"Growth of electronics waste (e-waste) and lack of appropriate disposal mechanism are the great concern for developing countries like India. The domestic generation of e-waste in India is rapidly growing with the development. The imported substance is also substantially contributing to the e-waste inventory. Recycling of e-waste is mainly carried out in unorganized units in India. The primitive recycling technique used by the unorganized sector is a great threat to the environment and the health of the operators involved in these profession. Therefore, improvement of technology used by these units towards a cost effective, environmental friendly alternative could be the solution to the present crisis. Few initiatives of recycling have, however, come up in recent years in organized units. The precious metals are still recycled in the developed countries. This report discusses the inventory, technology status, legal legislative and existing practices of e-waste management in India.1. INTRODUCTIONInnovation, research and development in the field of electronics and information and communication technology (ICT) lead to convenient, independent human life. Consumption of electronics and hardware products has enhanced by manifold. Electronics and hardware sectors have, thus, become the fastest growing sector in the world. Faster obsolescence of these products is forcing users to replace products with an advanced technology. Life cycles of these products are few years. Discarded electronics products are, therefore, accumulating alarmingly in our society. Electronics waste (e-waste) is a crisis not only due to its volume but also for presence of its toxic ingredients, like heavy metals (e.g. lead, mercury, cadmium, hexavalent chromium) and flame retardants such as poly brominated biphenyles and poly brominated diphenyles ether. These substances create potential occupational and environmental health hazardous."

Professor R. N. Pryor, AR.S.M., B.8c., C.Eng., F.I.C.E., F.I.Min.E., F.I.M.M., who died on 14th July, 1979, after a short illness, was President of the Institution of Mining and Metallurgy for the session 1978-1979. Weld pool metallurgy A high level of current interest in welding characteristics and behaviour and in the properties of welds was amply demonstrated by the large attendance at The Welding Institute's 1978 Conference on 'Trends in Steels and Consumables for Welding' and by the overwhelming number of papers offered for the International Conference on 'Arc Physics and Weld Pool Behaviour' in May 1979. Mine ventilation The First International Mine Ventilation Congress was held in September, 1975, in Johannesburg, South Africa, at the University of the Witwatersrand. It was organized by the Mine Ventilation Society of South Africa. Occupational accidents and diseases The IXth World Congress on the Prevention of Occupational Accidents and Diseases will be held in Amsterdam from 6th to 9th May, 1980. Rock mechanics The 21st U.S. Symposium on Rock Mechanics is to be held at Rolla, Missouri, from 27th to 30th May, 1980. Protection against noise An International Symposium on the Protection of Workers Against Noisewill be held in Dresden (German Democratic Republic) from 27th to 30th November, 1979. Management of mineral resources A joint meeting of the Institution of Mining and Metallurgy, the Society of Mining Engineers of AIME, and the Metallurgical Society of AIME is to be held in London from 27th to 30th May, 1980. INFACON 80 During 1970 various South African institutes and associations agreed to organize an international ferroalloys congress. It was recommended that this should be made a continuing forum, where ferroalloy people could meet and discuss matters of mutal interest.

Manganese compounds occur in many mineral forms widely distributed throughout the crust of the earth. The most important of these commercially are the oxides which are usually found as irregular masses, but in some places (notably U.S.S.R.) occur as extensive beds of varying thickness and purity. The principal sources of ore have been U.S.S.R., Ghana (the Gold Coast of Africa), India, Union of South Africa, Belgian Congo, French Morocco, Cuba, Brazil, and Mexico. New developments of ore are being conducted in Brazil, British Guiana, French Equatorial Africa, and Northern Rhodesia. The production of the United States normally meets less than 10 pct of domestic manganese consumption. Manganese ore (35 pct or more Mn) is used principally by the ferrous metallurgy industry for production of manganese metal, ferromanganese, and other manganese alloys for use in production of steel ingots and castings. Some manganese is used in the nonferrous industry as an alloying element and cleanser in aluminum alloys, aluminum bronze, constantan, manganese bronze, Monel, Everdur, nickel-chromium resistance alloys, and nickel-silver. The metallurgical uses consume about 97 pct of the total manganese ore requirements of the United States. The balance goes principally for the manufacture of dry cells and for chemicals, with limited amounts for ceramic products, plastics, welding rods and varnish. The Materials Survey on Manganese, compiled in 1952 for Materials Office National Security Resources Board by the Bureau of Mines and Geological Survey, provides an excellent review of resources, reserves, specifications, uses, mining, beneficiation, metallurgical processes and deposits, and is worth referring to for greater details. Lloyd W. Ingles, Superintendent, Allen mine, Colorado Fuel and Iron Corporation. Stonewall, Colorado, called the meeting to order at 9:30 a.m. He introduced George C. Trevorrow, Safety Director, Bituminous Coal Operators' Association, Washington, D. C., who spoke on "Recent Developments for Improving Safety in Underground Coal Mines." (Refer to the index for the printed text of this paper.) Following Mr. Trevorrow's paper, James Westfield, U. S. Bureau of Mines, Washington, D. C., spoke briefly to the group or some of the new methods of controlling fire mentioned in Mr. Trevorrow's paper. Mr. Westfield stated that the Foam plug had been used in the Bureau's experimental mine, and was also used in New Mexico, but was not successful in putting out the lire. In a recent fire in Southwest Virginia where 18 men were lost, the foam plug was used after the fire had been burning for about 6 or 7 days. It did have a good effect, but the section had to be finally sealed off. In a fire in Pennsylvania about 2 weeks ago, the foam plug was put into action after about 9 hours. Although the section was finally sealed, managers of the mine credited the foam plug in saving the mine. Mr. Westfield stated that equipment must be at hand when fighting a fire; that time wasted in securing proper equipment may make the difference. Mr. Westfield also stated that as late as 2 months ago, it seemed that a methane monitoring device was as far as 4 or 5 years away. Now it is expected that it may be put in production within the year. Experimental models are in use in Pennsylvania and West Virginia. Mr. Westfield concluded by complimenting Mr. Trevorrow on his excellent paper.

Introduction I will address two important alternative energy resources, solar and geothermal, with emphasis on their potential application in electric power generation. As a result of this presentation, I hope to leave you with a realistic view of the principal technology options that are being developed or that are available. Solar Types of Collection In terrestrial solar applications, the biggest challenge is to find ways of collecting the sun’s relatively low intensity energy so it can be converted economically to useful thermal or electric energy. Fig. 1 shows that there are both natural and technological ways of collecting solar energy. In nature we find that solar energy aids in the production of biological growth, rainfall, and wind, all of which can, in one form or another, be put to use in the production of heat or electric power. The sun’s rays also are collected and stored naturally in the form of heat in the upper layers of the ocean which can be put to use in the production of electric energy by means of ocean thermal energy conversion (OTEC) approaches. On the technological side, the sun’s rays can be intercepted by materials that directly absorb and convert its energy to low-grade heat, or by mirrors or lenses that focus the rays onto a material to produce high-temperature heat. The higher temperature systems can be used to drive efficient heat engines in the production of electricityy. The sun’s rays also can be collected on photosensitive materials, in either a direct or concentrated form to generate DC electricity directly. More than 100,000 people from 110 countries involved in the construction aggregates and ready mix concrete industries are expected to attend Conexpo-Conlagg '99 in Las Vegas, NV March 23-27. The exhibition, the largest of its kind in the Western Hemisphere, takes place every three years. It is held at the Las Vegas Convention Center, Las Vegas Hilton Center and Pavilion. The show serves as a venue for con- tractors and others involved in aggregates construction to view the latest in equipment, technology and services. More than 1,500 exhibitors will use more than 147,200 m2 (1.6 million sq ft) of indoor and outdoor exhibit space. Attendees include presidents and company owners, sales and marketing managers, general managers and project managers. An estimated 20% of the attendees will be from outside of the United States. New for the Conexpo-Conlagg '99 show is a 3,715- m2 (40,000-sq ft) Information Technology Pavilion. This event, organized by AIEIC Systems, will showcase computer technology for the architectural, engineering and construction industries. Shown in the pavilion will be the latest developments in cost management, estimating, bidding, project management and accounting. In addition, the Information Technology Pavilion will demonstrate the latest in computer-aided design software, systems and services. Conexpo-Codagg '99 will also emphasize live demonstrations of exhibitor's products. Individual exhibitors will demonstrate their machinery so attendees can see the latest technology in action. Geophysical techniques have played a pivotal role in northern kimberlite exploration since the initial discovery at Point Lake in 1991. In the Slave Craton and surrounding regions, there are definite contrasts in physical properties between kimberlite intrusions and surrounding bedrock. Kimberlite commonly displays higher magnetic susceptibility, distinctive remnant magnetism, low electrical resistivity and lower density than surrounding rocks. In addition, the distinctive geometry of kimberlite pipes is reflected in geophysical responses which further facilitates target discrimination. There has been an evolution in geophysical exploration strategies over the past 12 years. Helicopter total magnetic field and electromagnetic (HEM) surveys have proven to the most cost-effective means of conducting first pass investigations in prospective areas. During the early 1990's, total magnetic field and frequency domain electromagnetic surveys were virtually the sole techniques employed during follow-up surveys. Inevitably, the initially high rates of kimberlite discovery declined in the areas surrounding the original finds. Marginal magnetic and EM anomalies were all that remained to be tested and this spurred interest in the improvement of existing interpretation algorithms and in the application of additional complementary techniques to reduce the exploration risk. Gravity has become a popular third survey following the deployment of the Falcon (TM) airborne gravity gradiometer system by BHP Billiton in 1999 and improvements in ground techniques. Ground penetrating radar (GPR) has proven to be particularly useful in delineating kimberlite pipes following drill discovery and in exploring for kimberlite dykes in settings where indicator mineral trains indicate such targets are likely. Seismic methods have been tested for both reconnaissance and delineation but remain underemployed. Given the high cost of drilling in the North and the proven success of geophysical techniques in reducing exploration risk, it is likely that an increasingly diverse range of geophysical techniques and innovative interpretation techniques will continue to be applied in kimberlite exploration.

E. E. Schumacher.*—DO YOU control the humidity in your test room? What effect does the environment have on your results? E. H. Kelton.—We do not attempt to control the humidity. As a matter of fact, the humidity in the beam tests that were conducted in a constant-temperature room varied widely and, as far as we know, there is no effect. The tension tests were conducted largely in an oil bath. I suppose there would be an effect in highly corrosive atmospheres, sufficiently corrosive to notch the specimen; otherwise, I would say none. E. A. Anderson.*—The effect of the humidity on the corrosion of zinc does not become important until the relative humidity is 70 per cent. At that point the corrosion products are capable of absorbing moisture and the corrosion rate increases. Below that point corrosion is almost imperceptible. This does not take into account any effect due to stress. That may be important. E. E. Schumacher.—Recently 1 have become very conscious of the enormous effect that surface films can exert on the physical properties of certain alloys. Shortly, we are publishing an article in which it will be shown that the fatigue endurance of some lead alloys can be changed markedly by merely changing the type of film placed on their surfaces. Changes as great as tenfold were observed. These findings make me wonder whether in your creep test you might not obtain quite variable results, depending upon the type of liquid medium used to immerse your specimens. Did you use more than one type of oil and, if you did, what were your results? E. H. Kelton.—I think we have used no more than three different oils, and we could not see any difference in effect.

Mining camps from Mexico to Alaska and from the Pacific coast to the Atlantic were represented by delegates at the 5th Annual Northwest Mining Convention which was held in Spokane, Wash., Feb. 19-24, 1917. About 300 delegates from outlying regions were present, this being fully 100 more than have been counted at any previous mining convention in Spokane. Graham B. Dennis, president of the Northwest Mining Association, made the address of welcome. In part, he said: "Heaven has made us the possessors of an area great enough for an empire, varied enough in climate and possibilities to compass the whole complex field of modern industry. In the development of this broad heritage, we are not only actors for today, but trustees for future ages. "It is to foster this spirit of unity; to create and maintain strong bonds of mutual good will and confidence, that we founded the Northwest Mining Association. Wee support it because we believe it will give us strength; because we believe we shall learn from each other; because, in industry as in every other walk of life, personal contact and establishment of ties of friendship enrich and round out the characters of men." One of the interesting lectures of the week was that on "Alaskan and Russian Gravel Mining," by Dr.' Henry Mace Payne, consulting engineer for the Russian government and Consolidated Goldfields of South Africa. Dr. Payne's illustrations showed the different appliances in use in the countries mentioned. The Resolutions Committee reported back to the Convention six of the seven resolutions that had been presented to it. These were adopted as submitted, with some minor changes.

The principal event in the development of oil and gas in Missouri in 1942 was the drilling of the Cities Service Oil Company's No. I Jim Cook, in the northwest corner, NW. 1/4 sec. 32, T. 65 N., R. 39 W., Atchison County, in the northwest corner of Missouri. This well, not yet completed, bailed several barrels of free oil in about 27° Baume from a sand called the Bartlesville by those in charge, at a depth of 1450 ft. The well is on a block of leases obtained after the area, which is covered by several hundred feet of glacial drift, had been prospected by core drilling. Earlier in the year the same company drilled a well on the Glen Gray farm in the southwest corner, SW. 1/4 sec. 29, T. 65 N., R. 39 w., to a depth of 2427 ft. in the Hunton lime with a rotary drill. Oil stains in this hole led to the drilling of the second well. The total footage drilled was 24,7541/2 ft., of which 14,0281/2 was by cable tools and 10,726 ft. by rotary. Twelve of the dry holes were drilled into Mississip-pian or older beds. Table I gives a summary of activities by counties.

In the Waelz kiln process, EAF dust is converted to an Fe-rich slag, a (Zn, Fe)-rich dust that is recycled to the kiln and the Zn-rich Waelz oxide which is subsequently up-graded for the recovery of zinc. To clarify the reactions occurring, the Waelz kiln products from a European Waelz plant were characterized mineralogically to determine the mineral species present, their micro-textures and the metal carriers. The EAF dust contains 27 % Zn, and consists mainly of ZnFe2O4 and ZnO, together with minor to trace amounts of NaCl, PbCl2, KCl, CaO, Ca2Fe2O5, Fe203, FRO, Pb oxide and various Ca-Fe-Al-Mn silicates. The KCI and NaCI sometimes agglomerate the other particles. The slag consists of nodules which often exhibit colloform structures. The slag contains of variable amounts of Fe, FeO(OH), FeO, gypsum, Ca(OH)2, Ca2SiO4 and various Ca-Fe¬Al-Mg-Mn silicates as well as minor to trace amounts of ZnFe2O4, Cr-Fe oxide, Mn-Fe oxide and other species. The Waelz oxide contains 57-61 % Zn, and consists predominantly of ZnO, with minor to trace amounts of KCI NaCl, Pb(OH)Cl, Pb20(SO4), Pb chloride, ZnSO4, ZnFe2O4, Ca2SiO4, Ca2Fe2O5, Ca-Fe silicate and NaZn4(SO4)(OH)6Cl.6H2O. The KCI agglomerates the other particles in the Waelz oxide. The recycled dust appears to be a mixture of EAF dust and Waelz oxide, but it contains relatively more coarser-grained metallic Pb and Pb oxide particles.

The problems associated with the processing of the Tilden ore are very much representative of the problems encountered in plants processing fine grained magnetic and nonmagnetic iron ores. I would like to comment on some of the problems mentioned in Dr. Nummela'spaper and add to his list of research opportunities in the processing of iron ores. Grinding, the most important step in the processing of fine grained iron ores, is synonymous with liberation. One grinds to separate discrete grains of minerals from the gangue. By convention- al grinding in tumbling mills, mostly random size reduction is achieved with relatively little preferential liberation of minerals. Not only are discrete particles broken that should not be broken, but damage is done to the mineral surfaces. The combination of over- grinding and surface damage shows up in lower recovery figures and higher grinding costs. What is obviously needed is a better comminution process that is more discriminating and that would permit liberating mineral particles at the coarsest possible size with a minimum production of fines. Laboratory attempts at such preferential grinding have been quite successful, but technological difficulties have unfortunately prevented its use. Impact grinding is a good example of a new comminution process that has not been accepted because of equipment problems. Either these problems have to be solved or new comminution systems have to be developed to reduce grinding costs and improve liberation. In his paper Dr. Nummela mentions the change in the primary mill throughput that occurs during the winter months. Seasonal changes in the operation of the grinding circuit and other unit operations have been observed in many plants, and many explanations for this phenomenon have been advanced. INTRODUCTION R&D activities are needed, at a minimum, for a company's competitive survival followed in importance by the growth and diversification of the company. For most industrial companies, however, R&D is the business area that has been the most difficult relative to confident long-range financial commitments and effective control and relative to its value as a long-term investment. Investors look not only at the current profitability of the company but increasingly at the plans, actions, and quality of the personnel in position to improve the market position and profitability of an organization. "The strongest predictor of investment value is the degree of innovation of the 'company.' I believe this is true of both strategic planning and R&D activities." R&D is the lifeblood of a company's future. If this basic premise-R&D for survival and growth-is believed to be true, why is it necessary to "Sell R&D in your organization? My personal experience, in a number of organizations, is that R&D budget is perceived as a business element area that could be delayed or reduced to improve the bottom line during difficult business conditions. I believe the following quote speaks volumes about this subject-"There is only one thing I know for certain about research, and that is it costs money-lots of it." -Unnamed, Hard- headed Financial Executive. A business must make money and be profitable in order to maintain and create jobs, pay taxes, cover working capital and costs of goods sold, and most importantly, create value for its shareholders. The foremost element of selling R&D, therefore, is to consistently demonstrate the R&D group's contribution to the bottom line.

INTRODUCTION A team effort by the Owner, Engineer, and Contractor can help avoid serious problems on a construction project. It can save cost and time for both Owner and Contractor, as illustrated in the following case history of the West Zone and Siouf Keblia Collector System in Alexandria, Egypt (Contract 02-AID-83/84). Under the bilateral agreement made in 1980 between the United States of America and the Arab Republic of Egypt, the United States, through the Agency of International Development (USAID), gives approximately $1 billion per year as a grant to Egypt for various development projects. The Alexandria Wastewater Management System was selected in 1981 as one such project. The Egyptian Government Agency responsible for this work is the Alexandria General Organization for Sanitary Drainage (AGOSD). A joint venture of two U.S. consulting engineering firms, CH2M HILL, Inc., and Metcalf & Eddy, Inc., called Wastewater Consultants Group, along with two local subconsultants, Engineering Consulting Group and Warith Engineering Co., were selected by AGOSD to study the sewer system and develop a plan to serve the immediate and long-range sewage disposal needs of Alexandria. Wastewater Consultants Group is currently involved in Phase I of the Master Plan. This initial step in providing Alexandria with an operating sewerage system for the current and near-term population (year 2000) consists of the design and construction management of 140 kilometers of collector and force main pipelines (including 9 miles of pipe jacking and tunneling in very soft clay), five new pumping stations, extensive rehabilitation of two treatment plants (built in the 1960s but never operated successfully), and installation of a sludge handling system. THE object of this article is to point out the experimental relationship which exists among contact angle, adsorption density, zeta potential, and flotation rate data. In each of the experiments discussed in this article, the surface properties of quartz, as a function of pH, were measured in solutions to which constant quantities of dodecylammonium acetate were added. Morrow1 and deBruyn2 worked with solutions containing 4.08x10-5 moles per liter, whereas Fuerstenau3 and Seele worked with solutions containing exactly 4x10 moles per liter, but this difference is not significant. The pH of the solutions was regulated with HCI or NaOH in all cases. In each case, the addition of collector was constant, but the concentration of dodecylammonium ions decreased because of the formation of dodecylamine at higher pH values2 Contact Angles: Gaudin and Morrow1 presented data for the contact angle of quartz in solutions containing 4.08x10-5 moles of dodecylammonium acetate per liter between pH 2 and pH 10.15. Using the same captive bubble techniques, the writer measured contact angles on quartz in solutions containing 4x10-5 moles of dodecylammonium acetate per liter at pH values ranging from 9.9 to 13.2. Both sets of data are presented in Fig. 1, in which the contact angle in degrees is plotted as a function of the pH of the solution. From pH 2 to about 8, the contact angle increases slightly with increased pH, but further increase in pH causes a sharp rise in the contact angle to a maximum of about 80º. At pH values above 11.6, the contact angle drops sharply, reaching zero by pH 12.6.

Part two of this three part series looks at explosives use in open-pit and underground mining operations. Part three, next month, will discuss the transportation, storage, handling, and destruction of explosives. Larger ore bodies, lower grade deposits, and more difficult geologic conditions have led to changes in blasting products, techniques, and field practices in both open-pit and underground metal mines. Pit blasting operations must consider the material's geology, needed fragmentation for the material, and hole diameter and depth-as well as the traditional consideration of the type of explosive used. With underground mines, various blasting aspects of burn, angle, and machine cuts must be considered for an efficient and safe operation. Of the factors related to open-pit blasting, geology of the material is most important. Many theories relating to sonic velocity and rock hardness are used to determine needed explosives ratios. Extensive field tests are necessary to determine these factors. In most cases, results assume that the material to be broken is homogenous. The drilling penetration rate is sometimes used as a guide to determine rock hardness; however, this is not necessarily a good idea. In many cases, a very hard, brittle rock will blast with less difficulty than a soft, spongy rock. The formation's stratification is also important. In thinly laminated horizontal seams, rock will usually break and adequately fragment with relatively large burdens and spacings using a low explosives ratio. Massive formations with few laminations require close burdens and spacings and a high explosives ratio. When the stratification is pitched on a severe angle, it is usually preferable to develop the pit face 90°-but no less than 45°-to the stratification. If the face must be developed parallel to the stratification, burdens and spacings must be reduced and the angle drilling that will conform to the angle of the lamination should be given serious consideration.

ZAY JEFFRIES, Cleveland, Ohio (written discussion?).-The authors conclude that there is a certain average size of precipitated CuAl2 par-ticle which produces maximum strength and hardness in duralumin; that when the size of particle is smaller or larger than this particular size the hardness decreases. The writer agrees with this conclusion, because it seems to he directly indicated by the facts. Why does duralumin present this apparent discrepancy? Let us con-sider some physical aspects of the precipitation of CuAl2 from a saturated solution on cooling. When a molecule of CuAI3 is removed from the solvent, or matrix, and added to another group of CuAl2 molecules, as is known to occur on slow cooling, the forces of adhesion between the CuAl2 molecule and the solvent have been exceeded. Since a. change in tem-perature only is sufficient to cause precipitation, it must also be sufficient to cause the loss of adhesion bonds between the excess CuAl2 molecules and the solvent, or matrix. Lost adhesion bonds means loss of cohesion of the mass as a whole. When duralumin is cooled from 500° in a furnace, globules of CuAl2, large enough to be seen easily with a high-power microscope, are formed. There are, however, globules so small as to be hardly distinguishable, and others too small to be resolved are suggested by the non-uniformity of the surface appearance of the section. As the smallest globule of CuAl2 resolvable with a high-power microscope contains about 2,000,-000,000 molecules, it is evident that with rapid cooling submicroscopic particles of CuAl2 must be present in large numbers; in fact, after quench-

Introduction THE occurrence of zircon in pegmatites of acidic composition is recorded by many observers both in this country and abroad, and they form one of the most important geologic modes of occurrence of the mineral.' As is well known, commercially the most important American locality for zircon is near Zirconia in Henderson County, North Carolina, where many tons of the mineral have been obtained from a kaolinized pegmatite dike 100 ft. wide and traced for 1 ½ miles along the direction of strike N. 50° E. Zircon may be developed in pegmatites as inclusions in the principal rock-forming minerals, chiefly quartz and feldspar, and as a separate megascopic constituent in the form of grains and crystals not exceeding, as a rule, 2 in. in size, and usually smaller. In the Henderson County, North Carolina, pegmatite, zircon occurs in prismatic crystals with pyramidal terminations measuring up to 30 mm. in diameter, associated chiefly with the feldspar. In some of the apatite veins of Canada, which are closely allied to pegmatite dikes, zircon is reported in crystals upward of 6 in. in length and 2 in. 'and more in thickness. Zircon in large masses occurs in Virginia in the well-known pegmatites near Amelia in Amelia County, and near Gouldin in Hanover County. Both localities are in the middle eastern portion of the Piedmont Plateau province, and are separated by a distance of about 40 miles in a northeast-southwest direction. The rocks of both areas, including the pegmatite bodies, are in an advanced stage of decay, and, the hard and moderately fresh rocks are concealed beneath a cover of variable thickness of rock decay derived by the normal processes of weathering.
