Sixty-five persons from across the state attended the meeting held at the Holiday Inn Emerald Beach. The weather was 82 degrees, and the sky was clear and perfect for a safety meeting. Evaluations submitted by the attendees gave the presentations, the networking, and even the food top marks. There were eight councils represented; Big Country, Central Texas, Costal Bend, Heart of Texas, Hill Country, North Texas and North Central. Presentations included Workplace Examinations, Emergency Preparedness, Screen Safety, Contractor Responsibilities, Powered Haulage, Supervising for Safety, and Basic Inspections of Slings and Rigging. Mr. Edward Lopez, SC MSHA District Manager, gave the State of the District Address.

Paper written on project work carried out in partial fulfilment of B. Eng (Mining Engineering) degree A study into the stability of strike gullies at TauTona mine was to be carried out. In reaching the conclusions to follow, a three-stage process was followed. ?A literature study as well as discussions with management and workers alike to gain their inputs and perceptions. ?An ESH Department survey into the history of transgression from proper mine standard in TauTona strike gullies. Unfortunately records were found to be scarce and obscure and the importance of better inter-departmental recordings cannot be stressed enough. ?An underground survey of 11 pre-selected gullies distributed in both the UCL and LCL reef horizons. This stage is to carry the greatest weight in the points to be brought forward in this report. The process highlighted and ranked the following areas as the most critical role players in the deterioration of strike gullies: ?Poor blasting practice ?Sub-standard siding depth and lead-lags ?Split sets ?Off line gully development ?Adverse geological features. The following has been suggested to the mine to help reduce strike gully instability. ?Where possible, maintain lead-lags below 7 m?else increase the siding depth to suit. ?Decrease the gully width standard to 1.2 m (especially in ?high risk areas?). ?Discourage drillers from drilling side holes in gully face blast pattern. This will allow for time in which tendon support can be kept up to date. ?Ensure split sets are installed 1 m behind the gully face so as to prevent opening up of fractures. ?Utilize the centre split set in the 1:2:1 pattern to maintain the proper gully line. ?When adverse conditions prevail, it is necessary to apply a special support plan not only to the panel face, but also (just as importantly) to the gully as well. Shotcreting of the gully hanging is a suitable long-term consideration for providing the additional a real coverage needed. The City of Phoenix, Arizona designed a 7.2 km (4.5 mi) long water transmission main from the South Mountain Reservoir to the Ahwatukee Foothills Reservoir to address the growing demand for drinking water in the southeast valley. The pipeline design called for a bored tunnel in a very environmentally sensitive area. The Reach3B contract included an 2.44 m (8 ft) diameter TBM excavated tunnel, 1,847 m(6,060 ft) in length. The geotechnical investigation revealed that the tunnel would likely pass through zones of loose to moderately cemented soils (caliche). The primary tunnel support would consist of rock bolts, circular steel ribs, hard wood lagging, and mine straps. A TBM that could handle the ground conditions and allow for efficient ground support installation was required. This paper describes the construction of a small diameter rock tunnel in challenging ground conditions.

At last year's Annual Meeting a paper by Haultain and Johnston was presented entitled Is the Gold in Tellttrides Soluble in Cyanide? Since then the writer has continued the study of various phases of this problem. Samples and specimens of ore from some of the Kirkland Lake mines have been studied and non gold-bearing tellurides have been found in these that are not soluble in ordinary mill solutions. Samples of tailings, both old and recent, from this district have been examined with apparatus and methods that have proved very successful in detecting the presence of extremely minute quantities of tellurides. Tellurides, both base-metal and gold-bearing, have been discovered in these tailings, but only in such minute quantities that their presence would not affect the ordinary assay results. More free gold particles have been found in the tailings than gold-bearing tellurides. Much experimental work has been done on tellurides, concentrated from high-grade material and from ordinary run-of-mine ore. The gold-bearing tellurides behave very much as does gold itself. Finely divided particles are dissolved fairly rapidly, coarser particles more slowly. All the tellurides are soft and brittle and also have a high specific gravity, with the result that they are extremely finely divided in ordinary mill practice. The ordinary high-lime solution of Kirkland Lake practice is suitable for the dissolving of the gold tellurides. Oxygen is necessary, but apparently not more so than in dissolving gold. Some particles have been found that appear under the microscope to be ordinary metallic gold particles, but on heating they show a small telluride content. These appear to dissolve more slowly than gold. There is considerable variation in the ratio of tellurides to gold from different points in the mines. So far the writer has failed to find any connection between this ratio and the richness of the ore. Generally speaking, the base-metal tellurides predominate. Some of these contain gold but this may be due to a mixture of tellurides in the one particle.

This report presents the results of a field and laboratory study by the Federal Bureau of Mines, in cooperation with the California Division of Mines, of the swelling-type bentonite deposits in the Vallecitos area in San Benito County, Calif. The purpose of the study was to learn if these large deposits contain bentonite of sufficient quality and quantity to be of economic value as an oil-well drilling mud additive. Large amounts of bentonitic clays are used by the petroleum industry as well as the steel industry in California. Additional amounts may be required in the near future as a concrete or earth-fill admixture in constructing dams and canals in the California Central Valley. Depletion of some local clay deposits and loss of others to military installation areas have given new emphasis to the need for developing new bentonite deposits in California.

Traditionally, bottle roll tests have been used to optimize the extraction process for best gold extraction and recovery. Such tests typically involve exposing the ore to defined reagent concentrations (lime, cyanide and sufficient oxygen) and balance the gold input with recoveries and losses. With mounting pressures to accommodate sustainability issues during development work, it became apparent that much more information would be required on the interactions and kinetic behaviour of solid and solution species during the entire leach process. This information is vital to enable proactive management of critical issues such as cyanide, arsenic, water and tailings management. Inadequate management of these aspects has led to temporary closures and, in cases of non-compliance, to the dynamically changing regulations. MINTEK?s advanced leach facility (ALF) is being developed with the aim of bridging the knowledge gap between the gold leach process and the predictable environmental impacts upon discharge. The facility aims to monitor all parameters of relevance such as pH, Eh, dissolved oxygen, metals, cyanide species, and viscosity during the entire process to enable more informed decisions on practical interventions. The presented set of data reflects first experiences gained from processing a refractory gold ore concentrate. Attempts at optimizing the process were limited due to the developmental nature of the work. Data relating to leaches with differing preoxidation conditions and cyanide staging is presented.

Experimental studies for quantification of force and brittleness indices relevant to rock cutting performance are presented. A simple interpretation method is developed, which quantifies the force-penetration response obtained from indentation tests. Basic parameters of the quantification are force increment and decrementrates, force increment and decrement periods, and number of increment and decrement data points. Blocks of eleven different rock samples were collected from different operating mines in Turkey and subjected to indentation tests to calculate the indices. The samples included harzburgite, serpentinite, trona, limestone, claystone, two different sandstone samples, siltstone and three different chromite ore samples. The concept was validated by a set of full-scale linear cutting tests using a conical cutter for measuring the cutting performance in relieved and unrelieved conditions, i.e. cutter forces, specific energy, size distribution of rock cuttings. The rock cuttings were sieved to determine coarseness index, indicates coarse chip generation characteristics, and size distribution. The force index is moderately correlated with the cutting performance and mechanical properties of the rocks, and poorly correlated with the coarseness index and size distribution of cuttings. A general and moderate trend is observed between the brittleness index and the coarseness index, cutting performance for unrelieved cutting conditions and mechanical properties of the rocks. However, additional data is required to fill the data gaps and to potentially establish relationship between the brittleness index and all other parameters.

This paper reviews the potential hazards posed by the toxic fumes produced by detonating explosives in surface mining and construction operations. Blasting operations produce both toxic and nontoxic gaseous products; the toxic being mainly carbon monoxide (CO) and the oxides of nitrogen (NO x ). The quantity of toxic gases produced by an explosive is affected by formulation, confinement, age of the explosive, and contamination of the explosive with water or drill cuttings, among others. Techniques to protect workers and the public from the potential hazards of explosive-related toxic fumes are discussed.

Health surveillance efforts indicate that the development of lung disease and overexposure to respirable dust in underground coal mires continues to afflict mine worker. Results from the most recent round (1992 - 1996) of the Coal Worker's X-ray Surveillance Programs indicate that approximately 8% of the examined miners who had at least 25 years of mining experience were diagnosed with Coal Worker Pneumoconiosis (CWP) (category 1/0+). During the period between 1995-1999, mine operators and MSHA inspectors collected 9968 and 1365 dust samples respectively, from longwall designated occupation (DO) personnel. Analysis of these samples showed that 1970 (20%) of the mine operator samples and 25.8 (19%) of the MSHA samples5 exceeded the 2 mg/m3 dust standard. The continued development of CWP in coal mine workers and the magnitude of respirable dust over-exposures in longwall mining occupations illustrate the need for improved dust control technology on longwalls. Figure 1 illustrates the major longwall dust sources as determined in the early 1990's.4 This article describes the ongoing research to find ways to minimise shearer dust levels as a function of changes in dust control parameters, and research to determine the impact of high air velocities on shield dust entrainment.

The Chairman of this afternoon's session is Dick Carter. This afternoon is the culmination of this conference. We've looked in the first session at regulation; in the second session at valuation techniques and this session we look at valuation in practice. Dick's involvement in the mineral industry has been wide ranging and distinguished. Dick has worked with BHP since 1960, when he joined BHP Steel as a commercial trainee. Dick holds a B.Comm. from the Newcastle University College of the University of New South Wales and was educated at the Australian Administrative Staff College and Harvard Business School Advanced Management Programme. During the past decade, he has headed the minerals group's Aluminium Divison, Resource Planning and Development, Non-Ferrous Metals and Business Development Organisations. Dick currently serves as Executive Director of BHP Gold Mines Limited and Managing Director of Ok Tedi Mining Limited. His experience covers Australian Manganese Company, Mineral Deposits Limited, Northern Rivers Rutile, Tasmanian Electrometallurgical Company Limited, Mount Newman Joint Venture, Worsley Aluminium and Carnilya Hill Joint Venture Operating Committee. His industry associations include the Executive Board of the Gold Producers Association, the Federal Executive of the Australian Goldmining Industry Council as well as the World Gold Council. Dunn has written an excellent paper providing a wealth of advice on what is often the most costly consumable in the mineral processing plant. As he pointed out, grinding media selection and quality control can play a major role in successful plant operation. Owing to the economic importance of this topic, there are some important factors related to media sizing that I believe merit further comment. Dunn made reference to a slightly simplified version of the Azzaroni (1981) equation and pointed out its successful use for the Henderson SAG and Climax ball mills. Although both formulas are empirically based on successful plant experience, a notable discrepancy between them is that Bond has factored the work index by the ore specific gravity. This is invariably so, as the Bond work index is derived from the mass grindability (in grams per revolution) measured in a test mill with a fixed volume of solids load (Bond, 1961). A material having the same structural integrity but double the density of another will have double the grindability and just over half the work index. Thus, for the general case, specific gravity should be incorporated into any media sizing formulation that uses work index as the criterion for resistance to breakage.

Between two and three years ago, in response to an unmistakable and insistent demand, the four Founder Societies appointed Committees on "Aims and Organization," or on "Development," charged with reporting on the internal organization and the external (non-professional) ac-tivities of the engineers societies and to advise as to coöperations and coordination. Each of these committees formulated a report, recognizing that effi-ciency in external activities could only be attained by intimate coopera-tion between the four Societies. As a consequence, each of the Founder Societies was requested to appoint members of a Joint Conference Committee, charged with discussing the situation and evolving if possible a plan of cooperation in external activities which would coordinate not only the efforts of the four Founder Societies but also other national technical and scientific societies, as well as local engineering and profes-sional associations, groups or clubs. The Joint Conference Committee entered on its task with enthusiasm, and after great labor evolved the outline and many of the details of plan for engineering cooperation in public and inter-society activities. This report has now been submitted to the Boards of the Four Founder Societies, and has been ordered printed by our Board for the information of our members.

The amplitudes and frequencies of vibratiolls of a four-story stucco building were measured by specially developed electrocapacitive seismometers. Records were made on three floor levels with as many as 10 seismometers recording simultancously. Sources of vibration were: (1) an electric motor with unbalanced pulley, maximum speed 1800 r.p.m., maximum centrifugal force 90 lb., (2) truck traffic (both solid and pneumatic tires) moving over inequalities in the street in front of the house, (3) falling weights dropped on the street pavement from different heights, (4) miscellaneous sources, including a man jumping on the floor of the house and slamming doors. Tests were made to determine the natural frequencies of floor and wall panels by varying the speed of the unbalanced motor and by exciting the panels with a single impulse. The vibrations recorded were compared to records of vibrations from quarry blasts and it was observed that the vibrations from truck traffic were comparable to those recorded from quarry blasts and in no instance was there any damage to the building. As the tests were all of a negative character as far as damage was concerned, no index of destruction is formulated. Instead, the records are presented simply as vibration measurements obtained in an ordinary house under typical conditions.

Although early Spanish settlers used coal several centuries ago, significant commercial coal mining in New Mexico began in 1861, when the U.S. Army opened a mine to supply Fort Craig. Since then, coal from the state has been used to fuel railroads, lead and copper smelters, and other local industry. In recent years, lower-cost strip mining methods and an increased demand for coal by electric utilities in the Southwest have caused an increase in New Mexico coal production. The coal-bearing regions of New Mexico underlie about 25,000 square miles or20.6 percent of the total area of the state. However, the majority of coal-bearing regions lie under Indian lands that are regulated by the Office of Surface Mining (see Navajo and Hopi data on pages 72-75). Today, most of the coal produced in New Mexico comes from the San Juan Basin in the northwest part of the state and the Raton Area in the north central part. New Mexico's reserves are estimated to be 4.6 billion tons, about one percent of the national reserve. New Mexico's permanent regulatory program was conditionally approved December 3 1, 1980. Its Abandoned Mine Lands Program was approved July 17,198 1.

Facing an orchestrated assault from the anti-mining lobby and its congressional allies, the Mining Law of 1872 may soon be either dramatically changed or even repealed. In 1989, Sen. Dale Bumpers (D-AK) introduced Senate Bill 1126 entitled the "Mining Law of 1989." It has been through several hearings and is still in the Senate Committee on Energy and Natural Resources, where Sen. Bumpers is the number two ranking Democrat. In the House, Rep. Nick J. Rahall (D-WV) introduced the "Mineral Development and Exploration Act of 1990," HR 3866. This bill is in the House Committee on Interior and Insu¬lar Affairs. (The numbers on these bills, and perhaps some of their language, will be changed when they are reintroduced in early 1991. However, their substance is expected to remain substantially unchanged. Bill numbers here refer to legislation as it was numbered in the 1990 Congress.) In the eyes of its supporters, Bumpers' S 1126 appears to be more complete and has the inside track over the Rahall bill. Bumpers' bill includes provisions for royalties, bonding and reclamation. The Rahall bill is criticized by opponents of the Mining Law for its failure to include a royalty provision and for not having specific bonding and reclamation provisions.

C. S. Smith has described a method for measuring the relative values of different solid-solid and solid-liquid interfacial tensi0ns. When a polyphase alloy is held at an elevated temperature, individual particles of each phase adjust their shapes and minimize the interfacial energy. Wherever three interfaces meet, the dihedral angles are such that the three interfacial tensions, considered as forces, are in equilibrium. When the angles between three forces in equilibrium at a point are known, it is possible to determine any two in terms of the third. In this way ratios of interfacial tensions have been .obtained. The value of a given interfacial tension ratio was found to be independent of the alloy system from which it was determined. Smith also has employed the method when one of the phases is liquid. When equilibrium is reached with respect to In the course of work on grain growth in high purity aluminum a simple optical method was developed for detecting the presence or absence of preferred orientation in annealed specimens. A prototype end-cab shuttle car (SC) design has been developed to improve protection and address ergonomic concerns of the SC operator in low coal mines. The new design features an end cab transversely mounted to the SC and equipped with a closed-circuit video system. The end cab was retrofitted to a low-coal SC and evaluated in surface trials at the U.S. Bureau of Mines. During surface trials, test operators evaluated the end-cab SC relative to visibility; cab features-space, seating, controls, and operator position; tramming-inby, outby, and turning corners; and dumping. Trials were conducted using 12 test subjects; 6 were experienced SC operators. Results of the trials were promising. Of the experienced operators, the only operator with low-coal experience gave the new design the highest rating. Four experienced operators rated the end-cab design "better" to "much better" than a standard center-driven, side-cab SC for visibility when tramming, protection from roof and rib hazards, and no change in seat position with direction of travel. This report discusses research to modify a used 21SC JOY SC, retrofit the SC with the Bureau-developed end-cab, and evaluate the retrofitted end-cab SC in surface trials.

A professional and special section of the United States Employment Service, Department of Labor, has been created for the purpose of aiding officers and men who have been discharged from military service, but who, for various reasons, cannot resume their former positions, to place themselves in industry without loss of time. Its work is carried out in conjunction with the Engineering Societies Employment Bureau. The machinery of this new professional section is being set up as rapidly as possible, and an office is already in operation at 16 East 42c1 St., New York. The work in the New York State district is under the direction of Mr. Henry Bruere, formerly City Chamberlain of New York City. Dr. Thomas T. Read, Chairman of the A. I. M. E. Committee on Industrial Organization, has charge of the clearance between the State offices of the Eastern States. This service is designed for the purpose of placing not only men in the engineering professions, but for all other kinds of professional and highly trained, skilled men. Full details regarding the qualifications desired in a man should be given, so that employers may be put in touch only with such available men as will fully qualify for the positions.

Raymond Weir Smyth, born Nov. 3, 1888, was the son of Herbert Weir Smyth, professor of Greek Literature at Harvard University. He graduated (A. B.) from Harvard in 1909 and later pursued advanced studies there in chemistry and in metallurgy. He held the position of metallurgist for the American Steel and Wire Co. at Worcester, Mass., and also for the Steel and Tube Co. at Youngstomn, Ohio. For a time he was inspector of munitions for the British Government and stationed at the Railway Steel and Spring Co. at Latrobe, Pa. For a short time, in 1917, he was Inspector of Ordnance for the U. S. Government, and the following year, having entered the U. S. Naval Reserve Force, he was ordered in a similar capacity to the Midvale Steel Co. In September, he removed to the Navy Yard, League Island, Philadelphia, to train for the obligatory minimum of six months' sea duty. There he contracted influenza, which was followed by pneumonia, from which he died, September 27, at the Navy Yard Hospital.
