Spinel-forming refractories reduce penetration of metal and slags through a tightening of the lining resulting from the volume expansion associated with spinel formation. Sintered spinel is often added to reduce the overall volume increase that results. Tests were carried out to evaluate the difference between performance in spinel¬forming and spinel-containing refractory mixes. Eight refractory linings, one (1) pure magnesia, three (3) magnesia-base spinel-forming and four (4) alumina-base spinel- containing dry vibratable mixes, were tested for four hours in contact with a low-carbon, low-manganese steel in a coreless induction furnace at temperatures in excess of 1600°C. Afterwards, sample were cut, and wear and penetration were measured. For magnesia-based mixes wear was minimized using 20-30wt. spinel formation although further experiments are required to determine the optimal value. For alumina-based mixes, there seemed to be an optimal ratio of spinel added to spinel formed that minimized penetration and wear at the slag line. Sidewall accretion occurred and the accretion was the highest for the mix with the ratio of spinel formed to spinel added near the optimum value. Therefore to design an optimum refractory mix the benefits of higher ratios of spinel added to reduce penetration and wear at the slag line will need to be balanced with the tendency to form accretions on the sidewalls of the furnace.

Uranium, discovered in 1949 at Rum Jungle, 40 miles south of Darwin, N. T., was mined and processed to U3O8 from 1954 to 1963 by the Territory Enterprises Pty. Ltd. TEP is a Government company managed by Conzinc RioTinto of Australia Ltd. During this period, the uranium oxide was sold under contract to the Combined Development Agency, a joint Anglo-American uranium procurement agency. When the contract terminated in 1963, more than 31/4 million pounds of uranium oxide had been delivered which had been mined from three open pits. Copper ores, found with the uranium, necessitated the addition of a copper circuit to the concentrator. Copper concentrates containing 12,981 pounds of copper were also produced. Rum Jungle was the largest single industrial enterprise in the Northern Territories and, as such, was an important economic and social factor in this sparsely settled tropical region. To stretch out the life of this enterprise for the above reasons, and with the added possibility that the uranium market might improve, the Commonwealth mined out and stockpiled 650,000 tons of ore containing 9.6 lb of U,O, per ton, which is sufficient to sustain the treatment plant at 200 tpd until about 1971. In the plant, uranium is recovered from solution by solvent ex- traction. Current output is being stockpiled pending suitable market conditions.

An experienced and reliable knowledge of fire fighting procedures is necessary for mine emergency situations. Since experts in this area are scarce the technology of expert systems lends itself as a suitable component in the decision making process. This paper describes an expert system that is being developed for this purpose. The expert system. RESCUE. is a knowledge-based computer programme which incorporates the judgement, experience, rules of thumb. mine environmental conditions as well as human intuitions in the mine rescue operation. RESCUE makes decisions such as whether or not the affected area should be sealed.' whether or not rescuemen should be withdrawn, and which fire fighting agent is most appropriate for the situation. The IF..... THEN rules written in the VP-EXPERT shell contains antecedents and conclusions based on environmental as well as other conditions prevailing in the mine. For example, the CO/Oz deficiency ratio indicates the progress of heating; explosibility trends are given by varying flammable gases C CH4,H2,CO) in relation to oxygen concentration, and barometric pressure falls may affect explosibility by increasing CH4 content in workings. The interaction of such numeric-based rules with others rules reflecting the experience and judgement of the experts assist the system to arrive at its conclusions and subsequent course of action.

During the last few years, the minerals industry has been confronted by increasingly stringent environmental regulations that are significantly altering the economics of the industry. Heightened media attention, threats of litigation and decreasing support by the general public have exacerbated the industry's difficulties. Regardless of their merit, environmental issues present a serious threat to the continued viability of mining companies. Firms have reacted to these regulations by escalating their environmental activities to meet the new requirements. They have simultaneously adjusted their corporate schedules to reflect the substantially longer time periods required to obtain construction and operating permits and ensure compliance with legal requirements before mine abandonment. Companies have also been forced to adapt to a considerably greater amount of uncertainty and expense associated with the development of mineral projects. This has resulted in a significant erosion of the profitability of some mining companies. Most of the changes in corporate environmental activities have been reactive. Pending regulations present formidable but uncertain technical requirements for compliance, and future regulatory developments are difficult to predict. This problem is aggravated by depressed market prices for many mineral commodities. Past expansions of environmental standards have led to the closure of mines and processing facilities due to economic hardship, as occurred in the smelting segment of the US copper industry in the 1980s (Cro¬zier, 1992).

A well known but unexplained experimental fact is the observation1 that aluminum shows a pure <111> wire texture, in contrast with other fcc metals, which have a mixed <100> <111> texture at moderate reductions. A possibly related single crystal observation on aluminum is the following:2 under tensile deformation <111> single crystals are stable (maintain their original axial orientation), while <100> crystals are unstable at room temperature and become stable at lower temperatures. This suggests that at room temperature, as proposed by Yen and Hibbard,3 the single <111> texture obtains be- cause <100> orientations are unstable in the poly-crystal. It also implies that for wire drawing at lower temperature a <100> component of the texture might be expected since that orientation is then stable. This possibility has been examined by wire drawing at temperatures near 77°K. The apparatus was designed to be used with an existing draw-bench, a steel trough acting as die holder and containing sufficient liquid nitrogen to immerse the wire entering the die. The trough is insulated by a styrofoam container to prevent excessive boiling of the bath. The wire emerging from the die enters a polyethylene tube, into the far end of which the grips are inserted. INTRODUCTION Safety must be a primary consideration in the design and construction of tunnels. Tunnel construction has historically been considered a high-risk business. During the construction of the 14.8 kilometer (9.25) mile St. Gotthard Tunnel in the Swiss Alps in the 1870s, 310 lives were lost and another 877 workers permanently disabled. In more recent days, two tunnel construction accidents in 1971, one in Michigan and one in California, claimed the lives of 38 workers. Prior to 1971, most regulations governing safety in tunnel construction were developed by the U.S. Bureau of Mines. These included a 1941 Bulletin 439, "Some Essential Safety Factors for Tunneling" and a 1968 Bulletin 644 which updated Bulletin 439. In 1970, the United States passed the Occupational Health and Safety Act (OSHA) which became effective in early 1971. That act covered all sorts of workplace activities including Tunnels and Shafts in 29 CFR 1926.800. In 1989, a revised and renamed 29 CFR 1926.800 was issued for Underground Construction. Some of the changes introduced in this rule were the outgrowth of improvements made in the California and Michigan codes after the 1971 accidents. These new regulations are the "Rules to Live By" for tunnel construction in the United States and are generally accepted as appropriate for tunnel construction throughout the world.

Continuous improvement in environmental management assists in the achievement of sustainability goals for the mining and processing of minerals. The use of regular internal environmental audits (scored or unscored) which form an integral component of an Environmental Management System (EMS), provide demonstrable evidence of this improvement. The audits described in this paper involve working with site personnel to develop and implement major improvement projects, providing advice on how to improve environmental practices and facilities, and disseminating innovative ideas and practices across the site and to other operations within the same group. Essentially the lead auditor assumes the role of a æskills coachÆ as opposed to a æpolicemanÆ, which is quite often the case for many audits. The audit process has been developed from involvement with a number of major coal mines in the Hunter Valley, where regular internal environmental audits have been undertaken every two to three months, over periods varying from 18 months to five years and more recently, with a metalliferous mine in the Northern Territory. Examples of the benefits of improved environmental performance (driven by the audit process) to sustainable development are provided. The auditing process as described is applicable to metalliferous mines, the processing of mineral ores, coal mines, coal handling and preparation plants, quarries, and oil and gas projects.

æZero waste steel making productionÆ has already been the subject of several studies and also the successful result of some companies. Regarding waste and by-products, slags are the largest in terms of weight, although among the least hazardous. All steelmakers around the world are presently looking into profitable solutions, according to their local conditions: environment constraints, available markets, and mode of operation. Today the major technical methods of slag value capture include different levels of magnetic separation and screening to remove entrained steel, for production of aggregate in civil works. A survey of different retrieval processes shows that pyrometallurgical processing of steelmaking slags will increase the recovery ratio of iron and other metals. In the process, the remaining part of the material, a mixture of metallic oxides, can be easily transformed into hydraulic binder such as cement. Can steelmakers consider the slag as a co-product, and not only a waste or by-product? The ability of pyrometallurgical processes to treat other wastes and by-products generated in the steelplant is an opportunity for the steelmakers to reach the æzero waste productionÆ status. A technical survey of the experiences and possible solutions of pyrometallurgical processing is presented as well as technical descriptions of technological, economical and profitability analysis in relation with foreseeable markets.

"PET bottles are separated and subsequently crushed into flakes. Except for PET, these flakes contain PE, PVC, paper, adhesives, beverages remainders and mineral impurities. PET itself usually is a glycol and terephthalic and isophthalic acid polymer.The suggested method consists in PET flakes crystallization at 255°C. In the meantime, volatile substances evaporate and PVC disintegrates. Formed crystalline PET is crushed into small particles and then is subject to the basic hydrolysis at an atmospheric pressure. In addition to lye solution, glycol is added in the hydrolysis. Water is eliminated by boiling, which gives rise to suspension of sodium salt of terephthalic acid and glycol. The suspension is skimmed and the filtered glycol is vacuum distilled. Pure glycol is then the distillation product.Crystals are dissolved in water and the solution is filtered, which eliminates PE and impurities. Electrodialysis removes pure terephthalic acid salt from the solution. Glycol solution is returned to the hydrolysis. Terephthalic acid is precipitated by a mineral acid. Subsequently, it is washed and dried. The filtrate is separated through electrodialysis to lye and acid. The lye gets back to the hydrolysis and the acid is used for precipitation. Terephthalic acid and glycol are products in a “polymer grade” quality. The waste is a part of washing waters, distillation residues after glycol regeneration and a filter cake after the terephthalate solution filtration."

AN economist at MIT provided Americans with myth destroying information which should prove effective against the gentlemen of the extreme left. For a number of years they have charged that a small number of companies in each industry has been grabbing more and more of the industry&apos;s business. M. A. Adelman has shown that the concentration of business in the hands of big corporations has not shown any sign of growth during the last 50 years. Quite the contrary, there has been a slight decline in this concentration, according to Adelman. There are more small companies per thousand population than ever before. Bearing this out is the fact that International Harvester is now doing 41 pct of the possible market against a former 85 pct; American Can Co. has dropped from 90 pct to 50 pct; American Smelting is down to 31 pct compared with 90 pct; and lastly, U. S. Steel which has plummeted from 65 pct to slightly more than 30 pct of the steel market. Declines of the same proportions have hit big companies in other industries. Price cuts on Detroit&apos;s 1953 automobiles indicate that even among the biggest competition is still one of the most important household gods. Big business is still slugging it out for the attention of the American consumer. It&apos;s a battle which can only have one result-benefit to the man who buys.

THE Maintenance Committee of the Coal Division of the American Institute of Mining and Metallurgical Engineers is presenting with this report the first of a series of cost comparisons which it plans to present to the Institute. The plan is to assemble maintenance cost on all equipment connected with mechanical operations at the face of coal mines, to arrange these costs by districts, to make comparisons between districts, and within districts. This particular report covers data with respect to mobile loading machines, including both "on-track" and "off-track" equipment. It is anticipated- in-fact, considerable data have already been accumulated-that next year complete maintenance costs by districts can be presented for complete loading units, including the various classes and combinations of on-track and off-track equipment. Data have also been collected with respect to some phases of maintenance methods and certain recommendations of the committee are included dealing with maintenance problems. In the assembly of these data more than 120 questionnaires were sent to operating companies through- out the United States. At the time the report was written 33 questionnaires had been returned with completed information and an additional group of companies had written that the information requested was not at present available but that they hoped to have such information available in the not far distant future. In the past many coal mining projects commenced without any consideration being given to eventual site rehabilitation. Now that site rehabilitation is assuming greater importance with changing community expectations, and standards are becoming less negotiable, it cannot be ignored in either the development of mine working plans or economic models. The "unspecified" rehabilitation measures associated with many existing projects will be the subject of debate for some time to come yet. It would be wise to plan for the future. Once an agreeed standard of rehabilitation is accepted, good management involves considering practices which will facilitate eventual rehabilitation at least cost. Without planning for rehabilitation, many mines have adopted practices which are likely to result in very expensive rehabilitation measures and impact significantly on the overall profitability of the ventures. With adequate planning, procedures can be developed which achieve the same short term goals without significantly effecting cash flow but with very significant impacts on the final rehabilitation cost. This paper looks at the disposal of tailings and overburden in the coal mining process. The industry has in the past had an obvious preference for the "perceived" cheaper procedures for waste management such as wet disposal of tailings and high dumping of overburden. There are alternatives. The paper discusses the principles which should be incorporated into tailings and overburden disposal systems and identifies viable alternatives.

IT has always seemed to me that mining methods are inventions that follow necessity. I have yet, to be connected with a property where the consultant who has been engaged has laid out a mining method that has been strictly adhered to through the life of the mine. Possibly there are exceptions. As a general rule, perhaps, the method becomes the result of sad experience. I suppose if a person were to attempt to measure the tendency to get away from shrinkage stoping, he would need to send out a questionnaire and expect to receive truthful answers, and, having compiled the results, I think we would find that throughout the country there would be but few cases where present value of product permits the old original so-called shrinkage method to be followed. The method that I had hoped to hear Mr. Fozard expound is strictly an adaptation of shrinkage. Cav-ings do not enter. It was developed by Mr. Fozard and his staff at the Beatson mine of the Kennecott Copper Corp., at, Latouche, Alaska. Stephen Birch, in the TRANSACTIONS in 1923, submitted a brief paper on the mining at Beatson. He stated that a new adaptation of shrinkage was being tried because, although at sur-face the copper .content had been relatively high, at lower levels, in the mine it had decreased.

During the electrowinning (EW) of copper significant quantities of highly toxic vapors (acid mist) are produced due to the liberation of oxygen at the cathodes. Acid mist affects the health of operators, the environment and plant infrastructure. Acid mist can be decreased to acceptable levels by a combination of physical means (e.g. ventilation, plastic spheres over electrolyte) and chemical surfactants that decrease the surface tension of the electrolyte, modifying the way oxygen bubbles burst at the surface of the electrolyte. However, only few chemical surfactants are compatible with electrolytic applications, and they are not always used due to their high costs. This paper describes the application of a novel surfactant of natural origin (commercial name Mistop®) to suppress acid mist in copper EW process. Mistop® contains triterpenic saponins derived from the Chilean quillaja tree Quillaja saponaria Molina. The product is non-toxic, and poses no risks to the environment or to EW operators. Mistop® was tested at a laboratory, pilot plant and industrial scale in the world?s largest copper EW production plant at Radomiro Tomic (RT), CODELCO, Chile. At a Mistop® dosage of 8-9 ppm, acid mist decreased below the value accepted by Chilean regulations (< 0.5 mg/m3). At this dosage, Mistop® represents and economical alternative to chemical surfactants, and it is currently industrially used at RT.

The increasing emphasis upon the use of refractory metals has resulted in a closer look at some of the properties of these materials. In the course of a study of the Nb-N system it became necessary to re-examine one such property, the spectral emissivity, e. Experiments were performed in order to determine e for solid niobium as a function of both temperature and nitrogen content. The results of these experiments, which indicate a small but significant correction to the spectral emissivity of pure niobium, are reported herein. In addition, data on the total emissivity, et, of niobium and the spectral emissivity of the nitride Nb2N are given. To this author&apos;s knowledge, neither of these emissivities are as yet reported in the literature. Previous studies of the spectral emissivity of niobium have been few. In 1915, Burgess and Waltenburgl obtained a value of 0.49. Whitney? in 1935, used a Mendenhall V to obtain the commonly accepted value of 0.374. A recent investigation of sintering of niobium graphically reported a value of about 0.36= using a solid block of the metal with a blackbody hole drilled into it. In the present experiment a method similar to that of Worthing4 was used. An 8-in. long and 3/16 in. diam hollow tube was formed from smooth surfaced 0.0013-

Low-density explosives have been developed with trials being conducted for over 20 years and yet have still only gained limited market acceptance despite producing some very promising results. The biggest concern with industry acceptance has been disbelief that a product with lower density than the ANFO benchmark could fragment anything but the weakest of strata. Trials have been carried out with products such as diluted ANFO, low-density ammonium nitrate (AN) and various other mixes, although it has been only recently that low-density explosives have been accepted as a serious alternative to traditional products such as ANFO and heavy ANFO. The recent uptake of low-density products has been the result of several key factors: the current resources boom forcing AN supply issues, the development of new handling techniques, and a far better understanding of the utilisation of such products. This paper highlights the benefits of low-density products available in the market and focuses on the situations where low-density explosives can provide the end user with benefits that would otherwise be achieved through more time consuming methods. Through correct implementation, low-density explosives can provide the blast designer with another option when looking at the optimum method of breaking the rock. This while still controlling the other limiting factors such as cost, environmental impacts (noise, vibration, dust and fumes), coal damage and safety (stable walls).

A school grows big only as its usefulness increases and it will shrink rapidly if inefficient. Usefulness must be recorded in terms of service within the economic structure of the Commonwealth. Under this premise, modern mineral industries colleges must recognize and give equal significance to three interrelated, interdependent functions of service: namely, (1) resident instruction, on both the undergraduate and graduate levels; (2) research under an experiment station plan; and (3) extension training under three classifications, class instruction, correspondence instruction, and informal instruction. To train potential leaders for the mineral kingdom, to discover and teach new truths is only half of the job. Through extension training, equal attention must be given to the on-job, vocational-technical, upgrading of skilled workers on the production line. Similar to the School of Agriculture, the School of Mineral Industries is the only one in the Commonwealth offering the three functions of service in each of the subject-matter fields in mineral arts and sciences. The functions of service must be based on the modern conception of mineral conservation (Fig. 12). Conservation of minerals differs from conservation of natural resources in general because man must find new mineral deposits and excel the geologic forces of nature in processes of concentration. R. S. MACPHERRAN,* Milwaukee, Wis. (written discussion?);-Mr. Stork&apos;s paper is very interesting, but I am unable to agree with some of his conclusions. He argues very strongly for the beneficial effect of oxygen, but gives no actual determinations of this element to support -his views. He states that the oxygen resulting from a high bed, heavy charges, low coke ratio, etc. must not be confused with the oxygen under normal conditions. I will be glad to know in what respect these oxygens differ or in what state they occur. Is it his opinion that the beneficial type is present as a dissolved gas and the other as metallic oxide? I will not discuss the first five of his six points, as I have not seen enough trustworthy determinations of oxygen in cast iron to form any conclusions as to its effect. I have never known the addition of manga-nese, however, to reduce the strength of cast iron. Under the sixth point, I would say that the addition of steel lowers the total carbon content, and by this action will increase the strength independently of oxygen. This reduction of carbon operates also to raise the melting point. It is interesting to note here that the author, in order to get proper fluidity for his cylinders, was obliged to reduce his oxygen by raising the manganese in the charge.
