When this country went into the war, but two concerns, The Bethlehem Steel Co. and The Midvale Steel and Ordnance Co., knew how to make steel fit for great cannons and at these concerns there were relatively few men who knew the whole art. Fortunately, certain of these men put their knowledge at the service of the Government, and proceeded to instruct the metallurgists at the arsenals and at various steel works. Doctor Howe, then chairman of the Engineering Division of the National Research Council, suggested that this work might be facilitated, and the number of effective gun-steel makers thereby increased, if a detailed description of the best practice could be written, giving the reasons for the various steps, and issued with the endorsement of a committee composed of those who were evidently the most competent authorities. It was thought that something would be gained by clarification of the subject, and something by the eminent authority of the members of the committee. To that end, the Engineering Division appointed a committee, consisting of the gentlemen whose names follow, to mention on1y those who retained their connection with it. At this time there were serious difficulties in the manufacture, for the Government. of aircraft and high-speed engine crankshafts, of certain ordnance forgings, and of shells for both the Army and Navy. This Committee was asked to study and report upon these, with a view to betterment of practice. There were indications that the source of some of the difficulties went back to the melting of the steel and the production of the ingot. Hence, the committee first studied steel melting and ingot production, in order to guide the wartime manufacturers to an even larger percentage of useful production from the steel initially melted. Although pig iron from iron ore and red cedar charcoal preceded the mining of coal by many years, for tradition says that Alabama iron was used to shoe the horses of Andrew Jackson's soldiers, coal was not produced until 1830. In that year, coal was mined in Tuscaloosa County, in the vicinity of what is now the University of Alabama, and shipped on flat boats (obviously during the wet season, for there were many shoals) down the Warrior River to Mobile. About that time, the first railroad, the Decatur & Tecumseh, was being constructed in northern Alabama to overcome the obstructions to freight traffic caused by the now well-known Muscle Shoals in the Tennessee River. This railroad was patterned after a railroad at Mauch Chunk, Pa., which was used for hauling anthracite from the Panther Creek valley. The Alabama railroad, which required about four years to complete, was 46 miles long and was used solely for the transportation of cotton. Although it was a failure, it demonstrated the practicability of the undertaking, and the succeeding railroads, which were begun in 1834, 1848, 1852, and 1853, added immeasurably to the development of the coal resources of the state. Between the years 1830 and 1860, practically all the coal mined in the state was dug from the outcrop near the river or from the river beds, and shipped by boat to Mobile. Transporting coal down the Warrior River was an undertaking of great risk, required much skill, and frequently had heavy losses. It is recorded that this coal was sold to the gas company in Mobile in 1844; it was most likely mined from the Black Creek Seam. In 1914, on the completion of Lock 17, the Warrior River became a navigable stream from 9 miles above Cordova, Ala., to Mobile and offers a great opportunity for the future development of the coal resources of the state. Coke for foundry use was first made in Alabama in 1855. It was 21 years later, however, in 1876, that pig iron was made from Alabama ore with Alabama coal.

It is the purpose of this paper to present a limited amount of experimental data obtained on the Charpy impact machine. Several concrete examples will be given showing the relation existing between the results obtained upon the Charpy impact machine and the behavior of the parts tested when in service. Although it is pointed out by G. Charpy and A. Cornu-Thenard1 that it is first necessary to determine a satisfactory working process before studying the correlation between the results of these tests and the behavior of the parts tested in service, this ideal course cannot be strictly adhered to. If a certain part repeatedly fails in service and the available tests give no indication of its cause, advantage must be taken of any possible means that will solve the problem; therefore, even though the reliability of the results obtained by the Charpy impact machine have been questioned by many, it was necessary to use this instrument without giving careful consideration to its possible sources of error. It would seem that the conclusions arrived at by Charpy -and Cornu-Thenard justify the assumption that the precision obtained by this machine is comparable to that obtained by the other more common forms of testing. The second general conclusion arrived at by them, namely, that the impact test upon notching does not offer any direct correlation to the ordinary tests, is also borne out by many hundred determinations made in the laboratories at Watertown Arsenal. This statement, however, should be qualified as follows: Other ordinary tests include the static tensile test from bars taken in a longitudinal direction and the Brinell hardness. The author agrees that no law is yet known for the computation of the energy absorbed in the rupture of bars of the same material but of different dimensions. Although Charpy and Cofnu-Thenard do not refer in their valuable article to the use of the Charpy machine in industrial practice, it should be stated that this instrument has been in constant use in the laboratory at Watertown Arsenal for several years, and is now employed for both routine and experimental testing.

. RECENTLY two papers on the structure of eutectics were read before the British Institute of Metals, one by F. L. Brady1 and the other by A. Portevin.2 In the preparation of photomicrographs of laboratory specimens as illustrations for student work, and in connection with various researches; the writer has been working along the same line for some, time and, therefore, was much interested in the results given, especially those of Portevin. He has correlated the information on the subject and has outlined a broad scientific basis for future work along this line. It is largely with the idea-of adding something by way of illustration to the work already done that this paper is written. The eutectic is generally understood to mean the alloy having the lowest melting point of any alloy of the system, and in which the melt becomes supersaturated with reference to the two or more phases which, separate out simultaneously (or alternately). From the surface pattern, the eutectic means; a structure with no primary crystals. It is not always easy to get the exact eutectic composition in making any alloy; in fact, a slight range in composition may be expected and some of the coarser particles may be richer in either of the composing metals. Even when chemical analysis shows the right composition, differences in density of the pure metals may cause segregation, or. supercooling resulting from different crystallizing properties may give a surface pattern the appearance of being on one side of the eutectic point. However, the alloys on either side of the eutectic composition, showing primary crystals of one of the phases and the effect of the pro-eutectic form on the surface pattern of the eutectic make a very interesting study, which is slightly touched upon in this paper. The phases, or microconstituents, of a eutectic may be pure metals (Pb-Sb, Tl-Au), solid solutions (Cd-Zn), a pure metal and a solid solution; (Ag-Sn), or a pure metal or solid solution with an intermetallic compound (Sb-Mg, Sb-Cu, As-Cu, Bi-Te, etc.).

The design of effective ground support requires a sound understanding of the pre-mining state of stress in the stratum to be mined. Irregularities in the stress field encountered during multiseam mining are governed primarily by the previous mining in the surrounding strata. The aim of this study is to quantify the effects of rock mass transverse isotropy on the vertical stress redistribution in the rock strata beneath supercritical longwall panels. Wilson?s equations for determining the stress distribution induced in and beyond a single longwall panel after it has been mined have been adopted, and a plane strain finite element analysis of an elastic medium, together with the stress changes predicted by Wilson, was used to calculate the final pre-mining stresses in the underlying strata. Values of the independent shear modulus (G¢) of the rock strata, ranging from 0.1 to 1 times the isotropic shear modulus (Giso) in the plane of the strata, and a Poisson?s ratio (?) of 0.25 have been investigated. The key finding of this study is that the predicted magnitude of vertical stress in the transversely isotropic strata beneath a mined supercritical longwall panel is larger and changes more quickly with horizontal distance than is the case for an isotropic rock mass. This finding is of significance for the design of ground support measures in multi-seam mining operations.

The committee making this report, consisting of Walter Renton Ingalls (chairman), J. Parke Channing, James Douglas, James R. Finlay, and John Hays Hammond, was originally appointed at a meeting of the American Mining Congress at Denver, Colo., in No- vember, 1906. The object of this appointment was the drafting of a modern law governing quarrying and metalliferous mining which could be recommended to the several States for adoption, in the hope that the passage of such a uniform law by the mining States would tend to lower the number of fatal and serious accidents. The first step of the committee (the personnel of which has re- mained unchanged from the beginning) was to procure copies of existing laws from the officials of the several States of the Union. With the assistance of the Engineering and Mining Journal, copies of the laws of Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New Zealand, and certain European countries were also obtained. The replies to the inquiries made at that time developed the fact that a number of States in which mining was carried on had no laws at all. Other States were found to have elaborate provisions regulating coal min- ing, but none applying to metalliferous mining. Still other States were found to have miscellaneous and unrelated provisions passed at odd times, seemingly as the result of the occurrence of some dis- aster or other.

From L. K. Armstrong, Secretary of the Columbia Section of the Institute, we have received information as to the activities and plan of the Spokane Engineering and Technical Association, which was recently organized under the joint auspices of the local sections of the American Institute of Electrical Engineers, the American Society of Civil Engineers, and our own Institute. The first meeting was held on September 20, at which a program for the following year was adopted. The, meeting was then conducted by the Civil Engineers., the principal business being the reading of a report by Mr. Flinn, Secretary of the United Engineering Society. The second meeting was held on October 18, of which the Columbia, Section of our Institute took charge. According to the program adopted, meetings will be held regularly on the third Friday of each month, except June, July and August. It is understood that these meetings shall not interfere with nor abridge the independent activity of the participating societies. The proposed work of the Association is to be conducted by a large number of committees, whose attention will be devoted to such subjects as the following: Municipal, Highways, Resources, Manufacture and Industries, Legislative, Educational, National and State, Patents and Inventions, Americanization, Safety and Rehabilitation, Research, Emergency. When all of these committees shall have been filled, and their work begun, it is expected that the engineers of Spokane and vicinity may take a more active part in things affecting human welfare in that vicinity.

A fundamental error of sampling occurs when a sample is extracted from a larger mass of ore or lot. The act of sampling requires that all particles belonging to the lot have an equal chance of being extracted. This type of sampling is called unbiased sampling. The sampling equipment (herein referred to as the sampler) should be constructed with some additional mechanical characteristics to guarantee that the samples will be unbiased. Samplers, extracting increments from a continuous flow, such as a conveyor belt, collect aliquots at regular time intervals. These time intervals relate to the number of aliquots extracted from a given mass of lot, whilst passing through the continuous flow. The frequency of extractions will influence the precision or the error of the sample (integration error). Further, the ore variability influences the amount collected from the continuous flow. Normally, the sampling protocol utilised is designed for the extractions obtained from the conveyor belt, omitting any error committed during this operation, ie the error of extracting from the continuous flow. This study aims to analyse the error of sampling a continuous flow by using a variogram with added on auxiliary functions. Each different piece of material passing through the flow will exhibit a distinct temporal variogram, which should influence the frequency of the samples being extracted for each chosen sampling error. The methodology used is presented in the form of a case study from a coal processing plant.

(San Francisco sleeting, September, 1915) THE accompanying chart has been drawn for the convenience of engineers as a means of quickly determining the correct number of plies of conveyor belts operating under specific conditions. The calculations are based on the average safe strength (factor of safety, 15) of the various standard rubber conveyor belts. The, calculations assume maximum loading conditions; that is, the belt is considered as carrying the greatest load that it will handle without spillage at ordinary belt speeds. This not only produces the most economical operating conditions, but also the maximum tension in the belt. The chart is a graphical representation of the formula: p = kgW (L + 1OH) Where, p = the correct number of plies k = a constant, depending on the type of drive g = the weight in pounds per cubic foot of material handled W = the width of the belt in inches L = the length of the belt in feet (approximately twice the center distance). THE texture method (utilizing monochromatic copper radiation) was applied to determine the orientation of the columnar grains of two vacuum cast beryllium ingots of 3 in. diam. Samples were mounted in a fixture as illustrated in Fig. 1, which permitted rotation and translation in order to approximate the method used for wires. The specimens were aligned so that the major axes of the columnar grains were parallel. Rotation was around the growth direction. After each translation the specimen holder was rotated 2 deg (1 deg for the samples from the second ingot) until a range of 30 deg on either side of the vertical was covered. The speed of translation was 1 mm per sec. A representative Debye pattern is shown in Fig. 2. The pattern was compared with theoretical patterns for various orientations. Also shown in Fig. 2 is the disposition of reflections on the (10i0), (0002), and (1011) Debye rings for the two possibilities that growth is either in the <10i0> or <ll30> direction. It is apparent that no significant preference for the direction of columnar growth is indicated. It is considered that the lack of a preferred orientation is due to the occurrence of the phase transformation (reported by Martin and oore&apos; to occur above 1250 "C) which masked the original solidification orientation. I have observed three deposits of iron ore in Pitkin County, which present unusnal characteristics, and wliich seem to throw some light upon the genesis of iron ores under certain conditions. They occur in the precipitons mountain ranges, forming spurs on the Pacific slope of the main continental backbone. The first is a body of limonite, lying upon the side of a high mountain, which forms part of the base of Hayden&apos;s Peak. This limonite forms a sheet of considerable area, and is thin at the edges, and about 3 feet in thickness in the central portions. It is conformable with the slope of the mountain side, and rests upou the eroded rocks, but is not comformable to them. The ore is laminated and shaly in texture, and has the physical characteristics of the hard limonites, such as are found in the Marquette District, Lake Superior. It is covered with loose earth and rocks, from 1 to 2 feet in thickness. Much of the ore is filled with impressions of&apos; spruce leaves, such as are found in the forests now covering the slope of the mountain. In the rocks forming the mountain, iron pyrites occurs in bodies, and this limonite probably owes its origin to such a body not far distant. The US Geological Survey (USGS) held a one-day workshop at its Denver, CO facility to inform the public of the status of its National Mapping Program. In addition, the agency wanted to obtain information from topographic map users on what their needs are. The agency wants to know what the topographic map user wants. The USGS faces the challenge of keeping up with the changing needs of the nation. In the last few years, the agency has changed dramatically to meet these needs. For example, the "new" USGS incorporates mineral-information specialists from the former US Bureau of Mines and also uses the expertise of former National Biological Service employees. These areas complement the agency&apos;s traditional strengths in mapping, geology and water re- sources. The stated mission of the USGS&apos;s National Mapping Division is to "meet the nation&apos;s need for basic geospatial data, ensuring access to and advancing the application of these data and other related ears science information f& users worldwide." To accomplish this goal, the USGS publishes topographic maps, including shaded-relief editions of areas of special interest (state maps and national parks); photo image maps; satellite image maps; geologic maps and hydrologic maps. The geologic maps include geologic quadrangle maps, oil and gas investigation maps and charts, and coal investigations maps. The familiar 7.5-minute series topographic maps are the most widely used. The 7.5-minute- (1:24,000-scale-) format mapping was begun in 1935.

After eight years of testing and development, the E. J. Longyear Co. has adapted the wire- line core barrel to small diameter drillholes. Field performance indicates that the apparatus for the BX hole will be an important supplement to the conventional techniques used in the diamond core drilling industry. Higher core recovery, faster drilling progress, and reduced diamond costs will provide substantial savings to the user of coring equipment. The wire-line principle is not new, having been successfully applied to the large-diameter holes of the petroleum industry. But scaling the practices of core recovery in oil well drilling down to the small BX hole presented a number of problems. The technique, difficult even for large holes, was complicated by the exacting limitations of the small diameter in which durable and foolproof mechanisms would be required to operate. Since the maximum benefits could be realized from this sys- tem in holes 1000 ft and deeper or in holes in badly fractured ground, the drill string would have to be able to withstand heavy stresses. Most vital to the success of the idea was the development of a positive latching mechanism to assure proper positioning of the inner tube of the core barrel when the tube is dropped into place. Lastly, little was to be gained from the wire-line method without diamond bits that would give optimum penetration rates and a long service life in the drillhole.

GEORGE F. BECKER Dr. George Ferdinand Becker, notice of- whose death appeared in the May Bulletin, was born in New York City Jan. 5, 1847, the son of Alexander Christian Becker, member of a Danish family, and Sarah Cary Tuckernian Becker of Boston. Dr. Becker was the last member of the group of distinguished geologists who, in 1879, were associated with Clarence King at the time of the organization of the United States Geological Survey. He was a leader in mining geology and geophysics, and for many years had been the chief of the Division of Chemical and Physical Research in the Geological Survey, and the investigations under his direction led to the establishment of the Geophysical Laboratory of the Carnegie Institution of Washington. Dr. Becker was a graduate of Harvard University and received the degree of Doctor of Philosophy at Heidelberg, and in 1871 passed the final examinations at the Royal School of Mines in Berlin. He was for four years an instructor of mining and metallurgy in the University of California, from which he went to the United States Geological Survey. In 1896 he examined the gold and diamond mines f South Africa and at the time of the Spanish-American War was detailed to serve as geologist on the staff of General Bell with the army in the Philippine Islands. He died at his hone in Washington, D. C., on Apr. 20&apos;.1

THE important factors in any study of the screening of sand with a gravel enve-lope, as applied to use in oil wells, are: (r) sand size and shape, (2) gravel size and shape, (3) ratio of gravel size to sand size, (4) flow velocity, (5) viscosity of the fluid. Perhaps the first extensive investigation of the function of gravel in screening sand was performed by Coberly and Wagner,1 from which the following conclusion was drawn: "The diameter of the largest grains in a single classified sand suitable for gravel packing is approximately 23 times the grain size at the ten-percentile analysis of the formation sample." This applies to sands classified by Tyler screens and is for gravel grains of the maximum size that could be used to form a stable bridge. Field practice has shown that the screening effect of a given gravel for a given sand apparently varies with the flow velocity.2 Also, it has been assumed by some opera-tors that the thickness of the walls of the gravel envelope surrounding the well has little effect upon the screening process. It is thought by others that a narrow envelope of gravel might form an ineffec-tive screen. Thus the purposes of this work are: I. To investigate the effect of gravel-sand size ratio upon screening action under the condition of varying flow velocities. 2. To investigate the effect upon screen-ing action of varying the thickness of the gravel screen.

In the Journal of the Iron and Steel Institute for the year 1878, in the account of the proceedings of the annual meeting in March of that year, when Mr. Bell read his paper On the Separation of Phosphorus from Pig-Iron, occurs the following statement, as part of the reported discussion of that paper: " Mr. Sidney Thomas stated that he had succeeded in effecting the almost complete removal of phosphorus in the Bessemer process. Experiments had been carried on at Blaenavon, with the co-operation of Mr. Martin, on quantities varying between 6 lbs. and 10 cwt., and some hundred analyses made by Mr. Gilchrist (who had the conduct of the experiments from the first) showing the removal of from 20 per cent. to 99.9 per cent. of phosphorus in the converter. He believed the practical difficulties in the way had been overcome, and that Cleveland pig might be made into good steel without any intermediate process. He hoped on a future occasion to lay full details before the Institute." I was present at that meeting, and I doubt if any one in the hall knew, either by sight or name, the young man who had dared to rise in that august body and claim that he had accomplished that after which the great metallurgists of Europe had been unsuccessfully striving ever since Mr. Bessemer&apos;s great discovery. For the first time in its history the Institute will hold a meeting in the State of Arizona. A few years ago Arizona stood third in the copper-producing districts of the United States. Since that time, with the development of porphyry mines, the output has gone up with great rapidity until it not only is the leading district, but its output at the present tune is at the rate of nearly double the Montana output; which now stands second in the list. In connection with this development, most interesting departures have been made in methods of mining, concentration and smelting. Principles of mining and metallurgy of the greatest interest will be covered by papers which will appear in the Bulletin and be presented at Technical Sessions, while ample opportunity &apos;will ,be- afforded for those who go to the meeting to see all the points of interest to them. In addition, members will be well rewarded by the marvelous natural features to be seen on the trip, including the petrified forests, the cliff dwellings on the Apache Trail and the Grand Canyon of Arizona. If not well-managed, a mine-tailings facility may become a major source of risks, endangering the community and environment, and damaging the reputation of the minerals industry regarding sustainability. Identifying, characterizing, and mitigating the hazards and risks associated with tailings facilities have been critical to the maintenance of community-safe and environmentally sound mine-tailings facilities. Herein, a complex network model for characterizing the hazards and risks associated with the lifecycle of tailings facilities is presented. In this approach, the hazards are modeled as vertices of the complex network, and the interactions among the hazards are modeled as edges of the complex network. The complex network for modeling the hazard and risk spreading of mine-tailings impoundments is analyzed and characterized by using network metrics such as the network density, geometrical characteristics, characteristic path length, network efficiency, and clustering coefficient. The degree distribution of the network obeys a power-law distribution, indicating that the network for characterizing the risk spreading associated with a tailings facility is scale-free. According to the results of calculations and existing research results, the network is ultrasmall-world. By analyzing the change of the global network efficiency under four kinds of different methods to remove network nodes and edges, network nodes with higher between centrality (BC) are identified as critical. The removal of those critical nodes helps mitigate risks associated with a tailings facility and reveals the vulnerabilities to BC attacks.

A computer model capable of simulating the basic production system in a variety of underground mining methods has been developed at the U.S. Bureau of Mines Twin Cities Mining Research Center. The simulation of the basic production system at the working face, which includes drilling, blasting, mucking, and roof bolting, is described in this paper. The model is event-oriented; that is, the status of the system is updated at the occurrence of an event. All event or activity times, including failure and repair of equipment, are treated as stochastic variables. A location dimension, in addition to the time dimension, is used, allowing the simulation of systems with a number of stopes or faces. To aid the user in determining the efficiency of his system, the model provides several reports. An event or activity report gives the frequency of occurrence, total active time, and cumulative delay statistics for each event. An equipment report delineates the availability and utilization of all equipment. A production report provides information on various performance measures such as tons produced and holes drilled. The cost report gives the cost of various elements in the system. Operating data from an actual mining situation were used in validating the model. In addition to the description of the model, examples of simulation experiments which were performed on a room-and-pillar mine system are given. Use of the model to determine methods for improving the efficiency of the system is discussed.
