INTRODUCTION Stillwater Tunnel construction is scheduled to start in the spring of 1973. The tunnel will be the site of an extensive program in rapid excavation research. This paper presents a progress report regarding our plans and relates the tentative decisions which have been made on how to carry out the research effort. The details are subject to revision as more input is obtained from other Government agencies interested in tunnel construction and from experts in industry and educational institutions. The objective of the research program is to bring about faster, less costly tunnel construction. This objective will be pursued through the development, improvement, and evaluation of various construction systems and investigative techniques. The need for this kind of program was recognized by the National Research Council, in its authoritative report "Rapid Excavation - Significance, Needs, Opportunities." (1) The Council advocated a federally funded $200 million, 10-year program to help meet the $69 billion market it expects in underground excavation between 1970 and 1990. The significance of tunnel construction to Reclamation is made clear by statistics of its tunneling experience and outlook. Reclamation has constructed 174 water conveyance tunnels totaling over 190 miles, Six tunnels are presently under construction which have a combined length of about 27 miles. There are on the books nine authorized, but unfunded tunnel projects totaling another 70 miles in length. Many more miles of tunnels are included in programs in various stages of investigation.

As the building has recently become bigger, higher, and freeform, a technology called BIM(Building Information Modeling), which is a key technology that integrates construction and IT(Information Technology), has been rapidly introduced and expanded. Because BIM technology offers various benefits, countries that introduced BIM early has been actively promoted. However, misperceptions of BIM are prevalent in countries such as South Korea that have adopted it relatively late, with lack of awareness of its fundamental purposes. Under these circumstances, transparent and quantitative performance assessment needs to be executed in order to eliminate the misperceptions, and to explain and revitalize the BIM introduction. These quantitative performance measure KPI (Key Performance Indicators) to be measured should be prioritized. As derive performance indicators in terms of the four types (financial, customer, internal processes, learning and growth), and performance management systems, Uses the BSC to seek a balance between short-term financial goals, values and the value of long-term goals. Uses the BSC(Balanced Scorecards) to derive performance indicators in terms of the four types (financial, customer, internal processes, learning and growth), and performance management systems, seeking a balance between the value of short-term financial objectives and the value of long-term objectives. Through this, the KPI (Key Performance Indicators) which is used for measuring the effect of the BIM will be generated and also the method that can determine whether the generated KPI figures are objectively inter-connected will be suggested as well.

INTRODUCTION The Washington Metropolitan Area Transit Authority is responsible for the planned 166 kilometer (103 mile) Metro rapid rail transit system in Washington, D.C. Some 117 kilometers (72.8 miles) of this system is in operation and contains 30.6 route-kilometers (19 miles) of rock tunneling. To complete the planned system an additional 1.6 kilometers (1.0 miles) of single track tunnels in rock are planned and additional contracts will consist of 4 kilometers (2.5 miles) of twin tunnel, resulting in 8 additional linear kilometers (5 miles) of single track tunnel contracts yet to be offered in soft ground. Three recent contracts in soft ground included the New Austrian Tunneling Method (NATM), along with conventional tunneling, as a bid option. Section E5a, Fort Totten Station and Tunnels, was the only one of the three to be constructed using the NATM option. This is the first application of the New Austrian Tunneling Method in soft ground in the United States. This paper will concentrate on the Fort Totten Station chamber NATM design, construction, and the instrumentation readings and evaluations which lead to an engineering back analysis which allowed a refinement of the bid design, resulting in a faster, more efficient construction. Design of the Fort Totten Station and Lines was done by Sheladia Associates. The design team included Greiner Engineering and Jenny Engineering with Mayreder-Consult of Austria, who was responsible for NATM design and NATM construction consultation.

The standard free energy of formation of WC was obtained from determination of the equilibrium WC + CO2 = W + 2CO between 1215° and 1266°K. Its uallie is -8340 * 300 cal Per mole over the above range of temperature. AS a part of a program devoted to measuring the stabilities of the carbides, a study was made of the free energy of formation of tungsten carbide, WC. The homogeneity range of this compound is very small,' and it is generally accepted and is dealt with here as a stoichiometric compound. The heat of formation, ?H°f, of WC has been accurately measured by Huff, Squitieri, and snyder.2 The only attempt, however, to measure the free energy of formation of this compound was made by Schenck, Kurzen, and wesselkock3 who brought tungsten carbides into equilibrium with H2 and CH4. Unfortunately their results are not sufficiently accurate nor consistent enough to permit the calculation of free energies. METHOD Heating mixtures of tungsten and carbon powders in hydrogen for 4 days at 1050°C led to formation of some WC without any trace of W2C. It was deduced, therefore, that at least below this temperature W2C will not be formed during experiments with mixtures of tungsten and WC. This was subsequently shown to be correct. Significant progress has been made in the reduction of serious injuries and fatalities resulting from mine blasting operations. Despite the progress, injuries and fatalities continue to occur. A leading cause of injuries and fatalities from blasting continues to be inadequate blast area security. Even though significant improvements in technology have been made, insuring adequate blast area security remains a challenge and requires constant vigilance. The advances in technology have created safer blasting products and have improved productivity and economics by enabling large, more efficient and effective blasts. However, as blasts grow larger in size, the complexity of adequately securing the blast area increases even more. Periodically the basic fundamentals involved in blasting safety should be reviewed, particularly for securing a blast site regardless of the size of the planned blast. Factors such as flyrock and toxic fumes must be taken into account to insure the safety of persons and property from the results of a blast. This paper examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are: (a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f) training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

In the context of the following report, an hazardous location can be described as any industrial area in/which flammable or explosive gases, vapors, and dusts can be encountered. When electrical apparatus is used in such hazardous atmospheres, the chance of a dust or gas ignition is ever present. Consequently, in an effort to reduce the ignition hazard, several protection systems have been devised. Such systems are termed electrical hazard reduction techniques. The most widely accepted and used of these, the explosion-proof enclosure, is the principal subject of this report. However, other techniques are briefly mentioned. Hazard reduction techniques used in coal mine atmospheres (which can contain methane, coal dust, and air mixtures) are classified as Group I. The explosion-proof enclosure commonly used in mines is defined by the USBM Schedule 2G as a device that can contain internal explosions of methane-air mixtures without undergoing damage or excessive distortion and without an ignition of a surrounding methane-air mixture or discharge of flame. (100) Internationally, the definition remains the same except the words "discharge of flame" are not present. (4,5,31,42,52,76,102) The latter description often refers to flame-roof enclosure construction, but the terms "flameproof: and "explosion-proof" commonly have the same connotation. These enclosures which may not be vapor tight, are distinguished by heavy-wall cast or welded construction and bolted or threaded close fitting flanges. Mineral resources comprise of metallic, non-metallic, and fossil fuels. Our civilization, and the associated economic and industrial developments are inherently dependent on the availability and use of minerals. This is evident from historical development and identification of civilization eras throughout human history: the stone age, the iron age, the bronze age, and the current computer age. This paper deals with the depletable fossil fuel sector of minerals; this is represented by crude oil, natural gas, and coal. Fossil fuels provide approximately 80% of total global primary energy supply; the rest being provided by renewables (wind, hydrothermal, solar), nuclear, and biomass. Economic, industrial, and population growth will, inevitably, lead to an increase in demand for energy. In general, per capita energy consumption is correlated with per capita income, with the US showing the highest energy use per capita, and South Asia having the lowest. This paper examines the underlying interrelated issues (factors) of energy reserves, production, scarcity, depletion, economic, and technological factors and impact on long term availability and thus sustainability. Is it possible to extend the time to economic depletion of these resources? This will have an impact, direct or otherwise on total energy availability, and the inter-temporal allocation of the resource. Specific economic and physical parameters relevant to mineral supply and their respective impact on depletion, and inter-temporal welfare are investigated. These variables include own price, substitute price, population, income, technical innovation-both on supply as well demand, and resource substitution.

GERARD B. ROSENBLATT,* Salt Lake City, Utah (written discussion?). -Mr. Eschholz attacks this problem from what appears to me to be the proper angle. He does not limit his viewpoint to the attainment of ideal results under conditions approximating laboratory practice, but rather discusses actual commercial conditions that must be maintained in large-scale operations, where continuity of service without expert attendance is one of the prime considerations. I am of the opinion that Mr. Eschholz has not given sufficient consideration to the commercial possibilities of what he describes as System B, the use of low-tension a.-c. industrial or lighting circuits for supplying power to Cottrell treaters through the medium of a step-up transformer and a synchronously driven rectifier, without the use of motor-generators. It is true that, to date, few installations on a large scale have used this system, but I believe that when the conditions of power supply are suitable, and when proper precautions are taken, this system can be used successfully and to advantage. where at present it is considered necessary to use motor-generator sets. In the average commercial Cottrell installation of any size, the motor-generator set is used for two purposes: (1) To isolate the industrial supply circuit from the Cottrell circuit. (2) To. afford, an easily operated and smooth system of control for the Cottrell treater voltage With proper engineering, both of these objects can be accomplished without the use of motor-generator sets.

This paper describes the development of a monitoring architecture that allows for continuous monitoring of the process of mining, the underground environment, the state of the rockmass and its response to mining. The system is based on an open standard and is non-propriety. It allows for dense sensor arrays in the workplace, wire less communication to the closest power line, and TCP/IP communication to a central server. Continuous monitoring and quantification of the appropriate parameters allows a mine to optimise its mine process; to dynamically access the safety and health risk to people and equipment; and to quantify exposure to potential heath hazards such as dust, gas or noise. Current application examples of continuous monitoring include an application to optimise drilling and blasting thought fragmentation monitoring; an application of wireless sensor network-based monitoring in to provide early detection of potential rockfalls; and a trail to continuously assess the gold grade at the shaft through correlation with radioactivity. It is unlikely that a single monitored parameter will provide adequate knowledge of the assessed risk or even an optimisation approach. Multiple parameters are being combined using cognitive science tools such as Bayesian theory and other statistical methods to improve the accuracy and relevance of, for example, risk quantification. The decision maker is not confronted with massive amounts of raw data but rather with a single knowledge statement such a probability of failure, a human physiological strain index or an optimisation index.

The Mine Safety and Health Administration, in cooperation with IMC Global Operations, Inc., conducted a joint study to determine the effectiveness of the technology currently in use at the mine to control diesel particulate exposures. IMC Global operates an underground potash mine using diesel-powered equipment to extract minerals. IMC uses a variety of technologies to control worker exposures to diesel particulate. These technologies include: ventilation, low sulfur fuel, oxidation catalytic converters (OCC), maintenance and work practices. The study was conducted over a two-week period, two shifts per day. During the first week (six shifts), baseline data on exposures and diesel particulate emissions were obtained. New OCC's were installed over the weekend on all equipment on the test section. During the second week (six shifts), data were collected to assess the effectiveness of the new OCC devices. In addition to exposure and diesel particulate emissions data, mine ventilation, engine exhaust temperatures and mine operational data were obtained. The primary means of determining diesel particulate concentrations was the respirable combustible dust (RCD) method. Gas concentrations carbon monoxide (CO), carbon dioxide (CO,), and nitrogen dioxide (NO,) were measured using passive dosimeter badges and gas bottles. Results of measurements of diesel particulate, gases, and air- flows were analyzed to determine the effectiveness of airflow and oxidation catalytic converters for controlling diesel particulate exposures. The use of oxidation catalytic converters resulted in reductions of both workers' exposures and diesel emissions.

The issue of fine coal and tailings dewatering has become of increasing concern to many coal preparation operators, both in Australia and overseas due to a variety of factors. Increasing mechanisation and mining of thinner seams over the past decades has resulted in an increasing amount of fines generation while increasing international trade in coal and tighter environmental constraints on tailings disposal have resulted in the production of these same fines to be an increasing problem. However, technology to date has not always been able to supply a cost-effective solution to the handling of these fines in an efficient and environmentally benign manner. This paper will review the key issues associated with the dewatering of fine coal and tailings, will describe the major current practices and constraints, and finally will indicate alternative technologies that may have to be considered in the near future. For the purpose of this paper, "fine" coal is described as that material less than 0.5 mm in diameter (as this is the most common cutpoint between various plant circuits in Australian practice), although the technological constraints are very much dependent upon the fraction less than 45 micron. The amount of minus 0.5 mm material fed to plants varies, depending upon the type of coal and mining operation, but in Australia may range from less than ten per cent to greater than 30 per cent of the feed in higher rank coals.

When your committee approached me for a talk on "Mechanics of Secondary Metals Collection," I replied that this subject would probably not be very interesting to a group of engineers and requested permission to dwell on the Westinghouse Salvage Setup. I will attempt to avoid duplicating the points covered by Mr. Bliven. The Westinghouse Electric and Manufacturing Co. has main manufacturing Divisions in 25 cities and 9 different states, scattered throughout the country, as well as Naval Ordnance Plants in two midwest cities, and a Merchant Marine Turbine Plant, and two special War Production Plants in Eastern cities. You can, therefore, see that we must have a well rounded pro- gram with the entire respect and sponsorship of the various Division Managements. That was not so easy to get. Management has been a great deal like the general public in the past. I am sure most of you can remember the not very ancient day when each town had a ragman who had a horse and wagon and went through the streets of the town, from door to door, picking up what scrap he could accumulate. He was known as a junk man, and indeed, with the exception of the very last few years, the attitude of manufacturing management was: "We have a job to do. We have a product to manufacture. We don't have time to bother with the junk business."

Search for ore continued at a feverish pace-as can be attested to by anyone who has tried to arrange for extensive diamond drilling. The stakes are high, and so is the cost as was indicated by Selco Exploration Ltd. when they announced discovery of base metal sulfides at Uchi Lake in northwestern Ontario. It was apparently their first commercial find after 15 years of exploration at a cost of more than $10 million. For the first time in many, many years the big exploration news has come from east of the Mississippi River. In January, the New Jersey Zinc Co., in an unusually worded press release, stated that they had made a major zinc discovery of 13-50 million tons of ore averaging 5-10% Zn. New Jersey's holdings are said to embrace 500 sq mi. The ore was discovered in eastern Tennessee in the upper part of the Knox dolomite of early Ordovician age. Reportedly the mineralization is at depths of 900 to 2000 ft. Currently about 20 diamond drills are working the area for New Jersey. At least nine other major companies are prospecting the region, which now includes parts of Kentucky. Five hundred thousand acres are said to be under lease. Greatest activity is clustered around Carthage, Tenn. In Missouri, the St. Joseph Lead Co. announced plans to develop a new mine in the Brushy Creek area of the "New Lead Belt." copper and zinc concentrates will be by-products.

Jurist, educator and historian Neil Reynolds will be the keynote speaker at the National Mining Hall of Fame's 11th annual induction banquet on Sunday, Oct. 11,1998 at the Pointe Hilton Resort in Phoenix, AZ. Reynolds is Municipal Court Judge for the City of Leadville, CO, home of the National Mining Hall of Fame & Museum, and a fifth-generation resident of the community. His family staked mining claims on nearby Mount Massive in 1862. Judge Reynolds is a fulltime faculty member at Colorado Mountain College, Chairman of the Lake County Historic Preservation Advisory Board and practices law in Leadville. In announcing the speaker, Board Chairman Richard Moolick said seven inductees into the National Mining Hall of Fame will join 138 mining greats previously honored in the annual ceremonies. This year's inductees will be enshrined by Thomas Falkie, president and chief executive officer of Berwind Natural Resources of Philadelphia, PA. Moolick also announced that Jeffrey Clevenger will be the master of ceremonies for the induction banquet. Clevenger is executive vice president of Cyprus Amax Minerals, Englewood, CO and president of Cyprus Climax Metals, Tempe, AZ. C. Le Neve FosteR, Llandudno, Wales: I regret that Prof. Clowes is not here, and also that I cannot produce one of his lamps for inspection. The lamp has but just passed the experimental stage, and is now on sale in England for the purpose of testing it in practice. The only complaint I have heard made against it is the high price. It costs six or seven guineas. Possibly that would not frighten you on this side of the water as much as it does us. R. W. RaymonD, Brooklyn, N. Y.: So far as my obsrvations and experience go, we have not yet reached a state of affairs in the coal-mines of this country which calls for the general use of safetylamps by common miners. Certainly such a practice is to be avoided if possible, on account of the recklessness of miners, which it seems almost impossible to control by warning or discipliue. It is much better, if practicable, to confine the use of safety-lamps to inspectors or " fire-bosses," and not to permit the miners to work or to go where naked lights cannot be carried. In a colliery near Pottsville, Pa., with which I was connected for five years, and which had the reputation of being highly "fiery " (jets of fire-damp bubbled continually through the puddles in the gangways, and a thin sheet of it lay along the roof), we managed to avoid all serious

THE year 1923 has been a dull period in oil development in Kentucky and Tennessee, with the exception of the Kettle Creek area along the Tennessee-Kentucky line, in Clinton and Cumberland Counties, Kentucky, and Clay County, Tennessee. The price of oil during the year has been so low that wildcatters have shown little interest in drilling. At the beginning of the year, light oil sold for $2.31 per barrel and medium oil for $2.06 per barrel. Prices increased to the highest point for the year in February, when light oil brought $2.86 per barrel and medium oil, $2.61. In April, prices had declined 35 c. while in May an additional decline of 25 c. went into effect. During June, prices declined 20 c. per barrel; during July, 45 c. per barrel; remained stationary during August and September, and dropped during November and December to the low price of $1.36 per barrel for light and $1.21 for medium oil. At present, an increase of 29 c. has brought the price of light oil up to $1.55, and indications are that the price will continue to increase during the coming months. It can readily be seen that during 1923 the price of oil was such as to prevent any drilling except that necessary to hold leases and to maintain production enough to take care of overhead expenses.

A thermodynamic database for the slag, matte and liquid copper phases in the Cu-Ca-Fe-Pb-Zn-Si-O-S system has been developed for the ranges of compositions of importance to the production of copper. When used with the Gibbs energy minimization software and other databases of the F*A*C*T thermodynamic computing system, this database will permit the calculation of matte-slag-copper-gas phase equilibria that take place during copper smelting and converting. The calculations reproduce within experimental error limits all available experimental data on phase diagrams, activities of components, enthalpies of mixing, matte - alloy miscibility gap and tie-lines. The calculated solubilities of Cu in both S-free slag and slag equilibrated with matte are also in good agreement with experiment under all studied conditions, such as at SiO2 saturation, in equilibrium with Fe, Cu or Cu-Au alloys, at fixed oxygen or SO2 partial pressures and at different contents of Pb, Zn and CaO in the slag. Sulfide contents (sulfide capacities) of the slags are predicted within experimental error limits. The distribution of Pb and Zn among matte, slag, copper and gas has been calculated. The calculations are in good agreement with experimental data and predict the distributions under conditions which are difficult to study experimentally, such as at magnetite saturation or under various oxygen partial pressures and iron to silica ratios in the slag.

The Pennsylvania Department of Environmental Protection in 1998 reviewed its permitting process to determine how effective its program has been in preventing pollution and to identify here it could be improved. Of the 1,699 bituminous mine permits issued from 1987 to 1 996, 50 were identified to have current or past postmining discharges with water quality problems. The remaining 1,649 sites had no known current or past postmining discharges problems. The 50 sites were selected for further review. On closer examination, 33 of these permits no longer had water quality problems or the problem had not actually resulted from the permitted mining activity. Only 17 permits, or one percent of the total permits issued, were found to have caused long-term postmining discharges serious enough to require treatment and prevent bond release. Analysis of these 17 sites using current knowledge of mine drainage prediction, revealed that the most common cause of error was inadequate information in the permit application. Errors in interpretation of the application data and in implementing the permit were less common. A very small percentage of all permits issued resulted in postmining discharges for no clearly identifiable reason. Trends over the 10-year study period indicated a decreasing incidence of permits resulting in postmining discharges. Further, with the exception of the first few years of data, most of the postmining discharges were of mildly acidic or alkaline quality and amenable to passive treatment.

"Finance Minister Paul Martin's first budget disappointed almost everyone. The business sector was disappointed at the some what feeble attempt to grapple with the country's deficit. The mining industry was disappointed by tax proposals regarding mine reclamation that fall short of the industry's needs. Has anybody been happy with a federal budget? Federal Budget DisappointsThe federal government's budget papers that were tabled on February 22, 1994, contained a rather bizarre mixture of unrelated tax proposals. The budget signals an unexpected attack on the tax treatment of debt settlements, on certain types of corporate reorgani2ations, and on income earned by foreign affiliates. This is an old style budget, which proposes a pot pourri of technical changes and policy initiatives. Mine ReclamationEffective February 23, 1994, a taxpayer's contributions to a prescribed mine reclamation trust fund will be deductible as a current expense. The budget papers do not provide a definition of what will constitute a ""prescribed"" trust: this definition will surface in due course. However, the budget papers indicate that:• income earned in such trusts will be subject to tax each year;• all withdrawals from the trust (including income already taxed) will be included in computing the income for tax purposes of the recipient;• reclamation costs will continue to be fully deductible at the time incurred; and • contributions, trust earnings, and withdrawals will not be taken into account for the purposes of determining a taxpayer's resource allowance."
