INTRODUCTION The maximum recovery of cleaned coal at the required quality is of major concern to plant operators. However, the quantity and quality of products of coal cleaning, predicted by theoretical calculation based on washability studies and determined in the operation of actual commercial cleaning plants, will be different for each coal. Therefore, during the last half century, coal preparation engineers have repeatedly sought methods for evaluating the technical and economical efficiency of separating coal in coal cleaning equipment and for predicting the quantity and quality of cleaned coal produced, as well as profit- ability for the entire plant. Many formulas have been proposed by investigators to evaluate the efficiency of various coal cleaning operations. Performance criteria in use today are capable of defining all of the important aspects of a given concentrating operation; however, each criterion has certain restrictions or limitations. It is important, therefore, to understand how such formulas can be used and the problems involved in their construction. Technical Measures of Equipment/Plant Performance Conventional measures for evaluating the performance of a preparation plant are generally the same as those used to evaluate equipment performance. Measures involving separation efficiencies are influenced by the following three broadly encompassing primary factors: (1) density composition of the feed coal, (2) design characteristics of the cleaning unit, and (3) relative density of the separation. Since separation efficiencies are dependent on factors involving the nature of the coal, they are termed dependent criteria and represent a very broad technical indicator of an individual process or plant performance. Performance measures known as independent criteria are influenced mainly by quantitative errors inherent in the design and operation of the processing equipment. Economic Measures of Plant Performance True assessment of coal cleaning methods require reference to economic measures such as profitability. During the years in which technical efficiency criteria for characterizing plant performance were being improved, coal preparation engineers were also seeking appropriate economic criteria to assess plant performance. Technical and economic effectiveness of plant performance are important parameters for coal preparation flowsheet design. IN a single-crystal cube of iron the arrangement of the atoms is that characteristic of iron at room temperature: the body-centered cubic lattice. X-ray investigation has shown this structure to be characteristic of iron, as it has shown the atomic arrangement of other metals to be characteristic of those metals also. Rarely do substances have more than one characteristic atomic arrangement. Many physical properties of metals are directly connected with their atomic arrangements, so that changes of arrangements produce changes of properties. Only chemical change influences atomic arrangement. If a difference in the physical properties of a metal is caused by a process which involves no chemical change, the cause of the difference in properties must be sought elsewhere than in the atomic arrangement. Frequently this cause can be traced to alteration of crystal orientation. The orientation of a crystal may be defined as the relationship which the crystallographic axes bear to some quantity of reference. A cube of iron appears cubic whether it is regarded from a face, an edge, or a corner. Yet these three positions represent three different orientations of the cube with respect to the observer. It is evident that the orientation of this cube of iron, unlike the atomic arrangement, is not characteristic of iron but is entirely dependent on the previous history of the cube. Most of the processes of metal working, such as wire-drawing, rolling, and bending, change the orientation of the crystals present in the worked metals. These processes usually tend to produce rotation of the crystals into positions approaching a mean. Specimens of metals show-ing this characteristic are said to possess a preferred, orientation. Tensile strength, ductility, and many other properties are influenced by orientation changes; therefore two specimens of the same metal may show different values of these quantities. In metal specimens possessing a narrowly limited preferred orientation, these quantities will vary in magnitude in different directions throughout the specimens. CONSTANTAN is an alloy of copper and nickel that is extensively used, under a number of trade names, as a resistance wire with a low temperature coefficient of resistance, and one of the elements of base-metal thermocouples, iron usually being the other thermoelement, although for low-temperature work copper is also used. Before the war, constantan was imported, in common with many other technical necessities. Since it required considerable time to receive the constantan after it was ordered, fairly large stocks were kept on hand; but after the beginning of the war no more was imported acid the stocks of foreign material were exhausted about the same time that the steel and munition manufacturers began to need great quantities of it for thermocouples for the heat treatment of steel. To meet this demand, the International Nickel Co. began manufacturing constantan that met all the requirements of the users of resistance wire but did not give the same electromotive force against iron as the German material and consequently could not be used with instruments calibrated for a definite e.m.f.-temperature relation. It so happened that all the constantan made had an e.m.f. lower than that necessary to meet the specifications of the Leeds & Northrup Co. for whom this investigation was carried out. If some had been higher and some lower, good wire could have been obtained by a, process of selection, but as it was no wire at all could be procured. To remedy this situation, a thorough investigation was started with the close cooperation of the International Nickel Co. and the Electrical Alloys Co. The specifications to which the constantan had to conform were that it should give an e.m.f. of 47.40 millivolts. against pure iron at 1500° F. (816° C.) with the cold-junction temperature at 0° F., or a proportional e.m.f. at temperatures near 1500° F. The method of checking a wire was as follows: It was first welded to a piece of iron wire; Armco iron was found to be satisfactory but iron with greater than 0.1 per cent. carbon would give a lower e.m.f. against the same piece of constantan than pure

Numerous articles have been written about the coal miner ; he has been compared with brave men who have gone out to conquer some unknown hazard throughout the ages. Now, however, modern mining is no longer something to be avoided, but a vocation that anyone can be proud of, with remuneration equal to or above that of almost any industry. A concerted effort is being made each day by both the operators of most mines as well as the state and federal inspectors to see that coal mines are as safe or safer than work places in any other industry. How- ever, it is true that mine fires and explosions have occurred in the mining industry since its inception. One of the earliest accurate references to such an occurrence is found in the transactions of the Royal Society of London. In the Colliery Managers' Handbook, 1898, Caleb Pamely writes of an explosion that occurred ,at Fatfield, England in August 1708, resulting in the deaths of 69 persons. He states: "Three of them, viz, two men and a woman, were blown quite up from the bottom of the shaft, fifty-seven fathoms deep, into the air, to a considerable distance from the mouth of the pit." It is interesting to note that women were employed ,as miners in England during that period. In the United States, the first record of coal mined was in 1702 by the Jamestown colonists. In 1786, about 20 years after Pittsburgh, PA was first settled, a charter was granted by William Penn to mine coal on the banks of the Monongahela River. Then in 1803, the first important coal company, the Lehigh Coal Co., was established. From this beginning, the mining industry continued to grow in importance and the first state mining law was formulated in 1870. The Pennsylvania state mining law was followed in 1873 by Ohio's, and in 1876 by Maryland's. A mine explosion at Avondale, PA in 1869 stimulated state legislatures to formulate these early laws. "A full-scale demonstration unit of Tampella's LIFAC desulphurization process was tested at SaskPower's Poplar River Power Station Unit No. I. The test program included a series of parametric tests, followed by a 1500 hour operational evaluation. This paper summarizes the results of the test program, and SaskPower's economic evaluation which led to selection of the LlFAC process for SaskPower's 300 MW Shand power station. IntroductionOne of the major influences on the coal mining industry today is public and legislative response to acid rain. When sulphur-bearing fuels such as coal are burned, the sulphur oxidizes to sulphur dioxid e (S00 which, if uncontrolled, enters the atmosphere as one of the by-products of combustion. S02 then combines with water in the air to form an acid and acid rain results. Combustion also produces nitrogen oxides (N0J which can combine with water in the air forming nitrogen based acid , also contributing to acid rain.Acid rain has become a significant international concern. Newspapers have reported on dying forests, dead lakes and crumbling statues. Papers also include articles professing that the physical results of acid rain are vastly overstated. In the United States, a IO-year, Y2-billion dollar study called the National Acid Precipitation Assessment Program (NAPAP) was commissioned to evaluate the effects of acid rain. Even this extensive scientific study did not resolve the controversy. Despite disagreement over the quantitative effects of acid rain, there is no doubt that public concern over the issue is widespread and deeply felt.In response to this concern, legislators throughout the world have reacted with programs that restrict the emission s o f SO, and NO,. To industries involved in the supply and use of coal, the impact of these legislative programs has been extensive. United States power plants will be spending 10 billion dollars in the next decade for flue gas clean-up equipment. Even all this new equipment will not stem the tide of change to low sulphur coals and to “clean “natural gas. The following summarizes legislative actions taken for Canada and the United States."

"Maclaren Forest Products Inc.Lime is commonly used for the neutralization of acid, and the removal of heavy metals in mine waste waters. However, the precipitation of heavy metals as hydroxides must take place under conditions of controlled pH, to produce minimum concentrations of dissolved metals. An account is presented explaining the concepts applied to lime-treatment processes at Bell Mine during the period of a supernatant discharge to Babine Lake; October 18, 1982to January 25, 1983. IntroductionBell Mine of Maclaren Forest Products Inc., Babine Mining Division, an open-pit copper mine, is located on Newman Peninsula, Babine Lake approximately 65 kilometres northeast of the town of Smithers, British Columbia (Fig. 1).A depressed market for copper metal in 1982 forced a management decision to suspend operations at the mine for an indefinite period from October 3 I, 1982. For some time prior to the mine closing date, mine management was concerned about the increasing level of supernatant in the tailings pond , and its possible effects on the stability of the dam when cycloning of mill tailings ceased. Consideration of these potential hazards led to an application being filed with the Provincial Waste Management for a permit to discharge the excess water to Babine Lake. This large lake, an important link with several significant salmon spawning sites, is a major contributor to the British Columbia commercial fishing industry. Jurisdiction for the environmental affairs in the area is shared by the Department of Fisheries and Oceans, the Environmental Protection Service, and the Provincial Waste Management Branch. These agencies were directly concerned in the formulation of discharge permit following joint consultation, and exchange of information with the company on environmental concerns. An approval was finally granted to discharge approximately 1,000,000 cubic metres of supernatant from the tailings impoundment at Bell Mine into Hagan Arm, Babine Lake from October 18, 1982 with a daily discharge not to exceed 9000 cubic metres. Provisions were made that a particular discharge procedure be followed, and that the company would be responsible for setting up a sampling and monitoring program to safeguard the quality of the effluent."

"Determining the correct mechanism of a boiler tube failure is important for the prevention of future tube failures. Proper corrective measures can be undertaken to alleviate the root cause or causes for a failure only when the correct mechanism is known. A mechanism of boiler tube failure is defined as the process which degrades the tube and produces a failure.An expert system package was developed for use by electric utility power plant personnel during investigation into the cause of a boiler tube failure. It is intended to assist their efforts to recognize and identify a basic failure mechanism that can produce the type of boiler tube failure under investigation. The program guides the user to the most likely failure mechanism by asking simple questions, answers which can be obtained by determining the failure location, type of fuel, and from visual inspection of the failed tube. Expert systems are a form of artificial intelligence which imitate the decision-making process of experts.IntroductionBoiler tube failures (BTFs) continue to be the single largest source of forced outages in fossil fired electricity generating stations. Because of this a concentrated effort is being made to minimize boiler tube failure occurrences. Eliminating boiler tube failures could be worth $5 billion a year to the electric power industry(1).The aggressive service environment of fossil-fired boilers is largely the reason for these failures because the combined effects of stress, temperature, corrosion, erosion and vibration cause deterioration of boiler tube material properties and reduction in wall thickness.Determination of the boiler tube failure mechanism is important for the prevention of future problems. The root cause for a failure can be established and proper ameliorative measures taken only when the failure mechanism is identified correctly. The correct identification of failure mechanism is a complex process which may include many individuals and institutions. Technical specialists in metallurgy, chemistry, combustion, and boiler design frequently cooperate with the station staff in a failure investigation . These individuals rely on personal experience and numerous reports , theories, studies, private communications and investigations concerning the different failure modes and mechanisms."

Asbestos is the generic name given to a group of fibrous mineral silicates found in nature. They are all incombustible and can be separated by mechanical means into fibers of various lengths and cross sections, but each differs in chemical composition from the others. The commercial grades of asbestos consist of a spectrum of lengths and sizes and are not definitive as are most organic fibers. It is generally recognized that there are two main groups of asbestos. The first only contains the fibrous serpentine called chrysotile and comprises about 94% of the world production of asbestos. The second group contains five minerals in the amphibole series-crocidolite, amosite, anthophyllite, tremolite, and actinolite. The latter two have no commercial importance. Properties Physical The structures of asbestos fibers have been studied intensively over a number of years. X-ray diffraction patterns have been used as a means of identification and classification. Low angle X-ray scattering techniques have shown that chrysotile fibers are "hexagonally close packed" and parallel to each other, having cross-sectional diameters varying from 18Å to 300 Å units, while the amphibole fibers are many times larger in cross section, have considerably smaller surface areas, and the fibers are less symmetrical than those of chrysotile. Electron micrographs of the more common types of asbestos are shown in Figs. 1-4. Fig. 1 illustrates the softness and flexibility of chrysotile which make it suitable for textile-type products. For a number of years there was considerable controversy over the exact nature of chrysotile fiber, but the photographic evidence in Figs. 5-7 clearly show that it is tubular in structure. The curvature is the result of the mismatch in the dimensions of the silica [Si2O5] and brucite [Mg(OH)2] layers which are on the inside and outside, respectively, of a double sheet. This curvature had been predicted by Pauling (1930) years ago based on the molecular dimensions of the two component structures. Among the many engineering problems directly related to conservation in the petroleum industry, that of crude-oil emulsions continues to be important. Emulsions of water and oil always have constituted one of the most serious forms of waste in the oil fields, and the necessity of dehydrating emulsified crude petroleum to obtain marketable or pipe-line oil confronts operators in many fields with a major operating problem. In 1926 the Bureau of Mines published a comprehensive treatise s on oil-field emulsions dealing with field conditions, practical methods of dehydration, and physicochemical characteristics of the formation and resolution of emulsions. Although this bulletin is still available and may be obtained from the Superintendent of Documents, Washington, D. C., and although its contents are a valuable reference on the subject of emulsions, knowledge regarding the physical properties of emulsions and the phenomena of dehydration has increased greatly within the last decade. With the information gained through continued scientific research, substantial improvements have been made in the art of resolving petroleum emulsions. Moreover, in recent years there has been a growing realization of the importance of emulsion-preventive measures that has led to more critical examination of the causes of emulsions and methods of eliminating or at least reducing the degree of emulsification. Conditions causing agitation and commingling of oil and water and the formation of "cut oil" often are within the control of the producer, thereby making it possible to utilize preventive or remedial measures by which emulsification may be minimized or avoided. In fact, many companies have materially reduced their treating costs as a result of careful studies in emulsion prevention and proper handling of "wet" production. Of course, in many instances preventive measures or the correction of conditions causing emulsification cannot be achieved practically or economically, and the emulsions that form must be treated regardless of the care exercised or the money spent in attempting to prevent their formation.

The practical study of corrosion requires consideration of its economic aspects. It must be based on sound scientific principles, but it should be borne in mind that probably the most important object of a corrosion test is to determine what metal in corrosion-resisting construction will produce the greatest operating profit. Thus the corrosion test must be directly connected with money values or it is not a practical corrosion test. This, perhaps unusual, connection between corrosion and economics is partially due to the fact that corrosion deals only with the time factor or duration of equipment, and it is almost the only test which deals with this feature. In these statements a departure is made from the academic definition of the word corrosion and it is done deliberately. The use of the term corrosion is unusual. It is as though we spoke of a tensile test as a "breaking" test. We are not interested primarily in the break but in the strength of the metal. There is no English word which expresses our main interest in corrosion-testing, but let us have clearly in mind that we make corrosion tests to prevent corrosion. Our real interest is in this corrosion-prevention, not in the corrosion. Previous to 1922, it was common comment that "it is impossible to determine the course of corrosion by laboratory testing.'' This statement was true at that time in that the technique of laboratory testing for corrosion resistance was so vague that tests in the laboratory gave untrue results almost as often as true ones. This was so, even in the simple case of determining which one of two metals better resists a given solution. While this is no longer true the number of misleading "corrosion tests" still being ground out by laboratories is too large in the light of our present knowledge. There are two important features of corrosion testing whose neglect is a large contributing factor to misleading results: (1) The economic relations of the corrosion tests to other tests; (2) testing technique. "Any study in the field of theoretical investment analysis, or practical project evaluation, must be based on the assumption of one of the commonly applied models of time and value representation, and the corresponding interest convention. The lack of clear assumptions in this regard may easily confuse both the author of the study and the reader, and sometimes even lead to inaccurate results.In the first part of this paper formal definitions of the continuous and discrete models of time and value representation are introduced; in the second part, the importance of transparent assumptions is shown using a concrete example of inflation calculation in project evaluation.IntroductionIn his recent paper, L.D. Smith(10) discusses an important aspect of mine investment analysis: inflation in project evaluation. His interesting presentation of current practices of handling inflation by Canadian and international mining companies in their feasibility studies ends, in the conclusions, with a call for clear assumptions made when evaluating mining projects.With this call, an important issue has been addressed. The lack of clearly stated assumptions, or their incompleteness, are relatively frequent with regard to the interest convention or the model of time and value representation assumed when evaluating mining projects. It is, for example, fairly common that the quantitative evaluation of a project is performed according to the discrete model of time and value representation and the discrete interest convention, and the graphical presentation, supporting this evaluation, reflects the continuous model.Sometimes such an ambivalency means nothing more than just a formal inconsistency; there are cases , however, that may well lead to a serious confusion and /or to inaccurate results . Before this can be demonstrated on a specific example, a concise description of the models of time and value representation used in the evaluation of industrial projects seems to be in order. Although these models (especially the discrete one) have been in common use in the research and practice of financial analysis for considerable period of time, they have been applied rather intuitively, and their forma] definitions are difficult to find even in the standard textbooks on Engineering Economy."

During underground mining, rock mass changes can occur as a function of the mining sequence and excavation processes. Mining-induced rock mass damage can occur due to redistribution of static stresses and the application of dynamic stresses from blasting and seismic activity. These rock mass changes can result in a degradation of strength of the bulk rock mass and the remaining rock surrounding existing excavations. Rock mass damage near existing excavations which lead to excavation-scale instabilities such as rock fall, excavation closure, or visible rock mass fracturing can detrimentally affect the safety and profitability of mining operations.The focus of the current work was the prediction and assessment of damage to mine infrastructure occurring in relation to the blasting of a sublevel open stope. The study case involved a 60kt stope located in a highly-competent rock mass at a large Australian sublevel open stoping mine. The mine infrastructure of interest for investigation included local stope access development, critical access and haulage development crossing a regional-scale fault, an explosives storage magazine and a ventilation return air raise. The methods used to predict or assess the blast-induced damage to each infrastructure element in response to stope extraction were:- intact rock strength testing,- discontinuity mapping,- linear-elastic static stress modelling,- blast-damage mapping,- near-field blast vibration monitoring and analysis,- geophysical assessment using inferred stiffness and wave velocity methods, and- post-extraction void assessment.The results of the detailed blast damage prediction and assessment program at the mine site have been discussed by the primary author elsewhere (Fleetwood, 2010). The current work will address blast-induced damage to mine infrastructure as a result of extraneous blasting vibrations from stope production blasting. A method for predicting the amplification of excavation surface motions from reflecting body waves will be discussed as well as the results of damage mapping around the study stope. The results of the damage mapping program identified blast-induced damage that occurred to the surface of the explosives storage magazine and local stope access development. No damage was observed at the main fault crossing or return air raise where higher vibration amplitudes were measured or predicted.

"This paper is based on data generated between October, 1986 and October, 1989, during the implementation of an Ecological Engineering close-out for a zinc mine in Northern Ontario, where 690000 tonnes of tailings contain 41.1% pyrite and 4.1% pyrrhotite. The objective was to determine rates of sulphide oxidation and iron precipitation in the tailings. Those rates are relevant for the assessment of the long-term effectiveness of biological systems employed in the removal of heavy metals from contaminated drainage issuing from tailings.Data were collected on the topography and stratigraphy of the tailings basin, subsurface temperatures and groundwater levels, and chemical analyses were made of water samples collected from a number of piezometers. The thickness of unsaturated tailings varied widely between individual piezometer locations; annual maxima ranged from 0.67 m to 3.55 m, and annual minima from 0 to 2.68 m. Sulphate concentrations ranged from 36 mg/L to 20180 mg/L; iron concentrations from 0.36 mg/L to 9938 mg/L; and zinc concentrations from 0.33 mg/L to 1123 mg/L.The geochemistry of the piezometer samples suggests that some of the initial Fe content, resulting from metal sulphide oxidation, is subsequently precipitated in the tailings pile and, possibly, in the underlying unconsolidated sediments, probably in the form of iron-hydroxide and Na-jarosite. Other metals such as Zn may be co-precipitated with Fe. The discharge of a portion of these metals to the environment would be delayed by this process. Some of the initial sulphate may also be lost from solution, probably by precipitation of gypsum; approximate saturation degrees for gypsum ranged from -3.27 to +0.47. The precipitated minerals will somewhat decrease the porosity and permeability of the tailings.Sulphide-oxidation rates, calculated using the analytical results and the estimated amount of annual recharge at the tailings site, average 0.0057 mol/kg/yr. Calculated iron-precipitation rates average 0.000386 mol/kg/yr. It is concluded that the characteristics of seepage from mining wastes may change with time, reflecting the solubilization of precipitated secondary minerals."

RECRYSTALLIZATION textures-the orientations of grains after recrys-tallization-have been studied extensively not only because of their metallurgical importance but also because of the information they yield regarding the atomic movements during recrystallization. Recrystallized grains must possess the same orientations as the submicroscopic nuclei from which they have grown, and thus they offer a direct road by which experimenters can penetrate the submicroscopic realm. Many perplexing results have come of these studies, but one of the most striking has been the apparent difference in behavior between single crystals and polycrystalline grains. For example, Burgers and Louwerse have shown' that when single crystals of aluminum are deformed by compression and are recrystallized (at 600° C.) the new grains appear with orientations that are different from the orientations of the deformed crystal in which they grew; but polycrystalline specimens, on the other hand, appear to have a [110] fiber texture both before and after recrystal-lization and thus to retain their texture during recrystallization. This apparent difference between the habits of single crystals and small grains is the subject of the first part of the present research and has been explained by findings reported herein. A similar situation appears to exist for aluminum when elongated or drawn into wires, for single crystals alter their orientation2,3 and polycrystalline wires retain their texture 4,1 6 upon recrystallization after elongation (at least with high-purity alumi-num), and it is possible that the explanation found in this paper for compression can be extended to cover elongation and other types of deformation as well. The second part of this paper deals with the theory of recrystallization textures. In the most successful theory for aluminum recrystallized after compression,1 much weight is given to the orientation of highly stressed nuclei in the deformed material. Taylor's "local distortions" are assumed to exist along the slip planes where displacement has occurred, consisting of fragments rotated in a specific way with reference to the slip plane and slip direction; namely, about an axis lying in the slip plane perpendicular to the slip direction. 1,7,8,9

"INTRODUCTION AND RESUME Arizona asbestos mines are the only sources on the American continents of iron-free chrysotile spinning fiber that meets the Navy specifications for asbestos fiber for use in covering electrical cables. Rhodesia normally supplies the bulk of this grade of asbestos at about half the Price of Ari zona spinning fiber. The acute submarine menace in 1942 focused attention on the danger that imports might be cut off and that a sudden demand for greatly expanded production might fall on the Arizona mines to supply the tonnage of this essential material needed for war production.A joint preliminary investigation of Arizona asbestos deposits was made in August 1941 by J. R. Thoenen, senior mining engineer of the Bureau of Mines and A. E. Granger, a geologist of the United States Geological Survey. A more extended investigation of the numerous asbestos mines and prospects, which are scattered over 25 townships of difficult terrain in Gila County, was begun by the senior author in August 1942.The Geological Survey assigned two geologists (Newton Chute and A. F. Shride) a few weeks later to study the geology as an aid in selecting the mines for the Bureau's exploration projects. Six mines were selected for exploratory work because it was desired to prove reserves of ore where production could be started quickly if urgent demand should arise. Acceleration of production is normally slow because of adverse operating conditions. First, the mines are at distances of 35 to 100 miles from Globe, the shipping and supply point, and the roads are few and poor. The mine openings start in steep canyon walls, so that mining supplies usually have to be packed in and the product packed out over 0.5 to 5 miles of burro trail. Second, most of the ore deposits are small, and the ratio of rock broken to spinning fiber recovered is very high, usually exceeding 200."

THE numerous theories of hardening which have been advanced in recent years are all satisfactory in accounting for some of the phenomena observed in hardening metals, but none so far presented account for all of the facts observed. Some years ago one of the authors, R. S. Dean,' presented a theory to account for some of the properties accompanying work hardening. The present paper develops this theory further in the light of recent experimental work and extends it to other forms of hardening. Many of the ideas included have come from the writings and personally communicated thoughts of others. We have attempted to give proper credit in every case, but it is possible that we have not always done so. As an historical basis it is desirable here to review very briefly the hardening theories which have been current. The first comprehensive theory of work-hardening phenomena was due to Sir George Beilby.2 He contributed the idea that with cold work part of the structure of the metal was rendered amorphous and that-it was to this amorphous material that the cold-worked metal owed its difference in properties. According to Beilby's theory this amorphous material was a supercooled liquid and, therefore, had the characteristics of a vitreous material. That such a theory is not capable of explaining the property changes in metals has been repeatedly pointed out. This theory also allowed a slip to take place only once on a given plane, which, as has been pointed out by Jeffries and Archer13 is not consistent with the observed length of an, individual slip and the amount of elongation which can be obtained by wire drawing. The modifications, which have been proposed to this hypothesis to make it coincide with the experimental facts, have to a considerable extent robbed the theory of its clean-cut characteristics. "INTRODUCTION The vision for a “Mine Escape Vehicle” (MEV) is to provide capabilities to better enable underground travel to allow miners to escape to safety in the event of a major mine emergency such as a fire or explosion. Enhanced transportation and survival capability such as a MEV may have minimized or eliminated the loss of life associated with several of the mine disasters that occurred in 2006, which together resulted in the deaths of 19 miners. Although the most desirable response in an emergency is for the miners exit the mine, if escape proved to be impossible, the miners could use the vehicle to proceed to an underground point of refuge to await rescue. Under a NIOSH contract issued in April 2008, Raytheon developed a conceptual vehicle design including (1) the capacity to provide life support functions for a number of miners, (2) operate in a reduced oxygen atmosphere with little or no visibility, and (3) travel at speeds faster than miners could walk out of the mine. The proposed MEV concept envisioned modification of a personnel carrier (a.k.a. a “mantrip”) that would be used every day during normal mine operations, not a specialized vehicle reserved only for or dedicated solely to escape. The MEV concept also included escape aids that are detachable from the vehicle in the event that the vehicle must be abandoned on the way out of the mine and the dismounted miners had to proceed on foot. To advance MEV development, NIOSH awarded a second contract in 2010 to Raytheon to build, test, and evaluate the performance of a proof-of-concept MEV that culminated in a 7-month performance evaluation of vehicle in an Eastern Kentucky coal mine (Figure 1). User feedback and lessons learned from the proof-of-concept vehicle evaluation provided support for the general MEV approach, guidance related to the practicality of MEV capabilities, and indication of specific technology shortcomings for this application."

Large-scale coal mining in South Wales dates back to the late 18th and early 19th centuries with the birth of ironmaking on an industrial scale. This rapidly gave rise to new and large communities with immigration from far and wide across the United Kingdom (UK). These new communities were largely dependent on coal mining and served as the main form of employment and social cohesion until the industry’s demise in the 1990s. With wholesale mine closure and the concomitant loss of employment, the extensive environmental degradation and chronic mine-related illness left a deep scar on the psyche on many still living in the South Wales mining communities. This coupled with memories of strife in the 1980s has resulted in ongoing hostility toward the surface coal mining of the remaining accessible coal reserves in the proximity of these communities.The purpose of this paper is to set out the historical basis of the concerns of these legacy mining communities in South Wales and explain how they are being positively addressed by both the recently evolved planning and regulation system and by today’s surface mining industry. Reference is made to experience gained from two recent applications for surface coal mining adjacent to former mining communities. Ways are suggested in the approval process that surface mining can work in more harmony with the local communities through working partnerships between the mining company, the authorities and regulators and the affected communities. It is concluded that partnership is key to creating a more responsive mine-operating culture and a means to securing approval for future surface coal-mining prospects in South Wales, and probably elsewhere too.CITATION:Humphries, R N and Thompson, R J K, 2014. "In order to extend the application of fused salts in\the electrowinning and electrorefining of metals, it is necessary to maximise the current density, minimise the voltage drop and greatly increase the area of electrode surface so as to compete with the space-time yield of pyrometallurgical reactions. The various designs of electrowinning cell are reviewed and it is shown that by the application of a modest centrifugal field it is possible to reduce the anode to cathode interelectrode spacing to 4 mm whilst still maintaining a current efficiency of 85-90%.The thermodynamic potential for electrorefining is far less than for electrowinning yet fused salt electrorefining is only applied in limited cases. The reasons for this are discussed and the important design parameters evaluated. It is concluded that by using packed bed electrodes, separated by a diaphragm, the possibility of electrorefining with very low energy consumption can be achieved. Carbothermically-produced metals are always cheaper than those produced by electrolysis but suffer from the disadvantage of low purity. It is proposed that fused salt electrorefining may offer an energy efficient way of upgrading the metal. IntroductionThe majority of metals can be deposited from fused salts (1,2) but as commercial production is restricted to the more reactive elements, it is worthwhile considering the advantages and disadvantages of fused salt electrolysis as' compared to smelting and aqueous electrolysis. The advantages over aqueous extraction are as follows:1) the much higher conductivities and diffusivities result in much lower IR losses and higher current densities can be achieved at modest voltages;2) the elevated temperatures of operation result in larger exchange currents which give rapid kinetics and lower activation polarisation for the electrode reactions;3) the absence of water as a solvent means that it is not necessary to consider the evolution of hydrogen as a competing cathodic reaction. Furthermore, alkali halide salts, often used as solvents in fused salt electrolytes, have high deposition potentials;4) molten salts generally are mutually soluble and, therefore, concentration polarisation effects are minimised."
