Of the 19 major mine fire events (including thermal events) that have occurred in the last 6 years (2000-2005), it is estimated that remotely constructed mine seals could have been used at 65% of the events to control or suppress the fire. Underground observations of seals that have been remotely installed during mine fire events show that they often do not fully achieve mine roof-to-floor and rib-to-rib closure. Unfortunately, the inability to reliably close the mine void has limited or precluded the regular use of this technology. The National Institute for Occupational Safety and Health is conducting full-scale underground experiments at the Lake Lynn Experimental Mine to identify and remedy existing remote sealing technology shortcomings, to develop novel technologies, and to transfer the new or improved technologies to the mining industry. This paper will discuss the remote mine seal testing program and will provide the results of the in-mine experiments. 7. Development of Acoustic Seal Checking System The acoustic approach was shown in Section 4 of this report to be the most promising concept for checking the seals. This section describes the development of this concept into a working hardware system to be used later in the field test program. This development effort included: (1) Theoretical analysis of the acoustic behavior in the mine using acoustic modeling- techniques. (2) Experimental determination of acoustic patterns in mine passages. (3) Refinement of the theoretical model. (4) Verification of final theoretical predictions in the quarter-scale laboratory model of a mine passage and seal. (5) Development of system specifications. (6) Development of the Acoustic Prototype Seal Checking System. 7. 1 Analysis of the Acoustic Seal Checker Concept The acoustic seal checker concept is based on a model which combines corridor acoustics and hole transmission theory. The idealized model for the mine sealing application is shown schematically in Figure 66. A high intensity acoustic- source is located in a corridor at a, position adjacent to the location to be sealed. The acoustic signal transmitted through the seal is monitored by a microphone pick-up placed on the opposite side.

"One of the disadvantages of the federal government's idea of ""taxation by consultation"" is that it seems to take longer to enact new legislation. The proposed new rules for taxing automobile benefits is one example. Here is a ball which has been batted around between government and the public several times and still has not come down to earth. Fasten your seatbelts, there may be more to come. IntroductionThe draft legislation released on April 13 contains the details of the government's current proposals on car expenses and benefits. They differ significantly from the last announced position. Finance Minister Wilson has indicated that the release in draft form will provide an opportunity for the Commons Standing Committee on Finance and Economic Affairs (the Blenkarn committee) and other interested persons to comment before the legislation is introduced in Parliament. Accordingly, there may yet be revisions.Notwithstanding the prospect of further changes, the proposed rules generally come into force in 1988. While taxpayers may welcome some of these changes, particularly the increase in the tax-exempt allowance, many must be frustrated that, at this late date, the rules for the current taxation year are not yet finalized."

THE methods that may be applied to the treatment of slurries and water, as these are related to practical coal-preparation problems, are concerned essentially with the movements of solids suspended in water. It is assumed that there are no fundamental differences between the principles involved in the treatment of coal slurries and the phenomena encountered in general mineral-dressing practice, and the latter are presented in some detail. Basic principles are correlated with present practice for both the anthracite and the bituminous coal. fields, and meth¬ods are discussed which are designed to utilize best all the material subjected to treatment and suggest a sound approach to the solution of problems relating to the return of clear water to process or to streams. In order to approach the practical phases of the subject with sufficient understanding of the basic principles, it is necessary to discuss two types of phenomena that are applicable. The first is flocculation and the second is sedimentation. Descriptive matter is given covering the various meth¬ods and types of equipment employed to conduct these operations, with emphasis on their application to water and coal-slurry treatment.

The administrative processes of coal mines are becoming increasingly complex. As society evolves into a more complicated structure with greater emphasis on individuality, government regulations reach deeply into every activity in an effort to force individuals into a standardized mold. These contradictory pressures add an extra burden to the administration of a mining operation. Recent years have brought a substantial change in the skills needed by mine supervisors and managers. As a result, a better understanding of the administrative functions is necessary. The mine superintendent has the overall responsibility for the mine; for effective operation he must be sufficiently knowledgeable to oversee all the complex functions that make up the mine. This chapter does not cover all the administrative requirements because of the variation in mine operation and in company policies and organizational structure. It does attempt to identify the administrative functions that would be required at a large mine with a preparation plant. It is assumed that the mine operation is decentralized with very little duplication of functions at the organizational levels above the mine. Thus each function is assumed to be relatively complete at the mine and under the general supervision of the mine superintendent.

The sampling of non-ferrous concentrates from trucks and trains has long been carried out either manually or by automatic spears. Very little use has been made of conventional sampling systems for sampling concentrates at transfer points, or cross-belt samplers for sampling from the belt as the concentrate moves along the conveyor.Due to the high value of base metal concentrates and the often extremely heterogeneous nature of the material it is imperative that the sampling procedures adopted are accurate and precise. The basic principle that all particles in the stream have an equal opportunity to be included in the final sample is not fulfilled by accepted traditional concentrate sampling procedures such as the spearing of wagons, trucks or streams. This may lead to significant bias being introduced into the final sample.Consequently, the application of correct sampling procedures, either with conventional cross-stream samplers or the newer cross-belt samplers, is of prime importance.SGS Australia has recently installed a number of cross-belt samplers for the sampling of base metal concentrates both in Australia and overseas. The application of these samplers will be discussed with emphasis on the benefits of their use.

A novel manufacturing technique for Al-TiB2 nanocomposites has been developed, in which TiB2 nanoparticles were incorporated into liquid aluminum under mechanical stirring and in the presence of a K2ZrF6 flux-wetting agent. The microstructure of the Al-TiB2 nanocomposites was studied using scanning electron microscopy (SEM) and transmission electron microscopy (TEM). The microhardness test was conducted to investigate the strengthening effect of TiB2 on the aluminum matrix. The TiB2 nanoparticles were successfully incorporated and dispersed into the aluminum melt in the presence of the K2ZrF6 flux during mechanical stirring. In the as-cast microstructure, most nanoparticles segregated in the interdendritic regions as a result of particle redistribution during solidification. The addition of 2, 5 and 10 wt% TiB2 nanoparticles increased the composite hardness by 60, 90 and 150% respectively when compared to commercial purity aluminum, indicating that the TiB2 nanoparticles imposed a significant strengthening effect on the aluminum matrix. The role of K2ZrF6 flux agent on the incorporation of nanoparticles into aluminum melt was discussed.

Direct smelting of copper in a single vessel has long been the extractive metallurgist's dream. Such a process offers the important alvantage. of (i) maximum use of the energy available from oxidizing the sulphur and iron of the concentrate: (ii) restriction of SO2 emissions to a single constant-strength source; (iii) minimum materials handling and (iv) elim-ination of at least one process step. Extensive developmental work was carried out in the 1960's and 1970's to implement such single-step processes. Some of the processes reached the prototype stage and it appeared that copper smelting technology was on the thresthold of a new, efficient, minimum-pollution era. Since that time, however, the forward thrust has slowed and single-step copper smelting is still a process of the future.The paper describes the potential advan-tages of single-step smelting; its history and current status; and the reasons why it has not been adopted industrially. It concludes that the potential benefits of single-step smelting are powerful and that many of the difficulties encountered in the 1970's will be overcome in the 1980's.

Digital photography combined with three dimensional models of topography, mining operations and restoration plans can lead to extremely realistic images and animations of the current and future states of a mine or quarry. The amount of work and the time required for the successful modeling of a mine and its restoration plan are surprisingly low nowadays. All this means that the visual impact of mining and quarrying operations can be easily assessed using common computer hardware and some dedicated software packages. LAVA Mining and Quarrying SA is a company committed to strive continuously for the highest possible environment protection at the company?s quarries. The pozzolanic rock quarry located at Xylokeratia is one of the company?s quarries on the island of Milos and the subject of the study presented in this paper. A thorough restoration plan of the Xylokeratia quarry is being completed by the company. For its purposes, a complete visual impact assessment study was performed at the Department of Geotechnology and Environmental Engineering of the Technological Education Institute of Western Macedonia. The procedures used in this study and the produced visual results are presented in this paper.

The Wednesday morning session was opened by President Max Robb at 9:30 a.m. He thanked the various committees, speakers and all participants in making the 67th meeting a success. He called on David M. Lane, Chairman of the Auditing Committee, to give his report. He read the report and asked for a motion to approve it. Motion was made, seconded and approved. A hydraulic scaling rig was placed in operation at the Bureau of Mines oil-shale mine near Rifle, Colo., in 1953. The rig consists of a self-leveling platform mounted on a hydraulic-powered boom. The boom is mounted on the bed of a diesel truck. The equipment provides a movable work platform from which two men can work in safety and comfort while barring loose rock from the backs and walls of the rooms, pillars, and haulageways. INTRODUCTION As a part of its synthetic liquid fuels program the Bureau of Mines has developed a mine in the richer oil-shale beds of the Green River formation near Rifle, Colo. An important part of the work of the Oil-Shale Mining Branch is investigation of techniques for low-cost mining of oil shale on a commercial basis. It is evident that scaling loose rock from the high backs and walls of the mine represents a portion of the direct mining cost. This paper describes the development of a scaling rig for operation in the upper heading of the mine, which is 39 feet high.

A selective extraction and separation of zirconium by solvent extraction with 1-octanol is proposed. The process is based on the dissolution of the metal basic carbonates in hydrochloric acid in the presence of potassium fluoride, using 1-octanol as extractant. The effect of several process parameters, including hydrochloric acid and potassium fluoride concentrations, reaction time, and phase ratio between the aqueous and the organic phase was investigated. Zirconium is enriched in the organic phase. The best extraction and separation results were obtained with the basic carbonate dissolved in 10% hydrochloric acid and 1.5 M potassium fluoride. The optimum reaction time was 15 min with an organic to aqueous phase ratio of 2:1. Based on the selectivity of zirconium over hafnium in the organic phase, a McCabe-Thiele diagram was constructed. A near complete stripping of zirconium from the organic phase was achieved using a 3 M sulphuric acid solution. Additional studies are required in order to determine the reaction mechanism and the chemical speciation of the current investigation.

DIFFERENT methods of parting gold from silver, and, on the other hand, silver from gold, were discussed in the last book; also the separation of copper from the latter and further, of lead from gold as well as from silver ; and, lastly, the methods for refining the two precious metals. Now I will speak of the methods by which silver must be separated from copper, and likewise from iron.1 The officina, or the building necessary for the purposes and use of those who separate silver from copper, is constructed in this manner. First, four long walls are built, of which the first, which is parallel with the bank of a stream, and the second, are both two hundred and sixty-four feet long. The second, however, stops at one hundred and fifty-one feet, and after, as it were, a break for a length of twenty-four feet, it continues again until it is of a length equal to the first wall. The third wall is one hundred and twenty feet long, starting at a point opposite the sixty-seventh foot of the other walls, and reaching to their one hundred and eighty-sixth foot.

It is not proposed in this paper to go into all of the details of the problem. Instead, it mill be assumed here that the intrusive has the form and characteristics represented in Fig. I. According to W. 11. Emmons minerals are not deposited in appreciable quantities below the "dead line." Important amounts of ores of virtually all metals may be found around summit cupolas, but only gold, copper and zinc (in limited quantities) are usually associated with trough cupolas. Most students of ore deposits agree that temperature changes are largely instrumental in precipitating many ores in the "hood" and that the difference in temperature between the intrusive and that of the country rock may be the chief factor in determining the mineralogy of a deposit. A problem then of some interest is to correlate the principal physical features of the intrusive with the phenomena of heat conduction as evidenced by the cooling curves and the isothermal surfaces. Mathematical Theory In order to show the possible application of heat conduction to the interpretation of the processes of metalliferous deposition associated with intrusives, it will be as- sumed that the intrusive is a large par-allelopiped of dimensions, 2l, 2m, 2n. In October 1993 it was decided to undertake the fourth phase of mining at Big Bell. This decision followed the exhaustion of open pit reserves in January 1993. Two stages of mining were proposed for the new underground mine. The initial stage would mine the remnant ore, consisting of the rib and crown pillars and lower grade ore on the hangingwall and footwall side of the old open stopes, which were mined from the 1930s to 1950s. Most of the old open stopes were backfilled with either deslimed mill tailings or development mullock, both of which were economic to recover. However, the mineable ore from this resource was difficult to evaluate. The second stage focused on mining ore outside the remnant areas and was initially proposed as a Core and Shell method under a caving hangingwall. This method has since been superseded with sublevel caving, in part due to the very high and deviatoric stress conditions encountered at Big Bell and the relatively long mining cycle required for open stoping. The problems and challenges discussed in this paper will cover the identification of remnant ore reserves, dewatering the old workings, and remnant mining.

"Finance Minister Paul Martin's second budget might be good for Canada's mining industry in the long run, but the budget raises a number of concerns for the industry in the near term. The budget papers suggest that the 25% resource allowance is not working as intended, and report that the Department of Finance will be reviewing this valuable allowance. The so-called ""large corporations tax"" rate will be increased. This annual tax, which is imposed on a corporation's capital even when the corporation is not in production, is particularly harmful to the mining sector.IntroductionThe Honourable Paul Martin, in his second federal budget, emphasized spending cuts and made only modest tax changes. However, two of these tax changes could have a serious impact on the Canadian mining industry: the proposed review of the 25% resource allowance; and, the increase in the large corporations tax rate.Personal Tax Measures Personal Tax Rates UnchangedThe government has been under political pressure not to increase personal tax rates. Talvivaara deposits, Kuusilampi and Kolmisoppi, comprise one of the largest sulfide nickel resources in the world with 642 Mt in Measured and Indicated Resource categories. TalvivaaraÆs preferred extraction technology is bioheapleaching, which is already widely used for other metals, notably copper and gold. The company has demonstrated the viability of bioheapleaching technology for the extraction of nickel using the Talvivaara ore. The leaching process is heat generating and therefore suitable for the subarctic climatic conditions. The planned annual metal production is 33 000 t of nickel, 60 000 t of zinc, 10 000 t of copper and 1200 t of cobalt. Talvivaara deposits are well-suited for open pit mining due to a thin overburden, favourable resource geometry and a low waste to ore ratio. The ore is relatively low-grade, but well suited to bioheapleaching due to its high sulfide content. Bioheapleaching is a process whereby metals are leached from ore as a result of bacterial action. The bacteria used in the Talvivaara bioheapleaching process are endemic to the area and therefore well adjusted to the prevailing environmental conditions. The solution is collected at the bottom of the heaps and either re-circulated through the heap or fed to metal recovery. In metal recovery, nickel, copper, zinc and cobalt are precipitated from the pregnant leach solution and filtered to produce saleable metal products. After the metals are removed, the solution is further purified and returned to irrigate the heaps. Mining, bioheapleaching and metal recovery techniques for the Talvivaara mine have been tested in a 17 000 t on-site demonstration trial during 2005 and 2006. Subsequent construction of the mine started in 2007 and commercial production in the fourth quarter of 2008.

Pumpable roof supports provide an alternative approach to secondary support in underground mining. Unlike all other supports that are either partially or fully prefabricated prior to being transported into the mine, the pumpable support is fabricated in place in the mine entry. This reduces the underground material handling efforts and thus the injuries historically associated with in-mine support construction. On-site fabrication also facilitates application of the support in areas that are inaccessible to transportation equipment such as scoops or rail cars, making it ideal for many bleeder applications. One of the main advantages of the pumpable support is that it fully bridges from the mine floor to the roof, thereby eliminating the requirement of “topping off” the support with wooden wedges or crib blocks that soften most other support responses. This report examines the development of modern pumpable roof support technology and provides a full description of the performance capabilities of each of the support products now on the market.

"This paper presents an analysis of fragment size distribution and characteristics of fracture surface in coal cutting using a rotary coal cutting simulator. Coal cutting by a drum type continuous miner was simulated in the laboratory. A series of tests along both the face and butt cleat direction of coal under different operating and in-situ conditions were performed. In each experiment the cut surface was photographed microscopically and the coal cuttings were collected and sized. Data were used to show how and to what extent various parameters effect size distribution of the coal cutting and how this correlates with the characteristics of the fracture surface. This study resulted in establishing a number of distinct correlations between the size distribution and fracture surface. These correlations were primarily based on the degree of interaction between adjacent bits and the amount of bit-coal interaction taking place on the cutting path. Some of the major results of this study are as follows:Zones of bit-coal interactions proved vital toward understanding the effect the conical bit has on the fragmentation process. This in turn led to the identification of areas which are responsible for the production of fines and generation of respirable dust.The various parameters employed in the coal cutting experiments which showed a strong effect on the coal fragment size distribution were: bit type, bit spacing, depth of cut, in-situ stresses, and cleat orientation. Bit angle and cutting head velocity exhibited the least effect and no correlation was established.From this study it is obvious that the key to achieving efficient coal fragmentation is to limit the degree of bit-coal interaction that takes place throughout the bit path while causing maximum interaction between adjacent bits. Accomplishing this not only increases the percentage of large fragments produced but limits the amount of secondary crushing that takes place in the bit path thus resulting in decreasing fines and consequently, the amount of respirable dust generated.Over 2,000 continuous mining machines (introduced in the 1950's) equipped with conical bits or point attach bits account for well over half of the United States' production from underground coal mines. Today, competition in the coal industry has increased, due mainly to coal market conditions and legal restrictions, thus placing an emphasis upon increasing production, efficiency and health/safety of the workers. Mine operators are always interested in finding the most efficient performance of continuous mining machinery to produce the largest amount of size of coal at the lowest cost. An increase of fine material sent to the cleaning plant can seriously overload the plant to the extent that plant efficiencies deteriorate significantly (1). Also, the difficulty and expense of cleaning very small particles often cannot be done economically and thus, thousands of tons of coal are sent to the refuse pile because of costly or ineffective cleaning facilities. It has been said, ""the efficient extraction of coal or rock implies breakage into a size range that contains a minimum quantity of very small sizes"" (2). All known fragmentation theories concur that more fragmentation requires more energy (3). So, the importance of reducing fines is already evident from an outlook upon efficiency.Now, let's consider another view point., duet generation."
