With growing emphasis on energy conservation and increased concern over the presence of heavy metals in the environment, it is fortunate that most metals are readily recycled. In this respect, metals have a significant advantage over plastics and similar materials used as metal substitutes. For many years a secondary industry has processed scrap copper, nickel, lead and zinc to produce refined metal which has, to varying degrees, influenced the price and displaced the production of primary metal. This paper reviews some of the challenges the industry will face and the changes in process technology which will be required as pressure mounts to increase the amount of metal recycled. In the case of most base metals, this will have an impact on primary metal production; as the tonnage of metal recycled increases, the requirement for primary production, or new metal, will depend more and more on the growth in consumption.

Dean Roscoe Pound, of Harvard Law School, in addressing the A.I.M.E. Petroleum Division on Feb. 22, 1934, said, "When you are able to work out a program that is mechanically feasible, that is economicaIly advisable, and which seems in your judgment, which is just as good as that of anyone, to be politically wise, you will not have very much trouble in the end in inducing the courts of today to find that it is legally sound." The purpose of this paper is to show: first, legal conditions necessary to promote conservation and stabilization; and second, to suggest operating procedure when those legal conditions are established. The proposal is mechanically feasible and economically advisable. A growing public understanding should make it politically wise. The disappointing progress in the development of conservation and stabilization can be attributed to the lack of two legal concepts as integral parts of oil and gas law; i.e., (1) a practical substitute for the capture rule, (2) collective ownership control for the individual oil and gas pool. When these two concepts are established on an equitable basis, conservation and stabilization procedure will become a comparatively simple process, more or less automatic in its adaptation and operation. Establishing these concepts is the function of the law-making agencies and might well be left to them for discussion except that the mechanical processes that give them form and substance must first be developed by the engineer. A Substitute for the Capture Rule Much has been written on these subjects, but the most concrete statement that has come to the attention of this writer is the following from an article by Charles G. Haglund in the Kentucky Law Journal of May, 1934: The Oxford1 case is not only authority for the proposition that it is competent for the legislature to modify the old property law of capture with respect to oil and gas but that it may also delegate such authority to a subordinate body.

"AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest. "INTRODUCTIONThe Red Dog Project in Alaska is being developed by Cominco Alaska, a subsidiary of Corninco Ltd. of Canada, and the Nana Regional Corporation, one of the 12 native corporations created by the Alaska Native Claims Settlement Act of1971.The State of Alaska is also a very key part of the project through its financing of the transportation system for Red Dog. Red Dog will be the third, and largest, of Cominco's Arctic mining developments in the past thirteen years, after the Black Angel Mine in Greenland, which started up in 1973, and the Polaris Mine in the Canadian Arctic, which began production six years ago in 1982.Red Dog is one of the world's great mineral deposits, with a unique combination of large size, high-grade, and a waste-to- ore ratio less than I: I, which will make it the world's largest, and one of the lowest cost zinc producers, when at full production. The present mineral reserve is estimated to be 85 million tons , at a grade of 17.1010 zinc, 5% lead, and 2.4 ounces per ton of silver. Based on the current production forecast, this will give a mine life of almost 50 years, and the deposit is still open in two directions, although the structure is becoming thinner at depth. As well, there is a satellite zone about one mile south of the main deposit which could contain up to another 8 million tons of mineral at Red Dog grades or better. This is not presently included in the reserve due to potential processing difficulties.In relation to other zinc deposits, Red Dog is the second largest ever discovered, smaller than the original Broken Hill deposit in Australia, but larger than Cominco's own Sullivan Mine in British Columbia, which is number three. It is quite possible that, when the area is adequately explored, Red Dog will be number one."

RESEARCH, primarily, is finding out the truth. Research applied to engineering opens the door to new principles and processes, the application of. which benefits mankind in a material way. The engineer believes that investigation instituted with the primary view of making the results directly applicable to the industries is the highest type of research. Coal is essentially the basis of modern industrial civilization; therefore, any, considerable research pertaining to coal must link itself to the industry by, practical application of the results of the research. In other words, all investigational work connected in any way with coal leads to conclusions that permit a better understanding of the origin, nature of occurrence, composition, better and safer mining, more careful preparation, or greater efficiency in utilization of coal. Modern engineering research has been fostered essentially by universities and in the laboratories of institutions of learning. Coal problems that lend themselves to solution in the laboratories have been first attacked and are perhaps the farthest toward solution. For example, a great amount of research work has been carried out with the various phases of chemistry connected with coal. On the other hand, the equally important problems connected with methods of mining have received but little attention, primarily because their solution involves the continued use of a great and expensive laboratory, which is none other than the mine itself. As many of the problems already solved have had chemistry as their background, so many of the problems unsolved have physics as their background; there are also unsolved problems that deal in- coal economics. Even psychology must be called upon in future coal-mining research as a basis for solving those great problems that deal with human relationships. In general, considerable advance has been made in coal research dealing with chemistry, not so much progress has been made with problems having physics and engineering as a background, while there is a tremendous range of untouched problems that deal essentially with business and psychology.

The Maritimes Carboniferous Basin is the largest intermontane basin in the Appalachian Mountain System, occupying a total area of 57,200 square miles and containing up to 30,000 feet of late Devonian through Permian .sediments. Deposition began with continental elastics in late Devonian and early Mississippian. Marine deposition is represented by a limestone-evaporite sequence of late Mississippian age. Pennsylvanian and Permian continental rocks deposited largely in flood-plain and swamp environments complete the succession. Marine seismic data disclose several varieties of structure, both halokinetic and tectonic in origin. Recent exploratory drilling in the offshore part of the Basin encountered good reservoir rocks in the Riversdale sandstones, which also provided encouraging shows. The most likely source rocks of hydro~ arbons in the Maritimes Basin are shales in the Horton and Riversdale groups. Potential recoverable reserves of the Maritimes Basin are estimated to be 400 million barrels of oil or 7.8 trillion cubic feet of gas, based on the volume-of-sediment method of calculation.

Two porphyry copper orebodies, the North and Central MM orebodies, have been found through regional and structural geologic works, about 5 Km south of Chuquicamata, under a gravel bed of approximately 100 m and in the west side of the West Fissure. The mineralization is emplaced in a coarse granodioritic porphyry, predominantly with sericitic alteration. In the North MM ore-body, with 200 million metric tons of 1.0% Cu, the mineralization is mainly chalcopyrite, bornite, digenite and molibdenite. In the central MM orebody, with 700 million metric tons of 1.3% Cu, there are large veins of enargite, chalcocite and bornite, the last one increasing in depth, separated by chalcopyrite and pyrite zones; in these veins there are interesting gold and silver values. Both orebodies have an upper enrichment of chalcocite and covellite, with pyrite envelope. According with these characteristics, the MM orebodies could he the upper part, with sericitic alteration, of the Chuquicamata porphyry copper system, displaced by the West Fissure system movements, but we couldn't eliminate the possibility that MM can be a new orebody, different of Chuquicamata.

WHAT are the chief branches of the mining engineering profession today? In an effort to analyze the structure of the profession, for practical purposes, a quantitative study has been made of the membership of the A.I.M.E., and is herein reported for the first time. In spite of the effect that a long history and a relatively small group of professional workers have had in limiting specialization in mining engineering, there has nevertheless grown up a wide variety of specialties in this field. More than a hundred different kinds of engineers were discovered among the titles given by Institute members in the Directory, ranging from "advisory engineer" and "American engineer" down to "wire-rope engineer" and "works engineer." How should all these titles be defined and interpreted? How many of them should be relegated as meaningless or confusing? What are the relationships among the remaining useful designations? Should some of them be grouped as "metallurgical" or "chemical," or under some other head?

"Titanium is a widely distributed, dark grey metal1ic element found in small quantities in many minerals. It has no important uses." Happily, this early quotation proved to be wrung; titanium has, on the contrary, found a large number of very important uses. The error in the 1926 quotation illustrates the problems associated with forecasting the future development of any metal. 'The paper will nevertheless attempt to estimate what will happen to the European titanium industry over the coming decade with slightly more accuracy. It was not until 1955 that anything other than pilot plant facilities were installed in Europe. In 1955 IMI's plant in England, two plants in Germany, one in France and one in Sweden came into operation. All the companies associated with titanium installed melting furnaces but only IMI Titanium has forging and rolling facilities devoted solely to the production of titanium. The other firms rely on the use of equipment of their parent steel companies for processing the me1 ted titanium ingots.

I HAVE been induced to present this paper to the Institute because I have been unable to find any publication containing a discussion of this subject. In some of our technical schools and colleges the student is required to construct or copy (generally the latter) a number of profile sections as part of his routine work ; but little attention is given to the methods of projecting observed dips and exposures upon the section line, and still less to the method of con¬structing the under (or above) ground curves. As a result of this lack of instruction every engineer or geologist is compelled to invent for himself a system, or copy the style of others. Geological profile sections have frequently been used to determine underground structure from data obtained at the surface, but the experience of engineers in the anthracite coal-fields has shown that they are to be relied upon only in exceptional instances. The possibility of indicating underground curvatures from dip-angles observed at the surface has been found to be limited to a mere approximation of the larger flexures, As a means of predicting the depth and shape of minor rolls, they have been found most unsatisfactory. The Mt. Todd Gold Project in the Northern Territory is a joint venture between Billiton Australia Gold Pty. Limited, a wholly owned subsidiary of Shell Australia Limited, and Zapopan NL. As manager of the project, Billiton is guided by Shell's corporate policy that foremost consideration be given to protection of the environment from unacceptable impact and that sound environmental programmes are to be implemented effectively at all company operations. This policy on Health, Safety and the Environment helps operating companies in addressing environmental matters in a systematic way and gives guidance on the practical implementation of a range of controls to protect the environment. Most importantly, it seeks to do this in a co­ operative rather than adversarial manner. In developing the Mt. Todd Gold mine the joint venturers' environmental objectives have therefore been to plan and operate the project consistent with the highest industry standards and community expectations and in accordance with all Northern Territory government requirements. A development strategy has been designed which minimises environmental effects. Planning priorities have focused on the successful co-existence of the mine with an endangered species of bird, the Gouldian Finch, which breeds in the area; the mitigation of impacts on surface and ground. water qualities; and the protection of significant Aboriginal cultural and archaeological sites.

A FEATURE of the International Geological Congress to be held at Pretoria, South Africa, in the summer of 1929,. will be a symposium on the gold resources of the world. In this connection the U. S. Geological Survey and Bureau of Mines have been asked to prepare a report, showing production in the United States, describing the geology of its principal gold- producing districts, and estimating reserves (a) assuming a continuation of presen6economic conditions, and (b) assuming lower costs. This report will not be completed before April 1, but data thus far assembled are here presented with the hope of profiting by discussion and by information from those well informed on any of the important gold-producing districts. Gold production in the United States rose to a maximum exceeding $100,000,000 in 1915 and then rapidly declined to about $52,000,000 in 1920. Since then it has fluctuated, but on the whole slightly declined. Reviews of the eight leading states afford the following tentative conclusions :

About 85 % of the 350 tonnes of gold produced by 25 mines in the onhwe t Territories (NWT) since 1935 has come from the Yellowknife-area mines, Con and Giant , which exploit shear zones in Archean mafic volcanic of the Slave Structural Province. Four percent of the total production has been from Archean iron formation-hosted depo its, mainly from Lupin Mine, which today produces more gold than Con and Giant combined and has been primarily responsible for the increase of WT gold output from 5 to 12 tonne per year since 1981. The remaining gold ha been won from the following deposit typesall but the last being in Archean rock : sedimentary-volcanic contact depo its uch a Discovery and Salmita (10 %); turbidite-hosted quartz-vein depo its uch a Camlaren and Ptarmigan (1%); Proterozoic deposits such as Shear Lake and Fox (1#) . All but I% of WT gold has come from the Archean Slave Structural Pro ince, which is also the premiere exploration area for gold deposit types that have yet to be productive in the NWT. These types include stratabound gold in mafic and in felsic volcanic rocks (eg. , at Indin Lake and Courageous Lake, respectively) as well as gold in plutonic rocks (eg. Anialik Gnei Complex). Deposits similar to those in the Slave have al o been found in the Archean Ennadai Belt of the Churchill Structural Province. In the Cordillera. there is potential for placer gold and for gold associated with Cretaceou intrusions.

Hydrocyclones have widespread use as classifiers in applications such as mine fill preparation and coal preparation. A fundamental conflict often exists between recovery of all of the valuable material and maintaining the quality of the product. This conflict is a result of a portion of the feed material passing through the cyclone, effectively without undergoing any classification. This paper describes an investigation, undertaken as an undergraduate project in mining engineering at the University of NSW (Brook, 1994), into aspects of cyclones in which supplementary water injection is used in an attempt to reduce the amount of misplaced fine material reporting to the coarse product and hence improve the overall classification efficiency. In particular, the study concentrated on the effects of different modes of water injection. Two methods of introducing wash water into the cyclone body were investigated. A series of tests were performed on a laboratory hydrocyclone having provision for radial water injection at different levels through small orifices in the wall of the conical section, and a preliminary study was made of the performance of a novel cyclone in which the conical section had walls of a permeable polyethylene, permitting a uniform introduction of wash water over the entire surface.

The first commercial installation of the Dashaveyor has recently been completed at the White Pine Mine in Northern Michigan. After four years of development work, including prototype testing, and pilot plant operation, this new and unique system is being tested under operational conditions. Many of you may be familiar with the concept through numerous articles which have appeared in the technical press. But this discussion of the system will be simplified and less time consuming with the presentation of a portion of a film showing the Dashaveyor in actual operation. After the movie, I will show some slides which will supplement and clarify it and hopefully lay the basis for questions you will undoubtedly wish to ask.

Report of the Secretary GENTLEMEN Herewith are transmitted reports from the Treasurer and of the principal standing committees of the Institute. To these special reports members are referred for details as to the year's work. Despite the unfavorable business conditions obtaining throughout the year, the Institute was able to carry on its various activities without curtailment and without drawing on the surplus accumulated through previous years. In fact, small additions were made to the Life Membership and various other funds. It is highly desirable that such additions should continue to be made, especially to the Life Membership fund, for reasons reported last year. At present, money must be used from current receipts in order to enable the Institute to fulfill its obligations to those who on joining the organization commuted their dues by a single payment. In addition, with the passage of years the number increases of those who have paid dues forty years or more and who, by reason of age or disability, are unable longer to practise their profession. These men have supported the Institute through their active professional life and it would be a pity to lose them as members through resignation or for failure to keep up their dues. In accordance with the By-laws the Board has authority to advance such members, on application, to the Honor Roll of Senior Members and to relieve them from further payment of dues. It has been the policy of the Board to do this liberally, but to keep up this, as well as to meet other obligations, it is necessary for money to be provided. It has been estimated by the Treasurer that nearly $50,000 additional should be placed in the Life Membership fund as soon as possible to meet these obligations without using current income and to that end it is necessary, not only to avoid running behind currently but to earn, if possible, some surplus each year. The small amount transferred to the Life Membership fund from surplus this year was, as a matter of fact, made possible by certain members paying personally bills that were properly chargeable to the Treasury. Such generosity is common among those active in Institute work and probably no year would have closed with a surplus except for it.

THE education of adolescents to perform the duties and assume the responsibilities of maturity has been a characteristic of human society since the dawn of history. In the beginning the members of the immediate family performed this function, and in modern life they still have an important part in it. Possibly religion was the first field in which education began to be functional; young people were sent for instruction to a teacher who had a broader and deeper knowledge of the subject than was possessed by the family. It does not seem necessary for our purpose to attempt to determine how, when, or where instruction in the practical arts first' began to become functional, and the brief outline which follows must suffice. The discovery and utilization of mineral substances to improve and maintain the conditions of human living is a practical art, which must have had an almost accidental origin and have been developed by empirical experiments. We do not know, nor would it be useful to try to fancy, how men first learned that they could make use .of mineral substances to their benefit, but how- ever that knowledge was initially gained it was certainly trans mitted through instruction in the family. At first such activities must have been merely a .minor part of the making of a-living, but in time those who excelled found it better to devote them-

RESEARCH is defined, scientifically, as a "sys- tematic investigation of some phenomenon, and also a search for hidden treasures." Chemists tell us that the hidden treasures of petroleum are far richer than the .products which have been best known to us. However, these secrets will be discovered only through intensive and systematic, as well as scientific, industrial research. Indeed, the scope of the subject is so great that such an intensive research program should be assumed by a centralized organization supported by the petroleum industry as a whole. Such organization would assume the responsibilities for investigation of new products and development of markets for such products. Gasoline, the chief product of the petroleum industry, has become a cheap commodity. The continual un-controlled overproduction of crude petroleum, the in-tensive competitive condition in the marketing of petro-leum products and the increase of refining efficiency and installing of cracking facilities, have all combined to lower the market value of gasoline. The lower cost of gasoline has all been passed on to the purchaser in the form of lower prices so that today the most important product can scarcely be manufactured at a profit. In other fields, manufacturing industries have diversified their products when faced by a similar situation. Thus, they have been able to widen their marketing outlook. Why cannot the petroleum industry employ the same tactics ? Right now we are hearing much discussion concerning the development of a wider market for existing petro-leum products and new products for existing or prospec-tive markets. For instance, we can cite recent develop-ments for use of propane, butane, and ethylene. Butane has been found to be an efficient and inexpensive re-frigerant, especially adapted to home refrigerating sys-tems. Propane and butane fractions of natural gasoline may be shipped under pressure and may be used as a substitute for acetylene in cutting torches in connection with oxygen. There is a possibility of substituting butane for gas oil in the carbureting of coal gas, as we know that butane contains practically the gas enrich-ment as the same volume of gas oil and should prove to be a superior product for this function. Ethylene, a hydrocarbon present in cracked gases, is finding an outlet for the artificial ripening of green fruits.
