A conference on coalbed and coal mine methane was held March 27 and 28, 2000, in Denver, CO. The conference, organized by the Strategic Resource Institute, was attended by leaders in the coal mining and gas energy industry. The conference focused on the recovery of methane from coal beds as an energy resource and the removal and utilization of coal-mine methane (CMM) related to underground coal mining. The two-day conference discussed methane resources around the world, methods of recovery, methane markets, underground coal mining, health and safety issues and environmental issues related to methane. The consensus among the presenters is that the future looks promising for coal bed methane (CBM) and CMM.

Direct mass spectrometric determination of alcohols in the presence of hydrocarbons has not been possible because of the similarity of hydrocarbon and alcohol mass spectra. Experiments have demonstrated that by converting the alcohols to their trimethylsilyl derivatives, characteristic mass spectra are obtained free of interference from hydrocarbon ion fragmentation. Hexa- methyldisilazane is the reagent selected for the conversion, An improved method of preparing the reagent is given, Mass spectrometric determination of alcohols as trimethylsilyl ethers now is not only possible without prior separation from other materials, but the range of the room-temperature mass spectrometer is also extended to include the C10 alcohol region. Water does not interfere because it is converted to hexamethyldisiloxane, which has its own distinctive mass spectral peak, Experience indicates that other compounds such as glycols, amines, and phenols probably could also be determined by mass spectrometry of their trimethylsilyl ethers. Studies on the similar detemination of phenols in coal oils have been started, When mass spectrometry is not available, gas-liquid chromatography of alcohols before and after their conversion to the trimethylsilyl derivatives probably could be performed. The preparation and properties of the trimethylsilyl derivatives of 23 alcohols, 2 glycols, 3 amines, and 1 mercaptan are detailed. INRODUCTION During investigations by the Bureau of Mines at the Pittsburgh Coal Research Center relative to the development of Fischer-Tropsch processes, complications were encountered in the mass spectrometric analysis of alcohols in hydrocarbon oils. When it comes to processing industries, speed matters. More precisely, the faster/greater the throughput of finished product out the door, the more quickly money can flow back into the corporate coffers. In this quest for greater output, no processor can afford any weak links in the chain. Especially in the case of bulk solids operations, any one piece of equipment that slows the process down jeopardizes the profitability of the entire plant. However, one clay processor uncorked a pre-existing bottleneck by replacing its outdated separating equipment with a new design that immediately improved output.

"In April 2016, MSHA began requiring the use of continuous personal dust monitors (cPDMs) to monitor and measure respirable mine dust exposures to underground coal miners. After the cPDM’s implementation, mine operators discovered that it interfered with proximity detection systems (PDSs), thus exposing miners to potential striking and pinning hazards from continuous mining machines. NIOSH was sought out by MSHA and mining industry stakeholders to determine how the cPDM and PDS interact with each other. Accordingly, NIOSH investigated existing standards, developed test protocols, designed experiments, and conducted lab evaluations. Some interferences were observed to be caused by electromagnetic interference (EMI) from the cPDM. Results showed that there was no significant interference when the cPDM and the miner-wearable component of the PDS were separated by distances of 6 inches or greater. In this study, the cPDM and PAD needed to be at least 6 inches apart in order for them to be used simultaneously and reduce interference potential. INTRODUCTION Underground coal miners are exposed to a variety of hazards on a daily basis such as coal dust exposure, high noise levels, roof and rib falls, the potential for fires and explosions, and operating and working with heavy machinery. One of the hazardous jobs is operating or working nearby a continuous mining machine (CMM). According to Mine Safety and Health Administration (MSHA) statistics, 40 miners have been fatally struck or pinned by a CMM since 1984. In an effort to prevent future striking and pinning fatalities from occurring, proximity detection systems have been developed and are required on all operating CMMs in underground coal mines, with the exception of full-face CMMs, by 2018 (1,2). Proximity detection systems (PDSs) are designed to alarm miners and stop machine motion in order to protect miners from being struck, pinned or crushed by CMMs(3). Currently, MSHA-approved PDSs, installed on CMMs, are based on the principle of magnetic flux density (B-field) (4,5). The system generates a magnetic field around a CMM and determines the relative distance a miner is from the CMM based on a detected magnetic flux density. A PDS typically consists of multiple magnetic field generators mounted at different places around the CMM, and personal alarm devices (PADs), which are worn by the miners to detect the magnetic flux density. When a miner, wearing a PAD, gets closer to the machine, the PAD detects a stronger magnetic field from the generators and detects a weaker magnetic field when a miner moves away from the machine. The magnetic field generators installed on CMMs typically produce modulated magnetic wave signals at frequencies between 10 kHz and 120 kHz. The magnetic fields are measured by three small magnetic coil antennas mounted on orthogonal axes inside of the PAD worn by the miner. According to Faraday’s Law, the changing magnetic field induces a voltage in each coil antenna, and the voltage values are transmitted from the PAD back to a controller on the CMM wirelessly, typically at a frequency between 400 MHz and 2.5 GHz. These values are then used to determine the distance between the miner and the generators of the machine. Typically this information is used to determine when a miner wearing a PAD is in a warning zone or stop zone which would trigger different alarms and actions such as slowing the machine down or stopping it."

The precious metal mining industry in Nevada handles and generates a certain amount of hazardous materials and waste on a regular basis. These products range from processing material additives to wastes from laboratory testing, heap leaching, and hydrocarbon treatment and disposal. The volume of materials and wastes is dependent upon the amount of ore processed. Handling, treatment and disposal is dependent on the type of material handled and the waste generated. Owing to the health and safety concerns and due to the existing regulations that control handling and disposal of hazardous materials and wastes, the mining industry is obligated to comply with all applicable requirements for proper handling of these products. Plus, in an effort to minimize any impacts from this effort, the industry is continually looking for alternative methods to accomplish these requirements and to also minimize costs. This paper will discuss the general, and in some cases the specific conditions, by which the industry is coping with the issue and efforts to minimize any impacts from handling, treatment and disposal for hazardous materials and wastes. The subject of compliance with the Toxic Release Inventory (TRI) requirements and bio-treatment of wastes and other technologies will be discussed.

"Float coal dust is produced by various mining methods, carried by ventilating air and deposited on the floor, roof, and ribs of mine airways. If deposited float dust is re-entrained during a methane explosion, without sufficient inert rock dust quantities, this float coal dust can propagate an explosion throughout mining entries. Consequently, controlling float coal dust is of critical interest to mining operations. Rock dusting—adding inert material to airway surfaces—is the main control technique currently utilized by the coal mining industry to reduce the float coal dust explosion hazard. To assist the industry in reducing this hazard, NIOSH’s Pittsburgh Mining Research Division (PMRD) initiated a project to investigate methods and technologies to reduce float coal dust in underground coal mines through prevention, capture, and suppression prior to deposition. Field characterization studies were performed to determine quantitatively the sources, types, and amounts of dust produced during various coal mining processes. The operations chosen for study were a continuous miner section, a longwall section, and a coal handling facility. For each of these operations, the primary dust sources were confirmed to be the continuous mining machine, longwall shearer, and conveyor belt transfer points, respectively. Respirable and total airborne float dust samples were collected and analyzed for each operation and the ratio of total airborne float coal dust to respirable dust was calculated. During the continuous mining process, the ratio of total airborne float coal dust to respirable dust ranged from 10.3 to 13.8. The ratios measured on the longwall face were between 18.5 and 21.5. The total airborne float coal dust to respirable dust ratio observed during belt transport ranged between 7.5 and 21.8. INTRODUCTION During the extraction of coal, various dusts are produced that can be classified into two categories of interest: respirable and float coal dust. Respirable dust (diameter 10.0 = µm) has the capability to penetrate beyond the terminal bronchioles and become deeply embedded into the human lungs, leading towards respiratory disease complications (Potts et al., 1990). Float coal dust is defined as coal dust having a diameter less than 74 µm (Harris et al., 2009). During the mining process, float coal dust can be deposited on the floor, roof, and ribs of mine airways. With the proper mixture of methane gas (between 5% and 15%) and an ignition source, a methane gas explosion can occur (Barker and Humphreys, 1996). The resulting explosion can develop a pressure wave which lifts the deposited float coal dust material into the air, propagating a disastrous coal mine explosion (Harris et al., 2010). The current technique to safeguard against the propagation of a coal mine explosion is to treat the mine airways with incombustible rock dust (typically limestone), maintaining an 80% total incombustible content of the deposited material. NIOSH initiated a project to investigate control technologies that could be aimed at reducing the amount of float coal dust allowed to deposit in the mine airways using three approaches: prevention, capture, and suppression prior to deposition. Reducing the float coal dust being generated during the mining processes and capturing or suppressing airborne float coal dust prior to deposition would in turn increase the efficiency of the applied rock dust used to prevent mine explosions."

"Paste Technology has some advantages comparing to other surface disposal methods. With this method, it is possible to pump high concentrated solid materials to very long distances without segregation problem. However, it is known from Literature that pumpability of materials is completely related to rheological properties of the materials. For this reason, in this study, the rheological parameters (e.g. yield stress and viscosity values) of the paste material prepared from Pb-Zn tailings at various solid ratios (60-85%) were obtained in order to determine the pumpability of the paste material. Additionally, slump tests, which are usually used in mining industry, was carried out. Finally, regression analysis was made between the slump values and rheological parameters of the paste material to find a correlation between two independent parameters. The results showed that there is a great correlation between the slump values and the yield stress of the material. On the other hand, there was no correlation with viscosity: ty=430.28-16.877Sv (R2= 0,94; ty: Yield Stress (Pa), Sv: Slump Value (cm)). Based on the results obtained from this study, it can be clearly concluded that the slump values obtained from a simple test can be used to predict yield stress values of paste materials. INTRODUCTION Recently, surface disposal of mining tailings has become one of the biggest problems in mining industry in terms of environmental issues. Therefore, several researches have been focused on this subject in order to find a best solution or method for this problem. These studies showed that paste technology has some advantages compared to other conventional methods. Tailings thickened to the extent show no segregation of particles during transportation, and relatively small amount of settling occur post-deposition which are often called “paste” (Cincilla et al. 1997). Paste tailing technology has two applications in the industrial area as underground paste fill and surface paste disposal. Paste tailing technology was first started to be used in Grund mine, Germany in the late 1970s (Grice, 1998). Process tailing material, water and - if needed - cement materials, which are the components of the paste, must be blended to obtain a homogenous mixture suitable for pumpability. Consistency behavior of the paste material is determined using a conventional sedimentation cone concrete test (slump). Meanwhile, the slump value of the paste must be between 200 and 250 mm for surface applications (Newman et al., 2001). Additionally, in the case of underground paste system, the optimum slump value must be between 150 and 200 mm. On the other hand, the water content and density of paste at certain slump value change depending on the amount of fine particles in the tailing sample. While moisture of the material will be high, its density will be low because of surface area of particles which increases with decrease in particle size (Meggyes and Debreczeni, 2006). For pumpability of the paste to long distances, slump value of the paste must be good enough to be accepted for use of surface paste disposal. Paste material has a yield stress because they show non-Newtonian behavior and generally is classified as a Bingham plastic fluid. (Cooke, 2008; Theriault, 2003). In addition, the appropriate viscosity value of the paste along with the yield stress must be between 100 and 250 Pa (Bascetin et al., 2013; Bascetin et al., 2014; Bascetin et al., 2015)."

The first 17 reports covered fiscal years; however, the 18th report3/ covered the 18 months from July 1, 1952, to December 31, 1953, to permit the publication of this and subsequent reports on a calendar-year basis. Most of the material in this report relates to publications by Bureau authors issued during the reporting period. Some work is referred to on which the results have not yet been published or may not be published for security or other reasons. In a few instances publications are mentioned that were issued before the reporting period but were not included in previous reports. Further details on the published work described herein may be found in the publications cited in the footnotes. Research and technologic work on coal by the Bureau is directed toward developing and encouraging increased conservation of coal resources through safer and more efficient mining, preparation, and utilization. Significant advances were made during the year in these fields, particularly in coal-mine safety and in preparation and utilization of the various ranks of coals.

"Since the establishment of froth flotation as an effective method of mineral beneficiation there has been both academic and industrial interest in the levels of the various reagents required to perform the desired separations. Academic interest was spurred by a desire to understand the mechanisms involved - industrial interest by a need to improve the efficiency of the process. These efficiency improvements can take two forms: cost reductions due to reduced reagent consumption and/or improved separation efficiencies. The latter are indicated by either improved grade-recovery relationships for removal of a valuable mineral from gangue, or improved separation of two similar valuable minerals.The processing of lower grade ore bodies at higher tonnage rates has necessitated increased interest in both reagent consumption and metal recovery. Furthermore, the development of accurate and functional on-stream analysis equipment in the 1960's and 1970's has allowed for a better understanding of the dynamic processes involved in a flotation circuit and has required a more concrete statement of the relationships and reactions between the minerals and chemicals in the flotation pulp. Development of these relationships is necessary in order to make use of on-stream analysis to control the process at, or near its more efficient level."

The current emphasis on energy needs in the United State sand abroad has placed an increased demand on the coal mining industry. The United States is fortunate to have abundant coal reserves. However, coal mining techniques and technology have not kept pace with the increased demand for coal. Consequently, coal mining in the United States continues to be one of the most hazardous industries. One of the daily hazards faced by coal miners is the sudden and unexpected occurrences of roof falls. The research program described in this final report focuses attention on the problems of unstable roof conditions in coal mines and describes prototype equipment which, with further development, has potential of being able to warn miners of impending roof falls in mines. Westinghouse Electric Corporation, Geophysical Instrumentation Systems Group was awarded a contract to develop and test a microseismic roof fall warning system based on general specifications derived from earlier Bureau of Mines research [1], [2]. During the first year of this two year effort (Contract H0242045) the electronic monitoring systems were de signed and built while the second year of the contract was devoted to equipment field testing in working coal mines.

"Placer Dome (CLA) operates the 90-year-old Dome Mine, in South Porcupine, Ontario.The milling operation currently processes 5 million tons of ore per year, from both the underground and Open pit mining operations, producing 320 000 ounces. The milling process is conventional crushing and grinding, with gold recovery by gravity followed by leach/CIP.Cyanide tailings are impounded in a large (325 ha) tailings area where cyanide is allowed to degrade naturally. Effluent is discharged seasonally during the summer and early fall months to maintain site water balance. Pond water is reclaimed for sole use within the mill process.In 1995, an Effluent Treatment Plant (ETP) was constructed for the purpose of removing dissolved metals and suspended solids. In 1997, an INCO S02/Air cyanide destruction module was added.During this time period, the treated effluent often failed toxicity tests required by the Ontario MISA Regulation, even though effluent chemical parameters were below permit limits. Two studies identified ammonia as the toxicant to Rainbow Trout, and free copper as the toxicant to Daphnia magna.From a literature study, and contacts within the Ontario Mining Association, the use of chelation as a final end of pipe treatment step to render any remaining free copper and metal fractions biologically unavailable was considered. Lab and plant scale tests followed.During the 1999 ETP operating season, the addition of the chelant EDTA (ethylene-diamine-tetraacetic-acid) commenced. To date discharged effluent has passed all toxicity tests.The paper will review the effluent treatment history, current effluent treatment plant operation, and detail the use of EDTA for successful toxicity control.History of Tailings Deposition, and Effluent Treatment From 1910 to 1995Over it’s ninety years of operation, the Dome Mine milling circuit has changed from the original 1910 stamp-mill mercury plant, to today’s modem 14 000 ton per day automated gravity and Carbon in Pulp based plant.By the 19803, a modern mill was operating on mainly underground mined ore. The plant was operating at some 3 800 tons per day, using fairly conventional processing routes.The number 4 tailings dam was being used for tailing’s deposition.All effluent treatment was by natural degradation of cyanide. Discharge was from decanting type structures during the summer months only, maximizing the use of natural degradation no tailings effluent was recycled for Mill use."

Over the last four decades, barrettes have been ever-increasingly adopted as the foundations for tall buildings and heavy infrastructure projects all over the world. Many findings have been gained from practical applications and theoretical researches. In this article, a collection of literature is reviewed on the installation effects and load-carrying behaviour of barrettes derived from field and laboratory tests and theoretical studies. It covers many aspects, such as the ground deformations and stress changes caused by the installation of barrettes, the shaft resistance mobilisation behaviour, the construction effects on the shaft resistance, and the effects of pile spacing, pile shape and pile group layout on the load-carrying behaviour of barrettes.

System simulation is an increasingly popular technique for analyzing and improving existing as well as newly designed underground mining operations. An engineering firm that specializes in simulation helped a major metals producer build a long-range planning model of an existing underground mine. Subsequently the team adapted this model to assess technology alternatives in the design of a new mine. The two models differ in the level of detail used for modeling the development process. This paper discusses the differences in approach between the models along with the experiences gained and challenges faced during the construction and use of the models.

The Rasmussen Ridge phosphate mine is owned by Agrium CPO and operated by a unit of Washington Group International. The mine, located in southeastern Idaho, received the Idaho Inter-Agency Reclamation Award from the Idaho Department of Lands. The phosphate mine, located northeast of Soda Springs, was honored for “Excellence in Ongoing Operations, Soft Rock Mines over 75Acres.” Charles Ross is Agrium CPO’s plant manager. He said, “We are honored to receive this award. This recognizes the commitment and dedication of our employees toward the protection of the environment. I am really proud of the people that work at the mine.”

Research and development has been carried out on the patented Dynamic Rock Anchor, tradenamed DYNA-ROK and DYNA-ROK PLUS Anchors, which are manufactured and marketed by Ingersoll-Rand Company. This paper will present the results of field testing of this revolutionary new concept in ground control. Geologic conditions will be described where the plastic sleeve of the DYWA-ROK anchor alone is sufficient to provide anchorage and also, where in softer ground conditions, the DYWA-ROK PLUS is applied. The rationale for making the decision as to the type of fixture to be employed, the length of plastic tube to be used and the quantity of resin are explained. Pull test data will be shown from eight different coal seams in the Eastern United States where the product has been installed.

"Very seldom is it possible when contacting a gas with a slurry to measure the dissolved gas concentration in the slurry, and even were it possible, seldom are equilibrium data available with a suitable Henry’s law constant.In general, by assuming a reasonable value for the dissolved gas concentration in the slurry and a corresponding equilibrium gas partial pressure P*, Kga values can be calculated for the pilot plant and scaled up. Then, with the same P* value at various reaction conditions, a mixer can be designed which is quite satisfactory, having a reasonable design factor for full-scale performance.We will take as an example a slurry of a known solids composition and use a continuous 4 tank system. By assuming a percentage saturation of the dissolved gas in the first tank, the dissolved gas concentration can be obtained in the other three tanks. It usually is possible to measure the off-gas composition in each of the 4 tanks. If the top of the tanks is connected in the form of a multi-compartmented horizontal autoclave, then a modified top off-gas composition in each compartment must be used."

In recent years a major part of this research has been concerned with the use of linear superposition. This technique relies upon the assumption that all the holes in a blast produce identical vibration signals. Magnesium alloy forgings offer higher and more uniform mechanical properties than heat treated magnesium alloy castings and are used principally for light weight parts that may be stressed in fatigue or subject to impact loads, or where space limitations do not permit the use of the necessarily bulkier magnesium alloy castings. Compositions and Properties of Magnesium Forging Alloys The nominal compositions and properties of the principal commercial magnesium forging alloys are given in Table 1. The two that are most commonly used are AMC58S and AM65S. The former has the highest strength and is, therefore, employed for heavy duty applications. However, the forging of this alloy and of AMC57S ordinarily requires the use of slow speed hydraulic presses. The forging alloy AM65S combines good, although somewhat lower, mechanical properties with excellent forging characteristics. This alloy can be forged on hammers, upsetters, rolls, and mechanical presses, as well as on hydraulic presses. These characteristics make it particularly useful for many applications. Manganese Segregation in AM65S The alloy AM65S contains 5 pct tin, 3 1/2 pct aluminum, and a small amount of manganese, the manganese being added to insure satisfactory resistance to corrosion. Some manganese segregation was occasionally encountered in this alloy. In many applications, such segregation is of no particular consequence, but when forgings are acid dipped prior to the application of various chemical coatings, the segregated particles of manganese constituent may stand in relief. The resultant surface roughening may impair appearance and is undesirable in forgings employed in the textile industry, where very smooth surfaces are essential to avoid the catching and breaking of fine threads. An effort was therefore made to determine the cause of manganese segregation in this alloy and find a method for its elimination. Radiographic examination of a series of cast ingot sections and extruded samples of the AM65S type having manganese contents ranging from zero to about 0.7 pct revealed no appreciable manganese segregation when the manganese was less than about 0.4 pct. A small amount was observed with a manganese content of 0.46 pct and considerable with manganese contents of 0.6 pct or higher. Attempts to eliminate the manganese segregation by variations in the melting and casting conditions were unsuccessful and it soon became apparent that the trouble was attributable to the fact that the manganese contents that caused segregation were in excess of the amounts that would remain in solution at temperatures encountered in the melting and/or casting operations prior to the complete solidification of the ingots. A knowledge of the amounts of manganese that would be soluble in molten alloys of the AM65S type at various temperatures was obviously desirable. The liquid solubilities of manganese in binary Mg-Mn alloys and in Mg-Al-Mn and Mg-Zn-Mn alloys have been determined by Tiner and others,* but no data on the solubility of manganese in molten magnesium alloys containing tin and aluminum are given in the literature. For this reason, an investigation to determine the solubility of manganese in a magnesium alloy containing 5 pct tin and 3.5 pct aluminum (AM65S type) was undertaken.

Introduction A number of processes for deriving more convenient liquid and gaseous fuels from coal are commercially available or in final stages of development. Generally, synfuels from coal processes have efficiencies ranging from 50 to 70%. Considerable engineering design and development work are necessary to bring forth commercial plants using the various technologies-but technological breakthroughs are not expected or needed. Gasification While a variety of solids handling, gas contacting, and gas quality upgrading techniques may be employed in the various gasification processes, the primary goal is the same-to convert a sulfur-containing solid to an essentially sulfur-free gaseous product. The gaseous product may be a mixture of hydrogen and carbon monoxide with nitrogen. Definitions are not rigorous, but high-Btu gas is generally over 900 Btu/scf(33 534 kJ/m3) and low-Btu gas is generally below 350 Btu/scf(13 041 kJ/m3). Medium or intermediate gas falls between these values. High-Btu production is more difficult, as it requires additional upgrading of a low- or intermediate-Btu gas stream to produce a commercially acceptable product. The carbon/ hydrogen ratio is adjusted either by rejecting a portion of the carbon, increasing the hydrogen, or a combination of both. The chemical processing steps include production processing gas containing carbon oxides and hydrogen by the reaction of carbon and steam (gasification); reaction of hydrogen and coal to form methane (a hydrogasification process); reaction of hydrogen and carbon monoxide to produce methane (methanation); and the removal of impurities. The gasification processes share a number of common techniques. The coal received at the plant site must be further cleaned and crushed or ground before it can enter the gasifier. Conventional cleaning methods are used to remove extraneous materials such as metal, rocks, etc. For some processes the coal must be finely ground so it may be fluidized or entrained in a flowing gas stream. For other processes crushing and sizing only are required. Agglomerating coals may be pretreated by heating, mild oxidation with air, or other procedures to assure smooth gasifier operation and to avoid reactor plugging. Nonagglomerating coals Such as lignite and subbituminous coal normally do not require pretreatment. Feeding a solid material such as coal to a higher pressure reactor is a difficult task. Dry feeders using a series of pressurized lock hoppers, or wet systems in which a slurry is pumped into the reactor, are used. The gasification step is the heart of the process. Here, the solid feed material is contacted with synthesis gas (carbon monoxide and hydrogen). The coal is devolatilized and a portion of the fixed carbon converted to methane. The gas-solids contacting methods used include fixed beds, fluidized beds, moving beds, entrained beds, and free-fall systems. The gasification process, overall, is endothermic and the heat required to maintain reaction rates is usually supplied by burning a portion of the coal feed. External heat sources such as electric resistance heating, molten salt or solid heat carriers, and the introduction of a hot hydrogen stream also have been tested. Following the gasification step the particulate materials and heavy hydrocarbons contained in the reactor effluent are removed by a water quench and solids separation system. If low-Btu gas or synthesis gas is the desired product, the raw gas is scrubbed to remove carbon dioxide and sulfur compounds and then is used directly. Discussion by A.E Agnew Strachan's paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan's use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan's important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6).
