Mineral froth flotation is used to separate particles of valuable mineral from its associated gangue. It involves the selective separation of the hydrophobic particles from the slurry into the froth. As air is blown into the slurry, the hydrophobic particles attach to the air bubbles, while the waste particles remain in suspension. While the froth rises up, bubbles start to coalesce and burst, allowing the entrained liquid surrounding the bubbles to drain and return part of the gangue to the pulp. Mineral separation is therefore a function of the amount of valuable material loaded on the bubble shells, as well as the amount of gangue material entrained in the liquid channels separating the bubbles (Plateau borders). As a result, the separation performance of the process is affected by mineral attachment and drainage or bursting in the froth. This study aims to establish the relationship between solids loading, froth stability and separation performance. For this purpose, a series of industrial experiments were carried out to measure mineral attachment as well as bubble bursting by combining direct sampling of the bubble films and video image analysis of the froth surface. This work suggests that the solids loading on bubbles strongly affects the separation performance. The results generally showed that solids loading and concentrate grade are closely related, while froth bursting rate can be linked to the drainage of gangue from the Plateau borders and also to the overall recovery of valuable mineral. It was shown in particular that higher loadings, usually associated with higher froth bursting rates, are indicative of more selectivity in attachment and therefore a higher mineral grade in the concentrate. Additionally, this work suggests that bubble solids loading and froth stability are essential parameters to include in froth flotation models as they allow control and optimisation of the flotation performance.

Researchers from the National Institute for Occupational Safety and Health's Spokane Research Laboratory installed Split-Set rock bolts instrumented with strain gauges to document the mechanical load response of the bolts in weak ground. Short-term monitoring of the bolts immediately after installation showed that some of the gauges went into tension. It was felt that the force exerted on the bolts to drive them into the hole should have caused the gauges to show compression. The tension probably resulted from the holes having crooked sections. Long-term monitoring over the course of a year also showed that the bolts were bending at some locations and that loads as high as 98 kN (22,000 Ib) were recorded along sections of the bolts. Load cells were placed on the head end of the bolts to determine head loads. Head loads up to 14.7 kN (3,300 Ib) were generated during bolt installation. In addition, closure readings were taken across the drift to determine the convergence rate responsible for bolt loading. A Rock Mass Rating (RMR) was calculated at the site to compare with bolt response. The bolts were installed as part of the rebolting process in an area being repaired because the near-vertical beds in the walls were buckling and causing the wall to fail. The instrumented Split-Set rock bolts will provide data that will lead to greater understanding of the behavior of the rocklbolt support mechanism. It may also be possible to explain the overall performance of the bolts in situ in terms of their design effectiveness. This work showed that load at the head of a Split-Set rock bolt was less than load along the interior of the bolt.

There is a significant amount of past evidence that links blasting and occurrences of slope failure. Particularly of great concern at Telfer Gold Mine is the effect of open pit blasting on the stability of the footwall slope above the underground portal and the stability of underground structures. For this reason, Newcrest Mining Ltd invited JKMRC to conduct necessary field measurements and numerical modelling with the following objectives:assess the dynamic stability of the footwall slope above the portal; assess the characteristics of current and future blasts in the open pit; and prepare open pit blasting guidelines that will minimise the detrimental effect of blasting on slope stability. To achieve these tasks it was necessary to develop a scaled distance attenuation curve for blast vibrations. In order to validate the developed vibration attenuation curves it was necessary to monitor vibrations from a production blast. Using JKMRC blast design software tools, the vibration of the production blast was also modelled from the blast design and vibration results from single hole blasts. The intention was, assuming that the observed and modelled vibrations were close in terms of frequency and amplitude, to use the software tools to model the vibrations of future blasts and assess their likely effect on slope stability. Numerical modelling of the dynamic stability of the footwall slope was done using the FLAC finite difference code and the UDEC distinct element code. The results of the numerical modelling and of the field measurements of the blast induced ground vibrations were combined into the blast design rules that relate distance between the slope and the blast, charge weight per delay and number of blasts necessary to cause failure of the slope.

The apparatus described in this paper was designed by the writer, in the year 1869, for use in the laboratory of the " American Silver Steel Works," at Bridgeport, Conn., where only the vacuum-pump was erected ; but on two subsequent occasions I have had the combined vacuum-pump and table-blowpipe constructed as represented in the drawings, in which Fig. 1 is a general elevation of the apparatus, the air-chamber being sectioned vertically; Fig. 2, a plan of the air-chamber; Fig. 3, a vertical sectiotnal elevation of the vacuum-pump, the section being on line C L), of Fig. 4, which is a horizontal section on line A B, of Fig. 3. The vacuum-pump is constructed of copper, and consists of a vacuum-chamber, E, supported upon the upper expanded end of a vertical pipe, Q. The vacuum-chamber is provided with four nozzles, C, F, I, D (Fig. 4), two of which are shown in section at A, B (Fig. 3). Passing vertically through the centre of the vacuum-chamber E, is seen the water-supply pipe P, whose lower extremity incloses an internal pipe p, which is supported, and placed in communication with the vacuum-chamber E, by means of the two elliptical nozzles n, n. The upper part of the pipe p is closed by a conical cap, and its lower end is in the same plane with the extremity of the watersupply pipe P, within which it is placed. The issue of evaluating the economic impact of large mineral projects in developing countries was studied by the use of econometric models. The evaluating system is demonstrated by its application to an example from Namibia. Three-dimensional graphics are used to illustrate the procedures leading to an assessment of the economic effects of the mineral development. The analysis allows the assessment of the overall economic consequences of mineral developments where there is a need to incorporate in the evaluation issues that are broader in scope than the pure financial objectives. Sets of technical coefficients are exploited for the development of input-output models of the productive structure of an economy. The models are refined to incorporate country-specific behaviours. The increased flexibility of the enhanced semi-input-output model permits a more confident investigation of the economy wide effects associated with a new project in the mineral sector of a developing country. Synthetic measures of profitability at market and shadow prices are introduced, and the cost/benefit ratio is used to rank mineral projects according to their economic profitability. The cost is the capital mobilized for the development of the project and for increasing the productive capacity of the related satellite industries. The benefits are identified with the economy-wide increase in value added induced by the project. 80th costs and benefits are initially valued at market prices. Their ratio is likely to be an index of economic profitability superior to measures that concentrate exclusively on the benefit side of projects. To allow for market distortions, the concept of shadow prices is introduced, and accordingly project-related costs and benefits are re-evaluated. A new cost/benefit ratio at shadow prices is recalculated, which is more meaningful to the policy-maker than decision-making based on socio-economic issues.

The only technical session on Thursday was a continuation of the Symposium on Pyrometry. The members not attending the symposium -made the trip to La Salle. They were welcomed by the Mayor, to whose speech Major Arthur S. Dwight briefly responded. After luncheon the party divided and was taken by automobile to the various chosen points of interest, such as the cement works, the various zinc smelters, the coal mines, and underground cement-rock mines, where underground steam shovels were operating, etc. A special scenic trip was arranged for the ladies. The party returned by special train to Chicago, arriving at 7:30. Those desiring to visit the coal mines at Franklin and Macoupin Coun-ties left by train that evening on a special car for Benton, and were piloted through the field by Mr. Putnam, superintendent of the Old Ben Coal Corpn., Mr. Carroll, assistant general superintendent of the Chicago, Wilmington & Franklin Coal Co., and Carl Scholz, general manager of the Vallier Coal Co. Through the courtesy of the various railroads the visitors were furnished a special coach which took them to the various mines with the least delay and enabled them to see more than would be otherwise possible. Mines 8 and 9 of the Old Ben Coal Corpn., at West Frankfort, were first visited; thence the party proceeded to Orient mine of the Chicago; Wilmington & Franklin Coal Co., where luncheon was served, and then proceeded to Vallier, where both the top and the under-ground workings were inspected. The party returned to. Benton and from there proceeded in automobiles to inspect the washery plant of the United States Fuel Co. at that point; and boarded the train reaching Chicago Saturday morning. Several left Benton for their homes without returning to Chicago.

Gentlemen of the American Institude of Mining Engineers.—As you well know an application is about to be made to Congress, by the American Society of Civil Engineers, for the appointment of a cornmission composed of persons skilled in the production and use of iron, steel, and other structural materials, whose duty it shall be to test the strength, elasticity, and other quatities of such materials ; not simply the substances used as such, but the members of large structures composed of such materials, of the forms and sizes in which they are actually used. As I understand, the papers that will be read here to- night will have for their object to show the necessity for such tests, and therefore the necessity for the commission asked for. As the representative of the Society of Civil Engineers, I have to thank you, gentlemen of the Mining Engineers, for the great zeal with which yon have taken up this subject, and seconded the efforts of the Civil Engineers; or, perhaps I ought rather to say, initiated the efforts to get a suitable commission appointed to obtain most vitally important information which it is admitted on all hands we do not now posses. In drawing up the memorial to Congress, in connection with some of the ablest and best informed of our Society, and in all the discossions on the subject, I have been struck with the emphasis with which the confession is made, that so little is known of the strength of the larger-sized members constantly used in building structures of the magnitude which the present requirements of the country now demand. I presume the remarks made to-night will bring this out very prominently. This is no disgrace, for with the means here-

PRIOR to the development of the bulk-oil carrier, practically all transportation of oil was in barrels and in cans contained in wooden cases; the latter was known as case oil. In the year 1885, approximately two hundred million gallons of petroleum were exported from this country in barrels and about one and three-quarter millions in bulk; less than twelve years later, the shipment in barrels had decreased to nearly one and three-quarter million gallons, while the transport of bulk oil had increased to four hundred eighty-four million gallons. The first modern tanker, the "Glückauf," was built in England in 1886. Her hull, which was 300 ft. long, was divided into compartments by transverse bulk-heads, these compartments being divided by longitu-dinal center-line bulkheads extending throughout the oil spaces. There was a pump room forward of the boiler room, thus providing a cofferdam or safety space. Between the main and upper decks, a narrow trunk extended the full length of the' oil spaces, the trans-verse and longitudinal bulkheads being carried to the upper deck. This allowed for the expansion of the oil from a rise in temperature, and if the tank below the main deck was kept full, the danger of the oil moving with the roll and pitch of the vessel was considerably reduced. Spaces for the carriage of light oil were provided on each side of the vessel outboard of the expansion trunk, while water ballast was carried under the machinery compartments fore and aft. Although vessels previously had been built to carry oil next to the skin of the ship, it is claimed that the "Glückauf" was the first one constructed on the new principle outlined.

"In order to intensify benefication processes (flotation and magnetic separation) for rebellious tantalitecolumbite ores electrochemical machining of pulp (ECM) is suggested instead of costly mechanic-chemical activation and magnetizing roasting. Any change in the surface mineral-semiconductor potential under the action of electrochemical treatment results in the change in the isoelectrical state of the surface and the adsorption property of the mineral with respect to ionogenic reagents-collectors. In this case conditions are created for regulating the ion composition, reduction-oxidation potential and pH of the liquid phase of the pulp without any extra introduction of expensive and often ecologically harmful chemical substances.Ores containing tantalum and niobium are characterized by complex chemical composition, determining their physical properties (conductivity, dielectric penetration, magnetization value, etc.) and their electric susceptibility.The authors investigations show that the pulp electrochemical treatment leads to the increasing magnetic susceptibility of the paramagnetic minerals. The main chemical elements forming the columbite-tantalite minerals except tantalum and niobium are iron and manganese. They determine the rare-metal minerals paramagnets properties. The electrochemical treatment changes the relation of the oxidized and reduced forms of these elements having. The method of cathode pulp treatment before flotation is successfully tested industrially.In the field of noble metals metallurgy new technological proposals are reduced to the following. As is know, the production of noble metals from unusual raw materials demands the elaboration of principally new technologies new technologies in so far as the methods for gold and silver extraction from ores are as a rule low elective and at the existing level of engineering are economically not expedient.The analysis of the main trends in the field of non-standard raw material treatment shows that the perspective ones are the geo- and biotechnological processes (underground leaching and leaching in heaps - UL and HL and microbiological methods of metal extraction)."

INTRODUCTION Denmark is a small country with a population of about 5.5 million in the north of Europe. A substantial part of Denmark consists of islands, and the Danes have been familiar with ferry links between their islands for ages. However, their wish for fixed links has resulted in the con¬struction of bridges between most of Denmark's islands in this century. (Fig. 1) A fixed link across the Store Belt or Great Belt, Denmark's most important waterway bet¬ween the island of Fyn and main island of Sjaelland, on which the capital of Copenhagen is situated, has remained to be constructed hitherto. In 1987, the Danish government decided that the Great Belt should be crossed by a fixed link, incorporating a two-track railway line and four-lane motorway. The Storebaelt Forbindelsen AS, a joint stock company in the sole ownership of the Dan¬ish state, has been established for the purpose of planning, constructing and operating the Great Belt Link. The company will refinance the construction project by charging toll to the motorway users and fees to the state railway. Here it should be mentioned that Denmark and Sweden are about to jointly realize the fixed rail and road link across the Øresund or The Sound between Denmark and Sweden on the basis of the realization model of the Great Belt link. At present, the project is at the com¬petitive tendering or contract awarding stage. In the near future, also the third fixed link of comparable extent, that is the crossing of the Fehmarn Belt between Denmark and Germany, will go into the decisive projecting stage prob¬ably in conformity with the aforementioned pattern. Going back to the Great Belt, it should be noted that this fixed link involves three exten¬sive sections and has been under construction since December 1988.

Ion exchange using strong base resins is a well established technology for the recovery and purification of uranium from sulfuric acid leach liquors. Production of uranium at the Beverley Mine in South Australia includes acidic in situ leaching, ion exchange and uranium precipitation. The salinity present in the groundwater results in a relatively high concentration of chloride in the leach liquor reporting to the ion exchange plant. The impact of chloride on the ion exchange process is discussed in this paper. The results presented show that an increased chloride concentration in the lixiviant solution feeding the ion exchange plant leads to increased uptake of chloride by the resin during the loading cycle. At the highest chloride concentration studied (7.5 g/L Cl) chloride took up to 60 per cent of the resin loading sites. The impact of the chloride can be summarised as follows: for a given uranium concentration in the lixiviant feed solution, the uranium loading decreased with increasing chloride concentration; a consequence of decreased uranium loading is an increase in the frequency of elution, with an associated increase in elution reagent costs; and for a given elution efficiency, the uranium concentration in the barrens is expected to increase with increasing chloride concentration.A few options were examined to counteract the impact of chloride: an increase in elution efficiency was targeted to reduce the amount of uranium returning to the loading circuit; increasing the pH improved uranium loading, but this was found to also increase iron extraction; and preliminary screening of alternative resins showed that the higher the theoretical ion exchange capacity of the strong base resin, the higher the uranium loading.Work is continuing on uranium recovery from saline leach liquors, specifically investigating the performance of alternative resins.

THE Ducktown district is in the extreme southeastern corner of Tennessee, its principal railroad point being Copperhill, on the Blue Ridge division of the Louisville &Nashville Railroad, midway between Knoxville, Tenn., and Atlanta, Ga. The ore deposits were discovered about 1849 and development work was begun in the early fifties. Only the "black copper? ores, products of secondary enrichment, from beneath the gossan outcrops and overlying the massive sulphide deposits, were then mined and smelted for their copper content. Upon their exhaustion, attention was directed to the treatment of the pyritic ore remaining, resulting in the devising of a, process consisting of open-heap roasting, followed by blast-furnace smelting, which was practised until 1903, when semi-pyritic smelting was-adopted. In 1908, the companies operating in the district; on account of litigation brought about by alleged smoke damage to forests and vegetation in the adjoining counties of Georgia, were compelled to erect enormous acid plants to prevent the escape of the sulphur dioxide produced in the smelting operations. The utilization of this sulphur dioxide in the, manufacture of sulphuric acid as a byproduct has added to the revenues of the companies, and at the same time has furnished a valuable source of supply of sulphuric acid to the fertilizer trade of the South, and more recently to the manufacturers of explosives for use in the production of war munitions. The steadily increasing demand for sulphuric acid for the manufacture of fertilizers and explosives, together with the decreasing imports of pyrites, from which the acid is generally produced, now makes it imperative that greatly extended resources of pyrite be developed. While the Ducktown deposits do not predominate in pyrite, they do contain an inexhaustible supply of pyrrhotite, admixed with pyrite, which can be satisfactorily employed to supplement or substitute for pyrite in acid making.

The increasing complexity of modern mining technology makes it ever more difficult to decide on the 'best* way to solve problems in mine planning. Yet with escalating costs it becomes increasingly more important for the mining engineer to be able to evaluate quantitatively the implications of the 'what happens if' postulation on the efficiency and economics of exploitation. The use of a model of the orebody can yield an estimate, not just of overall expected results, but also of the sensitivity of these results to possible variations in the orebody. Estimation techniques, such as Kriging, will produce the expected value for the grade of ore at any given point, or over any given volume within a deposit. However, the actual grades mined during production will - of necessity - differ from the predicted values. These possible variations, and the sensitivity of the management decisions to them, can be investigated in detail by the use of simulation. An orebody can be simulated which follows the known characteristics of the deposit at any given stage in development. These properties might be the histogram of grade values, the semivariogram from the samples, the actual borehole assays, geological constraints and/or interpretation, topography, lease boundaries etc. This would be one possible 'realisation' of the deposit as dictated by the currently known data. If several of these simulations are carried out, each conditioned to the current knowledge of the orebody, then it is possible to gain an idea of the range of possible outcomes of any mining procedure or decision taken - all of which are equally likely. Not only can the best decision then be taken, but its sensitivity to the inherent variation within the orebody, and to the ever present estimation errors may be thoroughly studied.

I have bad considerable experience with the testing-machine at the Watertown Arsenal, having had broken there sixteen large steel eye-bars, besides quite a number of iron bars and two compression members. So far as accurate mid satisfactory results are concerned, the machine is all we could ask for, and the officers who have it in charge, together with their civil assistants, are thoroughly conversant with it 1 details, and entirely competent to make the tests required. The principal defect is that the force is very inadequate. As the machine is arranged, tile weighing apparatus is at one end and stationary, the measure of strain being carried from this to the scale-beam by the fluid in a tube m small that it looks like a wire. At the other end is placed the hydraulic press by which the power is applied; this press is mounted on a small carriage and held by two eight-inch screws about four feet above the floor, which arc of course strained in compression during tensile tests, and in tension during' compression tests. When the stretch of the material has exhausted the throw of the plunger it is necessary to relieve the strain, draw back the plunger, and move the carriage along, which is done by nuts turned by steam working on the large screws. Every specimen placed in the machine must be lifted above the large screws and lowered into position. To do this, crabs, running on travellers, which span the entire room, are placed over the machine, and by these the specimen can be lifted and put in place. The actual time required to make a test depends largely on the amount which the material stretches, bat it may generally be said, that for specimens which will stretch from two to three feet the

G. W. Geil (National Bureau of Standards, Washington, D. C.)—The authors state that the degree of accuracy realized in the experimental determination of a, is likely rather low. This inaccuracy is attributed to the difficulty in reading the load of the tension machine at the instant of fracture of the test bars. I believe there is another factor which may have added considerably to the inaccuracy in the determination of a,, namely, the determination of 8,. Fracture of a cylindrical tensile specimen of a ductile metal tested in tension at room temperature is generally initiated at the axis and rapidly propagates radially to the periphery of the necked section. During the propagation of the fracture, the metal at the rim of the minimum cross-section extends longitudinally and contracts radially. Thus values of 81, based on diameter measurements made after complete fracture of the specimens do not necessarily represent the strain at the initial fracture." Data obtained at the National Bureau of Standards with a 0.3 pct C steel in the condition as-quenched from 1575°F and tempered at 1000°F for 1 hr and tested in tension at room temperature indicated a considerable "rim effect" and as shown in Fig. 13, resulted in an apparent increase in Sf from 0.90 to 0.98. As the fracture strain of this steel is approximately equal to those of the steels reported by the authors, it seems probable that a similar "rim effect" may have added to the inaccuracies in the reported values of Si and accompanying values of El. R. Raring (authors' reply)—The authors are grateful to Mr. Geil for having called attention to a possible source of uncertainty in the determination of fracture stress, and they are in agreement with the principles upon which his discussion is based.

The pore pressure must be included in any discussion of the state of stress within a rock. Rock cylinders at elevated stress levels, loaded uniaxially to a stress less than the yield strength, can be fractured by holding the constraints constant and increasing the pore fluid pressure. This can be described in terms of the Mohr envelopes using effective stresses. The effective stress concept can simplify data with various confining and pore pressures. When the pore and confining pressures are equal, the pore pressure appears to be totally effective in reducing the confining pressure effects. The area over which the pore pressure acts has been the subject of some prior discussions. Terzaghi 1 defined boundary porosity as ". . . the ratio of that part of the area of the potential surface which is in contact with the interstitial liquid and the total area of this surface." His method of calculation included a discussion of splitting failure which was objected to by Mr. Kessler, National Bureau of Standards. The values calculated by Terzaghi were close to unity. Leliavsky,2 using unjacketed cement cores, reported that the interstitial fluid pressure appeared to act upon about 92% of the surface of failure. He concluded: "The fraction of the area of cross-section over which the internal pressure acts can therefore have nothing to do with ordinary porosity, and the results of the experiments tend to support Professor Terzaghi's views." In 1947 Balmer3 determined the boundary porosity of concrete when the confining and pore pressures were equal. He also found values close to unity. Report of Secretary TO THE BOARD OF DIRECTORS OF AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen -I have the honor to present the following report for the calendar year 1920 The activities which-seem to call for special com¬ment are THE NEW FORM OF MAGAZINE MINING AND METALLURGY appeared every month during the calendar year and has been developed until it contains some ten departments It has brought forth more commendatory letters than have been received at headquarters on any other subject throughout the year Less than a dozen letters unfavorable to the change have been received, and the indications are that the magazine has met a want deeply felt, especially by members distant from headquarters The technical papers printed by the Institute are published in abstract in the magazine and opportunity is given to members who desire them to receive full copies of any or all papers published The Bound Volumes, as usual, contain all the papers in full and discussions thereof FINANCES The greatly increased cost of paper and printing has put a tremendous burden on the Institute's finances, since the dues of $12 per year are only 20 per cent greater than the members paid when the Institute was founded forty-nine years ago This has resulted in a temporary deficit, similar to that encountered by many of our sister engineering societies The fact that our Institute has lower dues and gives more in the way of publications to its members than any other of\the national engineering societies has rendered the situation more difficult for us MEETINGS The Annual Meeting in New York, the Field Meeting in the Lake Superior District, the meeting of the Petroleum and Gas members at St Lours, and of the Institute of Metals Division in Columbus, Ohio, have all been described in full in the magazine

Although the earliest use of rubber-tired haulage was in Illinois in 1936, the first unit of this type of equipment used in West Virginia was shipped into the state in 1938. All units placed in West Virginia mines have been of the shuttle-car type. The Katherine Coal Mining Co., at Lumberport, W. Va., was the second company in the United States to install shuttle cars and the Gay Coal and Coke Co., at Mt. Gay, W. Va., was the first company in the country to install the thin-bed type of shuttle car. On Oct. 8, 1940, nine companies in the state were using 41 shuttle cars, of which 10 cars at three mines were of the thin-bed type. All shuttle cars of the low type were in the southern fields and all of the high type were in northern West Virginia. At that time several units were in the process of delivery. The data in this paper were collected in the field by Mr. Schroder in connection with graduate work on mechanical loading of coal in West Virginia by mobile loaders. In the course of his field work he visited five mines in the state that were using shuttle cars. All of these mines were in high-volatile coal beds of strong structure. The more pertinent data obtained at the mines visited are given in Table I. The maximum distance of shuttle-car haul is the distance between the transfer station and the farthermost place. Tonnage per loading unit per foot of bed thickness is to some degree a measure of relative efficiency, especially if the different operations are working the same bed or have somewhat similar conditions. The Delegation of American Engineers constituted by the American Institute of Mining and Metallurgical Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Institute of Electrical Engineers, that visited France in December, 1918, in acceptance of the invitation extended by the Congrés General du Genie Civil consisted of the following: Representing the American Society of Civil Engineers, Major James F. Case, past president, Geo. F. Swain, vice-president, Nelson P. Lewis, treasurer, Geo. W. Tillson, past director, Geo. W. Fuller, director, A. M. Hunt. Representing the American Society of Mechanical Engineers, president, Chas. T. Main. Representing the American Institute of Electrical Engineers, past president, L. B. Stillwell. Representing the American Institute of Mining and Metallurgical Engineers past-president, E. C. Spilsbury. The delegation organized on the way over by the choice of Major James F. Case as chairman, and Geo F. Swain as secretary. On arriving at Bordeaux, the Delegation was met by Mr. S. D. Brown, associate member of the American Society of Civil Engineers; and on its arrival in Paris it was joined permanently by the following attaches: Captain P. Charton, of the French Engineers, Delegate of the Commissariat-General to accompany the Delegation and serve as liaison officer; Captain Carpenter of the American Army; and Mr. Geo. Herdt, representing the Society of Civil Engineers of France. The object of the visit was to discuss with the French engineers the large engineering, problems now facing France. Engineering problems in their restricted technical sense came up for discussion practically not at all, for the French do not need advice nor assistance along strictly scientific lines. It was in the -larger and economic aspects of engineering, to aid in building up the industries and commerce of France, that our French associates desired to learn from the experience of the American Delegation.
