The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

"Sometime around 3000 B.C., primitive metallurgists working in the mountainous regions of Asia Minor bordering on the Black Sea (Pontus) produced a soft, easily fused metal today known as lead. It appears certain that the first metal was made by reductive smelting of galena, but whether this recovery arose by the accidental inclusion of galena in the stones of a fire hearth or whether it occurred as a consequence of simple pyrometallurgical experiments on a series of interesting ""stones"" will likely never be known with certainty. The properties of galena, high metallic lustre, great density and facile cleavage, must have excited the ancients, and such ""stones"" would have been the object of primitive testing111 - Shortly after the discovery of lead, the ancients found that the controlled oxidation of this metal at elevated temperatures yielded smaller amounts of a more interesting material, silver. Again, it is uncertain if the production of silver by primitive cupellation techniques was the result of a fireside accident or the consequence of a deliberate experiment, but the important fact is that silver was produced shortly after the discovery of lead. The techniques for making lead and silver spread gradually throughout the entire civilized world, likely as a result of both technology diffusion and independent rediscovery. The physical properties of lead could not have been overly attractive to the ancients, but silver was a different matter altogether. The gleaming white lustre and relative immunity to oxidation quickly assigned silver to the precious materials category, a status it still enjoys. In early times, argentiferous galena was inevitably processed only for its silver values; lead was generally an unwanted byproduct and was frequently discarded as litharge (PbO) during the cupellation process. The silver was eagerly sought, however, and resulted in considerable mining activity culminating in the famous Athenian silver mines at Laurium at the southern end of the Athenian peninsula."

An analytical solution to the best choice of cutoff grade for a mine is deduced for an assumed model of selective mining. It is found that this choice is determined by the constancy of a special function, the Hamiltonian, over the life of the mine. It is suggested that the appropriate constant value for this function should be determined by the expected long-term average of the paylimit. In that case, the optimum profile can be calculated at each point in time according to the prevailing working cost and product price. In particular, a decision can be made between operation at the true paylimit or at the subsidized paylimit implied by either the lease and tax formulas or the assistance formula for gold mines. It is also shown how the basic formulation can be extended for 'use in the determination of the optimum joint paylimit for two products over the life of the mine.

The number of persons fatally injured in the California petroleum industry in 1932 was 24, a decrease of 6, or 20 percent from the number killed in 1931. The decrease in the number of fatalities occurring in 1932 caused the fatality curve of the California petroleum industry to reach its lowest point in 10 years. Changing conditions in the oil industry - reduced personnel, decreased active field development, and curtailed production - have undoubtedly caused a part of this decrease, but continued accident-prevention efforts by the industry have also contributed to the reduction in the number of fatalities for 1932. The Bureau of Mines has analyzed and reported annually the fatalities in the California petroleum industry for a period of 10 years. Figure 1 shows the trend of fatal accidents during that period. Fatality statistics for 1932 show that the drilling and producing, pipe line and transportation, and refining and natural gasoline divisions of the industry had fewer accidents in 1932 than in 1931, sales and marketing being the only division that showed an increase over 1931. The number of fatalities by divisions for 1931 and 1932, percent of total, and percentages of increase and decrease are given in Table 1.

"In May 2015 the New Monte Bianco aerial cableway, operating on the Italian side, have been completed. It connects the lower station in Pontal d’Entreves (1300 metres above sea level (m a.s.l.)) with the intermediate station at Pavillon de Mont Frety (2160 m a.s.l.) and with the top station at Helbronner Peak (3460 m a.s.l.). A new underground link between Helbronner Peak and New Torino Refuge has also been built. The link is divided into two different sections: the first one, a 70 meters deep vertical pit created using the “Raise Boring”, descends underground from Helbronner Peak station; the second section, a 160 meters long sub horizontal tunnel, emerges at Torino Refuge. After a first introduction focused on the general layout of the project, the paper will present the geomechanical survey aimed to evaluate the effect of permafrost on the stability of intensely fractured granitic mass. Finally, it will describe the relevant issues related to the highest construction yard in Europe (3400 m a.s.l.): difficult conditions such as extremely cold and windy weather and restricted spaces. INTRODUCTION The new cable way connects the lower station in Pontal d’Entreves (1300 m a.s.l.), close to Courmayeur, with the top station at Helbronner Peak (3462 m a.s.l.) and its territory, as well as links with France and, through the French territory, with the town of Chamonix (1000 m a.s.l.). The overall layout is divided into two sections (as shown in Figure 1): the first section, “Pontal d’Entreves – Mont Frety”, has a length of 1700m, elevation differential of 886m, a capacity of 800 persons/hour and cable cars for 80 passengers; the second one, “Mont Frety – Punta Helbronner”, has a length of 2630m, elevation differential of 1276m, a capacity of 600 persons/hour, and cable cars for 75 passengers. The new system is designed for fully rotating cable cars moving at a constant rate of 9.0 m/s. The track requires constructing special cables supports, three for the first section and two for the second one."

Discussion of the paper of A. N. MITINSKY, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1697 to 1705. LAWFORD H. FRY, Burnham, Pa. (communication to the Secretary*). -The author assumes that the proportional limit and the elastic limit are coincident or very nearly so, and then further assumes that the stress corresponding to these two points is the least stress which if repeated will cause failure. The point is extremely interesting and it is to be regretted that the author did not quote experimental data to show the relation between the limit of repeated stress and the other properties of the material. The author's suggestion that a steel of poor quality may have a normal value for the yield point and tensile strength (see Fig. 2) and an abnormally low elastic limit, and that this will correspond to a low resistance to repeated stress, may account for a number of failures of axles in which the tensile tests show normal physical properties. If so and if a determination of the proportional limit would have eliminated the material before it was put into service, this determination will merit most earnest attention. It appears, however, that considerable further research is necessary before any definite conclusion as to the quality of a steel can be drawn from its proportional limit. Mr. Mitinsky's paper is extremely interesting and if it stimulates thought and work along the lines indicated, it may prove of considerable practical benefit. H. V. Similar confusion has arisen in this country; the American-Society for Testing Materials does not even consider the elastic limit and proportional limit to be identical and recently adopted the following definitions:

At the Cleveland meeting of the Institute, October, 1912, I had occasion to call attention to the general though erroneous impression that the principal mining activities of the United States lie west of the 100th meridian of longitude. Few, I believe, realize that the States east of the Mississippi river, which comprise only 28.8 per cent. of the total area of the United States, exclusive of Alaska, contribute about two-thirds of the total mineral production, computing by values. In 1910 the percentage of the production credited to the Eastern States was 67; in 1911 it was 65. When I have, with becoming modesty, ventured to speak of these comparisons, I have usually been met with the rejoinder, " But you include coal." I surely do, for whereas coal (m petroleum, as natural gas, as limestone) is not in the strictly technical definition of the word, a " mineral," it is legally mineral, is certainly a mineral substance, and contributes by far the largest tonnage and approximately one-third of the total value of all mineral products. The production of coal-mines in 1911 weighed approximately 500,000,000 tons. In 1912 it exceeded that record by nearly, if not quite, 50,000,000 tons. According to H. D. McCaskey, of the U. S. Geological Survey, the total weight of all the metallic ores mined in the United States in 1911 was 105,000,000 tons (a little more than one-fifth that of coal). In 1910 Mr. Lindgren estimated the total weight of all metallic ores at 120,000,000 tons. The products of the quarries, clay-pits, oil-wells, phosphate-mines, and other non-metallic products, taken all together, did not in 1911 weigh in excess of 300,000,000 tons, so that the output of coal exceeds by 25 per cent. the combined tonnage of all other mineral products. In this paper we intend to deal particularly with the economic side of coal washing as it applies to our mines. We will then discuss why the dry-cleaning process has been selected, and give a brief description of our plant, dwelling only on its specific features and referring the reader to the numerous papers published on the subject for any details on the principles and machinery used in dry cleaning. ECONOMIC DISCUSSION The washery introduces an extra cost for depreciation, operation, and loss in treatment. A certain proportion of the coal, now being sold, and which the miners have been paid for. will have to be wasted. As a whole, the total increase in cost would be approximately 60 cents per ton. On the possibility of recovering this amount depends the success of the washery. There are two advantages to be expected from the washery, the first, which occurs at the mine and which will be certain; the second, more difficult to estimate, because it depends upon convincing our customers that they should pay more for a better product.

As the latest plant on a large scale, the new Bessemer works of the North Chicago Rolling Mill Company, at South Chicago, presents some features of interest to steel-makers, I have ventured to lay before the Institute a short description of that plant, and some* remarks upon the practice there. At the time the South Chicago works were designed the adoption of the basic process in this country seemed imminent. Experience in Europe had demonstrated the perfect success of the process technically, and the question of its commercial value was one which, for any particular works, would have to be settled by its special advantages for procuring the necessary ores and basic materials. Under the circumstances, it was thought best at South Chicago to so arrange the plant as to allow the introdnction of the basic whenever it became advisable, and to make such other changes from the standard type of Bessemer plant as the state of the art seemed to demand and to foreshadow. As the use of metal direct from the blast furnace, while generally condemned by experts here, was in such successful practice in Europe (particularly in connection with the basic process), there was no doubt about its feasibility, while its economy in fuel and labor made it especially attractive to the Western manufacturer. It was accordingly decided to build a direct-metal plant adapted to the basic process. The ingots made were to be rolled into rails at one heat, and were to be of such size (12 inches square and long enough for three and four rails) as to be readily and quickly handled by the rolling machinery proposed. This small size of ingots, and the large number cast from each heat of 10 tons, made it necessary to provide a good deal of room in the casting-pit—much more than in any previons plant—and to put down extra facilities for handling ingots. To meet the delays incident to the basic process—to insure that one vessel should be always blowing if necessary, and to provide opportunity for current repairs to linings, etc.—it was decided that three vessels should be used, and, to properly concentrate the work of

In the summer of 1877, the writer led a party of four young men from Cleveland, Ohio, by way of the Great Lakes, to Prince Arthur's Landing (now Port Arthur), at the northwest corner of Lake Superior, thence, via the Dawson route and side journeys, as far as Cross Lake. It was the original intention to pass down the Pigeon river to its mouth, but the loss of one member of the party for six days in the forest, added to other obstacles, made it necessary to turn back. A well-filled note-book, together with illustrative collections, were sunk beyond recovery at the head of the Maligne rapids by the breaking of a tow-line, and two of our number (including myself) narrowly escaped drowning. I had, probably, obtained information of considerable economic value, but the necessity of travelling nearly 125 miles for provisions (excepting a meagre supply kindly furnished us by a Canadian government gang whom we fortunately met), rendered further note-taking impossible. Until now, such results of this expedition as could be recorded . from memory have gone unpublished, because of my inability to make them serve any useful purpose. The trip of the Institute to Vermilion Lake, only a few miles south and east of our turning point, gives some little excuse for presenting the following lines at this time. The ridge back of Port Arthur, Ontario, which follows approximately the course of the Lake Superior shore line, brings up the slates and accompanying strata through which the silver and gold veins of that region have penetrated. The interior district, hack from the lake, may be briefly described as a glaciated area, having its general drainage less modified by erosion than by the original structure. This statement, however, must be somewhat qualified with reference to minor details, which all bear the unmistakable impress of the ice-flow and its recession. In many respects there is much in this tract to remind one of the Sault Ste. Marie topography, excepting that the granitic character of the rocks is here largely replaced by fissile strata. THE development of the cube-on-edge secondary re-crystallization texture in Si-Fe strip depends upon the ability of inclusions to restrain normal grain growth. This ability is determined by the number and size of inclusions, which, for a given composition, is controlled by the thermal history of the material during the prior processing.' It has been shown2 that increasing the silicon content decreases the solubility of sulfur, and it is the purpose of this note to show the consequences of this decreased solubility for secondary recrystallization. Heats were made as previously described and cast into graphite molds.' The compositions are shown in Table I. Slabs 1 in. thick were cut from the ingots and either hot-rolled from 1000°C in the as-cast condition or after one of the heat treatments described later. The processing to the final gage of 12 mils followed the previous procedure.' To avoid cracking, the 5.2 pct Si alloy was cold-rolled at 150" to 200°C rather than at room temperature. At nearly all of the copper smelters in the Southwest, at some time, calculations have been made having in view the economy of replacing fuel oil with pulverized coal as a heat-producing medium for smelting operations This matter has been, and is more so now than at any time heretofore, of very great importance. Due to the intensive development of oil-producing areas of the world and the tremendous use of fuel oil for many purposes, it seems that before many years the supply of oil will become so small as to prohibit its use for such operations as smelting. This may be caused by prohibitive prices, or even by government decree as a conservation measure. In the event that the use of fuel oil becomes out of the question, the copper companies have just two alternatives: the use of pulverized coal or electricity. The copper companies of the Southwest produced an average of 808,400,000 pounds of copper per year for the war years of 1916, 1917 and 1918. This figure is, of course, a higher one than has prevailed since the war, but at the present time nearly all of the mines and smelters are getting back to capacity. There is no doubt whatever that the consumption of copper is going to increase, perhaps for the next ten years. This means that more copper mines will be discovered and developed, and that the mines which are now producing will be called upon for a greater production. This all tends to show that the mine manager who is looking ahead must develop some substitute for fuel oil in the event of its use becoming prohibitive, and all indications seem to point in that direction. The only coal which is commercially available to the smelters in the district under discussion must come from Colorado and New Mexico. These coals are high in ash and volatile matter and comparatively low in calorific value. The proximity of the smelter to the coal mines is a large factor in determining which fuel is more economical. Most of the smelters within two or three hundred miles of the coal mines find it more profitable to burn coal, while those at greater distance find that the higher freight charges on the coal make the use of oil more economical.

Silver-lead-zinc replacement deposits occur in limestones of the anticlinal Caja range at Providencia, near Avalos, Zacatecas, Mexico. The description deals with intrusives, outcrops, preferred horizons, changes from bedding to fracture, control in depth, and variations in abundance and ratios of minerals throughout a vertical range of 500 m. THE purpose of this paper is to record a few field observations and accumulated office data concerning outcrops, relation of ore occurrences to intrusive and host rock, and mineral zoning. Reasons for some of the phenomena are not clear to the author so the facts are given with the hope that other investigators may be able to furnish the explanations. The Avalos unit of the Compania Minera de Penoles, S. A., operates the Alicante, Bonanza, Providencia, Albarradon, San Eligio, Nazareno, Leona, Salaverna, and Santiago mines situated between Avalos railroad station and Concepcion del Oro on the Coahuila and Zacatecas railroad in the State of Zacatecas, Mexico. Some of these mines are within Penoles property while others are on mining claims leased from the Compania Nazareno y Catasillas, S. A., Mazapil Copper Co., and the American Smelting and Refining Co. The main office and camp are at Providencia, about 170 km southwest of Monterrey, N. L., so the silver-lead-zinc mines of the district are usually referred to as the Providencia mines. The Aranzazu, Catarroyo, and Cabrestante copper-gold mines are situated a few kilometers to the southeast on the same mountain range near Con- cepcion del Oro, the name by which the camp is known. It is operated by the Mazapil Copper Co. The main theme in the following pages is a description of the silver-lead-zinc ore occurrences of the district. Rock Formations Sedimentary Rocks: Many competent geologists have contributed generously to an ample fund of information concerning the sedimentary columns of northern Mexico. Among them are Carlos Burck-hardt, E. Bose, L. B. Kellum, and R. W. Imlay. Carlos Burckhardt, who covered a number of extensive areas in many parts of the Mexican Republic, devoted years to mapping the geology of the Caja, Zuloaga, and Santa Rosa mountain ranges around Mazapil, Concepcion del Oro, and San Pedro de Ocampo, Zacatecas. THE town of Rancagua, at the junction of the state and Braden Copper Co. railroads, is located 82 km south of Santiago, the capital of Chile. From Rancagua 70 km to the east, situated in the Andes at an elevation of 7000 ft, is the town of Sewell, the location of a millsite. Two and one half km east of Sewell by underground railroad at an elevation of 7500 to 10,000 ft is the Teniente ore-body. The history of El Teniente dates from the eighteenth century, when according to legend a Spanish lieutenant, or teniente, a fugitive from justice, escaped to the Andes and camped at what afterwards became known as the Mineral El Teniente. This man reputedly discovered a vein of high grade copper ore. The first official records date from 1819, when some exploitation was begun, and continue until 1870. The orebody was large and of relatively low grade and was beyond the capabilities of the small groups attempting to operate it. No effort was made to erect a concentrator until William Braden became interested in the property. In October 1942, the War Production Board requested the Tennessee Valley Authority to undertake investigations to determine the feasibility of producing alumina suitable for reduction in aluminum cells, from clays and other domestic materials, by a lime-sintering, soda-ash leaching process. The work was undertaken by the chemical engineering staff of the Authority under the general direction of the War Metallurgy Committee of the National Academy of Sciences. The investigation included small-scale tests to determine the most suitable conditions for the process, and construction and operation of a pilot plant to obtain data for evaluation of the process and for design of a plant. The results of this investigation are described in the present paper. Sources of Alumina Alumina for the commercial production of aluminum is obtained from bauxite by the Bayer process. The tremendous demand for aluminum for wartime uses is causing rapid exhaustion of the high-grade bauxite deposits in the United States. On the other hand, there is an abundance of aluminous materials such as clay and lower grades of bauxite, which are not suitable for treatment by the Bayer process because of their high silica content. The Tennessee Valley Authority has conducted research and pilot-plant work for more than 5 years on methods for the production of alumina from clay and low-grade bauxite. Particular attention has been given to the high-grade white kaolin found in Carroll County, Tennessee. Exploratory drilling has demonstrated that at least 4 1/2 million tons of kaolin containing in excess of 34 per cent AlzOI is available in this area by strip-mining methods. It has been estimated that hundreds of millions of tons of clay of similar quality occur in the Tennessee Valley region. The Process The process is illustrated in the flowsheet (Fig. I), and consists essentially of the following steps: I. Heating a mixture of clay and limestone to form a sinter containing calcium aluminate and dicalcium silicate. z. Leaching this sinter with a dilute sodium carbonate solution, to form a sodium aluminate solution and a calcium carbonate, calcium silicate residue, which is discarded. 3. Treating the sodium aluminate solution with carbon dioxide to precipitate aluminum trihydrate and regenerate the sodium carbonate solution, which is recycled. 4. Heating the aluminum trihydrate to produce alumina. "Many of the iron ore deposits on the western end of the Mesabi Range Minnesota consist of the so-called ''wash ores."" Because of their high silica content these ores must be washed or concentrated to make them merchantable. Washing plants have been in operation for 20 years, during this period large quantities of tailings have accumulated in tailings ponds. These tailings contain the aggregate millions of tons of iron oxides which, if recovered, would greatly to the available tonnages and to the revenues of the mining companies. It the purpose of this paper to outline give results of concentration tests on tailings.In order that the reader may understand more clearly the type of material under consideration, a short description of the characteristics of the wash ores of the Western Mesabi Range and a brief resume a washing methods that have been are now being employed will be given. Appleby and Newton4 In their description of the district and of the ores say:The Western Mesabi district embraces the territory west of the town of Nashwauk in Itasca County. The territory to the east of this dividing line is known as the Central and Eastern Mesabi district. This subdivision is rot wholly arbitrary. While the ore bodies in the two districts resemble each other in. shape, size, and general structure, there is a marked and very important difference in the character of the respective ores. For purposes of comparison, the western deposits have been called washable ore bodies, and the central and eastern, standard ore bodies. The latter ores are the result of natural concentration processes which have teen carried far enough to produce a large proportion of high-grade ore Wet can be marketed direct; the Western Mesabi ores present a lesser degree of natural concentration and are as a rule of too low grade to admit of marketing without preliminary treatment. In many cases the grade can be improved by washing, hence the material is called washable ore. Exceptions to thin general rule may be noted in both districts. Many of the Western Mesabi ore bodies contain quite a proportion of merchantable ore. There are also portions of central and eastern Mesabi ore deposits which are of low grade and which can be improved by washing."

Titanium dioxide is extracted from titaniferous ores by chloride and sulfate processes. These two processes produce wastes in the forms of iron chloride, iron sulfate and rare earth oxides gangue, each of which has to go through a further treatment before it can be disposed safely, which may be expensive. The shortage of high-grade ores is also making the two conventional processes less efficient. In view of the above mentioned problems, an alternate beneficiation process of roasting titaniferous ores with soda ash is discussed. The advantage of this process is that, there is no production of wastes. The impurities present in the ore can be selectively separated after the roasting process. The roasting of titaniferous ores with soda ash was carried out between temperatures of 873K and1173K for several hours. The roasting process resulted in the formation of complex alkali compounds and various sodium titanate compounds, depending on the Na2CO3to ore ratio. The phases formed after roasting were characterized using the X-ray powder diffraction (XRD), X-ray florescence (XRF) and scanning electron microscopy (SEM) techniques. The phase equilibria in the Na-Ti-O system are evaluated and compared with the phases obtained after the roasting process. The effects of temperature and the proportion of sodium carbonate on titaniferous ores are also discussed. From the experimental data, the overall reaction kinetics and phases formed were analyzed to ascertain the mechanism of overall reaction and the rate-limiting steps.

THE copper-silver system presents several points of special interest in the study of segregate structures. The system is simple eutectic, with limited solid solutions terminal with the pure component metals. The extent of solid solubility decreases with decreasing temperature for both the copper-rich and the silver-rich alloys, thus offering a possi-bility for the formation of Widmanstätten figures and also a possibility for aging after quenching. In contrast to the structures studied previ-ously the structures in this system are unique in their; origin, for one terminal solid solution will precipitate the other, and ice versa. In most of the other systems for which crystallographic data on the precipi-tation (or transformation) process are available, either intermetallic compounds or intermediate phases partake in the decomposition process; the absence of such phases thus distinguishes this system. The lattice structures of the two solid solutions are identical in type, differing in lattice spacing by approximately 10 per cent; because of this it seems difficult if not impossible to predict on the basis of present theory either the outward form of the precipitate or the lattice orientation relationships between matrix and precipitate.
