New Zealand is a small, almost pristinely pure country environmentally speaking. It is blessed with an abundance of clear waterways, lush green vegetation and fresh clean air. It is a country in which agriculture and forestry predominate, and mining developments have to be introduced prepared to answer in considerable detail the question "How will this proposal affect the New Zealand environment as we know it today". Those who make the legislation have the difficult problem of establishing standards at a level which will maintain as far as possible the status quo without unduly inhibiting the developments currently approaching the starting line. We have been fortunate in some sense in that since the demise of the early gold rush days by the 1920's, little mineralisation of a complex nature has been uncovered in New Zealand. Coal fields have been developed in the central North Island, and on the West Coast and Southland regions of the South Island. A ban on large scale open cast mines in the Coromandel area has restricted mining in that highly prospective area, although three large gold prospects have got underway elsewhere in the last three years. There is no other ore processing being undertaken at present. Some recent proposals involving lead, gold and silver in complex arseno­ sulphides have failed to get the necessary approvals and have been discarded. Our ore processing problems are therefore straightforward ones, and confine themselves to acid drainage, mercury handling and disposal, and cyanide.

The New Britannia Mine processes a qumtz-carbonate gold ore containing 4.63 git Au at a rate of 2,200 tpd. The ore contains approximately 3 .0% arsenopyrite, 2. 7% pyrite and the rest is gangue minerals. Eight to ten percent of the gold is refractory to leaching. Two years ago, New Britannia Mine experienced cyanidation problems. Gold extraction was not stable and occasionally decreased significantly. Preliminary test work, at laboratory scale and in the plant, indicated that lead nitrate addition was beneficial. A laboratory study was initiated to evaluate the level of control of the parmneters (grinding size, dissolved oxygen, pH, free cyanide and lead nitrate) to optimize the efficiency of the process. It was found that lead nitrate addition is required to alleviate the effect of metallic sulphides. This addition causes a significant increase in the gold leaching kinetics and a reduction in the cyanide consumption. The optimum system appeared to be: leaching for 24-30 hours at pH 11.8, 50 git lead nitrate, 250 ppm NaCN and 8 ppm 02. The gold extraction was 89.8% with grinding at 89%-74Fm (leached tail at 0.48 git). Cyanide and lime consumption are 0.40 kglt NaCN and 1.9 kglt respectively. Following the incorporation of lead nitrate, overall gold extraction was increased from 89.2% to 91.1 % but no change was noticed in cyanide consumption. The gross profit is $CDN 988,000 per year.

The Illawarra Branch of the Australasian Institute of Mining and Metallurgy over recent years has established an enviable reputation for organising and conducting conferences, colloquia and symposia. And this Symposium must surely enhance that reputation. The subject of the Symposium, Seam Gas Drainage has become a matter of great import- ance to the Australian Coal Industry in a comparatively short time. Our short experience being due to our operations, until recent times anyway, not being unduly affected by gas. The Australian Industry, by virtue of its mines getting deeper and higher rates of extraction being required is now encountering the difficulties with gas which have for so long been part of the coal mining scene in many other countries. Because these gas emissions affect our working conditions by way of creating hazards and affect our production by way of bringing about cessation of operations from time to time this Symposium must be regarded as being very timely out here. I must congratulate the Branch Committee on the general set,yp :o.f the programme of papers. The classification of papers into four groups and the sequence in which the papers were presented provided an excellent flow through from introduction to finality. It is not my intention to further discuss individual papers - already they have been well discussed in this forum and as I understand it outside in the early hours of the morning,

During the past ten years there has been an upsurge of interest in the development of selective ion exchange resins and solvents, and of ion-exchange and solvent extraction equipment tailored to the special requirements of mineral-processing circuits. It is therefore not surprising that the recent Symposium on Ion Exchange and Solvent Extraction in Mineral Processing, held at the National Institute for Metallurgy (NIM) on 7th and 8th February, 1980, was a resounding success. This Symposium, organized jointly by NIM. Ion exchange and solvent extraction The Symposium on Ion Exchange and Solvent Extraction in Mineral Processing, which was organized jointly by the National Institute for Metallurgy, the South African Institution of Chemical Engineers, and the South African Institute of Mining and Metallurgy, was held in Randburg on 7th and 8th February, 1980. INTRODUCTION There are currently around fifteen companies in the United States and Europe manufacturing hard rock tunneling machines. In recent years upwards of 200 hard rock tunnels of lengths up to 12 miles and diameters to the order of 30 ft have and are being successfully driven by over 100 different machines. It has been predicted that within the next decade over 2,000 miles of tunnels will be driven for transportation purposes in the United States alone (OECD Advisory Conference on Tunneling, Washington, 1970) and it is expected that eventually most tunnels including mine drivages will be excavated by machines. All tunneling machines have certain common basic functions; thrust is applied to drive or hold the rock cutting tools into the face, and torque is applied to rotate the cutting tools over the face so that they can continuously break out rock. The speed of head rotation, together with the torque requirement, determines the cutter head power. (The power required to push the head forward is usually negligible.) There are many factors which determine how successfully a given tunneling machine will perform in a given rock but one of the most important is effective utilization of cutter head power. This paper is a review of the specifications and performance of hard rock tunneling machines, obtained from manufacturers' catalogs, published literature, talks with manufacturers and visits to operating machines throughout the United States and Europe.

Agencies and Sales Stations.-We desire immediately to establish several hundred thousand agencies and sales stations. It is as easy to sell a War Savings Stamp as it is in ordinary postage stamp, and we have launched a great drive to establish sales stations everywhere. The plan is simplicity itself! Your town, city, county or State Director can furnish you with supplies, posters and publicity matter. You can get the stamps from your post office or bank. Such stations should be at every pay window of manufacturing, industrial and mercantile establishments, and at every retail counter in the country. These stamps should be the easiest bought merchandise in the world, and when these agencies are established this end will have been accom-plished. Therefore, please lay extra pressure on the thought of immediately establishing these sales stations.

"In 1992, Ingeniería de Minerales started with the introduction of pneumatic flotation technology in Chile and South America. This technology consists of vertical cells and gyratory cells, used mainly under actual operational conditions, with pilot units directly installed in the concentrator circuits of the industrial process. Successful industrial applications have been observed at Los Pelambres, in the molybdenum plant; at Codelco Andina in the molybdenum plant as pre-rougher to produce directly a final concentrate; in the copper circuit at Las Luces as pre-rougher producing final concentrate using sea water; at Minera Valle Aconcagua where a full automatic plant produces pre-concentrate from fresh tailings as feed; at the silica and silicate reverse flotation circuit of Compañía Minera del Pacífico; in cleaning the final concentrate of Zn by reverse flotation removing ultrafine carbonate; and in a plant that reprocesses fresh tailings from a copper slag flotation process. Positive operational changes in the design of the flotation circuit have been seen in plants using G-cells and V-cells, improving the performance of flotation circuits and the quality of final products. The high concentration of bubbles and micro turbulence produced by the pneumatic aeration units provide a high probability of collision and attachment, reducing dramatically the residence time. Though it is a pneumatic flotation, no compressed air is needed, and the equipment is characterized by low maintenance costs, full automation, savings in investment and energy."

In deposits in which the secondary zones are well defined a layer of rich oxidized ore is frequently found immediately to overlie the enriched sulphides, from which it is derived by direct oxidation in place. In deposits that contain oxidizing precipitants particles and masses of residual oxidized ore are likely to be scattered through the leached zone, having been precipitated during migration before reaching the zone of enrichment. This precipitation hinders secondary enrichment and in extreme cases prevents the formation of such concentrations. Residual ores are precipitated by various reagents. Carbonates are formed through the action of the carbonic acid contained in surface waters, and also directly through the replacement of calcite, especially where the containing rock is limestone. Native metals, such as copper, gold, and silver, are formed by the action of reducing agents, among which organic matter and ferrous sulphate are prominent. Kaolin, gouge, and certain shales occasionally act as powerful precipitants through adsorption. Silver is often found as residual chloride, formed through precipitation by the chlorine contained in surface waters. Residual ores are often the result of incomplete solution, the relatively insoluble minerals being left behind during the migration of associated metals; incomplete oxidation and solution often leave residual masses of unaltered, or partly altered, sulphides in the oxidized zone. Such residual particles or masses have commonly been enriched by additions from circulating, metal-bearing solutions. RIDDELL, East Helena, Mont.-As nearly as I can recall at the present moment, there are only four or five large plants on the continent where the lead on charge is carried in the neighborhood of 40 per cent. These are at Herculaneum, Collinsville, and Federal, Ill.; Trail, B.. C.; and East Helena, Mont. Our object at the latter point is to smelt a maximum amount of Coeur d'Alêne lead sulphides in as compact and self-fluxing a charge as possible, and to this end we are now smelting a mixture that at times carries up to 42 per cent. lead. The monotony of producing the 7,000 tons of bullion shipped each month to. the Omaha and Chicago refineries is relieved somewhat by the fact that the 15,000 tons monthly of Coeur d'Alêne ores that are com-ing to us carry enough zinc to provide the one-half slag used with from 6.5 to 7.5 per cent. zinc clay after day. It docs not seem to be generally known that some American pig-irons contain notable amounts of vanadium, and while the present investigation is far from covering the whole range of irons, it is hoped that, at least, it may serve to call attention to the importance of looking for this element. The majority of the pig-irons investigated were made in the Lehigh Valley and neighboring furnaces, using more or less New Jersey magnetite in their mixtures. Many of these ores, and probably all of them, contain a little vanadium as well as titanium; the ore from one of the largest of these mines contains 0.05 per cent, of vanadium and 0.60 per cent. of titanium. Dr. Thomas M. Drown was the first to detect the presence of vanadium in the incrustations1 occurring on certain pig-irons, and he also found this element in a number of magnetites, but the methods for its accurate determination had not, at that time, been well worked out. In a general way, it may be said that the Lehigh Valley pig-irons contain from 0.02 to 0.05 per cent. of vanadium and from 0.10 to 0.20 per cent. of titanium. These elements follow the silicon; that is, the furnace-conditions which produce a high-silicon, low-sulphur iron will cause the maximum reduction of vanadium and titanium, and

Smelting furnace rebuild projects often require a significant capital expenditure and an extended smelter outage. Smelter operators are increasingly searching for methods and initiatives to shorten furnace rebuild schedules, maintain manageable cost levels, enhance furnace performance and achieve excellent safety results. This paper describes the ?MEPC? Model for furnace rebuilds; a project driven approach which Auburn has developed in response to the need for improving furnace rebuild project outcomes. The ?MEPC? (Management, Engineering, Procurement and Construction) approach better addresses the unique challenges presented by furnace rebuild projects when compared to the traditional EPCM (Engineering, Procurement, Construction Management) model widely in use for these projects today. One key feature of the MEPC model is that a dedicated project management team with representation from all of the major project stakeholder groups is put in place at the onset of the project. The project management team has ownership and accountability for meeting overall project goals over the entire lifecycle of the furnace rebuild project. A second key aspect of the model is emphasis on project management as a completely separate project function with its own specific skill sets, techniques, tools and best practices. These features of the MEPC model offer several advantages in terms of improved planning, coordination, communication and alignment with project goals which contribute to the overall success of furnace rebuild projects. Similar MEPC concepts have been used to deliver excellent project results in other industries and the MEPC approach has been successfully utilized on furnace rebuild projects.

This paper describes the use of a computer in analyzing the expected return on a mining venture. The computer program is designed to incorporate all aspects of a mining project, including the mine, mill, smelter, and refinery. Data input may consist of the operating variables in each phase such as the mining rate, grades, reserves at the mine, and the technical operating characteristics of the mine, mill, smelter, and refinery. Detailed tax computations are shown for a domestic operating company, for a foreign company and for a foreign subsidiary. In addition, the use of the various options that are available such as expense write-offs or deferments to create tax credits during preproduction years are considered, and its effect on the DCF. The program is also constructed to accommodate changes in metal prices, and escalation of capital requirements and operating costs. Output consists of profit and loss statements for entire projects using different methods of depreciation, cash flows, discounted cash flows, net present value and returns on investment. Returns on investment are computed for equity investment, total investment, and total investment less tax credits. Allowances are made for bank and guaranteed loans. Additional financial statements can be made for the following: a) A mine-mill segment with a concentrate selling schedule b) A mine-mill-smelter complex with a smelter product selling schedule c) Profitability of the smelter separately d) Profitability of the refinery separately

Drilling and blasting constitute important activity in mining operations and account for around 20% of the total excavation cost. The utilization coefficient of energy for explosions of the fragmentation type is hardly 15 to 2035 and an enhancement in this is possible only through optimization of blast design. Designing a 'blast is a complex planning task, which for optimum results calls for matching the energy level of the explosive, rock properties and bench geometry. Optimum blast design needs a comprehensive study and an objective analysis of the intersecting elements. A cost optimised approach is often adopted with due consideration for all the cost sectors viz., drilling, blasting, loading, hauling dumping, and primary crushing, contributing to the overall miring cost. The present study deals with a performance prediction model which predicts the optimum burden for an explosive system in a given rock type to produce a certain desired fragment size. The model is framed on the inputs : shovel size, drill size, unit cost of drilling, bench dimensions, rock density, bond index, unit cost of explosive, maximum work potential. The model has been extended to compute the drilling and blasting costs for an assumed size of the bench to be blasted per round, so as to arrive at the overall cost optimization from a number of explosive systems. A comparative cost calculation with different explosive systems has been presented for a typical iron ore mine in India.

Sustainable development is becoming increasingly more important for the mining industry and therefore mining companies should be able to measure their progress towards sustainability. Greek Public Power Corporation (PPC) S.A. is a company which produces lignite in open cast mines in Western Macedonia and in Peloponnesos. The present paper uses operational data kindly offered by PPC S.A. to derive sustainability indicators by means of Data Envelopment Analysis for three large scale lignite open cast mines of PPC (i.e. Main Field, Kardia Field and South Field mines). It also examines three environmental parameters related to the contribution of these mines to sustainable development; namely, the annually produced volume of waste masses, the annually produced quantity of ash from the lignite combustion and the annual volume of pumped water. The calculated sustainability indicators were keeping constantly better during the last years of the different periods for each one of mines studied here, showing that the mines met their goals from both economic and environmental aspects during the last years of their operational periods studied. The contribution of open cast lignite mines studied here to sustainable development can be monitored by the derived indicators analyzing annual mine operational data. The derived indicators can serve as tools to detect where improvements can be made, though another potential use of these indicators can also be during the preparation of feasibility studies or environmental impact studies using necessary benchmarking data.

FOUR years ago several mining operators shook their heads and predicted that Goldfield Consolidated Mines Co. would never be able to mine the zinc-lead ores from the 550 to 650 level areas of the Deep Creek mine. Their prediction was not without apparent justification, for everywhere one gazed, water was spurting or dripping; every hole that was drilled produced more and more water under pressures of 220 to 250 psi, all from apparently unrelated channels. When the volume of water from one level alone reached 2200 gpm with a possible flow of 5000 to 6000 gpm if the area were fully tapped, development work was brought to a halt and the few holes into the water area were grouted off under contract. As zinc prices had completely deteriorated, the workings were allowed to flood. Upon reopening the mine, in late 1950, it was discovered that the relatively few sacks of cement used in the previous grouting operation had done a tremendous amount of good. Consequently it was decided to systematically drill test holes with a longhole machine and diamond drill and to seal all holes with a cement grout solution. After 30,000 ft of drilling, and the pumping of over 20,000 sacks of cement, 15,000 of which were placed in the supposedly impossible 650 level, the company was successful in literally forcing the water out of the ore zones and opening up large tonnages for subsequent extraction.

THE present value of most coal properties resides largely in the coal remaining to be mined, which thus constitutes the most important asset. The object of this paper is to discuss methods commonly used in computing the value of mineable coal. To distinguish clearly between such coal values and the values of other property, the several kinds of property values may be divided into classes; this is necessary to avoid unintentional omissions of items of importance. VALUE OF COAL RESERVES Judicial decisions prescribe, and appraisers commonly accept, current sales value as the preferred means for determining the value of transferable property. With few exceptions a property is worth the sum that can be realized from its sale by a willing seller to a willing buyer, a sale in which compulsion urges neither party, and between whom there is no community of interest to fix a value; or it is worth at least as much as a responsible buyer will offer for it. Actual sales of like property or bids from responsible buyers for the property, or for substantially like property, are the best established methods for determining values. Only in the absence of such sales or bids can valuations by other methods be entertained, and only for reasons of weight can sales values be set aside. Sales of coal in the ground, as customarily carried out through lease, under royalty agreements, are therefore the most trustworthy means available for determining the value of coal reserves.

INTRODUCTION The U.S. Department of Energy's Waste Isolation Pilot Plant (WIPP) is being constructed to provide permanent storage of radioactive TRU waste materials emanating from military weapons production. These wastes are contaminated with radioactive elements heavier than uranium, thus the name trans-(or beyond) uranic (Uranium wastes). The WIPP site, which is located 26 miles east of Carlsbad, New Mexico, was chosen thru a selection process after the National Academy of Sciences recommended salt deposits as a promising host strata for the storage of radioactive wastes. Throughout the United States numerous DOE facilities have produced and stored defense-generated TRU wastes. Once WIPP becomes operational in the fall of 1989, all sites may ship directly to this repository. A companion project has developed special shipping containers (TRUPACT) for safe transport of materials to WIPP. The WIPP facility is currently composed of surface buildings, three shafts, and underground storage and experimental rooms and tunnels. Frontier-Kemper Constructors, Inc. (FKCI) has nearly completed the construction of the fourth shaft, an intake shaft, to provide additional ventilation to the underground workings. PLANNED SHAFT EXCAVATION METHOD Full-face raise boring ( upreaming ) was the allowable method selected by Frontier-Kemper Constructors for the excavation of the shaft. After arrival of an oil-field type rotary drill rig in December 1987, a 9 inch diameter pilot hole was drilled from the surface to the mine level, a depth of approximately 2145 feet.

Selecting efficient machinery for an underground mining operation is a highly skilled art that still depends largely on human judgment and experience. In a coal mine, for example, there is no better way to predict the results of operating with a cutting machine or a continuous miner than to go underground with a sharp-pointed miner's pick. The trained eye can detect the depth of point penetration, cleavage planes, roof and floor strata, and many other conditions impossible to determine in a laboratory. Even so, however, an entirely new set of conditions may lie unexposed just a few feet behind the solid face. The candid truth of the matter is that practically nothing is known of the phenomenon of extracting a mineral from a solid. Consequently, the selection of mineral extraction machinery and systems must be based on results obtained elsewhere under apparently similar conditions. A recent study of the problem of equipment and system analysis was conducted in the coal mining regions of West Virginia. This state was chosen for study because it afforded representative sampling. The 172 coal mines investigated ecompassed seam heights ranging from less than 30 in. to over 84 in. and covered virtually all known coal mining conditions except two. The exceptions are the extreme pitch of coal seams in the western United States and British Columbia and the "bumps" encountered in the Rocky Mountains. Both of these extreme conditions are worthy of individual study.

The American Society of Mechanical Engineers extends an invitation to members of the Institute to participate in an exceedingly interesting excursion on Saturday, November 11. Permission has been secured for a visit to the plant of the Electric Boat Co. at New London, Conn. There will be run a special-test on a high-power 8-cylinder, 4-cycle Diesel engine. A large number of submarine and other engines in various stages of construction will be seen, also the boring of torpedo tubes, cylinders and other equipment for submarines. The drafting rooms and foundry mill also be open for inspection. The party will have an opportunity to see at close range the submerging of several submarines, and an attack on a vessel on the surface, an exhibit which is being arranged by courtesy of Rear Admiral A. W. Grant, who is in command of the submarine forces of the United States. The Boston members will leave South Station on train No. 7 at 8.30 A. M. Those from Providence will board this train at 9.36 A. M. The Worcester members will leave on train No. 745 at 8.36 A. M. The New York contingent will leave the Grand Central Terminal at 8.31 A. M. on train No. 8. This train will leave New Haven at 10.30 A. M. Upon arrival at New London, each group will go directly to the Mohican Hotel, where a "get-acquainted" luncheon will be served

Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence (?Smax) induced by chain pillar convergence has been related to a parameter (h/I -p) by linear regression. (Notations are expressed in this discussion's Fig. I (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goaf may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between ?Smax/m vs. h/1-p. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data.
