PUBLIC hearings began before the Committee for Reciprocity Information on May 24, 1950, for the purpose of unearthing data and opinion that will be helpful in the forthcoming reciprocal tariff and other trade-barrier negotiations at Torquay, England, on September 28th of this year. The conference this fall will constitute the "third round" of tariff negotiations under the General Agreement on Tariffs and Trade concluded at Geneva in 1947. The United States plans to negotiate with 17 other countries on possible tariff modifications on various articles all the way from baby carriages and bottle caps to lead and zinc-bearing ores. On May 31, June 1 and June 2, spokesmen appeared before the Committee for Reciprocity Information on behalf of the domestic lead and zinc mining industries. Producers of these metals protested the inclusion of paragraphs 391 (lead-bearing ores, dust and mattes), 392 (lead bullion, lead in pigs and bars, and scrap lead), 393 (zinc-bearing ores of all kinds), and 394 (zinc in blocks, pigs or slabs, and zinc dust) of the Tariff Act of 1930, as amended in the list of articles to be considered for possible tariff concessions at Torquay. It was pointed out that although operating costs have more than doubled since 1939 tariffs on these metals were actually higher in that year than at present. This, coupled with the detrimental effects of the recent series of devaluations, has sounded the death knell for a substantial number of domestic lead and zinc mines-a most undesirable development in the face of the ominous international situation, according to these spokesmen. It was urged that higher rather than lower tariff rates are needed on these metals. The opinion was expressed that it was inconsistent to foster a high living standard in our western areas and then, once it is attained, to undermine that condition by minimizing the protection that was partly responsible for it. The main theme of some arguments implied that although every effort should be made to close the "dollar gap" abroad, serious consideration must be given the methods employed lest our national security position be jeopardized in the process. The House Committee on Foreign Affairs completed hearings on H. J. Res. 236, to provide for United States membership and participation in the International Trade Organization. Hearings began on April 19th and ran for over five weeks. Many witnesses from industry and government presented voluminous testimony, which will not be available for public distribution for several weeks. However, it is no secret that the most controversial provisions of the Draft Charter of the ITO are: (1) Article 17 (Chapter IV on Commercial Policy) which would obligate members to negotiate for the reduction of tariffs and the elimination of trade preferences; (2) Article 20 which would prohibit the use of quantitative restrictions for protective purposes; (3) Article 16 which promulgates rules to implement the principle of non-discrimination in international trade; and (4) provisions permitting the use of protective measures for promoting economic development, particularly in backward areas, even though such provisions are inconsistent with those of the three articles cited above. United States membership in the International Trade Organization is essential to the successful operation of that body in view of this country's position as the economic giant in the present international trade pattern. Many countries are reluctant to take any action toward the ratification of the charter until it is known what course America will pursue. However desirable or undesirable the ideal of free multilateral trade may be it is unlikely that this Government's participation in the ITO will materialize soon. Advices in Washington indicate that H. J. Res. 236 will not be enacted during the present session of Congress. The legislative pattern designed to secure Congressional approval of the ITO is similar to that of the St. Lawrence Seaway project. The Seaway project was pending in treaty form for several years before the Foreign Relations Committee of the Senate and when the Administration decided to incorporate this project into bill form it was found that, while it passed the House promptly, the Senate decided to pigeonhole it because of the obvious intent to circumvent the constitutional prerogative of the Senate to advise and consent to the ratification of treaties. The ITO bill may be slated for a similar fate. It is deemed essential by western Senators and Congressmen that the present session of Congress enact some form of mining legislation before its adjournment, now set for July 31st. These legislators from prominent ore-producing states do not desire to return to their home areas in the fall emptyhanded. Aside from that, it is entirely superfluous to reiterate the necessity for maintaining a healthy domestic mining industry as a bulwark against a sharp rise in the temperature of the "cold war". Now that S. 2105 has failed a new bill is taking shape in the Senate Interior and Insular Affairs Committee. It is similar in language to H. R. 8221 (to encourage the conservation and development of the mineral resources of the United States) reported by the House Public Lands Committee on May 3, 1950, but so far has failed to receive approval of the House Committee on Rules. There are some qualified observers in high circles in Washington as well as in the mining industry who favor a tax incentive program to stimulate investment in mining enterprises, as opposed to a conservation and exploration program. The Bureau of Mines and the Treasury Department have undertaken a joint study to determine the need for modification of the tax laws as they apply to mining. The study is scheduled for completion before the end of the year, and appears to be supplementary to the investigation initiated by the National Minerals Advisory Council which culminated in the submittal of recommendations to the Secretary of the Interior in December 1949. The "cold war" is largely responsible for the increased demand for metals. Stock-pile purchases and heavy industrial demand due to military needs distort markets and disrupt normal price trends. Such activity has an unhealthy influence on metal production, luring some producers into a state of dependency on the continuation of this condition. When stock-pile objectives are met sometime in the future purchases must then come to a halt unless international "fireworks" are touched off. It can only be hoped that technological improvements and further mechanization of mines coupled with the stimulus of a rising population will offset the anticipated drop in industrial demand and cessation of stockpile purchases when the international crisis abates.

Provide the mining industry with a simple, accurate and readily available means of measuring the gas flow from pipe outlets such as gob holes Approach The Bureau of Mines conducted laboratory studies to establish correction or method factors for anemometers when used to measure gas flow from pipe outlets. Using the Anemometer Anemometers are used by the mining industry to make air velocity measurements in mine entries. Although the instrument has no appreciable influence on the airstream in mine entries, especially since the cross-sectional area of an entry is much larger than the cross-section of the anemometer, correction or method factors are used to correct the center line anemometer velocity to average velocity. This adjustment is made because the air velocity in a mine entry is highest in the center and lower at the sides. Anemometers can be used to measure gas flow from small diameter pipe outlets; however, since the instrument diameter is much larger than one-sixth of the pipe diameter, it will influence the air-stream from these small outlets. Resulting velocity measurements are erroneously high by as much as 30 percent. Method factors must be applied to such anemometer measurements taken at pipe outlets. Through a research investigation the Bureau of Mines established a set of method factors for center-line anemometer readings taken at the discharge end of 4-to 8-inch diameter pipes. These method factors were combined with method factors which were developed by the National Coal Board of Great Britain for 12-to 30-inch diameter pipes. The anemometer was mounted on the end of a short rod and held against the pipe for support except on the 4-inch pipe where the instrument was started and stopped remotely to prevent hand interference with the air-stream during measurements. Method factors were determined by comparing the anemometer measurements at the pipe outlet to the true average airflow which was simultaneously determined upstream by venturi measurements. Consequently, a method factor is nothing more than the ratio of the true velocity to an anemometer measurement.

The main source of Mn in raw materials for SiMn production is Mn-ore and Mn-rich slag from the high carbon FeMn production. The amount of slag per tonne of SiMn metal is mainly determined by the ore/slag ratio. Increasing share of FeMn slag at expense of Mn-ore will lead to larger slag/metal ratio in the SiMn process. High volume of slag leads to an increased consumption of energy and probably to higher losses of metal inclusions in the final slag. Excavation of a SiMn furnace has shown that only modest pre-reduction of Mn-ore with CO gas seems to be obtained. Nearly all reduction of MnO was finished at the top of the cokebed. Dissolution and reduction of quartz obviously takes place in the cokebed zone after the main reduction of manganese oxide is finished. Probably the ?pick up? of Si in the metal is quite fast and takes place as the metal trickles down through the cokebed towards the metal bath. The distribution of Si between SiMn alloys and multicomponent MnO-SiO2-CaO-Al2O3-MgO slags is mainly determined by the process temperature, the silica content of the slag and its R-ratio = (CaO+MgO)/Al2O3. As an example, the equilibrium content of Si in the alloy will increase by about 6 % if the R-ratio is reduced from 2 to 1, provided constant temperature and silica content. The effect of temperature is also considerable. The equilibrium content of silicon will increase by approximately 6 % per 50°C in the temperature range 1550°C to 1700°C. The equilibrium content of MnO in SiMn slags depends first of all on the temperature and secondly on the silica content of the slag. At 1600°C the MnO content decreases from about 9 % at silica saturation to a minimum of about 3-4% when the silica content is reduced to about 40-45%.

9.1 INTRODUCTION There are approximately 70,000 abandoned coal mines nation¬wide, which is about 35 times the number of underground coal mines presently operating. The US Bureau of Mines estimates that there are over 8 million acres of undermined land due to the extraction of coal, metals, and nonmetals. Subsidence has affected more than 2 million acres, and more than 99% of the subsidence is related to underground coal mining. There is reason to believe that some of the remaining 6 million acres of the undermined land have a high potential to subside. The expansion of housing, highways, commercial structures, and other facilities has required the use of many areas that are underlain by abandoned coal mines, and this growth will continue. Many subsidence problems are derived from the collapse of aban¬doned underground coal mines. There are numerous abandoned mine workings in the anthracite fields of northeastern Pennsylva¬nia, in the Appalachian bituminous fields, the Illinois Basin, the Rock Springs, Wyoming area, and other areas of the United States (Gray et al., 1976). Various room and pillar patterns of mining have been used in the dipping anthracite seams and the nearly flat-lying bituminous seams with considerable variation in the per¬centage of coal extracted. The progressive deterioration of pillars, mine floors, and mine roofs after long exposure to air and water may later result in the collapse of strata over the mine entries, the crushing of the remaining coal pillars, or the bearing failure of the mine floor beneath the coal pillars. Subsidence then results as the collapse reaches the ground surface in the form of differential strains, depressions, cracking of the ground, and sinkhole devel¬opment. Subsidence over active longwall mines, which occurs concurrently with mining or is completed within a short period following coal extraction, has been studied extensively over the past decade. On the other hand, subsidence over abandoned coal mines receives little attention by the researchers, mainly because it is difficult to predict and takes place decades after mining has ceased. The techniques of investigating the subsidence events over abandoned coal mines are similar to those employed for active mines except that at the outset, it is necessary to determine whether or not the subsidence events are mining-related (Chugh et al., 1986; Cummings and Singh, 1986; Peng and Hsiung, 1986). This calls for the identification and confirmation of abandoned mine workings under or near the affected surface structures. Gen¬erally old mine maps, if available, are acquired, the surface bore¬holes are drilled for confirmation of the accuracy of the mine maps and determination of the potential for continued subsidence. Sub¬sidence monuments are established and periodic surveys con¬ducted to determine the amount and trends of surface movement in and around the affected surface structures; surface boreholes are used to investigate the integrity of the underground structures (i.e., roof, coal pillars, and floor) by TV camera. They are also used for monitoring the vertical and horizontal movements of the subsur¬face strata by Sondex (FPBX) and inclinometer (PFBI), respec¬tively, for determining the continuity of the subsidence events. Tape extensometers, crackmeters, etc., are used to monitor the development trends of major cracks in the structures or on the ground. These data are used to identify the causes of the subsidence events. Finally, abatement methods are selected to stabilize the structures. It must be noted that most subsidence events over abandoned coal mines are reported after the fact, and investiga¬tions are begun some time after reporting, that the subsequent measured movements are generally much smaller than that at¬tained in the active mines, and that due to lack of knowledge about the damage conditions and the exact location of the abandoned mine workings with respect to the affected surface structures, the precise causes of surface subsidence or surface structural damages are in most cases very difficult to identify. 9.2 TYPES OF SURFACE SUBSIDENCE According to Gray et al. (1977), after examining 354 incidents of subsidence above abandoned mines in the Pittsburgh metropol¬itan area, the subsidence features have a mean diameter (i.e. the average of long and short dimensions) from less than 1 ft to 1600 ft, with 84% less than or equal to 15 ft; the subsidence features have a depth ranging from less than 1 ft to 48 ft, with 89% less than 25 ft; 66% of the subsidence features are deeper than they are broad. Nearly 59% of the subsidence features occur with overbur¬den less than 50 ft thick and 81% less than 100 ft thick. No subsidence features occur with overburden thicker than 450 ft (Fig. 9.1). Occurrence of subsidence incidents varies from imme¬diately to more than 100 years after mining (Fig. 9.2). In analyzing the characteristics of approximately 3000 chim¬ney subsidence features along the Colorado Front Range, Matheson and Eckert-Clift (1986) examined historical aerial photographs on 4- to 14-year intervals between 1937 and 1967 and found that the majority of observable surface subsidence features occurred within 30 to 40 years after mining. According to Gray et al. (1977), the most prevalent subsi¬dence features over abandoned mined land are sinkholes, with depths of more than 3 ft, and troughs or sags, usually less than 3 ft deep. Sinkholes are steep-sided pits, while troughs are shallow depressions much wider in area than sinkholes. A. SINKHOLE SUBSIDENCE A sinkhole is caused by the collapse of a mine roof that works its way upward. If it is not arrested during the process it will eventually reach the surface and emerge as a sinkhole. The process is governed by the thickness and character of the overburden, the width and height of the mine openings. Sinkholes are usually 3 to 20 ft deep and may be 2 to 40 ft in diameter, although most are fewer than 16 ft across (Gray et al., 1977; DuMontelle and Bauer, 1983). Newly formed sinkholes have steep sides with straight or bell-shaped walls. At times, they appear to be conical in profile with the apex upward. If the topsoil collapses, the top portion will widen to form an hour-glass shape. Sinkhole subsidence usually occurs over abandoned mines less than 165 ft deep (Hunt, 1979). Matheson and Eckert-Clift (1986) found that chimney sink¬holes are likely to occur when the ratio of overburden thickness to mining height (h/m) is less than 4 to 5. When h/m is between 5 and 10 to 11, the potential occurrence of chimney sinkholes decreases rapidly. When h/m is more than 10 to 11, less than 10% of the mine openings that collapse will induce sinkholes on the surface.

This paper reviews the results of the subsidence research prop ram at Sandia National Laboratories. The manuscript highlights the following: the application of empirical methods (profile functions) to the subsidence above longwall panels in the U.S.; the use of the "rubble model" to describe the behavior of broken strata as it distends when it falls to the Mine floor (or top of the rubble pile) and then is subsequently compacted as it is loaded by overlying elements of strata; and, the application of physical modeling techniques (centrifuge simulations) and numerical techniques to study the failure mechanisms in highly structured stratigraphy. The capabilities of the latter two are illustrated ')y comparing their predictions to the results of a field case that has complicated stratigraphy.

THE process of comminution by grinding is properly classified as an art, rather than as a science. Like most other operations concerned in ore dressing, or in the treatment of nonmetallic minerals, the mathematical relationships of rock breaking are still obscure, and much disputed. If some basic formula exists, comparable for instance to E = RI in electricity, it has not yet been placed in, common use. The absence of such a comprehensive mathematical background undoubtedly is the cause of many inefficient designs and installations, as well as of much poorly oriented experimental work. On the other hand, the mathematical immaturity of the process constitutes an opportunity for a real contribution on the part of those who enjoy mental pioneering. Some of the statements made in any such exploratory work may be little more than opinions, and it is to be expected that some will later be proved untrue; but such an evolutionary development is necessary if we are ever to arrive at the fundamental laws, the discovery of which can change the empirical art into a mathematically exact science. The most significant principle of comminution that we possess is probably Rittinger's law, which states that the work done in crushing or grinding is proportional to the area of the new surface produced. There is an alternative theory, known as Kick's law, which formerly was preferred to Rittinger's but which now is rather discredited. According to Kick, the work done in comminution is proportional to the volume, or weight, of the pieces broken, or to the cube of their diameters, while according to Rittinger it is proportional to the square of the diameters. Careful determinations of size distribution below the limit of sieve sizes1 indicate strongly that under ordinary grinding conditions the amount of new surface area produced is directly proportional to the net power input. Changes in the size ratio between the balls and the particles cause important differences in the proportion of the product that passes a given mesh size, but do not affect the total amount of new surface area; they merely change the distribution of the surface among mesh sizes. The principle of constant surface area is the logical result of Rittinger's law, and it may well have an important bearing on the comminution theories of the future. FORMULA FOR BALL WEAR Grinding tests have been made in the Allis-Chalmers laboratory for more than 9 years, using a standard charge of mixed balls of different sizes; and a continuous record has been kept of the rates of wear of each size. These results have been combined and plotted in various ways in order to discover the relationship that exists

(Read at the Wilkes-Barre Meeting, May, 1877.) Two systems are used for heating air in blast-furnace operations I. The double surface system, in which a cast-iron pipe is heated on the outer surface, and, at the same time, heats the blast from its inner surface. This is simple in operation and gives a continuous effect, but is limited by 1100° F. as a maximum temperature of the blast. II. The single surface system, by which large surfaces of fire-brick are heated, and air passed over the heated surface, absorbing the heat and carrying it on to the furnace. This system is more complex than the double surface, as it involves the reversing of the air and gas every hour and a half. The single surface system has two advantages: 1. The blast can be heated to a temperature of 1800° F. 2. The stoves are indestructible. From recent experience it has been found that 1300° F. to 1400° F. is the best average temperature for economy of coal for safe work¬ing. This is equivalent to a saving of 12 to 2 cwt. of coal per ton, of iron over the extreme limit of cast-iron stoves. Independently of this, it is a strong point in favor of this system that the blast can be raised to a temperature of 1800° F. within an hour when the hearth is getting cold. All furnacemen know the value of a hot hearth for quality and quantity of iron. Cooling of a hearth occurs from leaky tuyeres, scaffolds, or heavy burden. When there is not sufficient coal at the tuyeres to seize on the oxy¬gen of the entering air and convert it at once to carbonic oxide, there will not be enough heat to liquefy the cinder. Black cinder and poor iron are the results. The remedy is additional heat from the blast. If the stoves will give 1800° in place of 1100°, it is obvious that the furnaces will get around sooner, and without waiting for a change of burden at the tunnel head to bring extra coal to the hearth. The heat absorption caused by a leaky tuyere will chill the hearth and drive the zone of fusion higher up in the furnace. This loss must be supplied, and the calories lost to the hearth must be regained before good iron can be made. Take another case : A furnace carefully burdened on No. 1 iron, during a spell of damp weather, goes on to No. 2 or No. 3. Heat is lost to the furnace through absorption by the moisture, and less burden must be carried in order to get back on No. 1. When the

"The Workman's Compensation Law of Indiana, enacted in 1915, amended in 1917, 1919, 1923, and 1927, and in 1929 named the Indiana Workmen's Compensation Act of 1929, provides for a weekly compensation for disability due to accidents of 55 per cent of the average weekly wage of the employee, to start on the eighth day of disability. Compensation is computed from a maximum and minimum weekly wage of $30 and $16, respectively. Thus, the maximum weekly compensation is $16.50 and the minimum $8.80; the total compensation paid is not to exceed $5,000.In addition to the compensation the employer is required to pay all medical, surgical, hospital, and nurse fees for a period of 30 days and may be required to pay such fees for an additional 30 days at the direction of the Industrial Board of Indiana. In the case of fatalities the employer must contribute $100 toward funeral expenses.The law also stipulates that ""the employer shall keep a record of all injuries, fatal or otherwise, received by his employees in the course of their employment,"" also that the employer shall report within one week of their occurrence all accidents that cause either the death of the employee or the loss of more than one day's work. However, no standard form is furnished or required by the industrial board on which the employer shall keep a record of accidents, neither is he required to report the time of return to work of the injured employee unless the period of disability exceeds seven days and the accident thus becomes compensable. Hence, no record is kept of noncompensable accidents other than the first report sent to the industrial board by the employer.If the employer were required to keep a complete and concise record of all accidents, in duplicate, on a special form either furnished or required by the board, giving all of the essential data in regard to the accidents, and if he were required to submit a copy of this record to the board at the end of the fiscal year, the data thus assembled would not only be of material assistance to the board, particularly in making up its annual report, but would also furnish information of much value in the study of accident causes and what may be done to remove them.Those industries that have made marked progress in reducing accidents keep such records, as it is only through a full knowledge of how accidents occur that intelligent steps can be taken to prevent their recurrence. Unfortunately, the mining industry as a whole in Indiana has not kept pace with many other industries in reducing accidents, and it is urged as an aid to improvement that a thorough and complete record of mining accidents be kept."

"The petroleum refiners of the United States made rapid strides in fuel economy in 1928, when the calculated number of B. t. u. required to refine a barrel of crude petroleum was 637,000 as compared with 698,000 in 1927, a decline of 9 per cent. The major portion of this indicated increase in fuel efficiency was undoubtedly due to the gain in use of the pipe-still and the continuous process of refining as contrasted with the old batch method of distillation.,Almost without exception the new refineries are equipped with one or more pipe-stills, and many of the older plants are changing over to this type of equipment. The refineries of the Appalachian area are among the oldest and most conservative of the country, yet a number of them dismantled their old shell and cheese-box stills and installed pipe-stills in 1928.The more extensive use of the pipe-still was not the only way in which the refiners lowered their fuel requirements in 1928. The use of heat-exchangers, in which the heat from hot vapors to be condensed is used to heat the incoming cold oil, also increased in 1928, and in addition the refiners have kept abreast of the times in saving fuel through better insulation and improved burners.For the year 1928 the refiners burned as fuel the following: 46,400,000 barrels of-fuel oil; 3.362,000 short tons of coal; 114,950,000,000 cubic feet of natural gas; 77,313, 000,000 cubic feet of refinery or still gases; and 470,000 short tons of coke, in addition to a little electricity. This fuel was calculated to have produced a grand total of 582,156 billions of B. t. u., as compared with 578,784 billions B. t. u. in 1927.The total of 46,400,000 barrels of fuel oil burned represents an increase over 1927 of about 5,000,000 barrels, which made it about equal to the 1926 figure. Practically all of the refinery districts used more oil as fuel in 1928. The most important increase - over 2,000,000 barrels - occurred in the East Coast district, where greatly expanded throughput of foreign crude was instrumental in increasing fuel-oil production.The use of coal for fuel at refineries again registered a material decline, the total for 1928 of 3,362,000 short tons being 33 per cent below that of the previous year. The outstanding decrease in the use of coal in 1928 occurred in the East Coast district, where coal was probably replaced by oil. The use of coal for fuel at refineries in the States of Ohio, Pennsylvania, and West Virginia declined materially in 1928; the substitute used in the majority of cases was oil burned in pipe-stills."

THE problem of forming points on wires that were from 0.002 in. to 0.010 in. in diam arose in the recent appearance of silicon and germanium point contact rectifiers as elements in microwave radar.1 In these devices a pointed tungsten wire makes a delicate contact with the surface of a semiconductor. Because the quality of such rectifiers is largely determined by the nature of this contact, considerable attention has been given to the formation of the metal point. Reproducibility of contour and freedom from burrs and even microscopic irregularities are considered essential. The operations involved must be simple and rapid enough for mass production. Previously tungsten wires had been provided with conical points by a grinding method which involved rotating a wire about its axis and causing it to bear at an oblique angle against a spinning abrasive disc. This was later complemented with an electrolytic polishing treatment which removed irregularities from the ground point and also rounded it off at the tip-a desirable feature. Finally, these operations were supplanted by the electrolytic pointing method described here. MECHANISM OF POINT FORMATION The wires to be pointed are partially immersed- in an electrolyte in a .vertical position whereupon they are provided with smooth rounded points entirely by electrochemical action. The process is independent of the depths to which the wires penetrate the electrolyte because the points are formed at the surface level. It may be used to point a single wire or many of them simultaneously and is applicable to wires of different diameters within a limited range. Solution of the immersed portion of a tungsten wire is accomplished by making it the positive electrode in an electrolytic cell, as shown in Fig I. While the wire is maintained at constant voltage the current through the cell falls continuously, principally because of the decrease in wetted area which results from solution of the tungsten. This increase in resistance occurs in a reproducible manner and is used as a control in the process. As the immersed portion of the wire dissolves, it remains cylindrical in shape except for the short section which is wetted by the meniscus. Here the rate of solution is lower and decreases as the top of the meniscus is approached. The result is the formation of a tapered section inside the meniscus. As solution continues, the cylindrical section either dissolves entirely or drops off just before complete solution, leaving only the taper which is now sharply pointed. Further action causes this point to become rounded and then quite blunt, until finally the end of the wire is almost plane. Fig 2 shows the stages in this development. THE Omaha District, Corps of Engineers, has been doing subsurface exploration work for a number of years, both by contract and with its own forces. Certain practices and procedures concerning the recovery of large diameter cores have been developed which will be described in this paper. GEOLOGY Most of the drilling to date has been in connection with structures on the main stem of the Missouri River above Sioux City, Iowa. A wide variety of subsurface conditions has been encountered. The bedrock formations appear in regular order from the oldest to the youngest, traveling upstream; or in other words, the general regional dip is to the northwest. The oldest formation is the Carlile shale, a compaction or noncemented waxy shale of Cretaceous age. Because of its uncemented, soft nature this shale has a tendency to grind or wash away when drilled. It also has a tendency to rebound or expand when the overlying pressures are removed. A 25-ft bed of sharp, friable sandstone called the Codell member is present near the top of the Carlile shale. This member is a cemented sediment, but in drilling, many of the sand grains are broken loose and exert extensive abrasive action on the core barrel and bit. Above the Carlile shale is the Niobrara chalk, a soft calcareous deposit with shaly horizons and some thin beds of bentonitic clay. The average thickness of this deposit is about 145 ft. It is soft enough to be sawed or bored with ordinary woodworking tools, yet is compact enough to be used as building block. The Pierre shale, the formation above the Niobrara chalk, is over 800 ft in thickness and is the most widespread material in the area. It is a dark colored, compaction shale containing numerous thin bentonitic clay seams and at certain horizons, hard manganese concretions. The shale has numerous faults and in addition, along the valley walls, has undergone considerable - slumping. Joints, fault planes and slickensided surfaces are common features encountered in drilling and add to the difficulties of high core recovery. East of the Missouri River the bedrock is generally covered with from 100 to 200 ft of glacial till, composed of clays, silts, sands, gravels and boulders. The valley itself is filled with alluvial deposits, mostly of the sand and gravel sizes, and contains a buried preglacial or interglacial channel over 100 ft in depth. The overburden deposits require sampling in connection with engineering studies and must also be cased before the underlying bedrock can be cored. The diameter of the required overburden samples can thus have an indirect effect on the size of core recovered from the bedrock. Production of oil within the state of Pennsylvania in 1940 was slightly more than the 1939 total, and this increase was due entirely to the new flush Music Mountain field south and west of the main Bradford pool. The influence and magnitude of Music Mountain production will be separately described, inasmuch as it is an important producing unit within the state. Production Bradford Field The production listed herein for Bradford field includes only the part of the field that is within the state of Pennsylvania. Approximately 4000 bbl. per day, or 10 per cent of the total Production of Bradford field comes from Cattaraugus County, New York, and should properly be attributed to production obtained within the New York state area, although locally and economically the Bradford field, situated both in New York State and Pennsylvania, is included as a single statistical unit. The 1940 average production in the Bradford field was 34,831 bbl. per day, as compared with a daily average in 1939 of 35,340 bbl., or a decrease from 1939 of 509 bbl. per day. The decrease in production from the Pennsylvania portion of the Bradford field would have been more pronounced if a portion of the crude from the Music Mountain field were not included with the statistics for Bradford field. The decline can be attributed largely to the fact that more properties of lower average recovery were being drilled in 1939 and 1940 than in previous years, and apparently a subnormal amount of drilling occurred in 1938 and 1939, when about 2100 wells were drilled each year. The full effect of the 1940 drilling is not felt immediately and undoubtedly will affect the producing period of 1941. It appears probable that the water-flood area in the Bradford field has reached a definite peak unless some unusual economic condition should cause abnormal prices and an excessive rate of development such as occurred in 1936 and 1937. Virtually all of the production in the Bradford field was obtained by water-flooding methods, as natural or stripper wells are uneconomical and air and gas repressuring have not proved so efficient as water-flooding as a secondary recovery method. Central and Southern Pennsylvania Central and southern Pennsylvania produced a total of 4,604,763 bbl. of oil during the calendar year of 1940; that is, an increase over the 1939 total of 166,728 bbl. The daily average production was 12,581 bbl., or an increase over 1939 of 422 bbl. per day. Table I includes the total oil production for the state of Pennsylvania for the years 1937 to 1940, inclusive, and the daily average for each of these years. A technique has been developed which makes it possible to determine the spreading pressure of liquids and solids, for simple systems. Data for surface tensions, interfacial tensions, spreading pressures, and contact angles for water, heptane, and silica are tabulated.' These results can be applied to the evaluation of capillary rise and displacement pressure in a petroleum reservoir. Appropriate equations are presented and the application of these equations is discussed. The presence of surface-active components affects both capillary rise and displacement pressure and also seems to influence the rate of fluid flow. The purpose of this paper is to supplement and bring up to date the last article on the subject of the surface chemistry of petroleum reservoirs, that of Garrison in the 1935 Oil and Gas Journa1.1 A discussion of the "adhesion tension" concept used by Garrison has been presented in another publication,2 together with the reasons for the recommendation that the term "adhesion tension" be abandoned. In view of the fact that some of the data used by Garrison have been superseded by more recent work, it seemed advisable to call attention to this fact and present the more important data currently believed to be correct. In the earlier paper, Garrison set up the equations that 'relate solid-oil and solid-water interfacial tensions to each other, and applied data from Bartell and Miller3 to these equations. However the adhesion tension measurements made by Bartell and Miller involved a confusion of symbols, so that they did not actually measure the spreading pressure, ?s — ?sf.2 The spreading pressure is a convenient method of indicating the amount by which the surface energy of a solid surface is lowered on immersion in a liquid or vapor. Since the initial value of the free surface energy is represented by the symbol ?s and the final value is ?sF, the spreading pressure is ?s — ?SF. A technique has now been developed4 that makes possible the determination of ?s — ?sF for simple systems. This method would be very difficult to carry out with a multicomponent system such as exists in the petroleum reservoir. However, already results have been obtained for ?s — ?sF for water and heptane in contact with silica and graphite. These values will be of the same order of magnitude as those in the petroleum reservoir. Accordingly, it is possible for the first time to discuss the surface-energy relations of the petroleum reservoir on a semi-quantitative basis. Laboratory experiments have shown profound diffcrences in the behavior of so-called "fresh cores" from the East Texes field and of the same cores after ex~ractio~l with organic solvents. The residual oil satura/ion remaining after waterflooding fresh cores was appreciably lower than the corresponding saturations after flooding extracted cores. This behavior was also reflected in the water-oil relative permeability-saturatiorl relations, which were more favorable for high oil recovery from the fresh cores. These differences were evident not only in the amount of residual oil left after wafer flooding, but also in the saturation water remaining in the core after displacernent by oil. Residual water saturation after displacernetzt of water by oil was higher in the fresh cores than in the extracved core,. Capillary pressure-saturation relations were also different for the fresh crnd extracted cores. Imbibition experiments indicated that both fresh and extracted Bast Texas cores imbibed water spontarteOLISIY, but- the rate of imbibition of water was higher for samp1es after. extraction than it was for fresh core. material. INTRODUCTION Several years ago a series of waterflooding tests was made in the laboratory on a number of Woodbine core samples from the East Texas field. These samples had been stored in containers open to the air and were extracted with organic solvents before they were subjected to the laboratory tests. After water flooding, the residual saturation of kerosene, which was the oil used in the tests, was found to average about 30 per cent. This saturation was higher than expected. In investigating the circumstances which might have been responsible for such a high residual oil saturation, attention was given to possible changes in wetting properties of the rock brought about by the procedure employed in extracting the cores. Preliminary results indicated that the explanation for the high residual oil saturation lay in the wetting behavior of the cores, though what effect extraction had on this behavior was not clear. In consequence, the work described in this report was undertaken in an attempt to investigate the mechanism responsible, and to ascertain the actual residual oil saturation to be expected in the reservoir after water flooding. It was soon found that there were profound differcnces in the behavior of so-called "fresh cores" from the East Texas field and of the same cores after extraction with organic solvents. These differences were evident not only in the amount of residual oil left after water flooding, but also in the saturation of watet remaining in the core after displacement by oil. The complete explanation of this behavior is not yet apparent. The description of work and results described in following sections, therefore, must be considered as an interim report presenting facts which must await additional information before they can be fully interpreted.

THe answer to the title question will be found by considering the ultimate influence of the petroleum engineers on industry and by considering the tools with which petroleum engineers must be equipped. Some 2000 to 3000 petroleum engineers are being absorbed by the industry yearly, indicating the magnitude of influence which they may exert on the industry. The petroleum industry is a highly technical one and it is inevitable that management be entrusted more and more to executives with technical training. The industry, therefore, expects the petroleum engineering schools to provide a broad basic training and a social and economic orientation which goes beyond merely supplying the minimum technical qualifications necessary to discharge responsibilities for a particular job. Because of the many branches of industry, emphasis must be placed on the Student's being trained in fundamentals, as well as grounded in other engineering branches, such as mechanical, civil and electrical engineering. The petroleum engineering graduate must know how to outline and organize the material for an engineering report and should be thoroughly grounded in English, both written and spoken. Even to the end that a five-year course may be required, they should receive instructions in auxiliary cultural and social science courses, industrial relations, and public speaking. Training in the method of approach to an engineering problem is something in which industry is deeply interested. A standard of ethics, a desire to arrive at the truth, and leadership training should be stressed. Introduction The basis of an an to any ques- tion concerning the petroleum engineering schools' responsibility to the industry will be found by considering the ultimate influence of the petroleum engineers on the industry and by considering also the tools with which petroleum engineers must be equipped in order to achieve success and happiness in the role in which their training, individual talents and choice of a profession ultimately will cast them. The problem must always be considered as it relates to a large group and not as it relates to a particular individual possessing strong natural talents and destined, by virtue of them, to pursue a certain course. The question implies that petroleum engineering schools have a responsibility, and indeed they do, not only to the industry but also to the students and even to the public. Because the responsibility is concentrated in a relatively few schools whose graduates are absorbed largely by the one industry, the responsibility is more apparent and the effect of failure to discharge the responsibility fully is more serious than the effect of similar failure on the part of schools supplying a smaller portion of the industry's intake of engineering graduates. This fact is especially true with respect to an industry such as the petroleum industry whose ratio of technical to nontechnical employees is relatively high and is increasing.

GROSSMANN'S method1 for calculating the hardenability of steel from the composition and grain size has gained wide acceptance, and when properly used, has been well proved in practical application, both for estimating the hardenability of known compositions and for selecting compositions to meet known hardenability requirements. The Grossmann method uses as the criterion of hardenability the "ideal critical diameter," DI, which is the size round that will just harden to a structure of 50 per cent martensite at the center when given the theoretically fastest quench, or "ideal quench." The DI can be related to actual quenching practice if the severity of quench is known; or the DI can be correlated with hardenability as determined by the Jominy end-quench method.2 The effect on hardenability of each element present in a steel can be represented by a multiplying factor, the value of which depends on the amount of the element present and the degree of effectiveness of the particular element. (The value of the factor for a given carbon content varies with the grain size.) When the factors for all elements present in a steel have been determined from charts, they are multiplied, and the resultant product is the D, of the steel. The validity of Grossmann's scheme of multiplying factors has been confirmed in a number of other investigations.3 -6 It can be appreciated that a certain desired level of hardenability can be obtained by adding chromium, molybdenum, nickel and vanadium to a base composition containing carbon, manganese, silicon and the usual impurities. Many of the ranges of hardenability used commercially can be obtained by any of the foregoing alloying elements used singly in the base composition. The same hardenability levels also can be obtained through use of any of a great number of multiple element combinations of these alloying elements. In this report a method will be presented for determining what one combination is the most efficient (based on hardenability and cost of added alloy) for a given level of hardenability. It should not be assumed from the emphasis given to hardenability, that hardenability is the only criterion for the selection of an alloy composition. Such properties as the hot-working characteristics, machinability, carburizing characteristics, amount of distortion during quenching and the retention of austenite may be considerations of importance in many applications. However, hardenability is one of the most important properties of an alloy steel and one that must be considered in almost all cases involving heat-treatment by quenching. Therefore, a method for determining the lowest-cost alloy combination should be of considerable value. The old plan was to increase every part of a rail much in the same proportion. But each part should be in proportion to what it ha.; to do. The head should be deep in proportion to tile amount. of traffic and the lowness of the rate of interest on its cost. The body need only he strong enough to carry the head after it is well worn down, and that deperlds on the weight of the machinery, and in the case of steel has little to do with the volume of traffic, except SO far as that affects weight of machinery. Ad on most railroad systems, the same niacliinery is used on main lines with heavy traffic, and bra11ct:es with light, I suggested in 1874 that each systern adopt the same body of rail for both, and make the head deeper on the main lines, shallower on the branches. This plan was adopted on the Pennsylvania Railroad. Bandberg seems to recognize this in his patterns of 1878. E. W. HUNT, TRoy, N. This certainly is true with regard to broken rails. And if, as time advances, the number of crushed rails shall diminish, both because of the continued improvement in maintenance of way before referred to, and because, owing to improved and better methods at the steel works, there are fewer crushed rails caused by physical defects in the steel, the question of the wearing capacity of steel rails obviously becomes the allimportant one." Certainly the condition of the roadhd has much to do with mils brealring, crushing, and wearing. If the Pennsylvania and other railroads have done and are doing their part, Dr. Dudley oourteously admits that the steel works have performed part of theirs. But as far as I am informed, the formulas which they have used have been and are still quite wide of the one he continues to recommend. The rails which are not breaking or crushing to so great an extent as formerly, contain higher percentages of both carbon and manganese.
