The environment of an ore body is taken to mean not only its physical surroundings but every factor, passive or active, that conditioned the ore shoot, saving only the original composition of the solutions that formed the shoot. Collection of data related to the shape and characteristics of veins should be followed by correlation of the data and the formulation of generalizations regarding ore formation. The nature of the criteria used in arriving at these generalizations is discussed. Certain of the criteria, when used with an understanding of their underlying causes, become "ore-guides." In the course of his study the geologist must not confine himself to the immediate surroundings of the veins, but should attempt to work out the geologic history of events culminating in the crucial epoch for any mining district, the period of mineralization. The work may involve study of features far removed from the veins and related to them only indirectly. It commonly means thorough study of the geology of the entire region surrounding the ore deposits. The following question has been suggested for discussion: "Are there any criteria by which one can determine when mining operations have reached the roots of an ore deposit?" The question deals less with the roots of a particular ore body than with the lower limit of the vertical range within which ore bodies may be expected. It concerns a critical line upon the longitudinal vertical projection of a vein.† Below this line it is useless to look for ore shoots; above the line exploration below the bottoms of individual ore shoots may be justified. Can we learn to determine the position of such a line? In some multivein districts the line for any given vein may be approximated by simple interpolation or extrapolation. Where this is possiblc the bottoms of the lowest ore shoots in the various veins are points on an imaginary, gently rolling surface. The trace of this surface upon the vein is our critical line for that vein. The imaginary surface rolls so gently that it may be projected from two or more known veins to an unexplored vein near by. Here is a criterion for the bottoming of ore that has nothing to do with changes in the appearance of the vein in question; it rests solely on the depth at which the ore bottomed in adjacent veins. The method is not applicable in districts only slightly explored in depth, nor where the lower limit of the ore-bearing horizons

The knowledge of the existence of petroleum in Southern California dates back to the days of the missions. The presence of asphaltum and semisolid bitumen was reported at Santa Barbara in 1792, but no serious attempt was made to develop oil until Professor Silliman's optimistic report in 1865 started California's first oil boom. Wells were drilled in many counties of the State, but the equipment was unsuitable and the drilling difficult and no production was obtained except in Ventura County. Even there the production was of little importance commercially, and not until the early '80s did it become sufficient to again attract attention. In 1888 the production for the State had reached a total of about 700,000 bbl. per year, practically all light oil produced in Ventura County, Pico Canyon, Los Angeles County and in the Puente Hills. The production of petroleum attained the dignity of an industry in 1895 when the Los Angeles City and Coalinga fields were discovered. The subsequent development has been remarkable, and in 20 years the production has increased from 1,000,000 to 100,000,000 bb1. per year. The refining industry has kept pace with the production of oil. The Pacific Coast Oil Co., the predecessor of the Standard Oil Co. of California, was the virtual pioneer refining company of the State, having built a refinery at Alameda about 1880. When purchased by the Standard, about 1902, it was dismantled and the refinery at Point Richmond was built. The Richmond refinery is now one of the largest in the world, having a capacity in excess of 60,000 bbl. per day. A small refinery was built by the Union Oil Co. at Santa Paula in the early days of the industry and later many asphalt refineries were in operation in Southern California. The Pacific Coast Oil Co. was then, as has been its successor, the Standard Oil Co. of California, the principal refiner and marketer of light products, the most valuable of which was kerosene. Before the opening of the twentieth century, gasoline of excellent quality was produced, though it was always a drug on the market and was produced for the simple reason that its presence rendered the flash and fire tests of the kerosene too low. THE following notes on the Whopper and adjoining mines in the Gunnison district of Colorado were made in the spring of this year. The time chosen for the author to visit the region was, unfortunately, the most unfavorable of an exceptionably unfavorable year. About the middle of May all the hill slopes, which at this period of the year are generally covered with pasture, were thickly covered with snow. The unusually large precipitation of this year caused local mountain torrents at every few hundred feet, which wore away the soft foothills into gulches, gouged great chasms out of the roads, and transformed miles of usually dry soil into dangerous quagmires. Travel was totally interrupted for weeks, except on horseback or afoot, and even then with great difficulty and some danger. The Whopper mine is situated on the Whopper Mountain, about two miles from the headwaters of Rock Creek, and on the right bank of that stream. The Whopper Creek flows into Rock Creek from the east, and, by a precipitous descent, offers excellent facilities for its utilization as a source of power. This stream, which pours past the picturesque Whopper Cabin .about thirty tons of water a minute, has a fall of 100 feet in 400 yards, and is said to be a stream of some size, even at the seasons of the year when-drought prevails. The Whopper claim extends down the bill a distance of about 250 feet to its intersection with the Whopper Creek (on the other side of which is a small tunnel on its extension called the "Teller ") and over the steep hill northwest to the limits of the claim about 1250 feet. The part of the mountain in which this mine is situated is remarkable for its splendid forest, the spruce, fir, and quaking asp covering the mountain-sides with a green growth of valuable timber. The distance from Gothic City to this mine is about eight miles along the valleys of East River and Rock Creek, and on the divide which separates them. The elevation of Gothic City is given from the engineer's notes as 9500 feet above sea-level, and the mean of several observations with a Beck watch-barometer made the elevation of Whopper Cabin (which is about fifteen feet above the floor of the Whopper upper tunnel) about 1250 feet above Skiles's Cabin in Gothic City. This article presents a proposal for the rehabilitation of the mined area of the Mogiana quarry. The Mogiana quarry produces material used in civil construction and is situated in the Brazilian State of Spo Paulo in the kilometre six of the Mogf Mirim - Itapira highway. The mineral exploitation in the Mogiana quarry provokes modifications in the environment such as alterations in the relief, vegetation, quality of the air, water and landscape. Through previous study of the area it was verified that after the closure of the exploitation the mine should be occupied mainly by pasturage. At the closing of the mine the exploitation benches, berms and slopes in general as well as the surrounding areas should be covered with a layer of soil and vegetated with native species in order to mitigate the negative impacts caused by the mine. The rehabilitation project of the area is based on the probable future use of the area, located between agricultural cultivations and cattle creation. The great alteration of the relief and soil would make future use of the area for agriculture difficult. It is more suitable t0 animal creation, mainly cattle. The high and thick rock slopes originated by the mining should be covered by vegetation, where possible, to reduce the negative visual impact. Obviously several measures will be necessary to reduce the impacts on the environment during mining. The final and definitive reclamation will only be possible after abandonment of the area. The main aspects of this reclamation process will be discussed in this paper.

THE Sub-province of Benguet is in the North Central part of the Island of Luzon. Baguio, the capital, is situated on a piateau 5000 ft. above sea level, and is the main health resort of the Philippines. It is rapidly becoming the favorite resort for the China Coast as well, and has many miles of beautiful, curving drives with nearly every pine-covered knoll surmounted by a summer home. The United States Army has a recreation post here, known as Camp John Hay, with a well-equipped hospital, and there is a Country Club with a good golf course adjacent. The weather during the winter months and until late spring is ideal. The business center consists mainly of Chinese and Japanese stores, several hotels, and a large public market, in which are displayed all of the vegetables of the temperate zone, which are flown near Baguio, and many tropical and other products brought up from below. This district is reached from the Coastal Plain either by the old Benguet road built in 1904 by the United States Government, or by the Naguilian road, built some years later. The former is now a toll road, with a line of stages operating over it to and from Des Mortes in connection with the government-owned rail- road. Auto travel from Manila is also along this road, the trip from Manila to Baguio requiring about seven hours, following up the great valley north of Manila for nearly 150 miles to the lower end of the Benguet road, and thence to Baguio, 25 miles. This is an interesting, scenic trip; the road is especially famous for the zig zags where it climbs out of the canyon of the Bued River to the plateau. In the September number of the National Geographic Magazine, a fine aerial picture of this road, as well as of other interesting points in various parts of the Philippines, appears. Freight for the district is taken in mainly over the Naguilian road connecting with the railroad at Bauang. This route follows the ridges of the mountain slope with broad vistas and views of the coast.

The Washington State Highway Department consists of seven geographic dis¬tricts. District offices are located in Seattle, Wenatchee, Olympia, Vancouver, Yakima, Spokane and Bellevue. District is covered from the Spokane office, and is responsible for the six counties in the northeast corner of the state (Fig.l). It is bordered on the north by the International Boundary, on the south by the Snake River, on the east by the Washington - Idaho border, and on the west by a north-south line thru Lake Roosevelt. The landslides to be discussed in this paper are at Colfax, Washington, which is located in the southeast corner of the district. The town of Colfax is situated in a narrow valley eroded into the Tertiary volcanic basalts by the Delouse River. The valley walls are steep and generally colluvium mantled. State Highway 1°c, from Spokane to Colfax, descends into the valley from just north of Colfax on a bench cut into the valley wall. The highway department designed a widening project to increase the misting two lane roadway to three lanes, thus providing a passing lane for uphill traffic. The third lane was constructed as a cut section for the entire length. Construction excavation was begun at the top of the hill in silts of eolian origin. Proceeding downhill, excavation encountered three individual basalt flows with two zones of palagonite tuff separating them. The upper palagonite zone was dry, and excavation proceeded across this zone with no mishaps. The lower palagonite zone carried considerable groundwater. As excavation crossed the lower zone landsliding became contemporaneous with excavation, due to removal of toe of slope and saturated conditions. Remedial measures for landsliding consisted of designing shot rock buttresses across the palagonite zone and also the installation of horizontal drains to reduce hydrostatic pressure.

THE purpose of this paper is to set forth the matters of principal interest in connection with work done in the past few years on the purification of the metals of the platinum group, including the study and modification of methods already in the literature and the development of new procedures. For the most part, the results will be given in summary form, reserving the publication of detailed data and directions for a forthcoming paper to be issued by the Bureau of Standards. In recent years increasing interest has been shown in the preparation of the pure platinum metals, both by those concerned with the manufacture of the metals and their alloys for scientific and industrial purposes and those who are engaged in the study of the chemical or physical properties of the elements. The purification of the metals usually has been regarded as a matter so involved and difficult as to require the attention of specialists. It is hoped that this paper will show that any of the metals can be prepared in any desired degree of purity by relatively simple straightforward chemical methods. For the most part, it is thought that the methods given are suitable for small-scale refineries as well as for the laboratory; also, that they will bring the time required for the purification of any of the metals within reasonable limits. The new procedure suggested for purifying platinum should prove to be much shorter than any methods described in the literature.

THOUGH the fall meeting of the Coal Division was held in the heart of the anthracite section, at Hazleton, Pa., the bituminous industry was well represented also, and the two groups found much common ground for discussion. The' technical part of the program was confined to two sessions in the morning and afternoon of the first day, Friday, Oct. 14, the evening and the following day being reserved for field trips and social functions. The attendance more than met the expectations of those in charge of the arrangements; there seemed no hint of depression here.

THE Bradford Oil District lies in the northern part of McKean County, Pa., and the southern part of Cattaraugus County, N. Y. Although petroleum was first found in the producing sand in 1871, it was not until the early part of the year 1875 that a productive horizon was acknowledged to exist, even by those most largely interested in the production of the crude oil. It has been reported to me that the first well drilled in the valley of the Tuneangewant Creek (commonly called Tuna Creek) was drilled by F. E. Dean and brothers in 1865. This well was located on the Shepherd farm, near the present site of Custer City. One hundred and sixty feet of drive pipe was used, and the hole was drilled to the depth of 900 feet. The producing sand at Custer City is found about 1130 feet below the level of the railroad track. The Shepherd farm well was therefore abandoned over 200 feet above the top of the oil sand. The next well was drilled by the Dean brothers on the Clark farm at Tarport. Drilling was stopped at a depth of 605 feet, or over 400 feet above the top of the oil sand. In the year 1862 the old Bradford well, since known as the Barnsdall well, was drilled to a depth of 200 feet with a spring pole, and then abandoned. In the spring of 1866 the citizens of the village of Bradford concluded to club together and sink the Barnsdall well deeper. It was drilled to a total depth of 875 feet, or to within 150 feet of the Bradford producing sand. All of these wells were drilled with the expectation of finding the Venango County oil, and at

4.1 THE GENERAL COMPOSITION AND PROPERTIES OF CLAY-BASED GROUTS Clay-based grouts are visco-plastic systems; they are made by adding structure-forming reagents to a clay mineral mortar. Small amounts of cement and various chemical ad¬ditives constitute the reagents. If necessary, fillers also are added. The distinguishing feature of clay-based grouts is that throughout their entire stabilization period they do not form a crystallized structure as does cement grout. The structure of stabilized clay-based grouts does not deteriorate during minor rock movement or upon the initiation of blast¬ing during the construction of a shaft or a drift. Because they can possess good rheological properties during the ini¬tial structure-forming period relative to cement grouts, clay¬based grouts are not easily eroded from large fractures and karstic cavities by flowing ground water. In addition, their finely dispersed clay particles facilitate a greater fracture penetration capacity, especially in dual porosity rocks. Numerous investigations of the structural-mechanical and rheological properties of clay-based grouts by STG have demonstrated that the most effective grouts for pre¬venting the inflow of ground water into underground work¬ings are grouts that have a cement content of 8 to 10% (90 to 120 kg/m3) of the clay grout by mass. The grout should have a density of 1.18 to 1.30 T/m3. Various additional substances and chemicals can be added as additional fillers and structure-forming reagents. In pure ground water at temperatures above freezing, sodium silicate in the amount of 0.8 to 1 % by mass normally is the only structure-forming reagent that is necessary if the proper clay is selected and if it is available. The production process for making clay-based grout is divided into two stages: 1) the production of an initial clay mortar with specified properties and 2) the production of a clay-cement additive grout mixture using the initial grout along with the structure-forming reagents, including the ce¬ment. The properties of clay-based grouts depend on the phys¬ical-mechanical properties of the initial clay mineral, the properties of the cement and the properties of the chemical reagents that are added. 4.1.1 TECHNOLOGICAL PROPERTIES OF CLAY-BASED GROUTS The dynamic shear stress' To, the viscosity 11, the static shear stress2 0, the maximum shear stress of the structured that the rheological and structural-mechanical prop¬erties of clay-based grouts must fall within the following limits: the dynamic shear stress To = 50 to 200 Pa; the viscosity -9 = 0.02 to 0.07 Pa sec; the static shear stress 0 = 150 to 600 Pa; the plasticity strength Pm of the structure one minute after preparation (according to P.A. Rebinder's method) equals 150 to 500 Pa. The plasticity strength 10 days after preparation is ? 0.15 MPa. The general relationship of the change in the structural strength of clay-based grouts relative to stabilization time is shown in Fig. 32. The figure shows that the structure-form¬ing process for clay-based grouts is characterized by three stages. These stages correspond to the time periods required for conducting the principal operations during the injection of the grout into a fractured aquifer as described below. Stage I, corresponding to the time period T1, reflects the small development of structural strength during early stabi¬lization. During this time, the structural strength must not preclude the capability to pump the grout. The time Tl must correspond to the length of pumping time from the moment water is shut off and mixing occurs until the pump stops forcing the grout through the manifold block and pipeline into the fractured rock as described subsequently herein. Stage II, corresponding to the time interval T2, reflects a sharp but controllable increase in the structural strength of the grout. The length of time period T2 is controlled by the addition of appropriate reagents. Stage III produces the final value of the structural strength. This final strength is used to design the dimensions of the isolation curtain. Consequently, the development of grouts is guided by two principal criteria: 1) the grout must develop the highest possible structural-mechanical properties and 2) it must be able to be pumped by a piston pump prior to final stabili¬zation. Discussion of the paper of Charles R. Keyes, presented at the Spokane meeting. Bulletin o. 34, October, 1909, pp. 867 to 903. A. M. STRONG, Bishop, Cal: (communication to the Secretary*) The paper of Mr. Keyes gives us the most complete account of the geology of the borax-deposits in the Death Valley region that has yet been published, and is a valuable addition to the geological literature of a very interesting though little-known territory. During the past ten years I have been over much of the northern part of the country described by Mr. Keyes and the region immediately north of it. Mr. Keyes seems to give the impression that Furnace creek is the northern end of these borate-bearing deposits, but such is not the case. Of the seven principal marsh-deposits which for years furnished the greater part of the borax supply in the manner described by him, four are north of the boundary-line as given on his map. The entire territory immediately east of the Sierra Nevada is composed of a series of sinks, each with a well-defined drainage-area.. Of these, Death valley is the deepest, and its drainage-area one of the greatest. The section given in the paper is typical of any line drawn eastward from the Sierra Nevada. At the lowest point of each of these sinks is a marsh, which, in times of heavy rain-fall in the mountains, is converted into a lake. These marshes always contain borax, which is now considered to have been derived from the washing of the Tertiary lake-beds in the surrounding mountains, of which they form a considerable part. Additional territory which I have studied shows that the boundaries given on Mr. Keyes's map should be considerably extended to the north. Just how far these borate-beds extend I am not prepared to say. J. E. Spurr says of them : 1

The Henderson Mine is located approximately 50 miles west of Denver, Colorado. A project is underway to replace the existing rail system which transports molybdenum ore 15 miles from the mine to the mill using three flight conveyor system. The first conveyor is a 1 mile, high lift conveyor which transports the ore from an underground crushing station to the end of the existing rail tunnel. The second conveyor is 10 miles in length and utilizes the existing rail tunnel to transport the ore from the mine, which is on the east side of the Continental Divide, to the mill located on the west side. The third conveyor takes ore from the tunnel portal to the mill through a series of 7 horizontal curves and inclines up to 15 degrees. The project applies advanced conveyor design to tackle the installation of the system in an operating mine and achieve the highest possible level of reliability. This paper outlines the design process for this system, discusses the options which were evaluated and how the current design evolved.

The small town of Bruce Mines lies a few miles east of Sault Ste. Marie, Ontario on the north shore of Lake Huron. This was the site of the first copper mine. This copper smelter used a reverberatory furnace, based on the Welsh process, and operated in the period of 1849 to 1850, when the plant was destroyed by fire. During the period of 1850 to about 1869, crushed and sorted ore was shipped to England and later to the United States. In 1869, a roastleach plant, based on the Henderson Process, was constructed at Bruce Mines and was operated until about 1872. This short article describes the early development of this historic operation. Although the rich copper ore found in the vicinity of Bruce Mines was known to the Indians, its discovery in or about 184 7 was credited to Mr. Keating, who named the area Bruce in honour of Lord Elgin (James Bruce), Canada's Governor General. In 1848, the property was acquired by the Montreal Mining Company for 40 000 pounds sterling and the company immediately sent a small party to investigate the deposit. The party sank a shaft on a lode within a hundred yards of the lake and also reported two adjacent lodes farther inland, which were left undeveloped until the turn of the century. Initially, the foundation of the headframe and hoist was built above the frost line and when the machinery was set in motion it collapsed. Eventually, the shaft was to reach a depth of 300 feet. By 1849, the property was well established and the small settlement consisted of 77 miners, 65 labourers, 4 boys, 11 tradesmen, including blacksmiths and carpenters, 2 mining captains, 1 engineer, 2 clerks and 1 superintendent. The community, including the workers' families, numbered about 250.

In terms of present metal prices, analysis of extant records of the Eureka district indicate past production of the magnitude of $200,000,000 in recovered silver, lead, and gold. Production to date has been thoroughly oxidized ore from massive replacements, fissures, manta, and pipe-like bodies-in large part from the massive Eldorado (middle Cambrian) and Hamburg (middle to late Cambrian) dolomite horizons. In the productive area of about 6 square miles carbonate rocks comprise 80 per cent of the section, which includes early Cambrian to late Ordovician horizons. Four-fifths or more of the district's production came from a block of Eldorado dolomite in Ruby Hill that was moved in over younger horizons on strands of a regional thrust fault. The lower 500 to 600 feet of the block was much fractured and brecciated and became host to the ores. The Ruby Hill fault, a late normal fault, limits the Ruby Hill block of dolomite on the north for its entire length of nearly a mile and terminates the downward extent and exploitation of its ores. It introduced an hiatus of some 40 years in the district's development. Drilling of the past 20-odd years, followed by underground work, has now exposed the down-faulted extension of the Ruby Hill block of Eldorado dolomite and its contained ores, dropped 1800 feet in a dip shift to depths beneath the surface of 2000 to 3000 feet. The ores at depth are the sulfide counterpart of those mined in early years on the footwall side of the fault. The ores of the district may be attributed to the same source as the intrusive quartz diorite outcropping in a limited way south of Ruby Hill but found at depth elsewhere in drill holes. The long north-south axis of the district, its anticlinal structure, its major faults, and the distribution of the intrusives and, in their relation to the surface, the ores themselves, all suggest that erosion has not cut deep enough to expose the extent of intrusives and the ores consequent upon them.

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. Gulley The Role of Regulation in a Market Economy What is Regulation?: Regulation is the intervention of government in the activities of the private market. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

FOR more than 80 years the Bessemer process has depended upon the ability, skill, and judgment of the blower, although as early as the 1860's it was recognized that the process would benefit by some type of instrumental control.1 However, instruments with sufficient recording speeds did not exist, so the end-point determination was always dependent upon the blower's eye. This placed an obstacle in the way of precise experimental work, because of the absence of the necessary records and reference points as reported by Work.2 The use of the photocell provided the instantaneous record of the blow that made this experimental work possible and provided more scientific control for the process as discussed by Graham3' A brief description of the progress of the blow will illustrate the recording function of the instrument. The silicon in the iron is being oxidized during the first minutes of the blow, as pointed out by Henning4 in a table showing the order of metalloid elimination. The product of this oxidation is a solid that remains in the converter, so there is virtually no flame during this part of the blow. This low flame luminosity is illustrated by the flame recording shown in Fig. I, where the silicon blow is plainly marked. The dull flame of the silicon blow gradually gives way to the brilliant carbon flame as the increasing quantities of carbon monoxide formed inside the converter burn to dioxide upon contact with the atmosphere above the vessel. When the carbon reaches some low value under 0.20 per cent, there is insufficient monoxide formed to maintain the dioxide flame, so its intensity drops. Throughout the flame drop carbon continues to burn, until at some value around 0.05 per cent an arrest occurs in the recorded drop. This point has been designated as the end point. The period of time from this end point until the vessel is turned upon its side and blowing has stopped has been called the afterblow. This afterblow is used as a measure of the degree of metal oxidation, and uniformity demands that it be controlled within narrow limits. Iron and blowing conditions are likely to change several times during a turn, necessitating corresponding changes in end-point control. It is the purpose of this paper to discuss these changes, the factors that make them necessary, and their bearing upon the quality of steel. CARBON-FEO RELATIONSHIP In the Bessemer process oxidation relationships are precise. Fig. 2 shows a graph of the carbon-FeO relationship. The familiar "bomb-test" method, described by McCutcheon and Rautio,5 was used for obtaining these and all other dissolved FeO values herein reported, all tests being taken from the converter before deoxidation unless otherwise noted. All tests of 0.10 per cent carbon and above were obtained from metal blown for duplexing. "The U.S. Bureau of Mines established on August 15, 1983, The Generic Mineral Technology Center for Respirable Dust (Dust Center) within the Mining and Mineral Resource Research Institutes (MRIs) at The Pennsylvania State University and West Virginia University, and in association with participating MRIs at Massachusetts Institute of Technology and the University of Minnesota. In 1986, Michigan Technological University (MTU) was awarded a grant through the Dust Center. The center's research program has been developed with recognition of the stated objective of the Federal Mine Safety and Health law, which is ""... (to) permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis of any other occupation-related diseases..."" The Dust Center's program is designed to foster an accelerated attack through fundamental research on problems confronting the control of respirable dust in mines. The interactions of the universities and the research program components in the characterization of coal seams, respirable dust particles and the workers lungs are depicted in the logo of the Dust Center.The primary goal of the Dust Center is to reduce the incidence and severity of respirable dust disease through advancing fundamental understanding of all aspects of respirable dust associated with mining and milling, and the interaction of dust and lungs. The Dust Center's research program explores these concerns with the objective of refining existing strategies and developing new respirable dust control techniques that are consistent with the fundamental dust-lung interaction processes that lead to mine worker disability. The work concentrates on: (1) control of dust generation; (2) dilution, dispersion and collection of dust in mine airways; (3) characterization of dust particles; (4) interaction of dust and lungs; and (5) the relationship of the mine environment, geology, and seam characteristics to dust generation and mobility. The fundamental aspects of this work are applicable to the control of respirable dust problems in both hard rock mines and coal mines, and to other dusts such as those generated by diesel equipment. Achieving the Dust Center's goals also involves the training of engineers and scientists, graduate students, and undergraduate students through their respective institutions, and technology transfer to industry. The distribution of personnel in the various universities are presented in Table 1. A directory of Dust Center principal investigators is presented in Appendix 1. A summary of degrees granted and mineral sector employment is presented in Table 2. The subjects of theses developed under the various research projects are presented separately in Volume 7. The center research is fully compatible and complementary with the existing and ongoing U.S. Bureau of Mines activities (see Volume 2). Additionally, the expertise and facilities of the NIOSH--Division of Respirable Disease studies are available as a result of the existing relationship between NIOSH and West Virginia University. Figure 1, Respirable Dust Center Projects and Activities, presents the various projects in the five major areas of investigation and the scope of characterized dust samples, the suite of tests, the sampling and dust generation methods, and the size, chemical and mineralogical analysis performed in the center. Table 3 presents a summary distribution of the 95 publications and presentations that have emanated from the center. In addition there are more than thirty presentations made at each annual Dust Center review meeting. The titles, authors and location of presentation for publications supported by the Dust Center are presented in separate publication volumes for 1984 (Volume 3), 1985 (Volume 4), 1986 (Volume 5) and 1987 (Volume 6)."

THE major portion of the work described in this paper was performed by R. W. Young,+ a graduate student in the department of Mining and Metallurgy, Sheffield Scientific School, Yale University, working under a cooperative agreement between the Hardinge Conical Mill Co., the Sheffield Scientific School, and himself. Since this cooperative scheme is at present in effect in the case of a considerable number of other students in the department and since it is the hope of the school that the privilege thus extended may be utilized even more freely in the future by mining and manufacturing companies, it may not be amiss at this point to give a summary of the general plan. Briefly it is as follows: A graduate student, whose undergraduate work in this or other universities shows promise of ability to handle research work, is chosen by conference between the company and instructor involved. The aim of the company in the agreement then entered into is to obtain the solution of one or more of the technical problems with which it may be confronted, or, at the end of 1 or 2 years, to obtain as an employee a man especially trained in its work. As. a means to accomplish one or both of these ends, the company furnishes the machine, apparatus, or material to be tested and pays the student during his graduate work a small salary, usually just sufficient to cover his living expenses, tuition and fees. The aim of the student is special training along a line in which he is particularly interested, the attainment of his advanced degree, and the chance to show to his future employer ability to handle such problems as may be presented to him. In return for the financial aid which he receives he agrees to devote at least half of his working time to the special problem submitted by his company. The other half is devoted to study of the collateral subjects required by the department for the granting of the degree which the student seeks. The student further agrees to enter the employ of the company in question at a wage not greater than that paid in like positions to recent graduates not specially trained and to remain with his employer at such wage for at least 1 year. If the student is to obtain a degree, the special work forming the basis of his investigation must be such as will involve real research and not mere routine manipulation. The subject is chosen by conference between the three parties to the agreement. The work is carried on under the direct supervision of the instructor involved. THE paramount subject of interest and concern at the present time is the readjustment in economic conditions following the cataclysmic disturbance produced by the war and the misconceptions leading to an orgy of extravagance that prevailed during two years following the armistice he, time is too short for me to undertake to review the nature and extent of the upheavals occurring between August, 1914, and October, 1920. Bulky volumes will be written about them. . But I shall have to refer to some of the results in order to outline a prognosis. It is the future, not the past;' that is of most interest to us. Let me be so bold as to say, without further preface, that I am not optimistic as to the near future. .We shall, indeed, have revivals in trade, but they will be delusive if their nature be not 'understood. We shall build hopes and expectations upon political maneuvers and events, only to find in the end that they were folly. In the meanwhile fundamental economic influences will continue to exert their steady and irresistible pressure. The new administratiow at Washington has no magic wand with which to kindle the fires in our idle steel furnaces, or create a million new houses for the people; nor can the premiers of Europe put into motion the spindles of the cotton and woolen mills, or by any incantations compel the people of the Orient to buy goods. The people of the Orient, and of, Europe, and of the two Americas are in the grip of the same economic forces. The readjustment has proceeded further in some parts of the world than in others. In the United States I do not think we, have gone more than over the threshold. I shall tell you why 1 think thus, but in telling you I shall be limited, in view of the immensity of the subject, to a series of bald statements, without much elucidation.

The final goal of the research project is to develop a 3D FEM model that is able to predict the kinetics and micro-structural evolution during the bainitic transformation. The input parameters consist of thermodynamic and atomic mobility data obtained from the ThermoCalc and mCTRA databases combined with structural mechanics data extracted from the stress-strain curves of the fcc and bee phases. In this paper the general principles of the model are outlined and some interesting preliminary results are shown and commented. The full implementation of the model has presently not been achieved yet. In the model the bainitic transformation is considered as a sequence of martensitic (re)nucleation and growth of a ferritic subunit followed by the carbon rejection into the surrounding austenite. The (re)nucleation of the subunits will be described through a non-classical martensitic nucleation criterion. Once a nucleus has been activated at a specific location in the material, a full-sized subunit is instantaneously formed through a displacive mechanism. The stress state in the system that arises due to the transformation strain can be calculated by a 3D FEM programming code. Immediately after the formation of the subunit, another 3D FEM programming code calculates the carbon diffusion from the supersaturated ferrite into the surrounding austenite. The resulting stress state and carbon profiles will be used to determine where and when a new subunit will nucleate based on a renucleation criterion.
