IN 1942 Grossmann1 proposed that the hardenability of a steel may be calculated from its chemical composition by considering the base hardenability associated with its carbon content and grain size and multiplying this base by factors for each element present. Since Grossmann's original publication, several investigators2-5 have reexamined the multiplying factors for the individual elements and in general have found that the multiplying principle is valid. However, some of the individual factor curves developed have been in poor agreement. Inasmuch as the carbon-factor curve obtained by Grossmann was dependent [ ] upon the factors for all the other alloying elements present in the steel, it logically followed that his results were in need of correction in the light of the new data available for manganese, silicon, and the other alloying elements. Furthermore, in order to avoid the possibility that errors in the manganese, silicon, or other curves might influence the carbon-factor curve, investigation of iron-carbon alloys containing little or no manganese and silicon was necessary. That the effect of carbon on hardenability was greater than indicated by Grossmann is shown by a comparison of the diameters of completely hardened rounds of iron-carbon alloys with the ideal critical diameter calculated from Grossmann's factors. These alloys have a greater hardenability in a hite quench than predicted by Grossmann's factors for an infinite quench (Table I). [ ] Among the other important variables that were in need of further investigation were the effect of deoxidation practice on the grain-size correction curves and the effect of stable carbide-forming elements on the depth of hardening. Most of the work by Kramer, Hafner, and Toleman4 was done on silicon-killed steels. Location and History The Sherritt Gordon mine is in northern Manitoba, one hundred miles north of The Pas and forty miles northeast of Flin Flon. The original discovery was made by a Cree indian, Philip Sherlett, in 1922. The claims lapsed in 1924 to be re-staked and optioned by various mining groups who carried out a certain amount of development work before relinquishing their options. In 1927 the present Company, Sherritt Gordon Mines, Limited, was formed to take over the property. Production commenced in 1931, but in the following year operations were suspended and it was not until 1937 that the prevailing price of copper pemitted resumption as an economic operation. The mine has operated continuously from that time to the present. Total production to the end of 1947 has been: Copper . . . . . . . . . 301,813 . .,345 pounds Zinc . . . . . . . . . . . 112,636 tons of concentrat (50% zinc) Gold . . . . . . . . . . 83,070 ounces Silver . . . . . . . . . 2,651,317 ounces General Geology The consolidated rocks in the vicinity of the mine, all of Precambrian age, are a series of gneisses and form a part of a great area of what are known as the Kisseynew gneisses. The Sherritt is the only known economic base-metal deposit to occur within the Kisseynew series. Extreme metamorphism has produced recrystallization that has imparted a decided igneous-like texture to many of the units. However, the gneisses are predominantly of sedimentary original although the most basic member, a hornblendegarnet gneiss, is considered to be an altered basic flow. Figure 1 illustrates the intricately folded structure and the succession of roe types. The footwall enclosing members are of sedimentary origin and represent quartzite and arkosic and greywacke derivatives. The contact footwall member is gneissic quartzite, a medium to coarse grained rock composed mainly of quartz with minor altered feldspar (orthoclase and plagioclase), muscovite, chloritized biotite, and magnetite. Most phases of this unit show varying degrees of granitization.

PRODUCING more steel without major capital investment in new plants is one of the most perplexing difficulties which confront the nation's postwar steel industry. The lack of scrap at a reasonable price results in an especially heavy pressure being brought to bear on the pig-iron production facilities which consist of 245 blast furnaces scattered throughout the country but concentrated most heavily in the Pittsburgh-Chicago area. Present demands exceed the total optimum output of these existing blast-furnace plants. Management hesitates to authorize erection of new plants on a scale sufficient to satisfy 'the demand for pig iron for two main reasons: first, extensive building under the present high costs of construction would greatly increase . the over-all capital investment per ton of iron capacity; and, second, the amount of steel necessary for a major construction program would upset the already tight supply-demand situation. The answer to the problem would then seem to be the development and application of a method which would increase the capacity of existing blast furnaces with a minimum of alterations and expense. Experiments consisting of operating a blast furnace at higher-than-normal top pressures, as proposed by Arthur D. Little, Inc., were carried out by the Republic Steel Corp. initially during World War II, and much more extensively during the past twenty months. The results of the Republics trials indicate that pressure blowing is a solution to the problem of increasing pig-iron capacity without necessitating major changes to existing equipment.

The West Fork project is located in Reynolds County, Missouri, in the mineralized zone referred to as the Viburnum Trend. The West Fork orebody has a calculated ore re- serve of 13 600 000 tonne (15 000 000 st) con- taining 5.5 per cent lead, 1.2 per cent zinc, and recoverable values of copper and silver. A total of 64 600 tonne (71 200 st) of lead concentrate and 11 300 tonne (12 500 st) of zinc concentrate will be produced annually. The mill was designed to operate at an average capacity of 3450 tonne/day (3800 st/day), based on a 95 per cent availability factor. The mill will operate 24 hours a day, 5 days a week, with maintenance performed, as needed, on weekends. The mine will operate on an identical schedule; but the underground, pri- mary crushing will operate on a six hour/shift, three shift/day schedule. The 1.07m x 1.22m (42in x 48in) jaw crusher will produce a minus 20cm (8 in) material at an average rate of 191 tonne/h (211 st/h). The jaw crusher has almost twice the throughput capacity required, but the decision to install that size of crusher was based on the need to handle over sized rock in the ore.The coarse crushed ore will discharge into a 180 tonne (200 st) skip pocket, which will allow up to a one hour surge capacity prior to hoisting. Hoisted ore will discharge into a 900 tonne (1000 st) storage bin located adjacent to the headframe. The skip pocket and coarse ore silo comprise the total ore storage capacity. The concept of having no intermediate fine ore storage between the secondary crushing and grinding sections was borrowed from the Brushy Creek Mill of St. Joe Minerals, which operates adjacent to the West Fork property. Integration of the secondary crushing and grinding circuits has worked ' successfully for years at the Brushy Creek Mill. The most obvious advantage to eliminating the intermediate fine ore storage is'capital expen- diture savings. The capital expenditure savings include the cost of silos, feeders, and the cost of additional conveyor length and eleva- tion. Savings in operating costs will also be gained, particularly in reduced maintenance costs. Other factors which influenced the decision to eliminate fine ore storage were the simplicity of the secondary crushing sec- tion and the limited area available for con struction of the facility

The Tilden concentrator was originally constructed in 1974 for the processing of low grade hematite. Flotation is a key concentrating process in the operation, and therefore flotation optimization has been a major concern since the plant startup. This paper will discuss some of the modifications made in the process to achieve optimization. The conversion that now enables the plant to process magnetite as well as hematite also will be discussed. INTRODUCTION The Tilden Mine, located in Ishpeming, Michigan, is managed by Cleveland-Cliffs Iron Company and is owned by Cleveland-Cliffs and two Canadian steel makers. It was constructed and started production in 1974 and expanded in 1979 for processing a low grade, fine-grained hematite iron formation for which there was previously no technology available. Several papers have been written describing the unique character of the concentrating operation. The hematite plant consists of 12 grinding and concentrating lines, which utilize two stages of autogenous grinding with crushing of an intermediate sized product. The ground product is deslimed in a highly dispersed alkaline environment to reject silica. Corn starch, the flocculant, has a high affinity for iron at the operating pH range of 10.5 to 11.0. The ore is upgraded from 35% to 45% iron in the desliming step. The deslime thickener underflow is the feed to flotation. Each flotation line consists of a bank of 10 rougher cells, followed by four scavenging banks incorporating 5, 4, 3, and 3 cells each. The Wemco flotation cells are each 14.1 cubic meters (500 cubic feet) in volume. A total of 12 flotation lines are available. [ ] A reverse flotation process is employed, using a straight-chain, 8 to 10 carbon primary ether amine silica collector. At the levels used in the circuit, the amine also serves as a frother. A final concentrate is produced in the rougher cells. The concentrates from the four scavenging steps are combined and recirculated to the feed end of the roughers, with the fourth scavenger froth being discarded as a final tailing. Upgrading to about 65% iron is achieved, with control of the circuit based on final concentrate silica grade. Starch is again used, this time as a depressant for iron. During the years of operation, several key areas of the flotation process have been targeted for optimization. The most significant improvements have been realized in the following areas: *Grade Control Automation *Control of Water System Chemistry *Flotation Spray Water This paper will focus on these areas, but other minor improvements also will be briefly discussed.

The reconstruction of the British mining industry which began shortly after nationalisation in 1947 continued until well into the 1950s with the support of the Government. This support diminished as plentiful supplies of cheap oil from the middle East made many coalmines un¬economic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined the financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A Government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its 'Plan for Coal' (1). Plan for Coal aimed at halting the intended decline in the industry's capacity and restoring it to 120 million tons of deep mined output in 1985. The Plan proposed action along the following lines (a) increase output by major Investment in construction at existing collieries with sufficient reserves to give 13 million tons per annum extra output (b) invest in extending the life of existing collieries by gaining access to additional reserves, to give 12 million tons per annum extra output © by sinking new mines, produce an extra 20 million tons per annum. Figure 1 shows the contribution (2) expected from each of the three sources up to 1990/1. The measures taken were expected to offset the inevitable exhaustion of existing pits and provide the additional 40-42 million tons capacity needed to restore annual output in 1985 to 120 million tons. Parallel to this programme for expansion of deep mined output, opencast mining was to produce 10-15 million tons per annum. A recent review however, indicates that new mines are likely to yield only 10 million tons per annum by 1985, mainly owing to the need for public inquiries into proposals for new mining and the resultant fact that planning approval takes 'much longer than originally expected. Nevertheless the objective of 120 million tons deep mined output by 1985 is still considered achievable of means of a greater contribution from existing mines. This programme was originally estimated to cost 2,-56 million dollars at March 1974 prices, out revised estimates of the cost of Plan for Coal indicate that it may now exceed 6,960 million dollars at mid-1977 prices. Plan for Coal includes a substantial investment in new and reconstructed coal preparation plaints. At mid-1977 prices more than 322 million dollars Ls so be invested in coal preparation projects in the UK, at the rate of, about 70 million dollars a year. This rate 3f capital expenditure has been maintained over the past three years and covers investment in a wide range of coal preparation coals for the power station, coking and domestic markets.

THE materials containing copper which are refined in the United States, are, for the most part, the native, coppers of Lake Superior. Until quite recently but little pig copper was made for sale, and that came principally from the pure sulphurous ores of New England and the South, and was generally sold to refineries not far from the ore furnaces. A small amount found its way into the market which was produced either as the by-product of the treatment of gold and silver ores, or as the result of the treatment of impure copper ores; but both these grades, on account of the impurities they contained, were looked on with suspicion, and were not sought for. All the grapes of pig copper are sold by the unit of copper contents, a great reduction being made in the price when impurities are present. There are at the present time only three works which treat native copper, the two of the Detroit and Lake Superior Copper Company, and the works of C. G. Hussey & Co., in Pittsburgh. There are a few works which smelt sulphurous ores and refine their pig; besides these there are a few small works where pig copper is refined only. Some of these purchase black copper, refine scrap, or simply refine such grades of ingot copper as are found in the market, but mostly that from Lake; Superior, for the purpose of getting it into such shapes that can be handled commercially to advantage, such as in making large plates or high grades of wire for electrical purposes. A number of such works are situated in the Naugatuek Valley and elsewhere in New England. The recent discovery, of valuable ores in Arizona makes it probable that within a few years the refining of copper in the United States will make great developments. Up to the time of the discovery of the mines on Lake Superior, only a very small quantity of native copper had ever been found, not sufficient to justify the erection of works for its special treatment. It had, besides, never been found in very Large masses, so that the discovery of great-blocks of it presented serious difficulties, not only in mining it,† but in bringing it into a merchantable condition. With some of the markets of the advanced industrialized countries approaching saturation point and economized usage of natural resources and substitution growing, the possibility of a quick recovery of the demand for base metals is dim.To cope with the changing product demand Japanese producers have had recourse to such measures as strict inventory control and stockpiling for the purpose of stabilized imports. They have also tried hard for securing raw materials and promoting new field s of demand but the very core of ""risk management"" has been the diversification of line s of business to bolster and stabilize the foundation of management of the non-ferrous metal industry in Japan.To see the demand for nori-ferrous metals recover from the slump and be put on a path of solid development, we have to wait for the economies of the developing countries to ""take off"" and for its realization the economies of the developed countries must be reactivated with new growth industries playing a leading role, and the transfer of technology and money recycling must be carried out smoothly under an orderly international trade system."

The prosperity of any nation depends, to a large extent, on its natural resources such as oil, coal, 'metal, timber, waterpower, and fertile soil. Each one of these resources forms the basis of a huge industry. The mining and smelting industry ranks among the first since it paves the way for a number of other industries. The mines and smelters provide a market for electric power, coal, timber, and agricultural products: other industries in turn provide a market for metals and non-metals. The real pioneering, however, is done by the prospector who goes into the wilderness to search for the ores from which the metals are to be extracted for the use of men. Prospecting is an interesting and fascinating occupation. There are many difficulties and hardships in the way but the lure of gold and the vision of finding an outcrop that may develop into a large bank account, within a reasonably short time, will urge the prospector forward. Thus, on the outskirts of this northern hemisphere hundreds of prospectors are searching and toiling and of whom nothing is known or heard until they reach civilization and announce a new discovery. Then a mad rush takes place and everybody who can afford to go will take a gamblers chance and plant stakes in the neighbourhood of the new discovery, or wherever an outcrop of mineralized rock can be found, with the hope of winning a fortune.

The mines in western Canada producing steam coal will find a better opportunity this year to market their product in Winnipeg - for two reasons: First, the new wage schedules, signed with local unions at each mine, have enabled them to reduce the selling price materially. Second, the duty on slack coal coming in from the United States has been raised to 50 cents, which is equal to the duty on run-of-mine coal. This has had the effect of raising the cost of mine-run to .the importer. Formerly, it was the practice to bring in slack coal under a duty of 14 cents and lump coal under a 53-cent duty and, by judicious mixing of the two, manufacture a mine-run coal at an average duty cost of about 22 cents. Fortunately, through efforts of the Alberta Government, and other friends of the Canadian coal trade, the Federal Government was persuaded to adjust the duty on slack coal as indicated. While it will be found that the Manitoba market, this season, is slightly more easy of access we have still a long way to go before we reach the desired goal. Geographically and economically the Manitoba market should belong to western Canada. However, it has been found a very profitable market for United States mines because large tonnages of coal can be shipped, practically at the convenience of the mines, via the Great Lakes, during seasons of slack business. They will therefore not relinquish this market without a struggle.

"The Granisle and Bell Copper mines were officially put into production in 1966 and 1972, respectively. The Granisle Mine was purchased in late 1979by Noranda and the two operations were amalgamated as one division. Both mines were closed in 1982after sustaining heavy financial losses during a period of low copper prices beginning in 1981.This paper describes the resumption of operations at the Bell Mine in 1985 after its shutdown period of three years and the dramatic and sustained improvements in productivity and efficiency realized as a result of a commitment by employees and management to the application of Participative Management and Employee Involvement principles. After a general description of the effects of such a philosophy on the operation as a whole, and a comparison to the operation's last full year as a producer, it deals with the practice of this philosophy in the maintenance department at the Bell Mine and the superb results realized.IntroductionThe Bell Copper deposit was discovered in 1963 and came onstream as a 10000 ton s per day open pit mine in the fall of 1972. Identified reserves at that time were 46 million tons of ore containing 0.50% copper. The mine shared facilities of the townsite of Granisle with the nearby Zapata-Granby mine which had established the community six years earlier.Because of easy grinding ore and improvements to milling circuits, Bell's throughput rate was increased to 17 000 tons per day by the late 1970s. In the open pit, improvements resulted in mining of additional reserves with higher stripping ratios. At startup, a half ton o f waste was mined for every ton of ore processed.By the end of 1982, with 48.2 million tons already mined, the Bell Mine had identified additional mineable reserves of 39.4 million tons containing 0.52% Cu.In November 1979 the Granisle Mine was purchased from Zapata-Granby. The two mines, with a total of 700 employees, were operated under common management as the Babine Division until 1982 when low copper price s forced the closure of both for an indefinite period.The outlook for copper prices remained bleak and only 50 people were retained on the payroll to maintain the two plants, most of them working on a part-time schedule.The population of the Village of Granisle dwindled from over 1500 inhabitants to under 500, as people moved away to seek other employment.Prior to the shutdown, the Bell Mine employed 370 people and pit extraction averaged nearly 50000 tons per day of which 16000 tons was mill feed, and the remainder waste. Total cost to produce a pound of copper was C$1.36 in 1982."

The total estimated production of coal in the United States during the first century and a quarter of mining is shown in Table 20. This is the total of the production of the various states already shown in the various tables, and is believed to be the first statement of this sort made. No such table prepared from limited data can be accurate, but it is the writer's opinion that the totals shown are less than those actually produced. It was thought that this study would enable a reasonably accurate account of the movement of coal down the Ohio and Mississippi Rivers to be written. The searches made have shown that at this time the data do not exist from which such a study can be made, but some of the facts collected may be useful to future students.

Coal mining and railway transportation are so closely en-twined and so dependent one upon the other that the failure of one would mean the total collapse of the other. With this indisputable fact in mind, there is no doubt that the operator of each is deeply interested in the other's success. Railway transportation began at the mouth of a coal mine. The first railway car was the English coal-wagon, a crude box on four wooden trowlets, running on wooden rails and holding 1,600 pounds. This was operated by gravity or horse-power in England to convey coal from the mines to the rivers. The first coal-cars used on Nova Scotia railways were of 4 tons capacity with side doors and "V" shaped centres. Then followed flat-bottom, 4-ton cars that operated on tipples, the car bei.ng held in tipple by a chain passing over the top and fastened on either side. Next came the 6-ton car with drop-bottoms, then the 10, 15, 30-ton cars, and now the modern 50 and 100-ton steel cars, equipped with automatic couplers, brakes, and rachet dumping device. Contrast the first coal-car with a modern luxurious pull-man or a I 00-ton coal and ore car, and you have a record of progress in railway transportation. The development of the steam locomotive was no doubt the greatest factor in this progress, but let us not forget that the foundation of all industrial development was and is coal. and that development in mining and railway transportation should keep abreast.

We in the coal industry, especially in the State of Illinois, put tremendous emphasis, including time, money and effort, into on-the-job training. The results of such training and safety have been tremendous. For example, in 1981 Illinois was the first major coal producing state in the history of coal mining to have zero mine-related fatalities. And in 1985, I am very proud to say, we had the second best record in the history of coal mining, with only two fatalities. Obviously, one fatality is one too many. Our goal is, has been and will continue to be to strive for excellence. It is sad, however, that in 1981 while were were celebrating zero fatalities in the workplace, there were 21 fatalities that occurred off the job. Thus, it has become a classic American story. Success with safety has been found in the workplace, but training and preparation to prevent accidents away from the job site have almost been ignored. Accidents are the leading causes of death in the United States for all persons age 1 thru 38, and are the fourth leading cause of death for people of all ages. Every single day, on the average, more than 290 Americans are killed in accidents - a rate of one every five minutes. The leading cause of fatal accidents in the U.S. is motor vehicles. And the number two cause is home accidents. A staggering statistic is that people are being killed off the job at a rate of about 9 to 1 over those on the job.

"Abstract -The Magino gold mine is located 45 km northeast of Wawa, Ontario. There was limit­ ed gold production in the Iate thirties. The present operation was officially opened in October 1988 and produced gold until September 1992. It was a 635 tonnes per day, decline-accessed mine, with ore coming from several small blast hole and shrinkage stopes.The host for the gold is the Webb Lake granodiorite stock which was intruded into the Goudreau Lake Deformation Zone. This east-northeast-striking deformation zone overprints the generally east­ west-striking isoclinally folded metavolcanic and metasedimentary rocks, which make up the east end of the Michipicoten greenstone belt. The ore-shoots are controlled by dextral delatancy associated with the Goudreau Lake Deformation Zone. Shearing, bleaching and silicification accompanied the gold emplacement."

The paper looks at those factors which led the Latrobe Valley Community Forum to .focus on shortcomings of the consultative process. that existed around the 1980 period, and the limitations on the ability of the community of the Latrobe Valley to have input to the factors affecting their quality of life. Through a review of the Yallourn East Field Extension project it seeks to demonstrate the changes that have occurred and some of the shortcomings still existant in the consultation process.

The world continues to change and with it the supply of minerals and metals, the location of centres of production of primary metal and the increasing levels of metals and materials recycling. New technologies are being developed to meet the ongoing search by industry for lower costs, cleaner production and new markets. To keep abreast with these changes, and to utilise fully, the potential benefits of these technical advances, the industry will need a professional workforce having different knowledge, skills and professional attributes than in the previous millennium. What are these skills and attributes? How to best attract and develop the metallurgists of the future, and provide for the ongoing educational and research needs of the industry?

UNEMPLOYMENT is the most ominous shadow ahead of the industrial nations today. Only two great industrial countries are free from unemployment, France and the Soviet Commonwealth. In France the social unit is the family, not the individual. This has saved France. In the Soviet Commonwealth, development is proceeding so rapidly from agricultural to industrial that there is still a dearth of muscle workers in the non-agricultural enterprises. In the other industrial countries unemployment results both from acute temporary recession in industrial activities and from the rapidly increasing substitution of the machine for the man. Temporary recessions can be mitigated, alleviated by makeshifts, often ill considered. Secular recessions due to a fundamental change in the way of accomplishing physical, chemical results cannot be cured by any makeshift. There must be a period of transition. There is therefore before us the three- fold problem, immediate, prosimate and ultimate.
