and electrical supplies to the colliery were also to be upgraded. During the twelve months to December 1985, the colliery was upgraded while the longwall equipment was being manufactured. The manufacturing process involved roof support testing, compatibility testing and finally a build up of 40m of longwall face

Knowledge of the state of stress in the Earth?s crust is very important to the safe and efficient development of underground excavations in mining and civil engineering projects. A number of methods have been developed over the past 40 years to assess the stress field in the rock mass. These range from local estimates derived from compilation of regional stress databases to back-analysis of field observations to dedicated in situ measurements. The Geomechanics Research Centre (GRC) at MIRARCO has a long history of undertaking in situ stress characterization and measurement. In this paper, the stress measurement techniques used by the GRC, including overcoring and undercoring in addition to borehole breakout back-analysis, are briefly reviewed. The limitations and application of each technique for different ground conditions and the challenges involved during the field work and in interpretation of the results are discussed. A successful stress measurement campaign is not limited to acquiring valid local measurement, but must include a careful interpretation and integration of the measurement with other geological and geotechnical context information. Based on our experience, it is suggested that all available stress indicators and data are combined and integrated with the local geological and geomechanical conditions to derive a consistent stress characterization for a given site.

"Union Miniere Precious Metal's (UMPM's) Hoboken Business Unit has a long tradition in complex Pb-Cu metallurgy, focussing on the recovery of precious metals from various types of secondary and recyclable materials. Although the old flow sheet, based on a traditional sinter plant, blast furnace, and lead refinery process was a very complete flow-sheet with the capability of dealing with almost every impurity, the weaknesses became clear:1. old and costly technology,2. too many unit operations,3. too much internal recycling, and4. dependency on concentrates for the sintering process.To maintain the competitiveness of the Hoboken Business Unit, the project ""Smelter 2000"" was born. This project represents a breakthrough in metallurgical processes and technology. A modem smelting technology was chosen together with the development of a new process. A lead-copper process combining lead slag and blister copper production, carried out in an ISASMEL T vessel, was the key to simplifying the Hoboken flowsheet. ISASMEL T smelting technology was chosen for its flexibility towards feed characteristics and process parameters.The new smelter was commissioned at the end of 1997. Although there were a lot of problems due to the high degree of technical innovations in the process, the new smelter came to design capacity within 1 year after start-up. During this period, however, UMPM had, a very difficult time because of the extreme clear-cut nature of going from the old to the new flowsheet.After two and a half years of operation, the new flowsheet has proven to fit with the strategy of UMPM, focussing on treating secondary Pb-Cu materials and a broad range of recyclable feeds such as electronic scrap (E-scrap) and catalysts. Together with the new Precious Metals Plant, efficient logistics, recognised world class sampling practices and a customer-focussed commercial organisation, UMPM Hoboken can definitely be considered reborn."

Man is a short time resident of the planet Earth. He does not have the memory to fully comprehend just what is going on. His span of knowledge can be related to the life of the world to see that this is the case. A museum at Grand Canyon features a geologic clock that compresses Earth's age of 4.5 billion years into 24 hours. Man's estimation of the earth's age has changed radically in the past half century. In 1930, one prominent geologist asserted that the age of the Earth was ". . . at least 600 million years." Later, physicists used radioactive clocks to conclude that the Earth's age was 1.6 billion years. More recently, geologists have found rocks in northwestern Australia estimated to have formed 4.5 billion years ago. As we learn more about what is underfoot, the estimate of Earth's age might change again. The Grand Canyon's 24 hour clock shows that the dinosaurs were the dominant life form for 165 million years. Then an event occurred that wiped them out about 65 million years ago. The prevailing theory is that an asteroid struck the Earth and generated enough dust to wipe out the vegetation upon which most dinosaurs fed. During Earth's existence, there have been at least 12 such mass extinctions - the worldwide disappearance of diverse animal groups. On a planet that has been around for 4.5 billion years and that may continue to exist for another 4.5 billion, it seems reasonable to expect that further mass extinction's will occur. According the Grand Canyon's 24hour clock, the 165 million year reign of the dinosaurs amounted to about five minutes. On that 24 hour clock, the world has been dinosaur free for almost two minutes.

OF the forty or more excursions provided for the delegates to the World Engineering Congress at Tokyo, the trip to the Ashio copper mine stands out as one of the most enjoyable. In every detail looking to our comfort and pleasure the Furukawa company, our hosts, were admirable. This company operates five other copper mines, also gold and coal mines. Ashio is the largest with an annual production of about 14,000 tons of copper. It has been continuously worked since 1620, and doubtless was one of the sources of copper used in the gigantic statues of Buddha of many hundred years earlier date.
