A general relalionship between the amount of glide shear (due to slip) and the macroscopic shape change has been developed. Since the deformation can be large, finite strain analysis is employed. In this treatnzent, the shape change is expressed by a deformation gradient matrix, F - [axi/aXj1, where X and x refer to the initial and final positions of a particle. This matrix is readily evaluated in terms of the amounl of glide shear, a , and the direction cosines of the slip-plane normal and the slip direction for a single active slip system. In the case of deformation from slip on several systems, the product F(a) of the several deformation gradient matrices is first calculated. Then, by assuming that the final configuration is reached by a long series of small shears of magnitude a, occurring more or less alternately in the several slip sys- IN problems of crystal plasticity, it is often necessary to relate the amount of glide in the operating slip systems to the macroscopic strain components. This relationship is relatively simple when only small strains are considered. In this case the separate strain contributions from several slip systems are additive. Such a procedure is incorrect in the case of large plastic deformation. To the authors' knowledge, no general treatment of the latter problem has appeared in the literature. In specific instances, Mark, Polanyi, and schmid3 have derived the relationship between glide and axial elongation during tensile pulling of a single crystal when only one slip system is active. A similar relationship for duplex slip was worked out by v. Goler and Sachs.4 Taylor and Elam5 have also studied in detail problems of large plastic deformation. Due to uncertainties as to the slip systems at the time, terns, the final deformation gradient matrix can be obtained. Mathematically, the problem is reduced to finding the limit of F(dN as N — m while a — 0 in such a way that the Product Na = 0, a ftnite conslant designatzng the accunzulated amount of shear. It turns out that this limit is simply , where F, is the matrix whose elements are the coefficients of a in the F(a) matix. Application is made of the present treatment to a fcc crystal of Perlrzalloy compressed on the (110) plane and contrained to elongate zn the [112] directzon. In addition, it is shown that one rnay readily obtain from the general analyszs the well-known formulas relating elongation, amount of glide shear, and amount of lattice rotation for crystals deforming by single and double slip under tension. however, they were mainly concerned with proving that slip occurs on {111}(110) systems in fcc metals. The present general treatment arose out of recent investigations of magnetic anisotropy in cold-worked Fe-Ni alloys6 as well as some related problems in strength anisotropy of single crystals.' Detailed application of the general analysis will be provided in the case of a Permalloy single crystal compressed on the (110) plane and constrained to elongate only in the [112] direction. It will be seen that, as expected, the small strain approximation leads to significant errors after moderate straining. It will also be shown that the present general treatment yields the formulas of Mark et al. and of v. Goler and Sachs in those specific cases. An investigation of the factors af-fec.ting the inter-zonal flow of fluids in the casing-wellbore annrc1rt.s of an oil or gas ivell is presented Laborntory tests revealed that failure of the caring-cement bond allows communi-cation of fluid at pressure differentials near 1.000 psi. Perforating with a 11011011: carrier gun does not shatter or crack the cement sufficiently to allow communication through these cracks and does not seriously affect the casing-cement bond failure pressure. The pressure to cause communication at the casing-cement bond can he increared to 3,000 psi by. limiting pipe deformation during cementing and subsequent operations. Communication can be prevented, however. up to pressures sufficient to cause the cement to fail or the casing to col-lapse, by attaching to the casing a seal ring of deformable ruhber molded between two steel flanges. When installed, one flange is attached rigidlv to the casing to serve as back-up for the gasket While tile other flange is movable. To date, these gasket seal rings have been field-tested in 27 Wells. Althotrgh communication has been noted in two wells, inter-zonal flow has been prevented in other wells in the same area by installing more seal rings between the communicaring zones. INTRODUCTION The inter-zonal flow of fluids behind casing cemented in oil wells during normal production or stimulation operations is a major operating problem. If it cccurs during production operations. it can seriously limit the pressure to which a reservoir may be depleted without harmful invasion of unwanted fluids. If it occurs during stimulation operations, it may preclude the possibility of stimulating the desired zone. This communication can be caused by failure of the bond between the casing and cement, failure of the bond between the cement and formation, or failure of the cement itself. This paper presents the results of an investigation of factors affecting com-munication at the casing-cement bond and methods which aid in preventing it. LABORATORY INVESTIGATIONS The laboratory tests performed in this study were divided into three phases. The first phase consisted of tests to determine if perforating would shatter and crack the cement sheath so severely that communication would occur through the cement itself. The second phase consisted of tests to determine more precisely the cause for the casing-cement bond failure. The third phase consisted of tests to evaluate the effectiveness of various de-formable seals attached to the casing in preventing communication. EFFECT OF PERFORATING, The effect of perforating was invest~gated in tests performed with apparatus shown on Fig. 1. Cement was poured into the annulur space hetween 5%-in. casing and 8%-in. casing and allowed to cure for 72 hours. The apparatus was then perforated with a hollow carrier gun containing eight duPont 26-A shaped charges. Bull plugs were placed over the perforations in the 8 5/8-in. casing and hydraulic pressure was applied inside the 5 1/2i-in. casing. The pressure to cause fluid communication past the cement sheath was observed and termed the "bond failure pressure". Several different cement compositions were included in these tests, the results of which are shown in Table 1. In Tests 1 through 4 of Table 1, bond failure occurred at- the inter- .

Radioactive; tracer techniques we?-e used to study solute distvihutions along llze specimens and irmpurity substructures, as functions of the conditions growth. The results have heen mzalyzed using Burton, Prim, and Slichter's tnodel for the solute disty-ihution in the liquid ahead of an advancing solid-liquid interface. DECANTING techniques have been used to establish criteria for the formation of impurity substructure during solidification in several alloy systems An analysis equating the appearance of impurity substructure with the incidence of constitutional supercooling was developed,= in which diffusion was assumed to be the predominant mode of solute mixing in the liquid. Substitution of experimental data into the equations derived from the diffusion analysis gave reasonable values for solute diffusivity in the liquid. However, in these investigations solidification rates of 10 cm per hr and over were used, to minimize the effect of natural conection, whereas for crystals of high perfection lower solidification rates are needed, usually between 1 and 5 cm per hr. A knowledge of the conditions under which impurity substructures will be formed at low growth rates, and the degree of segregation to be expected, is therefore of interest. In the present investigation, radioactive-tracer techniques have been used to study the effect of growth rate, initial solute concentration, and size of specimen on the formation of substructure in uni- directionally solidified rods of dilute silver in tin alloys, over a range of growth rate between 0.5 and 10 cm per hr. Criteria for the formation of substructure were established by auto radiography. This was believed preferable to the decanting technique, for the relationship of the structure on a decanted interface with that of the freezing interface is not clear, since a layer of liquid is left on the surface following decanting.' The effect of substructure on the distribution of solute along the rods was also investigated. EXPERIMENTAL The procedure for sample preparation has been described in detail by einber. Alloys were prepared from tin of 99.999 pct purity and silver of 99.99 pct purity. A"', an emitter of both y and 0 radiation, was used as tracer. Samples of the alloys were drawn up into silica tubes with inside diameters 0.5 or 2 mm, remelted in a horizontal furnace, and solidified at controlled rates. A few centimeters of the samples were left unmelted for a measure of the initial concentration. Total sample length was approximately 20 cm. The temperature gradient in the furnace was kept constant at 36°C per cm in the region corresponding to the melting point for tin. To find how well this corresponded to the actual temperature gradient in the melt, a thermocouple of 38-gage wire was electrically insulated with a thin layer of Sauereisen cement and placed within one of the 2-mm-diam tubes, which was then filled with tin. The maximum diameter of the coated wire was 0.5 mm, the bead of the thermocouple junction being no larger than the diameter of the wire. THE concept of alloying to increase the strength of metals originated during the bronze age. However, at the present time there is no single theory capable of explaining all of the observed strengthening effects of alloying elements on the mechanical properties. In general, it may be said that solid solutions are stronger than the pure metal and that the strengthening effect increases with increasing alloy content. Various theories for solution hardening have been proposed, the first of which was presented by Rosenhain who suggested that the alloying elements roughened the slip planes, thereby requiring a higher stress to initiate slip. Recent work by French and Hibbard2 confirmed Norbury's3 conclusion that those alloying elements which cause a greater change in lattice parameter have larger effects on hardness. However, a given change in lattice parameter produced by different alloying elements does not cause the same change in hardness. A further refinement was suggested by Dorn, Pietrokowski, and Tietz4 who considered differences in valence between the solute and solvent with the change in lattice parameter to explain the plastic properties of aluminum alloys. Allen, Schofield, and Tate5 further investigated the valency contribution to solution strengthening by testing some copper-base solid-solution alloys having constant electron densities. Tensile tests performed on these alloys gave identical stress-strain curves even though the atomic size effect, which varied by a factor of two, was neglected. The advent of dislocation theory6-8 provided a new and powerful tool capable of explaining many phenomena of plastic deformation and indicated new approaches to solution hardening. The basic con- cept of recent theories is that solution hardening is not due to stresses associated with randomly dispersed solute atoms, but rather to a nonuniform distribution of the solute. This conclusion was reached by consideration of the effective tension present on each dislocation line and the ability of a dislocation to pass an obstacle. cottrell suggested the possibility that the internal stresses due to randomly distributed solute atoms would offer essentially no resistance to the passage of dislocations. He reasoned that an edge dislocation may be considered as a rigid line discontinuity. As the dislocation moved through a crystal, the random stress fields would be equally distributed along its length. Since half of the stress fields would be acting to move the dislocation forward and the other half trying to move it back, the net effect on the dislocation would be zero. Thus the randomly distributed solute atoms would not contribute appreciably to solution strengthening. Mott and Nabarro10 considered the dislocation as a flexible, rather than a rigid, discontinuity. They obtained a simple model for a dislocation moving in a lattice having precipated particles, where the dislocation would actually bend around the obstacle until it would loop back onto itself to rejoin and then continue onward. Their work indicated that the minimum radius of curvature of the dislocation line, under the action of an external stress and in the region of an internal stress, would be such that the dislocation would be unable to pass through a matrix containing small closely spaced precipates by the looping process. The dislocations would tend to remain rather straight, approaching the condition of Cottrell's rigid dislocation. Hence, the strengthening must not be due to random solute atoms; however, it might be due to the concentration of atoms, either as clusters of like atoms or as short-range ordered regions, or to the concentration of solute atoms around dislocations. A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigations beginning with No. 4251, of which this is the fifteenth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by halt townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 halt-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The Descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each halt township is given with the discussion covering that area.

The coal producers of the Rocky Mountain states have led in one of America's true industry revolutions - the leaps in productivity and competitiveness that deliver coal-fired electric power to the U.S. economy at prices that are the competitive envy of the world. You are a primary reason the average price of industrial power in the U.S. - the power that creates and upholds jobs - is: ? 10 percent below the French average, where nuclear power is dominant; ? 37 percent below the average for industrialized Europe; ? 49 percent below the German average, where subsidized coal and nuclear rule; ? And 73 percent below the Japanese average where nuclear and liquified natural gas dominate. There are interests ambitious to change all of that; and they will be a subject of my remarks, some by name, rank, and affiliation. Coal-fired power plants in the Rocky Mountain states deliver some of America's lowest cost electricity; and America's coal-fired plants deliver some of the world's lowest cost electricity. Represented here in one room are producers from states that deliver more than 40 percent of America's coal and five of her top 10 producing states. You are cornerstones of America's economic strength and future growth. The theme for this meeting is "The Many Partnerships of Coal;" and, in this keynote, I'd like to offer a variation on the theme. I'd like to discuss a determined partnership that is dedicated to overturning everything you have accomplished, plus the structure of our society - very dedicated, very patient, very determined. This partnership masks itself as being in the public interest but behind the mask a political alliance of three distinct private interests can be seen: ? One is ambitious for economic reward as a right and without the trouble of effort; ? One is ambitious for economic advantage in trade without the trouble of competing; ? And one is ambitious for the power to govern people without the trouble of winning consent in elections - to change the way other people choose to live in accord with their own passionately held beliefs. The international agreement on climate is being used as an artifice to advance these interests, and the interests are making the United Nations a mechanism for achieving those objectives - for turning the screw, so to speak. The President that Americans elect this year soon will come under intense pressure from these partners to: ? First, quickly adopt policies that will raise U.S. energy prices and restrict use under the climate agreement; ? And in 1998 - if they follow their own published plans - to begin the subordination of the independence of the United States to a collective sovereignty in economic, political, legal and other matters. The Worldwatch Institute inaugurated this pressure last year with a policy monograph entitled Partnership for the Planet: An Environmental Agenda for the United Nations. This is but one indicator of the situation I ask you to consider. The pressure will increase after the election. Worldwatch is one of those intellect-oriented "public interest" groups whose work often leads to policy proposals and debate. Worldwatch gets money from the U.N. Population Fund and the MacArthur Foundation among others. And so my remarks require wading waist deep into one of the more sporting current propositions of American public policy - discussion of ambitions for and within the United Nations to achieve that which the ambitious call global governance. "Mining plays a key role in the development of modern civilization as a source of essential raw materials and provider of essential fuels, producer of jobs and a factor in support of the international balance of monetary payment (Camm, 2014). Professionals in mining locate, develop, design and manage ore deposits in an environmentally safe and profitable manner. As mineral deposits become increasingly scarce, new challenges face the industry. A current trend is to an increased emphasis on underground mining techniques for deeper deposits. Operations are safer now than before as companies understand better their work environment and the importance of mining responsibly.A continual challenge for the industry is accurately reflecting the costs and selling price of ore. An enduring characteristic of mining is the situation where the market typically determines the price of a commodity; the main control a company has on the bottom line is to control the cost of production.An attempt to bring light and clarity to the cost of their business will give a better idea to investors on the true profitability of the mining business. Gold producers face this struggle to accurately reflect the cost of production while also seeking to attract the interest of the investment community (Hill, 2013). In order to have a consistent format to report on their production costs, leading gold producers, through their alliance inside the World Gold Council (WGC), worked on the adoption of a new cost framework: the all-in sustaining cost (AISC) and all-in cost (AIC).Since 1996, the traditional cash cost reporting has focused only on the mining and processing costs incurred in mining an ounce of gold, which included the costs of goods sold (labor, energy, and consumables costs) and royalties (Table 1). But cash cost reporting ignores many important aspects, like sustaining capital, general and administrative expenses and site rehabilitation at the end of the mine life (Whelan, 2013). The cash cost was used to attract many investors into the business. In fact, the high gross margin (sales minus cash costs) has been promoted in past decades by the industry instead of the net or operating margin. As a result, even when the gold price was high, nearly $61/g ($1,900/oz) in August 2011, gold producers were not reporting excessive profits in their cash flow/income statements, to the disappointment and incomprehension of investors (Milstead, 2014). The truth was simply that the other costs omitted in the traditional cash cost were reducing the apparent profits.The disconnect led to a need for more accurate cost reporting in order to win back investor confidence and provide better understanding of gold mining economics. In 2012, the senior gold mining companies, including Gold Fields, Barrick Gold Corp. and Newmont Mining Corp., worked with the WGC to develop a new measure. This resulted in the June 2013 publication of the new framework AISC and AIC, which has been widely embraced by the sector since Jan. 1, 2014 (WGC, 2013).The adoption of the new cost template would have the dilemma of showing the real profitability of gold mine properties, which might alleviate taxes from governments and legislators, but it might also scare off investors toward more lucrative industries if not winning back their confidence."

This article revisits global projections made in 1981of eight metallic and fertilizer minerals for the year 2000. The objectives here are to quantify the differences between the projected and observed levels of consumption for the year 2000 for eight of the 26 nonfuel minerals covered in the earlier study. An attempt is then made to attribute these (often) large differences to the major determinants of minerals demand — income, technological, regulatory and other policy changes, and changes in the recycling rates of the metallic minerals. The eight minerals covered are aluminum, copper, iron, mercury, nickel, phosphate rock, potash and tin. This summary article presents the actual population, gross domestic product (GDP) and per capita GDP changes from 1970 to 2000, compared with the projected rates for these important determinants of mineral use, along with the observed growth rates of minerals consumption for the eight nonfuel minerals included in this study. When the projections are compared with the observed global consumption levels for the year 2000, the differences range from +43 percent for nickel to +229 percent for potash.

R. G. K. Morrison (Chairman, Dept. of Mining Engineering and Applied Geophysics, McGill University, Montreal, Que., Canada) - The discing of drill core has been a recognized pressure phenomenon for many years but only recently has an interest been taken in the mechanism involved. The work of Jaeger and Cook is referred to in the text. The authors have now advanced the study to establish, within certain loading limitations, a direct relationship between axial and radial stress at failure. This is an important contribution. In mines generally, where pressure conditions result in the spalling of openings, the faces of drifts and crosscuts, on scaling, usually show a concavity with respect to the opening very similar to the face of the drill hole after the separation of the stub. The same holds for shaft sinks. This suggests a similarity between the mechanism of the discing of core and that of the spalling of an opening, under pressure, to develop a more stable outline. The methods of burst control treated in the authors' very informative paper have been applied in the Ruhr Coalfield, Germany, for more than 20 years and have proved to be highly effective. It might be interesting here to mention a few experiences: • The symptoms of critical stresses when drilling with small diameters ("test drilling") are essentially the same as described. However, we consider the situation safe if these symptoms occur beyond a certain distance ahead of the face. • That safety distance equals three times the seam thickness plus the daily advance. It is the total seam thickness that counts, not merely the mined portion. • Critical stresses within the safety distance are dissolved by so-called destressing measures: drilling with heavier equip¬ment, blasting, or water infusion. • To avoid bump initiation, the destressing operations should begin at the sides of the stressed zone rather than in the middle. • As to water injection, there are two different principles. If the situation is critical already, high pressures are applied for hydraulic fracturing. If the stresses still allow to drill deep holes, the fluid pressure is kept low and acts for a longer time. This is to make the coal break successively instead of violently - a long-term precaution. • When the stresses are very high, destressing is the most appropriate means. We mostly drill with 95 mm-diam (3.7 in. - diam). The techniques in detail are somewhat complex and sub¬ject to modifications. But the general idea is to accomplish burst prevention by controlling the potential burst situations.

THE manufacture of Portland cement on a commercial basis dates back to the year 1824, when Joseph Aspidin, of Leeds, patented his process. It was, however, only within the past 25 years that the cement of to-day commenced its history, and during that period manufacturers have constantly tried to improve the grade of cement.The introduction of the rotary kiln at the opening of this century was the starting point of rapid development in the process of manufacture, and in the quality of the cement produced.Following on the rotary innovation came the wet process. This at first was used only where the raw materials were of a soft nature; but to-day nearly all classes of materials can be treated by this method. Oompared with the dry process, it allows for greater refinement of raw materials, more intimate mixing, better chemical combination, and economy in fuel. Taking advantage of this, the manufacturers in England and America are in a number of cases substituting the wet for the dry process.Subsidiary machinery throughout the factories, such as crushing and grinding mills, have also been vastly improved. The chemists, too, have done their share in the work. Long and careful research has proved the necessity for accurate proportioning of raw materials, thorough mixing, and very careful burning. All these factors combined have given us the product of to-day, which is consistent within very narrow limits, and far superior to that of the beginning of this cement era.

In cooperation with Cyprus Twentymile Coal Co., researchers from the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, conducted a study at the Foidel Creek Mine, an underground coal mine near Oak Creek, CO, to evaluate the stability of underground working conditions as a longwall advanced through a series of backfilled cross-panel entries. Instruments installed in the cross-panel entry pillars, backfill, longwall panel, and adjacent headgate entry were continuously monitored by a computerized data acquisition system as the longwall approached and advanced through the backfilled section of the panel. Data collected from these instruments were analyzed to determine the magnitude and direction of the secondary principal stress changes ahead of the longwall face, deformation and closure of the headgate entry, and stability of the cross-panel entry pillars and backfill. A three-dimensional, boundary element model was calibrated to accurately predict mining-induced stress changes and the distance they occurred ahead of the longwall face. As the longwall advanced through the backfilled entries, most of the mining-induced load was supported by the cross-panel entry pillars. The backfill provided stability for the roof and floor of the in-panel entries and also confined the entry pillars significantly improving their load-carrying capacity. Comprehensive information derived from backfill material property tests, instrument data, underground observations, and numeric modeling results document the safety and stability of the 8-Right mine through and should provide beneficial case study information for other longwall backfilling applications in the future.

Smelter slags contain valuable metals such as Co, Ni and Cu in proportions of less than 1 wt% along with about 40 wt% of Fe and 15 wt% of Si. Although aqueous SO2 is a versatile lixiviant for transition metals, dissolving the slag in aqueous SO2 produces solutions in which Co and Ni concentrations are lower than that of Fe due to the low metal/ Fe ratio in the slag. To develop the options for increasing Co and Ni concentrations the solubility of slag in aqueous SO2 was studied experimentally and theoretically using OLI, a software package for simulating electrolytes chemistry. The modeling results correlated well with experimental results. The model suggested that the species dominating the system was FeSO3, which would precipitate out as FeSO3.3H2O when the concentration of Fe+2 reached 1.22 molal and the concentration of S032- was beyond 1.4 molal. In the experiments the influence of pH and solids loading were studied. The leach solution obtained after dissolution of slag at 50% solids loading had a pH of 1.85. On raising the pH to 3, precipitation occurred. Analysis of the solution collected after the addition of alkali showed over 50% reduction of Fe, Co and Ni. XRD analysis revealed the precipitate to be of amorphous nature due to the silica present. The analysis confirmed that the precipitate was mainly FeSO3.3H2O. The paper also discusses the potential impact of the slag on the environment.

A. MALINOVSZKY,* Belleville, Ill. (written discussion?).-I have been very much interested in Mr. Dolman's paper. We all realize, I think, that this question of developing our home industries and support-ing the new industries which have developed during the great war is very important at present. Mr. Dolman has well shown the quantity and quality of the raw magnesite in the United States, and the commercial and industrial possibility of our home magnesite and I believe, with him, that our home industries should receive adequate protection. There are two reasons, however, for believing that this may be difficult. One reason is that much American capital is invested in the Austro-Hungarian magnesite industry. The raw magnesite can be quarried and prepared for the market in Austria with much cheaper labor expense than in the United States; large deposits which are very easy to quarry and good transportation facilities also contribute to the cheapness of production. The second reason is the old saying that the magnesite found in the United States is not of the same quality as the Austro-Hungarian mag-nesite; this I doubt. Even if the magnesite found here does not in a raw state equal the Austro-Hungarian, it can be synthetized so that the finished article will have the same properties as the Austro-Hun-garian finished magnesite refractory possesses. Thaw magnesite from Greece is not the same as the. Austro-Hungarian, but it has linen demon-strated that a good refractory can be made from the Greek product.

DuRing 1931 Peru lost its place as ninth among the oil-producing countries of the world, to Argentina, and even in tenth place its production only slightly exceeded that of Trinidad. The preliminary figures for 1932 indicate that Peru will lose tenth place for that year to Trinidad. The production in barrels of the three coastal fields of Peru during the past three years was as follows: In addition to this crude production, the International and Lobitos companies produced approximately 770,000 bbl. of casinghead gasoline during 1932. There was no outstanding development in the oil industry in Peru during 1932; activity in the fields was very much restricted due to curtailment of production and the low price of oil. The potential production of the property of the International Petroleum Co. Ltd. greatly exceeded the actual production. By the beginning of 1932, a total of 2348 productive wells had been drilled on the property of the International, of which 547 had been abandoned, leaving 1801 productive wells at that' date. These wells cover a total productive area of approximately 13,500 acres. The crude produced has an average gravity of 37° to 38° Be. The Lobitos crude is of approximately the same gravity. The earliest oil pool developed in the Peruvian Coastal area is now more than 40 years old and is still producing. The major development in the area took place between 1920 and 1930. Production at the present rate can be maintained for 10 years or more.

Several large quarrying projects recently occurred in Miramar, Florida. These were closely monitored by the Seismologist of Record and Broward County in accordance with County and City regulations. In addition to this monitoring, the City of Miramar employed The Pepper Engineering Group, Inc., to provide additional spot check monitoring and to review the records of the other two parties on a routine basis. Broward County ordinances require that the location of each shot and the nearest protected structure be recorded along with seismograph measurement of each shot at the nearest protected structure. The positions of the blasts and nearest protected structures were determined using GPS. The blast vibrations were measured by seismograph. Over 600 shots, which are the subject of this study, were measured both by the County, the Seismologist and, on many occasions, The Pepper Engineering Group. As such, the vibration data was constantly cross-checked for consistency. The blasting contractor also provided blast designs for each shot. In this paper, the measured vibrations are plotted in terms of Resultant Peak Particle Velocity (RPPV) versus Scaled Distance (SD) on logarithmic scales. The data curves are fitted with least squares and upper 95% and 99% prediction limits are provided. Equations are presented to predict the RPPV based on scaled distance and prediction level using power fits. Statistical information concerning the derivation of the various limits is presented. The raw data used to develop this paper, along with other information concerning the shots, will be posted on the Internet for use by other researchers.

The methods of burst control treated in the authors' very informative paper have been applied in the Ruhr Coalfield, Germany, for more than 20 years and have proved to be highly effective. It might be interesting here to mention a few experiences: The symptoms of critical stresses when drilling with small diameters ("test drilling") are essentially the same as described. However, we consider the situation safe if these symptoms occur beyond a certain distance ahead of the face. That safety distance equals three times the seam thickness plus the daily advance. It is the total seam thickness that counts, not merely the mined portion. Critical stresses within the safety distance are dissolved by so-called destressing measures: drilling with heavier equipment, blasting, or water infusion. To avoid bump initiation, the destressing operations should begin at the sides of the stressed zone rather than in the middle. As to water injection, there are two different principles. If the situation is critical already, high pressures are applied for hydraulic fracturing. If the stresses still allow to drill deep holes, the fluid pressure is kept low and acts for a longer time. This is to make the coal break successively instead of violently - a long-term precaution. When the stresses are very high, destressing is the most appropriate means. We mostly drill with 95 mm-diam (3.7 in.- diam). The techniques in detail are somewhat complex and subject to modifications. But the general idea is to accomplish burst prevention by controlling the potential burst situations.

Coal mining in the State of Washington offers many interesting problems for the mining engineer, due to the varied physical conditions occurring in different fields, and often in the same mine. The different coal seams worked in the same mine commonly require different mining and transportation methods for economical operation. The coal measures have inclinations ranging from 5' to vertical, and in the same mine the dip of the coal may vary from 30' to 50 . In all fields, the seams are extensively faulted, folded, and sheared. The quality of the coal produced ranges from brown lignite to bituminous coking coal, the following being typical analyses: Very little of the coal contains as much as 0.75 per cent. sulfur. The brown lignites occur mostly in Lewis and Thurston Counties, and as a rule are very cheaply mined. This coal has been successfully used in locomotives of the Oregon & Washington Railroad, after equipping them with specially designed fireboxes. The sub-bituminous coals occur in all the coal-mining counties. Their cost of production varies widely, according to the character of the formations, the pitch, and the wall conditions. This makes a fairly good steam coal, but the lump is used mostly for domestic trade, after grading into lump, nut, and pea. The coking coal is used for making coke, and for locomotive and other boiler fuel. It yields a strong metallurgical coke, quite high in ash, though seldom exceeding 18 per cent. ash. Two types of flammability limits have been measured for various dusts in the Fike 1-m3 (1000-L) chamber and in the Pittsburgh Research Laboratory (PRL) 20-L chamber. The first limit is the minimum explosible concentration (MEC), which was measured at several ignition energies. In addition to the three dusts studied previously (bituminous coal, anthracite coal, and gilsonite), this work continues the effort by adding three additional dusts: RoRo93, lycopodium, and iron powder. These materials were chosen to extend the testing to non-coal materials as well as to a metallic dust. The new MEC data corroborate the previous observations that very strong ignitors can overdrive the ignition in the smaller 20-L chamber. Recommendations are given in regard to appropriate ignition energies to be used in the two chambers. The study also considered the other limiting component, oxygen. Limiting oxygen concentration (LOC) testing was performed in the same 20-L and 1-m3 vessels for gilsonite, bituminous coal, RoRo93, and aluminum dusts. The objective was to establish the protocol for testing at different volumes. A limited investigation was made into overdriving in the 20-L vessel. The LOC results tended to show slightly lower results for the smaller test volume. The results indicated that overdriving could occur and that ignition energies of 2.5 kJ in the 20-L vessel would yield comparable results to those in the 1- m3 vessel using 10.0 kJ. The studies also illustrate the importance of dust concentration on LOC determinations.

Points out differences between the new, more liberal, law passed by the Colombian Congress and the law passed in 1919, gives a few facts about the pipe-line concession granted to a Canadian company, and tells of new drilling developments. PROBABLY the most important development in the Colombian oil situation during the past year was the passage by Congress of a new petroleum law, which went into effect Jan. 31, 1923. The principal points of interest in which this new law changes or improves the previous one are as follows: Law 120 of 1919 provided that one person or corporation could not acquire more than three exploitation zones. of 5000 ha. each, and royalties were based on a sliding scale, to wit: 6 per cent. royalty on lands 400 km., or more, from the ocean; 8 per cent. on lands 200 but not over 400 km. from the ocean, and 10 per cent. royalty on lands located less than 200 km. from the ocean. Rentals were fixed at 10 centavos per hectare for the first year; 20 centavos for the second year; 50 centavos, third year, and $1 (one peso) yearly thereafter. Under this law the term of the lease was fixed at 20 years and, at the discretion of the government, could be extended for 10 years additional. After the expiration of the lease and its corresponding extension, the machinery and other material placed upon the property would vest in the government. A bond of 20,000 pesos was also required of the lessee to guarantee faithful performance of his contract.
