The distinction between real estate ownership and that of interests in the property is fundamental to the appraisal of mineral properties. This distinction affects the nature and understanding of security of tenure and, consequently, the perception of what constitutes fair value. Legal matters are a particular concern because of their influence on security of tenure, ownership definition and use restrictions. The dynamics of the market and the complex interrelationships between the factors of production define value at a specific point in time for the bundle of rights, interests and assets that constitute a mineral property. Because each mineral property is unique, physically immobile and of a wasting nature, its usefulness to its owner and society must be optimized. The US Appraisal Institute (2001) classified the forces that affect land use as the cultural, political and economic attitudes of society. These forces culminate in laws that often dictate the purposes for doing appraisals. Once the legal definition of the asset is understood, valuers can decide on the valuation process that will support the final valuation approach.

The Pike River Coal Company is set to develop the Pike River Coal Mine in the Paparoa Ranges of New ZealandÆs South Island. The mine will be developed to extract a coking coal deposit of the Brunner Seam, some 46 km north-east of Greymouth, using a combination of continuous miners and hydraulic extraction.   The mining area is located within Department of Conservation (DOC) land and is adjacent to the escarpment of the Paparoa Range and the Paparoa National Park. As such, the major restriction to planned extraction is protection of:   +        the western escarpment, +        vertical and sub-vertical rock faces, +        permanent water courses, +        significant vegetation, and +        steep slopes.   The mine will use its elevation advantage to hydraulically flume coal from the working faces to the pit bottom area where it will be slurried to approximately 35 per cent density of solids and pumps down a slurry line to the coal prep plant some 10.5 km down the Pike River Valley. The coal will be sold on the export market as a high quality coking coal for international steel making.

Procedures employing thiocyanate and dithiol complexes of molybdenum have been developed for the determination of the metal in the presence of large quantities of ferric iron. The procedures are developed for field application and it is possible to complete 200 analyses per day with laboratory accuracy. Use is made of sulphuric acid extraction and ascorbic acid reduction in the case of the thiocyanate procedure whilst the reducing system in the dithiol procedure is potassium iodide-sodium sulphite. Using a simple photometer the range of determination possible is 0-10~g for the thiocyanate procedure and 0-5 g for dithioI.INTRODUCTIONOf the many colorimetric procedures that have been developed for the determination of molybdenum only those using the thiocyanate or toluene-3, 4-dithiol complexes of the metal are sufficiently free from interference to be of use in geochemical prospecting. Rapid methods based on both these complexes 'have been developed at the. Broken Hill Division of The University of New South Wales as part of a general programme designed to improve geochemical procedures. Whilst speed rather than high accuracy is the important factor in prospecting, the aim of the programme is to develop procedures which will allow determination of 200· samples per man-day without loss of normal laboratory accuracy for the methods concerned.In most geochemical procedures visual estimation of a coloured complex is used in the determination of the quantity of metal present. At the high rate of sample determination of the improved methods this procedure places severe strain on the eyes. Knowing the origin of the relevant and irrelevant components of the nugget effect is essential to optimize the process under study. This paper describes the causes of the nugget effect and, its dependency on the sample support, sampling density, and on the QA/QC procedures. Several examples of natural and ?human? nugget effect are given. A method to estimate the magnitude of the relevant and irrelevant components is suggested. Finally, the economic consequences of misunderstanding the nugget effect are analysed.

The slags produced by the Imperial Smelting Process (ISP) are based on the system ZnO-?FeO?-Al2O3-CaO-SiO2. The slag chemistry is important to the process since it determines the fluxing practice and the operating temperature of the furnace required to produce fluid slag. The paper presents the results of the first systematic experimental investigation of these ZnO-containing slags in equilibrium with metallic iron, and provides information on the primary phase fields and liquidus temperatures in these slags over the range of compositions used in ISP practice. A feature of the slags is the presence of alumina, which has a major influence instabilizing the spinel phase. This information presented in the form of pseudo-ternary sections ZnO-?FeO?-(Al2O3+CaO+SiO2) enabling the data to be readily used by plant engineers. When tunnel boring machines were first developed, the J. F. Shea Company elected not to use them until some of the bugs were worked out. When we did take the plunge, we learned a great many lessons in tunneling; amongst others, that tunneling with a TBM is more an art than a science. One of the most important factors that contributes to a successful TBM tunnel is the geology. A machine can be designed to handle almost any type of ground; however, if the ground is not uniform, compromises in design must be made to enable the machine to handle the various ground conditions. Even when the geologic formations are well defined, it is still impossible to predict how the formations will react when it is penetrated by a tunnel. This is where the design and performance of a tunnel boring machine runs into trouble. When the reactions are adverse, the contractor is left with three alternatives; park or pull the machine and drive conventional, fight through the formation with no changes, or modify the machine. We have made all three of these choices. The first, on the Tonner Tunnel in Southern California, we encountered an extremely tough sandstone where progress was measured in inches per day. Ultimately, we pulled the machine and drove conventional tunnel. The second, on the Vat Tunnel in Central Utah, another element was added to the geology - water, which we encountered in excess of 1,000 gpm at the heading. It was impossible to adapt the machine to handle this much water, so we have been carrying out a program of grouting ahead of the machine and then driving tunnel with the tunnel boring machine.

This report, which updates and supersedes the Office of Surface Mining's 10-year progress report published in 1987, deals with the accomplishments of the regulatory and abandoned mine land reclamation programs during the first 15 years of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Part 1 is an illustrated description of on-the-ground accomplishments; Part 2 presents statistical information for the 15-year period. The data in this statistical report are organized in two sections: national statistics and state statistics. The national statistics provide an overview of coal mining and the implementation of SMCRA since 1977. The information reported for the states presents a brief description of the coal reserves in each area, accompanied by detailed statistics and graphs that relate each state to the nation as a whole. The statistics compiled in this report are from the Office of Surface Mining's files, computer data systems, and annual reports. During the early years of the program, many of the data categories were evolving and changing; therefore, data reported over the 15-year period are not complete for all states for all years, and where data was unavailable or zero, a dash (-) is shown for that item. The data sources used to compile the tables and graphs are listed and described in detail on page 76. Due to the number of requests for this information in the past, statistical information about coal mining and its regulation will be available each year as an appendix to the Office of Surface Mining's Annual Report to Congress. "More than 95% of asphalt pavement materials consist of aggregates. The highway and construction industries consume a huge amount of aggregates annually causing considerable energy and environmental losses. The aggregates are usually produced from neighborhood aggregate quarries or form natural aggregate sources. The use of marble and granite wastes from quarries as aggregates might help meet the increasing demands and slow down any detrimental effects on the environment. Chemical and physical results showed that the use of marble and granite wastes from quarries in the asphalt production is quite fusible. Consequently, granite sawmills would perform a clean technology. This technology would also have an economical impact by not spending on basalt extraction.IntroductionThe granite fines generated from sawmills of ornamental rocks comes as a great problem and it lacks undeletable solutions. This problem involves the preservation of the environmental and constitutes one of the subjects more critical the point of view of social beneficiation of the population. The Cachoeiro de Itapemirim County, Espírito Santo State, Brazil is an example, of this problem. In this area, the granite and marble fines generation is around 15.000 ton/year.The problems generated by these residues affect with more emphasis the animals, such as the cattle, which inhaled the water content fines of granite and this residue accumulate in their lungs. Other great problem observed is the sanded of the river and the reduction of aquatic life.This problem is beginning to be set out due to performance of Center of Mineral Technology (CETEM), and of several other organisms of Rio de Janeiro State, aiding the sawmills owner’s. This help consists of teaching the best procedure of discard the residues and studies for its use, for instance the production of mortars, tiles, bricks and road pavements [1]."

The Julius Kruttschnitt Mineral Research Centre (JKMRC) has recently commercialised a variety of new products for the mining industry through its commercial division (JKTech). Although the products cover a wide variety of niche applications, a common thread runs through the Research, Development and Commercialisation (RD and C) process: they have emerged from industry sponsored projects. The development history of JigScan (a control system for the mineral-processing jig) is a good example of how this RD and C process works in practice. It involves building mutually beneficial partnerships between the JKMRC and the mining industry through several incremental projects with one or more industry sponsors. All research projects have objectives to demonstrate but these projects also feature a degree of product development to actively encourage and support the longer-term vision for the mature commercial technology. The process to develop JigScan as a commercial product worked because each incremental project recovered costs, provided an immediate benefit for the sponsor and contributed to the longer-term development objectives of the JKMRC. Integrating development with research need not greatly increase the cost of research objectives generally provides a more robust research outcome for the sponsor and greatly reduces the overall development risk. Successful projects often feature industry mentors actively participating in the RD and C process. Additional funding from government appears to be easier to obtain when such close partnerships with industry are apparent. Finally, the business structure of the JKMRC within the University of Queensland ensures that commercial outcomes, developed within the contractual arrangements of the underlying RD and C projects, are used to benefit and support further RD and C with the mining industry. This paper tells the story of the development and commercialisation of JigScan, and draws conclusions about this kind of RD and C model.

THE low-temperature carbonization of coal involves the carrying out of the coking process under conditions wherein neither the coal mass nor any of the passageways through which the volatile products pass are heated above 700° or 800° C. For convenience in this discussion, the single number 750° will be used to designate the maximum range. This temperature is not selected arbitrarily; it is the result of certain natural conditions that are inherent in the substances involved. Two of these conditions arc sufficiently pronounced to suggest a line of demarcation at this point as follows: (1) Below 750°, all the heavy hydrocarbons are expelled, which means that, at these lower temperatures, the illuminants, the gases of high calorific value, and the condensible oils are discharged; above 750°, there are given off the lean, non-illuminating gases consisting for the most part of hydrogen and marsh gas and having no condensible constituents present. (2) Below 750°, there is substantially no secondary decomposition; above 750°, the volatile products are readily decomposed, forming tars, naphthalene, free carbon, etc. It is not intended to maintain that no secondary decompositions occur below 750°. Many recent studies have demonstrated the practicability, especially in the presence of catalytic substances, of cracking certain of the hydrocarbon compounds; but at these lower temperatures the step is a moderate one, as, for example, from xylene to toluene or from toluene to an anthracene. These changes are moderate in amount. Not only do the reactions proceed slowly but they are subjected to the decomposing conditions for only a short time. This is evident when it is recalled that at these initial temperatures the decomposition, of the coal is very rapid and, if anywhere near a neutral pressure is maintained, the movement

Sam Leber (General Electric Refractory Metals Laboratory)—I think that the authors should differentiate between the curved grains obtained by swaging and the crumpled grains produced by drawing. This can be seen most easily in the transverse sections of Fig. 2d, and is also apparent in Fig. 2c. This difference in structure indicates that the mode of deformation shou1d affect the texture, since the cylindrical texture should be maintained or even increased by the curved grains developed by swaging. Drawing, on the other hand, crumples the grains. This should convert the cylindrical texture into a normal fiber texture. This has been substantiated by a comparison of tungsten wires fabricated by similar drawing and swaging schedules. Although cylindrical textures have been detected in drawn iron wires, they were weak in comparison to tungsten wires which included swaging as part of the fabrication process. It should also be noted that large curved surfaces developed by swaging are concentric with the surface. The postulated (100) surface of these crystals would be confirmed by a (100) cylindrical texture, as was observed in tungsten. The preservalion of the (100) cylindrical texture by swaging would maintain the <100> direction in the radial position required for easy flow. This might provide a partial explanation for the decreased rate of work hardening observed in the swaged wire. J. F. Peck and D. A. Thomas (authors&apos; reply) — The authors appreciate Dr. Leber&apos;s comments on the differences in textures, microstructures, and properties of swaged and drawn wires. The evidence of the prominence and persistence of the cylindrical texture in swaged bee wires seems quite consistent with our microstructural observations and interpretations. We are presently engaged in further work to correlate the development of texture and micro-structure in drawn bee metals.

My closest personal connection with the problems of rehabilitation comes from two years spent on a project at Weipa. At the beginning I am fairly certain that the engineers did not understand the mental processes of the ecologist they were dealing with. I am absolutely certain that the ecologist did not understand the minds of the engineers. This form of the two cultures problem is the root of some of the matters that lie behind this lecture. It is possible to establish a stabilising cover of vegetation on virtually any land surface, short of a cliff. While the biologist knows this he also knows that the physical and chemical nature of a given acre of land combines with climate to define quite sharply just what plants can be grown there. In the case of land after mining the range of plants may be quite limited. The engineer, and his masters in the accounting section, seem (in my experience) to expect that rehabilitation can be carried on with equal speed and facility in any location. This belief commonly leads to a situation where rehabilitation is not considered until mining is well under way. True, the mine must be proved as an assured profit- earner before money can be justified for the non-productive (to the miner) expense of rehabilitation. But when the miner finally starts rehabilitation he does not always get a convincing and speedy result. Furthermore, the failure may not be easy to overcome. This is even more likely to be the sequence of events if the miner wants, or is obliged, to specify the exact type of vegetation to be produced, e. g. commercial forest, pasture,&apos; or the original native vegetation.

The object of this paper is to reduce to the simplest possiblc discussion the recent developments in refinery technology without resorting to detailed technical descriptions of the various items. During the year 1929, the most noteworthy tendencies have been towards the installation of more flexible plants, more unified operations, more balanced performance and greater fuel economy. In no other year in the history of petroleum refining has the industry witnessed to as great a degree the crystallization of so rnany developments in almost every phase of the art. Economic pressure has been the controlling factor, supplemented however by a market demand for more volatile anti-knock gasoline and higher quality of lubricating oils, resulting from the extended use of high-compression motors. Catalytic Hydrogenation Possibly the outstanding achievement during the year has been the beginning of construction of plants by the Standard Oil Co. of New Jersey for the catalytic hydrogenation of the so-called heavier and inferior petroleum oils to produce therefrom not only high yields of anti-knock gasoline, but also lubricating oils equal in quality to the best grades obtainable. It is reported that the plants will operate at a pressure of 4000 lb. or higher and temperatures in excess of 900" F. will be used. The hydrogen required for the conversion will be produced from refinery gases. This type of processing will doubtless be an important factor in balancing future operations; in other words, it can be used to eliminate present waste products and permit production of high-grade products from low-grade crude. In September 1996, Dofasco commissioned a 165 Mt twin shell EAF furnace and an associated ladle fleet. During and after this startup, refractory performance in the ladles was optimized on a holistic approach through several initiatives that increased ladle refractory retention times from 7000 to over 16000 mins (160 heats). This dropped the overall refractory costs by 40% while ensuring a consistent and predictable ladle performance. One initiative that drove enhancements was the proper brick selection for each particular refractory area and it&apos;s process conditions. The work concentrated on the selection of a resin bonded alumina magnesia carbon (AMC) brick in the barrel area of the ladle, upgrades to the 2 piece monolithic alumina cast ladle bottom and increasing the slagline refractory brick quality with the appropriate zoning/paneling. The adoption of a magnesia alumina carbon (MAC) brick in the transition area of the barrel/slagline has also improved performance and predictability. The design developments have lowered the overall wear rates and balanced the service life of the entire ladle. Safety was improved and breakout potential reduced by changing the safety lining from a high alumina brick to a state of art technology - monolithic shotcrete lining. This initiative decreased the overall manpower required to brick a ladle and increased shop ladle availability. The ladle bricking area environment was also improved by adopting a post combustion device to burn phenol fumes from ladle preheating practices. This has improved the overall health & safety of the reline teams. The consistent and predictable performance of the ladle on a whole has allowed the shop to decrease the number of working ladles in operation from 5 to 4. This further decreased wear rates from over-oxidation and excessive thermal cycling, saving approximately $500,000 in natural gas from pre-heater operations.

In the years prior to the outbreak of war in 1939 Australia&apos;s production of copper had declined from a peak of about 80,000 tons in 1911-1915 to approximately 25,000 tons in 1939. This production met the need of the slowly growing national requirement and gave an excess for export. However, with the intensification of the war effort in 1942 due to the imminence of a Japanese invasion of this country, or at least a blockade of the sea lanes, it became necessary to expand production of armaments, and consequently the demand for copper increased beyond the capacity of the industry. Importation of copper to Australia during the period 1940-1944 was 131,000 tons.When exploration of the Mount Isa orebody was first being carried out in 1928, No. ID diamond drill disclosed the presence of some copper ore lying outside the limits of the Black Star orebody2, but it was not until 1941-1942 that the development of No. 7 level in the Black Star orebody enabled the existence of a lode of copper ore of economic grade to be established. At the request of the Commonwealth Government of the day a programme of development for copper production was undertaken whilst lead smelting was continued as before the war.A series of flotation tests on up to 1,500 tons of ore at a time, was undertaken and the concentrate so obtained was stockpiled. These tests were conducted, using one section of the lead mill, and demonstrated that a concentrate grade of 22-23% Cu with a recovery of 80-85% might be expected.These recovery figures were afterwards much improved, and 93-95%was obtained before the close of smelting in 1946.

The nonferrous industry has for many years maintained monitoring stations in agricultural areas in the vicinity of smelters to collect data concerning impact of smelter emission on agricultural crop production (Thomas and Cross, 1928). However, in 1967, the United States Congress passed the Clean Air Act which was amended in 1970 (Marchant, et al., 1977). The interpretation of this act by the Environmental Protection Agency (EPA) made it necessary for the industry to install extensive real-time ambient sulfur dioxide (SO,) monitoring systems. This was only the tip of the iceberg. Since that time as a result of additional laws and agency directives, it is now necessary to monitor concentrations of a number of substances -in both air and water. And unless there is a major change in government thinking, this trend will continue during the decade of the eighties. It is difficult to estimate the full impact of these laws. Nevertheless, the impact is large and affects every person in the United States today (Anon., 1972; Rockefeller, 1971; Nelson, Yeager, and Guptill, 1973; and Anon., 1975). It prohibits the burning of trash and paper in most areas of the country. It increases the cost of transportation and the price of motor vehicles. It increases the, cost of nearly everything that is manufactured. In industries which compete in the international market, it reduces their competitive position. In some industries the environmental impact is felt on costs of goods sold in the vicinity of 25% of the total production costs. The major portion of these costs is not due to the monitoring systems but instead is due to the increased cost of production facilities, equipment, and raw materials in industries that are required to comply with environmental regulations.

Open pit optimization forms the basis of mine design, production planning and construction of mine facilities. The negative effects of this phase may include substantial reductions in ore recoveries, relocation of waste dumps and surface infrastructure, extraction of unwanted waste, with a cumulative effect on mine value reductions. As a result, this area has received significant research focus using linear and dynamic programming, heuristic, genetic and stimulation algorithms and the graph theory. These algorithms are derived from rigorous mathematical models, but they are built on the assumption that all the periodic production capacities are extracted at the time of analysis. This assumption weakens the models because mining occurs over significant time period. In order to develop a comprehensive model that accounts for the timing of material extraction, the current models, which are built on the economic block value (EBV) concept, must be modified to account for time. In this paper, the authors develop a model of the optimization problem using the 2-D Lerchs-Grossmann?s optimization algorithm. This model is used to investigate the effect of periodic discounting on the optimal pit layout design by designing an integrated pit optimiser (IPO) that incorporates ?production scheduling?. IPO uses the ensuing discounted economic block value (DEBV) as a basis for the pit optimisation process. The time-dependent model is compared with a time-independent model. The results show that discounting has no effect on the optimal pit contour although the reported pit value is overstated if the EBVs are used instead of the DEBV. The authors, however, believe that this conclusion may not be general and could have been influenced by the nature of ore body geometry and the proposed mining strategy.

The paper describes the preparation of new rail guides, removing existing rails, and replacing with new rails in a vertical winding shaft.INTRODUCTIONThe general practice in coal winding shafts is the use of two cages, with one or more decks in which men and materials are raised or lowered. Winding speeds vary according to depth, the type of winding gear, and whether winding is done in downcast or upcast shafts. Each cage occupies a position between the centre and side of the shaft, with a clearance depending on the type of guides used. The function of the guides is to keep the cage in position throughout the entire depth of the shaft. There are three types of guides, two of which are in general use.1. Selected wood of about 6 in. square section, fixed to the side of buntons.2. Solid strand steel made up similarly to that of an ordinary wire rope, suspended from the head frame with weights attached to the lower end.3. Standard T-rail sections fixed to end or side buntons. Of the three types, 2 and 3 are in general use. The type used in the particular case, the subject of this paper, is T-rails of the standard section used in railway work.GENERAL DESCRIPTION OF SHAFTDetails of the shaft are as follow: Diameter of shaft: 22 ft. inside lining.Depth of shaft: 900 ft., including sump.Concrete lined throughout.VENTILATIONThe ventilation shaft is used for the upcast, through which all vitiated air passes to the main ventilation fan.
