INTRODUCTION DURING the summer of 1919, the late Dr. Henry M. Howe, then Chairman of the Division of Engineering of the National Research Council, organized a committee to obtain a better insight into the behavior of carbon steels under the influence of various treatments by a proper control of the time and temperature factors. During part of 1919 and 1920, work in connection with this investigation was carried on at Dr: Howe's laboratory at Bedford Hills, N. Y. During 1921 there was an enforced hiatus in the work, occasioned by the illness which resulted in Dr. Howe's death in 1922. At that time one of the present authors compiled the results of the work which had been done and this was published in 1923.1 Following the publication of this work, it seemed desirable to carry on in the same manner an investigation of steel of C 0.75 per cent., which steel had not been as fully treated as had the other steels of C 0.34 and 0.52 per cent., used in the published work. Furthermore, certain unusual results have been obtained in the treatment of C 0.52 per cent. steel by quenching and drawing, and repetition of this part of the work seemed advisable. This has been done during the past year at the School of Mines and Metallurgy of the University of Missouri at Rolla, Mo., by a cooperative undertaking of the School and the Bureau of Mines, working in conjunction with the Committee on Heat Treatment of Carbon Steels of the National Research Council. The present paper is a report of the results obtained in this work.

In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

CHUQUICAMATA open-pit mine is capable of producing a total of 105,000 tons daily. When the sulphide plant is operating to capacity the distribution of this quantity will be approximately 30,000 tons sulphide ore, 30,000 tons oxide ore and 45,000 tons of waste. At that time the combined capacity of the oxide and sulphide plants will be about 540 million lb of copper per year. Twenty one benches have been opened to date and all are still active except the three top ones at the northeastern limit of the pit. These have been pushed back to final slope line. The pit is 8850 ft long, 3540 ft wide and 980 ft deep. Benches are not all developed to a standard height as the large development shovels used in cutting new benches have been of different size and range. At this time new benches 521 ft high are being developed with an' 11-yd shovel. Ore haulage through the greater part of the pit operation has been on down grades to the crushing plant. With the opening of bench F-4 in April 1944 the first adverse-grade ore haul was encountered. Of the total tonnage now being mined, 35 pct comes from the four benches that are below the level of the crushing plant yard. Waste had been dumped on the same or nearly the same level as the bench from which it was removed up to the opening of bench F-4. Waste from this and lower levels is hauled to the level of the crusher, yard where it must cross the flow of ore traffic to reach the only available dumping space to the east of the mine. The average ore haul is 3.13 miles one way shovel to crusher, and the average waste haul from that portion handled by railroad is 3.32 miles one way from shovel to waste dump. Waste that is being removed by truck haulage from the upper part of the -mine is hauled an average of 1 mile. Ore loaded by trucks is hauled 3/4 mile to a car loading ramp and then by rail to the crushing plant. Drilling and Blasting There are two types of development for blasting being used: One for opening new benches and the other for bank shooting. The former consists of 9a in. diam churn-drill holes drilled 11.8 ft center to center in rows 10.2 ft apart with the holes staggered in the rows thus giving an equilateral-triangle pattern of 11.8 ft on a side. After the first block, 492 ft long by 71.5 ft wide, is shot in the pattern described above, the cut is advanced by smaller shots consisting of four rows of holes spaced 23 ft center to center with the rows 23 ft apart. These shots are fired in conjunction with side shots in which the holes are drilled 33 ft center to center and 29.5 ft back from the toe, thus squaring up the bank for subsequent shooting. The Bureau of Mines and the Alabama Power Co., jointly, conducted the first experiment undertaken in the United States in underground gasification of coal in place, at Gorgas, Ala. Milton H. Fies, manager of coal operations, Alabama Power Co., proposed the cooperative investigation to Arno C. Fieldner, chief, Fuels and Explosives Branch, Bureau of Mines; and assisted in supervising the experiment. The objectives of the experiment were to determine whether coal in place could be burned successfully and whether the burning could be controlled; the effect of the fire on the coal bed and the overlying strata; and the yield and quality of gas that could be obtained.

This report describes three types of optical dust probes that have been designed, built, and tested by the Bureau of Mines. Each of the probes measures dust cloud concentrations by the attentuation of light. The first is a single-path-length probe, the second is a double-path-length probe, and the third is a single-path-length probe that employs jets of air to keep the windows of the light source and detector free from dust coating. The theory of operation and the calibration procedures for each of the probes are described. The results of the Bureaus laboratory, mine, and field tests of the probes are also reported.

This report describes a new method of weighing based upon observing the apparent weight of an object ill two separate pure gases. The method is presented in terms of experimental data which prove its soundness, but does not attempt to show the maximum accuracy possible with this technique. The new method incorporates the underlying principle that the apparent weight of an object is a linear function of the density of the atmosphere in which the object is weighed. The coefficients of this linear function are the true mass and volume of the object. From this functional relationship the true mass and volume of the object may be determined.

Knowing the depth of contacts between weathering zones in phosphate mines is determinant to define the stripping ratios and the mineralized zones. Contacts are gradational and difficult to define even in the drillhole samples, so the combination with geostatistical simulation techniques helps to define the contact zone and the grade distribution, providing a way to assess the probability of the occurrence and the positioning of contacts between the barren waste and the ore zones. These inputs are used in the scheduling, anticipating risks associated with mine planning scenarios. The results from an application to a case study showed a good improvement when compared to traditional techniques.

The conversion of carbon-containing feedstock into liquid fuels can proceed via the Fischer-Tropsch synthesis, which is catalysed using supported cobalt catalysts. These catalysts contain noble metals to facilitate the reduction of oxidic cobalt species in the catalyst precursor to metallic cobalt, which is the catalytically active species for the Fischer-Tropsch synthesis. This is thought to occur via hydrogen spillover, i.e. the diffusion of atomic hydrogen over the support from the noble metal to the oxidic cobalt moieties. Noble metals may also affectthe dispersion of cobalt in the active Fischer-Tropsch catalyst. The economic aspect of the addition of noble metals to the Fischer-Tropsch catalyst is discussed.

This p aver is the second of a series recording the results of tests made at various quarries throughout the United States to determine, (1) the relation between the size gradation of feed to, and product from, primary crushers; (2) the particle shape of crushed product; (3) the differences in gradation and particle shape produced by different types of primary crushers; and (4) the differences in gradation and particle shape caused by crushing different kinds of stone. Primary crushing has received comparatively little attention in the technical literature in spite of the fact that the design of the whole crushing plant should be correlated to the performance of the primary crusher.

The Bureau of Mines studied by dilatometry the effect of titanium on the thermal expansivity of hot-rolled zinc and Zn-l percent Cu alloy. The titanium content of the alloys was varied up to 0.3 percent. Expansion coefficients were determined from measurements made both parallel and perpendicular to the plane of the rolled sheet. Titanium reduced expansion parallel to the plane of the sheet, especially in the rolling direction, but increased expansion perpendicular to the sheet. Basal-plane pole figures showed that the degree of preferred orientation increased with the titanium content in the alloy, and that anisotropic expansion can be correlated to sheet texture.

The Courthouse Commons Project involves the redevelopment of three downtown blocks owned by San Diego County and construction of an Inmate Transfer Tunnel between the County Central Jail and the San Diego Central Court. The tunnel will be 327 feet long, crosses the San Diego Fault and is being constructed using the Sequential Excavation Method (SEM). This paper discusses the history and procure‑ ment strategy for the project, the technical aspects of the transfer tunnel and the con‑ struction progress of the tunnel to date.

Slopping is the formation of waves in the converter due to the gas injection by tuyeres. Those waves produce a premature wearing of the refractory lining of the reactor due to its great amplitude. The affected zones are the tuyere line (outlet gas from tuyeres) and the front of this line. In the present work, a theoretical and experimental study is made to develop a theory that determines the variables involved in slopping, characterizing the more important parameters of operation in the phenomenon of slopping. In addition, this theory will allow for determination of new technological alternatives of the blast injection permitting to depress the slopping phenomenon.

Column flotation has now gained wide application in the recovery of various minerals. The performance of the flotation device depends on the mixing characteristics of the phases inside the devices. In this work, quality of mixing in a flotation column has been analyzed by using information entropy theory. Empirical models have been developed for flotation column with the parameters which affect the quality of mixing. The efficiency of the particle separation in the flotation column has been enunciated based on the quality of mixing. The present analysis on the quality of mixing in flotation column may give insight into a further understanding and modeling of flotation devices in industrial applications.

This report covers the design and testing of a novel bulk materials conveying device by the Bureau of Mines. The transport concept of the device is to create a traveling wave with a steep front so that the bulk material slides and cascades down the front of the wave with some horizontal motion. Ideally, the front should act like a continuous chute. The concept of moving bulk materials along a belt without any forward movement of the belt itself was demonstrated. The conclusions reached were that the mechanism as designed could not overcome the inherent major disadvantages that would make the undulatory conveyor suitable for practical applications.

MORE than thirty members of the Coal Division attended the Coal Land Valuations Round Table on Monday morning. Chairman Dilworth stated that the Committee had been appointed to take up the question and, after reading the list of members of the Committee, pointed out that the object of the meeting was to formulate a plan of action rather than to discuss any phases of valuation, per se. To this end he presented a tentative outline of points to be considered in the future by the Committee. COREX process is briefly introduced. A static model combining a set of mass and heat balance equations has been developed. Taking the specified inputs from the graphical user interfaces, the model is capable of calculating the consumption of raw materials and fluxes, the volume and composition of the slag and the volume and composition of the generator gas. The model enables the examination of the changes of materials and energy flows induced by the variations of operational parameters and raw materials chemical analysis. The model allows a detailed process analysis and adjustment of the plant operation and can thus be used to improve plant operation.

In this paper, the producing process of using V2O3 as raw material to obtain vanadium nitride was analyzed through the means of thermodynamic. The analysis shows that conversion follows the principle of reduction step by step in the conversion process of V2O3. The temperature of the reaction system has prominent influence on the nitrogen content of products, and the reaction is very sensitive to temperature. As raising temperature, the fine grain structure of the nitrides is more evident, and the grain size of nitrides increases. At 1703K, the nitrogen content of the products tended to be constant after soaking over 3 hours.

The results of three-phase relative permeability tests on nine water-wet consolidated Berea sandstone samples are presented as composite ternary diagranls showing isoperms of oil, water and gas. Capillary pressure control was exercised over the flow of gas and oil in the presence of water. The water saturations ranged from 17 to 71 per cent pore volume. A method of calculating both the oil and water permeabilities of a three-phase system from the easily measured gas relative permeability is presented. EXPERIMENTAL PROCEDURE AND RESULTS A renewed interest has been shown in three-phase relative permeability as a result of recent developments involving underground combustion processes, steam injection, and other multiphase displacement processes. The experiments and results described here involved simultaneous flow of oil and gas in consolidated Berea sand with brine present as the wetting phase. Gas and oil relative permeabilities were measured on nine cores with CaC12 brine present as the wetting phase in saturations ranging from 17 to 71 per cent. The average residual liquid saturation of the cores was approximately 20 per cent. In order to make certain that brine was the wetting phase, the test cores were saturated with brine before contact with hydrocarbons. As an added precaution to avoid having oil displace brine from the wetting position as a result of changing wettability, each core was only used twice, i.e., first with a fixed percentage of brine and then for a gas-oil permeability determination with no brine present. The results, therefore, are presented as composite ternary diagrams representing the flow tests on nine individual cores having very similar properties. All tests were made using a modification of the capillary pressure techniquc described elsewhere. The effective oil permeability was measured before gas was introduced using a very small pressure gradient (a few centimeters of oil). This determination was made without selectively wet barriers in contact with the core. The cores were then placed between capillary barriers and gas-oil relative permeability curves obtained. The capillary barriers had been made water repellent with a silicone treatment. In determining gas-oil-water relative permeability in this fashion, control was exercised over the capillary pressure existing between the gas and oil. No control was exercised over the pressure difference existing between the oil and water. Athough an equal pressure gradient was applied to the gas and the oil phases, this pressure gradient does not exist in the water phase. Since the pressure gradient across the core was always much less than the displacement pressure of the fully saturated core, the pressure gradient can have caused only a very slight distortion of the oil-water interfaces. This slight distortion of the oil-water interfaces had a negligible effect on the validity of the oil permeabilities measured. The oil permeability, measured in the presence of water but with no gas present, was in every case equal. within experimental error, to the gas permeability of the gas-oil system when the oil saturation was the same as that of the water. Gas and oil relative permeabilities were plotted as a function of total liquid saturation. It was found that the gas relative permeability curves obtained on cores with brine present were identical with those obtained on the same cores with no brine present. The denominator for calculating oil relative permeabilities was the permeability found by extrapolation to infinite mean pressure (A la Klinken-berg). FTIR measurements using a special ATR cell were carried out to investigate the adsorption of two thiol collectors, potassium ethyl xanthate (KEX) and sodium diethyl dithlophoshate (NaDTP), on an unoxidized lead sulfide surface. Both qualitative and quantitative determinations of the collectors were made at the coverages from two monolayers down to 2% of the monolayer. The experiments revealed that the thiol collector species coordinate to the lead atoms at the surface of lead sulfide but the surface products distinctly differ from the precipitated bulk lead compounds. There exists a linear relationship between the coverage and the signal intensity of the IR spectra within the coverage range studied.
