The members of the Institute living in the lower Mississippi Valley, I extend a hearty and cordial invitation to their fellow-members to meet with them nest October, in St. Louis. They believe that it will be a meeting of singular interest, inasmuch as the district in question can show in active production almost all of the more useful metals and non-metals. Perhaps too few know that the Southeast Missouri District, about 80 miles south of St,. Louis, and to which a special trip is planned, is the largest lead district in the world. It was that before-the European war, and, now that the production of lead has greatly increased abroad, and has correspondingly increased in the United States, this is one of the most interesting of all lend districts. The Powder River Basin (PRB) refers to the coal deposits located in southeastern Montana and the northeastern Wyoming counties of Campbell, Converse, Hot Springs and Sheridian (Wyoming PRB). In 1993, there were 20 active surface mines with 3109 employees in the Wyoming PRB (Annual Report, The State Inspector Of Mines Of Wyoming, 1993). Early PRB production growth was primarily in response to the passage of the Clean Air Act of 1970. The disproportionate growth in Wyoming as compared to Montana can be attributed to the differing coal taxation policies of the two states. The state severance and production taxes were significantly lower in Wyoming. However, Montana passed legislation in 1987 reducing the severance tax rate, substantially narrowing the severance tax gap. Campbell and Converse counties in Wyoming have benefited the most from the production growth in the region. Cyprus Amax's Belle Ayr Mine, south of Gillette, in Campbell County, was the first modern commercial coal mine to be developed.

The income of the Institute is derived from dues, subscriptions to MINING AND METALLURGY sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing. committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization and at a minimum of expense. It is now widely accepted that horizontal stress is present nearly everywhere underground. Often it is more severe than the vertical stress. It is a major cause of roof control problems in underground mines. The AHSEM computer program contains two modules to improve mine layouts for control of horizontal stress. For development, the user specifies the orientations of the maximum horizontal stress, the entries, and the crosscuts. Angled crosscuts may be used, and the angles may be different for the right- and left-hand crosscuts. AHSEM then shows the user how the stress condition would vary as the entry and crosscut orientations are changed. The second module is for longwall mining. Severe stress concentrations can make headgate conditions hazardous when the entries are improperly oriented. AHSEM shows whether a particular longwall orientation and extraction sequence places the headgate corner in a stress concentration or in stress relief. It also estimates the magnitude of the stress concentration.

In a paper recently read before the Institute by Mr. W. A. Goodyear, a useful presentation was made of the subject of the production of' water-gas on a large scale, by the use of a regenerative form of apparatus. By way of supplement to that paper, a brief statement of the details of a plan which was carried out at the works of the Elgin National Watch Company at Elgin, Ill., may be of interest, 'although the ultimate result of the working of the producer was not successful or satisfactory. This company had decided to build a gas-works for the supply of illuminating gas to their factory, on a much larger scale than that of the petroleum-works which had very successfully supplied the smaller buildings for many years, and in March, 1882, the material for a gas-making cupola furnace was purchased. A SEMI-AUTOMATIC hoist has been installed at the 2966 station of the Copper Queen mine, since neither the bulk of supplies handled nor the number of men engaged in developing the 3100 level justifies the constant attendance of two cagers and two hoist operators. The connecting service shaft between the 2966 and 3100 levels is actually a two-compartment raise. Below the 2966 level the shaft is 7x13 ft-slightly oversize to permit downcast ventilation and provide space for the 16-conductor flexible control cable. The raise extends 52 ft above the 2966 level for a 3-ft diam head sheave. Another 3-ft sheave is mounted as an idler between the hoist and head sheave, eliminating the need for an inclined cableway. The main compartment serves as a cageway; the other compartment provides a manway and space for service lines. Since vertical travel is limited, rope speed is of minor importance.

Smyth, presided at the dinner, at the close of which he introduced, as the speaker of the evening, John M. Longyear, who gave a most interesting talk about his work in exploring for coal on the islands of Spitzbergen, 400 miles north of the North Cape of Norway. Since October 1965 the Josephtown Smelter of St. Joseph Lead Co. has commercially applied the Heavy Media Separation process to reclaim zinc and reject gangue from electrothermic zinc furnace residues. In addition, heavy medium is produced from the ferrosilicon which is present in the furnace residues. By way of background, the Josephtown Smelter produces zinc metal and zinc oxide by the electro- thermic process. The principal feed to the vertical shaft electric furnaces is sized sinter and coke. Temperature of the charge in the furnaces varies from roughly 900°C near the wall to 1300-1400°C in the central regions. Zinc smelting is rapid and nearly complete in the main body of the charge, but little zinc is smelted near the wall. In addition to fusing high gangue content particles, the high temperatures promote side reactions, the most important of which is reduction of iron oxide and silica to form a low grade ferrosilicon containing about 82 % Fe and 13% Si.

The quantitative determination of salt in petroleum ins generally divided into two steps - (1) extraction of salt from the oil and (2) accurate measurement of the extracted salt. This paper presents a method used by the Bureau of Mines for quantitatively extracting the water-soluble chloride salts4/ from petroleum and discusses important details attendant on the success of the method. Among these details are homogeneity in the dispersion of salt crystals, emulsified brine and other impurities in the oil sample, complete solution of the salt, and total extraction and titration of all the aqueous phase. Recently, the chlorides of sodium, calcium, and. magnesium produced with and present in various oils have developed growing problems of salt deposition and corrosion in the petroleum industry. Therefore, a technical study of various emulsions and salts that accompany petroleum is being made by the Bureau of Mines in cooperation with the State of Oklahoma. One report (5)5 reviewing the literature pertinent to the study has been published.

It is difficult to simulate properly the vibratory transport. One does not know how to describe the influence of a bulk material layer on the transporting trough. There are few approaches, but none is satisfactory enough. Author proposes to apply a model of a dynamic dumper which simulates periodical collisions between material and the trough, when they are coming to the contact after the free flight of material above the trough. Computer calculates average speed of transported material and handling output as well. When the quantity of material on the trough is known, then the force of the dynamic dumper could be calculated. This force together with the exciting force of the vibrator are introduced into equations describing the model of a mutti- mass conveyor. The basic goal of simulation is to find the required exciting force and the power of an electromagnetic vibrator. it is possible to find optimal data of designed elements of vibratory conveyors as well.

The first phase in the design, development and implementation of a comprehensive computational model of a copper stockpile leach process is presented. The model accounts for transport phenomena through the stockpile, reaction kinetics for the important mineral species, oxygen and bacterial effects on the leach reactions, plus heat, energy and acid balances for the overall leach process. The paper describes the formulation of the leach process model and its implementation in PHYSICA+, a computational fluid dynamic (CFD) software environment. The model draws on a number of phenomena to represent the competing physical and chemical features active in the process model. The phenomena are essentially represented by a three-phase (solid-liquid-gas) multi-component transport system; novel algorithms and procedures are required to solve the model equations, including a methodology for dealing with multiple chemical species with different reaction rates in ore represented by multiple particle size fractions. Some initial validation results and application simulations are shown to illustrate the potential of the model.

INTRODUCTION The need for discussion of Owner-Engineer-Contractor relationships in tunneling arises from the increase in costly and time-consuming litigation. The paper examines the objectives, motivations and responsibilities of each party, discusses some common causes of claims in underground work, and makes some suggestions for improvements. The viewpoint and bias are those of an engineer. If a subtitle were required for the session, "Sharing the Risk" would be appropriate. Sharing the risk is an important aspect of Owner-Engineer-Contractor relationships because when a risk is shared, all parties have an incentive to minimize it. The System It would be shortsighted not to recognize that the system is wider than the Owner, the Engineer and the Contractor. At the Risdon plant of the Electrolytic Zinc Company of Australasia Limited, impurities toxic to the electrolytic production of zinc metal, notably arsenic and antimony, have traditionally been coprecipitated when precipitating iron as ferric hydroxide. With the development of a new lead/zinc mine at Elura, New South Wales, it was anticipated that the concentration of impurities, particularly arsenic, in the zinc sulphide concentrates treated at Risdon would increase. This suggested that an increase in the capacity of the iron purification step in the Risdon plant would be required to cope with the higher input of these impurities.Laboratory investigations showed that the additional capacity would be achieved, either by a massive increase in the amount of iron used as the "collector" in the process, or by a two-stage process. The latter approach was preferred as an increase in the amount of iron precipitated would lead to much higher operating costs and overloading of the existing equipment.

Mining of sill pillars is more difficult than the ordinary mining. The sill pillar mining is performed under more difficult conditions and the mining of the sill pillar itself produces more problems; failure of the rock due to high stresses, difficulties in controlling the fill above, overall stability of the stope and special requirements on the technique for backfilling. Altogether this makes sill pillar mining technically difficult and often not profitable. A project was therefore initiated with the aim to increase the mineable ore reserve by making sill pillars mineable, both technically and economically. The project aimed at developing technique for already existing sill pillars as well as planned sill pillars. For the existing sill pillars a technique would have to be developed for mining beneath unstabilised fill. For sill pillars that would be created in the future, the most suitable mining method and methods of supporting or stabilising the fill in the stope above was to be chosen within the project.

The paper presents a stability investigation of shaft intersections and pit bottom roadways in the vicinity of upcast and downcast shafts at a colliery in the U.K. Aschemeof instrumentation was aimed at monitoring the strata displacement surrounding the pit bottom roadways and shaft intersections with a view to ascertaining the origin of the strata movement and effectiveness of the control measures. The bore- hole instrumentation results together with a theoretical analysis suggested that the cause of instability could be attributed to the drivage of a roadway within the shaft pillar. A semi-empirical technique was used to calculate the amount of support resistance required to reinforce the pillar to take additional abutment load. A rock bolting system was designed to provide a required increase in thrust capacity of the roadway support. The results indicated that roadway closure was effectively controlled after installation of bolts indicating efficacy of the control measures adopted.

With the proclamation of the Environmental Protection Act, 1971-80, the Environmental Protection Authority and Department of Conser- vation and Environment were established to enhance the quality of the environment. Proposed gold developments of all scales can be referred to the Authority in the form of a Notice of Intent. Environmentally significant projects might then require preparation of an Environmental Review and Management Programme. Current environmental issues include the'effects of clearing by prospectors,, mine dewatering and tailings disposal. INTRODUCTION In the past, the environmental aspects of gold industry related activities have received little attention. However, with the proclamation of the Environmental Protection Act, 1971-80, mechanisms were instituted which allowed both for referral of projects to the Environmental Protection Authority (EPA) and establishment of the Department of Conservation and Environment. As well as providing assistance to the EPA on referred projects, the Department is concerned about a number of environmental issues associated with the gold mining industry.

This paper Donald describes how New Jersey Zinc Co. made surveys for a connection between the Ivanhoe and Van Mater shafts at Austinville, Va. Except to say that the two faces had to meet "accurately" on line and grade, Donald does not indicate the required precision. Assuming that there were 24 angles in the 1 ½ -mile traverse and 15 in the one-mile traverse, it can be shown that if the average error in plumbing each shaft was ±30" and the average error in measuring each traverse angle was ±10", then the average error at the point of connection would have been about ±1.9 ft normal to the line between the shafts. This calculation assumes that any errors in the triangulation would be negligible compared with the errors in the plumbings and traverses, and it also neglects taping errors. With no constant errors or blunders, the latter would be important only in lines normal to the line between the shafts.

A method has been developed in the USSR for processing the low-grade high-silica raw material by sintering the aluminacontaining mixes, which is widely used both as a principal process and in combination with the Bayer process. The process parameters were obtained on the basis of a study of interaction and equilibrium states of the individual profiles of a multi-component system Na20-A1203-Fe203-CaO-Si02 at the sintering temperatures. The compositions and melting temperatures of eutectics of the individual profiles are given. It is shown that the most easily meltable mix is one having a red mud as the main component. The variations are given of the sinter physical characteristics and recovery of the useful components with the sintering temperature. Considerations are given on selection of a sinter leaching flowsheet and directions are shown for improving a series method of processing the low-grade raw material.
