THE Anthracite Division, Bureau of Distribution, of the United States Fuel Administration, came into existence about Oct. 20, 1917. There had been no definite policy determined upon and the distribution had been carried out by the producers and distributors of this fuel as under normal conditions. The domestic sizes had been shipped from the beginning of the coal year on Apr. 1 in about their usual proportions to the various sections of the anthracite consuming territory of this country, which, in a general way, extended as far west as Nebraska and Montana, and in the south along the Atlantic seaboard to Florida. With the advent of cold weather, about the middle of November, acute shortages commenced to develop all over the northeastern section of the country, due to largely increased demand by the public in general, to enormously increased population in centers where industrial war activity was concentrated, and by the needs of the war industries themselves. Commencing with the early part of December, this demand was aggravated by extreme low temperatures and heavy snow; and the production decreased for the same reasons. From that date until the change in the weather, about the latter part of February, it was simply a question of getting coal into communities as emergencies occurred, to take care of individual cases. No definite plan of distribution could be followed. The coal mined between Apr. 1 and Nov. 1 had been distributed as mined and, therefore, only current production was available for distribution. The Anthracite Division, during this period, consisted of a Director, two assistants, together with an office force of seven or eight clerks and stenographers.

It is evident that, as the size and weight of cars have increased, the demands on the cast-iron car-wheel have become more and more severe. Fortunately, the factor of safety in the cast-iron wheel, as originally made, was so large that it was only when freight-cars approached the capacity of from 80,000 to 100,000 lb. that the question of wheels began to give some anxiety. A moment's thought will show that, as freight- and passenger-cars have increased in weight and size, a much greater duty is required of the same eight wheels than was formerly the case. In other words, although the cars have increased in capacity from 15 tons to 50 tons each, the number of wheels under a car has not been generally increased. It is true, some cars have been equipped with 12 wheels, but this construction is not the rule. Hence the duty which the wheel must perform has become much more severe, and although it was clearly able to stand some increase, there must evidently be a limit somewhere which cannot be exceeded. Meanwhile, it is the part of wisdom to make better wheels if possible, and accordingly, no little study is now being devoted to the requirements for cast-iron car-wheels; and modifications are being made, both by increasing the weight of the wheel and by improving the quality of the metal of which it is made. During the last few years, one of the great problems in the milling of all ores has been that of grinding. This subject involves not merely the cost of the operation, but also the selection of the proper degree and character of grinding to yield the best metallurgical results on the given ore. Considering the diversity of machinery, one is led to wonder at the variety of grinding methods employed, even when realizing that metallurgy demands varying products. In an attempt to investigate the relative grinding resistances of a number of ores now being milled in this country and Alaska, the manage-mxitofthe Portland mills requested Samples of average mill-run of ore from various companies. The request met with a ready response, indicating the desire of all operators to gain information on the subject. The difficulties involved in this investigation were numerous, lack of time for outside problems during this strenuous period being a serious one. Also, we were unable, in the time, to obtain a correct 150-mesh screen; in the screen analyses tabulated and plotted herewith, the 150-mesh screen was used merely to protect the 200-mesh screen, not to ascertain points on the curves. The experimental grinder was a small iron tube-mill, 8 by 121/2 in., in which was placed a definite number (74) and weight (3450 gm.) of 3/4-in. steel balls, 1 Ib. water and 1 Ib. ore. To obtain uniform conditions, each ore was first crushed and screened, and from the sized products a "standard feed" was artificially prepared, the same standard being adopted for all tests in that particular series. FRIENDS of the late Charles F. Rand presented in 1930 a sum of money from which the income is available to support various phases of the work of the Institute in which Mr. Rand was so deeply interested. At present the fund amounts to $10,900. The specific terms of the deed of gift are as follows: "The fund collected to establish a memorial to the late Charles F. Rand shall be placed in the custody of the Board of Directors of the American Institute of Mining and Metallurgical Engineers, to be set up as a trust to be known as the `Charles F. Rand Foundation,' the income of which shall each year be applied to a distinct purpose to be decided upon in that year by vote of the Board of Directors. This purpose shall be such as to promote the general welfare of the Institute and to constitute a permanent memorial of the usefulness of Mr. Rand, who for many years gave unstintingly of his time and talents in its service. "It shall be within the discretion of the Board of Directors to establish a medal to be known as the Charles F. Rand Memorial Medal to be awarded at such a time and under such rules as may be determined by the Board of Directors, for Distinguished Achievement in Mining Administration." The establishment of this medal was announced at the annual meeting in February, 1932, the term "mining" being defined in its broad sense to include metallurgy and petroleum. The In order to mine safely with reasonable cost, it is necessary to research the fracture characters of backfill and its matches with rock mass. Four kinds backfill with cement-tailing ratio of 0.250, 0.125, 0.100 and 0.083 respectively were tested, and basing on stress-strain curves tested, the deformation characters and fracture laws as well as the damage constitutive equations investigated with damage mechanics whose calculating results are coincided with experiment results well were proposed. The results of damage analysis show that there have different damage characters in different backfill, e. g. the lower the ratio of cement to tailings the lower the damage values when stresses reach to peak value; the lower the content of cement the more rapid in damage and the more abrupt in breakage process. In addition, using catastrophe theory, an energy model was proposed for backfill and rock mass acted each other in mechanics, and the unstable condition of the system was obtained. Research results show that the higher is the stiffness of rock mass the more stable the system, and the lower is the ratio of cement to tailings, the more unstable the system will be. Further more, according to the catastrophe model proposed, the reasonable matches between backfill and rock mass were researched, and a calculation formula that designs reasonable strength of backfill during mining was put forward. It has been proved by practice that the model and theory researched in this paper can guide filling design in mining. One of the primary areas of computer application in mine ventilation has been the analysis of mine ventilation networks. A variety of network analyzers that are aimed toward the solution of flows in a given network has been developed. These programs typically use the Hardy Cross or other iterative algorithm for solution of any network, even those that are complex. The computer software has become more efficient and sophisticated over time and has thus been widely adopted for ventilation network analysis. One of the shortcomings of these programs is that they have been developed with the idea of analyzing the ventilation requirements at a single point in the lifetime of a mine. This provides the ventilation engineer with an important tool for analysis but falls somewhat short of providing a convenient means to economically com- pare alternative methods for ventilating a mine. The program described in this paper provides such a tool. The principal concepts that were necessary for the completion of a computer program that analyzes ventilation alternatives is the capability of efficiently determining the ventilation requirements at a variety of times during the lifetime of the ventilation system and some method of analyzing the costs of the alternatives on a realistic comparative basis. To accomplish this task, the authors began using Penn State's mine ventilation simulator designated as PSU/MVS, Didyk et al. (1977a, 1977b) and added the necessary additional software to accommodate the need for multi-period, time-dependent analysis of the net- work. The software was then tested on a coal mine ventilation problem with a 23-year life. The problem points out the value of such a program for ventilation analysis.

THE PURPOSE OF THIS PAPER is to lay a foundation of elementary theory that might be useful in the discussions which it is hoped will be evoked during this Symposium. It is not my purpose to try to expound the details of the most complete theories as that would be impossible in the time at our disposal and, even if time were available, would probably be of less usefulness than a discussion of the principles underlying the advanced theoretical treatment. I shall try to discuss the fundamental bases for these advanced theories. There exists at the present time very much less need for a detailed description of complete theory than existed when this Symposium was being organized. The reason for this is that a series of papers by L. R. Underwood has been appearing in the magazine Sheet Metal Industries. It is understood that this series will he published soon in the form of a book. Dr. Underwood's articles are complete, critical and well written and it would be hopeless to try to do better in less space. The need, then, is for a brief treatment of basic theory. The objective of any theory of plastic forming- is to enable one to calculate the force and power requirements for the process, and where the deformation is not uniform, to calculate the distribution of strains- In the formed object. We need as the basis for the calculation the relationship between stress and strain in the metal, particularly for the combination of stresses imposed by the forming process. We need to know the stress-strain curve for some simple state of stress, and we need in addition some theory

These notes are based on observations made while on a recent trip through the West, for the purpose of studying the practical operation of the ball-mill. The writer takes this opportunity to express his thanks for courtesies extended at the many plants visited as well as for the valuable data received: While there are several types of ball-mill on the market, particular attention will here be given to the diaphragm type, as the open-trunnion type, especially the conical mill, has been thoroughly discussed in the Transactions. There is a prevailing impression that the ball-mill is a recent development; however, ball-mills were used extensively in Montana and other western states for crushing ores for concentration as far back as 1808. Its present prominence is due in part to its recent successful application by one of the large copper companies. Without any reference to dry grinding, the first successful ball-mill for wet crushing, which is still in operation, was built 10 years ago.l This mill, designed by Erminio Ferraris for crushing Sardinian ores for concentration, is of more than passing interest. It embodies the peripheral discharge with grates, large forged-steel balls, and the principal features of the modern ball-mill. The results approach present-day practice, the chief differences being that the mechanical construction has been improved in the modern types. Cyprus Shoshone is an underground coal mine in southern Wyoming owned by Cyprus Coal Company, a subsidiary of Cyprus Minerals Company. To date, seven longwall panels have been extracted from the pitching seam under increasing depth of cover from 150 ft to 1200 ft. The purpose of this paper is to describe the geology, rock mechanics needs identification, design, testing and successful application of the current headgate/tailgate cribbing system. The immediate roof of the Shoshone is unique in that the first 50 ft of lithology is interbedded mudstones. The mudstone is slickensided, highly friable and has characteristics of unconsolidated fill relative to self-spanning and beaming abilities. Finite element modelling analysis of the overall geomechanical environment showed the mudstone to yield under applied longwall abutment stress. Roof bolt system design methodology also pinpointed the relative weakness of the mudstone roof. In-mine entry vertical convergence and weight response from the mudstone identified the need to design a crib which had superior weight capacity over a wide range of convergence. Design of a structure ensued to achieve the superior strength properties of wood parallel to the grain and the displacement properties of wood perpendicular to the grain. Testing of the prototype structure along with other alternative wooden cribs was done at the U.S. Bureau of Reclamation facility in the Denver Federal Center, Colorado. The test results verified the design. Crib placement pattern was chosen to maximize support with a confined core crib under the high convergence area. The design has been successfully installed in over 5,000 ft of headgate entry in the 11 left panel.

The optimal operation of the blast furnace depends considerably on the properties of the sinter fed into the furnace. As a result, the optimization of the sintering processes has a direct effect on the overall effectiveness of the iron making processes. In order to produce a good sinter special care needs to be taken in order to assure it has a good permeability and reducibility and it is able to retain these properties for a certain time. If the sinter starts to melt down early in the upper part of the blast furnace, where its solid state reduction is essential, permeability decreases, the gas channels get blocked, reductibility diminishes and serious problems may also follow. Among the factors that influences the above mentioned sinter properties are the oxygen potential and fluxing components. Nevertheless, their effect on the phase relations during sintering and sinter reduction conditions has not yet entirely clarified and confusion exists in literature. This quantification becomes even more important today where many new minor components such as Al2O3 and MgO enter the sinter through raw materials. This work quantifies the effect of oxygen potential and fluxing components such as alumina and magnesia on the liquidus and phase relations of the sinter primary melts in the iron rich portion of CaO-FeO-Fe2O3-SiO2 system at sintering conditions. This is carried out by the means of new type of industrial diagrams in the form of Fe/CaO vs. SiO2 that can directly help the optimization of the sintering processes.

The Bureau of Mines determined the kinetics of the reaction of titanium-iron alloys with titanium trichloride dissolved in sodium chloride to provide a basis for understanding the reactions occurring in metallurgical processes involving reduction of the metal halides or alloy refining in fused salts. The rate of the heterogeneous reaction was determined between titanium-iron alloys and titanium trichloride to elucidate the effects of alloy composition on the rate. Measurements were made in an inert atmosphere with a high-temperature thermobalance using high-purity reactants. The rates of the reactions were about 1 x 10-5 g Ti/cm2-sec, and the reaction was phase-boundary controlled. Titanium alloys of the body-centered cubic beta structure reacted faster than those with the hexagonal close-packed alpha structure. The inter-metallic compound, TiFe, reacted very slowly, whereas TiFe2 was inert. Alloys containing above 89 atomic percent iron gained weight by reacting with titanium species in the salt solution and depositing titanium in the alloy. The effect of TiCl3 concentration on the reaction rate was determined from 2 to 12 weight-percent TiC13 and at various alloy compositions. At high iron contents, above 50 atomic percent, the TiC13 concentration effect was small. At lower iron contents, the TiC13 concentration effect was greater for beta-crystalline alloys than for alpha-crystalline alloys. The temperature dependence of the reaction between titanium alloy containing 8.7 atomic percent iron and titanium trichloride was measured over the temperature range 1,062° to 1,220° K, and the energy of activation was 7.7 kilocalories for the reaction.

Linear mine-waste dumps at open-pit mine sites essentially represent expedient places to deposit large quantities of waste rock. Being in valleys in most cases, the effect of the water flowing through and out of the deposit often raises questions about their hydraulic behaviour and geotechnical stability, especially the zone of the downstream toe. In order to provide better tools to assess the behaviour of these dumps a laboratory and analytical study was conducted. Firstly, physical models were built to assess the flow capacity and hydraulics associated with the linear growth of such dumps. It was found that the elevation of the point of first-emergence on the downstream side becomes constant after the dump grows to a certain length, but that the upstream depth concurrently increases. The limits of applicability of the theories of Hansen et al. (1995, 2005) are discussed in this regard. Secondly, in analysing the seepageface downstream, two approaches for solving this spatially varied flow (SVF) problem were undertaken. Under one of the approaches links to SVF depths were merely made to the hydraulic heads of the body (interior) and flux was calculated using conventional surficial nodes after the fact, Under the other approach flux nodes were used to link the SVF algorithm to the hydraulic heads further ?inside? the body of the rockfill. Although there are inherent uncertainties, it was found that these two methods can be made to perform equally well. Research continues but it appears that a linear variation in depth can be assumed without inducing any unrealistic exit gradients in the zone of primary concern with respect to unravelling.

The object of this paper is to enlarge the field of settling velocities treated by me in my former papers, Close Sizing Before Jigging, and Sorting Before Sizing.' There seemed need of work both on coarser and on finer sizes. Messrs. A. Sidney Warren and M. L. Nagel undertook the investigation for the coarser sizes, from 12.85 mm. down to 2.05 mm. diameter. Their work, because of the closer spacing and because of the increased number of observations and consequent stronger averages, called for a revision of the former work. Messrs. G. A. Barnaby and Ralph Hayden undertook this part of the work, from 2.49 mm. down to 0.28 mm., which is near the limit of sifting. Their work covers the ground much more minutely and comprehensively than the former papers. There remained to be covered the portion of the field too fine for investigation with the sieves. This part, covering the range of grains from 0.48 to 0.03 mm., was undertaken by Mr. E. S. Bardwell. For it he used the elutriation method. 11. The First, or Coarsest, Section of the Field. The first desideratum in this investigation was a series of sieves for sizing the sands preparatory to making the tests. It became necessary, therefore, to decide on a sieve-scale for this purpose. This paper will review some methods used to manage geotechnical risk at Damang Pit Cutback. The pit depth is designed up to 250m with push back on the eastern and western walls of the existed and depleted Railway Cutback (RCB) pit. The geotechnical design was presented by SRK Perth, focussing on the optimisation of the bench face angle which finally evolved with ?steep slope strategy?; 24m at 800 and 24m at 750 on the eastern and western walls respectively. The east wall was designed strategically to optimise the proximity of the tailings dam to the final pit crest of the push back. The pit has experienced failure in the weathered profile transgressing through the transitional material into the fresh rock at different location of the east wall since development in July 2005. To ensure stability and to minimise ore loss, the east wall has been redesigned using 700 batter angles and reduced berm width of 4m compared to 800 and 8.5 berm width of 24m bench height. The paper will also discuss how slope failures to the east wall had been sustained, managed and monitored to enhance production. Emphasis is placed on slope management at Damang which includes the principles of wall control blast, visual inspection, slope depressurisation and the state-of-the art of slope monitoring using Autoslope automated prism monitoring. Future slope monitoring is considering the use of 3D Laser and Radar to provide early warning so that evacuation could be effected. The intension is to provide mine personnel the means to identify risk areas during mining activities.

Micropiles are routinely used in the United States for foundation support and stabilization of slopes. In recent years, several retaining walls have been constructed using micropiles in an A-frame type configuration to support temporary and permanent excavations at sites with limited access and limited right-of-way. Typical A-frame micropile walls consist of a row of vertical micropiles at the face of the wall and a row of battered micropiles extending into the soil or rock to be retained. The two rows are then tied together with a pile cap such that the front pile acts primarily in bending and the back pile acts primarily in tension. Because of tight right-of-way constraints at a residential site in Aspen, Colorado, it was not possible to construct the wall using conventional shoring systems or micropiles in the typical A-frame configuration. Rather, the wall was designed such that the row of battered piles was installed at the wall face and the row of vertical piles was installed adjacent to the property line behind the wall. As a result of the reverse configuration of the A-frame wall, FLAC, a two-dimensional, finite difference software program, was used to model the soil-structure interaction. The final wall design consisted of both temporary and permanent retaining wall sections with maximum heights of 26 feet. Inclinometers were installed in several piles to monitor the behavior of the retaining walls during and after excavation. This paper presents an overview of the design method, a discussion of construction techniques, and a comparison between the FLAC model and the measured behavior of the wall in the field.

SCOPE AND APPLICATION The rules cover the installation and use of electrical equipment in coal mines.- For generating stations, substations, lines, and equip¬ment aboveground, reference is made to existing rules covering such locations, viz, the National Electrical Code and the National Electrical Safety Code and any existing State or municipal regulations. The purpose of the rules is to set forth methods for safe electrical installation. In preparing the rules five basic measures for safe¬guarding the use of electricity in mines have been followed, viz 1. Remove the contributory causes of accidents or danger. 2. Remove from the vicinity of electrical apparatus all elements susceptible to the influence of electricity. 3. Keep the electric current where it belongs, if possible; if not, limit the area of its activity by protective devices. 4. Use a. large factor of safety in the selection, installation, and in¬ spection of equipment. 5. Have full control of the operation of electrically driven machines. This paper summarises research into the study of the control of flotation processes based on froth images. A review of the froth flotation operation background and the relevance and role of the froth phase are presented. The use of numerical image analysis techniques for the extraction of significant patterns from industrial flotation froths is discussed. First, the froth was analysed by the use of the multivariate image analysis (MIA) method to extract the spectral variation contained in a RBG image. The partial least squares (PLS) method was applied to develop an empirical model for the prediction of froth grade. The results of this application are illustrated using an industrial case study. Second, the froth was also analysed by grey-level co-occurrence matrix (GLCM) and wavelet transform analysis (WTA) to extract features related more to morphological aspects. Since there is useful information hidden in froth texture, these methods are used as texture descriptor to classify different types of froths. They also provide qualitative information on the changes in the visual appearance of the froth. The pros and the cons of those methods are highlighted. Third, a control strategy based on a froth structure indicator was developed and implemented on an industrial zinc flotation circuit. The feedback controller uses the reagent flow-rate in order to maintain the froth structure at its set point. Process improvements obtained from the implemented control strategy are highlighted. Finally, the feasibility of implementing a hybrid control strategy consisting in a froth structure supervision controller based on the froth concentrate grade estimated by MIA and recovery inferred by image analysis is discussed.

While the late 1960's are known as the years of the public recognition of impending environmental crises, the 1970's will be known as the decade of public concern for improving the quality of that environment. One of the major environmental concerns is the temporary disturbance resulting from coal surface or open cast mining. Increasing energy demands in the U.S., a doubling of electrical power consumption each decade during the present century and the projected needs for the remainder of the century are indications that coal surface mining as a major extractive industry will continue. Coal and lignite, prime energy resources and extremely abundant in these United States, in the face of seemingly limited gas, oil and uranium reserves, are both destined for expanded future use. Presently some extremely serious technological and environmental problems are associated with the development and use of nuclear power. It is true that the extraction and use of coal as an energy fuel poses disruptive problems for the environment, but the solutions to many of the problems are known or can he solved within a reasonable time framework Certainly our national well-being and continued survival as a free nation within the world community automatically dictate the continued use of the coal resource for energy. Concurrently, those engaged in coal surface mining, with the temporary disturbance of the land and water resources, must also realistically conclude that public concern for maintaining and improving the quality of the environment will not diminish. Although as ecological, economic, social and aesthetic elements of cost-benefits and human desires are more adequately understood, a more rational and reasonable public and governmental attitude hopefully will result.
