In the commercial annealing of cartridge brass there are four points regarding which definite data are essential. They have to do with the correct interpretation of grain count in its relation to annealing temperature and, incidentally, to Brinell hardness. These points are: 1. The comparison of the grain sizes of two cartridge-brass mixtures: 69 copper, 31 zinc, 0.376-in. (9.5-mm.) gage; and 68 copper, 32 zinc, 0.130-in. (3.3-mm.) gage 2. The comparison of the grain sizes of annealed metal that had previously been reduced by rolling varying amounts; for instance, 20.0, 36.6, 50.9, and 59.1 per cent. 3. The determination of standards for grain sizes on annealed brass of the composition 68 per cent. copper, 32 per cent. zinc and 69 copper, 31 zinc. 4. The comparison of grain size with Brinell hardness on identical samples of annealed metal. In their comprehensive and thorough investigation of the recrystal-lization of cold-worked alpha brass on annealing,l Mathewson and Phillips have discussed the relations between temperature of anneal, degree of deformation, and structural alteration in alpha brass. They have also shown certain comparisons between the ordinary physical properties and the grain size of annealed brass. The purpose of the present investigation is mainly concerned with the grain size of cartridge brass, its relation to Brinell hardness, and the publication of sufficient data to enable those engaged in the inspection of such material to have a correct foundation upon which to work. The first alloy was taken from regular mill stock that had been rolled from 0.580 in. to 0.376 in. (14.7 mm. to 9.5 mm.) gage, a reduction of 35.1 per cent. This bar (No. 1) had the following composition: Copper, 69.20 per cent.; zinc, 30.76 per cent.; lead, 0.02 per cent.; iron, 0.02 per cent. The second alloy was also taken from mill stock of 0.325 in. (8.25 mm.) gage and was rolled as shown in Table 1, in order to get four bars reduced two, four, six, and eight B. & 5. numbers respectively. This second alloy

"The jute fiber is one of the most rigid natural lignocellulosic fibers, which has since the last decade been investigated as possible reinforcement for polymeric composites. In the present work, the tensile properties of DGEBA/TETA epoxy composites reinforced with jute fibers with different diameters were investigated. Composites with volume fractions up to 30% of continuous and aligned jute fibers were tensile tested at room temperature to evaluate the ultimate strength, elastic modulus and total strain. For each volume fraction, separated fibers with smaller larger diameters were tested. The results indicated that the tensile properties tend to improve with increasing volume fraction of the thinnest jute fibers. The role played by the fiber/matrix interaction was analyzed by scanning electron microscopy.IntroductionThe interest of this research is to develop composites with epoxy resin matrix reinforced with continuous and aligned jute fibers, for applications in various industries, including construction and automotive industry. Conflicts related to the use of non-renewable forms of energy are increasing the interest to enter the market to replace natural materials, synthetic materials synthetics have a higher power consumption in its manufacture [ 1-4].Therefore, applications of natural lignocellulosic fibers obtained from cellulose-based plants are receiving increased attention as an alternative to replace more environmentally correct nonrecyclable materials, energy intensive and glass fiber composites in [5-6]. The use of composites reinforced with natural fibers is a reflection of the concerns with environmental issues such as pollution caused by waste that is not biodegradable or cannot be incinerated and climate change due to C02 emissions associated with the processes of intensive energy and also motivates this work to develop self-sustaining, since natural fibers generate a source of income, especially in developing countries, where most originate, encouraging the cultivation of non-food agriculture [7-9]. Additionally, it is worth also remembering that these fibers come from renewable sources, in addition to being abundant, inexpensive and have a relevant set of mechanical properties [10]."

Essentially all production for Peru came from the three established fields in coastal northwestern Peru (Fig. 1). These fields are known as La Brea-Parinas, Lobitos, and Zorritos, in order of importance. Together they produced 13,496,880 bbl., as compared with 15,838,605 bbl. in 1938. Zorritos Field.—Of the total production shown on Table 1, the Zorritos field was responsible for a relatively negligible amount estimated at 40,000 bbl. This small field, which is over 50 years old, was purchased by the Peruvian Government in the spring of 1939 from the Piaggio interests. The Government operated this field along with its near-by National Reserve areas, largely under supervision of Department of Mines officials, and the total production rate for both old and newa-areas was estimated to have increased by Oct. 1 to 166 bbl. per day. as compared with the 1938 average of 110 bbl. per day. Construction is said to have begun on a refinery that is to have a capacity of 1000 bbl. per day and is to include a gasoline-extraction plant, and on a pipe line to bring fresh water 20 miles from the Tumbes River. Lobitos Fields.—The Lobitos fields, some 70 miles south of Zorritos, produced approximately 2,650,000 bbl., or almost the same amount a* in 1938. La Brea-Parinas.—The International's La Brea-Parinas property, immediately south of the Lobitos property, produced 10,806,880 bbl., or 80 per cent of Peru's production. During the year 73 wells were drilled on the Estate, mostly in the semiproved area: 44 by rotary, 13 by cable and 16 by star rigs, as compared with 34 by rotary, 11 by cable and 20 by star in 1938. The most important of the several semiexploratory wells sunk was No. 3075, which late in December was brought in at a depth of 4500 ft. with an initial production of 1500 bbl. per day, based on

"A hydrometallurgical process for recycling spent Zn-MnO2 batteries was developed, involving leaching with sulfuric acid, purification by precipitation and metals separation for further recovery. Leaching of zinc oxide was easily attained while for manganese oxide was rather difficult depending on temperature and acid concentration. At 90°C and with the liquid/solid ratio of 20 L/kg, more than 95% of zinc is recovered in 30 minutes with 0.5M H2SO4. To attain similar recovery for manganese, higher levels of acid concentration and time are needed (e.g 0.7 M and 2 hours). After leaching a purification step is necessary to remove iron co-dissolved through Fe(III) precipitation. Separation of zinc from manganese by solvent extraction with 1M DEHPA follows in the process route. The countercurrent multistage separation diagram developed allows the production of a zinc electrolyte with 120 g/L Zn and 0.005 g/L Mn, and a raffinate with 16 g/L Mn and 0.013 g/L Zn.IntroductionThe recycling of spent Zn-MnO2 batteries is carried out by dedicated recyclers using several process alternatives [1]. Most of the running processes use pyrometallurgical technologies [2] based on zinc distillation. Alternative treatments by hydrometallurgy have been reported [3-5] but its application is scarce.In order to contribute to the development of alternative solutions, a process for recycling batteries based on Zn-MnO2 systems has been studied. The process is based on the hydrometallurgical treatment of spent batteries in sulfuric acid media (Figure 1). The process starts with the physical processing by shredding using cutting grinders, where the batteries are opened and size reduced, allowing the liberation of the interior electrode particles or pastes. The fines can be then separated and the coarse material containing the steel scrap can be treated to remove the remaining aggregate electrode. The final scrap also contains some plastics and other non-metal materials and can be further valorized."

"There is an expanding interest in synthesizing high quality magnetic nanoparticles, most notably for biomedical applications. Different processing routes have been reported for the synthesis of magnetite and maghemite. However, some ambiguity remains on their precise chemistry, intermediates, and final products, due to the structural similarity of maghemite and magnetite, and the relative ease of redox transitions during synthesis. Here we present the results of TEM, x-ray and electron diffraction, and SQUID studies aimed at characterizing the products from two different reaction systems, thereby clarifying the reaction chemistry. The first system hydrolyzed aqueous FeCh and FeCb chlorides with ammonia in a micro fluidic reactor at ambient temperature; although the reaction product displayed a uniform distribution, it included non-magnetic goethite and lepidocrocite. If the aqueous solutions contained dissolved oxygen, there appeared to be extensive oxidation of Fe(II). The second system thermally decomposed iron (III) acetylacetonate in ether. In prior studies, oleylamine has been reported to serve as both a reducing agent and capping ligand to control particle characteristics; however, our studies revealed little reduction, with maghemite dominating the reaction products.IntroductionMagnetite and maghemite nanoparticles are co=only used in ferrofluids, in medical applications, and in drug delivery. Superparamagnetic properties, along with low cytotoxicity, colloid stability and bioactive molecule conjugation capability, make these nanomagnets ideal for both in-vitro and in-vivo biomedical applications [1]. One of the major constraints on widespread adoption of nanoparticles for these applications is the amount needed. Typical batch synthesis methods produce polydispersed nanoparticles, which require further size selection procedures to isolate the mono disperse nanoparticle population needed for many applications. In order to maximize the yield of usable particles from a synthesis operation, the reaction conditions must be closely controlled. This requires full knowledge of how the reaction conditions control the various aspects of nanoparticle growth. Many methods have been used to synthesize iron oxides, including sonochemical reactions, mechanochemical synthesis, hydrolysis and thermal decomposition. This work examines the latter two methods, focusing on oxidation and reduction of iron."

The annual production and productivity of underground coal mines in recent years declined from 334 Mt (368 million st) and 14.5 t (16 st) per man per shift in 1969 to approximately 254 Mt (280 million st) and less than 8 t (9 st) per man per shift in 1977. Productivity is still hovering at about 7.25 t (8 st) per man per shift. According to US Bureau of Mines, the estimated US coal reserve is about 396 Gt (437 billion st), 68.65% of which is obtainable by underground mining methods. Approximately 153 Gt (169 billion st), or about 85.2% of the high Btu premium coking coal of the eastern US, would need to be extracted by underground mining methods. It is thus apparent that under- ground mining will continue to play a major role in total US coal production, which is expected to rapidly increase to about 1.1 Gt (1.2 billion st) by 1985, with about 606 Mt (668 million st) being contributed by underground mines. Production Potential of Continuous Mining The production potential of a continuous mining section depends primarily on the producing ability of the miner, transporting ability of the face haulage, and the matching of the two systems. The producing ability of the continuous miner depends on its actual cutting ability and the time available for cutting coal. The performance of 10 continuous miners operating in coal seams of various thicknesses were monitored in Pennsylvania and West Virginia, using continuous electrical power analyzers and time studies. The recordings on current and power strip charts yielded an accurate analysis of the cutting, trimming, and idle times of the machines on a full shift basis. Continuous miners of various models and sizes from 112-298 kW (150-400 hp) were monitored. Unlike previous gold mining booms in Nevada's Great Basin, the current boom includes a serious commitment to mine reclamation. Many of the smaller mines began reclaiming in the late 1980s but met with limited success due in part to poor soil characteristics. Public land managers and the mining industry began looking for ways to improve reclamation success. One promising technique is suggested by an ongoing research project using sludge biosolids, the solid residue of municipal waste water treatment. During the 1980s, limited space in landfills led municipal governments to search for alternate ways to dispose of their biosolids. The cities of Reno and Sparks, NR and the US Bureau of Land Management (BLM) searched for ways to combine these needs to everyone's mutual benefit. Yet barriers remained. The federal government had major concerns about potential bioaccumulation of metals and contamination of drinking water from the land application of municipal biosolids. The barriers were lifted late in 1991 when an interagency task force led by the Environmental Protection Agency (EPA) issued a new federal policy on the use of biosolids on federal land. The policy encouraged biosolids as a soil amendment to reclaim degraded minelands and invited federal agencies to develop biosolid pilot projects. In response, BLM enlisted the help of American Resources Corp. (ARC) and the University of Nevada, Las Vegas for a pilot study at ARC'S' Butcher Boy Mine near Wadsworth, NR. Although biosolids have been used in mine land reclamation in the eastern United States for 20 years, before this pilot study, none had been used on public lands in the arid Great Basin. Land application of biosolids improves soil conditions by improving nutrient uptake, increasing water retention, permitting easier root penetration and enhancing soil fertility. Biosolids increase ecosystem productivity and can lead to significant improvements in the structure and diversity of plant and animal communities. Thus, land application of biosolids promotes biodiversity.

M. Gershon The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize"or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

DISCUSSION, J. R. Long presiding R. I. Jaffee (Battelle Memorial Institute, Columbus, Ohio)—The authors have written a fine and important paper, and are to be congratulated. I do not entirely follow their discussion of the relationship between the ductility of titanium and its crystal structure. Since high purity titanium is extremely ductile, being capable of cold reductions of ovei- 99 pct, its ductility cannot be unduly restricted by its hexagonal crystal structure. It is true that interstitial solid solutions of nitrogen and oxygen do have a restricting effect on ductility, but this would appear to be an alloying effect rather than a crystal structure effect. The point made by the authors concerning the relative ductility between forged and rolled titanium does not appear to be conclusive, either. It would appear that in the same condition forged material would have equivalent or better ductility than sheet material. The difference between the ductility reported for forged bar and annealed sheet in Table I may be the result of a greater degree of cold work in the as-forged condition. S. F. Radtke, R. M. Scriver, and J. A. Snyder (authors' reply)—We appreciate the discussion by Dr. Jaffee. His point is well taken that the hexagonal structure of titanium does not, in itself, restrict the ductility of iodide material and, therefore, should not be limiting in this case. It is true, however, that the ductility of different grades of titanium is not necessarily related to their hexagonal structure but more likely to their orientation and composition. It is also true that the presence of small amounts of foreign elements in hexagonal metals may have more pronounced influence on ductility than a corresponding quantity in cubic metals. Average values from a large number of tests might show relatively better ductility for forged titanium than is recorded in Table I. The forged bars used in this work were tested in the annealed condition; little is known concerning the effect of forging practice on ductility in titanium metal.

The last decade of national water reform implementation has improved the availability and efficiency of water source allocation in Western Australia. However, it is critical to recognise that the concurrent mining boom witnessed the approach of full water allocation limits, and increasing trends in mineral processing, water infrastructure costs, and wastewater management costs. Water supplies are commonly viewed as absolutely critical to project feasibility in mining, industrial and energy generation projects, even if considered 'non-core business'.   An increasing density of mining projects and industrial estates in Western Australia (WA) creates an opportunity for water infrastructure cost sharing and synergies. The WA government and its agencies have given preliminary consideration to the establishment of independent water utilities in the goldfields (Kalgoorlie), the Pilbara, and Collie regions, and in the Kwinana Industrial Area. The impending Oakajee industrial area and Mid West regional development, and Anketell port in the East Pilbara, could also be considered for common non-municipal water supplies.   The critical issue of apparent commercial risk due to the large scale of water demands and the low customer numbers in the minerals sector relative to other water markets is expected to mandate government partnership in any non-municipal water utility ownership. The commercial feasibility risk is observed as a risk to water supply security for potential mining and industrial customers. Absence of proper water infrastructure planning and governance has the potential to create infrastructure access issues as observed for Pilbara rail developments under the Trade Practices Act 1974.   Other aspects of water cycle management which could be addressed by a non-municipal utility include resumption of mine dewatering water (required changes to WA legislation that are progressing) and consolidated wastewater management for maximising synergy or reuse opportunities and minimising cumulative environmental impacts.   Address of water infrastructure planning for non-municipal water demands must cover commercial and environmental sustainability outcomes to successfully progress minerals sector growth in the State.

In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by "remote control" mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation. In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term "communications ' as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the

"The minerals industry is being challenged to reduce the amount of virgin ore that is mined, and to replace this material through the recycling of used commodity items and scrap, or by the reprocessing of waste materials. It is argued here that the existing technology base of minerals processing and refining offers real potential for handling these secondary resources. The challenge is to develop tools by which the most preferable recycling routes (both economically and environmentally) can be identified from a list of feasible alternatives, taking into account any operational constraints of these technologies.This paper describes an heuristic approach to developing the family of all technically feasible flowsheets to address this challenge, from which a preferred option may be selected according to a set of decision criteria (economic and environmental). Our approach uses conventional flowsheeting techniques of selecting flow variables and splitter functions, supported by design performance information for each unit operation. This set of design decision variables is augmented by knowledge of the suitability of a particular waste or scrap stream for a given unit operation within a flowsheet. We achieve this by comparing the composition of the scrap stream with the range of mineral streams for which the unit operation was designed initially. This is inspired by the “overlap” approach proposed by Legarth, where an “overlap” of 1 would suggest that there is high degree of compatibility between a given secondary resource stream and a primary mineral stream as inputs to a specific technology. The “overlap” concept has been extended to include information about the physical characteristics of secondary resource streams, as well as information relating to synergistic / antagonistic influences of minor elements present in the waste stream. A flowsheet which delivers a product of acceptable quality from a given secondary resource material is built up from a progression of unit technologies. The exercise is repeated to generate the family of all feasible flowsheets from combinations of acceptable unit technologies."

I commend the authors on examining an interesting method of shaft lining and attempting to improve safety in a dangerous environment by remotely installing the shaft lining. It is important, though, to not trade off shaft lining safety for long-term mine safety by lining an intake shaft with combustible material. In many operations, the mine utilities are installed next to the lining of the intake shaft, supplying a possible ignition source if damaged or overloaded. Although the polyurethane studied in the paper is of relatively high density, no mention is made of the flame retardency of the samples. When exposed to heat, small amounts of polyurethane will melt and bum but are extinguished when the heat source is removed. If large surface areas of combustible polyurethane - a tunnel or mine shaft- are exposed to ignition heat sources that are not removed or extinguished early, an uncontrollable, fuel rich fire may result with high carbon monoxide levels, low oxygen concentrations, and greatly increased burning rates that can have devastating effects on the ventilation system and miners' safety. Although these heavy polyurethanes lend themselves to a "pouring" application around the annulus of the shaft liners and is a continuous process, past experience with atomizing and frothing polyurethane spray systems indicates a high degree of maintenance and operator attention to the nozzle1 delivery system. This may require more miner's time to be spent in the shaft maintaining the foam system, negating some of the safety advantages of the system. If polyurethane foams are to be used in mines, they must be of the highest quality available in terms of flame spread, heat emitted while curing, and contaminants emitted while curing and spraying. In addition, employees must be given adequate training and be thoroughly informed in all aspects of polyurethane foam safety procedures. As witnessed by our fellow miners in South Africa, we can accept no less.

The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize" or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by 'remote control mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation . In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term “communications” as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the

Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia)and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation. These questions pose a substantial risk to any potential mineral investor. Only probabilistic methods should be used to quantify this type of problem, short of drilling and metallurgical testing. Long-chained neutral molecules (decyl alcohol) increase the flotation of corundum with sodium dodecylsulfate and trimethyldodecylammonium chloride as collectors. This phenomenon is postulated to result from coadsorption of the neutral molecules with the collector ions. Flotation and streaming potential experiments have shown that sodium laurate is an effective collector for corundum at more dilute concentrations than sodium dodecylsulfate or sulfonate.1>2 It has been postulated that this phenomenon results from the adsorption of both laurate ions and lauric acid molecules, whereas sodium dodecylsulfate can be adsorbed only as dodecylsulfate ions, since this collector does not hydrolyze under flotation conditions. Similar effects have been observed in alkaline solutions with dodecylammonium chloride and trimethyldodecylammonium chloride as collectors.' If in- creased flotation occurs with the collectors which hydrolyze because of adsorption of the neutral molecules, purposeful addition of long-chained molecules should increase the flotation rate of minerals with such collectors as sodium dodecylsulfate or trimethyldodecylammonium chloride because these long-chained molecules should coadsorb with the collector ions. The effect of neutral molecules on flotation in these cases must depend on an adsorption mechanism which differs from that proposed by Cook for the adsorption of xanthic acid molecules by galena. For neutral molecules to function as collectors in the flotation of insoluble oxide minerals, adsorption of organic ions must first occur to provide a means of anchoring the fatty acid or amine molecules. Without adsorption of collector ions, flotation does not occur even in the presence of large quantities of neutral molecules, as is indicated by the cessation of flotation at low pH values with soaps as collectors or at high pH values with primary amine salts as collectors.' Neutral molecules, such as fatty acids, must be adsorbed through van der Waals attraction between the hydrocarbon chains of the adsorbed soap ions and the hydrocarbon chains of the fatty acid molecules. In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.
