Drilling activity in the eastern interior coal basin, which includes Illinois, southwestern Indiana and western Kentucky, decreased greatly in 1931. Only 521 wells were drilled as compared with 1438 in 1930.' The decline in oil production (Fig. 1) was due partly to the failure of new production to make up for the natural decline of the old wells and partly to artificial curtailment of production to meet a decreased demand. During the year prices trended sharply downward until July, after which they made a partial recovery (Fig. 2). The average price of Illinois crude, which is the same as that for southwestern Indiana, was $0.852 per barrel in 1931 as compared with $1.616 in 1930, or slightly more than one-half. The cost of drilling has declined only slightly. The 25 per cent curtailment of production which was adopted by agreement of the southeastern Illinois operators on Sept. 1, 1930, ended on June 3, 1931. It was effective for five months in 1931 as compared with four months in 1930. The outlook for 1932 is for drilling activity in the whole area to continue at about the same rate or to decrease somewhat unless it is stimulated by a substantial rise in crude oil prices or by the discovery of extensive new productive territory. Discoveries of new productive areas and new sands during the year were few. A new gas area was discovered early in the year in Busseron township, Knox County, Indiana, in which the producing sand is in the Pennsylvanian at depths of 630 to 730 ft. The wells had a total initial open-flow capacity of 7 or 8 million cubic feet per day but are shut in for lack of marketing facilities. An exceptionally large gas well which was drilled in Gibson County between Oakland City and Francisco reached a total depth of 1490 ft. and produced from the Brown sand of Chester age. The initial open-flow capacity was reported as 13 million cubic feet per day. In western Kentucky a number of extensions to oil and gas-producing areas are reported. In the states east of the Mississippi River, oil field operations were generally restricted during 1927. Active drilling was chiefly confined to the flood district of Bradford, and to the new areas in western Kentucky, Michigan, and southwestern Indiana. In spite of the general depression, production increased in every state, except Illinois. This unexpected increase is. due to several factors. First, in 1926 there was little flush production outside of Illinois, and the decline 'curves in all states are exceedingly flat. Second, the floods in Bradford, Pennsylvania, and Allegany County, New York, proceeded normally and increased production in those states for the fourth consecutive year. Third, new pools in Kentucky, Indiana and Michigan gave important flush production. Fourth, the general unsatisfactory market forced the operators to scrutinize carefully all their operations and improve efficiency and production in all possible ways. Increases amounted to approximately 2,000,000 bbl. Illinois lost, 900,000 bbl., leaving a net gain for the states east of the Mississippi River amounting to 1,100,000 bbl., or a total 40,268,000 barrels. Pennsylvania and New York In northern Pennsylvania and southern New York, the principal activity centered in the districts where flooding is being used to increase the recovery from the old districts. Once started, the flood cannot be shut off. The producer must drill wells and take his oil on schedule, or irrevocably lose it. Accordingly, in face of an adverse market Bradford and Bolivar operations increased 24 per cent. This area furnished more than 40 per cent. of the oil wells completed east of the Mississippi River last year, although the average initial production was less than 2.5 bbl. Unlike all normal fields, this production increases for several months until water appears in the well. For this reason, these wells will produce much more oil than would appear probable from the statement of initial production. The paper describes a machine developed for the purpose of concentrating clear optical grade fluorspar crystal from a feed material containing less than 1 pct impurities. The principle of concentration is based on the fact that in a liquid having an index of refraction equal to that of fluorite (n — 1.434) clear crystals are invisible, whereas crystals containing occluded impurities absorb a part of the light. As the crystals pass through a light beam, undesired crystals give themselves away by creating a shadow on a photoelectric receiver. .The shadow is converted by the photoelectric cell into an electric pulse. An electronic circuit amplifies this pulse and commands the operation of a mechanical concentrator. Hp HE crystal laboratory, Dept. of Physics, Massa--*- chusetts lnstitute of Technology, was confronted with the problem of obtaining a supply of optical grade calcium fluoride (CaF,) for use in growing synthetic CaF, crystals. A search of the known fluorspar deposits did not indicate that any quantity of optical spar could be obtained. Even the best material had to be sorted by hand to remove impurities. The process for growing CaF, crystals developed by Professor D. C. Stockbarger of the Dept. of Physics, M.I.T., necessitates very pure feed materials. Exclusion of impurities is required, even in amounts detectable only spectrographically. The impurities occurred as minute inclusions of SiO,, BaSO,, CaCO,, FeS2, water or air. Crystals up to 4 in. in diam and weighing several pounds are made by the Harshaw Chemical Co. in Cleveland. Since the time required to grow a 4-in. crystal is about one week, and since the cost of manufacture is high, removal of impurities by any concentration method appeared practical. The mineral engineering section of the Dept. of Metallurgy undertook to investigate the possibility of concentrating clear optical fluorspar, —4 mesh + 10 mesh, from a feed containing over 99 pct CaF,. Various innovations of the known methods of concentration were considered, but in each case the minute amount of impurities associated with the crystal produced such extremely small differences

"Gearless mill drives (GMDs) are the workhorse in the mineral processing industries, more specifically when it comes to grinding crushed ore and cement (in various production stages) in semiautogenous (SAG) mills and large ball mills. They are renowned for their excellent reliability and robustness, long lifespan, and little need for maintenance, and thus yield a low total cost of ownership (TCO).A GMD represents a major investment for a mineral processing plant, and its availability is pivotal for the grinding process. As a basic rule, shut-down periods are to be minimized, but even much more important is that unscheduled shut-downs be avoided. In this contribution, we will present a portfolio of innovative remote diagnostic that consist of the following three key components:1. Trouble shooting is a form of corrective maintenance and is based on state-of-the art remote access technology, thus enabling highly skilled engineers to access the current sensor readings anytime and from anywhere in order to resolve urgent problems together with the GMD user.2. Periodic maintenance reports are a form of preventive and predictive maintenance and aim at continuous improvement based on long-term historical records and analyses of multiple measured signals. These detailed reports highlight the health and operational status of the GMD and are periodically (e.g. 3 months) submitted to the customer.3. Remote condition monitoring spans across preventive and predictive maintenance and is based on continuous recording and automatic analyses of relevant signals using advanced algorithms. The main issue is how to handle the enormous flood of data in an intelligent manner. The results of these analyses are made available to both the GMD user and supplier in real time in order to increase the availability and reliability of the GMD.In this paper, we consider various parts of the GMD, e.g. the cycloconverter, the ring motor, the auxiliary devices (e.g. cooling and lubrication systems), and also phenomena related to the mill itself (e.g. state and quantity of charge). The signal analysis techniques range from simple threshold-based analyses to complex time and frequency domain analyses. We will illustrate the benefits of the proposed approaches with some selected examples."

"The subject of Grinding Media is perhaps still quite controversial. Many people will state today that the spherical ball is the only way, and also will state that this was settled long ago others are not so sure, and I am in this second category. Over the years there have been many changes in grinding and in our evaluation of grinding media we should always be ready to review the overall situation at regular intervals. There is quite a lot of inertia in all branches of Hineral Dressing and this is particularly true of grinding or, more correctly, comminution.In order to understand some of the things which are done today, and to understand some of the thinking on grinding, it is desirable to go back some sixty years and trace the developments in comminution. In doing this we should consider perhaps three general categories with respect to daily tonnage. An arbitrary division would be under 500 T.P.D., 500-5000 T.P.D., and large operations which might have several parallel units, each with a capacity of about 5000 T.P.D. For the future, in the broad picture, this last category will be the important one because we will be more and more dependent on large-tonnage low-grade operations for most of the metals of the future. Some such division is necessary because the daily tonnage will have a very great effect on what we can and cannot do. It is also necessary to consider the entire flowsheet, and to remember in particular that grinding is not merely to make small particles but is also a conditioning process, to prepare the materi.al for the process which follows. The relationship of crushing to grinding must also be considered. It is logical to include the liners as part of the grinding media and we should try to distinguish between the wear of grinding media and the consumption of media by corrosion. Finally, the whole question of grinding media should be examined in relation to the possibilities of using some form of autogenous grinding."

HENRY TRAPHAGEN, * Toledo, Ohio (written discussion t).-The occurrence of flakes in steel is a perplexing problem, if we consider this condition as a disease rather than a symptom. But if considered as an exaggerated phase of a common disease, flakes will be recognized as old and well-known enemies. I have frequently found flakes in open-hearth steel, converter steel, and even electric steel; and not only in the so-called alloy steels but in dead soft 12-point carbon castings. In fact, I have some twenty flaky test bars that came from a foundry that manufactures converter steel castings. The physical characteristics of such material are striking in their constancy, for the yield point and elastic limit are always high, the elongation is variable, and the reduction of area is nearly always negligible. Soft steels of this kind can easily be bent to an angle of 150° and the only bad symptom is the appearance of incipient cracks on the surface; when the carbon exceeds 30 points, the bending qualities are seriously affected; and when the carbon reaches the neighborhood of 50 points, the bars are generally pulled short. The elongation is peculiar in that it seems to take place along the whole length of the bar, giving a crinkly appearance such as is found in cast brass and monel metal. Of course, this elongation only takes place in the softer varieties of steel. I have stated that flakes in steel represent exaggerated symptoms of a common disease, and that disease is the presence of higher oxides of iron. In every instance that has come to my attention, this condition is coexistent with the presence of oxides in some form. In open-hearth practice when this condition occurs, almost invariably it will be found that the metal has been loaded with ore or that tons of rusty turnings were being melted. In converter practice, one of three conditions is nearly always present: bad cupola practice, the use of oxygenated pig iron, or faulty tuyeres. With the electric furnace, my experience is quite limited, but the few examples of flaky electric steel that have come to my notice were made from a charge of turnings and low-grade light scrap.

Isothermal annealing of quenched Fe3Al reveals that the superlattice forms by the nucleation and growth of ordered domains. The activation energy for isothermal ordering and initial domain growth is -29 keal per mole, which is thought to he the activation energy for vacancy migration. Domain growth, in the absence of excess vacancies, has an activation energy of -100 keal per mole. A maximum in the hardness is observed when the structure consists Of ordered domains, -35-4 in size, growing into a short-range ordered matrix and, also as a function of degree of order, S, with an infinite domain size at S = 0.4 to 0.5. It is proposed that both maxima are due to a transition from deformation by unit dislocations to deformation by superdislocntions. FE-AL alloys containing more than -23 at. pet Al, when quenched from above the critical temperature for the Fe3A1 type of order, always contain the maximum possible amount of FeAl (B2) type of order' (see Fig. 1). Thus when the Fe3A1 superlattice forms, in a 25 at, pet A1 alloy, it does so from an imperfect FeAl structure. The formation of the Fe3Al superlattice has been the subject of several recent X-ray,1, 2 electrical-resistivity,3"6 and dilatometric3 investigations. McQueen and Kuczynski3 concluded that the isotherma1 ordering of Fe3Al, after quenching from 800°C (T,, the critical temperature for order, is 55O°C), takes place by the nucleation and growth of ordered domains. However, Feder and Cahn4 found that the isothermal ordering was complex but more like a homogeneous nucleation process than a nucleation and growth process. Lawley and Cahn2 reported that the degree of order is a continuous function of temperature which is a characteristic of a homogeneous nucleation process. Thus, the evidence is conflicting as to the nature of the Fe3Al ordering reaction. Lipson7 was the first to suggest that ordered domains should exist in the Fe3A1 structure since, as

An economic geologist is concerned primarily with finding deposits of economic value, estimating their tenor and quantity, their shape and position. Thus the primary problems can largely be lumped under three headings: position, character and quantity; and all three are phases of the broader problem of genesis. Distribution, tenor and quantity are of immediate practical importance and are studied constantly by all who exploit mineral deposits. Although the emphasis changes from year to year, the problems of genesis seem more remote and rarely get the serious consideration from the field man that the other three do. Our understanding of the problems of the genesis of mineral deposits has come largely as a by-product of more evidently utilitarian work in the past, and probably will continue to grow in the same manner lor many years to come. However, it might be economically fruitful for the producers to have many competent investigators spending their time chiefly on the problems of genesis of mineral deposits. Many years ago, when first engaged in work for the United States Geological Survey in Colorado, I expressed a conviction which was just then dawning on me by saying that economic geology was turning out to be 80 per cent structural geology, to which Mr. B. S. Butler replied, "Yes, and more than 80 per cent of structural geology is lithology." At the present time there seems to be a widespread feeling among economic geologists that the problems of position or distribution are largely problems of structure and rock types. Types of Research Ptesearch in any branch of geology can be conveniently divided into two types: field research and laboratory research. Ideas are usually dug up in the field, pruned or developed in the laboratory, and taken back to the field for proving. For either the first or last step the field data should he as complete as possible, and the structural geology of nearly all our mineral deposits still needs more detailed delineation. In general, this means mapping on larger seales. Ideally the structural map should give a factual picture of a11 visible effects of stress; there is still room for vast improvement in the technique of presentation. Information that is much

DEFORMATION twinning contributes to the plasticity of titanium and has been reported on {10i2}, {1121},{11221}, {1123}, and {1124} planes.' Twinning on {1011} has also been reported in commercially pure titanium as a result of quenching from 1000', but no reports of such twins occurring as a result of deformation alone are known to the authors. In this study single crystals grown from iodide titanium were compressed parallel to the c axis over the temperature range 25 to 800°C. From it has come evidence that (10il) deformation twins are the most common type between 400" and 800°C. Crystals about 6 mm high with a rectangular cross section measuring about 3 by 4 mm were used in the tests. Chemical analyses showed them to contain 220 to 250 ppm 0 arid 10 to 15 ppm N. The long axes of the crystals were made parallel to the c axis while the sides were parallel to (i100) and (1120), as shown in Fig. 1. The crystals were compressed between polished alumina platens with no lubrication, in a vacuum of 2 x lom5 torr. Between 25' and 300°C the predominant twinning mode was (11221, which is to be expected for this stress state. There was an abrupt change at 400°C, however, and from that temperature up to 800°C twinning took place almost entirely on (10i1 ). Twin planes were determined by the two-surface rnethd. Measurement of the crystal orientation within several (10i1) twins by means of polarized-light4 and transmission electron microscopy showed that the lattice reorientations were the same as those previously reported for the (10i l ) twinning in magnesium.' This reorientation is consistent with The calculated (10il ) twinning shear for titanium is 0.10, while that measured from surface offsets on a (1150) face, which is parallel to the shear direction, was about 0.15. Slip within the twins, or in the matrix adjacent to the twins, probably accounts for the larger measurement. Slip in both locations was judged to have occurred from observations on foils in the electron microscope.

ALTHOUGH enormous tonnages of sulfide lead and lead-silver ores are treated by flotation, the products of flotation mills treating oxidized ores of lead and silver are almost negligible. However, each year there is a slight tonnage increase, and it is possible, should a sizeable oxidized lead ore tonnage be developed, the field will become an important one. In 1918, the Shattuck-Arizona Copper Co. erected a plant at Warren, Ariz., for the treatment of oxidized gold-silver-lead ores. Glenn L. Allen worked out the metallurgy for this plant, employing tabling, followed by flotation concentration. The Shattuck-Denn Mining Co., successors to the Shattuck-Arizona Co., now employs straight flotation in the same mill, treating about 200 tons daily. In 1922, the San Diego mill of the American Smelting & Refining Co., in the Parral district, Chihuahua, Mexico, started operating a 600-ton mill on a mixed sulfide-oxide gold-silver-lead ore. Tables and flotation are used here, and about 200 tons of oxidized slime treated by flotation. In 1923, the Eureka Holly Mining Co. started operating a 90-ton mill at Eureka, Nev., using tables and flotation, on an oxidized lead-silver ore. In 1924, the American Smelting & Refining Co. started a 250-ton mill in northern Peru, to treat a high-grade oxidized gold-silver ore with very low lead values. In 1924, the Grand Central Mining Co. started a 200-ton flotation mill on old oxidized gold-silver-lead tailings at Fairbank, Ariz. In 1926, the Compania Internacional Minera, a subsidiary of the Union Corporation of London, started a 250-ton flotation mill on oxidized lead-silver ores, and during April of this year, the Phelps-Dodge Corpn. will probably start a 250-ton mill at Warren, Ariz., on oxidized lead-silver ores, similar to those being treated in the Shattuck-Denn mill. METHODS All of these mills use sodium sulfide for filming the oxide minerals, with the possible exception of the North Peru mill, and all use oily reagents. The total tonnage of strictly oxidized lead-silver ores concentrated by flotation is probably less than 2500 tons daily. The following figures give the various types of ores being treated:

Fox perhaps one hundred years scientists have been engaged in attempts at devising a satisfactory method of classification of coal. During this time many charts, tables and graphs have been proposed, some of which have had considerable merit, but no one system has been found to be applicable to all ranks of coal, nor has any one system received general acceptance. In many of the proposals, water eliminated between room temperature and 105° C. has been regarded as extraneous matter and calculations have been made to the air-dry or water-free basis. Such methods of. calculation do not lend themselves to satisfactory grouping of the high-moisture coals.1,2 A consideration not only of the properties of the high-moisture coals and their behavior on drying but of the generally accepted ideas of the coalification process and the role of water in this process indicates that water is an essential constituent of all coals and therefore should not be neglected. For example, in such low-rank coals as the lignites of the Northern Great Plains' deposits the inherent moisture of the lignite as mined plays a very important part in the physical properties thereof. Freshly mined lignite contains upwards of 30 per cent water and is extremely tough and resistant to shock. Upon exposure to the atmosphere, the lump loses part of its moisture and checks and splits, leaving a friable and broken up residue. So far as we have been able to determine, water is the only thing lost in this process and we are forced to the conclusion that moisture plays an extremely important part in the structural properties of the original lignite. With reference to the coalification process, Mack and Hulett3 pointed out in 1917 the important part that water played therein. They observed that water cannot be removed from peat or coal by pressure alone, but only as the result of chemical reaction, and suggested that peat in its early stages may be largely a hydrosol. Slow chemical changes occur over a long period of time until finally the mass becomes more largely a hydrogel. These views are substantiated to some extent by the experi-

THE basic problem in the generation of water gas from carbonaceous fuels and steam is the supply of the heat of reaction, and in general the source of this heat is the combustion of a further quantity of carbon with oxygen. Existing and proposed processes for complete gasification differ in the methods employed for transferring this heat to the fuel, and involve one or other of the following alternatives: 1. Use of a steam-oxygen mixture as the gasifying medium, so that the combustion and gasification reactions are combined. 2. Alternate passage of air and steam through a fixed bed, as in conventional water-gas production. 3. Cyclic passage of fluidized fuel through combustion and gasification zones. 4. Intense preheating of steam and of a portion of the gas made, and recirculation of this mixture through the fuel bed. 5. Supply of heat to the fuel bed through an externally heated wall. Except for the conventional water-gas process using large coke or low- volatile coal, only processes in the first group, operating with steam and oxygen, have proved practicable with fuels other than brown coals and lignites. A possible exception, which has not so far reached a commercial scale, is the moving-burden process developed by Imperial Chemical Indus- tries, Ltd. The cost of industrial oxygen is so high that its use can probably be justified only if it is attended by substantial savings in other directions; for instance, the use of cheap fuel. In the United Kingdom, no very cheap solid fuels are available, and it is unlikely that an oxygen-gasification process could compete economically with conventional production of blue water gas from coke. Hence particular interest attaches to all possibilities of making water gas without using oxygen, if any possible saving in fuel or other costs is involved. The cheapest and most abundant coals in the United Kingdom are the low-rank noncaking bituminous coals in small and ungraded sizes, typically those from the East Midlands coal field, and-fines of high ash content produced in coal-cleaning operations. Tables and flotation are used here, and about 200 tons of oxidized slime treated by flotation. In 1923, the Eureka Holly Mining Co. started operating a 90-ton mill at Eureka, Nev., using tables and flotation, on an oxidized lead-silver ore. In 1924, the American Smelting & Refining Co, started a 250-ton mill in northern Peru, to treat a high-grade oxidized gold-silver ore with very low lead values. In 1924, the Grand Central Mining Co. started a 200-ton flotation mill on old oxidized gold-silver-lead tailings at Fairbank, Ariz. In 1926, the Compania Internacional Minera, a subsidiary of the Union Corporation of London, started a 250-ton flotation mill on oxidized lead-silver ores, and during April of this year, the Phelps-Dodge Corpn. will probably start a 250-ton mill at Warren, Ariz., on oxidized lead-silver ores, similar to those being treated in the Shattuck-Denn mill. Methods All of these mills use sodium sulfide for filming the oxide minerals, with the possible exception of the North Peru mill, and all use oily reagents. The total tonnage of strictly oxidized lead-silver ores concentrated by flotation is probably less than 2500 tons daily. The following figures give the various types of ores being treated:

The byproduct coke oven is the most important artificial source of fuels for metals melting. Its products are solid, liquid, and gaseous in form. The amount of coke and primary byproducts obtained per ton of coal varies with the nature of the coal. The following represents the results obtained in many plants: Metallurgical coke (over 3/4 in.).............................. 69 per cent. of coal Domestic coke (1/2 to 3/4 in.)................................ 2 per cent. of coal Breeze (under 1/2 in.)...................................... 4 per cent. of coal Surplus gas, cubic feet per net ton........................... 6600 Gas for heating ovens, cubic feet per net tor i................. 4400 Tar, gallons per net ton.................................... 9 Ammonium sulfate, pounds per net ton....................... 25 Benzols, gallolls per net ton................................. 4 All of these products, except ammonium sulfate, have important fuel value. Part or all of the metallurgical coke may be crushed or screened to furnish additional domestic coke. If producer gas is used, there will be a surplus of 11,000 cu. ft. of coke-oven gas per net ton of coal. The use of coke in the metallurgical industries has been retarded by the mental attitude of writers who disregard the dependence of coke quality on the conditions of its manufacture. Terms like "byproduct coke," ('beehive coke," "48-hour coke," and "72-hour coke" are only generally descriptive and tell nothing of the coke quality. For example, one writeri stated that in brass-foundry practice, Connellsville coke is considered rnuch superior to byproduct coke on account of the high sulfur content of the latter. Another2 says, "At equal prices for hard Connellsville coke and for byproduct coke at the foundry door, the hard coke is unquestionably cheaper. It will melt more metal per ton than the byproduct coke and requires less labor, as the byproduct coke is less dense and burns faster, thus requiring more frequent firing." A little study of the conditions under which coke is manufactured will show the error in making general statements like these. THE work of an engineer is to direct natural forces so that they bring about the results that he wishes to secure. Heretofore he has concerned himself chiefly with physical forces and inanimate objects, until he has secured a truly marvelous degree of control over them. The great problem of the present age is to secure a like degree of knowledge and control of the human factor. Progress has already been made along this line, but, it is only a beginning. Wilhelm Ostwald says that scientific knowledge enables a man to be a true prophet; but it must be remembered that a good many people do not seem to be able to maintain a high average in prophecy. In short, the average of knowledge is not equal to the average needs of the present time, but continually fails to keep pace with it. It has been aptly said that the really essential need of the period is for more brains; if we only had sufficient knowledge and sagacity we could not only solve all difficulties, but prevent them from arising. This generalization holds good for an industrial organization. The most vital need of the management is for more brains. The logical course for an engineer in charge of an industrial organization is, therefore, to direct whatever forces may be at his command toward the development, training, and guiding of all the brains in his organization. This is easier said than clone, for it involves the carrying on toward two objectives, the maximum of productive work, and the development of the individuals who perform it. This is essentially like the rebuilding and enlarging of a plant, keeping it in full operation the while. On the other hand, if the aim is merely for maximum production from an organization, without offering opportunity for development, the final outcome will necessarily be like that f a plant that is driven at full capacity without stopping for repairs or improvements; it eventually becomes so run down that either a complete rebuilding is necessary or else it has to be abandoned.

"In this paper, the mechanical milling of the electronic wastes was carried out. The metal parts and plastic parts were roughly separated. The final plastic powder size could be as small as ~100 µm. Then the pyrometallurgical recycling Printed Circuit Boards (PCB) was executed. The mechanisms of thermal degradation and combustion are investigated using TG/DTA and MS. Some chemical powders, such as Na2CO3, NaHCO3, NaOH and CaCO3 are used to control the exhausted toxic gas such as Br2. Introduction Waste electric and electronic equipment (WEEE), or electronic wastes (E-wastes), has been taken into consideration not only by the government but also by the public due to their hazardous material components [1-3]. From the point of material composition, electronic wastes can be defined as a mixture of various metals, particularly copper, aluminum, and steel, attached to, covered with, or mixed with various types of plastics and ceramics [4]. Precious metals have a wide application in the manufacture of electronic appliances, serving as contact materials due to their high chemical stability and their good conducting properties. Platinum group metals are used among other things in switching contacts (relays, switches) or as sensors to ascertain the electrical measurand as a function of the temperature [5]. Table 1 [6] gives examples of the metal composition of different electronic scraps from literatures. Additionally, non-ferrous metals and precious metals content have gradually decreased in concentration in scraps. The value distributions for different electronic scrap samples are shown in Table 2 [6], where the metal price data are from London Metal Exchange (LME) (Octoebr 2007). It can be seen that for cell phones, calculators, and printed circuit board scraps, the precious metals make up more than 70% of the value, for TV boards and the DVD player they still contribute to about 40%. This indicates that the major economic driver for recycling of electronic waste in industry is from the recovery of precious metals. Behind the precious metals come copper and zinc, while Al, Pb, and Fe are less value. Recycling of electronic waste is an important subject not only from the point of waste treatment but also from the recovery aspect of valuable materials."

TWINNING has long been recognized as a possible mode of deformation in crystalline solids and has been studied in a wide variety of crystals.&apos; Recently, deformation markings which have the topographical characteristics of twins have been seen in tungsten" and the body-centered cubic alloys of tungsten and molybdenum with rhenium.3-7 These markings have been identified as twins because: 1) they are visible after polishing and etching;2,3 2) their formation is accompanied by an audible click and a drop in load;4 and 3) the habit plane is {112}, the plane which has been identified as the twinning plane for several body-centered cubic metals.&apos; However, there has been no published evidence for the specific determination of the twinning direction in rhenium alloys of tungsten and molybdenum, because usually the deformation twins were not broad enough to be detected with a conventional X-ray beam. Consequently, [111] is inferred as the twinning direction since the latter must lie in a plane of symmetry perpendicular to the twinning plane (112). As Sims and Jaffee3 and Lawley and Maddin4 have shown, the addition of rhenium to molybdenum and tungsten increases the ductility of the alloy over that of the pure metal, but twinning is much more profuse in these alloys than in the pure elements, particularly at Mo-35 pct Re*and W-30 pct Re. Since twinning is often associated with brittle fracture in iron8 and the silicon-irons,9 direct experimental proof that the deformation markings in tungsten and molybdenum alloys of rhenium are twins seemed to be needed. Using the Laue back-reflection technique, the deformation markings in a Mo-35 pct Re alloy are shown to be deformation twins. The twins have a (112) habit plane and the twinning direction is <111>. The Mo-35 pct Re specimen used was taken from a 0.060-in. zone-refined single crystal deformed 6 pct in tension at 78°K. The Laue back-reflection technique, with a film to specimen distance of 2 cm, and white radiation from a copper target were used.

1. INTRODUCTION In April 1979, the U. S. Nuclear Regulatory Commission issued the Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling (NUREG-0511) for public comment. While the GEIS is a broad environmental impact assessment of the U.S. uranium milling industry as a whole, its primary focus is on the issue of uranium mill tailings disposal and long term isolation. In August of 1979, proposed regulations (U.S. Federal Register Notice 44FR50012), incorporating both conclusions of the GEIS and provisions of recent U.S. legislation on uranium mill tailings (Uranium Mill Tailings Radiation Control Act of 1978--UMTRCA), were also issued for public comment. This paper (1) briefly reviews the major conclusions of the draft GEIS, (2) summarizes the major elements and rationale of the associated, proposed regulations, and (3) reviews some of the major issues raised during the public comment period and changes which the NRC staff expects will be made in finalizing the GEIS and regulations. The risk in summarizing a document of such broad scope and complexity as the GEIS is that the depth of evaluation and the full technical bases for conclusions reached may not be adequately conveyed. Recognizing this, those Sections of the draft GEIS where a more complete discussion of the issues is presented are parenthetically noted in this paper in order to facilitate location of additional background and supporting material. 2. GENERAL CONCLUSIONS In the GEIS, a full range of tailings disposal alternatives was considered. These alternatives ranged from the past practice of doing little or nothing to control tailings, to advanced treatment alternatives such as nitric acid leaching to increase removal of radioactive elements and fixation of tailings in cement or asphalt. Our broad conclusions were: -Any alternative which results in the need for ongoing, active maintenance to assure long term containment, is unacceptable. (12.3.2.1) -Advanced treatment alternatives are unwarranted since they offer uncertain incremental benefits yet involve costs which may be as much as an order of magnitude greater than costs associated with acceptable alternatives.
