The importance of fluorspar to the United States and the world and the role it plays in industry and society extend far beyond that which is suggested by its measured production and consumption quantities and declared value. Compared to many other industrial minerals, the annual worldwide consumption of 5 million short tons valued at less than $500 million are not impressive figures. Fluorspar is made special primarily because of its status as a critical and strategic commodity; it is essential for the processing of most steels and all aluminum. It also is the raw material for the production of elemental fluorine, which plays a part in uranium refining.

Discussion by E.S. Cheney Minter (1990) has provided an excellent summary of the sedimentology and theories of origin of the Witwatersrand paleoplacer Au/U deposits. However, recent stratigraphic, metamorphic and structural -tectonic research is radically changing the concepts about the Witwatersrand that now occur in most textbooks, review articles and North American minds. Presently, these concepts are biased by the past sedimentological research so well described by Minter. Specifically, the Witwatersrand Supergroup is Archean, does not occupy a depositional basin and is significantly metamorphosed and deformed. Thus, many of its sedimentary features, including the mineralogy of its ores, have been modified. The importance of the Witwatersrand ores cannot be overestimated. The underwater test is now being used routinely to characterise explosives and initiators. However, several outstanding issues regarding the role of confinement and the usefulness of the test results in predicting expected blasting performance require further elucidation. This paper reviews the underlying principles governing the test, and highlights its relative advantages and disadvantages in product development and applications. It deals with topics of energy release, energy partitioning, confinement and efficiency, supported by illustrative examples from tests with various products and geometries. The results are analysed in terms of both the detonation parameters measured and their extension to predicting blasting performance in the field. It is emphasised, that just as with other performance tests, the results and conclusions are only valid under the particular test conditions employed, and over-generalisation of these results can lead to erroneous conclusions.

The theme of this Annual Conference of The Australasian Institute of Mining and Metallurgy is in the form of a question: `Adding Value to our Resources - Our Future?' There are two ways of looking at this question. The first is to assume that any mineral or energy resource is worthless until it is identified, recovered and put on the market. In this sense all our current operations, be they open cut coal mines or aluminium smelters, are engaged in adding value. The question then becomes: what is the future of the minerals and energy resource industries with which we are familiar - will they grow or contract? The second way is to emphasis the value-adding aspect. The question is now one of whether or not our future depends on adding further value to resources we are currently selling.

Any process which has for its object the preservation of iron and steel from rust, and which will make these metals more applicable than they now are to the requirements of mankind, will be sure to meet with attention from members of this association, and from all those who are either engaged in the extraction of the ore, its reduction to metal, or the subsequent application of the metal itself. It is, perhaps, not too much to say that when iron and steel are rendered secure against corrosion and decay, they will be used to an indefinitely greater extent than they now are. The whole realm of science has, therefore, been explored in the attempt to discover some method by which the formed article may be preserved, leaving its strength undiminished by the destructive action of rust. Paints, oils, varnishes, glazes, enamels, galvanizing, electro-depositing and what is called "inoxidizing" are among the many systems now in vogue to effect the preservation of iron and steel from the corrosive action of air and water. The object of this paper is to show what may he done in protecting iron and steel from rust by forming upon their surfaces a film of magnetic oxide by an inexpensive process. It is no new thing to be told that magnetic oxide of iron is unaffected by exposure to the atmosphere or to salt water for any length of time. The black sand of Taranaki, in New Zealand, is a sufficiently good example of this. Dr. Percy has pointed out that the reason why Russian sheet iron is less affected by exposure than ordinary sheet iron is because of a coating of magnetic oxide; but this was not known

A large scale distributed process con-trol system has been successfully applied to the automatic control of aluminium reduction cells at Boyne Smelters. A three stage hierarchy of minicomputers and microcomputers is used to continuously monitor and control conditions in each cell and to manage the data generated during the process.The automation hardware was purchased on the basis of low cost, high reliability, prior use in the aluminium industry and a high level of backup under failure conditions. The hardware has met performance criteria to date.The process control strategies have continually been updated to minimise the energy and raw material consumptions in each cell. A major change to systems software has recently been made to decrease the development time for-future changes. Various low energy potline retrofit alterations are currently being investigated requiring significant changes to the process control strategies.

PISCES - the Planning and Information System for Coal Export Services has been developed by Port Waratah Coal Services (PWCS) to ensure the efficient and economic operation of the Hunter Valley Coal Chain. PISCES is a computer based integrated information and management system to coordinate operations commencing at minesites through the coal chain to shiploading at the Port. The PISCES system comprises a central database around which a number of planning modules interact. These include interactive programs for train planning and timetabling, stockpile management, berthing analysis and a coal shippers enquiry system. PWCS has previously developed - number of computer based systems for planning, controlling and monitoring complex coal handling operations and the extension of the PISCES system to the Hunter Valley Coal Chain is another initiative to assist the Hunter Valley Coal Export Industry in looking confidently towards the Future.

INTRODUCTION Since 1975, Union Carbide Corporation has been conducting uranium exploration in southwestern South Dakota. This program has resulted in the discovery of an ore body about eight miles north of Edgemont in Fall River County. The site which was previously mined for uranium in the 1950's and 1960's consists of 950 lode claims (approximately 20,000 acres) and is within the Black Hills National Forest. Preliminary development plans indicate that fewer than 200 surface acres will be involved in the mining and heap leaching of the ore. The ore occurs in both the Fall River and Lakota formations. The exploration to date has developed something in excess of two million tons of ore averaging -0.1% U308. About 75% of the ore is expected to be mined from underground with 25% coming from five to seven small pits. The surface mining will be extensions of previously mined areas with a disturbance of 35-40 new acres near 35-40 previously disturbed acres requiring a total reclamation of 70-80 acres. Several options for processing the ore including conventional milling by UCC, conventional milling in joint venture with another producer, and heap leaching are under consideration. This paper is concerned with the preliminary assessment of the heap leaching option based on the limited test work conducted on surface samples and on available cores from the deeper ones. The final design for a commercial operation will not be available until an underground bulk sample has been obtained and evaluated. Union Carbide has been operating heap leach facilities commercially since 1973 at Gas Hills, Wyoming and Maybell, Colorado. MUCH has been said and written about deep mine shafts and deep drill holes as man in his search for mineral wealth digs deeper into the earth's crust. Each year some new extra depth is heralded as a record, but with unlimited possibilities of going still deeper. In contrast to "digging deep," "mining high" is limited by the height of the mountains (Mt. Everest being the maximum with its 29,000-ft. elevation) and also by the extent of human endurance. An ex- ample of what might be called near- stratosphere mining in what is probably the highest mine worked by compressed air in the world is seen in a recent project in the Andes mountains of southwestern Bolivia.

Along with steel production, various steelmaking slags are constantly generated at considerably high rates. In general, steelmaking slags are not categorized into hazardous materials and do not cause any environmental issues. Therefore, recycling of steelmaking slags is often aimed at creating values by using the slags to replace high-cost raw materials. Chemical compositions and particle size distributions of slag products from steelmaking slags will determine what raw materials the slag products can replace. Consequently, maximizing the values of steelmaking slags will require to produce slag products with the highest values and to process the slags with the lowest costs. In this paper, several slag processing processes are assessed based on maximization of the values of the steelmaking slags.

The Porgera gold deposit in the Papua New Guinea highlands contains about 387 tonnes of gold. The results of its exploration show the benefits of persistence and commitment to this difficult deposit. The mineralization consists of a complex intermix of auriferous and argentiferous sulphides, gold tellurides and free gold as disseminations, veins, stockworks and breccia matrix. Its deposition was structurally contolled within a system of mafic diorite intrusions and adjacent sediments. Two styles of alteration accompany the mineralization. Gold grades vary erratically throughout the deposit. Over a period of 22 years nine phases of exploration have been undertaken by six companies or consortia of companies. Surface rock chip sampling, geological mapping followed by scout and systematic grid diamond drilling have been the most successful exploration tools. Exhaustive metallurgical process investigations and economic evaluations of mining options have been invaluable in guiding the exploration towards defining the ore body. Impetus was given to the project during times of flagging enthusiasm by several important discoveries and a breakthrough in the metallurgical processing approach. The discovery of high grade ore deep in Zone VII in 1984 turned this marginal deposit into a potentially very large gold mine.

The Esperanza deposit is located 120 kin N of Mount Isa, Queensland at approximately lat 19¦20'S, long 139¦22'E on the Camooweal (SE 54-13) 1:250 000 scale map sheet. It is one of several structurally controlled copper ¦ cobalt deposits developed along the Mount Gordon Fault zone and related faults, within the Western Fold Belt of the Mount Isa Inlier (Figure 1). Together with the nearby Mammoth orebodies it forms the basis of the Gunpowder operation of Aberfoyle Limited. Until recently ore was mined from the Mammoth orebodies by open stoping with decline haulage to surface leach pads. Leaching of in situ broken ore (in place) and surface heaps, followed by solvent extraction and electro-winning (SX-EW), produced copper metal on-site. In March 1997, mining was suspended at Mammoth and the focus of the Gunpowder operation switched to development of the Esperanza orebody, which is expected to begin open cut production in mid 1998. SX-EW methods will produce 44 000 tpa of copper from an expanded plant. The pre-mining mineral resource at Esperanza (measured, indicated and inferred) is estimated at 4.6 Mt averaging 7.7 per cent copper.

Oil shale may not produce the same excitement of the gold rush days, but presently there is an "oil shale fever" among mining men. Such exotic equipment as 800-ton haul units, 75 ft. boring machines, and huge fully automatic multi-purpose jumbo drill units are only a few of the topics of conversation in the oil shale groups. I am dreaming, perhaps, but this type of exotic thinking will exuberate the advancement in mining technology and will only be tempered by the practicality and the availability of today's equipment.

America's industry uses about 44% of the total energy consumed by the nation directly as fuel burned in industrial plants or indirectly as fuel burned by utilities to provide electric power. In addition, industry requires raw materials or feed stocks derived from fuel sources or having fuel value. This represents about 11% of total U. S. energy consumption, bringing industry's portion to about 55%. Adding that portion of energy consumption required by the transportation sector to move raw materials, intermediates, and finished products, the total energy impact of industry approaches 213 of total U. S. consumption. It is obvious that American industry has the largest share in the task of balancing energy demand and supply. What are we going to do? -- We must increase the supply of energy and increase the beneficial results obtained from each unit expended. Both avenues, unfortunately, are limited in extent and speed. Increases in supply cannot occur without drastic and permanent increases in cost. These increases in cost are un- desirable and inflationary but do provide incentive for the rational businessman to expend the effort and money required to improve the effectiveness of energy in industry.

OUTSTANDING among the year's events in copper has been the reimposition of an import duty of 4r. per pound in this country which became effective June 21. In consequence of this action by Congress, the Ottawa Empire conference recommended a duty of 2d. per pound equivalent at normal rate of exchange to our 4c. duty, on all copper originating outside of the Empire. Lip to the middle of this year only Russia and Japan had a closed market; the import duty on copper in Russia is 30 per cent ad valoremm and in Japan about 2c. Russia's consumption has always been in excess of production and she has imported from 2(1,000 to 40,000 ton, of copper per annum. Japan, with a production of 6,000 to 7,000 tons per month, has absorbed, in normal times, its production, but during recent: sears has exported varyiug quantities in 1929. 2,200 ton-: in 1930, 2,700 tons, and in 1931. 3,600 ton-. Aside from the-e two countries, the international market has heretofore been free. It and when the British Empire duty become, effective the world's markets will be divided into four unit: 1. Russia and Japan, 2. United States. 3. British Empire. 4. Rest of the world. The world's production at present is rennin it the rate of 930.000 tons per annum. This year's production will be over 1,000,000 tons because the several curtailment did not become effective until the second quarter. consumption will be slightly in excess. "SynopsisMetal accounting and reconciliation is an increasingly important governance issue in all mining operations, in that it is required, from a risk management perspective, that the company is in control of its product throughout the whole mining value chain. Reconciliation is a grossly misunderstood term. It means different things to different people, and therefore one of the purposes of this paper is to ensure a holistic and integrated understanding of ‘reconciliation’.Previously, where reconciliation was done, it was often for internal control purposes and loosely applied, sometimes with a low degree of confidence and understanding of the underlying parameters and their natural variability.In most mining operations, issues such as dilution, stope performance, and recovery are critical to profitability and long-term value, and thus understanding and control of these key value drivers is essential, not only from the governance perspective, but also from the perspective of maximizing shareholder returns. In order to implement a system for metal accounting and reconciliation, it is important that the cause and effect of these value drivers is understood, and that a systematic control system be established.While a number of off-the-shelf solutions exist for this work, it is the contention of this paper that a full understanding of the metal flow, its variability, its underlying loss potential, and its control points is necessary before a systematic approach to reconciliation can be undertaken.The paper also advocates that this approach should ensure that the reconciliation system clearly addresses the reconciliation needs, within a consistent framework. Such a framework has been developed by AMIRA, in terms of a metal accounting code. However, up until now, this code has been aimed at plant processes, whereas this paper shows how the concept can be extended to cover the full reconciliation requirements for a base metal mine.IntroductionReconciliation is defined as ‘the process of finding a way to make two different ideas, facts, etc., exist or be true at the same time’. In terms of a mining process, this refers to the comparison of measures and estimates along the value chain, and at different points in time, in order to track and optimize metal recovery. This leads to the notion of having a system in place for accounting for the metal. The University of Cape Town defines metal accounting as ‘… the estimation of (saleable) metal in a mine and subsequent process streams over a defined time period. Comparisons of estimates, from different sources over a specific time period, are called reconciliation.’Traditionally, metal accounting has consisted of geological reconciliations of mineral resource to mineral reserve conversion, mine planning reconciliation related to the reconciliation of long-term plans to short-term plans, grade control reconciliation of head grades to sampled or block grades, and mine survey reconciliation of tonnage discrepancies and mine call factors. In addition, metallurgical reconciliation has tended to be based on metal balancing, followed by some commercial metal accounting that links dispatched product to sales quality, quantities, and revenues. Miners disparagingly refer to this plant process as ‘millmatics’."

FRED J. MILLER was born in Ohio, in 1857. He had a common and high school education, supplemented by personal study and special instruction. After serving a 4-year apprenticeship and working in various capacities in machine shops, he became a contributor to mechanical journals and finally a member of the editorial staff of The American Machinist, where he remained for twenty years, the last ten years as editor-in-chief of the magazine, and vice-president of the publishing company. On retiring from journalism, he was for nine years general manager of a group of typewriter factories, and was then commissioned Major of Ordnance in the U. S. Army, being stationed during most of his service at Rock Island Arsenal, where he organized the Civilian Service Division of the Arsenal. He is now a member of the Technical Advisory Committee of the War Claims Board at Washington. Major Miller became a member of the American Society of Mechanical Engineers in 1890, and has always taken an active interest in its affairs, having served on a number of important committees, and as a member of Council from 1904 to 1907, inclusive. He was elected President in December, 1919.

"IntroductionDURING the past two decades an enormous amount of empirical data has been accumulating on grinding. These data have been obtained by mill operators on grinding ores with a diversity of characteristics, and generally they have been published. However, whenever an operator, who has started milling on a new ore, has tried to find a case in literature which would exactly fit his particular grinding problem, he has failed. Evidently, something fundamental has been lacking in all these empirical data, and, as a consequence, each new operator has had to undertake his own experimenting, get the best results he can, maybe publish these results, and let it go at that. This, in the writer's opinion, has been• due to the fact that even the ablest and most inquisitive millman has been forced to look on grinding as an art, and so, except very rarely, has not been able to find the time to stop and think; if he did so, it was rather in a philosophic way, that grinding is a fundamental process, a process that takes place in river beds, on the sea shore, etc.Nevertheless, when all the data so far published are correlated and examined as a whole, one is struck with the advances that have been made in grinding. The writer (7) had made such a study in 1949, and, when the correlation was completed, it showed that there was nothing heterogeneous about the accumulated data and that when brought together they were in harmony with each other. The writer's conclusion was that, if grinding criteria were defined and were expressed in such a way as to make integration of any data into basic formulae possible, grinding would be established as a mathematically exact science, and grinding worries of the harassed mill operator would be at an end!The first attempts to rationalize comminution were made by Rittinger and Kick. However, their theories led to endless disputes which did not accomplish much, except possibly clearing the path for subsequent investigators."

When discussing what Coal Mine Safety in the future will be, it is important to examine three areas which at present provide significant parameters to the industry. These three areas are: 1) Safety improvements in mining equipment; 2) Labor-management relations; and, 3) The politics of coal mine safety. EQUIPMENT Over the past several decades significant safety improvements have been made in the types of equipment now in use in most operations. Many of these improvements have evolved through mandates from either the U. S. Bureau of Nines, MESA, MSHA; and in some instances, the states. Cabs and canopies are examples of federal mandates while the use of ATRS initially was a state mandate.

Introduction Today, geophysical exploration is recognized as a special science wedged between geology and mining. Universities and technical institutes have special professors teaching geophysics applied to oil and ore prospecting. The list of literature on geophysical exploration has grown from practically nothing at all some twenty-five years ago to ~ several thousands of books, some of them very imposing volumes. Most of the methods now used have been developed since the first World War, and very large systematic exploration campaigns have been carried out in many places, in many countries. It has been rather difficult to obtain enough information as to what is going on in Canada. However, since the Associate Committee on Geodesy and Geophysics of the National Research Council became more actively engaged in promoting geophysical research, it may be easier to obtain information and, in the future, the quarterly issued Canadian Geophysical Bulletin may throw considerable light on the current geophysical activities in Canada. Some twenty crews have been engaged the last few years in geophysical prospecting for ore. In the United States, between 500 and 600 crews are employed exclusively in geophysical prospecting. Most of these, however, are engaged in oil exploration. During the winter 1942-1943, the German Government employed some fifty crews on geophysical exploration, and some ten crews were working for private enterprises.
