A very limited development has been made of the coal-fields of this Territory. This is to be accounted for by the fact that a number of the coal-fields lack railroad transportation, by the distance of other fields from the consumers (due to restricted settlements), and finally by the poorer quality of a number of coals which have been mined as compared to others which can be economically imported into the Territory. The consumption of coal in Utah during 1886, outside of that used by the railway companies, was: Tons. This paper addresses project commissioning, that is, activities that culminate in the transfer of a project from the construction phase to routine plant operation. These activities should be initiated early in the engineering and design phase to ensure that the plant design is operator friendly and that construction is scheduled such that pre-operational testing and hand over to the owner occurs in a timely and cost-effective manner. For the purposes of this paper, commissioning includes all activities related to pre-operational testing, no-load testing, water commissioning, and ore commissioning. That is, all activities from construction completion to practical completion of the prime contract. This process is facilitated in numerous ways dependent on the nature of the project prime contract and the size of the project. For small lump sum projects, the contractor's responsibility may include all phases of commissioning to practical completion, whereas, a managing contractor on a complex multi-contract project may only be required to bring the project to mechanical completion and hand over to the owner for ore commissioning. THE volumetric behavior of isobutane at temperatures below its critical temperature has been studied by several investigators. Seibert and Burrell1 measured the vapor pressure of isobutane from the ice point to the critical temperature. Dana and co-workers2 determined among other thermodynamic quantities the density of the saturated liquid and the saturated gas and the vapor pressure from approximately 0° to 130° F. Sage and Lacey3 studied a number of the thermodynamic properties of this hydrocarbon from 70° to 250° F. The specific volume in the gas and liquid region was determined at pressures up to 3000 lb. per sq. in. ? throughout this temperature interval. In addition, the vapor pressures were measured at 30° intervals. These data taken together serve to establish the thermodynamic behavior of isobutane at temperatures between 0° and 250° F. with reasonable accuracy. However, apparently there are no data available at the higher temperatures. For this reason an investigation of the volumetric behavior of isobutane at temperatures between 100° and 460° F. was carried out with apparatus that has been described in another paper (A.I.M.E. Tech. Pub. 1127).

High capacity off-highway haulage trucks equipped with electric wheel drives have been available for commercial applications since 1963 and, although still interesting to study, cannot be considered as a "new" type of equipment any longer. However, the electric wheel drive components which played a key role in the development of these trucks has indirectly led to another new trucking development-the gas turbine engine for off -highway vehicles. Although most of the production models of the electric-wheel haulage trucks are equipped with 700 hp engines (the largest production engine commonly available), the electric drive components of the motorized wheel were designed to transmit more than 700 hp. To utilize this added potential, 1000-hp class diesel engines are in the process of being developed, but progress has been much slower than expected. The delay has caused some engineering thoughts to concentrate on the adaptation of the 1000-hp gas turbine engines, originally designed for aircraft applications, for use in haulage trucks. The question in most minds centered around the ability of such an engine to withstand the tough usage expected of it in an open pit.

Like most industrial processes, nuclear power production creates wastes, which have to be handled and ultimately disposed of in a safe manner. Some of the wastes contain very long-lived radioactive substances and have to be isolated for very long periods of time before they have decayed to harmless levels. Sweden, like many other countries with similar geology, intends to use crystalline rock for isolating the high-level nuclear waste from the biosphere. The suitability of a rock mass for a repository needs to be investigated extensively. Apart from the political and practical considerations for a site selection, a detailed study has to be performed in terms of geology, hydrogeology, geophysics, geochemistry and rock mechanics. The responsibility of the site selection studies in Sweden is entrusted to the Swedish Nuclear Fuel Supply Company, Division KBS (SKBF/KBS) . The paper gives a brief presentation of the "Standard Program" for the studies that will be carried out during 1980-1990. Modifications of the program are justified on the basis of gained experience or specific circumstances for each site. The program is compiled by the Geological Survey of Sweden (SGU) in cooperation with KBS.

Traditionally, the term ætotal systemÆ design applied to comminution conjures images of a design that addresses the usual business and operational drivers, including health, safety and environment (HSE), capital cost, operating cost, throughput and product size. In terms of the physical process, the mine to customer type studies also exemplifies an approach that satisfies a normal ætotal systemsÆ approach. As an industry there are drivers that are forcing a re-consideration of what we regard as our total system. This modification of drivers will require changes in approach and implementation to provide the best solutions. Some of the major changes that impact the drivers are shortage of skilled personnel, changing social attitudes to remote mine site work, greenhouse gas emissions (GHGE), quality of available orebodies and geographical location of new mine sites. One approach to the challenges presented by the changing business environment is to expand the system envelope around comminution to ensure that comminution, in its widest sense, helps to meet the new realities. Background to the new drivers and constraints is provided and some of the appropriate responses are examined in relation to the impact on the total system.

PEARL starch, a corn starch prepared with a minimum of alteration, is a good selective depressant for iron oxide minerals.1 From what is known of the complex chemistry of corn starch, there is evidence that it consists of a mixture of saturated giant polymeric molecules, both straight and branch- chained, the constituents consisting of glucose units with hydroxyl radicals as active or polar groups. To add to the existing knowledge of the chemistry of the flotation process, it is desirable to ascertain the effects on the corn starch as an iron oxide depressant when some of the hydroxyl radicals are replaced by other active groups that are common to flotation reagents. The ideal way to carry out this investigation would be to test reagents containing different active groups derived from corn starch. The preparation should be such that the reagents possess the same degree and location of substitution and are ac- companied by little or no degradation of the starch molecules. This, of course, is almost impossible to realize, as it is difficult to control the degree and location of substitution as well as to prevent degradation of the starch molecule during preparation.

The Zistersdorf field, near Vienna, continues to be Austria's only producing area. During the year the field was slightly extended by Rohol Gewinnungs A.G. in its Rag 2, which in April came in for an initial 120 tons daily through an 8-mm. (0.315-in.) bean, from the twelfth Sarmat sand at 1447 m. (4747 ft.). The amount of fluid produced by this well has remained essentially constant, but after the first several months water appeared and increased to some 50 per cent of the total. TWO subsequent extension wells, Rag 3 and Rag 5, northeast and west of Rag 2, found only water-bearing sands, and drilled through the main fault and into the Flysch at 1683 and 1401 m. (5522 and 4596 ft.), respectively. At the close of the year preparations were under way to deviate both wells away from the fault to test still deeper sands. Within the previously proven area of the field Erdolproduction's Gosting VII came in flowing a maximum of 440 tons daily, the highest individual production yet recorded. A major concern of mine fires is the heat generated ventilation disturbances which can move products of combustion (POC) through unexpected passageways. Fire emergency planning requires simulation of the interaction of the fire and ventilation system to predict the state of the ventilation system and the subsequent distribution of temperatures and POC. Several computer models were developed by the U.S. Bureau of Mines (USBM) to perform this simulation. The most recent, MFIRE, simulates a mine's ventilation system and its response to altered ventilation parameters such as the development of new mine workings or changes in ventilation control structures, external influence such as varying outside temperatures, and internal influences such as fires. Extensive output allows quantitative analysis of the effects of the proposed alteration to the ventilation system. This paper describes recent USBM research to validate MFIRE's calculation of temperature distribution in an airway due to a mine fire, as temperatures are the most significant source of ventilation disturbances. Fire tests were conducted at the Waldo Mine near Magdalena, NM. From these experiments, temperature profiles were developed as functions of time and distance from the fire and compared with simulations from MFIRE.

THE equilibrium y phase in Cu-Be alloys forms by discontinuous precipitation, the new phase nucleating at the grain boundaries and growing into grains on both sides of the boundary. When the alloy is aged above 500°C, however, growth may take place into only one of the grains.1'2 In A1-Ag alloys it is known that the precipitate has the same orientation as the grain in which no growth takes place.3, 4 This was confirmed in the present investigation on a Cu-Be alloy. A Cu-1.79 wt pct Be alloy was solution-treated at 810°C for 2+ hr, quenched into water at O°C, and aged at 600°C for 1 hr in a salt bath. The specimen was thinned by chemical polishing and electropolishing at room temperature in a solution of H3PO4 saturated with CrOs. The foil produced was examined in a JEM 150 electron microscope operating at 150 kv. Fig. 1 shows precipitates growing on only one side of the grain boundary. Several studies concluded by various agencies (Coal Outlook, 1982; Malhotra, 1977) indicate that both the national and international markets for utility coal, which have been growing in recent years due to the uncertainties in petroleum supplies, will continue to grow in the foreseeable future. The areas where the Gemand for utility coal is projected to increase sub- stantially lie close to the midwestern coal fields, in the southeastern US, and in western Europe. Illinois has all the elements necessary to become an important exporter of thermal coal (Library of Con- gress, 1981) provided the coal is desulfurized to meet the environmental restrictions. Because of its high energy content, Illinois Basin coal, if desulfurized, has great potential for competing in the utility markets both nationally and internationally. Sulfur in coal occurs in organic and inorganic forms. The inorganic sulfur in Illinois coal is almost exclusively pyrite. The pyrite can be liberated by grinding and removed from the coal by such techniques as froth flotation. The Illinois Basin coals reportedly contain (Gluskoter and Simon, 1968) an average of 3.57% sulfur. Out of this, 2.06% is pyritic, 0.08% is sulfate, and 1.46% is organic sulfur.

Conventional methods of calculating the duty cycle of a mine hoist are awkward in that a number of items must be remembered or that they must be collected together in order to have all the calculated data in one place. A more convenient way is to tabulate all factors involved, permitting a ready evaluation of the problem. An example illustrates the convenience of such a table for either of two types of drums, cylindrical and conical. Assume the following conditions: The hoisting depth is 600 ft. Balanced hoisting is used. The weights of empty skip and ore are 6000 lbs and 12,000 lbs, respectively. Production is 3600 tons per shift. Net hoisting time per shift is six hours with a rest period of eight sec, top and bottom, per trip. Acceleration and retardation are each six sec. The diameter of the drum is seven ft; its face is four ft. The sheave has the same diameter. The equivalent effective weight of the drum reduced to rope center is 15,400 lbs. The weight of each sheave is 2100 lbs. 1 The rope is 1 1/4-in. improved plow steel weighing 2.50 lb per ft.

Bakelite is fairly widely known as a suitable material for the mounting of ore specimens, concentrates and tailings for microscopical study, but has not as yet had extensive application. It is the most suitable mount for specimens which are to be held in the mechanical holder of a polishing machine, based on that described by J. W. Vanderbilt*, which is installed in the Geological Department of the Melbourne University.Bakelite products are prepared by subjecting bakelite powder to a temperature of about 1600 C. under a pressure of approximately two tons per square inch for a period of four minutes. The shape and size of the products are governed by the use of suitably constructed dies. When the concentrate or tailing is mixed with the bakelite powder, a briquette is produced which can be polished so that the opaque minerals in the sample can be examined microscopically in the same way as in a piece of solid ore. I don't know why it is, but every one seems to have it in for us poor tool-steel men. About 15 years ago, a good-sized plant was built in Syracuse for the manufacture of cast tools of malleable iron. The promoter of the scheme claimed to have a secret, process that had been given to him by a tramp to whom he gave a lift along a dusty road. The widows and orphans invested liberally in the securities of the company without consulting the men established in the machine-tool business in Syracuse. About two years later, when the sheriff's sale occurred, the secret, which was carried on the books of the company as an asset valued at $2,000,000, brought $15 at auction. A little later another concern started on the theory of replacing scrap high-speed steel with new high-speed steel tools made therefrom. CABS - Costs and Budget System - is being developed to provide more appropriate tools to assist cost control. The most important of these tools is responsibility accounting, that is to ensure the respons- ibility for costs and budgets is placed at the lowest possible managerial level in the Company. The system design and computer techniques utilized include the use of on-line facilities for enquiry purposes plus entry and validation of data. Data base management is used to permit the complex relationships that exist between data in CABS to be defined and maintained. The system must be flexible in order to cater for organisational and other maintenance changes with minimum time delays. The major outputs of the system are reports produced in several cost dissections, by responsibility, by products by cost collection group and type of expense. A significant role in CABS has been played by users. This includes development, control and review of the system proposals in order to ensure that the objectives and requirements from all sections in the Company are met. This role has included Project Leader for the system plus a committee formed to provide formal acceptance of the system Design.

Recent publicity has focused attention on the hazard of lung cancer among uranium miners. Many mining people feel the danger has been exaggerated. Whether or not this is the case, the industry must thoroughly evaluate this potential hazard and take corrective measures to minimize the threat of radiation after-effects and to maintain the level of radiation in mines within the presently-accepted limit. The measurement and control of radon gas and its solid radioactive decay products, Po-218, Pb-214, Bi- 214, and Po-214, should be the one facet of most concern to uranium miners in any radiation control program. To illustrate the radioactivity involved with small quantities of radon gas, the activity from the decay products of five milliliters of radon gas (imagine a 5-ml vial) would be adequate to raise one cubic mile of air to seven times the recommended maximum working level of 300 [ ] (micro micro curies) per liter. This would be enough radioactivity to raise to the maximum working level a 6 x 8-ft drift which extended around the world 160 times. Obviously, a little radon gas goes a long way.

EKATI? Diamond mine is located 300km northwest of Yellowknife and 200 km south of the Arctic Circle in the Northwest Territories of Canada. The site is a remote tundra area with continuous permafrost and is in the Canadian Shield. EKATI? is the first diamond mine in Canada and is operated by BHP Diamonds Inc., which is a part of BHP Minerals. BHP Diamonds Inc. is an incorporated company based in Vancouver, BC. The mine is a joint venture of BHP Diamonds Inc. (51%), Dia Met Minerals Ltd. (29%), Charles E. Fipke (10%) and Dr. Stewart L. Blusson (10%). The mining area lies within the 10,960 ha land leases held by the joint venture. The total claim block covers 344,000 ha. To date over 136 kimberlite structures have been identified within the claim. Five of these provide the basis for the present mine plan with three others identified for future inclusion. At full capacity the mine will produce 4.5 million carats per year, approximately 4 % of world production and employ approximately 600 people, with over 33% being Aboriginal from the Northwest Territories.

Shovel bucket blast fragmentation analysis is an alternate way to assess blast performance and its effects on downstream mining processes. A camera is installed on the boom of cable shovels, and the stick of hydraulic shovels. Images are captured automatically as the shovel digs, and are processed to acquire rock size information. The automatic data acquisition makes this method safe to use with minimal manual labour. It also allows for a large set of sample data to be captured from both the surface and the interior of a bench face. The system has been deployed in several mines to provide an objective assessment of blasting performance. Images are captured from their cable or hydraulic shovels. The images are grouped into sets based on the shovel location and time to match the fragmentation to specific blasts. Blast fragmentation reports are created for each blast after reviewing the results. Measuring blast fragmentation from the shovel bucket proves to be an effective alternative for blast performance assessment with unique advantages. The blast fragmentation information has been valuable to the mines, and the mines have begun adopting it into their operations.

A dust concentration meter has been developed with Australian coal industry support for the measurement of total airborne dust concentrations capable of causing explosions in underground coal mines. The instrument, The University of Queensland Dust Meter (UQDM), measures the effective dielectric constant of a mixture of coal dust and air that is drawn between the plates of a capacitor, the capacitance of which is measured by a ratio-transformer bridge and synchronous detector system. This technique measures small changes in capacitance to approximately 1 part in 106. The unique design of the capacitor sensor permits a precise volume of coal dust and air mixture to be sampled. This arrangement overcomes difficulties inherent in optical dust measurement. The meter is portable, battery powered, incorporates data logging and has intrinsic safety approval. The operation of the meter is discussed. The system is designed to monitor dust concentrations along a coal mining face and provide concentration profiles leading to the development of suppression strategies. If data from underground tests are available, the meter's potential to contribute to establishing safe working conditions underground will be discussed. Other areas of potential application of the measurement technique are also examined.
