NOTE BY THE EDITOR.-This resume of a Technologic Paper which is published in full by the U. S. Bureau of Standards, is brought before the membership of the Institute with the object of affording an opportunity for the open discussion of results of an investigation by the authors named above, of some phases of the manufacture of steel rails which are of great importance to manufacturer and consumer alike. This resume will be presented at the Pittsburg Meeting of the Institute. Discussion is invited, by either members or non-members of the Institute. The discussion may be sent in writing to the Editor, in advance of the meeting, or should preferably be presented in person at the meeting. To those who desire to discuss, copy of the full Technologic Paper (No. 38), as published by the Bureau of Stanaards, will be sent upon request addressed either to the Bureau of Standards, Washington, D. C., or to the Editor, American Institute of Mining Engineers, 29 West 39th Street, New York, N. Y. Summary of Researches and Conclusions The main objects of this investigation were to determine, from measurements taken at representative rail mills, the present American practice regarding the temperatures at which rails are rolled; to demonstrate the ease and accuracy with which such temperatures may be measured, without interfering in any way with the manufacture of the product; to find out what the "shrinkage clause" in rail specifications really means; and, finally, to determine some of the physical properties of rail steels, particularly those of interest in manufacture, some of which seem to be insufficiently known as yet. 1. Ingot Temperatures.-Measurements made in four mills show that ingots for rails are rolled at temperatures ranging from 1,075° to 1,150° C. (1,965° to 2,100° F.), and that, in a series of 20 to 40 ingots, the variation in temperature from one ingot to another is only 10° to 20° C. 2. Finishing Temperatures.-Rails are finished at temperatures ranging broadly from 880° to-1,050° C. (1,615 to 1,922° F.), but usually ranging within 50° C. of 935° C., and occasionally above 1,100° C.

WHEN thinking of industrial relations, we must not confine the term to what is ordinarily called "welfare work;" viz., organizing baseball teams, departmental parties, athletic contests, and such things. These are all of interest but not very helpful in solving the problems of industry. We must think of industrial relations as that understanding developed between workers and management that permits of harmonious progress because of a mutual understanding of each other's problems. Most of the industrial unrest, discontent, mistrust, or antagonism is due to misunderstanding; and that misunderstanding is the direct result of not having taken the workers into our confidence. If they are merely cogs in a machine, employed to do certain things, and have no interest in anything but the receipt of the pay envelope, we cannot expect intelligent harmonious progress. There are still some people who think that the interests of management, or capital invested in a business, and the interests of the worker are diametrically opposed. That is an unfortunate belief; the interests are identical. If the worker does not understand what his part of the work represents, what the management's part represents, and what the invested capital's part represents, he is bound to have a misconception, of the matter and will think only in terms of the pay envelope. The methods used for producing a better understanding between workers and management do not much matter so long as the end is attained. Some plants prefer shop committees; others attempt to work through the foremen in the various departments; others, by personal contact-between the management and the men, especially if a shop is small. It does not really matter how the end is attained as long as the object is accomplished. The best type of industrial relations can probably be attained when the mystery is taken out of industry-when the workers understand what they. are a part of, what their function is, what they are contributing. They should also understand something of fundamental economics-that it is not just a question of getting all they can and giving just as little as possible but that their contribution makes for expansion, progress, and permanence, and opens a field of activity for themselves that other-wise would probably be blocked.

AS predicted by Messrs. Fuqua and Thompson, in last year's paper on West Texas1, 1935 saw a marked increase in activity in this area over recent years. Both major and independent operators shared in the increased wildcatting operations, which resulted in the discovery of eight and probably nine new fields in this area. During 1935 there were 700 wells completed as compared with 468 in 1934 and only 236 in 1933. Of these completions 579 were producers with a total 24-hr. potential of over 700,000 bbl. It is estimated that the new fields discovered during 1935 added from 200,000,000 to 400,000,000 bbl. to the known oil reserve in West Texas. In addition to these new fields, many of the older producing areas scored marked extensions during the year. New Fields Goldsmith.—-The Goldsmith field, in west central Ector County, gives promise of being the year's outstanding discovery in this area. The discovery well was completed by the Gulf Production Co. in June at a depth of 4177 ft.; it gaged 275 bbl. of 36° gravity oil in 3 hr. through 85/8-in. casing on its first production test. The field has been extended to the east by wells drilled by Phillips and Pure on their Cowden block. Present indications are that the field may contain 10,000 productive acres, and this, together with the large flush production from only a small penetration into the pay, leads to the belief that Gulf-Goldsmith No. 1 was the outstanding Permian lime discovery of 1935. It is quite probable that production will prove to be continuous to the Landreth-Scarborough No. 1, 33/4 miles to the northwest, which was completed for a small producer late in 1934. Sand Hills (Ordovician).—From the standpoint of creating excitement, the outstanding West Texas test of the year was no doubt Gulf-Waddell No. 1, on the northwest nose of the Sand Hills structure. This test was started late in 1934 as a deep test to the Ordovician. Thc Ordovician was topped above 6000 ft,., considerably higher than expected. "Single phase rubidium jarosite was synthesized by precipitation from aqueous solution. X-ray diffraction and SEM-EDS analyses showed that the synthetic rubidium jarosite formed in subspherical particles with an average particle size of about 35 µm. The chemical analysis showed an approximate composition of Rbo9432Fe3(SO4)2 1245(OH)6. The decomposition behaviour of the jarosite in terms of solution pH was thermodynamically modeled using FACTSage by constructing the potential-pH diagram at 298.15 K. The E-pH diagram showed that the decomposition of jarosite leads to goethite (FeOOH) together with Rb+ and SO42- ions. The experimental decomposition of the Rb-jarosite was carried out in alkaline solutions with five different Ca(OH)2 concentrations. The decomposition process showed an ""induction period"" followed y a progressive conversion period where the Rb+ and SO42- ions formed in the aqueous solution. In contrast, calcium was incorporated in the solid residue and iron was transformed into amorphous ferrihydrite. The kinetic analysis showed that this process can be represented by the unreacted-core chemically controlled model. The reaction order with respect to Ca(OH)2 is 0.4342 and the calculated activation energy is 98.70 kJ mol-1. IntroductionJarosite type compounds are hydrous sulfate minerals containing alkalis and ferric ions, MFe3(SO4)2(OH)6, where M can be H3O+· Na+, K+, Rb+, Ag+, NH4 +, Tl+, ½ Pb2+ or ½ Hg2+. Jarosite-type compounds were formed by the natural ""in situ"" oxidation of pyritic ores leading to the replacement of the original iron sulfides and iron oxides (Dutrizac and Kaiman) [1]. The great interest in jarosites is due to its ability to eliminate or diminish the iron concentration of the acid leach solutions produced in the hydrometallurgical zinc process, with relatively low losses of divalent metals such as Zn2+, Cd2+, Cu2+ or Co . However, the losses of the metal values demand a careful study of the conditions under which the jarosite compounds are formed together with their chemical properties."

The time is no longer when a man can act as an independent unit; the appreciation of the interdependence of one man upon another has emphasized the importance of the social unit. Epidemics have made us recognize that even a man's health is not distinctly his own to control as he pleases. The physical examination of workmen previous to employment started with an effort to prevent the spread of tuberculosis, for tuberculosis may be detected in its early stages and cured. But it was soon found that many other diseases were detected and the saving of lives made possible. The physical examination does not mean the elimination of the unfit—on that basis it would utterly fail—but rather the measuring of a man's physical fitness and placing the man where he can do the best for himself, his fellow worker, and the company. Industry as a whole cannot expect to live up to the standard of physical examination set for the army, nor should it expect to do so, for in all branches of industry there are types of work that do not require the same amount of endurance as does army work, and the lacing of men with physical limitations in the work for which they are capable permits a higher average of physical fitness for the work requiring physical excellence. Objects of Physical Examination The objects of physical examination are: The early detection of illness, particularly at a time when a full restoration of health is possible; the protection of employees from infection caused by working in contact with contagious diseases; the discovery of a man's physical limitations, in so far as his possibility for rendering good service is concerned; assistance to the safety movement by eliminating association in hazardous occupations with men whose physical condition renders them likely to accident to themselves and others; and the lessening of time lost by sickness. Statistics issued by the United States Department of Labor show that 22.54 per cent. of idleness is caused by sickness, with an average number of 7.71 weeks idle; whereas only 1.66 per cent. is caused by acci-

The Bureau of Mines has been charged by Congress to investigate processes for the production of alumina from low-grade bauxite, alunite, and clay. As one part of the program, an investigation of the application of ore-dressing methods to improve the grade of high-silica bauxite is in progress at the Mississippi Valley Experiment Station at Rolla, Mo. This paper summarizes data obtained so far and presents detailcd results of tests on four typical samples. Mineralogy of Batjxite The name bauxite originally was used to designate the dihydrous aluminum oxide (A1203.2HzO). The designation has been retained, although the existence of a specific mineral of such composition has been disproved. The term is now applied to ores of aluminum consisting of various mixtures of the minerals gibbsite (AlzOa.3H20), diaspore (A120a.H20), and boehmite (Alr-03.H20). The predominant hydrous aluminum oxide in most American bauxite, however, is gibbsite. In some instances bauxite may be amorphous mixtures of the hydrous aluminum oxides that approximate the composition of dihydrous aluminum oxide (A1203.2Hz0). The proposed name for this material is cliachite. Gibbsite and boehmite, the trihydrate and monohydrate, are soluble in a solution of sodium hydroxide at elevated temperature and pressure, whereas diaspore is practically insoluble. The solubility of these two minerals is the basis of the Bayer process of alumina extraction. All bauxites contain certain impurities, the commonest of which, in the order of their importance, are: silica, principally as a constituent of kaolinite, and to a lesser extent as quartz; iron, as hematite, limonite, and siderite; and titanium, as ilmenite, rutile and leucoxene. Minor impurities are zircon, cobalt and nickel. Bauxite is produced commercially in Arkansas, Alabama, Mississippi, Georgia and Tennessee, but the most important deposits in the United States are in Arkansas, in the vicinity of Little Rock. History of Batjxite Beneficiatjon The literature on bauxite beneficiation is limited, but the reports of Gandrud and DeVaneyl and Clemmer, Clemmons, and Stacy2 show the possibilities of flotation as a means of beneficiating bauxite. Their work has also developed reagent combinations that are satisfactory for flotation of gibbsite.

ANY information that will increase the accuracy of our knowledge of the conditions prevailing in petroleum reservoirs should be of direct value in the determination of the proper operating technique as well as in the estimation of reserves and of ultimate production. The obvious method of obtaining this information is by studying a sample of the reservoir rock and its contents. In any such study, the problem of primary importance and maximum difficulty is that of getting the core to the surface in such a manner that its original fluid content is undis-turbed, which has so far proved to be an impossible task. Though it might be rash to say this will never be done, it is certainly safe to assume that a method for the recovery of a core at the surface in its undisturbed original state may not be developed in the immediate future, and certainly will not be forthcoming without a great deal of costly experimentation. Therefore any information that may be obtained that will help to correlate the state of a core (its fluid saturation) at the surface with its condition at the time it was drilled should be of value to the petroleum industry. The experiments described in this paper were undertaken with the purpose of determining, if possible, any relationship that might exist between the saturation of a core at the surface and its original fluid content. No consideration has been given to the question of contamina-tion by penetration of drilling water, since this problem has been exten-sively studied by other investigators. 1-3 Furthermore, it was regarded as being outside the scope of the present experiments, which were con-cerned only with the effect of pressure reduction upon the liquid content of cores. In an experimental study of this sort involving a large number of variables, accurate control of all factors is very important. The essen-tial and obvious procedure is to vary systematically one factor or condi-tion while keeping all the others constant, which necessarily involves a rather protracted and sometimes tedious experimental program.

THE present administration has made sincere and effective efforts to reduce the expense of the Federal Government, but it has reached a point beyond which it seems impossible, or anyway extraordi-narily difficult, to go. This is ascribable to the large part of the budget that is represented as war expense. There is no doubt that this spells high taxation for many years to come. Nevertheless, although a large part of the taxation will be attributable to the war, the paying out of the proceeds of that taxation by the government will not be war expense, except in minor part, as will be hereinafter made clear. It will be useful to explain the economic meaning of this situation, for it has bear-ings upon several open questions, such as a bonus to the ex-soldiers, the foreign debt accounts, etc. The expense of the war on the part of the American people was in the main paid concurrently with its prose-cution. This was necessary. Warfare is not conducted with money, but with materials and labor. Except for such previous production as was represented by stocks of goods, the requirements had to be supplied by coincident production. With the end of 1918 our war expense ceased, save for such production, e.g., of ships, that was allowed to run on unchecked, and the indemnities that had to be paid for cancelled contracts. When those matters have been settled we shall be done, barring one important thing. Of course, our war expense began to contract right after the armistice and shrunk rapidly with the demobilization of the troops in 1919. If we had not been able to obtain all needful material from our own sources and had been constrained to borrow it from foreign countries, incurring a foreign debt, we should have been in the quite different posi-tion of having to repay that material, or its equivalent, during subsequent years. The European countries had to come to us for such supplies. This outlines the fundamental difference between their present situations and ours. We were therefore compelled not only to furnish materials and man-power for our own warfare but also much for the Allies.

The writer apologizes for presenting this very elementary analysis of one aspect of proration, but a search of the literature failed to disclose any concrete illustrations of the effect of various proration formulas upon the allowable oil produced by tracts of different sizes. Many engineers have doubtless made somewhat similar calculations and are fully acquainted with the results. The various allocation formulas that are in use are based on one or more of the following factors: (1) wide-open well potential, (2) potential through an orifice, (3) uniform well allowable, (4) acreage, (5) sand thickness, (6) bottom-hole pressure, (7) productivity index, and (8) volumetric displacement. Of these, the unrestricted potential formula, or open-flow test, and the uniform well allowable are commonly regarded by engineers as those least likely to give each producer his proportionate share of the oil or gas, as represented either by acreage or by sand thickness, or both, except when the wells are located on tracts of large size. Unless the mechanical equipment that may be used during the potential test and the method of taking the test are both specified, the net result of the potential formula is to practically force the operators to use special equipment and adopt special procedures prior to and during the potential test, so as to secure the largest possible allowables. Much ingenuity and skill have been devoted to this,problem, but the general effect is to permit excessive allowables for very small tracts, and stimulate unnecessary drilling. It is interesting to compare some of the high yields from the Wilcox horizon at Oklahoma City with each other, as an illustration of the effect of an allocation factor based solely on potential (Table 5). One of the glaring instances is a well on a ½-acre lease, which had produced, as of September 1936, at the rate of almost 3,000,000 bbl. per acre. This is at least twice as many barrels as could have been present under the property if the reservoir had consisted of a tank of oil 200 ft, deep and 56 acre in area. Numerous combinations of acreage, potential, bottom-hole pressure, sand thickness, etc., have been proposed and are in use in various fields.

SCIENCE attracts the attention and interest of an individual or an industry in general only in proportion to the apparent direct application to its immediate welfare or benefit. Engineering accomplishments, as applied science, therefore receive more recognition than the scientific discoveries on which they are based. Even self-evident truth needs endless repetition before recognition: engineering as applied science cannot advance beyond the science on which it is founded. Scientific research, and discovery, is sometimes forced by the limitations recognized by those active in its development for the use of society and industry and sometimes results from an apparently superficially illogical curiosity about natural phenomena. Research has received inadequate support except in industries born in the laboratory, the chemical and electrical industries, from which many lessons might well be drawn by their elder associates. The rapid growth of these industries has been largely due to close cooperation of scientists and engineers. Most rapid advance is made when the research worker and the engineer keep in close touch with each other's ideas and problems. Many of the developments of modern industry are based on dis-coveries buried for years in scientific journals because the "time was not ripe" at their discovery. The situation with regard to utilization of coal is quite the opposite. The fundamental facts in regard to the scientific aspects of the problem of developing the energy from coal are scarcely known. The engineer, without much scientific cooperation, has accom-plished much in increasing the number of kilowatt-hours per pound of coal from 0.31 in 1919 to 0.69 in 1934, in increasing the 1000 gross ton-miles of freight hauled from 6.1 to 8.3 per ton of coal in the same period, in fuel economy in production of coke, and in developing the production of motor fuel in Germany and England by hydrogenation of coal. This lack of scientific research on the utilization of our most important natural resource, coal, has been due undoubtedly in large part to the reluctance of investigators to study the interrelationships involved in, the complicated processes in which coal is used. The increased activity in West Texas, which started in 1933, has continued through 1936 at a constantly accelerated rate. During 1936 there were 1442 wells completed in the area as compared with 700 in 1935 and 468 in 1934. Of these completions, 1313 were producers with a total 24-hr. potential in excess of 1,750,000 bbl. From among the 1442 wells, eight are considered to be discovery wells for new West Texas fields. New Fields Bennett.—The Bennett field, which added Yoakum County to the oil-producing counties of West Texas, was actually indicated as an oil-producing area during 1935, but the discovery well, Honolulu Oil Corporation, Ltd. and Cascade Petroleum Company's Bennett No. l, was not given a production test until April 1936. The discovery well made 15 bbl. per hour through 3/4-in. choke with a plugged-back total depth of 5264 ft. First oil in the hole was from 5088 to 5090 ft., which is several hundred feet below the top of Permian lime. Producing limits of the field are unknown, as the second test had not reached the pay at the close of the year. Henderson.—-To date indications are that the Henderson pool, in northern Winkler County, is the most prolific area opened during 1936. This field, which lies to the north of the old Hendrick pool, is producing from the same reef-type dolomitic lime producing in the older field. The Henderson field was opened by the completion of R. H. Henderson, J. B. Walton-Humble 1-A in April 1936 for a natural flow of 2306 bbl. per day through tubing. Total depth of the discovery well is 3049 ft. Later development has indicated the productive area to be a rather narrow zone running slightly west of north. Present area of from 1000 to 1500 acres has been proved for production. Keys and Emperor.—The Keys and Emperor pools in the belt of sand pools running across Winkler County appeared for the first time on State proration schedules during 1936. Tg Soda Ash has operated a shortwall mining system in the Green River, WY trona district since August 1982. The system has proven to be highly productive. In an effort to reduce the amount of relatively expensive development mining and improve mine planning flexibility, a method to mine the return air tailgate during the shortwall retreat was tested beginning in April 1987. As of June 1988, four shortwall panels had been completed using the advancing tailgate, producing more than 739 kt (815,000 st). This paper discusses the effects of the advancing tailgate on shortwall production, development mining requirements, costs, strata mechanics, and ventilation. Shortwall mining is a hybrid extraction method combining the self-advancing hydraulic roof supports from longwall mining and continuous mining machines (Fig. 1). The technique has been only marginally successful at the majority of the nearly 20 installations worldwide. At present, the face at Tg Soda Ash Inc. is the only shortwall operating in the United States and the only noncoal shortwall in existence. Despite the method's record of limited success, the staff at Tg Soda Ash determined that the conditions in its trona mine were well suited for shortwall mining. The commitment to install a shortwall was made in late 1981 and the first panel commenced in August 1982. Between that time and June 1988, about 3.33 Mt (3.67 million st) of trona have been mined with the system from 15 panels. Annual average productivities have ranged from 818 t/shift (902 st per shift) in 1982 to 1.4 kt/t shift (1591 st per shift) in 1987. Overall, the system has produced an average of 1.3 kt/ shift (1450 st per shift). In April 1987, a method of mining the return air tailgate during shortwall retreat was tested (Fig. 2). The objective was to determine if a return airway could be established and maintained by mining a series of rooms and pillars about 7.6 m (25 ft) past the face support line. The method would allow a barrier pillar to be left between shortwall panels without requiring the mining of a separate return air tailgate.

Though it might be rash to say this will never be done, it is certainly safe to assume that a, method for the recovery of a core at the surface in its undisturbed original state may not be developed in the immediate future, and certainly will not be forthcoming without a great deal of costly experimentation. Therefore any information that may be obtained that will help to correlate the state of a core (its fluid saturation) at the surface with its condition at the time it was drilled should be of value to the petroleum industry. The experiments described in this paper were undertaken with the purpose of determining, if possible, any relationship that might exist between the saturation of a core at the surface and its original fluid content. No consideration has been given to the question of contamination by penetration of drilling water, since this problem has been extensively studied by other investigators.1-3 Furthermore, it was regarded as outside the scope of these experiments, which were concerned only with the effect of pressure reduction upon the liquid content of cores. In an experimental study of this sort involving a large number of variables, accurate control of all factors is very important. Application of electric logs has been used in correlation of subsurface structure to determine the size and shape of the oil reservoir. Such a knowledge is hardly complete until saturation and productivity are determined for the various horizons. It is difficult to use electric logs successfully for this purpose because of the many factors that influence the curves. In this work an effort was made to establish an empirical correlation between formation resistivity for a series of electric-log curves and water saturation and oil productivity of sand. Electric logs were obtained by recording with 10 different electrode spacings through the same interval of a well. In the analysis of these curves all factors except two, a dependent and independent variable, were held constant. The interval studied had been cored and a large number of samples were analyzed in the core laboratory in order to compare the values of permeability and saturation with the measured values of formation resistivity. Results of this analysis indicate: (1) the depth to which mud filtrate enters a sand body, (2) a correlation between permeability and sand resistivity for shallow penetration depths, and (3) that the water saturation for an oil sand can be determined from the measured sand resistivity after making suitable correc- tions for sand thickness. The proceduer in the last method depends on a correction for thickness factor and a theoretical curve. The accuracy of the theoretical curve is now being tested in the laboratory. In an effort to place the analysis of electric logs on a quantitative basis, there is need for a better understanding of the many factors that influence an electric-log curve. These factors may be large differences in sand thickness, permeability of the sand, salinity of the interstitial water, mud resistivity, formation temperature, and other sources. A number of examples were presented by Archie,' which treat the effect of sand thickness on measured resistivity. The copper smelter and refinery of The Messina (Transvaal) Development Co. Ltd., at Messina, South Africa, was erected in 1920 and 1921, but initial operations were deferred until late in 1922 on account of the collapse of the copper market in the interim. Because the anticipated production was to be only 20 tons of copper per day from a high-grade matte containing 60 per cent copper, and because the ore did not contain gold or silver in quantities sufficient to pay for separation from the copper bullion, it was decided to design the plant along lines quite different from the modern smelteries treating large quantities of sulfide ores carrying appreciable amounts of gold and silver. The plant was built, therefore, for the production of copper by the Nicholls-James process. By this method two-thirds of the copper matte produced was roasted in a Merton calciner and charged into a bath of the remaining one-third portion of unroasted matte in a reaction furnace. The original design was not only novel in providing for the Nicholls-James process, but also in comparison with new plants built elsewhere, because of factors inherent in the locality. Sources of supply for machinery were very remote; it takes three months after the placing of an order to accomplish delivery of machinery into Messina from the United States. Native labor was available at 30 to 40¢ per 8-hr. shift. These factors permitted plant design which provided no overhead cranes, no matte ladles, no slag pots or other usual mechanical means of transportation between departments. The design resulted in a compact simple plant with furnaces arranged close together and terraced so as to provide for gravity transfer of molten material from one furnace to another and for manual disposal of products. Fig. 1 shows the relative location of furnaces. The three furnaces are parallel on successively decreasing elevations. A superimposed feed floor was provided above the furnaces. All three furnaces were provided with coal-dust burners served from a Bonnot system of coal-dust transportation, and the waste gases were discharged into waste-heat boilers. Segmental tunnel linings are becoming more common in Australia. One current project employing a segmental lining is the City West Cable Tunnel (CWCT) in Sydney. The project has been commissioned by Energy Australia and is currently being constructed by Thiess Pty Ltd. The project includes 1.6 km of tunnel boring machine (TBM) driven, segmentally lined tunnel. The majority of the CWCT will be excavated through Hawkesbury Sandstone. The tunnel is required to carry a 132 kV electrical circuit under SydneyÆs central business district (CBD), between Haymarket and Energy AustraliaÆs City North Substation on Sussex Street. The segmental lining has been designed as a 3.2 m internal diameter, 200 mm thick universal ring with six trapezoidal segments. The design and detailing of this segmental lining presents some noteworthy challenges, including exposure to saline groundwater, and the exclusive use of steel fibres for flexural and tensile concrete reinforcement. This paper describes some of the key elements of the segmental lining design. These include:the case for choosing segmental linings over other forms of tunnel construction;the major design checks required of a segmental lining including ground loading, hydrostatic loading, joint bearing, joint rotation, ram loading and the early strength lifting case;the benefits of using steel fibres over conventional steel reinforcement;the design approach used for steel fibre reinforced concrete;the application of 3D computer modelling in the design;the provision for components including connector dowels and gaskets;the design for passive fire resistance; andthe design for durability of steel fibre reinforced concrete in a saline environment. Segmental lining design requires the application of specialist design approaches. Input is required by the construction team, as the methods of demoulding, handling, transportation and installation impact on the lining design. As the segmental lining is functioning as immediate ground support and also a permanent lining, high standards of manufacture and construction quality control are required to ensure that the 100-year design life is met. The requirement for a watertight tunnel means that detailing and installation of the EPDM gaskets is of importance.

Northern Venezuela has been divided into three provinces, as follows: The Llanos, the Andean, and the Maracaibo Basin and Falcon. The first and third are large sedimentary basins offering, possibilities for oil accumulations. Oil is known to occur in many formations ranging in age from Cretaceous to Quaternary. The most prolific source of oil is probably the Cretaceous shales and limestones, from which the oil appears to have migrated into overlying porous beds. Faulting or fracturing, folding, and porosity are governing factors in the localization of commercial deposits. THE occurrence of oil seepages in Venezuela has been known since the early days of Spanish occupation. It was not until 1912, however, that any serious exploration work was undertaken. In that year, the Caribbean Petroleum Co., then a subsidiary of the General Asphalt Co., employed a large staff of geologists to make a systematic survey, of large areas in eastern and western Venezuela, selecting the most, desirable localities out of the immense area covered by the Valladares concession. This preliminary work was completed in the fall of 1913, and in February, 1914, the company completed its first commercial well at Mene Grande. Development work has progressed slowly, for various reasons, but petroleum in quantity has been encountered in nine widely separated localities. The Mene Grande field has been put on a producing basis and approximately 4,000,000 bbl. of oil are being shipped annually. Increasing quantities of oil are now being drawn from El Mene and La Rosa. In the light of these developments, the world's need for oil reserves, and the proximity of Venezuela to the United States, American capital is being attracted more and more to Venezuela. Although considerable careful geological work has been done in Venezuela by the various oil companies now operating, most of the data is. buried in the company,, files, and the published literature has been extremely meager. The most valuable contribution to date has been a map and report by Jahn, which, as it was printed in Spanish, is not. generally available to the American oil public.
