The Environmental Protection Agency (EPA) is investigating approaches to control non-coal mining wastes. In May 1988, the EPA's Office of Solid Waste (OSW) released a document that outlined an approach to manage non-coal mining wastes and materials. This document was called Strawman I. It was a staff-level approach designed to aid the continued participation of interested parties and to enhance EPA's understanding of mining waste issues. EPA has been working with states, public interest groups and the mining industry to gather information and to solicit input on waste management approaches. The involvement of the states in the Strawman process has been coordinated by the Mine Waste Task Force of the Western Governors' Association and the Interstate Mining Compact Commission. Involvement of public interest groups has been coordinated through Colorado Trout Unlimited. And the participation of the mining industry has been managed principally by the American Mining Congress. In May 1990, EPA released Strawman II. It was based on comments submitted to the EPA on Strawman I and on information given to the EPA by interested parties since 1988. Strawman II is again a staff-level approach to protect human health and the environment from wastes and other materials associated with non-coal mining. In September 1990, meetings were held with public interest groups and the mining industry to discuss their comments on Strawman II. By early 1991, the EPA expects to make a decision on how to proceed with program development.

This investigation deals with the evaluation of the tailings of the Kirka Borax Plants. In this respect boron in the tailings was recovered and the utilization of the clayish fraction was investigated. There are five tailings ponds in Kirka four of which are used for the tailings of the borax concentrator and the remaining one is used for the tailings of the sodium penta-borax plant. Experiments were conducted with samples taken from ponds containing coarse fraction and fine fraction. Coarse fraction of Borax Concentrator were screened through a set of sieves. The fraction above 1 mm was removed with 41.5% recovery and 33.3% B203 content. Scrubbing was applied above 0.1 mm and products containing 32 to 34% B203 were obtained with recoveries around 35%. The tailings of sodium penta borax plant was also screened and it was found that 15% of boron reported to +1 mm size fraction with 35% B203 content. Sample containing fine tailings was treated by cycloning. The cyclone overflow was found to be below 6µm and it was separated to be used in the subsequent tests. The usage of cyclone overflow in paper, ceramics, glass, pigment and drilling industries was investigated. Since this fraction is mainly composed of carbonate minerals rather than clay minerals it was suggested that it may be used for construction and moulding purposes. Furthermore, the B203 content of the cyclone overflow was reduced to 2.4%.

Henry M. Parks, director of the Oregon. Bureau of Mines and Geology, has supplied the following information regarding a recent discovery .of manganese ore in Jefferson County, Oregon, about seventeen miles southeast of the railroad at Eagle Point, a station on the P. & E. Railway. The occurrence is about five miles southeast of Lake Creek Post Office and near the confluence of Lost Creek with the south fork of Little Butte Creek. The manganese ore occurs as psilomelane and pyrolusite, disseminated through a flat bed of volcanic tuff breccia; at a point where the bed was penetrated by a churn drill hole, the thickness of the ore-bearing stratum was 30 ft. Development thus far has consisted of open-cuts, one of which exposes a face about 40 ft. high and 75 ft. broad. Other smaller open-cuts have followed the bed for a. distance of 400 yards. The nodules of manganese mineral vary from a maximum of 25 to 50, lb. down to the size of beans and others as small as mustard seed. These grains, when clean, average from 55 to 58 per cent. manganese. A 12-ft. groove sample in the face of the main open-cut yielded 14.86 per cent. manganese. The peculiar occurrence of the manganese nodules should present but slight difficulty in concentration. What is experience worth? Representatives from the Mining, Metallurgy and Petroleum Societies discussed the question as part of the 1970 Annual AIME Meeting held in Denver, Colo. the week of February 15. Petroleum engineer-consultant, Michel T. Halbouty of Houston, Tex. offered his own clarification of present-day employer-employee relationships in engineering as a whole. "Longevity does not equal experience on the job. Further, when employees are considering salary increases and promotions, job performance is considered all the time; experience two- thirds of the time and length of employment one- half the time." He added, "worth is really what the employee can get for it and experience is essential to survival." Halbouty also noted that salary and responsibility is a function of man's value to his company and is about "as discrediting as grey hair." As far as the engineer is concerned, he reported, the company's ability to pay is, in large measure, not considered. From the company's viewpoint, however, the employee is expected to learn his first year on the job. His second year, he is expected to make his presence felt, Should he require three years to orient himself he might soon be looking for another job. The petroleum engineer pointed out that when the employee wants to know why the salary scale tends to plateau off in later years, most employers react by recognizing that employees "flatten themselves rather than the company flattening them."

Anglo Platinum have perceived a need to increase the rate of reef development both for new mechanised stoping technology and on conventional new developing mines. The Research and Development Division of Anglo Platinum therefore initiated an experimental reef raise project with a tunnel boring machine (TBM) at Bafokeng Rasimone Platinum Mine (BRPM). The scope of the trial was for the boring of a reef raise 340 metres in length on the Merensky Reef. The boring phase of the trial took place over six months and the average rate of penetration of the TBM was 0,47 metres/hour. TBM utilisation was 22%. The TBM used in the trial was a Jarva MK6 manufactured in 1972 and its design with its backup system was not considered to be an ideal machine for reef development. However it was the intention of the trial to prove the concept of developing with a TBM on reef. In this respect the trial was unequivocally a success. There were many problems and long delays did occur during the boring phase. Nevertheless there is every confidence that a new TBM can be designed specifically for this type of work that will achieve high rates of advance up to (say) 400metres/month and with a more flexible steering system in order to negotiate reef changes. It can therefore be expected that TBMs will be used in the future for reef development on South African platinum mines.

The great increase in post-World War I1 use of molybdenum was made possible by discoveries of that metal in porphyry molybdenum and porphyry copper deposits. This section documents significant porphyry molybdenum discoveries of the post-war period. The most important discovery was Henderson in Colorado. It is not only one of the world's largest and richest, but it was found by a team of geologists who defined the hood model and tested it successfully at Henderson. Under the leadership of Stewart Wallace, these scientists established a set of criteria for exploration for Henderson-type de- posits that was copied by the industry. The discovery bf vertical cylinder type porphyry molybdenum deposits was less renowned. Boss Mountain in British Columbia and then Mt. Pleasant in New Brunswick were given relatively scant notice, compared with the Henderson discovery. However, these deposits have geometrics distinct from that found in the typical hood, which directly affects their exploration characteristics. Mt. Pleasant, included in this section, is a well defined, near vertical breccia pipe. Both the Henderson and Mt. Pleasant discoveries were made by relatively small groups operating independently of the bureaucracy that characterizes large corporations. The management role in each case was one of encouragement. In addition, Wallace had the beneficial experience of working for Climax, whose objective was the discovery of porphyry molybdenum deposits. Henderson was the natural outgrowth of the exploration effort by those who studied and understood the Climax deposit.

The Korea Ocean Research and Development Institute conducted its first exploration for deepsea mineral resources in 1983, and began a systematic deepsea prospecting in 1989 among Micronesian islands and in central and eastern parts of Carion-Clipperton fracture zones of eastern Pacific. With the arrival of R/V Onnuri in 1992, KORDI commenced a full-scale national program for nodule exploration. The total area surveyed by KORDI covers more than 1,500,000 km2. At the end of 1993, based on the collected data, Korea designated 300,000 km2 in the Clarion-Clipperton fracture zone as prospective mining area for manganese nodules, and accordingly, the government of Korea submitted the application in January of 1994 to the United Nations for registration as a pioneer investor and for the allocation of a pioneer area. This application was approved by the General Committee of the Preparatory Commission in August 1994. As a result, Korea became the 7m pioneer investor under the United Nations Convention on the Law of the Sea. KORDI is now carrying out detailed exploration survey and environmental studies in the registered area to fulfill required obligations to UN, and Korea will continue exploring the last frontier on earth. It is KORDI's unshaken calling to be successful in exploiting deepsea resources to provide our nation resources it lacks. It is not only a challenge to explore deepsea, but it is also our national mission to explore and succeed in our endeavor for future generation.

Metallurgical accounting can be defined as the monitoring of the valuable metals from the time the ore is broken at the primary crusher until the time that we have the saleable products and residues. The overall purpose of metallurgical accounting is to provide management with up-to-date inform- ation that can be used to control mining and metallurgical oper- ations. The decisions that are taken on the basis of the information that the metall- urgical accounting system provides should result in improved control and, ultimately, increased revenue. The current state of accounting is a result of an extended evolutionary process and will continue as process plants bec- ome more sophisticated. Differences in mine æcall factorsÆ and grade control reconciliation can lead to frustration between the siteÆs geoscie- ntists and its metallurgists leading to a level of distrust in the mill grade. Metallurgical accounting is not included in sufficient detail in undergraduate courses and the acceptable industry standards have developed based on what is considered acceptable to industry personnel and consultants. There is now the AMIRA P754 Metal Accounting, Code of Practice and Guidelines Handbook or reference manual. Computer based databases and spreadsheets have transformed tedious bookkeeping into an important management tool. Over time these standards have improved with developments in analytical procedures, weighing technology and sampling. This paper provides anecdotal examples of problems and improvements observed over a number of years within the gold industry in Australia and overseas.

An experimental air-slide classifier1 has been applied to the de-dusting of ground dolomite in an attempt to produce a grade of -30 +150 mesh (B. S. Sieves) material from a raw material containing 30-35% of the -150 mesh fraction. Air flows varying between 1.5 and 2.5 cu ft/sec sq ft of screen area were used. The throughput of dolomite was between 80 and 100 lbs/h. inch of screen width. The size analyses of the de-dusted material and of the original dolomite are shown in table at right. The proportions of the +100 mesh material in the feed and in the de-dusted products have been used to calculate materials balances, on the assumption that there is no loss, as dust, of this +100 mesh fraction. By interpolation, it can be shown that a de-dusted product recovery of 68.5% will be obtained at an air flow of 2.13 cu ft/sec sq ft of screen area. The feed material contains 68.5% of +150 mesh material, so that if the de-dusting gave a perfectly sharp cut, the product would contain no material less than 150 mesh. Further calculations based on the size analyses, show that, at an air flow of 2.13 cu ft/sec sq ft of screen air, the -150 mesh fraction in the de-dusted product will fall just below the specified maximum limit of 5%.

The Mine Safety and Health Administration. Department of Labor, requires coal mine operators to measure compliance with federal re¬spirable dust exposure standards periodically using approved gravi¬metric samplers. However, the gravimetric approach, with its inher¬ent delays, cannot provide dust concentration data quickly enough to allow on-site correction of inadequate dust control strategies or re¬moval of personnel from harmful environments. Furthermore, alleged tampering with dust samples collected to determine compliance with standards prompted the Secretary of Labor to appoint a special Respirable Dust Task Group to study options to improve monitoring and control of respirable coal mine dust. The Mine Safety and Health Administration's Task Group recommended that the U.S. Bureau of Mines develop a fixed-site monitor that would provide continuous information to the mine worker and mine operator regarding dust levels and the status of compliance with the applicable respirable dust standard. In response to the Mine Safety and Health Administration's request, the U.S. Bureau of Mines is investigating several sensor tech¬nologies for continuously monitoring respirable coal mine dust. One of these technologies is the Rupprecht and Patashnick Co. tapered element, oscillating microbalance. The bureau is in the process of investigating the suitability of using this sensor in the high humidity and vibration environment of underground coal mines. Laboratory tests have indicated that, with modification, the sensor can meet the humidity and vibration requirements for underground coal mine use. Currently, the bureau is developing

ANYTHING that may be said about "too much coal" must seem rather incongruous just at this time when two-thirds of the mines in the United States have been idle for nearly four months and a temporary coal shortage looms as more and more of a possibility. It is the purpose of this article, however, to deal primarily with the fundamental ills of the bituminous-coal industry, which, when summed up, can be expressed in one word-overdevelopment. During recent years the bituminous-coal industry in the United States has been seldom, almost never, in a state of normal business health with production run-ning evenly, prices steady and the market absorbing the output from week to week. There has been either a condition of feverish activity or apathetic sluggish-ness. We have had, for example, the intense strain on production during the war years with heatless days and lightless nights, followed by the slump late in 1918 which lasted through the greater part of 1919 when coal was a drug on the market. Then came the panicky demand of 1920. Competitive buying forced prices up to the highest levels in history. This demand in turn fell off suddenly in November, 1920, and the market remained apparently paralyzed all through 1921. During the latter year, lack of buying forced intermit-tent suspension of mining in all fields and prices averaged less than actual cost of production.

The term "pressure tunnel" in the broad sense includes all hollow spaces, aligned along an axis and surrounded by rock, which are suitable for pressurization. In particular, this category includes: • horizontal or slightly inclined water pressure tunnels; • vertical or inclined pressure shafts; • pressure chambers or shafts of surge chambers; and, • compressed air storage tunnels. The main problems in the design and construction of pressure tunnels result less from their length or size than from the requirement for watertightness and, dependent upon this, reliability in operation and economy in construction. Where the lack of sufficient overburden does not permit the rock to accept the internal pressure in the tunnel, or where this pressure is so high that the watertightness is in doubt although the stability of the tunnel shell is not in question, a pressure tunnel must nevertheless be reinforced. Surge chambers, pressure tunnels and tailraces which are subjected to relatively low internal pressure, usually not much in excess of 1.5 MN/m2, are eminently suitable for construction in post-tensioned concrete. Pressure shafts, which as a consequence of the high water head are subject to a considerable maximum service pressure, are usually lined with a steel tube, a considerable proportion of the internal pressure being transmitted to the rock by backing concrete. Two blasthole density logging programmes have been conducted on the Mt Whaleback iron ore mine to evaluate the use of this type of logging as an aid to blast pattern design. The first programme also involved the setting up of a Density Test facility with which to calibrate the density probe. The programmes indicated that about 22-23 blastholes can be consistently logged per day at a cost of $1.30 per metre. Even though this is only half the rate required to log the average number of blastholes drilled daily on Mt Whaleback, testwork indicated that no significant loss of accuracy results if only half the holes in a pattern are logged. The major results of the programmes were: 1. The density range for black pyritic Shale is 2.2-2,9 g/cc. 2. The density range for soft to medium hard BIF is 2.1-3.0 g/cc. 3. The density range for hard BIF is 3.0-3.6 g/cc. 4. The front row blastholes show consistently lower densities than the main body holes due to blast damage. 5. A low density zone extending to a maximum depth of 6 m occurs at the top of most blastholes and results from blast damage from the bench above. In Canada, the economic climate for mining is still warm, but a noticeable chill set in last November when the Government published a White Paper on tax reform known as the Carter Report. Moreover, this chill could drop to a freeze injurious to the whole Canadian economy if two of the proposals in the Carter Report are adopted. The offending suggestions call for an end to (1) the depletion allowance and (2) the three-year tax holiday for new mines. Both of these tax incentives have played a major role in the postwar development of the Canadian economy and will, if undisturbed, play an even more important role in the future. The fact that they have worked and worked well is evident from the record. Fruits of an Industrial Beanstalk Excluding fuels, the value of Canadian mineral production was just under $3 billion in 1968-almost nine times as much as in 1946. With fuels included, the figure is $4.25 billion, or almost ten times as much as in 1946. Proportionately, this growth far exceeds that of Canada's manufacturers or of her economy as a whole. Table I traces the overall mineral production growth by principal products. Of particular interest here are petroleum, iron ore, natural gas, sulfur and potash, the combined production of which has grown from little or nil to a point where it now accounts for more than 40% of Canada's mineral output.

Petroleum production in the Mexican fields during 1932, estimated at 32,400,000 bbl., was only 564,000 bbl., or about 2 per cent less than the 1931 total. Production in the northern fields declined approximately 1,100,000 bbl., the Tehuantepec output showed a drop of 340,000 bbl. and the South fields gained 865,000 barrels. Wildcatting continued at a reduced rate, the only successful completion being Presa No. 2 well which at a depth of 1535 ft. produced about 7,000,000 cu. ft. of gas. This well is an offset to Alberca No. 1 completed during 1931. General conditions in the petroleum industry coupled with the additional burden of the 21c per bbl. duty on oil imported into the United States further discouraged development activity in Mexico during 1932. The CANMET diesel-related work, carried out in cooperation with the Canadian mining industry, resulted in the identification of several useful R/D studies. One such study was the development of a dash-mounted alarm signal system to indicate overexposure of production LHD diesel vehicle operators to toxic contaminants in a mine environment. The resulting instrument has been called the [CO2 Exposure Meter]. This meter is particularly applicable to LHD machines because previous investigations have indicated that operators of LHDs and some haulage truck drivers are exposed to up to 200% of the contaminant concentrations measured in the general mine return air. This paper describes the development of the system which continuously monitors and displays the operator's exposure to diesel pollutants, and indicates an overexposure by an alarm light. The overexposure limits are preset by mine personnel based on carbon dioxide (CO2) measurements, which in turn are related to simultaneous spot respirable combustible dust (RCD) measurements (or to Air Quality Indices - AQI, if available). The CO2 settings are, in general, related to the engine/exhaust treatment selections, vehicle duty cycle and local ventilation rates and efficiency. The system continuously displays one of three lights: green for underexposure, yellow for caution, and red for overexposure. Overexposure can occur for several reasons, such as: reduced ventilation, malfunction of the diesel vehicle, and excessive airborne contaminants. The paper confirms satisfactory operation of the system in a laboratory-simulated mine environment, as well as in field trials.

Victoria has an extensive brown coal resource, 202,000 Mt, of which 43,300 Mt is regarded as readily recoverable. This brown coal is located principally in the Latrobe Valley as thick seams and is being extracted at low cost primarily to support base-load electrical power generation. The high moisture content of the coal is partially off-set in many applications by the high reactivity of the coal and the generally low levels of potential pollutants such as ash, sulphur and nitrogen in the coal. Large scale development of this brown coal resource began in the 1920's. In addition to electricity generation, it is used for briquette production, carbonisation of briquettes to char and was gasified for town gas supply to Melbourne (1956 - 1969). The BCLV coal to oil pilot plant at Morwell is a major new initiative in the use of Victorian brown coal. Many other new developments are in place and emerging in the utilization of low rank coals. Examples of these developments are, the large-scale gasification of lignites in the USA, and value-added products such as bulk chars, solid fuels, activated carbons and coal-water mixtures. The Government of Victoria has created the Coal Corporation of Victoria to promote current sales of briquettes and to encourage further new industrial developments based on the State's brown coal resources, in particular the Loy Yang coalfield. The Coal Corporation also has a vigorous product and process oriented research and development Programme.

In 1967 the US Congress passed the "Clean Air Act." This act was amended in 1970. As a result it soon became obvious that American industries were going to have to make significant changes in their methods of operation to be able to comply with quickly developing federal regulations. One of the first regulations developed was on sulfur dioxide. For this reason, the nonferrous smelting industry was immediately affected by these new regulations. This is true because the smelting process produces sulfur dioxide as a natural product of combustion when the sulfur-bearing ore is oxidized to purify the metal. The federal government's approach for setting standards included public hearings at which government, industry, and private citizens were allowed to make comments. For this reason, it was apparent to Kennecott's Metal Mining Div. that it was desirable to make a maximum effort in working with the agency to see that correct input was provided at the hearings to assist the government in setting fair and realistic standards. It was also obvious that more complete monitoring would be required. It soon became apparent that the efforts required input from many levels of the corporation from the chief executive to the plant operators. In order to accomplish both the administrative and the technical needs, an organization was needed that could respond quickly to these needs, obtain information from diverse sources, and bring it to focus in an organized approach to the problem.

Excavation engineering involves complex processes for primary and secondary extraction of materials. The shovel excavators bear varying mechanical energy input and stress loading across the working bench during excavation. These varying mechanical energy input and stress loading effects cause significant wear and tear and fatigue failure in equipment components. These effects further result in unplanned downtimes, reduced efficiency and high production costs. In addition, the mechanical and electrical control systems must be operated in efficient profiles to generate maximum outputs and efficiency from these excavators. Efficient technologies are therefore required to solve these problems in order to reduce production costs and increase efficiency. In this paper, the authors develop a rigorous simulator for a hydraulic shovel in a surface mining environment. The finite element model is used to capture the stress profile within the shovel components during excavation, such as, the bucket, stick and boom assemblies. The profiles are classified into normal, critical and extreme ranges, with appropriate corrective measures to avoid extreme loading conditions. The loading capability of shovel excavators can be examined by assessing its structural strength against all possible maximum loads working on the equipment. The dynamic model is used to define efficient profiles of the critical structural components of hydraulic shovels during digging operation. This assessment is used to locate the maximum possible loads and the critical sections of the structures. The method presented in this paper forms the basis for developing comprehensive simulator models for efficient shovel operations in constrained mining environments.

INTRODUCTION During the various stages of an underground project from inception through design and construction, probably the single factor of most interest and concern is the nature of the ground. The ground conditions more than any other item govern costs and feasibility; and although the methods available for assessing the ground have become increasingly reliable during the past thirty years, it is still very difficult in many cases to predict the behaviour of soil and rock during and after excavation. To help in this ground evaluation process, we have frequently supplemented the boring program with one or more large diameter inspection holes; and during the past eighteen years, seventeen of these holes have been constructed on tunnel projects which we have designed. There are references in the literature to similar inspection holes (1); however, as far as we are aware, no detailed description of them has been published. The behaviour of soil or rock during and after excavation and the effect of ground water on tunneling operations are of vital interest to tunnel designers and contractors. A comprehensive geotechnical investigation is therefore among the early and most important tasks carried out on a tunnel project and the backbone of every geotechnical investigation is the boring program. A series of borings, typically 50 to 100 mm (21 to 4 in) diameter, are drilled from which soil samples or rock core are recovered and the ground water observed.
