"THE LORNEX MINING PROJECT is one of several large-tonnage, low-grade operations recently placed in operation in British Columbia. It is located in the Highland Valley in the south central portion of the province. This area is described as a divide valley at an elevation range of 4,000 to 6,000 feet and is situated on the divide between two drainage systems. The major drainage to the west flows into the Thompson River and to the east and south the drainage enters the Nicola River system. This open-ended valley lies between low, rounded mountains in fairly heavily-wooded country. Prior to the commencement of copper mining activities, the first by Bethlehem Copper Corporation Ltd. over ten years ago, the valley was only sparsely settled. A few small ranches were in existence on the several Indian Reserves located along the valley bottomland. There has also been a small amount of logging activity in the valley, although much of the area is covered by dense lodgepole pine which has little or no value to the loggers. As the mining interest mounted with further discoveries of the disseminated copper ore typical of the district, much of the valley was covered with mineral claims and exploration drilling was carried on by several companies at various times. At the time Lornex was preparing to commence major construction work in early 1970, there was very little activity of any kind in the Highland Valley outside of the Bethlehem operation and a small amount of ranching."

IT is the purpose of the present paper, while not excluding chemical considerations, to deal more extensively with some of the physical and mechanical aspects of the blast-furnace process, and to point out its dependence in these respects on well-known laws. The quantity and cost of ore and flux required to make a ton of iron being determined by circumstances over which the furnace-man, under given conditions as to quality and quantity of product, has commonly little control; the principal item of cost, apart from the saving of labor, which he can aspire to reduce, is that of fuel. To determine the limits of possibility in this direction is clearly the first step in d practical inquiry; and this step is represented herewith in Fig. 1, a diagram showing the total useful effect obtained from a pound of fuel under various conditions, and thus permitting direct comparison, under any given conditions, between actual results and the maximum possible results. The following statements will explain the basis upon which this diagram has been constructed. One pound of fuel, containing 90 per cent. of fixed carbon (which represents average conditions), is taken as the unit. The degree of oxidation of the carbon is measured by the ratio of the two oxides of carbon contained in the top-gases. It is necessary to remember that a considerable quantity of carbon is brought in as carbon dioxide by the flux, and to take account of it and of its condition. It is here considered that the carbon dioxide liberated by the limestone does not affect the analysis of the toll-gases, and that the ratio of CO to CO., will remain unchanged by the addition of limestone; enough CO, being reduced by the solution

Introduction Development of oil and gas is still centred in the Province of Alberta, much as it was when C. C. Ross read a paper on this subject three years ago at the Annual General Meeting in Montreal; but so far as gas is concerned, its early production in Saskatchewan seems now assured. The three years that have elapsed since Mr. Ross' paper have witnessed a growth in the world's production of oil that has created a potential supply out of all proportion to the demand for petroleum products, and one that has resisted the most energetic efforts of the industry entirely to control. The natural result has been very much to retard the active prospecting of new structures in the Prairie Provinces with any immediate view to oil production, although the same factor has not hindered the search for gas to the same extent. One consequence has been to divert the attention of organized oil operators from wildcat drilling to more detailed geological investigation than had hitherto been customary, sometimes accompanied by test drilling with a view to the elucidation of geological structure rather than to the immediate development of production which at the present is not needed. Nevertheless, in spite of the growth of this phase of oil prospecting - which the writer would be the last not to welcome as a very real blessing and of far greater value than indiscriminate wildcat drilling in either the complex structures of the foothills or the simpler but largely concealed formations of the plains- it is most satisfactory to have to record that in these three years the growth of production both of naphtha and the heavier crude-oil has kept pace with the by no means inconsiderable growth in the production and utilization of natural gas.

The Antamina Concentrator plant was one of the first plants in the world, where about 60 Megawatt only in Milling Power was installed. As a consecuence of the use of Gearless Mill Drives the speed of the mills is adjustable, which allows the operators react to the different ore grades correspondingly, in order to get the best results in terms of milling efficiency. In this sense, this paper describe the basic idea of a Gearless Mill Drive, the construction of it, the manufacturing facilities, the transport, the installation and the function in detail. It gave enough insights to understand why Gearless Mill Drives are so reliable and used as an adjustable speed drive, why it counts with the highest efficiency of all drive systems.But it did describe as well the overload capabilities, the reaction to the network, the reason why the maintenance of the drive system is proven as a minor issue, and finally it was self- explaining why the Gearless Mill Drive is called a working horse.

The Vale’s Serra Sul mine, also known as S11D project, is one of the world’s largest open pit iron ore mines, located in Brazil’s Amazon region. The mine produces around 90 Mt of high-quality iron ore annually. Its unique orebody enabled the S11D project to adopt a truckless mining system with In-Pit Crushing and Conveying (IPCCs) for ore exploitation and waste stripping. The IPCCs system requires crushing the waste, mainly composed by the jaspilite lithology, and is also conveyed to waste deposits several kilometers away from the mine. Due to Amazon’s environmental restrictions, the project was designed with preliminary geological knowledge, leading to the installation of primary crushers not designed for the hardest jaspilite, with uniaxial compressive strength (UCS) up to 500 MPa. This resulted in low waste crushing performance, affecting stripping ratio and threatening future production. A project was developed to improve the fragmentation of the jaspilite, allowing higher waste IPCC production, and reducing the risk to the production due to low performance of waste crushing and conveying. The first challenge was the independence of the geological and the geomechanical models, while only the geological model was considered in blast designs, the geomechanical model describes six waste groups of jaspilite classified according to their strength. A new geological model was then created to incorporate the geomechanical classification, allowing different blasting design according to the rock strength of the jaspilite. The blasting pattern on most compact jaspilite was reduced 27%, from 22m² to 16m² in 9 7/8” diameter holes, with a proposed theoretical reduction of 23% of the P80, from 326mm to 250mm. The second challenge was the implementation of the new design, as this pattern size and the high powder factor (2.9 kg/m3) were paradigms for such a large iron ore mine. The measured results have shown 25% reduction of the P80, the crushing rate was increased by 17% (230t/h), saving around $2.4 million annually in crushing and conveying system maintenance.

THE carbon-oxygen reaction without doubt is the basic reaction in steelmaking. It is important on several counts: In the first place, carbon is the element that distinguishes steel from iron. It is the principal element controlling properties, and its control is of prime concern. Although the principal objective of the carbon-oxygen reaction is to oxidize excess carbon, the accompanying boil should not be underrated. The mechanical agitation, stirring, and mixing resulting from the boil are so useful in the distribution of heat and in promoting uniformity of composition in the bath that, were it not a natural accompaniment of the carbon-oxygen reaction, it is probable that something would have to be invented to replace it. The open-hearth operation, for example,, with the bath heated from above by radiation, would be impracticable without the carbon boil. The electric-arc furnace is somewhat less dependent on it, but every melter knows how much easier it is to gain temperature with minimum damage to refractories during the boil than with a dead bath. The motor action of the induced current of the induction furnace makes the carbon boil unnecessary but even there a severe oxidation has been found useful in giving greater freedom from porosity in certain steels. The quantitative aspects of the carbon-oxygen reaction have been given considerable attention by a large number of investigators, and the principles of physical chemistry have played an important part in these studies. Physical chemistry is the science of the mechanics and mathematics of chemical reactions. It is possible to study the mechanisms of reactions in a qualitative manner without reference to mathematics and thus obtain valuable concepts as to the manner in which the wheels go around. When it is desired to express quantitative relations in these reactions, however, resort to mathematics is not only convenient but necessary. Mathematics may also be regarded as the shorthand language of physical chemistry. A basic relation whose description requires numerous words may be expressed very simply by a mathematical formula or equation. A good example of this is the equilibrium constant for a chemical reaction. Expressed verbally, it is: When a chemical reaction has reached a condition of equilibrium, the product of the concentration of the reacting substances on one side of the equation, divided by the product of the concentration of the reacting substances on the other side, gives a quotient that is a constant at constant temperature. For the carbon-oxygen reaction C + 0 [=] CO this is expressed simply as [ ] where K (from the German Konstant) is the equilibrium constant for the reaction. Although mathematics is such a necessary and useful tool, it is also a potential pitfall. Mathematics in itself is an abstract science, which is not inhibited by consideration of mechanisms or materials.

THE melting department is the heart of the foundry. From it clean metal flows to the molding floor, in the right quantity, at the right time and at a sufficiently low cost-or, if not, the foundry fails to thrive. Since it is our purpose here to discuss present-day melting practice in the foundry, it may be well at the start to emphasize the wide differences in foundries and the conditions under which they must operate in order to reach the goal stated in the first paragraph. In every foundry, large or small, jobbing or captive, the same factors must be dealt with but they are of varying consequence and must be dealt with in varying ways in different foundries. Particularly in the nonferrous industry, there is so wide a variation in the composition of alloys used and in the character of castings made that no one type of furnace, nor any one method of operation, can be expected to produce the best results at all times. The present discussion will not attempt to include all nonferrous metals. It is intended to cover only the copper-base alloys in which copper is the dominant element, most of which are commonly known as brass or bronze. The discussion is further limited to the melting of these copper-base alloys for use in sand-casting foundries. Die-casting plants, the brass-rolling mills and certain other metal industries have melting problems peculiar to those industries, which will not be considered here. The following considerations are elemental in all foundries and are listed in what is believed to be the relative order of their present-day importance: I. The melting department must meet the foundry's requirement for dean, fluid metal, of specified composition and purity, at a temperature suitable for the work the foundry has in hand. This is the prime consideration in any foundry, at any time, anywhere. 2. Working conditions surrounding the melting furnaces and attending their use must be good. 3. The cost of molten metal at the mold must be as low as possible. 4. The operating characteristics of the furnaces must be sufficiently flexible, to meet normal variations in foundry requirements. 5. The operation and maintenance of the melting equipment must not require more skill and experience than is available in the particular foundry in question. METAL QUALITY It is not a function of the melting furnace to refine or improve the quality of the metal but simply to melt it without impairing its quality. Good practice requires, therefore, that care must be taken to supply the melting department with metal of inherently good quality, assured by specification or otherwise, having all the properties necessary to produce the castings desired. An alloy contains a number of primary elements, which must be present in definite proportions if the castings made from it are to have the desired properties. If the castings are made to a customer's specification, this will state the range within which these principal elements (for example, copper, tin, lead and zinc) are permitted to vary.

PARTICULAR interest in the ventilation of deep mines, especially those in South Africa, has been created by a very complete system of cooling of the world's deepest mine, the Turf shaft of the Robinson Deep ill Johan-nesburg. The writer visited this mine in January, 1936, and again in 1937. During these visits and subsequently, a considerable part of the theory involved in rock cooling in tunnels was developed and this has been checked by practical observations of the rates of rock cooling made within mines. The purpose of this paper is to set forth the method of attack of the mine problem. The cooling or air conditioning of mines by the use of mechanical refrigeration was not wholly new 1-5 when the Robinson Deep installation was made. The first mine to be cooled was the Morro Velho mine, in Brazil. The first installation in this mine was put into operation in December 1920, the refrigerant being ammonia.5 The surface cooling gave considerable benefit but it proved inadequate as greater depths were reached, therefore in 1929 two centrifugal refrigerating machines were installed at the 6000-ft. level. These were used in conjunction with the surface cooling system to furnish additional cooling at the lower levels. This later installation used Carrene as a refrigerant. This nonflammable refrigerant, having a boiling point of 104° at sea level, insured reasonable safety, since all parts of the machine operated At subatmospheric pressure. Very favorable reports have been received on the effectiveness of this installation, but no recent data are available. An interesting feature of that plant is that the condenser water is cooled by spraying it into the exhaust air from the mine at the base of the ventilation upcast, which permits the water to be cooled within a few degrees of the wet-bulb temperature of the air entering the upcast, and the only water that has to be supplied for condensing purposes is that lost by evaporation, or about 0.5 per cent of the volume circulating through the condenser. This plan affords an ideal means for the removal of the heat load from the refrigerating system, and of course also from the mine itself. SINCE the economics in the blast furnace resulting from enriching iron ores are so great, much attention, has been paid during the past few years to the various methods of concentrating lean ores, and, as the concentrated ore is usually of extreme fineness, various methods . of agglomeration and sintering, of more or less value, have been put 'into operation. The resulting agglomerated concentrates are generally obtained in the form of briquettes or nodules. The briquettes naturally divide themselves into two classes: (1) those made by the mixture of some binding agent, and then formed into briquettes under great pressure; and (2) those made by sintering the concentrates, the latter either being formed into bricks before exposure to heat or the sintered mass broken into fragments afterward. Of the first class I will not speak, as they are not used on an extensive scale in this country. The second class of briquettes, or those made by sintering, are simply masses of melted or fused silicate and oxide of iron mingled with more or less silicates of aluminum, lime, and magnesia. The fact that the material in a briquette is sintered is proof positive that there are no pores in the material. There are, however, quite a number of holes of greater or less diameter through the substance of the briquette. They are not pores in the common acceptance of that term as applied to ores by furnacemen, as the sides of the holes and channels are fused. In reality the material is simply mill cinder. It is practically untouched by the gases in the upper part of the furnace, and the iron has to be reduced by solid carbon in the boshes and hearth. Briquettes sometimes show a little saving in fuel in the furnace over an ore mixture of large lumps, but that saving is made simply because, owing to the numerous holes and channels through the mass, the briquette is practically composed of numerous small or fine lumps, and, as is well known, the finer the

THE following notes are taken from results obtained on a standard 25-ft. Hancock jig 1 tested during regular operation in the Bonne Terre mill of the St. Joseph Lead Co. The object of the tests was to determine the conditions for most effective 'work, and the nature of products that could be made. The material treated was sized between 9mm. and 2-mm. round-hole screens, and was constant throughout the experiments, Three products were made, concentrates from the first three hutches, middlings from the fourth and fifth, and tailing from the sixth. The middlings were crushed in one pair of Allis-Chalmers Style B 30 by 14-in. rolls, and elevated with the original ore to the 2-mm. screens, oversize of which formed the jig feed. While this arrangement was very simple, it gave rise to undesirable crowding of the circuit. Table 1 shows tonnage and assay values of the jig feed and products at the beginning of the experiments, and brings out the excessively large amount of middlings, comprising 63.3 per cent. of the total material fed to the jig. The rolls, being heavily overloaded, did very little crushing, a screen analysis of the product showing that only 27 per cent., or 128 tons, was crushed fine enough to pass to the tables. The remaining 347 tons returned to the jig with 400 tons of original ore. At times, this overcrowding became much worse, and the tonnage in circuit grew to enormous proportions. It became imperative

The largest deposits of chromite in the United States occur in tabular layers in the lower part of the Stillwater Complex, Montana. Nearly 900,000 long tons of chromite concentrates have been produced from mines and mills in this area, and reserves equivalent to more than 2,500,000 long tons of Cr2O3 remain in the ground. Layered concentrations of chromite (known as chromitite zones) occur only within olivine-rich layers of the Peridotite member of the Ultramafic zone of the Stillwater. As many as thirteen chromitite zones, lying conformably one above another, have been found, but only five of them are thick enough to be of any conceivable economic interest, and only two of them have been mined to date. Individual chromitite zones can be recognized by their distinctive internal character and by their stratigraphic position in the Peridotite member. The chemical composition of chromite varies consistently between and within the different chromitite zones. The zones range in thickness from about an inch to more than 12 feet, and the Cr2O3, content of their chromite ranges from 36.6 to 49.2 weight per cent. In any given area, the G chromitite zone is the thickest, but the chromite of the H chromitite zone has the highest grade. Laterally, the thickness of the chromitite zones is related to the thickness of the Peridotite member; in general all are thicker in the eastern part of the Stillwater than in the western part.

In making this plea for a better and more sympathetic understanding of the non-metallic industry, I do not for one minute wish to give the impression that I in any way belittle the wonderful strides that have been made in the exploitation of our metallics. We in Canada can be justly proud of our Sudburys, Norandas, Flin Fions, and of the remarkable growth of the Consolidated in British Columbia, and at the same time, without in the !east detracting from these worthy undertakings, be equally as proud of our asbestos, gypsum, salt, and coal deposits, as well as of our building-stone and limestone industries. If, in my remarks, I have occasion to compare the metallic with the non-metallic industry, I do so, not with any idea of dimming the glory which the metallics of Canada have gained- not only in our own country, but in the world at large-but for the purpose? of bringing to your attention the fact, perhaps not very well recognized, that Canada contains deposits of non-metallics well worth y of your serious consideration. In the past 33 years, namely, since 1895, the value of non-metallics produced in Canada has exceeded the value of metallics in 19 of the years, and for the last three years has been increasing rapidly. The war years (1915-1918 inclusive) naturally saw an intensive metallic production, but since that time, with the exception of 1925, when there was a general depression throughout the whole country, the non-metallics have been in the ascendency.

No economic activity would take place without human ingenuity, driven by our needs and wants. Economic activity is made possible by the energy from fossil and other energy sources, our technological hardware, the buildings and infrastructure made from materials such as metals, plastics, wood, water, and numerous industrial minerals. Industrial minerals are difficult to define; however, they generally include utilitarian minerals other than metals and fuels. Some of the industrial minerals form an exception to this categorization and, as explained elsewhere in this book, belong to more than one category because of the manner in which they are used. Industrial minerals are so numerous, and their applications so ubiquitous that they often do not receive the attention given to metals or fuels. Nevertheless, without industrial minerals, many of our most fundamental economic activities such as construction of our cities and towns, control of floods, transportation of our people, the search for minerals, the smelting of metals, and the delivery of supplies of clean water would be impossible. How then do we assess the economic importance of such a variety of materials lumped together under the general designation of industrial minerals? The price per ton or the total amount consumed do not satisfactorily explain the relative value of these materials to the economy. For example, the current price of limestone is about $5/t and the price of fluorspar is about $190/t. However, nearly 1.1 Gt of limestone, valued at about $5.5 billion, are consumed in the United States annually, compared with 590 kt of fluorspar, valued at about $1 12 million. It would not, however, be accurate to conclude that the mineral with the higher total value is always more economically important. Many other questions must be answered before making judgments of this type. These questions include how many people are employed in the production, processing, and distribution of the mineral? How is the mineral used? Is it partly or entirely imported? Where do the imports come from? How is the mineral transported? Is the mineral considered critical to national security? Is there a substitute material available in case the mineral supply is interrupted? Where would the substitute be produced? What would be the basic material from which the substitute will be produced? Even when these questions have been answered satisfactorily, the economic importance of the mineral is not completely known until the consuming sectors are studied as well. For example, even though the manufacture of fighter aircraft is vital to the national security, it employs only a fraction of the number of people employed in the housing and construction industry or the automobile industry or the appliance industry. Mineral commodities consumed in these latter sectors of the economy are more significant than those consumed in the production of fighter aircraft, because nearly two-thirds of the Gross Domestic Product (GDP) depends on the purchasing power of individual consumers. In comparison, the entire defense budget accounts for only 6% of the GDP. There is no easy way to present the importance of industrial minerals to the US economy because most minerals have diverse applications and products made from industrial minerals often con- tribute to the production of other goods and services. One way of highlighting the value of a mineral would be to relate it to the GDP reported by categories such as construction, machinery, stone, clay and glass products, electrical and electronic equipment, paper and allied products, and chemicals and allied products. These GDP categories represent industries fundamental to the economy totaling $644 billion, or about 12% of the GDP in 1990. However, these categories are not convenient for discussion of the many minerals that are used in our complex economy. In a general way, minerals are the 5% of our economy that make the other 95% possible. This chapter, therefore, discusses a selected few industrial minerals to illustrate their importance to various sectors of the economy.

The Los Bronces porphyry copper deposit is located in the high Andes of Central Chile. Ore is mined from several tourmaline breccias and from an earlier porphyry. After years of experience in the geostatistical estimation of reserves in different zones of the ore body, we believe that success lies in considering the evaluation as an integrated process beginning with the analyses of the drilling density and sampling methodology, ending with the critically important reconciliation between the estimated and the actually extracted ore, in general, when errors or differences occur, focus is centered in the calculation stages of geostatistics. However, this paper demonstrates that all the evaluation stages are equally important and require the direct and continuous geologic input to ensure the best possible estimate within the frame of the geologic constraints.

This paper analyses the scope and instruments employed by the Basel Convention for regulating the transboundary movement of hazardous wastes, the present and projected hazardous waste regulations of Chile, reviews the Chilean import/export trade of wastes of the period 1985-1995, and discusses, the influence that the Basel Convention has had on mining trade, its perceived benefits and costs, and possible effects on Chile's trade of the application of the Convention's Decision III/l. There is no quantitative estimation as to the effect of the Convention on the general volume of imported or exported materials destined for recovery, recycling, reclamation, or reuse. All recycling imports, with the possible exception of residues of petroleum oil, which occurred during the decade 1985-1995, can be classified tentatively as non hazardous. The entry into force of the Convention has had several effects on Chile's trade. It has brought home the need to have a comprehensive hazardous waste legislation, it has been a base for applying import restrictions, which in all likelihood, would .have otherwise not been applied, The benefits and costs of this import restriction, as well as those of the multilateral export ban are analyzed.

The rapid improvement of the airborne scintillometer and the perfection of its efficiency for counting low energy gamma radiation has made it possible to work out a technique to map in great detail the radiation pattern at the earth's surface. On such maps low radiation over certain areas appears to indicate the existence of oil accumulations, forming a pattern similar to that obtained by the geo-chemists. RADIOACTIVE analyses of samples from the surface of oil fields were carried out more than 10 years ago in Alberta by the alpha particle ioniza-tion chamber technique,' but large enough tracts could not be covered in these investigations to make possible any evaluation of the method as a means of oil exploration. Considerable interest has recently been revived, however, as a result of certain striking advances which have been made in the instrumentation available -for the measurement of radioactivity. It is the object of this paper to indicate the nature of these improvements in radiation technology and then to describe the attempts that have been made to interpret the radioactive patterns obtained in the course of airborne recordings with the new instruments. Since the survey can be carried out from the air and records can be accumulated over vast areas in a short time, the result may easily lend itself to statistical treatment. Areas have been surveyed in Alberta, British Columbia, Saskatchewan, Quebec, Texas, New Mexico, Nebraska, Colorado, Utah, and Montana. Producing fields in Alberta and West Texas have been flown over several times in different directions, Fig. 1. The operations were then extended into unknown territory and drill holes were put down on the anomalies which looked promising. The results from these drillings were encouraging and have given hopes for the development of an entirely new method of oil exploration. Any large scale method for the survey of radioactive anomalies must be based on the measurement of gamma rays, as beta and alpha rays have much too short a range to be of any significance. Thus the essential improvement which has made the present stage of this work attainable is the development of new highly sensitive detectors for gamma radiation. In the past the only detectors of any consequence that were available were the ionization chamber and the geiger counter, but both of these suffer from the defect that only a small proportion of the gamma rays passing through the counter are detected, possibly 0.1 to 0.2 pct. The recent development of the scintillation counter2,3 has completely transformed the situation and has had a considerable impact on many branches of nuclear technology. The detection of alpha particles in zinc sulphide screens by visual observation of the individual scintillations which these particles produce dates back to the early spinthariscope of Rutherford and Crookes, but the combined use of an appropriate scintillating phosphor and photomultiplier tube had to await the technical development of the latter many years later. With this development came the modern era of the scintillation counter and a knowledge of phosphors which have a large light output under the bombarding action of gamma radiation. Some of these phosphors are relatively dense and are capable of stopping a large proportion of the incident gamma radiation. As the sensitive region is the whole volume of the crystal, a very high detection efficiency, 50 pct or more, can be obtained for medium energy gamma rays. Scintillation counters for geological purposes were first developed in 19494-6 in an attempt to utilize this remarkable improvement in efficiency, which has the attractive consequence that only a small portion of the normal background of the counter is due to cosmic radiation. In 1949 tests were made in northern Saskatchewan by Lundberg Explorations Ltd. with portable scintillation counters which gave excellent results in the search for uranium and served to indicate unknown uranium deposits in areas previously closely surveyed with geiger counters. Portable scintillometers (registered in Canada) are now commercially available and in regular use,' and the adaptation of the instrument to radioactivity oil well logging has also been very successful.8 Initial attempts to measure radioactivity from aircraft with scintillation counters were made during this period in the same area and yielded most encouraging results. It would be appropriate to consider some specific requirements for airborne investigations. The essential problem to be met in the detection of any radioactive source is the necessity of obtaining a signal greater than the statistical fluctuations of the background counting rate for the instrument. In September 1945, when the Lynn Lake nickel orebody was discovered Sherritt Gordon Mines was a small copper mining company with rapidly depleting ore reserves at its single producing mine at Sherridon in the Cold Lake area of Manitoba, 100 miles north of The Pas. The company has been formed in 1927, largely through the efforts of Eldon L. Brown, a 27-year old mining engineer, with the financial backing of Thayer and Halstead Lindsley and the Gordon family. The Lindsleys were American mine promoters who had been successful in the Sudbury area, and the Gordons had extensive interests in the lumber industry in northern Ontario. Carl Sherritt, who gave his name to the company, was an American trapper and prospector who had staked the copper property and sold his interest to the new company. Carl Sherritt died in a flying accident at The Pas in 1928. The Sherritt Gordon Mine started production in 1931, shipping copper concentrate to the new Hudson Bay copper smelter at Flin Flon, Manitoba. In 1931 the price of copper was 18¢/lb. Within a year the price had fallen to 5¢ /lb and the mine was forced to close. It remained closed through the Depression years.

World mineral production is dominated by six countries - the U.S., the U.S.S.R , Canada, South Africa, Australia and China - which also hold most of the reserves of the world?s minerals. For the developed and centrally planned countries, there is a strong positive correlation between the mineral production of a country and its land area: there is no correlation between mineral production and land area for the less developed countries. These facts imply that, after taking due account of geological controlling factors, a country may expect to produce minerals in approximate proportion to its land are a provided that political, economic, and historical factors are conducive to mineral exploration and mining. Contrary to popular political belief in many parts of the world, the developed countries are the major source of mineral imports for the industrialized countries. Moreover, exports of ores and minerals account for a relatively small par t of world trade, and are an important factor in the export picture of only a few of the less-developed countries. The looming resource confrontation between the developed and the less-developed countries is based largely on the false premise that the industrialized countries of the world are minerals-poor and owe their wealth to cheap minerals from the less-developed countries. The data presented refute this. Geological controls are relatively minor in the present distribution of world mineral production; political and economic factors are dominant. It is argued that an expansion of world trade in minerals - based on increased exploration and new forms of finance for mining ventures - rather than cartels, price-fixing and trade restrictions is by far the preferable solution to the problem of redressing the legitimate grievances of the poor countries of the world.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation.
