BEFORE presenting the main topic, as indicated by the title, this paper will give some of the high-spot history of the anthracite industry. INTRODUCTION The earliest recorded use of anthracite was in the year 1762, when a company of Connecticut pioneers discovered anthracite near the present city of Wilkes-Barre, Pennsylvania. In the early days of the industry, the coal was used only in large pieces, the smaller pieces being discarded to waste piles. As the output of the industry increased during the nineteenth century, uses were developed for somewhat smaller sizes down to and including pea coal. Early in the twentieth century, sizes smaller than pea, such as No. I and No. 2 buckwheat, were developed and used. Accu¬mulations of piles from current mining operations were still increasing; that is, the smaller sizes were still being discarded. It was not until after World War I that preparation of the so-called steam sizes began commercially. This was largely No. 3 buckwheat, which is screened through a 3f 6-in. round-hole screen and over a 332-in. or a M 6-in. round-hole screen. USE OF SMALLER SIZES The earliest recorded experience in burning the small sizes of anthracite for steam production, other than in a previous small experiment, was in the year 1913, when a size known as "boiler fuel" was introduced-a mixture of rice and barley (No. 2 and No. 3 buckwheat). At that time, there was still no method known for burning the still smaller sizes. TABLE I.-Screen Sizes Used for Small Sizes of Anthracite [ ] At the present time, various sizes down to and including No. 5 buckwheat are being prepared (Table I) from current mining and bank-reclaiming operations. The sizes of No. 4 and No. 5 buckwheat and smaller are generally being used for steam production in large boilers. The Pennsylvania Power and Light Co., following World War I, used 680,000 tons of anthracite per year, burned largely on stokers for production of steam, whereas for the year 1943 it used 1,940,000 tons of stoker sizes and 400,000 tons of smaller sizes for grinding and burning in pulverized form. This company has taken a very large part in the research and development of ways and means of burning these smaller sizes of anthracite, including the grinding of the very small sizes. This paper is particularly concerned with the latter feature.

The sulfur content of coal is perhaps more important in the manufacture of illuminating gas than in any other coal-using industry. Whether the gas is made by the distillation of coal in retorts or ovens or by steaming incandescent coal or coke in the water-gas process, a portion of the sulfur present in the fuel always passes into the crude gas. Practically all the sulfur that remains in the finished gas is transformed into sulfur dioxide (SO2) when the gas is burned. Sulfur dioxide is a pungent suffocating gas and, if present in the air in any perceptible amount, is deleterious to health and comfort and damaging to house furnishings. SO universally is this recognized that laws regulating the amount of sulfur that may be permitted to remain in the gas are very generally in force. The capacity of a plant to purify gas frequently limits the selection of coal for gas making. This condition may arise from different causes. Some plants were originally designed to handle a certain grade of low-sulfur gas coal, and very little leeway was allowed for growth or for the use of inferior coals. Other plants, when built, had ample capacity to purify gas from relatively higher sulfur coals, but their output has grown so rapidly that their purifying capacity is now limited and only the low-sulfur coals can be handled. There is a great quantity of coal in the United States that would satisfy the requirements of the gas manufacturer, were it not for the high sulfur content. The coals containing less than 1 per cent. sulfur are becoming scarcer year by year and, in time, the gas industry will probably be compelled to use coals that are now considered out of the question. Sulfur Compounds in CRude Gas Sulfur exists in unpurified illuminating gas in a variety of compounds; chief of these are hydrogen sulfide (H2S) and carbon disulfide (CS2). In crude coal gas H2S is usually present to the extent of 0.5 to 2.0 per cent., by volume, equivalent to about 300 to 1200 gr. per 100 cu. ft. of gas. WE are living at a period of the world's history in which social phenomena are on so vast a scale, are of so profoundly soul-searching a nature, and are occurring in such rapid succession in the great world drama in which we are both actors and spectators, that, in our efforts to obtain a rational point of view in relation to them, our minds may fail to discern the simple in the complex and our understanding is liable to be-come confused or even overwhelmed. To the social student whose scientific training has convinced him of the truth of the evolutionary law, Natura non facit saltum, it is neither the vast scale of the events; their deeply soul-stirring nature, nor their rapid succession that matters so much, as the discovery of the underlying principle or law in accordance with which the disintegration and reintegration, which are the two aspects of social evolution, or indeed of evolution everywhere, are occurring. He is most deeply concerned in seeking an answer to the question: Have we in the present great and perplexing upheavals in human society, whether regarded in Central Europe, in Russia, in Great Britain, or in America, a really new cause at work, or, have we, though on a very- large scale, merely new manifestations of the working out of an old principle? When we think of the appalling struggle in Europe, into which the world's greatest exemplar of democracy was finally drawn, no one has any hesitation in admitting that the great conflict was fundamentally a life-and-death struggle for self-preservation and self-propagation on the part of autocracy. The variations we meet with in the statement of the cause of the war arise mainly from differing distances of perspective: but in the last analysis all agree that the autocratic system of political government, which found its very soul and center in Prussian despotism, was consciously arrayed in a final "world-power-or-downfall" struggle against a love of freedom which was steadily widening and-deepening throughout the world, and particularly throughout those parts of the world where this love of freedom and justice has found expression in democratic institutions. It is too broad a statement to say that the mine car is the most important unit in a haulage system, but almost every mining man will admit that it is one of the most important. The mine car is to the mine haulage system what the railroad car is to the railroads; the main purpose in each instance is to move the greatest number of ton-miles of material at the least cost. The data presented in this paper are taken from a study of mine haulage conducted by the School of Mines of West Virginia University at 42 mines in 8 coal fields of Wrest Virginia. The study was made possible by a graduate fellowship of the School of Mines and the cooperation of the mining companies of the state. Three important factors in the use of mine cars in West Virginia are: (I) the number of mine cars in use per loader; (2) the capacity of mine cars; (3) the distribution of mine cars. ("Loaders" in this paper refers to all men loading coal, whether manually or mechanically.) During the World War many mine managers were annoyed by the reduction of efficiency and production caused by railroad-car shortages. Today relatively little complaint is heard about a shortage of mine cars, yet possibly 50 to 75 per cent. of the mines in West Virginia are suffering from this cause of reduced production and increased costs. The railroads have solved their car shortage by placing in service more cars of larger capacity and better design. Many coal mines in West Virginia should solve a part of their cost problems by the same simple procedure. Such a procedure requires an initial outlay of capital, but there is little doubt that this will be repaid, with a good return on the investment. Determining Number of Cars Needed There can be no mathematical rule to determine the number of cars which should be in use per loader in a coal mine, because numerous factors such as concentration of mining, system of haulage, car capacity, speed of haulage, distance of working places from tipple, and so forth, affect materially the number of cars in use. FoR the purpose of this paper all steels will be divided into two divisions: effervescing and non-effervescing. This classification must be borne in mind as many statements true of one class are not true of the other. Effervescing steels are those that effervesce in the molds, evolving large volumes of gases, which, in escaping, throw up a spray of molten particles of steel and give the molten metal in the mold a rapid stirring or churning motion until it freezes, or, at least, becomes pasty. This effervescing is intended and proper. The non-effervescing steels, which are more or less completely killed, should not evolve any gas in the molds. Many years ago the writer proposed to call the two classes of steels evolution and solution steels, depending on whether the gases in the molds are evolved or kept in solution, but the present designations seem to be better. In America, at least, effervescing steels are in a class by themselves and include steels made for boiler, tank, and ship plates, steel pipe, soft steel wire, wire nails, soft machincry, and structural steels. These are all low-carbon steels with less than 0.40 per cent. carbon. Low-carbon steels that do not effervesce but are killed are also made; these are put into ingots and castings but they are outside the limits of this paper. Effervescing steel is cast into square or slab molds, either top or bottom poured. Most of the effervescing steel is made in the basic open-hearth furnace, though much is made by the acid Bessemer process and a little is made in the acid open-hearth. It is not made by the crucible or electric-furnace process, in which the volume of gas required cannot be produced in the steel and evolved from it in the mold to give the effervescence desired. Any steel ingot, when teeming is finished, is of a certain size or volume. Leaving out of consideration for the moment the lessening of the over-all dimensions of the ingot through contraction due to loss of heat, the ingot may be placed in one of three classes: It may settle, losing in volume; it may stand, that is, remain constant in volume; it may rise, that is, increase in volume. MOVEMENT on a fracture of irregular shape can cause local widening of the fissure and thereby offer freer channelways for circulation of ore-depositing solutions. This influence, coupled with large areas of wall rock available for reacting with ore solutions in brecciated and shattered ground can account for locally active deposition of metals and the resulting ore shoots. Such irregularities in the fracture system may be caused by local variations in the strength of rocks and by pre-existing lines of weakness, especially if these stand at favorable angles to certain components of the fracturing stress. Therefore correct interpretation of the mechanics of fracturing should permit deductions as to structurally favorable places on unexplored portions of the vein system. INTRODUCTION IT has long been recognized that movement on a curved or irregular fault surface is capable of separating the walls in certain portions of the fault, but until very recent years the importance of this mechanism as a factor in localizing ore shoots has escaped proper recognition. A short time ago W. H. Newhouse' presented a careful analytical study of displacements and their corresponding open spaces. For reasons that will be discussed later, it frequently happens that portions of the vein which are favorably oriented are not merely wider but also richer than the average. In many cases the widening with its accompanying richness coincides with very minor changes in the dip or strike of the vein, irregularities that commonly escape notice unless the vein is mapped in detail and a careful geometrical analysis made. While the relationship between the width of the vein and the changes in dip or strike has been recognized as a matter of observation, the irregularities have been accepted as more or less the result of accident. There has been very little effort except in isolated cases to find out the causes of these changes in dip or strike. Yet it is clear that if the causes can be recognized and expressed in terms of geologic structure the geologist will know where to look for repetitions of these favorable conditions either on extensions of the same vein or on adjoining veins. Any lack of understanding of the causes is due to the limitations of our ability to interpret our observations and not to the sheer capriciousness of

Interpreted geologic domains provide the geologic architecture of many current models used to estimate the potential economic resources in mineral deposits. The spatial extent of each domain is usually defined by a three-dimensional wireframe or triangulated surface.The set of geologic wireframes forming part of a resource model might generally be called a spatial interpretation of some set of geologic features coincident with the mineralisation, based primarily on logged and mapped properties of the samples and other exposures of the mineralisation. The interpreted spatial distribution of rock type, alteration and grade of drill hole samples above a particular grade threshold are commonly used criteria in constructing the geologic domain wireframes. Frequently, the grade threshold is closely related to the anticipated economic cut-off grade. The boundaries or spatial limits of different domains are most commonly defined as æhardÆ or æsoftÆ. A æhardÆ boundary usually means no dependent relationship of any kind is defined between the properties of samples inside a particular domain wireframe and those samples outside the wireframe. A æsoftÆ boundary commonly implies that some kind of dependent relationship does prevail between the properties of samples inside and outside the particular wireframe. Many ways are used to describe those relationships, few of which are based on spatial analysis of the continuity of sample attributes across the domain boundaries. In local estimation procedures such as ordinary block kriging, æhardÆ boundaries act as a total barrier to the influence of samples on either side of the boundary depending on the location of the block being estimated. In some instances, æsemi-permeableÆ boundaries are used in which the samples inside a domain wireframe are allowed to influence the estimates outside but not the reverse. This can lead to many undesirable effects in estimates of block grades.This paper discusses the value of this approach to geologic domaining from a viewpoint of model complexity, as well as in relation to the implications for both linear and non-linear estimation methods and contrasts it with alternatives. It also explores some important consequences of using æhardÆ and æsoftÆ geological boundaries with the commonly used modelling methods: excessive smoothing of estimates near domain boundaries and conditionally biased estimates of grade at the global and local scale.

On the basis of data obtained from microscopic examination, melting observations, cooling curves, X-ray analyses, and resistance measurements, phase diagrams have been proposed for the Th-Cb and Th-Ti alloy systems. Both are simple eutectic systems and have no terminal solid solubility or intermediate phases. The eutectic between thorium and columbium occurs at a composition of about 8 wt pct Cb and a temperature of 1435°C. The Th-Ti eutectic occurs at 1190°C at the composition 12 wt pct Ti. No change was observed in the transformation temperature of thorium in either system or in the titanium transformation. RECENT study of thorium and its alloys has been promoted because of the possibility of employing this metal in nuclear reactors. Their corrosion resistant properties, nuclear characteristics, and high melting points put columbium and titanium among the many metals being employed in the study of thorium alloys. Since a knowledge of the phase relationships would be important in the application of such an alloy, investigations were undertaken to propose phase diagrams for the Th-Cb and Th-Ti systems. Experimental Procedures Thorium metal sponge was specially prepared for use in this investigation. Carbon in a quantity less than 0.04 wt pct was the principal impurity. There was also less than 0.01 pct each of iron, calcium, zinc, aluminum, and nitrogen in the thorium. Columbium, both as a powder and sheet metal, was obtained from the Fansteel Metallurgical Corp. The manufacturer's specifications indicated that the metal contains less than 1 wt pct total impurities. An analysis of the metal showed approximately 0.18 pct C in the powder and less than 0.05 pct C in the sheet. The titanium used was commercial sponge, reported to be 99.5 pct Ti. An analysis showed that this metal contained 0.2 pct Fe. Preparation of Alloys—Since the metals used in this investigation are reactive and might become contaminated on melting in a refractory crucible, the alloys were prepared by arc melting. The titanium sponge was employed in the form of small lumps while the columbium additions were made either as pressed pellets of powder or as clippings from sheet. The alloying material and the thorium sponge were melted together under argon in conventional arc melting equipment employing a tungsten electrode and a water cooled copper crucible.

The performance of a gas reservoir su,bject to water drive is often affected by interference due to gas procluction or injection in neighboring reservoirs adjacent to a common aquifer. Field data available on production-pressure behavior of several reservoirs indicate that prediction of reservoir performence must include the effects due to mutual interference. A method developed to predict the performance of two or more interfering gas reservoirs, subject to specified production-iniection .rchedule.s, is presented. The method involves the comhinatiorz of the theory of unsteady-state water movernent with appropriate meterial balance consideration.s. The procedure which extends M. Mortada's treatment for interfering oil reservoirs makes use of his dimen-.sionless pressure drop quantities. prevented graphically in the literature. In order to evaluale the predictive accuracy and practical field applicability of the theory, the method has been applied to analyze the performance of two actual gas reservoirs in mutual interference. The calculations were performed on an IBA4 704 computer. The predicted performances were alro calcltlated with the interference effects ignored. The results show that considerably better agreement between calculated and observed behavior ic. obtained when the interference effects are included. INTRODUCTION Fluid communication between any number of oil or gas reservoirs adjacent to a common aquifer results in mutual interference effects on their production-pressure behavior. The theory, application and interpretation of pressure build-up behavior of oil wells, drawdown tests on oil or gas-producing formations and behavior of several storage reservoirs indicate ample experimental evidence of mutual interference. A method developed to compute the behavior of interfering oil reservoirs was published several years ago by Mortada.4 Studies conducted during the recent years on underground storage of natural gas clearly indicated the need for extending Mortada's work to the case of interfering gas reservoirs. The adoption of appropriate material balance equations in conjunction with the unsteady-state pressure interference theory yields pressure-explicit equations. Their solution, their application to a specific case history and an over-all evaluation of the developed method through the comparison of predicted and observed field performances were the main objectives of this study. The borate industry is one of the few sectors of the mining and mineral-processing industry which the United States still dominates. Since about 1927, the United States has supplied over half of the world's total boron and borate raw materials, and many of the chemical derivatives as well. Chiefly responsible for this record are companies producing sodium borates from two large deposits in southern California, at Boron (Kramer) and Searles Lake. The sodium borates, or products derived from borax and borax-containing brines, are the preferred borates for industry because they are soluble in water and combine readily with most other chemicals. Calcium borates are required for certain end uses, and these are produced from smaller colemanite-ulexite-probertite bodies. Sodium-free borate compounds also are produced from boric acid, which can be manufactured from either sodium or nonsodium borate minerals. During the past hundred years, the use of boron compounds throughout the world has risen from a few tons per year to the equivalent of over a million tons of B2O3. Leadership in supplying borates shifted from country to country and from region to region during this period, generally as the result of the development of newly discovered deposits that were better in quality, more accessible, or more economically exploitable than previous sources (Table 1). Primary Products and End Uses The principal borate products offered by primary producers in the United States are listed in Table 2. In general, these products are utilized worldwide by almost all consumers, regardless of the original source of the primary borates, In the United States, the primary borates all originate in southern California. Colemanite is produced as crude or processed crude ore from the Death Valley area and is utilized by the fiber glass and ceramic industries without further treatment. Production from Searles Lake, CA is from brines that are processed in chemical plants where borax and other compounds are recovered and the principal borate products are produced. At Boron, CA, the world's leading producer is mining a deposit of mineral borax and operating a chemical refinery. The mineral borax is mined together with included clay, and refined borax or "10-mol" is one of the refinery products. The mineral and the chemical compound are identical, Na2B4O7 • 10H2O. Recent fatal injuries occurring during pillar retreat coal mining call for better identification of the hazards and recognition of risks. Ground control hazards associated with room-and-pillar retreat mining tend to intensify with depth, requiring extra precautions in the form of additional controls. In many locations these activities are further complicated by local complexities often associated with unique or novel circumstances, such as over-mining or under-mining. One technique recently studied by NIOSH, Major Hazard Risk Assessment (MHRA), may help mine operators to mitigate the risks associated with pillar recovery operations. The approach was trialed at two underground coal mines in southern West Virginia that are currently practicing pillar recovery. The first step in the MHRA process involved reviewing the segments or parts of the pillar extraction mining system and identifying associated hazards and threats to the operation. Some of the high risk hazards at these two sites included: ? Rock fall during pillar extraction covers equipment and injury occurs during recovery operations, ? Rock fall above the roof bolt horizon, potentially injuring ? workers and/or requiring recovery action, ? Rib fall under deep cover, potentially injuring workers, and; ? Strata instabilities associated with subsidence of the interburden due to simultaneously mining two seams in close vertical proximity to one another. The mines? risk assessment teams then considered each threat individually in order to systematically identify potential unwanted events. The top unwanted events were examined individually using structured risk analysis tools. The output from the process includes a list of priority existing controls for monitoring and auditing, and a second list of potential new controls. These controls consisted of: Examples of best practices, ? Enhanced communication, ? Implementing standard operating procedures (SOP), ? Protocols for emergency response actions, ? Effective layouts, ? Efficient monitoring, and; ? Successful audits. This paper documents the process as it unfolded at the two mines, and analyzes the strengths and weaknesses of the MHRA technique as it applies to pillar recovery operations. This work was part of a larger NIOSH research project. NIOSH was responsible for: 1) facilitating the risk assessment process known as Major Hazard Risk Assessment (MHRA), 2) documenting the risk assessment process, and 3) providing mine management with a written draft summary of the risk assessment process. The results of the risk assessment represent the thoughts and opinions of the individual risk assessment teams and should in no way be construed as an endorsement of the risk assessment output by NIOSH or the University of Pittsburgh.

A pronounced tendency for delayed fracture zoas observed in the martensite structure of low-alloy steels in the as-quenched condition. Cracks of predominantly intercrystalline nature nucleated and propagated at stresses substantially lower than the short-titne tensile strength of- the steels, and were observed even in hydrogen-free speciunens. The occurrence of delayed fractures in the as-quenched condition is interpreted as a supevposition of the effect of free dislocations generated during the martensite transforlnation, and of a weakening of the prior austenite grain boundaries caused by dynamic shocks exerted on the boundaries by growing martensite plates. AN important metallurgical problem, connected with the production and use of high-strength steels, is delayed fracture in martensitic structures. Such fractures occur in quenched steels as a result of prolonged loading with external stresses far lower than the short-time tensile strength of the steel. The same effect can be produced by sufficiently high internal stresses: it is well-known that quenched structures will in some cases crack intergranularly at room temperature if not tempered quickly enough even in the absence of any externally applied stress. In Troiano's papers1,2 on delayed fractures in high-strength steels, the fundamental role of hydrogen migrating under the influence of multiaxial stress towards the nuclei of cracks was found. Fig. 1 shows the typical relationship between stress and the time to fracture found by Troiano in hydrogen-charged high-strength steels. On the other hand, Shurakov 3,4 explains the realization of delayed fractures in martensite as due to a "quasi-viscous" behavior of the austenite grain boundaries immediately after the martensitic transformation. 1) MATERIALS AND EXPERIMENTAL METHODS Two low-alloy steels of commercial purity were used for the experiments reported in this paper. Their chemical composition is shown in Table I. The heats were melted in a laboratory furnace, cast to ingots, forged to bars of 3/4 in. diameter, and annealed. Machined test pieces were heat-treated as follows: Ni-Cr-Mo steel held at 900°C for 30 min and quenched in oil; Mn-Si-Cr steel held at 900°C for 30 min and quenched in water. For the delayed-fracture tests, notched cylindrical test pieces, Fig. 2, stressed in torsion, and unnotched cylindrical tensile-test pieces, 1/4 in. diameter, were used. Comprehensive world mineral industry investment data do not exist, but limited material published on aggregates of in vestment in some elements of the world mineral industry suggest a continued up-turn in the investment level, at least in market economy countries in 1989. Steel industry investments in Organization for Economic Cooperation and Development (OECD) countries are not yet available for 1989 but, as shown in table 6, increased by 22.1% in 1988, after showing a decrease of 5.2% (revised) in 1987. The pattern of investment ups and downs varied during 1988 within country blocs and economic alliances showing no particular trends. Investment in the steel industry by the United States increased by 58.3% between 1987 and 1988 and was 1 1.9% higher than the previous highest amount invested during the 1984-88 period but was still 41.5% less than the amount invested in 1983. Investment in the steel industries of the European Coal and Steel Community (ECSC) dropped again in 1988 from the revised amount for 1987, which became the first drop after several years of steady growth in what became the expanded ECSC in 1986. This drop in 1988 was the result of lower investments by Denmark, France, the Federal Republic of Germany, Ireland, Italy, Luxembourg, the Nether- lands, and Spain, investments grew or remained level in Belgium, Portugal, and the United Kingdom in 1987 and 1988. A decrease in investment in the Canadian (-26.6%) steel industry was offset by in- creases registered by the members of the European Free Trade Association (EFTA) of 31.7%, by Japan of 19.8% by Turkey of 22.4%, and a slight increase by the nations of Latin America. If data for the world steel industry as a whole, including those of the centrally planned economy countries, were available, the same pattern presumably would be shown as that reported; that is, it would remain fairly stable, with increases in some countries being offset by decreases in others. However, the lack of comprehensive information on the centrally planned economy countries makes it impossible to determine whether the overall trend was up or down despite recorded increases or decreases in production of the materials involved. "Within six months from award of a project management contract, Les Mines Dumagami Limitée, Cadillac, Quebec, was operating its new hoisting facility. This was accomplished with less than a six-week shutdown of mine production while still maintaining shaft access for underground maintenance.The work involved installing a refurbished /3.5 ft diameter double drum hoist, replacing a timber headframe with a newsteel headframe, increasing the ore bin capacity from 500tons to 1000 tons, constructing a new substation, and upgrading related facilities.This paper describes the work and methods used by various contractors, Les Mines Dumagami Limitée and J.S. Redpath Mining Consultants Limited to bring this project to a successful completion. It discusses the history of the project from proposal stage through to the design, procurement, scheduling, and construction management. The paper also comments on problems that were encountered and the methods used to overcome them.IntroductionThe Donald J. Laronde Mine of Les Mines Dumagami Limitée (Dumagarni), a gold and copper producer, is located in northwestern Quebec, approximately half way between Val d'Or and Rouyn. The mine started production in the spring of 1988 and the first gold bar was poured in June 1988.Following a request by Dumagami, on February 22, 1989, J.S. Redpath Mining Consultants Limited(Redpath) delivered a proposal to increase hoisting capabilities from 1500 tpd to a minimum of 2500tpd. Although various concepts were considered, Redpath proposed a new hoist house along the same shaft axis as the existing hoist, and located on the site of the existing substation. They would then provide a new substation, replace the headframe with a largersteel structure , gain extra storage capacities by increasing the bin heights, and raising the roof of the bin house accordingly.Although underground mining would have to be stopped for a month, the mill production would be maintained by feed from Dumagami's open pit.Figure 1 shows the original plant layout and Figure 2 represents the general arrangement after the project was completed . Table 1 compares the original hoisting facilities to the new facilities.On March 2, Dumagami awarded Redpath a contract that included preliminary engineering, detailed engineering, procurement and contract administration, and later added construction management. The preliminary engineering refined the initialconcept, selected major equipment, and prepared schedules and capital cost estimates for the total project."

Constantan is an alloy of copper and nickel that is extensively used, under a number of trade names, as a resistance wire with a low temperature coefficient of resistance, and one of the elements of base-metal thermocouples, iron usually being the other thermoelement, although for low-temperature work copper is also used. Before the war, constantan was imported, in common with many other technical necessities. Since it required considerable time to receive the constantan after it was ordered, fairly large stocks were kept on hand; but after the beginning of the war no more was imported and the stocks of foreign material were exhausted about the same time that the steel and munition manufacturers began to need great quantities of it for thermocouples for the heat treatment of steel. To meet this demand, the International Nickel Co. began manufacturing constantan that met all the requirements of the users of resistance wire but did not give the same electromotive force against iron as the German material and consequently could not be used with instruments calibrated for a definite e.m.f.-temperature relation. It so happened that all the constantan made had an e.m.f. lower than that necessary to meet the specifications of the Leeds & Northrup Co. for whom this investigation was carried out. If some had been higher and some lower, good wire could have been obtained by a process of selection, but as it was no wire at all could be procured. To remedy this situation, a thorough investigation was started with the close cooperation of the International Nickel Co. and the Electrical Alloys Co. The specifications to which the constantan had to conform were that it should give an e.m.f. of 47.40 millivolts against pure iron at 1500" F. (816" C.) with the cold-junction temperature at 0" F., or a proportional e.m.f. at temperatures near 1500" F. The method of checking a wire was as follows: It was first welded to a piece of iron wire; Armco iron was found to be satisfactory but iron with greater than 0.1 per cent. carbon would give a lower e.m.f. against the same piece of constantan than pure iron. "In the early 1970ssteelmakers worldwide were looking forward to many years of expansion and profitability. Huge government investments in Europe, the United Kingdom, Japan, Brazil, and Venezuela were committed in anticipation of growing market s based on long-term OECD forecasts. In 1973 the first OPEC oil shock occurred. Steel demand shrank. Restructuring became the buzz word of the day as billions of dollars in taxpayers' money was poured into eliminating excess capacity and labour. In the United States, where government help was not available, inefficient companies went bankrupt; capacity was cut to 100 million tons from 155 million tons. The industry throughout the industrialized world shrank. By 1979the world economy seemed back on track and a modest degree of optimism could be detected in the international steel fraternity. Then came the second oil shock. By 1982 the industry was in the midst of another shakeout. More bankruptcies, more rationalization, and fewer jobs resulted. In Canada some well-known companies came close to the brink as low prices and high interest rates took their toll. In the light of the turmoil in the steel market over the past 20 years an attempt to forecast the trends through to 2001 is intimidating.However, there are good reasons to be optimistic today about both markets and technology.An economic super power is emerging in western Europe as 1992 draws near. The creation of a single market of 320 million well educated and economically ambitious people has major positive implications for steel demand. The mega projects of the channel tunnel, a European network of high speed railways, and the London docklands are the forerunners of greater things. Still to come is another $200 to $300 billion by the year 2001 in identifiable major projects for highways, railways, airports, water and sewage systems. Add to that the demands of an increasingly affluent population for automobiles, appliances and housing. On top of all that place large increasing demands for electric power and you have a potential beyond anything seen during the 1970s and 1980s. In 1988 the EEC steel industry operated at 90% and in 1989 at 92% of effective capacity. A surge in spot prices indicated that 92% was close to the ceiling. This pace moderated in early 1990 but any slack will probably be taken up rather quickly."

Mining related subsidence is a major concern over abandoned shallow coal mines. Many of the subsidence prone areas are presently used or will be used in the future for residential housing development. Concern over mine subsidence is inhibiting the development of surface land uses on previously mined area. This concern prompted public officials to realize the need to develop guidelines which can be used to assess and reduce the risk of mine subsidence damage to building and other improvements. Subsidence and the associated ground movements must be defined before one can relate them to building damage. Surface movements resulting from underground coal mining occurs in two phases termed as: active subsidence and residual subsidence. Active subsidence refers to all surface movements occur in^ simultaneously with the mining operations, while residual subsidence is-that part of the surface deformation which occurs following the cessation of mining. Residual subsidence is the major concern over abandoned mine lands. The duration of residual subsidence is of particular importance from the standpoint of damage at the surface to structures built after the mine has been abandoned. Time spans during which surface subsidence may occur, vary markedly with the mining method being used. In total extraction methods, such as longwalls, subsidence is induced rapidly, beginning almost immediately after mining. Subsidence concurrent with coal extraction is desirable for a safe longwall mining operation. Usually subsidence is complete within a relatively short time. The remaining settlement occurs as residual subsidence due to the gradual compaction of the subsided ground. The relative proportion of the residual subsidence movements is dependent upon the presence of remnant pillars and roadside packs. rate of face advance and depth of workings. In partial extraction methods, such as with room-and-pillar systems. major occurrences of surface subsidence may be delayed for decades until the support pillars and/or the roof have substantially deteriorated and collapsed. The actual time involved depends on a number of factors such as the strength of coal, roof, and floor, extent of fracturing. presence of water, depth of workings, pillar size and percentage extraction. Consequently residual subsidence is more likely to occur over abandoned room-and-pillar mines. The following sections define subsidence over abandoned mines, review the proposed mechanisms, identify the controlling factors and examine the prediction methods.

Dust exposure resulting from the exploitation and winning of natural resources below ground has presented a serious health problem since the beginning of mining. The boom phase of the German hard coal mining industry after World War II with at times up to 500,000 employees saw an increase of dust exposure of miners below ground as the mechanization of road heading and mining increased significantly. More and more miners were diagnosed with coal-workers-pneumoconiosis (CWP), a chronic and irreversible lung disease resulting in a significant impairment of pulmonary function. This realization led to a reduction of CWP in the German hard coal mining industry in the 1960s. The successful fight against CWP began with the introduction of technical dust prevention measures. By infusing the coal seam with water before mining, sprinkling and spraying of heading and mining machines as well as canopies with water, aspiration in places with high amounts of dust and the suppression of dust with chemical substances it is possible to significantly reduce the miners? dust exposure. All operating points below ground are checked and measured regularly with regard to dust exposure. Through the combination of these values together with the individual shift data a relatively precise profile of individual dust exposure can be obtained. This profile allows the targeted work assignment when certain predetermined limits have been reached, moving the miner to a work place with less dust exposure and thus reducing the chronic dust exposure. The state of health of the individual is known because since about 60 years ago extensive occupational health checks have been carried out regularly at least every two years which means that work restrictions can be imposed depending on the findings. Since the beginning of the 1980s more value has been attached to not only situational but also behavioral prevention. Given the comprehensive provision of protective masks, having a protective effect as well as the required comfort when being worn, each miner has the opportunity to protect his respiratory organs depending on the specific dust exposure. Through a combination of all these measures the German hard coal mining industry has succeeded in beating the classic coal miner?s disease CWP. For mines in the Ruhr valley this means that a miner who started work after 1978 will no longer develop CWP.
