THE RELATION OF THE ENGINEER TO RECONSTRUCTION FIFTY-THIRD MEETING OF BOSTON SECTION The fifty-third meeting of the. Boston Section was held April 28. The speaker of the evening was the new president of the Institute, Mr. Howard V. Winchell, who spoke on "The Relation of the Engineer to Reconstruction." He told of the part engineers had played in the war and paid tribute to Herbert E. Hoover as an example of what engineers can do. He said that engineers are not taking enough interest in politics, although it is badly needed as shown by the evidences of Bolshevism even in America. Conditions have suddenly changed; whereas we formerly borrowed money we are now loaning widely to foreign countries and our investments, abroad have to be protected. A committee is badly needed to investigate and determine the actual conditions. The Government has already been invited to cooperate with the Institute along professional lines and this should lead to closer contact between our Society and the Government. Mr. Winchell then went on to describe some of the mining conditions in Russia. He brought out the point that the rich platinum deposits are exhausted and only the poorer sands remain. The largest copper properties average less than 2 per cent. copper and there are some 4,000,000 tons available in .the Caucasus region near Batum. There are approximately 100,000,000 tons of high-grade manganese ore scattered in small deposits in the eastern Ukraine. There are some copper mines in the East, butt they are almost exhausted. The Baku oil field is the second largest in the world and there is probably oil in Persia. There are also manganese in Siberia and coal veins of enormous thickness.

Many mining companies, by their remoteness of location from source of power, have to generate their own power and must experience the same problem that had to be met when deciding to increase the capacity of the power station. At present the Company is treating approximately 54,000 tons of ore mined per month, and the present shift average load. is approximately 8,500 kW. at 0.8 power factor, generated at the power plant, the observed peak load being 10,500 kW.It is proposed to increase the tonnage of ore treated to include 36,000 tons of copper ore, in addition to the present 54,000 tons of lead ore. The average load is estimated to be approximately' 16,000 kW. with a peak load of 17,500 kW. The estimate provides for power of 1,000 kW. to be supplied to the north end leases in the next 12 months, also for increased ventilation in the mines.There are installed in the main power station three turbo alternator sets each of 5,000 kW.; normally two sets are run in parallel and one set is a standby unit. A 12,500 kW. set is being installed and proposed loading with the increased tonnage will require the 12,500 kW. set and one 5,000 kW. set, or alternatively, the three 5,000 kW. sets When the 12,500 kW. set is down for service. When the original plant was installed some 25 years ago, the switches selected and installed in the main 3,300 V. power plant switchboard were rated at 150 MVA and the substation distributing centres located at the surface of the mine, in the mill, and in the smelter, were purchased as having a rupturing capacity of 100 MVA, and the stator...

(written discussion ?).-Firebricks intended for, the same purpose, but supplied by different manufacturers, may be of entirely different clays, contain different proportions of flint, calcined and plastic clays; the particles may vary widely in size; the water used to make the brick will vary; the pressure in molding will vary, depend-ing on whether the brick is hand made or power pressed; and the degree of burning in the same kiln will differ. These variables affect the melting point and the strength of the brick when heated. An important property, of a firebrick is its ability to resist heat and, at the same time, weight or load without serious deformation. The soft-ening point and the melting point of a firebrick may be several hundred degrees apart, and two bricks may show considerable difference in their softening points, but the melting points may be approximately the same. Bricks are not usually employed at temperatures close to their melting points. If they must withstand very high temperatures, the firebrick is discarded and a brick of more refractory material is used. Under these conditions' it is doubtful whether the determination of the melting point of a brick has much practical value. If the determination of the melting point is necessary, the test should he made on a portion of the original brick and not on a specially prepared sample. A small triangular pyramid with a base about 1 1/2 in. and 3 in. high can be sawed from the corner of the brick with a thin-bladed car-borundum wheel, without injuring or destroying the size of particles, the bond, or degree of burning of the original brick. This specimen can then he compared with standard Seger cones or tested by any other method desired.

During 1932 no important changes occurred in the position of Africa as a producer of petroleum. The progress of development and production in each of the areas of interest is described below. Egypt The producing fields of Egypt are Hurghada and Gemsa, located on the west short of the Red Sea, and Abu Durba in the Sinai Peninsula. Most of the production is obtained from the Hurghada field, chiefly from beds of Cretaceous age. To the end of 1930 the Hurghada field had produced 2,831,751 tons of petroleum. The Gemsa field, discovered in 1909, reached its peak of production in 1914, when 88,000 tons were produced. Of late years the production has greatly declined. Total production of the field to the end of 1930 is 182,870 tons. The total production of Abu Durba to the end of 1930 is 7069 tons. The production of Egypt for recent years is as follows: 1928, 269,324 tons; 1929, 271,520; 1930, 281,997 (1,996,000 bbl.); 1931, 288,260 (2,038,000 bbl.); 1932, 253,182 (approximately 1,790,000 bbl.). Mozambique The operations of Inyaminga Petroleum Ltd., which was engaged in drilling in the colony, have been suspended. Angola Drilling operations in this colony, conducted by Companhia de Petroleo de Angola under a concession from the Portuguese Government, were continued. A test well drilled at Cacoba, about 60 miles southeast of Luanda, to a depth of 5651 ft. was not a commercial producer. A second well was being drilled in the vicinity at the end of 1932. E. R. JETTE*—The way this ternary was developed there are two directly determined points on each of the iso-thermals except the 700° isothermal, where I believe there is only one. How were the end points determined, and what was the basis for it? Whose work formed the basis for the silver copper line ? M. B. BEVER †—At most temperatures the authors determined three points of the isothermal line. For example it can be seen from Fig 3 and 4 how three points for the 600°C contour line were obtained. The authors took two additional points for each temperature from the copper-silver binary diagram contained in Hansen's volume on constitution diagrams. It is correct that the 700°C contour line is based only on one point in the ternary field which was found by a slight extrapolation of Fig 4. R. I. JAFFEE*—Are the tie lines representing phases in equilibrium parallel to the silver-copper boundary ? M. B. BEVER—Are you asking that as a matter of principle ? R. I. JAFFEE—I assumed that would follow from principle. I wonder if that is in accordance with the authors' ideas too. M. B. BEVER—I do not believe the authors obtained any information on the tie lines in the two-phase field. Of course, in the limiting case of very low gold contents the tie-lines approach to the silver-copper boundary, but generally in the two-phase field I do not think that the tie-lines have to be parallel to the boundary. Mr. P. F. THOMPSON said this matter was one of very great importance to producers of lead. His association with the matter was that he happened to be the Institute representative on the Committee of the Standards Association of Australia charged with formulating a standard for chemical lead, that is, lead used in technical chemistry for acid chambers and the like. The British standard had this test incorporated in it, but those on the committee felt that it should not be included in the specification. The main objection was that in an accelerated corrosion test one was endeavouring to do in a few seconds what in natural conditions would take years; and it was now being recognised that such tests were of little value in assessing the corrosive properties of a metal.The flash point test was carried out with boiling hot strong sulphuric acid; but no chemical manufacturer would be likely to use such in contact with lead. There were many factors such as the formation of steam, the chemical reduction of sulphuric acid, the evolution of hydrogen, the catalytic effect of the surface lead, affecting this test, other than the presence of the segregated impurities upon which this test throws the onus of the whole imperfection of the lead. Mr. Russell had shown that lead which had stood the test of time often gave a low flash point. They were endeavouring to find rapid methods of estimating minute amounts of the more important impurities, which would eliminate the labour and expense of a full analysis.Mr. H. St. J. Gold with minor associated copper mineralization in the area of what is now the Bougainville porphyry copper deposit has been known since the 1920s and was probably known in German colonial times, pre- 19 14, although no records persist other than a reference by Stanley (1922) to copper specimens from Kieta that he saw in Rabaul. Stanley did not at the time believe that they came from Kieta. Gold was first discovered at Kupei by Jack Comb in 1929 and the Kieta Goldfield was proclaimed in May 1930. In December 1932, the Tapu Reward Claim at Moroni - the site of the Bougainville Copper concentrator, was pegged by C.W.M. Evans who prospected up river from the West Coast. The Pumkuna (Panguna) Reward Claim on the site of the subsequent porphyry copper deposit was granted in February 1934 to G.A. Myers. n May 193 1, the Kupei Reward Claim was transferred to Bou- gainville Gold Options NL and later reverted to Jack Comb and then the Bougainville Syndicate, as did the Pumkuna and Moroni claims. Most of the interested parties had come from the Edie Creek rush on the New Guinea mainland. In 1935, N.H. Fisher, the geologist in Rabaul for the New Guinea administration who later became director of the Australian Bureau of Mineral Resources in Canberra, reported on the three gold areas. Norm Fisher described the gold and copper mineralization and its habit in great detail and this report had a major influence on the events leading to the discovery in the 1960s. Gold production up to the Japanese invasion probably did not exceed $50,000 in value. Half a ton of copper-gold ore from Kupei was sent to O.T. Lempriere's in Sydney for assay in the early 1930s.

Methods for determining permeability presented by W. D. Kruger3 in a paper entitled "Determining Areal Permeability Distribution by Calculation" have considerable merit. They can be expected to contribute significantly to analysis of flow in heterogeneous systems. Some rather subtle yet important conditions must be met, however, to assure that the computed permeabilities are correct. The conditions which insure a unique permeability distribution may have been overlooked in the method as proposed and presented in the subject paper. The subtlety of the special requirements may permit good agreement between computed and measured pressures in the reservoir; but the computed permeability may still be in error. The general theory and discussion of the requirements for a unique determination of the permeability distribution are presented elsewhere in more detail.7'8 Accordingly, only major features will be presented here in the notation of Kruger. GENERAL DESCRIPTION OF REQUIREMENTS A brief mention of the route to be followed in showing the special requirements may be helpful. The equation to be solved is a quasilinear, first-order, partial differential equation in the unknown permeability. This equation can be solved through an extension of Lagrange's method by reduction to a system of subsidiary ordinary differential equations. Through consideration of the identity of one of the Lagrange subsidiary differential equations with the stream function, a special interrelationship can be shown. The interrelationship has special significance with respect to the boundary condition. If the boundary function satisfies part of the subsidiary differential equation, no unique solution for the permeability distribution exists. In the physical problem this requirement for uniqueness indicates that the permeability measurements used as a boundary condition can not be along a stream tube. The boundary condition must be along a line, or series of lines, which completely traverse the region and pass through every stream tube.

The paper by M. Lonoff looks at the importance of byproduct prices on copper production. The paper develops several interesting points on this topic, but there are some points in the theoretical discussion that could use further development. A couple of these theoretical topics will be considered here using the paper's framework of assumptions without concern about how realistic the assumptions are for the copper industry. Lonoff’s theoretical model is based on a static, homogenous world where all copper/byproduct deposits are identical, and these deposits are the main source of these metals. Due to the importance of the byproducts to the production decision, the term coproducts will be substituted for the term byproducts to reflect more accurately this condition. The conclusion is drawn that a rise in coproduct prices necessitates a decrease in copper prices because copper production is increased as a consequence of increased coproduct production. The observation that real world behavior does not always follow this pattern is dismissed as "speculation." However, it can be easily shown that within this simple framework market forces might create the observed behavior. The key question to be answered is what causes coproduct prices to rise. Three possible cases will be used as illustrations. The first case is the one implicity assumed by Lonoff. Here, the demand for coproducts increases at all prices (an outward parallel shift of the demand curve) with the demand for copper remaining constant. As reported in the paper, the results are higher coproduct prices, an increase in coproduct production, and lower copper prices due to the resulting increase in copper production. The second case is when the supply of coproducts are constrained-leading to higher market prices. Copper production, as required by the simple model, is also reduced which

The changes of bench angles in an Open pit mine has a strong economical impact in the “mining business”, particularly in its cash flow related both to the decrease as well as to the increase of the global bench angle or the inter-ramp angle. The global vision of bench optimization process currently developed by Compafila Minera Zaldivar (CMZ), includes the interconnection of different processes driving to the completion of the designs. Thus five very influential areas are recognised such as: (1) The physical Surrounding terrain, (2) the strength parameters, (3) the observational model, (4) the acceptability criteria and (5) the operational considerations. One of the important variables affecting this process is Drilling and Blasting (D&B). Increasing the bench angle requires to optimisation of D&B. To achieve this efficiently controlled sub processes must be defined. Three (3) steps can be defined: (a) design parameters, (b) explosive energy distribution and (c) operation results. To control and improve said steps quantitative evaluations of D&B must be performed. One valid evaluation is the “near field vibration monitoring technique” (at bench level). With the application of damage criteria, measurements and modelling of particle velocity a proper definition and optimisation of stages (a), (b) and (c) was achieved, The use of this methodology has enabled to CMZ to successfully increase the inter-ramp angle in three degrees thus obtaining a saving of US$ 36 million in the waste material removed. Also, the efficient control of the bench slopes has resulted in the improvement of the fragmentation operational results. This has resulted in a 26Oh increase in the ore processing by saving energy in the primary crusher due to its performance improvement.

"Autogenous and semi-autogenous grinding (AG and SAG) have been considered a step forward in comparison to conventional grinding circuits with several stages of crushing and using ball (and/or rod) grinding mills. However, existing AG and SAG technologies still can be improved and have an immense potential from the viewpoint of economic benefits.Experience gained by the Technics & Technologies of Disintegration Ltd. (TTD) in the research of grinding processes shows that comminution in AG and SAG mills can be performed in a more effective way. The company’s approach comprises the following elements:- Novel mill design- New liners and lifters- Novel discharge grid design- Technique of treating material of critical particle sizeA novel mill of the cantilever type capable to operate in the AG and SAG mode has been developed. The cantilevertype mill has a high diameter to length ratio, which dramatically increases the throughput rate, and is characterised by high reliability, fast installation and low capital and operating costs.Tests of the new heel-shaped liners, originally aimed at improving the intact condition of diamond, indicated that they play an important role in the grinding process. Tests performed by TTD jointly with ALROSA, MINTEK and Anglo-American Corporation, demonstrated that the heelshaped liners provided the increase in the throughput rate varying from 30 to 80 % and the decrease in power consumption in the range 30-55 % for grinding of kimberlite and platinum-containing ores.Investigation of the influence of the main grid parameters on the efficiency of grinding led TTD to a special design of a mill discharge grid, with a radial location of openings, the slot width varying from the periphery to the centre and the grid surface provided with “heels”. The design allows one to control the particle size distribution of the ground product without affecting the grid throughput rate."

The GDR has extensive lignite deposits at its disposal, which formed the basis for the development of an independent energy source after 1945 and which will retain their significance well beyond the year 2000 (see fig. 1). In 1946 lignite output was about 110 x 106 t. In 1985 312x 106 t was produced and in 1988 the planned output will be ca. 315 x 106 t. Thus, the domestic produc- tion of lignite covers ca. 75% of the GDR's primary energy requirements. More than 80% of the electrical energy is gener- ated by the use of lignite and about 12% by nuclear energy. In addition to this, about 18 x 106 t/a mineral oil and about 6 x 109, m3/a natural gas are imported, predominantly from the Soviet Union. The lignite deposits of the GDR are of Tertiary origin and are recovered exclusively by opencast mining. There are two large regions (fig. 2): - in the region east of the river Elbe (Cottbus/Senftenberg- "Niederlausitz") and - in the region west of the river Elbe (Halle/Leip- zig/Magdeburg). These deposits differ in geological age and conditions of depo- sition, consequently there are differences in their chemical and physical composition and, thus, in their uses. The younger Mio- cene coals of the main region in the East of the river Elbe belong to the epirogenetic type and have a low content of ash and sul- phur. Among other things, they are suitable for the production of brown coal high-temperature coke (Lauchhammer and Schwarze Pumpe). The older Oligocene coals of the Halle/Leip- zig region are bitumenous in certain areas. Therefore, they form the basis for production in low-temperature carbonizing and chemical plants. In the Halle-Magdeburg region, where the lig- nite is in contact with the underlying Zechstein subdivision, so- called "salt coals" are found.

At the Washoe smelter, Anaconda, Mont., the blister-copper from the converters is transferred, by means of a crane, to a re-fining-furnace, in which it is brought to proper pitch by means of air and poles. From this furnace the refined copper, containing gold and silver, is poured into cast-iron molds placed on a platform-convejor, giving an anode 36.75 in. long, 35 in. wide, and 2 1/16 in. thick. By reason of a disagreement between the smelter and the refinery, in reference to the silver-content of the anodes, it becanle necessary to investigate the methods of sampling used. 11. SMelter Method of SampliNg. At the smelter the sampling is done by " shotting " into water a small portion of the molten stream of copper as it flows from the furnace, by " batting " the stream'with a wooden paddle. The first sample is taken 30 min. after the pouring i.: started, three other samples being taken at 1-hr. interrals, each sample Weighing from 4 to 6 oz. The samples are dried, esamined for particles of burnt wood, screened on a 10-mesh screen of NO. 8 wire to remove the fines, the oversize then screened on a 4-mesh screen of No. 20 wire to remore the coarse, the undersize of this screen being taken as the sample. The four portions thus obtained are thoroughly mixed and split in half by passing over a 16-slot splitting-device, slots being 0.5 in. wide. One-half of the sample is sent to the laboratory for analysis and one-half kept as a duplicate. 111. Refinery Method of Sampling. A BRIEF description of this installation was included in a recent paper by H. Kenyon Burch.1 The purpose of the present paper is to amplify Mr. Burch's description, as it is felt by the writer that the subject merits more than passing attention. In making a comparison between the common method of hoisting men in mine shafts, and elevator practice in high buildings, the former shows to great disadvantage both as regards safety measures and smoothness of operation. It is surprising that in view of the inducements offered, the step of applying the building equipment direct to the mine shaft has not been taken before, as in many respects the conditions of service are similar, and the objects to be attained are identical. Even without doing this, it is certain that safety to life and limb in the usual method of hoisting men underground can be greatly enhanced by the application to the mine hoist, of some of the features of the building elevator. In the case under consideration, the elevator cage runs in a vertical, concrete-lined shaft compartment 5 ft. 11 in. by 5 ft. 6 in. (1.8 by 1.68:m.) in section and 585 ft. (178 m.) deep, while the counterweight runs in the pipe and ladder compartment of a twin shaft 102 ft. (31 m.) distant. The section of the division of this compartment occupied by the counterweight measures 2 ft. 4 ¼ , in. by 3 ft. 10 ½ in. (0.72 by 1.18 m.), and the counterweight is made in the form of a small cage which. suffices to carry two men for the purpose of making inspections or repairs in the pipe and ladder way.

"A unique DC electric arc rotary furnace with capacity 150 kg has been designed and constructed for the recycling of low-quality scrap and aluminum dross. The main constructive feature of this furnace is that the axially positioned graphite electrodes (cathode and anode) are placed 100 mm away from the rotation axis of the furnace. A specific characteristic of the construction is the possibility one of the electrodes (the anode) apart from moving axially (parallel to the furnace axis) to move at 90° outside the working space. High recovery rate of metal aluminum from aluminum dross (92%) was realized in this furnace. This is the reason for construction of industrial DC electric arc furnace.IntroductionThe consumption of aluminum waste has been rising continuously on a world scale, which is a great stimulus for the development of the technology for aluminum recycling.To recover the aluminum in dross, the conventional recycling process uses salt rotary furnaces heated with a fuel or a gas burner. This treatment process produces a secondary dross containing alumina, salts, impurities and a small amount of aluminum. Molten aluminum is tapped from the furnace and the residue is then dumped from the furnace. It has been the practice to dispose the residue in a landfill. Improvement of this technology, known as the oxy-fuel process, uses a gas burner enriched with oxygen to increase the thermal efficiency [1]. Recent studies show that the most efficient aggregate for recycling of aluminum scrap has turned out to be the rotary tilting furnaces, heated by plasma or electric arc, for which the use of flux is not necessary [2,3].Accordingly, there is a substantial need in the industry for an improved process for recovering free aluminium. It is particularly desirable that such process be cost effective and ecologically safe."

Mineral policy is now generally regarded as a function reserved to government. Government is reponsible for the economic health and progress of nations, and must therefore interest itself in minerals as a basic national resource. Government should therefore identify objectives which it sees as suitable and necessary for the mineral industry so that the industry can play its part in achieving national goals. It should provide the legislative framework and policy guidelines to enable these objectives to be achieved. The essential objective of a national mineral policy should be rational development of the nation's minerals resources. To achieve this, it need not be too formal; broad guidelines are enough. But it must be dynamic, to keep pace with the changing circumstances of the mineral industry in the world scene and the changing requirements of government. It should be flexible, recognising that there is no such thing as a "typical" mineral deposit; above all it should represent the outcome of a continuing dialogue between government and industry. Both government policy and corporate planning need to be formulated on the practical understanding of the potential economic value of the mineral sector and what it can contribute to the nation's prosperity. There needs to be a common understanding of the wide range of the costs of risks that may arise through the exploration and development stages and of the uncertainties affecting ventures at the production stage. There needs to be a common understanding that the size and importance of the mineral sector is determined in the long run by the level of investment in exploration. The development of a continuing understanding between government and industry should lead to the formulation of ground rules which ensure the continuance of a strong industry able to adapt to the changing world scene and make its contribution to national growth and wellbeing.

Brazil is a country with continental dimensions. It hosts many different varieties of terranes and geological environments in its 8.5 million km2 (3.28 million sq miles). This mineral endowment has been important for the country's economic and social development process since the early colonial period, leaving Brazil with a legacy of almost 400 years of mining tradition. Mining in Brazil started in the early 17th century with diamond and gold discoveries. The made the country the leading producer of both for more than a century. This phase faded by the late 18th century when the alluvial deposits were depleted. It finally yielded to competing countries where technology and capital were being applied more efficiently. This period of mining dormancy lasted from the late 19th century until the first decades of the 20th century when Brazilian mining picked up. There was growing pressure on mineral resources by the affluence of the industrial society. The fast-growing demand resulting from the two world wars had brought the Brazilian mineral wealth back to the scene. This second Brazilian mineral boom made the country a leading producer of iron and manganese ore, quartz crystals and other strategic minerals. This expansion in Brazil's mining industry provided the basis for the country's industrialization process. This was led by the Brazilian steel and petroleum industries. Unfortunately, the thrust provided by this modern industrial basis was not properly used as a lever for further industrial development. The upstream industrialization process was not supported by the proper development of the raw materials supplying basis. The resulting industrial model was heavily dependent on imports of raw materials. It did not support the economic growth and faced fierce industrial competitiveness and sophistication that emerged with the postwar economic boom.

"Fume, also known as dust, is produced during metal refining. Exposure to fume is damaging to the health of plant operators. A mathematical model has been developed to study the different factors governing the fuming mechanism. It is shown that natural convection is the main driving force of the phenomenon, and that the fuming rate is highly sensitive to the area of the exposed metal surface. A new feature introduced in the modeling concept is the ability to include a gas flux of unconsumed process gas flowing up through the metal surface. This reduces the fuming rate, and should normally not be neglected.IntroductionFormation of fume from the ladle in which metal is refined into its final specifications is an environmental issue of importance for the working environment in the production plant. In layman-term fume is often known as dust. It is formed when metal reacts with oxygen. As an example of a fuming process, we will focus on ladle refining of silicon. Note that many of the principles and conclusions will apply to other metal refining processes. For silicon production, silica fume (S1O2) is produced when silicon metal (Si) reacts with oxygen (O2).Silicon is produced in a submerged arc furnace. The metal is tapped from the furnace into a ladle for refining. The refining is conducted by injecting a mixture of air and pure oxygen at the bottom of the ladle. The oxygen reacts with the metal and the impurities, and the amount of impurities is reduced according to product specification. At the ladle surface, metal also reacts with oxygen present in the air surrounding the ladle. This reaction produces silica fume as illustrated in Figure 1."

It's 12:30 A.M. The day before had been a long one with problems ranging from proper application of shotcrete during cold weather and the follow-on precautions for curing, meetings with city officials to avert a job shutdown because traffic wasn't being maintained properly and finally a briefing before METRO's General Manager to bring him up to date on projections for meeting the operational date of June 1975. The phone rings and Officer Jones of the Park Police says "Mr. Lynch, this lady in the apartments overlooking the jobsite is complaining of noise and she wants the job shutdown". "Officer Jones, have you called the Project Manager or the Resident Engineer?" "Yes, sir, but there is no answer!" "O.K., Officer, I'll check it out." In calling the job, I can only get the guard, because the inspector is in the tunnel. After some time, the guard calls back and says he doesn't know the way down into the tunnel. I have since had a difficult time believing that one. In the interim I finally reached the Resident Engineer and explained the situation. And finally at 1:30 A.M. the inspector called the Resident to say that the Park Police stopped the job at 1:00 A.M. because we didn't respond promptly. A similar situation had occurred some 2 years previously. With great expectation, noise specifications were developed to correct the earlier situation that had occurred. These newly developed specifications were in force at the time of this most recent shutdown. Common sense would tell you that even though we had developed and implemented, we believe, some of the best and most practical noise specifications in construction practice today, we had not enforced them. Since its passage, the Mining Law of 1872 has been modified several times to meet the changing needs of America's society and economy. Despite the fact that it continues to provide an effective framework for a robust US exploration and mining industry, the mining law continues to be criticized in some quarters as outdated. Pressure to reform the Mining Law of 1872 has reached new levels in recent years. Many proposals for reform of the law have been introduced during the 1990s. None, though, have been enacted. The issue will not likely disappear and is certain to be raised during the 105th Congress. To provide a better understanding of the status of current congressional reform proposals, this article presents an overview of the major moments in the history of mining laws in the western United States - from the days before the 1872 mining law and the days following its promulgation, to the current dilemma over mining law reform. The future of the mining law is assessed as are the interests at stake for the modern mining industry. Mining before 1872 No discussion of the Mining Law of 1872 is complete without some historical background to provide an understanding of the origins of this unique law. There was plenty of mining activity on the public lands before the mining law was enacted. At first, the federal government's policy was to allow all miners to work freely on the public lands and to resolve disputes among themselves.
