As the time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W. Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.' Colombia requires foreigners to agree to be bound by its alien law. In addition,Mexico makes it unlawful for foreigners to acquire direct ownership of real estate, including mines, within a zone of 50 km. along the coasts and one of 100 km. alongitsland

In developing a consistent picture of the thermal expansion of the commercial chromium steels, which cover a range of carbon contents, it is desirable to know the expansion in the limiting case of the binary, carbon-free, iron-chromium alloys. We have, therefore, determined the thermal expansion of a series of five special alloys, ranging in chromium content from 3 to 10.5 per cent, with not more than 0.03 per cent carbon, over a temperature range extending beyond the transformation region; this low carbon content enables us to draw reasonably reliable conclusions as to the behavior of the carbon-free system. Moreover, the measurements serve to determine the beginning and the end of the alpha-gamma transformation; and they emphasize once more the fact that a transformation temperature determined by any method in which the specimen is cooled at an appreciable rate is apt to be seriously in error, particularly if the metal contains a transformation-retarding element such as chromium or managanese. The lag, or undercooling, observed at the ? — a transformation is explained in terms of the influence of temperature on transformation velocity; the rather unusual shape of the ? loop is attributed to a change with temperature and with composition of the distribution of chromium between the alpha-iron and gamma-iron solid solutions. The exact composition of the alloys, which were obtained through the courtesy of Dr. W. Rohn, of the Heraeus Vakuumschmelze A-G., is given in Table 1. Determinations of the linear thermal expansion and of transformation temperature were carried out in the vacuum dila-tometer previously described,' using a rate of heating and of cooling of 3.0" to 3.5" per minute unless otherwise stated. During the last several years many papers have appeared dealing with the structure of highly polished metal surfaces. The awakening of interest in this subject is due to the applicability of the electron diffraction technique to the study of surfaces. The original theory of Beilbyl considered the surface of polished metals as of the nature of a supercooled liquid or a vitreous, amorphous solid. The electron diffraction effects from polished metals have been interpreted by rnany to be a direct experimental proof of the correctness of the Beilby theory. This interpretation has been strongly opposed by others, so that at the present time the subject is in an uncertain and controversial state. In the present paper new, and hitherto unpublished, electron diffraction effects from polished zinc are desrribed. These observations indicate that the polished surface of zinc is crystalline. Published Work Many papers2""10 have interpreted the electron diffraction evidence as proof of the Beilby amorphous theory. All investigators agree that highly polished metals give rise to two diffuse diffraction haloes, similar to those obtained by the diffraction of X-rays in liquids and vitreous solids. It is this similarity that leads to the amorphous-layer interpretation of polished metals. Strangely, the interatomic distances calculated from these haloes are very similar for the various metals investigated, in spite of a rather wide range of such distances in the crystalline and liquid states. The calculated atomic sizes are, furthermore, smaller than are experienced in the normal states of the metals. In spite of these anomalies, the amorphous-layer interpretation has been adhered to by many. One investigator, S. Dobinski," differs from the others in his experimental results. By polishing under benzene in order to avoid the possibility of oxidation, Dobinski obtains diffuse haloes of radii different from those previously obtained. He thus obtains a more rational quantitative correlation of the diffuse haloes with the amorphous-layer theory.

The rapid advance, during recent years, in the manufacture of articles that have been in common use for generations and the development of new materials entering into appliances and devices unheard of fifty years ago have created a demand for some of the more common non-metallic minerals. To supply this demand there has quietly developed a branch of the mining industry of which little is known by most mining engineers —the mineral-filler industry. In this paper, and generally in the trade, the term mineral filler is applied to a mineral used in its natural state after mechanical preparation only (such as grinding, milling and washing), without undergoing any chemical change and without exerting any chemical action on the substance with which it is incorporated. The consumption of mineral fillers is confined chiefly to large manufacturing centers in the Eastern and Northern Statcs. Where available, materials originating near the place of consumption are used, as most fillers bring a comparatively low price and, frequently, the freight may equal the cost of the finished filler at the mine. The Southern States have abundant deposits of non-metallic minerals suitable for fillers, which supply the manufacturing industries in adjacent states. Many of these deposits are equal to, or superior, in quality to those mined in the North, but they can not compete with them because of the freight rates. The mineral-filler industry has felt the present depression, but it has suffered less than most mining industries, for as a rule the mills are simple, the overhead expenses are low, and the labor is entirely local and can revert to farm work when the plant closes down. Many other deposits in the southern district will undoubtedly be developed when business revives and freight rates are adjusted. Most of the non-metallic mines are small and the tonnage handled is low in comparison with the tonnage involved in modern large-scale mining of coal, iron, copper, etc. On the other hand, at nearly all non-metallic

Recent work on borate deposits near Kramer in the extreme southeast corner of Kern County, California, is of special interest because of the information it seems to give concerning the mode of origin of the borate minerals colemanite and ulexite, especially when considered in conjunction with the valuable clue to the mode of origin of colemanite in its present known deposits given in a paper by W. F. Foshag,1 of the United States National Museum. Colemanite is found in or near original deposits of ulexite, from which it is supposed to have been derived by a change in the character of the ground water or rate of its movement or both. Indications that an alteration of this sort had produced colemanite were first recognized by the writer2 in specimens collected in the Kramer district in 1920, and sent to W. T. Schaller, at U. S. Geological Survey, for identification. The identity of the two borate minerals in these specimens was suspected when collected but not at once determined, but the relations of the minerals as seen in the specimens seemed to afford a manifest clue to the origin of the deposits. Similar specimens were obtained by the writer from deposits in Death Valley soon after he had examined the deposits near Kramer. After studying the specimens submitted to him Dr. Schaller wrote as follows: " I have finally positively identified the boron minerals you sent me with your letter of Sept. 27. The 'white fibrous mineral like ulexite, is ulexite; the 'harder nodules' in the clay are colemanite, apparently formed from the ulexite as a result of leaching, with recrystallization in place—a theory that Foshag is working on." The present paper is a report on the facts observed at the depo its near Kramer, and some general observations on the geological relations noted, which, unfortunately, still form only a very incomplete record. "Aurubis is the leading integrated copper group and the world’s largest copper recycler. In Copper smelter Aurubis Bulgaria (Pirdop), the residual copper in the slags from Flash furnace and Converters is recovered by flotation. The slag processing comprises: pit cooling, crushing, two stages grinding (autogenous and ball) and flotation. The copper concentrate is thickened and then is filtrated by vacuum disk filter. The thickener overflow is sent to settler for additional clarification. A resent throughput increase resulted in higher solid content in the thickener overflow due to insufficient thickener area. Different scenarios to overcome the issue were evaluated (new thickener, reagents and reconstruction). An increase of the thickening area by installation of lamella modules was chosen as the most promising option. Three lamella modules (1 m3 each) were installed in conventional thickener for the test. Number of sampling campaigns was done to evaluate the effect on solid content in overflow. Parameters of the dewatering cycle were collected during sampling campaign. The products grain size distribution was defined - thickener feed, thickener overflow with and without lamella. The thickener overflow with lamella modules has 2.12 g/L less solid content. The decrease was 71.8%. According to the tests results, the whole conventional thickener was reconstructed with lamella modules. The thickener area was increased by more than 400 m2.INTRODUCTIONIn Copper smelter Aurubis Bulgaria, the copper in slag from the Flash furnace and the Converters is recovered by flotation. The scheme of slag processing is crushing, two stage grinding (autogenous and ball) and flotation. Till 2010 the grinding cycle in the plant was in two stages: the first stage was AG Mill 70×23 working with a classifier and the second stage was ball mill 3.6/5.5 working with a hydrocyclone. In 2010 a new AG Mill 65×78 with hydrocyclone was put in operation in order to increase throughput of the plant. The second stage of the grinding cycle was not changed."

The method of drilling deep wells into the earth for the recovery of oil and gas is beset with many hazards. This is especially true in the Ventura Avenue field, which has the distinction of being the hardest field in California in which to complete a deep well. The hard, shifting and squeezing formations must be penetrated to great depths in the face of tremendous gas pressures. This field presents problems that keep the operators abreast with all of the latest developments in oil-field tools and machinery and in oil-well drilling practices. Equipment must be strong, and adapted to deep-well drilling and the handling of long heavy strings of casing. High-pressure sands require the utrnost care and attention of the operators and no chances can be taken, since a serious blowout may cause the loss of a well that has cost months of labor and expense. Equipment must meet these requirements or be discarded. Although the deepest wells in the world are not in this field, nor hav:. the longest strings of casing been set, nevertheless, the consistency with which deep wells are drilled and long strings of casing are set places the Ventura Avenue field foremost, in this respect, among the oil fields of the world. The V'entura Avenue field dors claim the deepest commercial oil-producing well in the world, in the Shell Co. of California's "Edison" No. 18. This well was drilled 7015 ft. and came in flowing 3280 bhl. of oil per day. This field also claims the deepest average depth of producing wells in that its Ill producing wells average 5676 ft. in depth. Of these 111 producing wells, 50 arc 6000 ft. or deeper, and 16 are 6500 ft. or deeper. Also, of the 111 producing wells 100 arc flowing, and 11 arc pumping wells. This paper is intended to set forth the methods used in the drilling of deep wells with rotary tools and the handling of long heavy strings of casing in the Ventura Avenue field.

OF the many items of information necessary to the successful management of the blast-furnace, few are more important than knowledge of the location and movement of the stock: line:—whether the furnace is full and has been kept so; whether the stock is settling regularly or slipping; and, if slipping, how often it has slipped, at what times, and how far at each time. To obtain these data, a man is sometimes stationed at the top of a pair of mechanically-filled furnaces, sim-ply to watch and gauge them by hand in the old-fashioned way. A more recent practice is the suspension of test-rods from ropes leading over pulleys to the ground-level, where the ropes are mound on small drums with graduated peripheries and provided with crank-handles, whereby the skip-man or some other person can quickly and conveniently gauge the position of the stock-line in the furnace. I believe the credit for this great improvement belongs to Messrs. McClure $ Phillips of Sharon, Pa., who were, as far as I know, the first to apply it, and who have a patent for it. The valuable indications gained by application of the Uehling pyrometer to the down-comer are not to be ignorcd; but the information thus furnished is somewhat indirect, and there is no scale for the translation of " top-temperatures " into " feet down." Moreover, this apparatus, as a whole, is delicate, and the cost of installation and maintenance is high. If the record furnished by the Uehling pyrometer is not in the most desirable form, the test-rods, on the other hand, give no record at all, except through the memory or notes of a man who, to say the least, is not gauging continuously, and who may omit to report an improperly low stock-line, if it be due to a fault of his own.

"The main purpose of geometallurgy is to improve the mine planning by mapping hardness and throughput into the mine block model using geostatistics to eliminate the large production fluctuations caused by the ore hardness variability coming from different parts of the pit. However, not all grinding testwork available commercially can be applied to geometallurgy because of large amount of sample required and the associated cost per test. Geometallurgy is now being used in designing grinding mill but as the mining project progress, the accuracy of engineering must improve from 30-35% during the scoping study to 10-15% at the bankable feasibility stage and less than 5% for Engineering Procurement and Construction Management. For SAG milling, the SAG Variability Test (SVT) is an abbreviated version of the standard SAGDesign test developed for this geometallurgical need. The same amount of ore than the original test is ground for three cycles into an open batch SAG test and then the SAG pinion energy is predicted to the standard end point of 80% passing 1.7 mm. For ball milling, a Bond Variability Test (BVT) was also developed using the SAG ground ore from the SVT. The Bond ball mill grindability (Gpb), corresponding to the average of the net grams per revolution from the last three cycles of the Bond test, is also predicted from the third cycle. The relative error for both the predicted SAG ore hardness (WSVT) and Bond Work Index on SAG Variability ground ore (Sv-BVI), in kWh/t, averaged 5.5% and 3.8% respectively compared to the SAGDesign testwork values and are within 7% and 10% respectively from plant benchmark and within 7% from the samples sent to all partner laboratories. Both tests can be continued to measure the true hardness necessary for mill sizing. This article discusses the development of these two new tests, SVT and BVT, their potential use and accuracies in any geometallurgical program."

Improve surface mine haul-age truck safety and efficiency by providing a means for sensing the weight and distribution of the truck's load. Approach The safety hazards and the economic implications of overloading mine-haulage trucks were analyzed to determine the net effect of that practice on mine operations. The analysis indicated that: Ten to 25 pct overloading is typical; Higher haulage, tire, and maintenance costs occur due to overloading (a 20 pct overload was estimated to increase operating costs 7 pct per ton); Ten to 15 pct of haulage? truck injuries and fatalities are attributable to overload conditions, at a cost over one million dollars per year to the mining industry. Vehicle-weighing technology that conformed to the performance specification for an off-highway haulage truck overload detection system was selected for in-mine testing. How It Works Normally, volumetric estimates are made during the loading sequence which do not account for the varying ore density. Hence, the actual weight of a load is never precisely known. By providing a precise measurement, an overload detection system will not only indicate vehicle overloading, but will also show under-utilization of the truck. One system tested by the Bureau of Mines was the ?Load Analyzer" manufactured by Pactronics Corporation in California. This system consists of a meter-type analog readout for the cab console and three "Electrosensors" (linear variable differential transformers) attached to the main frame. Using conventional welding and brazing techniques, two sensors are attached between the front members of the engine sub-frame and the top of the left and right trailing arms (one sensor per arm). The same techniques are used to attach the third sensor to the rear centerline of the truck. between the main frame cross member and the A-frame. The readout unit on the cab console indicates by color-coding whether each sensor loading is under (green), at (yellow), or over (red) the pre-set rated load. The three-sensor configuration with in-dependent readouts also detects uneven distribution of the load.

THE treatment of Balbach-Thum slimes at Copper Cliff by the Ontario Refining Co, is of interest because it differs considerably from methods usually employed for the recovery of fine gold from parting-plant slimes. Owing to the comparatively high percentages of palladium and platinum, wet methods are used to remove the greater proportion of these metals before electrolytic refining in the Wohlwill cells. THE PLANT The platinum-metals department, Wohlwill room, and gold-melting room extend along the north side of the silver refinery and are separated from the parting plant by a glass partition (Figs. 1 and 2). The platinum-metals department resembles a laboratory built on a large scale, with the various pieces of equipment laid out on terraces to facilitate handling. . Because of the corrosive nature of the solutions, chemical stoneware is used throughout. Elevation of acids is accomplished by means of Mariotte bottles. On the top level are three steam-jacketed stoneware kettles of 50-gal. capacity, also a packed tower. One kettle is used for digesting the slimes while the remaining kettles are used for precipitating the gold. The dissolver is equipped with a treated concrete hood, which is connected to the flue system. Gases are drawn off through the packed tower by means of a 6-in. stoneware exhaust fan. A 15 per cent solution of sodium carbonate is continually circulated through the tower. On the intermediate level are two suction filters, one for removing silver chloride and the other for the gold sand. The filter medium consists of an asbestos pad covered with a filter paper on which is a layer of twill. On the bottom level are two rectangular cementation tanks, 24 by 48 by 24 in. deep, and a suction filter used for removing the platinum-metal concentrates. The circulating pump for the packed tower is also here. Suction is provided by a vacuum pump having a capacity of 8 cu. ft. at 20-in. vacuum.

Chromium is one of the new metals, but considerable research has been required to determine an approximate record of its production from 1827 until the present. Its use in the form of pure metal is not extensive; of the chromite mined, about one-half is required for making ferrochro-mium, about two-fifths goes directly into refractories and the remainder is absorbed chiefly by the chemical trades. The industries that demand chromite for such uses are mainly in countries that produce little chromite, while the important chromite-producing countries are not generally consumers. The international flow of chromite is therefore of interest, as well as the political and commercial control of resources of the metal. World Production The first mining of chromite is said to have occurred as early as 1820, at the Roros deposit in Norway, but the first well-established output came from the Reed mine, in Maryland, about 1827. Thereafter the United States led the world in chromite production until 1860, when Turkey took the lead. Russia in turn became the chief producer from 1897 to 1902, inclusive. From 1903 to 1909, New Caledonia held first place, but alternated with Southern Rhodesia from 1910 to 1917, inclusive. In 1918, 1919 and 1920-1921, the United States, India and New Caledonia led, respectively. In 1922 Southern Rhodesia assumed first place and has since continued to be the world's foremost producer by a large margin. Fig. 1 illustrates the production of the leading countries from 1890 to 1929, inclusive. Fig. 2 shows the world production of chromite from 1890 to 1929, inclusive, in long tons and Table 2 gives the production by countries for the same period. The total world production for the 103 years, 1827 to 1929, ipclusive, is estimated at about 7,100,000 long tons, distributed as shown in Table 1. SANTA Rita del Cobre Grant, as the present Chino property was known in the early part of the nineteenth century, was the scene of the first copper-mining operations of consequence in the territory now included in the United States. As early as 1801, the mines afforded the principal supply of copper for coinage by the Mexican Government. According to an estimate made from old records by H. A. Thorne, now superintendent of mines for the Chino company, about 41,000,- 000 lb. of copper had been produced prior to 1845, when the exploitation of the native copper deposits of the Lake Superior district was started for the first time by white men. B. S. Butler, in Mineral Resources of the United States for 1913, estimated the production from Grant County, New Mexico, from 1845 to 1913, at 134,353,963 1b.-an amazingly precise figure, considering the character of the data that he must have used. As "Grant County" may be interpreted for practical purposes as the Santa Rita district, it seems fair to credit the Chino group with a production of 165,000,000 lb. of copper prior to the time when the modern operations commenced. Unlike Morenci, which, by the way, lies only about 80 miles westerly across the Arizona-New Mexico line, Chino offers no problem as to when its production might properly be classified as coming from a Porphyry Copper. The time is definitely fixed by the starting of the new mill at Hurley in October, 1911. The interval from 1903 to 1913 had witnessed little production of any kind; and prior to that time operations had been confined entirely to the mining of narrow veins or lenses of ore assaying 10 to 15 per cent copper or even more. David J. Mack (University of Wisconsin, Madison, Wise.)—Have the authors considered that the effects reported in their paper are readily explainable on the basis of equilibrium grain boundary segregation rather than ordering? It seems to the writer that all of their experiments and observations correlate well with known behavior associated with equilibrium grain boundary segregation. Although at first glance one would tend to dismiss such a possibility because of the similarity of the gold and copper atoms, their sizes differ by 12.8 pct which is in the range where segregation at grain boundaries would be expected. Then, too, the electrochemical differences between the copper, the Cu3Au, and the gold strongly suggest that a segregation mechanism is involved in the corrosion of the Cu-Au alloys. R. Bakish and W. D. Robertson (authors' reply)—The authors would like to thank Dr. Mack for his consideration of the problem of grain boundary segregation as an explanation of the observed phenomena. We had considered the problem in the following terms: Assuming a pure binary Cu-Au alloy and an ideal solid solution, the surface excess, T2= N25 — N2, of the second component (gold) may be expressed in the following way20 1 —exp (—da/kT) where 8 is the difference in surface tension of copper and gold, and a is the surface area per atom. In the present case, 6 is positive which implies that the component in excess at the boundary is gold. Since the only chemically active component in ferric chloride is copper, it does not appear that the segregation of gold is likely to increase the boundary activity. A small concentration of a third component could profoundly affect the situation. Analysis indicated only spectrographic traces of impurities, all of which are soluble in both copper and gold. Quenching experiments, reported in the paper, also tended to eliminate significant effects attributable to a third component.

A general treatment of the broadening of X-ray double-crystal spectrometer rocking curves due to distributions of tilts and strains has been carried out. The results of this treatment have been applied to the case where dislocations in a crystal give rise to both tilts and strains. On this basis it is found that the rocking-curve halfwidth due to imperfections in the crystal, ßC , increases with increasing Bragg angle, 8. These considerations predict linear relationships between & and tan2 , and ßCand tan 8, for Gaussian and Cauchy distributions of dislocations, respectively. The zero intercept of the ßC us 8 curve, which is a measure of the degree of imperfection of the crystal, is found to depend directly on the distribution rather than the number of dislocations. In addition, the slope-intercept ratio for the ßc - ? curve has been calculated for both the Gaussian and Cauchy distributions. Experimental determination of the - 8 curves for a series of copper single crystals prepared by the Bridgeman and Czochralski methods yields results in agreement with the calculated slope-intercept ratio for a Cauchy distribution of dislocations. CERTAIN X-ray techniques have been used to study the perfection of single crystals. Gay, Hirsch, and Kelly have considered the spreading of spots into arcs on Debye-Sherrer rings due to imperfections. The Double-Crystal Spectrometer has also been applied to this problem.2 The characteristics of Double-Crystal Spectrometer Rocking Curves have been described in the literature by various workers.2-4 By assuming a random spacing of dislocations which give rise to a Gaussian distribution of misorientations relative to some mean orientation in a crystal Gay, et al.,1 arrive at the conclu- sion that the most probable misorientation is given by where h is the spacing between dislocations, and 8 and are the relative misorientations of neighboring regions.
