Introduction THAT an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1597 in authorizing entry of oil-lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of an appropriate law for their disposition-a withdrawal that has been specially ratified by Congress in the case of one State, Utah-and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on .the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil-lands.

The production of petroleum in Mexico during 1930 was approximately 39,600,000 bbl., or 5,188,000 bbl. less than in 1929. The decline which has continued for the last eight years, will place Mexico in fifth or sixth rank as an oil-producing country. The production of the northern and southern fields near Tampico declined over 5,250,000 bbl., while that of the fields in the Isthmus of Tehuantepec moderately increased. The wildcat operations which have been conducted for some years near the international border along a 290-mile belt, extending roughly 170 miles northwest and 120 miles southeast from Laredo, Texas, have so far met with little encouragement, although the oil possibilities of the region warrant the belief that commercially productive fields will be discovered eventually. An interesting development during the year was the starting of construction of the oil pipe line from Palma Sola in the South Fields near sea level—over Sierra Madre at 8660 ft.—to Atzcapotzalco, a suburb of Mexico City at an elevation of 7350 ft. This line, about 146 miles long, has a diameter of 10 in. and an estimated daily capacity of 10,000 bbl., and with its terminal refinery at Mexico City will form a transporting and refining unit which should materially affect the distribution and marketing of refined products in the Republic. Development During the past year 148 wells were drilled, as compared with 214 in 1929 and 371 in 1928, the percentage of producers being 49 as against 47 in 1929. With the exception of one well in San Isidro, at the extreme southern end of the Golden Lane, the Jardln Paso Real area was the only sector of the old fields where new development could be considered as successful, all other producers brought in during the year being drilled in nearly exhausted pools to be operated as ('strippers." Northern Fields A total of 71 wells were drilled in the northern fields, of which 22 were producers; one well in Ebano was estimated at 5000 bbl. per day, while the general average of all producers was less than 300 bbl. IN the Parkes process of lead refining, after desilverization has been completed by means of zinc additions, there will remain in the lead from 0.5 to 0.6 per cent zinc. At this stage in the refining practically all impurities are reduced to refined lead specifications except zinc and antimony. All excess of copper and nearly all the arsenic goes out with the silver. Silver remaining should not exceed 0.1 oz. per ton. It thus remains only to remove zinc and antimony to produce refined lead. The older practice was to complete refining by means of oxidation processes in reverberatory furnaces. Essentially this consisted of heating the lead to 1200° to 1300° F. and allowing it to come in contact with a considerable excess of air passing through the furnace, or accom-plish the same result by blowing the lead with steam by means of pipes introduced for that purpose, at the same time allowing air to enter the furnace. Usually some procedure involving alternate oxidation and reduction with fine coal or coke was employed in order to reduce the weight of dross or skim finally removed from the furnace. This practice had many elements of weakness in that the main flow of lead, after the preceding expensive operations had been performed, and the whole refining process nearly completed, was subjected to an operation at a comparatively high temperature, which involved much lead loss if the furnaces were not on bags, and the production of 3 to 5 per cent of the weight of the lead as dross or skim, which had to be resmelted and the lead either refined or produced as antimonial lead. In addition, the operating expense of the process was a considerable item. The, process of dezincing with chlorine was developed as a substitute for the foregoing described oxidation process, and finally resulted in such advantages as nearly equal operating costs, a practical elimination of the lead loss, and the direct production of a very valuable byproduct, zinc chloride, that may be sold as such or retreated for its zinc and chlorine contents, both of which can be reused in the refining processes.

The Manufacturer's Viewpoint A prominent manufacturer of mining 'machinery not long ago expressed himself as being confident that he was securing the best kind of publicity for his product through the advertising pages of the monthly Bulletin of the American Institute of Mining Engineers. Such an expression coming from such a man is highly gratifying; yet it is justifiable when the high quality of reader and subscriber is taken into consideration. In fact, the majority of those using our advertising pages feel the same. It is to be regretted, of course, that others catering to our field do not realize the means at their disposal for presenting the points of interest of their product to the mining man. The question has been asked, " Do your members read their Bulletin?" They not only read the editorial pages, but they "admit being up-to-date enough to peruse the advertising section to "see what is new." The next question the prospective advertiser asks is, " Will the Bulletin bring inquiries?" The answer to this question holds good for any publication having as subscribers those who have purchasing or recommending power-yes, if the article advertised is not a stock one, that has been before the public for any length of time. To secure inquiries on, say, a standard centrifugal pump or any other standard product, the features of which are well known, is a most difficult proposition. Yet, of course, some inquiries are secured, but mostly from those having use for the catalogue or trade literature for reference purposes. It is safe to say that the traceable returns from advertising in trade publications hardly, if at all, pay for the advertising. The real returns are intangible, and result from the constant publicity, and keeping ?everlastingly at it." Who can say what subconscious effect is taking place when an advertisement is "glanced at," to say nothing of the effect produced when the copy is attractive and interests the reader. Time after time it has been proved that sales have been secured as a result of an advertisement, yet no inquiry had been made directly traceable to advertising.

Single-crystal thin films of molybdenum have been grown. by the pyrolytic decomposition of molybdenum hexafluoride in a hydrogen ambient on various insulating substrates at temperatures front 650° to 900° C. Single-crystal discs of various orientations of magnesium aluminate spinel, a aluminum oxide, magnesium oxide, and the natural facets of beryllium oxide were all observed to exert epitaxial control on the depositing film. Determinations of the crystallographic relationships existing between film and substrates have been made, using X-ray diffraction three-circle goniometry and Laue back-reflection techniques. Using these data, crystallographic overlays have been constructed which suggest a possible interfacial geometry on the basis of a match between metal deposit atoms and metal ion sites in the substrate. A continuing program has been in effect in the Auto-netics Laboratories over the past several years aimed at the development of electronic materials in new and useful forms using chemical vapor deposition techniques. During the course of these investigations, the epitaxy of silicon1"5 and tungstenep7 on single-crystal metal oxide insulators was studied extensively. The deposition of molybdenum is a logical extension of the tungsten work since the crystal structure is identical and the lattice dimensions differ by less than 1 pct. The pyrolytic decomposition of molybdenum hexafluoride in hydrogen was used to grow molybdenum films on the oxide substrates AlzOs, MgA1~04, MgO, and Be0 at from 650" to 900°C, depending on the substrate material. Under the experimental conditions to be described, monocrystalline films of controlled orientation were obtained. The materials investigated and their crystal structure are listed in Table I. EXPERIMENTAL The molybdenum depositions were effected by the hydrogen reduction of molybdenum hexafluoride (MoFe) in a flowing system of hydrogen at atmospheric pressure. The schematic of the apparatus is shown in Fig. 1. The hydrogen, purified by passage through a heated palladium thimble, was mixed with the vapor of the liquid MoFe maintained in a steel bottle at room temperature (25°C). THE Getchell mine, a comparatively recent gold discovery, is in the old Potosi mining district, Humboldt County, Nevada. All ore is mined from open pits using Diesel shovels and gasoline trucks. Two types of ore are mined, oxide and sulphide. Oxide ores are siliceous or shaly; sulphide ores either gougy, siliceous or shaly. In mining, the sulphide ore is segregated into hard and gougy ore, because the gouge must be dried before it can be crushed, The oxide ore is not segregated. GENERAL METALLURGY The oxide ore is the leached outcrop that overlies the sulphide ore body. All of the iron and arsenic sulphides found in the sulphide ores have been thoroughly oxi-dized, The sulphur and arsenic have been leached out while the iron is present as hematite and limonite. The oxide ore is amenable to direct cyanidation, and although no visible free gold is present it is released at a comparatively coarse grind. The sulphide ore is more refractory, since the gold is all of micron size and some of it is locked in fine sulphides. It has been established microscopically that the free gold is coated with an impervious shell, which is probably some form of iron compound. The sulphide ores contain from 1.5 to 2 per cent of arsenic, which is present as orpiment and realgar with minor amounts of arsenopyrite. The orpiment and realgar are of a later mineralization than the gold and are barren. Roasting and washing of the sulphide ore prior to cyanidation is necessary to eliminate the arsenic, to alter the gold coating from an insoluble form to a soluble form, and to release the gold associated with the fine sulphides. Washing the ground calcine in weak sulphuric acid, trona, or hot water are beneficial in the order named, but to date the water is the best from an economic standpoint. Metallurgical tests as well as plant practice indicate that a certain amount of gold cannot be recovered even by going beyond economic practices, On this basis metallurgical results are viewed in the light of an optimum tailing rather than a per-centage of extraction.

Ferteco Mineracao, belonging to the CVRD group, is one of the several iron ore mines in the south east of Brazil. Some of these mines have pit walls of over 350-m height and operations under difficult geo-technical conditions are steadily increasing. In order to mine the 15 million tonnes of high grade hematitic ore remaining in the Fabrica pit, Ferteco had to deal with the following restrictions: Warrant power to its concentrator and pellet plant, relocate the load-out rail road loop, stabilise a poor phillyte slope, relocate a creek on a bench, lower the water table and mine at maximum angles at a slope with phillyte and loose itabirites directly under the rail road loop. Considering these aspects, 3 stages of operations were designed, considering a safe operation, but with the lowest possible security factors at the last mining stage, before the pit would be filled in again with tailings. Stage one above the rail road loop and below the high tension power mast, where the poor phillyte slope was secured by a flexible retaining wall, using old rails and anchors up to 27 meters (80ft) with a working pressure of up till 30 tonnes and stage two with different slope angles, and deep wells, high wall blasting perpendicular to the highwall with relief holes and rerouting the creek in steel half culvert and stage three, the filling in with tailings and recuperation of the deep well pumps. Following studies and analysis were made: Geotechnical and geological studies of all rock formations including rock strength test, a hydrological study to define the lowering of the ground water level, slope stability analysis for every bench and all possible combination of benches, definition of blasting parameters close to the pit slope, a monitoring plan, including topographical movements, vibrations due to blasting, piezometers and pressure cells as well as a plan how to fill up the pit again with tailings in combination with the rising of the ground water level. A close co-operation between the geo-technical consultant, pit operations, the blasting contractor and the geological department resulted in an operation without any incidents, lowering the pit with an additional 3 benches and mining an additional 5 million tonnes of high grade ore.

TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen -The following report covers briefly some of the more important activities of the Institute during the year 1923 In my report for the year 1922, I drew attention to the falling off in membership of the Institute due to the depressed condition of the mining industry in several lines and the inability of many of our members to find profitable employment in mining or its associated branches. A number who were unemployed during 1922 established connections during 1923, but a still greater number have been forced to resign or drop their membership during 1923. Fortunately, the number dropped is not so great as in the previous year. The Employment Service conducted by the four Founder Societies bears witness to the trend in business For the young men just out of college, there are plenty of opportunities at small salaries, there are plenty of opportunities for them as laborers, but for the mature members, those of experience, there are few calls. During the last eighteen months, our Employment Service has been able to place only six of our members out of every hundred engineers for whom it has found work. Another loss which this Society has suffered, but which is not felt so keenly by our sister societies, is in its foreign members The A. I M E has always had a large foreign membership, but of recent years exchange has been so heavily against many European and South American coun¬tries that a large number of members residing abroad have been compelled to relinquish their membership. Almost invariably these members express keen regret because of the necessity that confronts them, and almost invariably the writers express hope that present conditions will not last long and that they will soon be able to ask for reinstatement. Having stated the darkest side of the picture first, it may now be drawn to your attention that in spite of these losses the number of persons applying for membership was decidedly encouraging. From the quality point of view, the membership has not gone back¬ward. The Membership Committee has declined to recommend many

THE 144th* meeting of the American Institute of Mining and Metallurgical Engineers was held in New York, Feb. 18 to 21, 1935. It consisted of the annual business meeting, 45 technical sessions at which 216 papers were presented (approximately the same number of sessions and papers as at the previous annual meeting), two sessions of the Board of Directors, three meetings of Section delegates, two formal lectures and two addresses, luncheon Monday, Tuesday and Wednesday for members and guests, six group dinners and eight group luncheons, ten committee meetings, the annual reception and dinner dance, an informal dance, a smoker-dinner and the annual meeting of the Woman's Auxiliary. Attendance was generally greater than for the two preceding meetings; the statistics follow (figures are in the order 1935-1934-1933); total registration, 1609-1534-1475; dinner dance, 577-543-426; dinner-smoker, 490-425-394; informal dance, 279-295-250; women's registration, 179-160-133; general luncheons, 1132-1034-734. The Coal Division held two general sessions on Monday and a symposium on coal-mine ventilation on Tuesday morning. The Committee on Bituminous Planning, Edward Steidle, chairman, presented a report at the Monday morning session. C. B. Huntress, President of Appalachian Coals, Inc., was the principal speaker at the luncheon on Monday, at which Eli T. Conner, Chairman of the Division, presided. Mr. Huntress was preceded by Howard N. Eavenson, President of the Institute, who spoke briefly. The Sectional Committee on Classification of Coal met Wednesday afternoon. A feature of the meeting concerning three Divisions-Iron and Steel, Institute of Metals, Petroleum-was the symposium on Use of Metals in the Petroleum Industry, Thursday morning and afternoon. Five of the papers presented at this symposium have been published in METALS TECHNOLOGY'. Another feature, of general interest, was the Tuesday morning session in the Auditorium, devoted to Federal Government and Mineral Industries. Dr. C. K. Leith delivered the principal address, on "A, Mineral Policy for the United. States." . HAVING already shown you the methods of making the moulds for casting and how they are to be prepared so that they may receive the melted metals well, it is now necessary, in order to complete the casting with perfection, that I show you not only the operations and instruments by which metals are softened, but also how metals can be made as liquid and fluid as water so they may easily enter into all the hollows of the moulds that you have made. Of these, besides the fire which is the prime agent, there is a very powerful furnace, which is called a reverberator.* I believe this is chosen not only for convenience but also because it is necessary in large casts. This is made of baked bricks, or of crude ones if desired or of suitable fire-resistant stones. Although all masters have the same objective, each one proceeds to make this kind of furnace according to his own ideas so that it can be said that there are almost as many different shapes of such furnaces as there are masters. This can be seen in the place that contains the metal, which is of such a shape that the force of the fire may operate better. Thus some masters are called good who, seeing no farther than what has been shown them, make them circular like a bread oven. Some others make them oval across the fire en- trance, while others extend them lengthwise. Also, there are some who make a single outlet for the flames, some two, and some three. Some make the entrance for the fire high and narrow and others, wide and low. The same is true of the place where the flames are generated, which is called the firebox. Some put the wood in from the side, some lengthwise in the same direction as the entrance for the flames, and some from above by means of a little hole. I DESIRE to call the attention of the Institute to a novel system of dredging, which, it seems to me, may prove applicable, not only to river and harbor improvements, but also to certain varieties at least of alluvial and diluvial gold mining; that is, river-mining, barmining, coast-mining, and any other similar operations now carried on by means of coffer-dams or dredging machines. The simple and effective method to which I refer is the invention of General Roy Stone, formerly an officer of volunteers, and at present a civil engineer, engaged under General Newton, of the United States Engineer Corps, upon the government works in New York harbor. General Stone has been, since September, 1878, in charge of operations upon Diamond Reef. This reef, lying between Governor's Island and the Battery, is one of the most dangerous in the harbor. Its position in the highway of navigation, and the fact that it is dangerous only to vessels of considerable draught and at certain stages of the tide, combine to increase the serious nature of the disasters which it has caused. The reef consists partly of rock in place, and partly of deposits of glacial clay, boulders, and pebbles, over all of which lies, or did lie until it was removed, the ordinary silt and rubbish of the harbor. As the purpose of the present paper has nothing to do with the special dimensions and other circumstances of this particular work, I describe those features only which are connected with General Stone's ingenious device. Various attempts have been made to remove the upper portion of Diamond Reef and secure a navigable depth at low tide. Some years ago Maillefert undertook to accomplish this by firing charges of high explosives, simply laid upon the surface. He accomplished some good in the removal of projecting points and ridges ; but as soon as the surface of the reef had become approximately level, his method was no longer effective. After the work had been taken up by the Engineer Corps, the well-known drilling-scow invented by General Newton was brought into action ; and, so long as holes could be bored and fired in solid rock, this process was effective enough. "In order to study the removal efficiency of Cu2+ from acid mine drainage by prepared bentonite-steel slag composite particles, adsorption experiment was carried out. The composite particles were characterized by X-ray Diffraction analysis technique (XRD), Scanning Electron Microscopy (SEM) and Fourier Transform Infrared spectrometer (FTIR). The results show that: the composite particles can release alkali to neutralize the acid of acid mine drainage; the adsorption and chemical precipitation of Cu2+ occurred in the whole reaction process; the removal amount of composite particles on Cu2+ was 9.88 mg/g when the reaction reached equilibrium; the FTIR spectra revealed the existence of surface complexation; the SEM micrographs suggested that the composite particles would continue to adsorb and coagulate Cu2+ after the composite particles surface adsorbing Cu2+ and forming precipitate, namely, there was synergistic reaction of adsorption and coagulation; the XRD patterns further showed the existence of cation exchange and revealed that the states of Cu2+ in the surface of the composite particles was Cu-Si-O mineral phase and CuO(Cu(OH)2) polymerization precipitation. The bentonite-steel slag composite particles which can play a role of adsorption-coagulation synergism are excellent multifunctional green environmental mineral materials to treat acid mine drainage containing heavy metal ions.Introduction It is reported (Zuo and He 2013) that with the rapid development of industry, the world demand for mineral resources is increasing, while the problem of mine environmental pollution is becoming more and more serious due to the large amount of mining. The pollution of mine wastewater has become a global problem, in which acid mine drainage (AMD) is one of the most serious waste water. It is also reported (Cong and Zhao 2003) that acid mine drainage containing high concentrations of heavy metals and having low pH value, causing serious negative influence to the mining production and ecological environment. Acid mine drainage is one of the most serious environmental pollution to the mining industry. In recent years, it has been widely concerned by scholars at home and abroad."

SATISFACTORY metallographic sample preparation of very soft metals, such as lead and its alloys is generally difficult. The prime requisite of any technique must be that the result gives an undis-torted microstructure for the microscopist to examine. A small amount of mechanical polishing followed by a chemical or electrolytic polish is usually the most desirable way to obtain an undis-torted surface. Several chemical-4 and electrolytic3-' polishing solutions have been developed for dilute lead alloys. Perchloric acid mixtures (with acetic anhydride, ethyl alcohol, or water) are among the most prominent electropolishing solutions used for lead; however, the presence of bismuth in the alloy precludes the use of any perchloric-containing solution. The other solutions1-7 were found to be unsatisfactory on alloys ranging from 10 to 65 wt pct Bi in lead. With increasing bismuth content, the microstructure shows a lead (terminal solid solution), 0-6 mixture, E (peri-tectically formed hexagonal phase), and E bismuth mixture (eutectic at 56.7 wt pct Bi).9 The metallographic samples were mounted in "Araldite" epoxy (the heat generated during polymerization does not alter the microstructure), ground by hand on well-waxed silicon carbide papers (400 and 600 grit), and polished with 3- and 0.25-CL diamond paste on billiard and microcloths, respectively. The use of the various polishing and etching solutions reported in the literature resulted in the formation of irremovable reaction products on the sample surface when applied to "as-ground" or "as-polished" surfaces. The E phase was the most difficult to clean chemically and in the development of an etchant for this system several solutions which satisfactorily etched the bismuth or a phase were unacceptable because of their reaction with the E. It was found that a mixture of 50 ml lactic acid 30 ml nitric acid 20 ml (30 pct) hydrogen peroxide (Solution #1) was a satisfactory etchant for the a-matrix alloys. The samples were prepared as before and etched after 1 min of polishing with 3-p diamond paste. The etchant was applied by swabbing (light pressure) for 30 sec to 1 min and the sample was then rinsed in running water. The E has a slight stain and the a is fairly bright, Fig. 1.

Although many oil fields have been, and still are being, discovered in Oklahoma, the geology and structure of most of them have not become familiar to the general public because of the delay in securing government geological surveys and the reluctance of oil companies and other intercsted parties to give out their "inside information " Therefore, until official surveys are available, it behooves us to publish geological results as soon as possible. Fortunately the writer has been authorized by the Cement Field Oil Co. to publish his data on the Cement field, Caddo County, at this time. Locality and Description The Cement field is situated in the part of Oklahoma known generally until recently, as "Healdton fields," and lies 60 mi. (96 km.) northwest of the Healdton field proper. Like the Healdton field, it forms an approximate ellipse, trending northwest and southeast through the village of Cement on the St. LouisSan Francisco Railroad, on which it is reached in 21/2 hours from Oklahoma City. In its geological structure, the field constitutes an anticline over 13 mi. (21 km.) long and from 1 to 3 mi. wide; the point of greatest width being not far from its intersection by the above-named railroad. The major axis trends north 75' west from the village of Cement; but eastward appears deflected (if field interpretations are correct) to about south 45" east. About 5 mi. south lies an approximately parall el syncline, which may be conveniently called the Cyril syncline, the south and west boundaries of which may be distant many miles, but forming a closed basin south of the Cement anticfine. The positjon of the offsetting synclinal axis, which is believed to lie north and east of-Cement, has not been discovered. TOPOGKAFHY In the southwest part of the state, nearly all maps of Oklahoma show two mountain areas—Arbuckle and Wichita—which are conspicuous geological and topographic landmarks. In addition, some maps show a third, and smaller, range, named the Keechi Hills, in the vicinity of Cement. These hills also form a conspicuous feature in the landscape; but for some reason they have been neglected by geologists, and the

In order, to discuss the characteristics of a fan we need, some better way to measure the characteristics of a mine. You all know that. the average anemometer is not very-reliable. Sometimes two anemometers, supposed to be recently calibrated, will differ 50 per cent. Either this or some other committee should standardize measuring methods. The characteristic curves of fans, given by Mr. Huber, would indicate that the forward-curved-blade fan would cause trouble in attempting parallel operation, because two machines will not parallel unless they have dropping pressure characteristics. On the other hand, it is indicated that with the backward-curved blade, they could easily be paralleled. But few mines use more than one fan. Mr. Huber said that if the resistance of the mine was considerably more than contemplated, the quantity of air might be such that the efficiency of the backward-curved fan would be seriously affected, dropping say from 70 to 55 or 50 per cent. In such event, could a difference of speed be selected for the fan that would give the quantity desired at a higher efficiency? L. W. HUBER, Pittsburgh, Pa.-The backward-curved-blade fan responds to change in speed the same as any other fan; if' the speed is doubled, the quantity of air is doubled, the pressure is increased four times and the horsepower eight times. One point not mentioned in the paper is that the backward-curved fan is more efficient than the forward-curved or any other type. If the latter were more efficient, it would pay to install that type and keep the resistance of the mine constant, which is hard to do but it can be done with care. But the total mechanical efficiency of a fan with backward-curved blades is from 10 to 20 per cent. higher.

IN 1839,1 Gerard, Troost, the first, State Geologist of Tennessee, reported the occurrence of zinc ores in East Tennessee, in connection with the iron ores at Embreeville; in 1844,2 he refers to the zinc deposits of East Tennessee, especially the apparently rich deposits occurring, in Jefferson and Claiborne Counties, while his ninth annual report is a ,description of the zinc deposits of Jefferson County and a description of the most improved processes by which zinc is extracted from its ores. Although. Tennessee has long known of the occurrence of its zinc deposits and has recognized their value, only during the last few years have these ores been successfully worked. As far as can be learned, prior to the systematic development of the Mascot district in 1911, no large-scale or successful operation of any of the zinc deposits was carried on. But in that year, after several companies had made considerable progress in developing the Mascot area and had proved. a relatively extensive body of low-grade sulfide ore, the American Zinc Co. entered the field. It introduced modern methods of prospecting and mining the ore and from the first was successful. Too great credit cannot be given this company for its pioneer work in a previously unimportant field. Throughout the history of its operations, the American Zinc Co. has confined its efforts to underground mining of the sulfide ore, sphalerite. This company has found that successful results in zinc mining in East Tennessee can be achieved only by expending large sums in prospecting and blocking out bodies of pay ore in sufficient magnitude for large-scale operations. At Mascot are located the mines of the American Zinc Co. of Tennessee, the mines being situated along the Southern Railway in the Holston River Valley, Knox County, about 13 miles northeast of Knoxville. Considerable mining and prospecting had been done by several companies prior to the acquisition of this property by the, American Zinc Co. Previous to 1900 only open pits, which were worked for oxidized ores, were operated. and the production was small. In 1900 the

That an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1897 in authorizing entry of oil lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of . an appropriate law for their disposition—a withdrawal that has been specially ratified by Congress in the case of one State, Utah—and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil lands.

THE present system of competitive exploitation of oil pools results in losses, both of petroleum and of profits. Under a competitive system the owner produces or withholds his product according to the price, which reflects the demand, but in the pe-troleum industry the producer does not have complete control over the expansion and contraction of his out-put. Under a series of court decisions, reviewed in detail in the paper, petroleum is not covered by- the general theory of English common law that the owner of land owns everything from the center of the earth to the sky within the areal limits of his property, but is considered to be his only when he has reduced it. to possession, which he can only do by taking it out of the ground. If A can obtain possession of the petro-leum which is beneath the property of B without tres-passing on B's property he commits no legal wrong and B has no defense except to get it into his (surface) possession before A takes it. No one would expect an. owner under such a system to forego the possibility of securing some oil from his property in order to in-crease the ultimate production of the pool. The pe-troleum industry. should offer a constructive program, that will eliminate losses and protect the interests of individuals as far as possible. If improved methods of oil recovery can be applied the quantity of petroleum recovered might be double or even treble the amount recovered by ordinary procedure. But increased recovery is not the only benefit from pool development. In brief, the following advantages can be claimed for unit operation: 1. Saving in development and operating costs. 2. Less danger of damage to the fields by defective wells. 3. Development is better gaged to fit market demand and to effect the most efficient recovery of oil. 4. More oil, gas, and gasoline can be marketed. 5. By regulating pressures, recovery .of oil and gas will be greater and the wells will flow longer. Reagan County (Big Lake), Rainbow Bend and Cabin Creek are examples of longer life of pools thus obtained.

PRESIDENT AND GENTLEMEN : It has been made my pleasant duty to welcome you to the city of Philadelphia, but in so doing I shrink, with some natural reluctance, from appearing before an audience so much better fitted than I am to cope with the subjects which are usually presented to your association, and I can assure you that no trembling neophyte, first venturing within the groves of the Academy, or walking, with sacred reverence, in the gardens of Plato, felt more natural dread at the consequence of his own temerity than I do in appearing before an audience composed of gentlemen belonging to a scientific society of which I am but too sensible that until now I have been a member only in name. The Copaquire porphyry copper deposit lies in an island of pre-Upper Tertiary rocks surrounded by Quaternary and Upper Tertiary formations. The pre-Upper Tertiary appears to be a horst block in a typical basin-range setting. Major right lateral faults have been mapped within the range from Chuquicamata north to Copaquire. All of the major porphyry copper deposits known in the block (e.g., Quebrada Blanca, El Abra, Chuquicamata, and Copaquire) are on or are very close to one of these major right lateral shears. In the Copaquire district, an epizonal igneous complex with diorite, quartz diorite, quartz monzonite, and intrusive dacite (in that intrusive order) invade folded Jurassic shale. Mineralization appears spatially and temporally associated with the quartz monzonite porphyry and dacite. Alteration zoning shows two separate core phyllic (quartz-sericite-pyrite) zones within one large argillic (clay-pyrite) zone. A propylitic (chlorite) zone is peripheral to the argillic zone. No potassic zone has been recognized yet at the surface. The intrusive petrology together with the phyllic, argilic, and propylitic alteration zoning as well as the chalcopyrite-molybdenite ore mineralogy characterize this deposit as being typical of the Lowell and Guilbert model. Copper and molybdenum minerals appear to be most strongly developed in the phyllic zone, in either a breccia or a zone of veinlets and stockwork which trend dominantly northeast, conjugate to the district's largest fault, the Sulfato fault. The setting is basically similar to that found in some other porphyry copper deposits in this block, in that the ore body is a zone of veinlets which appear to be genetically related to movement on a major north-south trending right lateral fault. The presence of the major fault in each deposit, and the speculative hypothesis that paleo-subduction zone operated at the time of mineralization, suggest the possibility that mineralization took place when a major fault permitted escape to the surface of cal-calkalic magma generated in a subduction zone as proposed by Ericksen. A hypothesis such as that proposed by Ericksen explains the near linearity of porphyry copper deposits in Chile, since the source of calc-alkalic magma would exist at about the same distance from a paleo-trench throughout the length of the paleo-subduction zone.
