The Northwest Mining Association (NWMA) has been an advocate for the U.S. mining industry since 1895. For several decades, the organization has represented mining members located mostly in the Northwest and some southwestern Canadian provinces. Today, though, the NWMA?s membership is located in 42 states and seven provinces and has become a national voice for the mining industry. So, during the association?s 119th and final meeting as the NWMA, a name change was announced. The organization is now called the American Exploration and Mining Association (AEMA). But that?s not all that has changed, according to the association. The new name reflects more closely the diversity and location of the AEMA?s membership. It will still be an advocate for the mining industry, dealing with land, environmental and community issues on state and federal levels. The conference, held in December 2013 in Reno, NV, attracted about 2,500 attendees. And the accompanying exhibit included 230 equipment and service suppliers in 246 booths. Technical programming ran the gamut of mining industry issues and technologies, including surface and underground mining; high technology systems and automation in mining, metallurgy and exploration; along with social issues, finance and safety. The following is a sample of some of the sessions.

"The exploitation of marine resources has enjoyed renewed interest with a completely new sector, that of the Deep Sea Mining of mineral resources in the seabed, that is now gaining momentum. Nevertheless, the significant environmental constraints represent a challenge for initiating these new activities, whether this is in terms of the knowledge of the concerned ecosystems or in terms of monitoring and minimizing the impact of these new activities. This paper presents 2 technologies that aim to respond to the expectations of the stakeholders in this area. The first consists of the real-time monitoring of installations/operations and their impact on the environment using the most modern underwater technologies and especially long-term deployment AUV based on AUV docking station solution and autonomous long term observatories. The second consists of a membrane allowing the confinement of an area, the reduction of the emission of particles in suspension and noise reduction.IntroductionDeep ocean environments have been explored since the mid-1800s. As the land-based reserves of hydrocarbons and minerals become depleted, increasing numbers of resourcebased projects are being proposed for shallow then deepwater environments. Two distinct resource sectors have recognized the potential commercial value of working in shallow and deepwater environments – Oil and Gas and now Mining."

Pillar strength is a fundamental variable in the design of room and pillar mining. A number of researchers have investigated the strength of mine pillars by loading cubical, cylindrical and rectangular model pillars to failure in a compression testing machine (1). Several of these researchers have observed an increase in the compressive strength of model pillar with an increase in friction at the platen-specimen interface (2, 3, 4, 5). It has been postulated that the friction prevents lateral expansion of the specimen, thereby exerting a confining pressure at the interface. Seldenrath and Gramberg in their work with cylindrical specimens of limestone and marble noted that the effect of clamping the ends of the specimens, i.e., to restrict lateral movement of the specimen face, was to increase the compressive strength about 10% for marble and from 50-75% for the limestone, as compared to the same type of specimens when tested with the end planes free (6). No attempt was made to determine the confining pressure exerted by the clamps. In recent years, Bureau of Mines has conducted an extensive study, similar to Seldenrath and Gramberg's, with dog bone specimens. The confining pressure exerted by the clamps was determined and an increase in the compressive strength with increasing confining pressure noted (7, 8).

The listed title of my talk to-day is "MODERN ON STRAND SINTER COOLING". Perhaps it should he ve been "COMPLETION OF SINTERING ON THE STRAND" as the two are synonymous. By the very nature of the DWIGHT-LLOYD SINTERING PROCESS partial cooling on the strand is always present, but not completion of sintering and cooling on the strand. I have mentioned the Dwight-Lloyd process just to be certain the type of sintering under discussion is fully identified because some of the basic mechanisms of sintering occur in various pyro-processing of fines lying in close quiescent contact, such as powdered metals practices, some types of pellet induration, firing of briquets, or other compacts, where the entire bed is brought to, and held at, the high reaction temperatures of sintering. Figure 1, The continuous sintering process as originally conceived consisted of intimately mixing carefully proportioned burdens, placing them in a comparatively thin, draft permeable layer, on a moving grate and igniting the surface while drawing sir through the bedded burden. The moving grate was advanced slowly as the line of burning fuel travelled from the surface to the bottom of the bed and no more fire zone could be seen.

This paper describes how knowledge of the orebody morphology and ore morphology can be used to optimize the planning, mining, and metallurgical output from an open pit copper mining operation, such as to significantly increase the stability of the whole value chain process, and increase the reliability and value of the process outputs. In the case under consideration, the orebody contains both copper and cobalt. This in itself provides a challenge, in that the two metals do not occur in consistent ratios across the orebody as a whole. Furthermore, mineralogical differences within the orebody have a significant impact on plant performance in terms of throughput rates, acid consumption, and recoveries. In order to stabilize and optimize the plant performance, it is necessary to firstly have a complete understanding of the geometallurgical factors that affect performance, and then to have a sound knowledge of how these are distributed within the orebody. These models then inform the mine planning strategy that optimizes cash flow and NPV, and also allow the development of a stockpiling strategy that not only stabilizes the plant, but also allows variations in the plant feed according to ore type and grade in volatile price scenarios. Integral to the realization of these opportunities is the establishment of an appropriate measuring, control, and reconciliation system, customized to the optimization objectives. The paper describes how all of these factors and strategies can be integrated to produce optimal value from the orebody through to final dispatched product. It also shows the significant value that can be released through such an approach.

"Abstract New semi-empirical design procedures for the determination of ultimate shaft friction and load-displacement response of axially loaded piles in clay are proposed. Hereunder also prediction of how the capacity will build up with time following the pile installation, primarily as result of reconsolidation. A main basis for developing the new procedures was detailed review and re-assessment of results from a series pile load test programs published over the past 30 years on piles well instrumented to monitor soil- and pore pressures as well as load distribution along the pile shafts. Two new alternative procedures are proposed for predicting the ultimate shaft friction; a-approach using the normalised undrained strength based on direct simple shear tests as a main correlation parameter, and ß-approach using the overconsolidation ratio, OCR. Both approaches include the effects of the plasticity index of the clay, Ip, which is shown to have an especially large impact on the correlations when Ip<25. It is recommended to use both methods in design practice, and select design values for the ultimate shaft friction that represents an average for the two methods. Pile diameter, length or stiffness, or whether the pile is open- or closed-ended seem to have little impact on the shaft friction. However, a moderate effect of pile length or flexibility on the total ultimate pile capacity comes out of the proposed t-z curves, which include some post-peak reduction. The proposed procedure for predicting the time for set-up is based on linear radial consolidation theory. The main input parameters are the insitu permeability and virgin modulus number (or virgin compression index) of the undisturbed clay. The same basic formula and correlations are applicable to both open and closed-ended or partially plugging piles.IntroductionThe design procedures presented herein are primarily based on observations and data collected in connection with “fully instrumented” pile testing programs that the author has been responsible for or has become involved with over the past 40 years, or that have been found in the literature.It was a pre-requisite for the test programs included that there were sufficient high quality soil data available to give a reliable determination of the true in-situ strength and compressibility characteristics of the clay deposits. The soil conditions range from soft NC clays with undrained shear strength down to about 15 kPa, to very stiff clays with undrained shear strength up to about 500 kPa and OCR up to 25. The plasticity index of the clays mostly lies in range 12 to 60 %."

The presence of groundwater in the form of large aquifers can have an important influence on investment decisions for underground mines. The design for such mines requires development of special mining methods, and mine dewatering infrastructure to avoid hazards during shaft sinking and underground development. The costs associated with mine drainage control and Mine Dewatering Systems (MDS) are relatively small compared to the huge consequential losses that can occur in case of an uncontrolled inflow and subsequent flooding of the mine. The design of MDS needs consideration of accurate prediction of the maximum uncontrolled inflow rate, availability of the system during an uncontrolled inflow while the inflow is mitigated, and decision on pumping system technology to have capability to operate under water. The research presented in this paper provides a theoretical framework for a reliability based design procedure which takes into account the uncertainty in the estimate of the maximum uncontrolled inflow, performance of the system during the period of an uncontrolled inflow and a methodology to decide on appropriate pumping technology considering the reliability of the system and available underground storage. The reliability based mine design procedure integrates the ideas of Effective Reserve and Hydraulic Reliability Index to come up with a unified methodology for design of Mine Dewatering Systems.

WATER power, until developed, produces nothing, but when harnessed it continues to produce, it might be said, indefinitely. Hence the importance of developing all feasible water powers. British Columbia, like the western states of America, is subject to variable meteorological conditions which cause most streams to be erratic in their flow. The wet season, usually commencing in October and continuing to March or April, together with the melting of the snows during the early summer, produces a heavy run-off which diminishes considerably during the later s1.1,mmer months, with the result that storage is essential on practically every stream in order to regulate the flow to obtain a discharge which will meet the requirements of the load of the markets the power is to serve. Storage sites of sufficient capacity to equate the flows are not always present and it follows that, where such a deficiency exists, the difference must usually be met by burning fuel in steam plants. Fortunately, there are within the Province deposits of high-grade coal, suitable for the operation of such auxiliary steam plants. One of the strongest reasons for the development of water powers is the conservation of fuel. All use of coal or oil depletes resources that can never be renewed. Every water power developed means a saving in fuel and, even if at first it does not possess an over-powering financial advantage, it must become of ever increasing value as fuel resources become depleted. However, sight must not be lost of the inter-relation which should exist between the two methods of generating electrical energy, as each makes an admirable supplement to the? other with respect to suitability for carrying different types of load. In general, it can be said that the fixed charges of a water power development are usually high in relation to the operation costs, while those of fuel power plants are usually the reverse, so it is sometimes possible to combine the two methods of generation for the more efficient production of energy.

Randgold Resources’ Loulo-Gounkoto Complex is one of the largest gold mining operations in Mali, West Africa. The mine, which is situated on the western border with Senegal, treats more than 4 Mt/a of ore through a conventional three-stage crushing and ball milling circuit followed by a carbon-in-leach plant. Ore supply is achieved by a combination of open pit and underground mining, with the majority of the ore supply sourced from the Gara and Yalea underground mines situated approximately 2 km and 6 km respectively from the gold plant.In 2011, Randgold Resources commissioned Golder Associates to perform an evaluation study for providing structural backfill to both the Gara and Yalea underground mines using the current gold plant tailings. The test work performed as part of the evaluation study concluded the need for a tailings cycloning and dewatering facility capable of producing slurry at a solids concentration of 65 per cent with a particle size distribution that had minimum 25 per cent passing 20 µm and less than 5 per cent of -5 µm material. Tailings desliming was required to ensure a consistent feed quality to the paste preparation plants and to ensure that the system would be capable of handling variation in the feed composition from the gold plant.WorleyParsons, previously TWP Projects, was contracted by Randgold Resources to complete the engineering design for the slurry preparation plant, whilst Golder Associates was retained to complete the engineering design of the two paste preparation plants.This paper discusses the test work, design considerations and engineering design of the slurry preparation plant, termed the ‘intermediate plant’, as well as all ancillary facilities required for the delivery of the deslimed slurry to the paste preparation plants located at the two underground mines.CITATION:Swanepoel, M, du Toit, G and Gillot, P L, 2014. THE object in prospecting is to find ore. With the exception of certain discoveries of more or less accidental nature, intelligent prospecting as conducted today is, whether consciously or not, based upon a process of elimination. In the following discuss on it is proposed to evaluate those factors that enter into the eliminating of certain tracts of ground and, conyersely, the concentrating of attention upon others. The danger of generalizations as to the barrenness of cer.ain areas, without having due regard for all such factors, is emphasized. The fact that our conception as to what areas or rock formations are to be regarded as favourable or unfavourable is, in some measure at least, changing with new discoveries under diverse and unexpected circumstances, adds more point to the discussion. The criticism might be raised that the subject is treated largely from the standpoint of geology, but that may be met by stating that it is, and must continue to remain, precisely from this standpoint that the prospecror directs his activities. Briefly, the geologist may render the greatest service to the prospector in the early steps of selecting (a) the general territory in which to prospect; (b) the area to be intensively prospected; and, finally, (c) those parts of the claim or claims to be prospected in detail. Although certain phases of the discussion will be, in some measure, of general application, we shall here concern ourselves essentially with prospecting in the pre-Cambrian shield. Furthermore, the subject is so large that it has been decided to limit it to a consideration of that portion of the pre-Cambrian rocks in which is situated the mining district of western Quebec, of which the writer can speak with more personal knowledge. This limitation need not, however, seriously detract from whatever merit the discussion may possess, since the deposits concerned cover a fairly wide range of metallic ores, including gold, copper with associated zinc, and, lastly, molybdenum.

THIS paper gives a short account of plastic deformation as observed in single crystals of zinc, zinc having been selected for the experiments described herein because the phenomena are comparatively so simple and can be studied throughout such a wide range. It is hoped that the paper will serve to show the type of information which studies of single crystals afford and will contribute toward the solution of the general problem of metallic behavior. PRODUCTION OF ZINC SINGLE CRYSTALS The method of Czochralski,1 as modified by von Gomperz,2 was used to produce the crystals studied. The equipment is shown in Fig. 1. Molten zinc is held in a crucible at a temperature which is not far above its melting point, as measured by a pyrometer. A lava disk floats on ,the melt, and is provided with a central hole about 1 mm. in diameter. A glass tube, drawn into a capillary at the lower end, is suspended from a string which is wound up by an electric drive at the speed desired. At the start, the glass capillary is let down into the melt and the hoist is started.. The capillary brings up a small quantity of molten metal with it to a point just above the lava disk. At this point, a jet of hydrogen cools it and causes it to crystallize, with the result that a small crystal forms. As the hoisting is continued, more molten metal is drawn up, in turn to be solidified by the jet of hydrogen. This additional metal continues the growth of the crystal already formed, and a long, cylindrical crystal results. The speed of hoisting used was generally between 0.1 and 0.5 mm. per sec., and the crystals were from 4 to 6 in. long and about 1 mm. in diameter. By varying the conditions, crystals of quite different orientations were obtained and were used in the study of the phenomena to be described.

The real gross national product (GNP) expanded by 2.3% during the second quarter, down from the anomalous 4.4% growth rate in the previous 3 months. If the expansion continues through October, it will have lasted 5 yr and become the second longest in 40 yr.2 As in the first quarter, improvement in U.S. exports played a role in the continuing--albeit slow--growth. More than 2 yr of declines in the dollar relative to currencies of other industrial countries have contributed to a slight reduction in the trade deficit in real (volume) terms, as real net exports of goods and services rose $1.9 billion (table 1). Exports grew a strong 12.1% while imports, which had fallen the previous two quarters, rose 7.4%. Manufactured goods and petroleum products accounted for most of the second quarter import increase. The American Petroleum Institute estimates that the volume of crude oil and refined products imports in the first half of 1987 surpassed those in the same period last year by 7.5%, reflecting falling domestic production and higher than expected demand. Expenditure on durable goods--those that last at least 3 yr-by both consumers and producers also contributed to the second quarter expansion. Personal consumption of durable goods rose 9.0%, after having fallen the two previous quarters. Motor vehicle purchases accounted for most of the second quarter increase and the first quarter decrease. Sales of automobiles surged in the last quarter of 1986, as consumers rushed to capture the sales tax deduction that was eliminated on January 1. Sales fell in the first quarter of 1987, but have now moved closer to the trend line exhibited in the first three quarters of 1986. Automobiles accounted for half the 0.8% July gain in retail sales, and two-thirds of the 1.4% June gain. Producers durable equipment purchases also rose this quarter, accounting for the increase in nonresidential fixed investment.

Worldwide, promulgation and enforcement of health and safety laws and regulations have been the primary means of ensuring minimum and uniform standards of health and safety in the mining industry. In U.S. coal mines, a new era was ushered-in in 1969 for the control of health hazards from respirable coal mine dust. Since then significant progress has been made on all aspects of the respirable dust problem-its definition, monitoring, reduction, and control. In the intervening years, our ability to monitor, analyze, and characterize the mine atmospheric environment and the health of miners has increased many fold. Also, advancements in production technology have far outdistanced enhancements in environmental control technology. Therefore, questions are continuing to be raised on the adequacy of the characterization and control measures with regard to both the airborne respirable dust in mines and the health effects of respirable dust. Late in 1995, the Secretary of Labor appointed an Advisory Committee on the Elimination of Pneumoconiosis Amona Coal " Mine Workers (Dust Advisory Committee) to review the progress towards elimination of coal worker&apos;s pneumoconiosis (CWP) and silicosis, and in the program to control respirable coal mine dust in underground and surface mines, and make recommendations including improved standards and other appropriate measures for the control of exposure to airborne coal mine dust. The Committee&apos;s report was released in October, 1996. In this paper, a summary of the recommendations of the Committee is presented. A brief discussion of the background, and the issues and findings leading to the recommendations is also presented. The Committee concluded that the progress made towards making mines safer from the health hazards of respirable coal mine dust is substantial but that it is not sufficient to achieve the intent of the 1969 Coal Act. The Committee&apos;s recommendations encompass a wide range of issues addressing permissible exposure limits (PELS), sampling, dust control plans, hazard and medical surveillances, role of miners, training, and research and development.

"Current methods for acid rock drainage (ARD) mitigation revolve around insulation of the waste from oxygen in the atmosphere with water and dry (soils and liners) covers. Both are of limited effectiveness and present significant drawbacks. Furthermore, while they reduce oxygen influx, they reduce but do not prevent ARD.The inert gas mixture (IGM) technology has been designed to overcome the deficiencies of gas transfer into tailings and waste rock materials across the surface and instead block oxidation by controlling the transfer of oxygen from the atmosphere. Inert gas is injected into the mine waste at low flow rates and the positive but low flow purges the oxygen that tends to diffuse into the sulfide waste across the surface. The positive flow of IGM compensates for inward oxygen diffusion and creates a pressure drop across the cover layer preventing inward diffusion of oxygen and, hence, acid generation.The IGM processes are evaluated in this paper: theoretically, with a review of the theory of ARD and the current state of knowledge about the performance of notably dry covers as atmospheric oxygen barriers via models to predict the performance of the IGM technique practically, with a bench-scaled experiment.The results demonstrate the effectiveness of IGM to prevent oxidation of sulfide minerals and ARD in waste rock. The laboratory experiments further identified key variables to be used to monitor performance and control efficiency of IGM, which is now awaiting field-scale application.The IGM technology is a patented process by Terraquest Technologies Ltd (Canada) in USA, Canada and Australia. The IGM technology can be cost-effectively manufactured on-site with commercially available compressors and gas filtration membranes. It is predicted that low-cost covers can then be utilised with IGM, which in turn lowers the overall capital costs of ARD mitigation.CITATION:Ameglio, L and Barrie, H, 2015. The Mt Wright underground mine (MTW) is located near the town of Ravenswood in north Queensland and is operated by Carpentaria Gold – a wholly owned subsidiary of Resolute Mining Limited.The Mt Wright mine has gone through many stages, from the conception and implementation of the world first ‘sub-level shrinkage’ stoping (SLS) with continuous fill mining method in 2010, through to steady state production. These have been outlined in detail in papers presented by Mackay (2011) and Mackay, Long and Koen (2014) at previous Underground Operators Conferences.Since the last paper was presented, MTW has experienced significant change in two key areas.The first significant change was the discovery of a previously unknown hazard in the form of flat rilling events (FREs) from closed drawpoints (DPs). These events are believed to be unique to MTW and pose a significant risk to both the safety of personnel and the business as a whole. The paper will discuss this hazard and the evolution of the controls and practices that have been introduced to mitigate the risk posed by the identified hazards. The material involved in these events is extremely dry, fine and hot.The second significant change is an altered stress regime bought on in part by a change in the production front orientation and a general deterioration in ground conditions in some areas of the mine. This has caused some production interruptions at MTW. The second half of the paper will describe the challenges encountered, the mechanisms behind these challenges and the strategies implemented to safely return MTW production to planned levels.It is believed that other operations can learn from the issues mentioned above, and the paper has been written with this in mind.`CITATION:Long, S, Carnovale, D and Louwrens, L, 2017. THE Granby Consolidated Mining, Smelting and Power Company, Limited, is engaged in the mining and concentrating of copper ores, and, incidentally, in the mining of coal and the production of electric power. The Company has been engaged in these various operations both on the mainland of British Columbia and on Vancouver island for the past forty-five years. This paper will attempt to cover their present operations in the Similkameen mining district of southern interior British Columbia. GENERAL CHARACTER OF THE DISTRICT The Interior Plateau in southern British Columbia ranges in elevation from 3,000 feet to 6,000 feet. In the vicinity of Princet0n, a depression in the Plateau forms a well defined basin which is floored with a series of nearly flat-lying Tertiary sediments containing some workable seams of lignite. From this basin, the upland surface rises gradually t0ward the south, from an elevation of 2,000 feet at Princet0n to 4,000 feet at Copper mountain, and 6,000 feet in the upper parts of the Similkameen basin, where it merges into the rugged and diversified t0pography of the Cascade system, with glacier inhabited peaks rising to over 9,000 feet. The valleys of Similkameen river and its tributaries are wide, having flaring sides and gentle slopes, and are separated one from another by subdued rounded spurs, of which Copper mountain is typical. The drainage of this district is taken care of by Similkameen river and its larger tributaries, such as Pasayten river, and Wolfe, Friday, and Whipsaw creeks. The name Copper mountain is applied to a gently arched, nearly flat-topped spur between the deep valley of Similkameen river to the west and the shallower valley of Wolfe creek tO the east. The mountain is appro-priately named from the number of copper deposits occurring on its sides and summit, some of which have been developed int0 an important producer, known as the Copper Mountain mine.

The behaviour of tailings under cyclic loading has an impact on the stability and deformation of tailings dams and a good understanding of the cyclic behaviour of the tailings under earthquakes is important for tailings engineers and tailings operators for the design and safe operation of tailings dams. This paper presents an investigation into the cyclic behaviour of tailings using both laboratory cyclic direct simple shear (DSS) testing and numerical modelling. The laboratory testing involved cyclic DSS tests on gold tailings and zinc-copper tailings under different loadings and loading frequencies. The gold tailings specimen tested at a higher loading frequency and a higher cyclic stress ratio experienced spontaneous liquefaction during cyclic shearing and the zinc-copper tailings specimen tested at a lower loading frequency and a similar cyclic stress ratio exhibited ductile behaviour and liquefied due to cyclic mobility. The liquefaction behaviour of the tailings was modelled using an advanced constitutive model (UBCSAND), which was developed specifically to model soil liquefaction and strain softening under cyclic loading. The constitutive soil model presents the nonlinear soil behaviour under dynamic loading using a hyperbolic stress-strain relation. Dynamic analyses were carried out using a finite difference program FLAC. The cyclic stress-induced excess pore water pressures measured in the laboratory were modelled using numerical simulations of the laboratory tests under different loading conditions. The results of the non-linear dynamic analyses demonstrated the capability of numerical modelling of cyclic shearing induced excess pore water pressure and the onset of the spontaneous liquefaction. The laboratory investigation and numerical modelling technique provided the key properties and parameters for the dynamic analyses to assess the stability and deformation of tailings dams under design earthquake events. More importantly, the laboratory tests and numerical modelling provided some insights into liquefaction behaviour of the tailings during earthquakes. CITATION:Li, A, Laxman, M and Jinto, H, 2018. Teleoperation is one method by which an operator can remotely control and monitor a vehicle. The operator monitors the status and progress of the remote vehicle by watching the video transmitted from one or more cameras which are mounted on the vehicle. In the case of an LHD, it will be fitted with three cameras. For a twin-boom Jumbo, four cameras are mounted on the drill, three of which will have remote pan, tilt, 15x zoom, focus and lens cleaning controls. The advantage of teleoperation is that an operator can stand in the drive and send the remote vehicle around a corner, completely out of sight and still clearly see what is happening. This means that an LHD returns with a full bucket and a Jumbo can be operated from a safe distance. Standing in the drive teleoperating vehicles, exposes the operator to passing traffic including the remote vehicle. There are two solutions to this problem. One is to equip the operator with a Nautilus æBuddyÆ jacket which will help to protect them from all vehicles. The other is to move the operator into a safe room or area, away from the fumes, the noise and the traffic. In this comfortable, less stressful environment, the operator will be more productive and less likely to accidentally damage the vehicle. The operatorÆs æsafeÆ room does not have to be a formal control room, it can be any area which has AC or DC power available and is large enough to contain a chair and a 1.5 m x 0.75 m table. The æsafeÆ room can be on the surface or underground, it does not matter to the operation of the Nautilus Equipment. If the LHDÆs, trucks, locomotives, etc are automatically guided from origin to destination, the operator is free to operate several vehicles at a time, performing only those tasks which are too difficult for a computer to do by itself.

Introduction Less than a hundred years ago the engineer was able to do his job without concern for the science that underlay his practices or for the men who operated his machines. But toward the end of the last century science began to be applied to industry, and its success was such that the plant which clung to empiricism was unable to compete with the plant that followed science. Even more recently, the engineer has been forced to consider the men who operate his machines, for modern large-scale industry has given these men education, social security, and power. Hence the engineer can get good, steady labour to operate his machines only if he can offer inducements. Wages are in general outside the control of the engineer, but he is able to control working conditions. This essay is concerned with one factor of good working conditions: safety. The writer became interested in this problem during three months&apos; summer employment as a student at the Sullivan concentrator of the Consolidated Mining and Smelting Company and was surprised at the distance his investigations led him from the field of pure engineering into the fields of psychology, education, and publicity. Nevertheless, because safety has to do with machines and with men who operate machines, and because it profoundly affects plant efficiency, it is the job of an engineer, not of a psychologist or teacher, nor of the salesman publicity expert who is often so unfortunately employed in personnel relations. The size and complexity of the subject has limited the scope of this essay to the consideration of only a few aspects of industrial safety. Considerable attention has been given to the underlying principles, but the mechanical side of accident prevention, the design of equipment, erection of guards, etc., and the very important problems of organization and administration, have not been given attention proportionate to their importance.

"In an experiment on a trial embankment, the deformation mode of the improved ground at the toe of the embankment was compared with the deformation mode of the unimproved ground. This comparison showed that the behavior exhibited by the improved ground was the same as that exhibited by the unimproved ground, despite the low improvement rate (ap = 10%) of the ground improvement. Thus, the improved ground and the unimproved ground were found to be functioning as composite ground. Further, the strain that developed in the geo-textile used for the crushed-stone mat was considerably less than the strain specified by the design strength. As a result, it was found that a crushed-stone mat can serve as a mattress.OVERVIEW OF THE TEST CONSTRUCTIONLow Improvement-Rate Soil in Combination with Crushed-Stone MatIn Hokkaido, approximately 2,000 km2 of the land is peat land, an area almost as large as Tokyo. Such land accounts for 6% of Hokkaido’s plains and 2.4% of its total land area. The peat layer is normally 3 to 5 m thick and underlain by a layer of soft, cohesive soil whose thickness may exceed 20 m. In such a ground, consolidation using cement may generate differential settlement between improved soil as a result of embankment construction or lateral deformation caused by the slipping of unimproved ground. Therefore, the improvement ratio (ap) is designed to be at least 50% by the Manual for Construction on Soft Peaty Ground (CERI, 2011 [1]). Consolidation of ground with a low improvement ratio in combination with crushed stone-mat installation is a measure for soft ground (Figure 1). In this method, soil with a lower Improvement ratio than that of conventional improved soil (e.g., ap=10%) is placed beneath the entire embankment and a “crush stone mat”, a layer of crushed stone (t=0.5 m) enclosed by geo-textile, is then placed between the embankment and the soil."
