The manganese ore deposits of the Gold Coast, British West Africa, occur in very ancient rocks, of both sedimentary and metamorphic types. In certain respects they have a strong resemblance to those of India and Brazil, as contrasted with those of Tertiary age in Georgia, but in this paper no careful comparison with them can be made. Viewed from the present condition of the manganiferous rocks, the oldest deposits are in the sediments. Later than these are the progressively metamorphosed representatives of these sediments. Youngest are the products of decay and degradation with the concentration of manganese oxide in the rocks of both groups. The oldest occurrences are in argillaceous and siliceous phyllites and slates, which show only a moderate degree of metamorphism. They belong to a series which also includes mudstones, sandstones, grits, conglomerates and subordinate limestones, with tuffs and lava-flows, largely of basic types. This has been named the Birrim System. Its age is unknown, for no definite fossils have been discovered in it. Since these non-fossiliferous strata at many plaees are of a character which in many parts of the world are suitable for the preservation of fossils, and which contain them, it is assumed that the Gold Coast deposits are pre-Cambrian. These rocks of the Birrim System have normally a northeast-southwest strike, and are folded, but not to any very great degree except in certain belts. From the Eastern Province of the Gold Coast they may be traversed diagonally across their strike for upwards of 600 miles, to the extreme northwestern corner of the Northern Territories. Thence they probably extend much farther into French territory.

In the following note, with the help of a new parameter of strain hardening, the attention is drawn to the close relationship between the relative performances of steels under plastic range cycling and their strain hardening characteristics. If a cantilever beam of rectangular cross section is tested with the arrangement shown in Fig. 1 in reversed bending between constant deflection limits at the lever head, the longitudinal strain-deflection hysteresis shown in Fig. 2 is obtained. There is no lateral strain due to constraint at the rectangular test section.' If the absolute value of strain undergone between a maximum state of tension and maximum state of compression is called A, it will be seen that A decreases with cycling rapidly due to the strain hardening in the test section and the ensuing change in the bent beam profile. It will also be seen that A reaches an approximately stable value around 10th cycle. If we call the first cycle strain range, A,, and that of 10th cycle, A,,, then is an index of the strain hardening capacity at a particular deflection level. A plot of n vs ? is reproduced in Fig. 3 for two ASTM steels: A-302 and A-201. A-302 is a low alloy structural steel, A-201 a low-carbon steel. The specimens were first normalized at 1650°F for 75 min then grooved with a milling cutter; and the notches were ground to 50G finish. The final operation before testing was a stress relief at 1150°F for 75 min. The behavior of the two steels changes around ?1 = 0.8 pct or A,, = A, -n = 0.7. If these curves are compared with the endurance life curves given in Fig. 4, it will be seen that the relative performance of the two steels also change around A,, =. 0.70 pct. The steel with lower strain hardening capacity (7) at a certain strain level shows a longer endurance life, irrespective of their strength levels. Since the exponent governs strain hardening at lower strain levels than the Modulus, the relative values of both parameters also coincide with the change in n values and the relative performances of the two steels at different strain levels. A study was undertaken to investigate the relationship between the quantity and value of economic demonstrated resources discovered for 12 mineral commodities over a ten year period and the expenditure required to yield such mineable resources. The results showed that for every dollar spent on exploration, there is an apparent in-ground average value of around $54 dollars contained in the economic resources found. While this appears to be a satisfactory return, it should be remembered that more than 99.9% of exploration programs are judged to be failures because a viable ore body or mineral deposit was not proved up. What is behind this seeming paradox?   The fundamental truth behind mineral exploration is the fact that the more you explore, the more you find, and that one success will often lead to further discoveries. It appears that one rich and viable deposit creates such surplus that its inherent high value ('the pot of gold') makes up for all the failures. In short, mineral exploration is a high risk business with uncertain returns. However, with skill, enthusiasm, experience and venture capital, it can yield larger than normal returns for the brave and the fortunate.   Analysis of exploration expenditure and economic resources discovered for the period 1987 to 1996 revealed that the apparent in-ground value of economic ore discovered per dollar of exploration expenditure varied from a high of $429 for iron ore and $261 for bauxite to a low of $22 for gold and for lead, and $5 per dollar of diamond exploration expenditure. Preliminary conclusions drawn on the reasons for the variations observed include the inherent ease or difficulty of discovery for different mineral commodities which may in some cases, relate to the natural prospectivity of Australia as a whole. Layered deposits like iron ore and bauxite appear to yield higher in-ground value returns on the exploration dollar. To some explorationists, this may be considered as seemingly obvious, but it may have more to do with very large-exploration tenement grants pursued by various Australian State Governments in the early 1950s and 1960s than the apparent ease of delineating a stratabound deposit.   Despite the apparent relatively low in-ground value produced by the gold exploration dollar of $22, the 5660 tonnes of gold discovered in this ten year period was worth $9.1 billion and representing over a quarter of the new mineral wealth created in the ten years to 1996. This contribution, along with that from the other minerals discovered over the period, led to a significant boost to Australia's export income and standard of living.   It is concluded that, given the nexus between the amount of mineral exploration expenditure and the quantity of new resources likely to be discovered, this knowledge may help policy makers seek to influence the rate of resource discovery in countries like Australia for the benefit of the nation.

My first paper dealing with the theories of the hardening of steel by rapid cooling was published in the Transactions of this Institute in 1896— 30 years ago-under the title "The Microstructure of Steel and the Current Theories of Hardening," hence, also, the title of the present paper. It was extensively discussed and was, I believe, one of the starting points of many subsequent papers and discussions of the same subject, dis-cusssions which at times became almost violent and which led to the formation of different schools such as the "Carbonists" and the "Allo-tropists." Some of the older members of the Institute, who took part in the debate or who were interested observers, will, I am sure, have kept a vivid remembrance of it. The controversy gradually quieted down, apparently for lack of ammunition, without any side acknowledging defeat. Recently, however, interest in it ha been revived through the claims of some that these vexed questions had at last been solved. In an effort to ascertain if possible the prevailing view of those best qualified to express an opinion a questionnaire was submitted to the following gentlemen: J. 0. In South Africa, the Bushveld platinum group metal deposits are unique in that they are the largest platinum group metal deposits in the world. These deposits occur as two distinct stratiform tabular orebodies and strike for many hundreds of kilometres. Mining is extensive, with depths ranging from close-to-surface to 2 000 m. The mining method is a variation of planar open stoping. Pillars are widely used to support the open stopes. Crush pillars are commonly used in this role, where the residual pillar strength provides the required support resistance to stabilize the stoping excavations. This paper describes the direct measurement of stress within these crush pillars, and describes the stress?strain behaviour of these pillars. These findings indicate that the measured pillar failure stress is too high. The implications of these findings are that roof damage and pillar bursting could occur, and some examples of this type of damage are shown. The paper concludes that this problem could be mitigated if the three dimensional pillar geometry were modified and the pillars were cut smaller.

The standard thermodynamic properties of the compound Ca2CuO3 were determined electrochemically by the Electromotive Force (EMF) method. The ternary phase Ca2CuO3 was synthesized from the pure oxides CaO and CuO at CaO saturation using a ceramic route. The EMF measurements were performed over a temperature range 973 T/K 1124. To modern civilization the platinum metals are of inestimable value. Their distinctive properties, both physical and chemical, render them indispensable in an age in which the processes of the laboratory are becoming an essential part of the daily life of the world. Generally, their function, though vital to particular processes, is not spectacular, and so remains unknown to all except the operators. Early Methods of Manufacture The properties of platinum were recognized as of prime importance for scientific work at a very early date, probably between 1750 and 1760. The difficulty of making articles from it seemed almost insurmountable, because no means of attaining the temperature necessary to melt it were known at that time. It is true that solid platinum could be obtained by fusing the metal with a more volatile metal such as arsenic, which was subsequently driven off by baking, but such a method, at its best, would give only a very brittle product, which was totally unsuitable for the purposes for which it was intended. Little, if any, progress could be made until it was discovered that platinum sponge, heated to white heat and hammered in an iron or clay mold, would metallize and retain the shape of the mold. This was a process that could not be wholly satisfactory but from it developed the method of pressing the sponge in a mold and forging it at white heat into wire or sheet. At present a somewhat similar process must be used for fabricating articles of tungsten, molybdenum and other metals of high fusing point, as with these metals we face today the same problems that the scientists of the eighteenth century encountered with platinum, but possibly the next significant advance in the metallurgy of these metals will be the devising of means to melt and cast them. TO some extent this method of preparing platinum has survived, particularly in Europe. There are one or two objections to it, but they are not serious, as they can be surmounted with proper precautions. In the first place, the material is spongy and its millions of cavities contain entrapped air. Unless this is removed by thorough forging above 1000" C. the resultant sheet shows blisters. The construction of the La Joya hydropower plant (Costa Rica) was awarded by the Spanish power company, Union Fenosa, to the Italian Joint Venture formed by the companies SELI SpA and Ghella SpA. The project, located in a mountainous region of central Costa Rica, includes a 7.9-km-long head race tunnel having an excavation diameter of 6.18 m. A double-shielded TBM was selected to perform the tunnel excavation, which involved mainly volcanic rocks in variable but generally very weak conditions. The tunnel crossed long and continuous sections in completely weathered rock masses with no residual cohesion and with high water inflows. The paper describes and analyzes: The special methods adopted to overcome these sections with the TBM includ-ing face stabilization by chemical grout and foams as well small by-pass tunnels in the crown combined with TBM advance/support The grouting design and the grouting method that was implemented to meet the waterproof design specifications and restore the original groundwater level in the mountain The additional geological investigations performed to improve the knowledge of the rock mass in front of the TBM and the outcomes of these investigations The performance of the TBM in different ground conditions and on average along the entire tunnel Finally, the author’s comment about the possibility of implementing and improving the technologies experimented with in this project in future similar applications.

YouR committee's secretary submits the following report, or summary, to the members of the committee, in an endeavor to lay before them a general review of the information so far received and also his own knowledge of the work as carried on at a number of plants, this being done in part to secure further information and suggestions from members and lead to a more effective means of furthering the work of the committee. It is suggested that more detailed data be compiled regarding engineering features involved, and that papers be contributed which will deal with the safeguarding of underground electrical installations. There are few operating companies which have not started a more or less systematic campaign to safeguard their employees from accidental injuries and unhealthful surroundings, but a great deal is to be gained by experience. All may welcome the advice and cooperation of those who have been actively engaged in the work and have demonstrated the results obtainable by organized effort, and it is, therefore, exceedingly gratifying to note the ready assistance and hearty cooperation rendered by the companies that may be truly termed pioneers in the movement. No solution of the safety problem is to be found in a skrict standardization of methods, rules or devices, as the various mining, milling and metallurgical practices present too many conditions differing broadly in general principles, but some standard system embodying principles already proven to be efficient should be created, which may be modified or elaborated to meet specific requirements of each individual company, or to fit working conditions as they exist in the various mining camps throughout the country. An industrial plant is primarily a business undertaking, therefore the economic side of a safety or welfare campaign is of importance. Many small operators have been deterred from undertaking the work by their belief that it involved an expense beyond their means, and one that could not be counterbalanced by greater efficiency or saving along other lines. This idea is generally due to a lack of knowledge of the actual costs of such work, and of the results secured by judicious selection of a method commensurate with the size and nature of the opera-

The issue of regulating non-asbestiform varieties of the amphiboles actinolite, tremo1ite, and anthophyllite to the same degree as asbestos has been studied in detail by the National Stone Association. The ramifications of such a regulation, and the over simplistic regulatory definition of a fiber, are enormous not only for the aggregate industry and its users, but also for the nation. Evaluation of the health, geological, mineralogical, technical, economic and legal issues do not support an "asbestos-like" regulation of non-asbestiform minerals. The adverse consequences of regulating non-asbestiform varieties of actinolite, tremolite and anthophyllite like asbestos would be magnified many times if a similar standard for generic mineral fibers were promulgated.

Results of work on the development of a phenomenological model for the continuous flotation process using short-lived radioactive tracer techniques for the determination of model parameters is reported. A model that incorporates a flotation first-order rate constant and a residence time distribution based on the cross flow finite state (CFFS) model has been derived and investigated. The short-lived radioactive tracer techniques necessary to extract the model parameters have been developed as have the necessary nonlinear search methods. The conditions under which all the model parameters can be extracted from a single radiotracer experiment are detailed and illustrated. A microcomputer-based unique data logging system has been designed, assembled, and implemented for collecting the necessary transient radiotracer data. Results are reported for a continuous laboratory flotation system for the two systems mica ore and coal.

In a cobalt precipitation plant, phosphoric acid is used to eliminate excess uranium from the pregnant leach solution, resulting in a cobalt hydroxide product that has little uranium contamination. However, the amount of phosphoric acid added must be monitored and controlled to avoid financial and sustainability impacts and to prevent negative impacts on the final product quality. One possible solution to this problem is the use of online residual phosphorus measurement techniques to regulate the addition. By continuously monitoring the residual phosphorus levels in the solution, the plant can adjust dosing in real time to maintain the target residual phosphorus level. As a result, the cobalt precipitation plant can improve phosphorus level control, lowering the risk of overdosing, and ensuring consistent product quality. This approach can also improve process efficiency, reduce operational costs, and have a positive environmental impact

The following work, performed by Mr. W. A. Tucker, of the class of 1893, in the mining department of the Massachusetts Institute of Technology, seems to me to be worthy of publication. I believe it has always been considered that the presence of arsenic especially interferes with the extraction of gold by the cyanide method. Mr. Tucker's work, although made on a laboratory scale, certainly seems to disprove this view, and to show that even with a very large percentage of arsenic present in the ore, a high extraction may be obtained without an excessive consumption of potassic cyanide. The ore from which the concentrates were obtained was a gray argillaceous schist. and slate, with stringers and veins of quartz running through it. It carried free gold and about 12 per cent. of sulphides. The ore was crushed with stamps; the free gold was collected in the ordinary way on silver-amalgamated copper plates; and the sulphides, which consisted chiefly of arsenopyrite and pyrite, with very small amounts of galena and chalcopyrite, were concentrated and collected by means of a Frue vanner. A carefully-taken sample gave: Gold,........6.17 ounces per ton. Arsenic,.......30.6 per cent. The latter figure would correspond to about 66.5 per cent,. of arsenopyrite in the concentrates. The work to be done was outlined as follows: 1. Sizing the concentrates; 2. Assaying the different sizings; 3. Treating these different sizings with ECy of different degrees of strength for different periods of time.

The Post Gold deposit is located in the northern part of the Carlin trend. The mineralization at Post occurs in proximity to a Jurassic-Cretaceous composite stock. Most of the gold at Post is hosted by non-metamorphosed calcareous siltstone and highly altered diorite, adjacent to the low grade skarn. Endoskarn, exoskarn, hornfels and marble are developed outward from the intrusive. The skarn is composed dominantly of diopside, tightly intergrown with gannet, k -feldspar, and sphene. The highest grade gold values are adjacent to the skarn, which acted as a permeability barrier to fluid migration. Post is the first Carlin-type deposit at which a skarn has been recognized to play a significant role in the localization of gold.

In 1997 Pasminco's Port Pirie Lead Smelter began a modernisation of its lead and precious metals refinery operations. Driven by the anticipated closure of its Broken Hill mine, the new refining process replaced the locally developed continuous process, which had been in operation since the 1950's. Commissioning of the new plant was staged, beginning in late 1997, and finishing early in 1999. The new plant provides for batch refining of lead, and the use of vacuum induction retorting and bottom blown oxygen cupel technology in the silver refining area. The project has resulted in an increase of lead production capacity of 11% and allows the treatment of a wider range of concentrates than was formerly possible. The most significant change has been to double the smelter's silver capacity to over 400 tonnes per annum. This paper describes the successful implementation and optimisation of the new refinery, which is now consistently meeting design capacity.

WALLACE MCKEEHAN, Douglas, Ariz. (communication to the Secretary*).-In going over this report, which I have done very carefully, I find that the summary as composed deals with the various problems almost entirely from the employer's standpoint and that practically no consideration is given to the employee's point of view. An experience of 3 ½ years as safety inspector, and almost 30 years as workman-and official, has convinced me that any plan for the betterment of working conditions which will achieve any degree of success must give the workmen their share of responsibility and allow them full participation. The company may finance and direct the movement, but its ultimate success depends upon the support given by the workmen. The cooperation of the men doing the actual work is so essential that all writers insist that this must he secured, but they do not agree as to how this can best be done.

ABSTRACT In this paper, we used data collected from the Gibraltar mine to analyze the effect of the TyreSense tire monitoring system on tire performance by reducing tire wear and preventing premature tire failure or damage. We analyzed the relationship between tire temperature, tire pressure, and tire failure or damage to help better understand the importance of controlling high tire temperature and pressure. The results enhance and expand the knowledge of the management of tire operational pressure and temperature.

This paper reports the results of studies of the impact properties of quenched and tempered alloy-steel plates as a function of sulfur content. It was found that the impact energy levels decreased continuously as the sulfur content increased and that there was a straight-line relationship between impact energy and sulfur content when plotted on logarithmic coordinates. Cross rolling raised the level of these Lines for transverse tests and lowered the level for logitudinal tests proportionately to the amount of cross rolling. ALTHOUGH it has been generally recognized that, for applications in which notch toughness is critical, the sulfur content of the steels used should be held to a low value, quantitative information on the effect of sulfur on notch toughness has not been available. For such applications, it is a common practice to specify minimum impact values, and in order that these may be met consistently it is important that the steel producer know quantitatively the effect of sulfur on notch toughness so that realistic sulfur content limits can be applied to the steels they produce. In many instances, particularly in flat-rolled products, impact properties are specified in the direction transverse to the principal rolling direction, so that the factors affecting the anisotropy or directionality of impact properties are also of concern to the steel producer. For some applications, furthermore, it is a common practice to increase the sulfur content of steels in order to improve their machinability, and, in such instances, the effect of this practice on notch toughness may often be of concern. This paper reports on an investigation, carried out at Battelle Memorial Institute, designed to furnish this quantitative information on the effect of sulfur on notch toughness and also to furnish further information on the factors affecting the anisotropy of impact properties in wrought heat-treated alloy steels. MATERIALS AND EXPERIMENTAL PROCEDURE The experimental steels were of intended base analysis: 0.30 pct C, 0.80 pct Mn, 0.25 pct Si, 2.5 pct Ni, 0.80 pct Cr, and 0.45 pct Mo. Steels were made with sulfur contents varying from 0.005 to 0.179 pct. The steels were prepared from 600-lb induction-furnace melts. Steels containing 0.020 pct or more sulfur (at meltdown) were melted from a charge of ingot iron (except for one heat): lower-sulfur steels were made from electrolytic iron. The charge consisted of ingot or electrolytic iron, ferrosilicon to give 0.10 pct Si, and ferromanganese to give 0.05 pct Mn. At meltdown, electrolytic nickel, ferromolybdenum, iron phosphide, and pyrite were added followed in sequence by ferrochromium, sili-comanganese, ferrosilicon, and ferromanganese. The slag was then removed and graphite added to give the desired carbon content. Bath temperature was adjusted to 2850°F and, when no other additions were to follow, 2 lb per ton of aluminum was added, immediately before tapping. Compositions of the experimental steels appear in Table I. Analyses are from single determinations, except sulfur which was analyzed in duplicate. A test sample (3 in. in diam by 6 in. long) and a 575-1b ingot were poured from each heat. The test sample was poured in a sand mold; the cooling rates of the test sample and the large ingot were approximately the same. Chemical analysis chips and metal lographic specimens were taken from the test samples. The ingot was 8 in. sq at the base and 9 in. sq at the top. A 5 X 5 X 6-in. sand mold hot top was completely filled in teeming the ingot. After solidification, the mold was stripped from the ingot which cooled to room temperature. Ingots were reheated to 2250"F and rolled to 1.9-in. slabs on a commercial mill. The slabs were box-cooled to room temperature. Sections of the 1.9-in. slabs were heated to 2250°F and rolled on a Battelle laboratory mill according to one of three schedules: 1) rolled straightaway to 0.5-in. plate; 2) rolled straightaway to 1.3-in. thickness, then cross rolled to 0.5-in. plate (29 pct cross rolling); or 3) cross rolled from 1.9-in. to 0.5-in.-thick plate (46 pct cross rolling). The 0.5-in.-straight- or cross-rolled plates were normalized at 1700°F for 1 hr and then water quenched from 1600°F. Plates were then tempered 2 hr at 1240°, 1170°, 1080°, or 860°F to obtain Rockwell C hardness of 25, 30, 35, and 40, respectively. Tempering was followed by quenching to room temperature to avoid temper embrittlement. Slack-quenched plates were isothermally transformed for 26 min at 800°F, quenched, and tempered 2 hr at 1170°F. Pearlitic microstructures were obtained by holding 168 hr at 1200° F, followed by quenching. Charpy V-notch specimens were taken both transverse and longitudinal to the main rolling direction, notched perpendicular to the plate surface, and tested. Factors such as rock cover, rock type and rock quality can exert a dominate influence on the behavior of a concrete tunnel lining. This paper will present and discuss the investigation, evaluation and use of such factors at the Rocky Mountain Pumped Storage Project in the design of the 10.67m (35 foot) diameter concrete tunnel lining. A plane strain, finite element analysis was performed on the concrete/rock system. The finite element model consisted of a concrete lining zone and three (3) rock zones; a highly destressed rock zone, a transitional rock zone and an intact rock zone. Zones were differentiated from one another by varying the modulus for each zone. Results of this study yielded a concrete lining strain from radial expansion which was used in the crack control calculations for the concrete tunnel lining. After the tunnel excavation was performed, plate jacking tests and additional seismic surveys were run on the tunnel walls. This testing served to confirm the rock modulus values used in the preliminary analysis. However, results were observed which indicated that a two zone rock model would more accurately represent in-situ rock conditions than the three-zone rock model used in the preliminary analysis. This revision to the concrete/rock model was made and a final concrete tunnel lining analysis was performed.

At the beginning of this year it was my pleasure and responsibility to take over the Presidency of our Institute from Mr A. A. Parish who, as did his predecessors, filled the office with distinction. It is a great privilege to address you as President and it is an occasion for my wife and family, and I am most grateful for your inviting them to the buffet dinner. Our Secretary (Miss Jacka), who processes all Presidents, has told me that there are neither questions nor discussions on Presidential Addresses, and that being so, I felt free to select a controversial topic.
