The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

As part of a purchase of a fleet of Caterpillar 785 trucks, Round Mountain Gold Corp., Cashman Equipment Co. and Caterpillar Inc. entered into a four-year contract for the major maintenance of the fleet of trucks. This contract includes fixed costs and guaranteed availability. The results have been excellent, and the fleet of trucks performs well. History The Smoky Valley Common Operation is a unique mine. Through a mixture of diligence and foresight, it has become the largest open-pit, heap leaching gold mine in the world. This was no small feat considering the remote area surrounding the mine. Round Mountain is located in north-central Nye County, NV. To the east of the town and mine lies the Central Toquima mountain range. To the west is the Toiyabe mountain range. Between them is the Big Smoky Valley, a flat expanse of sagebrush, salt grass and fine dirt.

Current coal cleaning technology uses heavy media (HM) for the recovery of coal in particles larger than 1/16 of an inch. Through the use of float sink measurements of the feed and products to commercial HM unit operations, a selection function, sometimes called Tromp curve in the coal industry, can be computed. Since the selection function is a plot f the probability of a particle appearing in the float versus the particle density, the slope of the curve will be sharper at the point where the particle has a 50% chance f appearing in the float. Thus, the separation will be better. Fine-tuning a unit operation or a circuit of unit operations requires that the selection function be accurately known. By current practice, it is difficult to obtain an accurate measure of the slope because, when the selection function is plotted versus density, the data forms an S-shaped curve which lacks data points near the 505 point of the curve. This lack of sensitivity in measuring the slope means that small recovery improvements cannot be detected; thus, only large improvements are measurable. Since most engineering improvements are small when individually considered, but large when aggregated ever many small improvements, this lack of measurement sensitivity rules out the slew march toward improved efficiency. This paper presents a method of analyzing heavy media selection functions resulting in a far more effective measure of the selective function slope. Furthermore, this improved method is applied to a number of industrial coal cleaning plants for both heavy media and heavy media cyclones. Using the work of Hudy (1968), and Deurbrouck and Hudy (1972), selection functions for individual unit operations in each plant are calculated as a function f particle size as well as density.

The potential of eccentric cone crushers for fine crushing has been improved by increasing the swing frequency of the moving cone, balancing the crusher, ensuring uniform feed via a rotating funnel with sideways discharge, introducing hyperbolic motion and employing the inertia crushing method, but further improvements to the specifications of existing cone crusher designs are limited by the rigidity of their kinematic coupling. A new design has been developed which combines two crushing modes, stone on liner and stone on stone, each with its own advantages. The main aims are to produce finer materials and to reduce liner weight. The benefits include an increase of more than 10% in the output of fine particles, improved protection of the liner against wear, as a result of filling of the cavities by material being crushed, and the use of almost 20% less material in casting of the liner. The chamber can be used in place of the usual liners of fine cone crushers

IN concentrating mills, where several millerals are recovered for realisation in more than one product, various systems are used to express the relative economic value of the work done, and, in the hope that it may prove of use to other operators, the writer will describe a system which, in his opinion, is more complete than any other that he has seen published.The controlling factor in all mill work must be based on the economic result represented by the greatest margin possible between the realizable value of the products and the cost of obtaining same.From a mill-man's point of view these are affected by the following factors:1. Metal contents of ore.2. Grade of products.3. Recoveries.4. Working costs.The grade of ore milled is usually outside the mill-man's control, but this may exercise a considerable influence on the grade of his products, metal recoveries, and revenue per ton of ore. Higher grades or recoveries may be obtained by using a more expensive process, or by additional grinding or reagents, and the economic comparison can only be arrived at by obtaining an analysis showing the monetary value of each variation within the possible limits.In the system to be described, the value of unit variations of metal contents of the ore, grade of products and recoveries are calculated in terms of a monetary unit per ton of ore with the returning charges ruling, and any suitable metal prices. "The primary objective of the Barrick Goldstrike expert system is to achieve the desired liberation size for the autoclave circuit while maximizing throughput. In addition, when downstream limitations (autoclave circuit or others) restrict the milling circuit tonnage the expert system further improves grinding product size. Since its implementation, the expert system has provided expected throughput improvements while improving or maintaining circuit performance.Barrick Goldstrike and MinnovEX Technologies Inc. teamed up to install an expert system to control Line I and I1 of the autoclave grinding circuits. The dissimilar equipments of the two grinding circuits coupled to different production objectives, skepticism among operators, and the variability of the ore types processed in each line challenged the implementation.To ensure implementation success, Barrick Goldstrike dedicated four administrators full time to the project. The system administrators included two metallurgists, a process control engineer and a mill trainer. As usual, the control room operators were the experts who provided the operational logic for the foundation of the control system. The administrators and all eleven of the control room operators signed off on acceptance of the system. Current online utilization is 95%.INTRODUCTIONThe grinding circuit for Barrick Goldstrike’s autoclave process consists of two SAG Mill Ball Mill lines. Line 1 grinding circuit is comprised of a 22 by 8 foot, 2500 horsepower Allis Chalmers (AC) variable speed SAG mill, followed by a 12.5 by 14 foot, 1250 horsepower AC ball mill, and a 13.5 by 18 foot, 1800 horsepower Dominion ball mill in parallel. SAG mill recycle from the primary discharge screen (+5/16 inch) is processed through a 1352 Nordberg Omnicone crusher (4.5 foot). A secondary SAG discharge screen (+1/8 inch) closes the SAG circuit. The ball mill circuit is closed with 6 Krebs super D20 cyclones. Line 2 grinding circuit is comprised of a 24 by 12 foot 4000 horsepower Fuller variable speed SAG mill followed by a 16.5 by 30.5 foot 5000 horsepower Fuller ball mill. SAG mill recycle from the primary discharge screen (+5/16 inch) is processed through a 1560 Nordberg Omnicone crusher (5 foot). A secondary SAG discharge screen (+1/8 inch) closes the SAG circuit. The line 2 ball mill circuit is closed with 12 Krebs super D20 cyclones. The underground Meikle ore is typically fed through Line 1. Achieving the desired product size is critical for successful processing of Meikle ore. Open pit Betze ore is fed to Line 1 when Meikle ore is unavailable. Line 2 processes Betze ore exclusively. Throughput is maximized when processing Betze ore as the product size is less critical. The products of these two circuits are combined as feed to the autoclave circuit. The ore types and the autoclave circuit demands determine the required grinding circuit product size and maximum combined mill feed tonnage."

Discussion of the paper of Norman B. Braly, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 1881 to 1906. GEORGE A. PACKARD, Butte, Mont.:-I would like to ask Mr. Braly if he has any information as to the relative efficiency of the sinking pump, using it as he refers to it, discharging the exhaust into the water column or otherwise. MR. BRALY :-I have never gathered any information on that point. It is a question of getting the work done. In driving the shaft, using that method, we find it easier on the men and everything else. In the bottom of the shaft, if you exhaust back into your column, it is a quiet. shaft. Another thing is the freezing: if you are sinking with air in your pump, you will find it is liable to freeze, and in that case as the air is still under compression it will not freeze the pump. The difference is very small if there is any. But, as might be expected, the pump is a little less efficient when exhausting the air into the column. MR. PACKARD :-I suppose all of us know what a pump in the bottom of the shaft is. My experience has been, although I have no figures, that the capacity of a pump is quite considerably decreased if you are pumping, say, from a depth of 200 ft. through a No. 7 Knowles pump, when you exhaust the air into a column, but, on the other hand, it is also my impression that we can raise the water to a little greater distance. I would like to get some figures from somebody who has made actual tests.

(Read at Amenia Meeting, October, 1877.) AT the Wilkes-Barre Meeting of the Institute, Dr. J. Lawrence Smith, in the course of his remarks on some peculiarities in the composition of irons, alluded to the so-called " buckshot" iron, and exhibited a specimen of this material. He said that when the small granules, or shot, were separated from the mass, they could be flattened under the hammer, and inferred that these particles had been decarburized by the blast before sinking into the hearth of the furnace, and thus we had the exceptional production of wrought iron in the blast furnace. I have recently obtained a characteristic specimen of this variety of iron from one of the furnaces at Orbisona, Pa. Considerable uncertainty existed as to its true nature and the conditions of its production. Its weight seemed to preclude the idea that it contained much or any slag, yet its lack of strength indicated that it was not homogeneous cast iron. At times considerable quantities had been produced, which could only be utilized by charging in the furnace and remelting. The specimen, on the freshly fractured surface, appeared to consist of flattened globules of iron cemented together by a bluish material which one would naturally suppose to be slag, and qualitative examination for lime strengthened this supposition. It was quite difficult to obtain drillings, as there was a tendency to split in several directions as soon as pressure was applied ; but enough was obtained to undertake quantitative determinations. They were found to consist of two portions-one attracted by the magnet, and the other not. By repeated separation the magnetic portion was found to be 94.44 per cent., and the non-magnetic 5.56 per cent. Analyses of these gave the following results :

Today we have two papers. The first is one by Mr. Eliel, of the Fairchild Company's California branch. In Mr. Eliel's absence, Mr. Gale, of the Fairchild Company, will read it. C. H. GALE.-Before I begin to read Mr. Eliel's paper, I would like to point out two instruments that he mentions. One is what he calls the solar-navigator, a new type of aerial navigating device which he has developed for use in flying cameras in aerial surveys. Flying a camera at high altitudes over unfamiliar territory is a very difficult procedure and only a few pilots in this country can do it. So far as I know, this is the first time this device has been discussed in public. Another facility I want to refer to in advance is the use of the stereoplanigraph in making contour maps from photographs. This is an extremely interesting procedure, which we are appreciating more than ever at the present time.

The minerals industry contributes to the economic growth, prosperity and quality of life of nations, particularly in areas where there might be limited opportunities for employment in other sectors. However, notwithstanding their economic importance, the minerals extraction and processing industries are considered to have significant impacts on the surrounding environment. In recent years many mines have implemented modern monitoring technology and modelling of the monitored environmental parameters to provide scientifically proven indicators about the state of the environment. The flexibility required by the minerals industry to respond dynamically to a changing natural, social and economic environment has become a major consideration. Whilst the notion of continuous improvement is embodied within most environmental management systems, what is now required is a structured audit trail which tracks the flow of resources through the production process to the ultimate environmental impact associated with their consumption, transformation and disposal. Imperial College is coordinating an EC funded project, which is developing a methodology to minimise the ?full life-cycle? impact of metalliferous mining projects, adopting an integrated approach to production and process design, and the costs involved. In order to develop a life cycle assessment (LCA) system that will incorporate different types of data related to the minerals extraction operations, a data inventory was designed and coded in an object-relational database model. The calculation procedures accounting for the input/output balance of the alternative scenarios for mining production, processing, waste disposal, monitoring, and their financial implications are being programmed into a software system. This paper presents the rational and innovative aspects of this work. The methodology developed for the life cycle database is illustrated for the mining production and gaseous emissions components of the system.

"The Baboquivari mining district is about 60 miles southwest of Tucson, Ariz., the present railroad shipping point. The values are silver and gold. The silver is largely associated with the black oxides of manganese. The ore is highly oxidized, and careful panning shows only a very small amount of pyrite. Our sample analyzed as follows:A flotation mill has been installed in the district, but it does not concentrate the precious metals satisfactorily. Our best laboratory flotation results were obtained by grinding to pass 65-mesh and floating with Xanthate or standard flotation oils plus sodium sulphide and polysulphide. This sulphidizing method gave a concentration of 32 per cent of the silver and 80 per cent of the gold, which about equals plant practice.We do not know of an instance where the oxidized forms of manganese have been concentrated satisfactorily by flotation.Plain cyanide on the original ore extracts practically all of the gold but only one-third of the silver. A preliminary deoxidizing roast, using producer gas or powdered coal, gives a calcine from which cyanide dissolves about 90 per cent of the gold and 75 per cent of the silver. This method of treatment, known as the Clevenger-Caron process, is described in Bureau of Mines Bulletin 226.Preliminary treatment with sulphur dioxide by burning pyrite or sulphur and passing this gas into the pulp until all of the contained manganese is dissolved or changed in form best prepares the ore for cyanidation. The acid consumption will vary with the percentage of manganese and other soluble constituents. Neither gold or silver is dissolved by this acid treatment. The washed residue gives maximum cyanide dissolution of the gold and silver with minimum loss of cyanide,"

An historical record of the history of iron-and steelmaking in the United States has long seemed a desirable project to many in The metallurgical Society of AIME. Over a period of five years, experts in their fields have been asked to put down on paper their knowledge. The series of historical articles has been published in JOURNAL OF METALS, beginning with A. B. Wilder's article in 1956, marking the first one hundred years of Bessemer Steelmaking. The Electric Furnace Committee honored the first half-century of the use of the electric arc furnace in America during their 1956 Conference, and S. B. Casey, Jr., wrote an appropriate article for JOURNAL OF METALS. The historical series was well underway. Articles soon followed on the history of the blast furnace, on the open hearth furnace, and on ferro-alloy manufacture. The final need was an authoritative article on coke ovens. The publication of the five-part article by C. S. Finney and John Mitchell this summer has concluded our series (but not the march of progress). We now present, between two covers, a comprehensive historical review, the work of 13 authors. We are hopeful that this book will receive a welcome among ironmakers and steelmakers. and that it will be a valuable reference for home or office library. We hope also that students will find the material helpful in their studies of this most important of American industries. Perhaps also, the historian of Americana will learn something new in searching through these pages. We are indebted to our authors who have spent much time on historical research, and to their companies who have supported their endeavors. We acknowledge the support of the National Open Hearth Steel Committee and of the Blast Furnace. Coke Oven, and Raw Materials Committee in jointly assuming the financial risks in publishing this book.

The recent description provided by Scott (1981) of the Ardlethan alteration systems is of particular interest as it draws attention to the analogy between Ardlethan and the porphyry tin systems of Bolivia (Sillitoe et aI, 1975).During 1978-1979 a parallel study of the mineralization confirmed that the extensive alteration pattern relates to a series of breccia pipes which provide access channelways for the mineralizing solutions (Clarke, 1979). Many of the results reported by Scott are difficult to interpret without this concept and this short discussion is intended to provide additional perspective to the proposed porphyry tin model.The breccia pipe systems are centred upon each of the major mineralized zones (Wild Cherry, Carpathia, Stackpool and White Crystal) and with the exception of the White Crystal collapse breccia the major pipes are of the hydrothermal intrusive type. They range considerably in size and shape and at least two ages of formation are revealed by their cross cutting relationships at the Stackpool, Carpathia and Ardwest regions. Individual pipes or groups of pipes have distinctive alteration/infill characteristics and the entire system can be viewed as a complex porphyry tin system evolving with time. The recognition of pipes of different types and ages reveals a situation considerably more complex than suspected by Scott, and hence both the geochemical data and modelling require reinterpretation.For instance, the geochemical data contained within Tables 2 and 3 (Scott, 1981) relate to two separate breccia pipes which correspond to the South Cherry and Ardwest ore zones respectively. Although it is probable that both pipes are temporarily identical it is important that the geochemical data be viewed in context. The brecciation is extremely difficult to recognize and it is probable that the chemical compositions given represent mixtures of altered fragments and rock flour, together with material precipitated from solution as matrix, along microfractures, within small vughs, etc.

Coke Since the beginning of manufacturing of metallurgical coke in the United States, which dates from about 1859, Pennsylvania has main tamed supremacy in coke production Available statistics for the year 1880 show an output of 3,338,300 short tons, which was neatly trebled by the end of the succeeding 10 years. From this time on the increase was steady, though not rapid, and in 1922 the total production was 13,991,892 tons, which is approximately 37 per cent of the total coke production of the United States. The main reason for the rapid development of the coke industry in Pennsylvania lies in the abundance of coals particularly adapted to beehive coking, for which purpose the Pittsburgh bed in the Connellsville district has long been looked upon as standard At first practically all metallurgical coke was made in beehive ovens, the only exception being the short lived and wasteful method of coking in piles, byproduct owns did not make then appearance until after 1893 The suitability of a beehive coking coal cannot be accurately predicted from its chemical analysis, but it can be said, perhaps, that the volatile matter should be about 32 per cent, and that the oxygen content should not be mole than 10 pet cent or less than 4 per cent The sulphur and phosphorus content should be small-not over 1 25 per cent sulphur and under 0 02 pen cent phosphorus-and the ash content should not be over 7 per cent The Pittsburgh bed at Connellsvnlle fills these requirements well, as may be seen from the following representative analysis. ARTHUR PHILLIPS,* Bridgeport, Conn. (written discussion?).-It is to, be regretted that the very valuable paper by Messrs. Bassett and Davis did not appear in the early war period. The data presented would have been of inestimable service to inspectors, of cartridge brass who, admittedly, had little or no knowledge regarding the relation of grain size to temperature of anneal, and no real appreciation of, the significance of the Brinell hardness test. The paper is of considerable interest to, metallurgists also. WALTER R. HIBBARD, ? Bridgeport. Conn. (written discussion§).-The writer has carefully studied Messrs. Bassett and Davis's paper with considerable interest, inasmuch as our laboratory has tested cartridge brass by means of a Brinell machine. In March, 1917, at the suggestion of the Technical Department of the American Brass Co., we started a comparison of grain-size measurements and Brinell hardness of-cartridge brass with a gage of 0.1 in. or greater. This was continued until March, 1918, when we adopted the Brinell hardness test as standard for brass 0.1 in. gage or greater, and discontinued grain-size measurements upon this metal. The data collected during the test showed that the Brinell hardness indicated more accurately how the metal acted in actual working operations. It was also more reliable because two manipulators check themselves closer by the Brinell test than by the grain-size measurements. It also consumed less time in making the tests. Alfred V. de Forest, formerly assistant research engineer of our laboratories, has described the apparatus and some of the checking results in a paper read June, 1918, before the American Society for Testing Materials.1 The writer hopes that a more satisfactory. method for testing cartridge brass and gilding in gages thinner than 0.1 in. may be devised than the present method of grain-size measurements.

SINCE our last meeting, the Institute has lost, by the death of Mr. Gowen, one of its most distinguished members. I shall only attempt in this place to give a brief account of his many accomplishments and achievements; but our records would certainly be incomplete without a recognition of the important influence which he exerted upon the mining and metallurgical industries of this country, and a testimony to his private virtues of character. Although Mr. Gowen was best known as a great lawyer and as the head of a great railway corporation, he began his career, before he was of age, as the manager of a small anthracite blast-furnace at Shamokin, Northumberland County, Pennsylvania. He left this position, to engage on his own account in the mining of anthracite coal at Mt. Laffee, near Pottsville. This proved an unprofitable business, and, after the panic of 1857, he began the study of the law. As soon as he was admitted to the bar, he at once entered upon the active practice of his profession, and soon achieved an extraordinary success. In 1869 he was made President of the Philadelphia and Reading Railroad Company, and he afterwards organized the Pliladelphia and Reading Coal and Iron Company, the largest coalmining corporation in the world. He became a member of. this Institute during the first year after its organization, and remained a member until his death. He always took a deep interest in the work, and was prompt to co-operate by all means in his power in furthering the objects of the Institute. Pastefill technology has gained an increasing popularity over the past decade. The main advantages are: environmental performance (mainly in tailings disposal), low operation costs and ease of operation, as well as homogeneous properties. However, its weaker nature compared to other types of fill makes it more vulnerable to blast damage. In the last few years, Louvicourt Mine has experienced some cases of pastefill sloughage during the mining of secondary stopes. In order to reduce pastefill sloughage, some studies have been undertaken to investigate the causes and to find possible solutions by looking at stope design, extraction sequence, ground support and blast design. This paper presents the results of a blast damage study carried out at Louvicourt on the 860m level. The instrumentation included vibration monitors (using 6 sets of triaxial geophones grouted in the pastefill), a borehole camera to observe the damage in the pastefill, and a cavity monitoring system for three-dimensional surveys of the blasted stope. The test stope was mined out by four slot blasts and three mass blasts. Most of the damage was created by the mass blasts. It was found that the accumulation of ground vibration was mainly due to the low seismic velocities in the pastefill and the relatively tight delay between blastholes. In addition, there was a substantial difference between the critical PPV in the confined and unconfined pastefill. In practice, these findings have led to modifications of blast design to minimise the exposure time of pastefill walls to air. Such modifications included changes of blast sequence in secondary stopes and delay layout between heavily loaded blastholes. Over the paste two years, the implementation of new blast sequence has shown encouraging results in terms of reduced pastefill sloughage and dilution.

THE Section on Aerial Geologizing of the American Institute of Mining and Metallurgical Engineers convened on Monday afternoon, Feb. 17, 1936, during the Annual Meeting of the Institute. Mr. Theodore Marvin presided. CHAIRMAN MARVIN.-We hope to get through with the papers on the program in time so that you can examine the instruments that are dis-played here, and also the photographs and air views brought by the Fairchild people. This is what we might call the first bread and butter session of the Aviation Committee. The group, as many of you know, was started at the request of the Board of Directors two years ago. We have had two sessions since then, both of them of a somewhat general nature, their pur-pose being to point out the reasons why mining and petroleum engineers should be more interested in the facilities of aviation. Today we have two papers. The first is one by Mr. Eliel, of the Fairchild Company's California branch. In Mr. Eliel's absence, Mr. Gale, of the Fairchild Company, will read it. C. H. GALE.-Before I begin to read Mr. Eliel's paper, I would like to point out two instruments that he mentions. One is what he calls the solar-navigator, a new type of aerial navigating device which he has developed for use in flying cameras in aerial surveys. Flying a camera at high altitudes over unfamiliar territory is a very difficult procedure and only a few pilots in this country can do it. So far as I know, this is the first time this device has been discussed in public. Another facility I want to refer to in advance is the use of the stereoplanigraph in making contour maps from photographs. This is an extremely interesting procedure, which we are appreciating more than ever at the present time.
