John Stewart MacARthUr, born in 1856, was the son of Robert MacArthur of Glasgow, and came of Scots stock distinguished for character and religious conviction. His election as elder of the Free Kirk gave him greater pride than the receipt of the gold medal of the Institution of Mining and Metallurgy. The former honor was for character— it marked him as a son worthy to follow in his father's footsteps; the latter was awarded for his life work of eminent service to the gold industry. Cheery optimism, resolution, tenacity of purpose, and industry ever characterized his actions. Apprenticed to the Tharsis Sulphur & Copper Co., his work on the chemical staff brought him to the notice of the Cassel Gold Extracting CO.,. at that time struggling with an unworkable electrolytic process..He was engaged by that company, in 1886, as technical manager and before long brought out the perchloride process, which was speedily followed (in 1887) by the epoch-making cyanide process. This process revolutionized gold mining and directly led the way to the elevation of the mining engineer to the most broadly trained product of the engineering profession. A noteworthy feature of the cyanide process was its completeness when introduced. Over thirty years have elapsed and the use of the process has been worldwide, but no suggested improvement has stood the test of time. The extension of the process to the beneficiation of silver ores—containing far more metal per ton and thus requiring the employment of stronger solutions—has brought us the Merrill and Crowe improvements in precipitation and the Nipissing desulfurization process for certain silver-hearing minerals. Roasting apparatus, fine crushing, filtration, and settling equipment have all aided the extension of the process in and from its original field. As Hennen Jennings put it,, the cyanide process today is essentially that of 1890. This self-containedness of the cyanide process arose from no mere chance; it was directly due to MacArthur. It was he who personally investigated every known method of precipitation and then every form of zinc from sheet, punchings, filings, millings, rods and shaving down to fume; it was he who investigated the effect of protective alkalies, of so-called accelerators, and of the addition of lead salts; he was determined to leave nothing to chance.

I have some general comments on optimizing profitability based on working in heap leach operations in tropical environments. Many of my planned comments this morning have been stated earlier in the Conference. I get the opportunity to say only a few words, and follow up on some specific comments and concerns. In normal operations, stack the ore higher, where possible. The surface area of the stacked ore controls the total solution volume that can be sprayed on the pad at a specific time period. With higher lifts, solution will contact more ore particles as it percolate through the lift, and therefore the solution grade flowing through the base will be increased, whether it is freshly stacked or almost completely leached ore. This also allows more tonnage to be stacked per lift on the pad, decreasing conveyor movement and downtime. Increasing from 6 to 8 meter (20 to 26 feet) lifts have worked successfully, and some mines are using 10 meter (33 feet) lifts in 10,000-15,000 dmtpd plants. The same concept will work with smaller plants, but initial 6 meter lifts should be used until the start-up period has shown the leaching is working as planned. As the stacked ore lifts get higher, the solution flowing through the highest lift is diluted by solution retained in the lower ones. Eventually no real increase is noted from putting fresh ore in service, and gold production rate suffers. To address the dilution problem, an HDPE liner should be installed between each 2 to 4 lifts, depending on each site specific lift height, recovery, % slump in the lift, recovery rates, and grade treated, among others. The surface of the previous lift should be leveled and sloped to control the effluent draining from the planned lift, then the liner is placed, including berms and discharge pipes. The intermediate HDPE liner does not need to be completely sealed as would be the case with the base liner, and can accept some solution penetrating into the lower lifts. A one-mm (40-mil) thickness liner can be used. This intermediate liner allows the upper lift(s) higher-grade effluent to report to the pad discharge point. This will maintain higher gold solution grades going to the ponds. The slopes of the previous lifts should not be covered with HDPE in this concept, and precipitation falling on the lower lift slopes and benches can be directed to barren or surge ponds.

Without doubt Arizona was the scene of the first use of coal in North America, that by the Hopi Indians as early as the 10th century in burning their pottery and in heating their houses and kivas (ceremonial rooms). As has already been said this is the only use of coal by Indians of which we have any knowledge, but it has been well established through investigations conducted by the Peabody Museum of Archaeology and Ethnology of Harvard University. The apparatus for burning was crude, but they did have fireplaces and chimneys which would draw. The evidences of coal use were found in the Jeddito Valley, in Navajo County, during the excavation of the pueblo of Awatovi, only a short distance from the Keams Canon School. "Many fire pits and primitive stone stoves containing coal ash have been found in the houses, and in most of the kivas built between 1300 and 1600, two firepits have been found, one containing wood ash exclusively and the other coal ash."' The expedition of 1939 found that coal was used much earlier than this, as stated above. It is probable that these Indians were using coal regularly before it came into general use in England and northern Europe. Apparently the use of coal was largely stopped about the time the Spaniards came to that country. The ruins are located on the southern edge of the Black Mesa and the coal seams outcrop on the mesa edge below the ruins. "The coal occurs principally in one large seam which varies from a foot and a half to six feet in thickness."1 This coal is sub-bituminous and burns well, leaving a large percentage of white ash. Another seam is found about 40 ft. above this large seam; it is from six inches to a foot thick and burns to a red ash. Both of these seams were used and coal from the larger seam was used at other houses in the valley. The pottery was usually burned close to the coal seams, and the coal was used to obtain a uniform and satisfactory color. In the Jeddito Valley, the mining was done by stripping, and the methods used are described as follows by J. 0. Brew and John T. Hack, the investigators.

In their analysis of Eqs. 29 and 30, the authors correctly deduce the following behavior limits for the "differential capacitance model". 1. When the rate group a is sufficiently large, the model reduces to that implied by Eq. 1, i.e., the simple convection-diffusion model. 2. When the rate group a is sufficiently small, the model reduces to that implied by Eq. 1 with 1 replaced by 1, i.e., the simple convection-diffusion model with a total pore volume equal to that occupied by the mobile fluid in the original model. Unfortunately, the authors' solution, Eq. C-1, to the transformed versions of Eqs. 29 and 30 does not exhibit the same limiting behavior. For example, as a approaches zero, Eq. C-1 reduces to the solution to Eq. 1 or, equivalently, the solution to Eqs. 29 and 30 for sufficiently large values of a. Therefore, it can be concluded that Eq. C-1 is not a general solution to Eqs. 29 and 30; this conclusion can be easily verified by substitution. I suggest that the correct form of Eq. C-1 is the following: It is generally realized that accounting for dispersion effects is an extremely tricky business; therefore no one should criticize the pragmatic approach of Coats and Smith who proceeded by accessible theory, made use of some available phenomenology, and who then took the trouble to check the consequences, against their own carefully undertaken experimental results. Here I should like to defend three assertions: (1) Coats and Smith copy the error of previous authors in the formulation of the so-called simple diffusion model (which error is then retained in their differential capacitance model); (2) improving the fit between data and the predictions of an arbitrary model by increasing the number of parameters is a triviality unless the parameters are disposable by being independently determined; and (3) existing experimental procedures lack sufficient resolution to clarify some current theoretical uncertainties. Taking first the view that all theoretical approaches (whether constructed by statistical, finite difference, or continuum arguments) tend to reduce to the same model form as fixed by the number and nature of the disposable parameters, one notices that the "finite-stage" model of Deans1 is equivalent to the Coats and Smith so-called differential capacitance model for the pertinent case where a

THE oil-bearing districts of Poland are found on the slopes of the Carpathian Mountains. The oil belt extends from Gorlice southeast to Stanislawow. It is approximately 250 miles long and 30 miles wide, and comprises four geological districts: the western, or Gorlice district; next, to the east, the Krosno district; the Boryslaw district; and, in the extreme southeast, the Stanislawow district. The amount of petroleum produced in Poland from the beginning of the oil industry scarcely totals 26,000,000 metric tons, or 15 per cent. of the estimated supply. Of this amount, 18,000,000 tons have been taken from the fields of Boryslaw within 25 years; and only about 8,000,000 tons from all other fields within a period twice as long, although some of these other fields represent just as good possibilities as did Boryslaw at the beginning of its development. The Polish oil industry was severely stricken by the war. The retreating Russian armies, in 1915, destroyed a large number, of the existing oil wells, nor was the post-war period favorable for the development of this industry;; the money and credit stringency interfered with the expansion of drilling. But since 1921 there has. been a slow steady increase in production and there is now every reason to believe that conditions in the industry will improve. In fact, an increase in new drillings has been reported for the current year. The production of crude oil in Poland, in 1913, amounted to 1,113,668 metric tons. In 1914, the production declined- to 655,600 metric tons. In 1921, the production was 705,596 tons; in 1922, 712,428 tons, and in 1923, 737,182 tons; or more than 5,000,000 bbl. But the fields have a much greater potential output, which could be realized were the capital available for prospecting and new drilling. The principal producing, and at present most exploited, fields are around Boryslaw and Schodnica. These fields were developed rapidly for in the first year of their modern exploitation the wells were gushers of moderate depth. However, as a result of heavy drilling, the shallow folds have been exhausted and oil can be reached now only by deep drilling. Wells of almost 5600 ft. have been drilled in Boryslaw. Because of these drilling conditions, a large number of engineers and workmen specially skilled in deep drilling are to be found in this field.

HOPPERS may be divided into three classes accord-ing ing to type, namely; round, suspension, and square or rectangular. The round hopper is the most simple of the three and is the most easily understood by laymen. The bursting pressure in these hoppers is resisted by the shell as a round tank resists the pressure of water. They are perfectly stable as long as they retain their cylindrical shape. In holding water or other liquids the pressure on the sides is always the same, but with ore this is seldom true. These round hoppers for ore are usually filled from one side and frequently drawn off from the opposite side. A considerable amount of fine material is deposited on the side of filling, while the coarse particles run over to the far side. This con-dition of filling causes the ore to flow out unevenly, sometimes drawing out completely on one side. After a time the remaining ore breaks down and the shock of this falling ore, sometimes many tons, is very severe and has a tendency to distort the hopper from its true shape; consequently a round hopper holding ore should be stiffened to resist such shocks as this. For these reasons round hoppers have never been popular with engineers for holding ore. They also have a trait of welling. up worse than the square hoppers. I have known of round hoppers holding fine ore, 25 ft. diam-eter, that had a tendency to well up until there was ,only a round hole about 6 ft. diameter leading to the gate. The suspension or catenary type of hopper is well adapted to conditions requiring only small capacities. The selection of this type of hopper should be done with considerable care. The theory of the design is that the loads are carried entirely in tension in the bottom plate, just as a hammock carries a load, and it must be remembered that the bottoms of these hoppers are con-stantly changing form with the changing loads. Take a hammock, for example, if a person stands up in it, the bottom goes down and the sides approach a straight line; if the person lies down then the bottom comes up and the sides go down. It is this constant changing of the form that has a tendency to break the connections.

THE classification and preparation of non-ferrous scrap metals is a subject of interest to every individual and corporation that employs in its processes of manufacture non-ferrous metals and alloys and accumulates in such manufacture scrap from these materials for disposition in the form of turnings, borings, short ends, punchings, clippings, grindings, washings, etc. All too frequently the disposition of such scrap is left to individuals who have no knowledge of the subject either from a metallurgical or a commercial standpoint, or both. Much money is thus lost which with a little more intelligent effort might be saved, and in this day of fierce competition and small profits such an opportunity cannot be ignored. The Mineral Resources of the United States for the year 1925, the latest issue available (Part 1, page 221), gives the secondary non-ferrous metals of certain classes recovered in the United States for the year 1924 to 1925 as shown in Table 1. The figures are tabulated simply to give the reader some idea of the scope of the secondary non-ferrous metal industry. Approximately 900,000 tons of an annual value of $244,000,000 were recovered in the year cited. In 1916 (again using the Mineral Resources of the United States as authority) the tonnage reclaimed was approximately 632,000 tons and the value, because of the high prices for metals prevailing at that time, amounted to $265,000,000. It is not the purpose of this paper to discuss smelting and refining operations or the feasibility of an organization, primarily engaged in some other activity, conducting smelting and refining operations to convert its own non-ferrous scrap metals and alloys. The classification and preparation of these non-ferrous materials is a preliminary step, regardless of what subsequent operations the material may pass through or where these operations may be conducted. For that reason the subject can be readily discussed without any reference to subsequent activities. Space must be provided, with suitable handling facilities, scales and the necessary storage bins where the material may be accumulated. The scope of the activity, the nature of the industry and the tonnage handled will determine, in a large measure, what preparation, if any, it may be desirable to give these scrap materials to put them in the best marketable condition. The National Mining Hall of Fame and Museum in Leadville, CO seized the opportunity to show off during its 10th anniversary induction banquet on Sept. 6. "We wanted to make people more aware of the mining hall of fame and museum," said Carl Miller, its executive director. The annual event honors inductees into the Mining Hall of Fame. This year, the inductees included Paul Wheeler Allen, Joseph Rosenblatt, Arthur Fay Taggart, Joseph Toy, Joseph Wharton and John Benjamin Zadra (ME, August, pp. 60-63). Allen, of Pasadena, CA and Rosenblatt, of Salt Lake City, are both living. Only Allen was able to attend. This year's induction banquet was the first held in Leadville, North America's highest incorporated city, at 3,094 m (10,152 ft) above sea level. The banquet gave attendees an opportunity to see the museum in its century-old 6,500-m2 (70,000-sq ft) Victorian schoolhouse. Many of the 350 guests came in 1890s dress to the black-tie affair. The evening included a cocktail reception and an open house along with a catered, prime rib dinner. During the open house, attendees had the opportunity to tour the museum's 12 rooms of exhibits and displays. Among items of interest, it was noted that a framed directory of inductees now enhances the entrance to the hall of fame. The directory is organized by the inductees' names and the location of their plaques, allowing visitors to quickly find hall of fame members. Noted mining historian and author Duane Smith delivered the keynote address at the banquet. After the induction of the six honorees, attendees danced to the big-band era music of the Leadville 17-piece band BandAge. Karl Elers was the master ceremonies for the evening's program. He is a member of the hall of fame's board of directors and is chairman of Battle Mountain Gold Co. Allen was honored by the presence of 26 former colleagues and associates. He told the audience that he originally thought the museum should have been located in Denver. "But I have been proven wrong," he said. For many years, Allen was the operational executive of Cyprus Mines Corp. and a key participant in the company's growth. Allen received a replica of his mining hall of fame plaque from Thomas Falkie, chairman of the hall of fame's board of governors and president of Berwind Natural Resources Co.

IN. THE autumn of 1922, British Petroleums Ltd. found oil of 14° Baumé in a sand 17 ft. thick in its. No. 2 well at Wainwright, 120 miles southeast of Edmonton. This greatly encouraged drilling in the Wainwright-Irma area and this past summer several wells were started, three of which are now completed and the others still being drilled. Of the three completed, No. 4 British Petroleums contains oil; No. 3 British Petroleums gave a show of oil but so far has not given much hope, of becoming a commercial producer; and No. 1 Maple Leaf Co., as now finished, is a. gas well with a daily flow of gas of about 2,500,000 cu. ft. at a closed pressure of 700 lb. An oil sand is reported to have been encountered below the producing gas horizon in the Maple Leaf well but has not been tested. Operations on this well have been suspended for the winter. The Geological Survey of Canada this past summer undertook a geological investigation of this area with the object of defining the structures with which the oil and gas are associated. The structure underlying this portion of the plains was supposed to be a terrace with the western edge dipping into the Alberta syncline and with a monoclinal structure to the east. By accurate leveling on known geological horizons on this terrace, a number of gentle folds were located and -it is in these folds that the oil and gas are found. At the British Petroleums Nos. 2 and 4 oil wells, the western flank of the fold has a gentle dip of only a few feet to the mile to the southwest whereas the strata on the eastern flank dip to the northeast about 40 ft. in ½ mile, the strike of the fold being northwest and southeast. How far oil will be found down the gentle southwest dip is unknown but probably the productive part of the fold will not exceed 1 mile in width, and possibly less. No. 3 British Petroleums well is on the strike of the fold 1 mile southeast of the two oil wells. THERE has been so much misinformation sent out through the newspapers, and I find so few people who are really acquainted with the true facts in regard to the coal strike, that I feel it would be advan-tageous to present the facts as I have been able to gather them. One of the great points that the miners are now mak-ing is the fact that the operators of the central competi-tive field, consisting of the states of Illinois, Indiana, Ohio and Pennsylvania, have refused to meet them in a joint conference such as has been customary in previous years. There are two reasons why the operators de-clined to hold such a meeting. In the first place, the last time they held a meeting of this kind they were all indicted under the Sherman Act for making an agree-ment in restraint of trade. In the second place, the miners at their convention did not authorize their dele-gates to negotiate a new contract, but instructed them that nothing less than a scale based on the present wage, with the addition that there should be a six-hour day, a five-clay week, time j and a half for over time, and double time for Sundays, would be accepted. These additions would very much increase the cost of coal over the present wage scale. The operators could not consider renewing a contract on the present scale, as it would mean ruin for them, and as the miners were not authorized to negotiate a new scale on a fair basis that would enable the operators to mine coal in competi¬tion, with the open-shop mines the operators did not feel that there was any use in meeting the delegates. Thirty per cent. of the output of bituminous coal comes from the open-shop mines of West Virginia, Alabama and Pennsylvania. During the strike, in 1919, this 30 per cent. was increased to 50 per cent. and it has affected the operations of the union mines to such an extent this year that they have been able to run only 15 to 30 per cent. of their time, while the open shop mines have run from 60 to 80 per cent. as the wages in these mines had been reduced to the 1917 scale.

At the Miami plant of the International Smelting Co., Inspiration, Ariz., there are four reverberatory furnaces, all 120 ft. long. At present only one of these furnaces is in operation. It is operated as a wet-charge furnace, the charge being distributed for about 65 ft. down the furnace length. Usually this charge contains about 12 per cent moisture and runs 25 per cent sulfur, of which there is eliminated in the furnace from 25 to 30 per cent. The furnace is oil-fired, the fuel being burned in a battery of Cananea-type, low-pressure burners. The flame is kept short and conditions so adjusted as to obtain complete combustion within the furnace. The average furnace draft, taken through the verb arch, amounts to only 0.02 in. of H2O. Draft is purposely kept low to cut down infiltration through the flues and boiler settings, and control dampers are regulated to maintain this uniform condition throughout the charging as well as the smelting period. Hot gases discharge from the furnace uptake through a common header flue to the waste-heat boilers. The general layout and dimensions of the plant are shown in Fig. 1. Four Stirling boilers, two of class M-26 (713 hp.) and two class M-31 (850 hp.), serve the furnace. Three usually are sufficient to take care of normal operation, the fourth boiler being used as a spare when necessary. The distribution of hot gases to the various boilers is regulated by the dampers in the boiler exit flues. Normally the boilers closest to the furnace uptake would evaporate more water than do those farther away, but dampers are regulated so as to distribute fairly well the load between the several boilers. Steam from the waste-heat plant is delivered to the adjoining power house of the Inspiration company, where it is used both in the Nordberg blowing engines and for electrical generation. Steam pressures and temperatures recorded are those in the main power-plant header and are thus inclusive of all losses in about 500 ft. of 10-in. line. Steam for smelter heating and auxiliary use is taken from the main waste-heat header, is reduced to 125 lb. and distributed through separate lines. Boiler feed water is supplied by the power plant and consists of returned condensate, augmented to a large extent by make-up water

Pennsylvania will be remembered, as long as oil is produced, as the cradle of the industry of petroleum in North America. It was on Oil Creek, near Titusville, Venango Co., that Col. Edwin L. Drake, superintendent for the Seneca Oil Co., brought in the first commercial oil well on Aug. 28, 1859. Great difficulty was experienced in getting the well down to the producing depth of 69 ft. (21 m.) with the spring-pole system then in vogue for punching shallow water wells, so the novel expedient of driving an iron tube through the surface clays and quicksand was finally resorted to. The well had an initial yield of 25 bbl. a day on the pump, but soon went off, though 2000 bbl. were produced by the end of the year. With the Drake well a success, a young industry sprang into being, the rapid growth of which has been second to none in the country and the value of whose product is only surpassed by that of coal. For years the only producing territory, the Pennsylvania-New York field attained its greatest production in 1891, when the bringing in of the McDonald pool, between Pittsburgh and the West Virginia line, gave a total of over 33,000,000 bbl. At present the field, combined with West Virginia and southeast Ohio, gives 25,000,000 barrels. Geology and Stratigraphy In general, the Appalachian field is a huge geosyncline, the axis of which runs roughly northeast-seuthwest, from north of the New York state line south through Brookeville, Kittanning, Pittsburgh, Washington, through the southwest corner of the state of Pennsylvania into West Virginia. Minor folding has accompanied or followed the dominant fold of the field, and it is from these structures near the Pennsylvania-West Virginia line and their influence on the accumulation of oil and gas that I. C. White, state geologist of West Virginia, obtained his evidence for anticlinal guidance of prospecting. Many horizons in the geologic column of the field serve as reservoirs, and there arc several pools that have wells producing side by side from different and widely vertically separated strata. The development of production in West Texas during the year 1933 was largely confined to the expansion of proven areas, especially Ward County, Iatan and North Winkler. Wildcat activity was at a comparatively low ebb and resulted only in discoveries of probable minor importance in Ector County. The interest shown in deep wildcatting to test beds of pre-Permian age was a new development, which should soon throw light on the possibilities of deeper production from the present producing fields. The important pre-Permian tests of the year were: 1. Stanolind Oil and Gas Co., Todd No. 1, a unitized test, in north central Crockett County on a probable continuation of the Big Lake trend. The well encountered several showings of oil and penetrated an Ordovician section very similar to the productive zones at Big Lake, but was abandoned when sulfur water was encountered at 8041 feet. 2. Gulf Production Co., McElroy No. 103, in the McElroy Field, Upton County. The well was drilling at 8553 ft. at the close of the year in beds of probable pre-Permian age. The test is an important one because it should prove or disprove deep production in the Church-Fields-McElroy pools and also throw geologic light on the deep possibilities of other fields in the western part of the Permian Basin. 3. Humble Oil and Refining Co., White and Baker No. 1, in Pecos County, about 11 miles west of the Yates field. The well is on a nonproductive Permian high and should indicate the deep possibilities of the Yates field. At the end of the year, drilling had progressed to 7200 ft., where beds of pre-Permian age are believed to have been penetrated. The major fields in West Texas, in which present-day proration had its inception, were produced under increased restrictions. A date of importance in the proration history of the area was $ept. 8, 1933, when the Railroad Commission issued an order placing all producing wells under proration. The severe reductions in total outlet made during 1933 were well compensated for by a more than threefold increase in the price of crude oil. Acid treatment was one of the general engineering developments of interest. The work had not progressed sufficie~ltly at the close of 1933

WeERTMANI has shown that the high temperature steady state creep rate, i, in lead and indium-base alloys obeys an equation of the form where AH is the activation energy, o the applied stress, n the stress exponent, and R and T have their usual meanings. He observed a variation in n from 4.5 for pure metals to 3 for concentrated alloys, which he interpreted as due to Change in creep mechanism from the climb of dislocations in pure metals to a micro-creep mechanism in the alloys. The Cottrell-Jaswon microcreep mechanism of the moving dislocation taking its impurity atmosphere with it was considered to be the most likely process, although short-range order and the segregation of solute atoms to a stacking fault will also give a stress exponent of 3. Steady state creep has been investigated in a Au - 27 at. pct Cu alloy at temperatures above 1/2 TIM where TIM the absolute melting temperature. As the oxidation resistance of this alloy is excellent all tests were carried out in air with a furnace built to give a temperature variation of less than 1°C along the 60 mm gage length. A lever-arm arrangement applied the stress with a load being adjusted between each creep test to maintain a constant stress. As each test produced less than 0.5 pct creep strain, the variation in stress during the test was negligible. The creep strain was measured by a transducer at the end of one of the alloy-steel grips, with the out of balance potential being finally recorded on a variable speed chart recorder. A typical creep curve is shown in Fig. 1. The results, Fig. 2, confirm that n is nearer to 3 than to 4.5; the creep mechanism could be any of those given above. The activation energy, AH, which is independent of stress, is consistent with a diffusion controlled process; the activation energies for the self-diffusion of gold and for the diffusion of gold into Copper are both -45 kcal per ml., There is now considerable evidence, that, when the steady state creep is dependent upon diffusion, irrespective of the actual creep mechanism, the activation energy is independent of the stress. This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

DURING the past decade, considerable work has been carried out on various cermet systems in an effort to produce materials suitable for high-temperature applications in gas turbines. Most of the materials have not, as yet, met the requirements of the engine manufacturers, primarily because of their lack of room-temperature ductility and thermal shock resistance. In the field of tool materials, however, although ductility is still of prime importance, much has been accomplished by improving design parameters and the quality of carbide materials with a view to using cermet compositions successfully. The systems described in this paper were designed primarily for application in this field, although their development was a natural outcome of work on similar compositions designed for high-temperature service. In steel-bonded titanium carbide, the steel binder imparts heat treatability to the system while the carbide provides abrasion and wear resistance. Combining the carbide and the steel matrix in carefully controlled proportions results in a composite material which, when the steel is hardened, has man of the properties of cemented tungsten carbide. In the annealed condition, this material can be readily machined by the conventional chip-removal techniques. Titanium carbide has certain distinct advantages over many of the other carbides when combined with a steel matrix. It is among the hardest of the carbides and is one of the most stable. Liquid iron wets titanium carbide, and this wetting assists in the formation of a dense cermet. Once the composite structure has been formed, the titanium carbide acts as a relatively inert phase during the heat treatment of the matrix. PREPARATION OF ALLOYS The steel-bonded titanium-carbide materials described in this paper were prepared by the liquid-phase sintering technique. The titanium carbide used had an average particle size of 6 to 7 p, a total carbon content of 19.4 pct and 0.35 pct free carbon. This was blended with the elemental metal powders by ball milling them together in a hexane medium. After drying, paraffin wax was added to the blend to provide green strength in the pressed briquettes, and compacting was performed at 15 tsi. Liquid-phase sintering was carried out in vacuum at temperatures which depended on the chemical composition of the system involved, but which were usually around 2640° F. The production of all Russian fields incressed from approsimatctly 74,000,000 bbl. during 1926-27, to approximately 83,000,000 bbl. during 1927-28. Of this amount Baku was responsible for 54,.500,000 bbl., Grozny for 25,800,000 bbl., and Emba for 1,200,000 bbl. Accordingly, the proportional importance of the Grozny oil field has been considerably increased, the present production being twice that of 1913. The most notable factor of production during 1927-28 was the importance of gushers; 40.8 per cent. of the total was thus obtained. In the Baku fields 26 per cent. of the total, and in Grozny 74.2 percent'. of the total were produced by naturally flowing wells. This may be explained by the reduction in authorizations for drilling by the central authorities, and, accordingly, the local trusts increased the production to the planned figures at the expense of the proved prolific reserves. In Baku region, the Surnkany oil field produced 36.1 per cent. of the total Baku production, or an equivalent of 53,800 bbl. per clay, the largest percentage coining from the fifth horizon. Nest year's plans call for continual development of that horizon as well as of the sixteenth horizon in the Bibi-Eibat field, which was opened lately. In the Grozny fields the New Area (Bellik) WAS responsible for 79.4 per cent. of the total production. The authorized plan for 1928-29 production calls for 92,200,000 bid., and a reasonably accurate estimate for 1932--33 production is placed at. 156,000,000 bbl., with Baku contributing 101,800,000 bbl., Grozny 44,100,000 bbl., Emba 6,200,000 bbl., Kuban 2,100,000 bbl., Saghalien Island 1,400,000 bbl., and Russian Turkestan 400,000 bbl. In connection with recent discoverices in the Baku area these figures art. quite conservative. The average production per well per day in the Baku oil fields was 49.2 bbl., in Grozny 175 bbl.; in detail, Surakany oil field averaged 250 bbl., and the New Area in Grozny 514 bbl. per day. New completions in all Baku fields averaged 264 bbl. per day, and in Grozny 970 bbl. pel. day. These figures show a considerable progress in the technical developnlent of all fields, compared even with the prerevolution figures, since all the mprovements are noted in the fields that arc over 30 years old.

The upper Arkansas River south of Leadville, Colorado, USA, contains deposits of fluvial tailings from historical mining operations in the Leadville area. These deposits are possible non-point sources of acid and metal contamination to surface- and ground-water systems. We used stable-metal isotopes to help ascertain metal retention and release mechanisms that influence metal transport from the deposits to shallow ground-water systems. To accomplish this, we excavated an intact core from a small fluvial tailings deposit and performed laboratory column experiments to examine the amount of metals leaching through the core. Deionised water was continuously applied to the top of the core, and effluent was collected from the bottom of the core for a period of about two months. Three saturation conditions were used, including unsaturated, partially saturated, and fully saturated. Reducing conditions developed upon partial and complete saturation of the core. During the unsaturated leaching phase, core effluents were acidic (pH 2.8 - 3.5) and contained elevated metal concentrations. During a portion of the unsaturated leaching phase, stable-metal isotope spikes and conservative tracers were simultaneously applied to the top of the core. The isotopes provide a means to delineate metal behaviour within the core. During the unsaturated leaching phase, the isotope spikes did not exhibit breakthrough with simultaneously added conservative tracers. However, some of the stable-metal isotope spikes did break through when reducing conditions occurred in the core (during the partial- and completesaturation conditions). In this paper, we use Cd as an example of the utility of stable-metal isotopes in geochemical studies. In the case of Cd, after the core was partially saturated, the 111Cd spike was released as evidenced by a change in the Cd isotope ratios in the effluent. This release continued during the fully saturated leaching phase, however, the total Cd concentration did not increase. These results suggest that the 111Cd spike was retained inside the core during the unsaturated leaching phase, and only partially released as reducing conditions developed. Results from this core-leaching experiment indicate there is a large reservoir of water-soluble material within the fluvial tailings deposit, which yields elevated metal concentrations and high acidity, and which may degrade adjacent ground- and surface-water quality. Use of stable metal isotopes in this study facilitated the determination of different metal-retention processes, metal-release processes, and metal sources in the fluvial tailings deposit in response to changing geochemical conditions.
