Lime, the versatile chemical is, generally speaking, a calcined or burned form of limestone commonly known as quicklime, calcium oxide or, when water is added, calcium hydroxide or slaked lime. Almost 40 different lime products are available, a fact which has contributed to the rather loose use of the term lime as well as to confusion and misunderstanding. The term is frequently, albeit erroneously, used to denote almost any kind of calcareous material or finely ground form of limestone or dolomite. Lime is made from high calcium or high magnesium limestone, generally having a minimum of 97% combined carbonate content. Normally, high calcium lime has less than 5% MgO. When the lime is produced from a high magnesium limestone, the product is referred to as dolomitic lime. Calcination/Hydration Calcination, or the production of lime, has its origins in the earliest days of alchemy, with the general reaction class having been identified in an Arabic text printed in 1000 AD. It was much later, however, in the mid-1700s to the mid-1800s before this basic reaction became understood from scientific perspective. The pro- duction of lime has been so basic and simple that its underlying scientific principles have over the years received only intermittent investigation. Rather, much of the thought and inquiry has been directed toward the development of kilns. Thus, it has only been in the last 25 to 30 years that lime has received any concentrated scientific investigation relative to the thermodynamics and kinetics of the calcination and hydration reactions. Particular emphasis has been focused upon energy consumption and fuel efficiency. Calcination refers to a broad class of reactions, of which the limeflimestone reaction is just one, wherein a substance is heated to less than its melting point, resulting is a weight gain or weight loss. In the calcination of limestone to produce lime, the basic chemical reaction is as follows: [ ] While there is nearly universal agreement bout the equilibrium conditions related to the limestone/lime reaction above, there have been numerous and varied calcination models developed for the reaction. Recent investigations have resulted in the development of the model shown in [Fig. 1]. From this model it can be seen that calcination is a function of both temperature and CO, pressure. It does not, however, provide any indication of the rate at which the reaction takes place. Calcination is strongly time variant with different limestones. In a very broad sense this relates to the fact that the calcination reaction starts on the exterior surface of the limestone and then proceeds toward the center. As the calcination reaction takes place, the CO2 released at the interface must make its way through the lime to the exterior surface. Since calcination is limited by gas diffusion to the surface of the partially calcined limestone, the natural impurities in the stone, differences in crystallinity, grain boundary chemistry, density variations, and imperfections in the atomic lattice all play a significant role in calcination rate. Therefore, the suitability of a given limestone as a source material for lime production can be determined only after completion of adequate burn tests designed to evaluate the various limiting factors. When a coal-fired kiln system is considered, the entire process of calcination is made even more complex by the introduction of additional chemical constituents into the calcination environment. The reader is referred to the references for a more detailed description of the complete calcination reaction and the differences inherent between differing kiln systems. In the foregoing discussion it was noted that CO2 is released during the reaction. This release results in a 44% weight loss during the complete calcination of a high calcium limestone, or a 48% weight loss for a highly dolomitic limestone. The trade term for this weight percent loss is loss on ignition, or LOI. This weight loss is frequently used as a measure of the completeness of calcination. Because the calcination reaction is chemically reversible, quicklime or burned lime is frequently referred to a being highly reactive, or unstable. The more stable form of lime, hydrated lime, is commonly preferred and generally specified by the user. Hydrated lime is obtained by adding water to quicklime to produce a dry, fine powder. Quicklime's affinity for moisture is then satisfied, although it still retains a strong affinity for CO2.

An analysis of heal conduction in the freezing of a solution has been performed. The case considered is the semi-infinite mass of solution, bounded by a con-stant-temperature plane with one-dimensional heat flow, Numerical cooling rate and freezing rate distributions hare been calcutated for the particular case of unidirectional freezing of aqueous solutions against. a cold copper chill. The solution at each level parallel to the chill surface is subjected to a spectra of frcezing rates; the freezing rate is inilially lour., passes through a maximum, and then decreases until solidification is camplete. Arange and maximum freeeing rates are inversely proportional to the square of distance from the chill surface. The temperature of the chill surface in contact with the solution remains constant during solidification. Experimentally, it is observed that deudrite sparing increases linearly with distance from the chill surface; in the light of heat -flow analysis this means that the dendrile spacing is imersely proportional to the square root of the maximum freezing rate. SOLIDIFICATION of liquids is accompanied by rejection of latent heat at the solid-liquid interface. The over-all rate of liquid to solid transformation is governed by the rate of heat extraction. Analysis of the heat transfer in the liquid during freezing is important since it determines the freezing rate and resulting structure. A considerable amount of work has been done on metallic systems since solidification is frequently a major step in processing metals. Unidirectional freezing from heat sinks has been treated by several investigators.1-4 Much of the work has been limited to the simpler case of substances such as pure metals which freeze isothermally at a unique transformation temperature. In this case the thickness of the solid zone y, next to a chill surface. is a parabolic function of the time. 8. where a and b are constants. Eq. |1| is a close approximation giving the progress of solidification for the case in which there is a small but finite thermal contact resistance at the interface between the freezing liquid and the chill.' It has been used with some success in connection with large steel ingots4 when the therma1 contact resistance is negligibly small (as is the case when water is brought into contact with the metal chill). The constant, b. becomes zero and Eq. [l] is then exact. even when the thermal properties of the chill and the freezing liquid depend on temperature. Analysis of unidirectional solidification of solutions is more complicated since the latent heat is evolved over a range of temperatures. Next to the all-solid zone in contact with the chill surface there is a solid plus liquid zone in which solidification takes place. Although the equations presented are considered quite general the numerical and experimental results are for freezing of aqueous solutions from a copper chill. I) EXPERIMENTAL PROCEDURE Solutions of potassium chloride, sodium chloride. and lithium chloride have been used. These solutions form a eutectic: a typical phase diagram is shown in Fig. 1. A solution at its liquid us temperature is poured into a tygon tube mounted on a relatively large copper chill. The chill is immersed in a freezing mixture of dry ice and acetone at -70°C. A thermocouple connected to a high-speed recorder was mounted near the top of the chill to measure the fluctuation in the temperature of chill surface in contact with the solution. In this system the progress of solidification can be visually observed through the tygon tube. After the specimens freeze to a desired height they are removed from the copper chill and stripped from the tygon tube. Longitudinal and transverse sections are cut from the specimen for micrographic examination. Specimens in the form of a thin slice are mounted on a transparent glass slide by freezing small drops of water around the periphery. Binary alloys of titanium with silver, lead, tin, nickel, copper, beryllium, boron, silicon, chromium, molybdenum, manganese, vanadium, iron, and cobalt were studied. One-half-pound ingots of the alloys were prepared in an arc furnace, employing a water-cooled copper crucible, an argon atmosphere, and a water-cooled tungsten electrode. The half-pound ingots were fabricated by forging at 1700°F in air to 1/4-in. slab, followed by hot rolling at 1450°F to 0.060-in. sheet. Tensile properties, minimum bend radii, hardnesses, response to heat treatment and aging treatment, and phase relationships were determined for these alloys. EARLY in 1947, as one phase of the evaluation of materials for Air Force Project RAND, Battelle successfully arc melted Bureau of Mines titanium and obtained a few basic properties of unalloyed titanium and several titanium-base alloys. The low density, excellent resistance to corrosion, and high tensile properties of these materials stimulated a great deal of interest among metallurgists and designers seeking better materials of construction. As a result of this early work, Battelle, under contract with the Air Materiel Command, Wright-Patterson Air Force Base, has continued extensive studies of titanium alloys. The result of the first year's work is described in three papers. The present one deals with binary alloys, the second with ternary alloys, and the third paper with quaternary alloys. Melting Method The arc furnace for melting titanium and other refractory metals was developed at Battelle Institute under Air Force Project RAND. During the present work, considerable improvement has been made in the design and operation of this furnace for making small ingots of titanium and titanium alloys. The improved furnace design is illustrated by fig. 1, which shows a cross-sectional view with the dimensions of various parts and their relationship to one another. The essential features of the furnace are the inert argon atmosphere, the water-cooled copper crucible, and the water-cooled tungsten elec- trode. The melting crucible is formed by spinning 0.064-in. annealed copper sheet. A groove for an O-ring seal is spun into the flange of the crucible. A fiber gasket between the crucible flange and the water-cooled brass cover provides electrical insulation. The brass cover is fitted with a sight glass, an opening for the water-cooled electrode, and a tube through which the material is charged. Direct current is used for melting, with the positive electrical terminal connected to the water jacket and the negative terminal to the electrode. A typical heat is made in the new furnace as follows: Approximately, 0.20 lb of titanium under 2 mesh per in. and the alloy addition, if any is to be used, are placed in the bottom of the crucible. The cover is clamped on the crucible so that the O-rings make a tight seal. The remainder of the charge is placed in a glass bottle, and this is connected by a rubber hose to the charging tube of the furnace. The crucible and the charge are evacuated with a mechanical pump to a pressure below 50 mm of mercury, or less if desired, and held at this reduced pressure for 5 min. Hot water is circulated through the jacket during the evacuation period to assist in outgassing the crucible. Following the evacuation, tank argon of 99.92+ pct purity is flushed through the crucible for 5 min and then adjusted to give a positive pressure of 1 to 2 psi. During subsequent operation, an argon pressure regulator introduces only enough argon to compensate for the small leakage which occurs through a mercury trap. Re-evacuation and reflushing the melting chamber with argon produced a negligible reduction in contamination. Two 550-amp generators, connected in parallel, constitute the power source. Normally, about 800 amp are used for melting alloys which are not extremely refractory. The generators are set for 90 v open circuit and 200 amp. The arc is struck and the electrode is withdrawn to produce an arc of 23 to 26 v. PRESIDENT MOSES: Mr. Hall, can you tell us something that will help our cause? R. DAWSON HALL: I did not want to tell anything; I wanted rather to say something, if. I said anything at all, about my impressions regarding the safety of the mines in the West. We heard yesterday how terribly dangerous they were, and I think that is due to the natural conditions. It is interesting to note that many of the developments of safety, which you will find all through the country, had their origin here in the Rocky Mountain States. It has not been because the Rocky Mountain States have been negligent - though, of course, they could have been more active - but it is becaues the conditions have been such as to make accidents more numerous. Rock dusting by mechanical means was used here before any other country adopted it, let alone the United States. It is true that rock dusting was started in England; but it was by hand, as it remained with the Victor -American Fuel Company to be the first to distribute rock dust by machines, and that is to the credit of Mr. Murray, who was the man that did the original dusting in those mines. It was at Delagua, they put up shelving and put dust on it; they used the adobe, and Mr. Pryde, at Reliance, very early in the game, put dust in the Reliance Mines, and some of the dust, I believe, is there yet but they can hardly find it for the new dust. That is not all. I believe it was first in the Utah Fuel Company's mine that incombustible clay was used for stemming, and in the East, where we were in the habit of using slack entirely, that was a big advantage. Another thing that the West has originated has been the wetting of the chain in cutting. The people in Alabama took a great deal of credit for having used that very early, but not as early as Mr. Brennan did at the Hanna Mine, he having used water on the cutter bits in 1913. Another development was that the Phelps Dodge Corporation were the first people to use, I believe in the United States, storage battery locomotives for main haulage, and while they didn't go ahead with that, so far as putting in power trucks and mining machines, until just recently-I think the Consolidation Coal Company in the East managed to get ahead of them in that development,-notwith-standing, they were the earliest to use it for main haulage. When I came through this section of the country, in 1912, I think it was, I went through the mines of the Union Pacific Coal Company. I was surprised to see the extent to which fire-proofing had been carried out in that mine, with regard to non-combustible brattices and overcasts, which were of concrete; even the boxes were covered with sheet metal. They were very far ahad of us in that respect; far, far ahead of us in the East, because the East has its favorable conditions in the fact that most of the lump in the mines is more or less wet all the time. Another safety provision which has been taken by the Utah Fuel Company, was shooting from the surface. That has not spread very much in the, East, but it has been used in Oklahoma and the middle West. I think there is plenty of evidence that the Western people have been thinking for themselves, in going ahead and' establishing new standards in Safety. One of the most unusual things is this Safety Committee, permanent Safety Committee of the Rocky Mountain Coal Mining Institute, which has been endeavoring here to find out the conditions under which safety cant best be practiced. I think it is those who venture to. criticize the West that) have to show that in the East there is not the spirit which has led the Rocky Mountain region to endeavor to reduce its very terrible death rate that really exists. It has to be faced and it furnishes a cause, an incentive; for further work toward safety; but none can deny that the desire of the western mining man has been to find

"Florida, the State that supplied 82 per cent of the phosphate rock sold in the United. States in 19284, has two producing areas - the hard-rock and the land pebble districts. Production of the hard-rock field, decreasing importance in recent years, is now confined to mines near Dunnellon, in Marion and. Citrus Counties. The land-pebble district, with a production of almost 80 per coat of the nation's requirements, is located, in Polk and Hillsborough Counties. In the land-pebble area the phosphate deposits - probably Pliocene in age, derived by marine action from underlying, older, phosphate-bearing formations - consist of beds of phosphate matrix, covered by practically barren sands and clays. The overburden, ranging in thickness up to 45 feet, is removed by hydraulic methods or by drag-line excavators. The matrix, ordinarily less than 25 feet in thickness, is mined by hydraulicking and is pumped to adjacent washing plants for beneficiation. The dried product of the washing plants is the Florida pebble rock that is sold in foreign as well as domestic markets.The beneficiation of phosphate ores in the land-pebble district of Florida has been largely limited in the past to the recovery of the coarser pebbles. By washing and screening the crude matrix a separation is effected at about 20 mesh (0.033 inch). The coarser material is the phosphate-rock product of the plant and the finer material is discarded. The amenability of the washer- rejects to treatment by other processes is being investigated. Of methods that may have some application to the treatment of the low-grade phosphatic sands that comprise the greater portion of the washer-rejects, gravity concentration has received some study.Laboratory experiments to determine the amenability of phosphate sands to gravity methods of concentration were first performed in October, 1927. Later, in the winter of 1928-1929, a further series of teats was made,. In these later tests phosphatic sands were concentrated by hydraulic classification, and. also by hydraulic classification followed by tabling. In these experiments concentrates with an analysis above the minimum grade of commercial phosphate rock (66 per cent bone phosphate of lime - B.P.L.) obtained. The recovery of the phosphate varied but was promising enough to warrant further study. A more comprehensive investigation was therefore outlined. This paper presents the results obtained from an investigation, of classification and tabling of phosphatic sands recently completed by the United States Bureau of Mines Su cooperation with certain Florida phosphate companies, the Missouri School of Mines and Metallurgy, and the University of Alabama."

Three papers were presented for discussion at the conference: 1) Instrumented driven steel tube piles at Canary Wharf; author: A. R. Gaba, United Kingdom. The author described the Canary Wharf development in the London Docklands, and in particular, the decision to build over the water by driving open-ended steel piles 25m in length into the sands below the soft estuarine deposits. The tubes were then filled with concrete above the sand plug (usually 17m below pile head). Three trial piles were instrumented with: a) resistance strain guages on the inside of the tubes; b) vibrating wire guages on the re­inforcement of the concrete. The trial piles showed elastic behaviour in five cycles of lateral loading, while the verticle load tests showed a definite bi-linear load-settlement behaviour. The initial stiff portion was a result of frictional staff resistance, both inside and outside the tube, with the soil at the base contributing at higher settlements. Loads were taken to three times working load, with no imminent signs of failure.

Background The resources of the Gippsland Basin include not only the coal and oil for which it is well known, but also the tourism resource and the quality of life which it offers its residents and visitors. To manage this group of resources requires an understanding and ability to predict the consequences of possible developments. The water of the streams and estuaries as a key component as it is both a resource and the means for transporting wastes from one area to another. To aid in the resource planning process there is a need for models of the estuarine hydraulic processes. This paper describes an appropriate modelling technique. Resource use conflicts may arise from developments in the catchment upstream of the estuarine reach. For example the diversion of water for domestic and industrial use will change the velocity and salinity structure of the downstream estuary. In turn these changes will affect sediment distribution and deposition patterns and may impose stress on the biological communities and ultimately on the fisheries resources and water quality. The manager of an estuarine system may have expertise in ecology, hydraulics or another of the specialist disciplines involved, but commonly will not. The manager will identify needs for resource and development and the broad options required to satisfy them. The manager will use these studies as the basis for his/her selection of the option for execution. Thus a model for'use by the manager of an estuarine system must have the following properties: (i) The model must be sufficiently accurate to throw up all the likely options. (ii) The model must be capable of being run by the manager, interactively, to answer `what if' questions. This requirement implies a simple code andhardware limited to a personal computer or possibly a desk top work station. (iii) The model must be robust so that unrealistic input oes not generate apparently useful output, and no output is generated for cases where the model is not designed to give results. (iv) The model must be capable of being used as part of a modelling system comprising models of all the geographic and demographic components

"IntroductionThe manufacture of Ferro Chromium involves the smelting of various ores and fluxes to produce the metallic product.Slag is inherent in the process. It has a much lower density than the metallic FeCr. Some chrome may be trapped in the slag as either FeCr or Cr203.Previous methods to estimate the slag in the FeCr have revolved around separating the slag and metallic portions by exploiting the differences in density. The downside with that procedure is that material will often contain pieces that are adhered FeCr and slag. The Metallic FeCr may also be completely encapsulated in the slag.An alternative and more precise method involves calculating the slag content based on chemical analysis of Mg and Al. The Mg and Al will be at relatively low levels (less than 0.1 % ) in the Metallic FeCr pieces and considerably higher in the slag (3% or greater). The overall sample will have a proportional amount and is calculated using simultaneous equations with the assumption there is only one kind of slag and one kind ofFeCr present. ""Pure"" slag and ""pure"" FeCr are needed in order to determine the Mg and Al in each. The detemlination of the Mg and Al in the overall sample would then be used to calculate the amount of slag.When the particle size is small, it is difficult to sample and get ""pure"" pieces of the slag and FeCr of sufficient quantity to perform a proper analysis. Often, historic data is used but that is dependent on the source of the FeCr and the materials used in its production. Mg and Al levels in slag can vary between 3% and 20% in different FeCr slags depending on their origin."

R. W. NEWCOMB,* New York, N. Y. (written discussiont).-On page 1638 mention is made of a new -instrument with an exceptionally high resistance that has been developed by Charles Engelhard. All friction and wear of moving parts of the moving system has been elimi-nated by replacing the hardened steel pivots and jeweled bearings, commonly used on other instruments, by a double metallic filament, one at the top and One at the bottom, under slight tension. Any pos-sible distortion of the moving coil, because of tension, has been eliminated by introducing a solid spindle as the axis of the coil between the points on the coil where the metallic filament is attached. The filaments serve not only as a support for the moving coil; but also to lead in the current from the binding posts to the moving coil, and as a source of counter-torque; instruments so constructed, do not require leveling, and are mechanically very robust. The clock of the recorder serves only to drive the chart at its specified rate and -to operate a small contact-making device; i.e., there is no other mechanical load on the clockworks. The contact-making de-vice is so constructed that there is a quick-make, a quick-break, and a wiping effect while the contact is being made. Contact surfaces on this switch are of platinum platinum-iridium. The operation of this contact, which occurs once each minute, sends a current, from a 6-volt supply; through a solenoid magnet, which operates the depressor bar mechanism in the case of the single-record instrument; in the case of the multiple-record instrument, it operates the automatic switch and color-changing features, as well as the depressor bar.

CONSIDERABLE interest has recently been developed in sage-brush oil because of its possible utilization as a flotation agent in the mining industry. A list of some of its physical properties, together with the method used in its extraction, may prove of interest at this time. Something over a year ago, a study of the essential oils in desert plants was begun in the Chemical Laboratory of the University of Nevada. None of the oils so far studied possess properties of special interest to engineers, except the oil of sage, Artemesia tridentate, which has exceptional power as a flotation agent. This plant, known as common sage brush, also called black sage, is widely distributed over the semi-arid West, being found quite generally on most of the dry plains and mountains west of Missouri. The method of extracting the oil followed in these experiments is very simple. The leaves, twigs and small branches are placed in an airtight drum, having a capacity of about 27 cu. ft. Steam is admitted through a number of small openings at the bottom of the retort, and the pressure maintained at 20 to 25 lb. per sq. in. for 3 hr. The escape of the steam from the retort is regulated by allowing it to pass through a stop-cock into a condenser. The water in the receiver is drawn off from time to time and the oil, which is insoluble and floats upon the water, is thus collected. At the end of 2 hr. most of the oil has been driven out, though traces continue to come over for a much longer time. By raising the pressure, the time required could probably be shortened and the yield increased, but the lack of laboratory equipment has prevented the carrying out of this experiment.

"Manganese ore fines, generated during mining and transportation, can not be added to the submerged arc furnace directly as they will prevent even gas flow through the burden. Low gas permeability in the burden will lower the degree of pre-reduction of ore and subsequently increase the carbon and energy consumption of the process. In order to utilize manganese ore fines in the furnace they are agglomerated into sinter, pellet or briquettes. The agglomeration process will however change the reduction properties of the ore. In this work the melting and reduction properties of sinter has been investigated.The melting temperature and melting mechanisms has been studied. The mineralogy of the raw ores and agglomerated has been found using XRD, and the composition established using EPMA(WDS). The effect of adding fluxes such as dolomite and quartz has also been investigated.IntroductionManganese metal is produced in a submerged electric arc furnace or in blast furnaces. The reduction of manganese oxide in blast furnace has in the recent years become more unusual due to the high consumption of reducing carbon material[5]. Manganese metal for alloying in steel usually contains silicon and iron, and are therefore called ferro manganese and silicomanganese.During mining, transportation and handling the manganese ore is broken up into different size fractions. The larger lump are used directly in the electric arc furnace, but the finer materials can not be added without treatment. The fine ore can disrupt the flow of CO and CO2 gas through the burden, subsequently reducing the degree of pre-reduction. The fine fractions must therefore be agglomerated into larger lumps, in order to promote gas flow. This can be achieved through a number of different processes. The agglomerate used in this work has been sintered, which means that is has been partly molten and reduced, in order to create bigger lumps."

Under date of Sept. 30, the following open letter was addressed to the Members of the Colorado Section of the American Institute of Min-ing and Metallurgical Engineers by a Colorado Committee: At a meeting of the Colorado Section of the American Institute of Mining and Metallurgical Engineers, held on Friday, Sept. 19, a reso-lution was unanimously passed condemning the Engineers' Licensing Bill passed at the last session of the State Legislature, and requesting the Chairman to appoint a Committee to act in conjunction with the other National Engineering Societies and the Colorado Metal Mining Associa-tion, with a view to securing its repeal at the extra session of the Legis-lature which the Governor has expressed his intention of calling. It may be within your knowledge that the bill in question was passed by the Legislature and signed by the Governor without the knowledge of any of the National Societies, and of few if any of their members. Under its provisions residents of other states cannot even come into this to examine a mine without securing a license, and aliens (among whom are many honored members of, the profession in Colorado) cannot obtain such a license at all. The mining industry in this state needs the coopera-tion of outside engineers, and we should welcome any assistance from them that will tend to develop our resources. To attempt to discourage the activity of visiting engineers will inevitably react on us, and brand the state as being hostile to brains and capital from outside. The difficulty of securing a license will prove a serious handicap to young engineers starting out in the independent practice of their profession. Moreover, a license issued to au engineer qualified in one branch will entitle him to practice in any other: so that the license is apt to mislead the public.

PRESENT Minutes of the Annual General Meeting, held on Friday the 20th August, 1971, at 7.45 p.m. in the Boulevard Hotel, Witbank. Mr J. Meintjies in the Chair, 15 Fellows, 7 Members, 2 Associate Members and 10 Visitors. Mr Meintjies extended a welcome to all the members and their wives, and the many visitors and their wives. A special welcome to Mr Robinson the outgoing President of the Institute and Prof. Howat the President Elect and Mrs Howat. The minutes were read and adopted. The Chairman read his Report for the past year and also the Financial Statement. Mr E. Jackson proposed the acceptance of the Financial Statement and Mr Winship seconded it. Mr Meintjies thanked Mr Vic Robinson for all the help he had given throughout the past year. He also thanked the outgoing Committee for their support, and the Secretary for arranging the function. Mr Meintjies congratulated Mr Alex Bain on his election as Chairman and asked him to continue with the meeting. It is perhaps significant that a few years ago the sessions held here were chiefly occupied with production. In the last two years these sessions have been concerned with production curtailment, unitization and conservation, notwithstanding that production in the United States in 1929 reached a total in excess of 1,000,000,000 barrels. A study of the leading producing units in the United States shows that Oklahoma, Texas and California in 1929 yielded 84 per cent. of the total production from 33.5 per cent. of the total number of producing wells. Production in the United States in 1929 showed an increase of 107,000,000 bbl. over the 1928 figures. This increase in itself perhaps is not enough to have caused the serious situation that is now confronting the industry. However, taking into account the gradual encroachment on the consumption of fuel oil through the greater utilization of natural gas, probably we have reached the point in the United States where prices will determine to a large extent,' in 1930, the amount that will be produced. In the states of Texas, Oklahoma and California, the most significant developmcnt of 1929 has been the desire of operators to reach some agreement to bring production more or less in control with the estimated demand. In November, production in California, particularly in the Santa Fe Springs field, was drastically cut to meet a certain requirement. Similarly, in Texas, the Yates field has been developed and has been producing under an agreement on the part of the operators; and more recently in Oklahoma City, serious efforts have been made to keep produetion in line with consumption. For the year 1930 we can see nothing in sight except drastic curtailment. This is a matter that I am sure is occupying the attention of all the leaders of the industry.

The Philippine Islands have produced no oil commercially; nevertheless, oil is known to be present at various places in the is1ands.l Although all attempts to produce oil commercially have failed, no intelligent, persistent exploration has been carried out. The Richmond Petroleum Corpn. (a subsidiary of the Standard Oil Co. of California) and a syndicate headed by Ralph Arnold are at present engaged in exploring Bondoc Peninsula in Tayabas Province, one of the promising Philippine areas, in a manner that promises to test the petroleum possibilities adequately and intelligently. How can the petroleum resources of an entirely undeveloped area like the Philippines be estimated, where not even the areal extent of the various geologic formations is known? Obviously no calculated figure for assured future production can be derived. Yet a study of the evidence of the occurrence of petroleum, the character of the possible reservoir beds, the probable source rocks, the character and size of favorable structures, and the area over which petroleum-bearing rocks are known to occur, will throw some light on the question. The fact that rocks of the same geologic age and similar composition have been explored and are producing in Borneo, Sumatra, and Java to the south and in Formosa and Japan to the north also affect the problem, so that one can obtain some idea of the quantity of petroleum that may reasonably be expected from the Philippines. It is this measure of the possibilities rather than a definite calculation of petroleum reserves that is presented herewith. This paper will not attempt to describe, nor even to enumerate in detail, the occurrences of petroleum in the Philippines, as such data have already been published. Frequently in using a thermo-electric pyrorneter for measuring the temperature of a furnace, a hole is drilled at the back or side of the furnace, through which is introduced the tube containing the thermo-couple. At times the couple is left almost where it drops, for the reason that it soon becomes too hot to be handled easily, and the space at the back or side of the furnace may be so small and uncomfortably hot that an easy and accurate adjustment is nearly impossible. In order to overcome this clumsy and unscientific method of using the thermo-electric pyrorneter, I designed an adjustable stand, to hold the clay or quartz tube inclosing the platinum and platinum-rhodium leads that constitute the couple of the Le Chate-lier thermo-electric pyrometer. This stand also allows an easy and rapid adjustment of position to varying heights and angles, as may be desired for special reading, This stand is illustrated in Fig. 1. The couple in the tube might be of better service if the tube were held a little higher above the charge in a roasting-dish, changing the height and angle if desired. The stand, made of 1.5-in. water-pipe and mounted on casters, is heavy enough so it cannot be tipped over easily. It is adjusted to any position, and has a universal clamp which holds the clay or quartz protecting-tube. To avoid disturbing the wires of the couple at the cold junction each time the tube is moved, the cooling-bottle sets in a wire basket so placed that it moves forward or back with the couple. As the use of deep -rut mining increases, there - expected to be a greater demand for methane (CH,) measurement devices capable of scanning working faces al depths in excess of 10 m to alert mine personnel of hazardous concentrations of CH and to satisfy regulatory requirements. Remote optical devices offer the most promise to satisfy these objectives while the operator remains safely under supported roof. A second¬-generation remote Optical methanomeor (ROM) bas been designed and Is undergoing laboratory evaluation at the National Institute for Occupational Safety and Health. It operates on the principle of differential absorption of the "u;' fundamental absorption band of CH, centered at 3.31 um in the infrared region of the spectrum. The new instrument differs from the previous prototypes by the replacement of the two hand pass differential absorption technique of measurement with a single filter gas correlation technique and a refinement of the amplifier and gating circuitry used within the unit. This results in a more accurate isolation of the CH, spectral absorption band centered at 3.31 um. A specially designed 0.4m-diam variable-length gas mixing tunnel was constructed and instrumented with CH4 sampling capability to calibrate the ROM. Experiments have demonstrated the ability of the detector to respond to various conditions of CH, (pn•m) at distances as great as 12 m. Thermal radiation generated within the instrument is the controlling factor in the drift of the output signal nod, therefore the reliability of the instrument. Several approaches to reduce this extraneous radiation interfering moth the infrared detector, described, such as the installation of a fan in the instrument and thermoelectric coolers on the detector's beat sink. Implementation of this technology will significantly improve the safely of miners.

Viewed from the standpoint of an economist, the task which faces the petroleum producing industry is one of intelligent adjustment so that technology can perform the job of efficient exploitation, while at the same time the interests of producers and consumers remain adequately protected. The crux in the task of making this adjustment lies in the difficulty of arranging the instrumentalities of production to accord with the physical characteristics of oil. For example, oil is exploited under a competitive economic system based on private ownership and contract, with the hope that profits will attract capital and enterprise, and with competition supposedly acting as the regulative factor. Whether such a scheme of industrial organization works is partially dependent upon the ability of the producer to withold or produce his commodity as he sees fit, in accordance with market demand. But in the oil industry, the enterpriser does not have complete control over the expansion and contraction of production, for, because of the decisions of the courts that ownership in oil depends upon its possession, desire for immediate output becomes the controlling force in production. Consequently, the theoretical commands and restraints of free enterprise are not operative because there is no security of property, and the result is loss due to the following economic maladjustments: (1) Production not completely responsive to price control. (2) Production at excessive cost. (3) Loss of oil, a highly exhaustible natural resource. If economic maladjustments are to be eliminated, there should be a change in the organization of production so as to provide efficient exploitation of the oil and at the same time to insure individual property interests. The latter is necessary if economic considerations are to become primary factors in regulating production. To attain these ends, the entire pool should be developed as one big engineering project and some scheme
