In view of the unfavorable discovery trend that has set in during the past few years, it seems permissible to infer that the large, more easily found crude reserves in Louisiana are now known. Without doubt, many new producing areas will be located, but in the light of development during the past few years the majority of new areas probably will be found at greater depths and from relatively poorer sands. f Although sufficient reserves exist in Louisiana to last at the present rate of production for a considerable period, additional reserves must be found in more intensive development of the presently known structures. In order to ensure the greatest ultimate recovery from such structures, the most advanced technical methods must be employed in their exploitation. Wherever possible, cycling and repressuring plants should be installed. 'here are presently in Louisiana, especially in south Louisiana, a great many fields that contain gas-condensate reservoirs. These reservoirs cannot be produced for their liquid hydrocarbon content under present conditions without wasting an enormous quantity of gas and creating underground waste. Although some of these reservoirs are being produced, such production must be considered in the nature of a salvage operation rather than as a sound economic proposition. Such reservoirs, however, can become profitable ven- tures through the use of cycling and repressuring plants. Cycling operations now operating in Louisiana have increased the ultimate recovery from gas-condensate reservoirs anywhere from 10 to 30 per cent. Cycling operations will also provide a considerable reserve of gas, without which Louisiana cannot hope to develop any program of industrialization. During the past year, Louisiana attained the rank of third among the oil-producing states of this country. With a proper program of exploitation and development, and with emphasis on conservation, Louisiana can maintain this position for a great many years. Production On Dec. 31, 1943, oil and/or gas were being. produced in 52 parishes, or 81 per cent of all the parishes in the state. Thirty-three of the parishes produced oil and gas, 14 produced oil, and 5 produced solely gas. Tensas Parish in north Louisiana and Assumption Parish in south Louisiana formerly contained no producing fields but during 1943 joined the ranks of the producing parishes. Twenty-three new fields, including one rediscovery, were found during 1943-—a rate of discovery almost comparable to that of the preceding year. Eleven of these new discoveries were either gas or gas-condensate fields. Thus, the trend of development in finding new reserves was also comparable to that of 1942. Many reasons of considerable merit have been advanced to account for the discouraging lack of crude-oil reserves found during the past year. None are, however, completely satisfactory.

Borates are defined as ' 'salts or esters of boric acid; a compound containing the radical B203" (Bates and Jackson, 1987). Borates are defined by industry as any compound that contains or supplies boric oxide. A large number of minerals contain boric oxide, but the three that are the most important from a worldwide commercial standpoint are: borax, ulexite, and colemanite. These are produced in a limited number of countries (Fig. 1), dominated by the United States and Turkey, which together furnish about 90% of the world's borate supplies (Lyday, 1991). Production in the United States originates in the Mojave Desert of California; borax and kernite are mined by US Borax from its large deposit at Boron. Borate containing brines are pumped from Searles Lake by North American Chemical Co., and a limited amount of colemanite is mined by Newport Mineral Ventures from Death Valley. Turkish production is controlled by Etibank, the national mining enterprise, which supplies most of the commercially traded ulexite and colemanite from mines in the Bigadic and Emet Districts, plus borax from the huge deposit at Kirka. Borate minerals have been employed in a wide range of uses for many centuries, dating from at least the 8th century when they were used primarily as a flux for assaying and refining gold and silver. Their valuable properties and relative rarity soon stimulated international trade in borates; Marco Polo claimed to have trans- ported Chinese borate minerals from Tibet to Europe, and his home port of Venice was the center for borate imports and use throughout the Middle Ages (Travis and Cocks, 1984). Borates were traded at relatively high prices for highly specialized applications into the late years of the 19th century. At that time they were being used for medicines, food preservatives, ceramic glazes, and in expanded applications as metal fluxes. It was in that era that borax was discovered in Clear Lake, CA, and more significantly, the playa deposits of western Nevada were found and exploited by F.M. "Borax" Smith and others. Research and development by Smith's company began the evolution of borates from a high priced commodity with a few specialized uses to the relatively low priced chemical raw material used in large tonnages on a worldwide scale today. Borates are often defined and sold by their boric oxide or B,03 content, and most statistical data are listed in tons of B203. Of the products sold by the industry, borax pentahydrate or 5 mol and boric acid are the most commonly traded commodities. Boric acid plants are operated by all of the major borate producers. Glass fiber insulation is the major end use in the United States followed by textile glass fiber and borosilicate glass, detergents, and ceramics. Detergent usage continues to be a major end use in Europe.

1. Coal Preparation Terms (General) 1.1 Coal preparation-collectively, physical and mechanical processes applied to coal to make it suitable for a particular use. 1.2 Run of mine (ROM coal)-coal produced by mining operations, before screening, crushing, or preparation. 1.3 Raw coal-coal that has received no preparation other than possibly screening or crushing. 1.4 Raw coal feed-raw coal supplied to a plant or machine, in which it undergoes some form of preparation. 1.5 Coal cleaning-the treatment of coal to lower the mineral matter content (ash). 1.6 Cleaned coal; clean coal-coal produced by a cleaning process (wet or dry). 1.7 Middlings-a product of coal preparation that, by reason of its ash content, is intermediate between coal and discard. It follows therefore that the relative density of middlings is intermediate between those of coal and discard. Middlings may be reprocessed. 1.8 True middlings; bone comparatively high ash particles so nearly homogeneous that their quality cannot readily be improved by crushing and recleaning. 1.9 False middlings; interbanded middlings-middliigs in which the particles consist of bands of coal and shale, and from which the coal may be liberated by crushing 1.10 Refuse-waste material in the raw coal which the cleaning process removes. (See also discard; dirt; stone, No. 1.12). 1.1 1 Reject-the material extracted from the feed during cleaning, for retreatment or discard. 1.12 Discard; dirt; stone--the material extracted from the raw coal and finally discarded. 1.13 Recirculation-the operation in which the whole or part of a product from a process is returned to the feed to the process, e.g., the return of the crushed overflow from a screen to the screen feed for rescreening. 1.14 Foreign coal-coal received at a preparation plant from a colliery other than that to which the plant is attached. 1.15 Imported coal-coal coming from a foreign country, or other state within the country. 1.16 Low-grade coal combustible material that has only limited uses owing to undesirable characteristics (eg., ash content or size). 1.17 Segregation-partial separation of a previously mixed material into its constituents, occurring as a result of differences in either particle size or relative density. 2. Cleaning Characteristics 2.1 Washability-amenability of coal to improvement in quality by cleaning. 2.2 Float-and-sink analysis-the division of a sample into relative density fractions with defined limits, the proportions of the fractions being expressed as percentages of the total sample, commonly with an indication of the ash percentage (and other characteristics, if required) of each fraction.

The purpose of this paper is to present data that have been obtained during the past two years concerning the effects of prior cold-work and temperature and time of anneal upon the recrystallization and grain growth of 70-30 cartridge brass. It was desirable to study certain of these phases so that an accurate picture of the principles of the subject could be shown. The work is not intended to provide explicit annealing data, but to provide material examples that may help to clarify analogous problems concerning this alloy. Specifications often set limitations upon the grain size of annealed materials because of the importance of grain size upon subsequent manufacturing operations. It was, therefore, worth while to study the variables that affect the recrystallized grain size of this material. C. H. Mathewson and A. Phillips,l W. R, Webster,2 and others have presented annealing characteristic curves of this alloy. A recent typical curve presented by R. S. Pratt3 is shown in Fig. I. The tensile properties and grain sizes are shown as functions of the annealing temperature. Such curves serve as a useful guide in determining the physical properties of annealed material, but as they are made generally under carefully controlled laboratory conditions they do not indicate the performance of metal annealed in a mill muffle, where such conditions as amounts of metal, heating time and temperature may differ. Study of the effect of time and temperature upon grain growth and subscquent recrystallization was made with a coil of metal having the following analysis: 70.04 per cent copper; 0.007 lead; 0.007 iron; 0.00 tin; 0.00 silicon; 0.001 nickel; 0.000 phosphorus; balance zinc. The sample coil was obtained from metal that had been rerolled from hot-rolled mill stock, and was received at 0.228-in. gauge, soft, with a grain size of 0.125 mm. This material was then rolled 43.5 per cent to 0.129-in. gauge and annealed to a 0.053-mm. grain size. In this condition, samples were cut and used in all of the experimental work reported in this paper. Time The first study was of crystal growth at a constant temperature over a moderate length of time. Material was cut from the stock coil at 0.129-in. size and rolled 75 per , cent hard to 0.032-in. gauge. From this piece small samples were cut M by 2 in., suitable for grain-size determina.tions. Twelve samples were placed in an electric furnace uniformly across the width, approximately an inch from the floor. A thermocouple was wired to the center sample, so that the approximate metal temperature could be followed. At various

INTRODUCTION Run-of-mine (ROM) coal generally falls into two major groups: that from underground mining (continuous mining machines) and that from strip mining. Continuous miners produce a finer product and strip mining a coarser product that is crushed to produce the desired size. Further size reduction depends on the proposed use or uses for the coal. For example, for pulverized coal power plants as a rough general rule, the coal is ground or pulverized to 80% less than 200 mesh (0.075 mm) before it is blown into the boiler furnace as a coal-air suspension. For solvent-refined coal processes, the desired size is about <30 mesh (< 0.60 mm); in fluidized bed uses, the coal is typically < 8, in. (< 1.6 mm); for Lurgi pressure gasifiers, the desired size is 1 to 2% in. (25 to 63 mm). Coal preparation plants typically work with a coarse size fraction of 6X 1/14 in. (150X32 mm). The past decades has shown a steady increase in the tonnage of coal cleaned, 1 but it seems probable that the next decades will produce much wider applica- tion of deep coal cleaning before use and that the stages of crushing and pulverization from ROM coal to end use will be integrated with coal cleaning processes. Since different cleaning processes work better with different ranges of coal size and the degree of cleaning possible is intimately connected with the size of coal, a systems design engineer will need as much information as possible concerning the size distributions produced by different types of machines and how these can be modified by different ways of operating the machines. In general, the following questions will be of concern: 1.What type of crusher or grinder is best, or most satisfactory, for reducing a given feed size and type of coal to a desired product size? Frequently, the desired product is smaller than some nominal size, but with as few fines as possible, or the fraction in some size range has to be as high as possible. 2. How big does the machine have to be for a given throughput rate? 3. How much electrical energy (or its equivalent) is required per ton of product? 4. How does the size distribution vary with change in throughput rate, and is a control scheme necessary or desirable? 5. Can the size distribution be readily varied if desired? 6. What is the optimum way to operate a machine in a given system? This section will emphasize certain general principles which guide us in answering these questions. This paper describes the research and development programme to develop a prototype underground auger mining system aimed at developing and demonstrating an underground auger mining system able to provide economic access to thinner (<1.8 m) coal reserves of South Africa. Data concerning the performance of modern coal augers under South African coal mining conditions were gained from a proven surface auger which operated across a range of coal types. These data were analysed and considered in conjunction with historical information regarding previous attempts at building underground augers dating back to the 1950s. Drawing on these data a prototype underground auger mining system, the BryDet BUA 600 underground coal recovery auger, was designed and manufactured by the BryDet Development Corporation in collaboration with Eskom and Cutting Edge Technology Pty Ltd with support from Anglo Coal and the Ingwe Coal Corporation Ltd. The prototype BryDet BUA 600 underground coal recovery auger commenced trials in March 2000 at the Matla Mine near Witbank in South Africa. The initial trials were undertaken in an open cut to facilitate the commissioning and training associated with a prototype mining machine. A total of 30 holes was augered in the box cut before the machine moved underground. The prototype BUA 600 first achieved the target penetration depth of 80 m in its third hole. The prototype BUA 600 is a new underground mining system which has passed early testing with ?flying colours? and could provide access to extensive underground coal reserves unmineable by conventional mining techniques both in South Africa and elsewhere around the world.

Recent research by CRC LEME from an Australian mineral exploration perspective, has focussed on regolith architecture and mechanisms of geochemical anomaly formation, within transported regolith. Methods have been developed for the rapid production of regolith-landform maps which is the starting point for understanding regolith architecture in the third dimension. Methods for development of 3D regolith models are less well advanced, and require integration of all available geological and geophysical datasets, but still with a heavy reliance on drill-hole information. The base of the transported regolith û the unconformity û remains the most important regolith boundary for geochemical sampling in transported regolith terrains. A new generation portable spectral logger, employing a broader spectrum can interpret important features from drill chips within the regolith. This allows internal architecture, redox fronts and the all-important interface to be objectively identified. Transported lateritic components can provide vectors to mineralisation in depositional regimes. Palaeomagnetic and new radiometric methods which date individual phases of the regolith provide evidence of different episodes, each characterised by different geochemical dispersion patterns in transported regolith. Along with lateritic residuum, calcrete is prime sampling medium. Calcrete is probably enriched in gold through physical and biological processes, rather than straight chemical processes. In South Australia, the lowermost calcrete layer buried within the depositional regime, especially where it lies directly over the silcrete layer at the buried interface, is the desired sampling medium. Certain gum trees, with deep roots in transported regolith have been shown to record anomalous values of gold and basemetals in leaves, twigs and bark. Anomalous metals in acid-sulfate soil seeps can also provide a window through sedimentary cover in respect of mineralisation in the basement. A number of Yilgarn occurrences of gold anomalies in transported cover, strongly infer hydromorphic and biological mobilisation of gold. This inference is supported by micro-analyses of regolith mineral hosts in hardpans and mottled sediments, which show gold and pathfinder elements prefer to reside in goethite and specific types of clay minerals. This creates anomalies in specific mineral phases. However the inference that that these are sites of mobile or labile metal ions remains enigmatic. Similarly there is inconclusive evidence that selective extractions will provide an anomaly not otherwise detected by conventional total dissolution methods. Hydrogeochemistry is a promising exploration tool for basemetal exploration. The importance of microbes in both the dissolution and precipitation of gold in the Australian regolith is demonstrated. We are on the verge of identifying the functional gene sequence of individual active microbes. A consideration of possible mechanisms for creating anomalies in soils above transported regolith, presents difficulties in facilitating upward movement of ions from the watertable to the surface. Perhaps the best avenues of research lies with surrogate soil gases, and biotic transfers.

5.1-PURPOSE, PROCEDURE, METHODS, MANAGEMENT Exploration can be technologically defined, with regard to the discovery of new mineral deposits, as all the activities and evaluations necessary before an intelligent decision can be made establishing size, initial flowsheet and annual output of new extractive operations. The purpose of mineral exploration is the discovery and acquisition of new mineral deposits amenable to economic extractive operations now or in the future. A prime objective of mineral exploration, however, is to find and acquire a maximum number of such mineral deposits at a minimum cost and within a minimum time. Immediately upon the heels of a successful &apos;&apos;exploration" discovery follow activities called, first, development, then operation. Under U.S. Internal Revenue Code regulations (Secs. 1.615.1 and 1.616.1) in effect at the time of this writing, which state that the "development stage" has been reached when "deposits of ore or other minerals are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation by the taxpayer," exploration in the technological sense may well continue after a mineral property has entered the "development stage" as defined for tax purposes. In many instances continued exploration, after reaching the tax defined "development stage," has disclosed additional reserves which justify a much larger, more efficient and more profitable operation than that which would constitute the minimum feasible. Even after a mine goes into production, continued ore search generally will increase the reserves, either justifying expansions in plant capacity or prolonging the life of the operation, but this work (actually "exploration") is normally considered, for bookkeeping and tax purposes, a part of mine development. Each exploration entity defines its own objectives in terms of acceptable mini- mum rate of return on investment for any deposit found and retained, and in terms of which commodities, and markets, are to be involved. For these reasons, exploration programs, and aims, will vary over a wide range, although all have the common objective of endeavouring to create new profit centers for the future. 5.1.2-EXPLORATION METHODS Exploration has evolved in the past several decades into a highly sophisticated and expensive endeavor in which large corporate entities, or subsidaries, normally are directed and staffed by highly trained exploration specialists. In some instances consultants, with expertise in a given field, are utilized to the benefit of such corporate groups. The "grasshopper" approach to exploration-searching only for outcropping minerals and/or investigating only mineral prospects offered by the discoverers of such outcrops has given us most of the past and present mines in the US., but this method is rapidly approaching the point of diminishing returns in areas that have been thoroughly prospected for currently marketable commodities. INTRODUCTION From its beginnings in the first decade of this century, flotation has gradually moved to a predominant role in mineral separation. There are several reasons for this, the continuing trend toward treat¬ment of lower-grade and more finely disseminated ores being the major one. Not only has this been true for sulfide ores to which the process was first applied commercially, but also for most nonsulfide ores as well. A second factor has been the broad applicability of the process with respect to particle size; it is effective from 8 to 10 mesh to below 10m. Finally, more so than for any other separation process, flotation has almost no limitations in separating minerals. Gravity, magnetic, or electrostatic processes are either applicable to particular minerals, or to a restricted number of mineral combinations. Flotation, on the other hand, can utilize the wide range of surface chemical differences among minerals, and an equally wide range of reagents. The recent availability of selective flocculation capabilities on a commercial scale as an adjunct to flotation should remove one of the limitations to the process in the very fine particle range. History Although flotation was anticipated in a 19th century patent to Haynes, its first significant industrial uses were in the early 20th century in Australia. According to Hoover,&apos; the Pottter-Del-prat pro¬cess had a "measure of success" at Broken Hill&apos;s Block 14 mine in 1905-1906, and was definitely successful at the BHP Mine, where it produced 80,000 tpy of zinc concentrates. Both the Mineral Separa¬tion and the Elmore processes had early trials in Australia also, with both successes and failures. The first application in the United States was in 1911, when the Hyde process was used by the Butte and Superior Copper Co. on a zinc ore in Montana. By 1916 Hoover could list 46 applications to copper, lead, and zinc ores, mainly in the United States. Ten years later Taggart2 listed almost a thousand patents covering processes and reagents which with few exceptions laid the foundations for modern practice. Included were: sulfidizing of oxides; leach-precip¬itation-flotation; cyanides, sulfites, sulfides, and oxidants for selective depression of sulfides; starch, tannin, and glue as depressants; and xanthates, dithiophosphates, and oleic acid as collectors. Within an¬other 20 years, all of these were in commercial use along with amines for floating silica from phosphates, and synthetic frothers were com¬peting with pine oil and cresylic acid. "Sonar array-based non-invasive flow measurement technology is becoming an accepted and many times a preferred method of measuring challenging single and multi-phase flows in the mineral processing industry. This fundamental sensor and measurement technology has been extended to two developments that provide new measurement capabilities useful for monitoring and managing slurry flows and pipes.The first development is the non-invasive measurement of real-time velocity profile of slurry flow in horizontal pipes. Multiple non-invasive passive sensors measure localized velocities and are combined to provide a velocity profile measurement. This information can be used to determine the approach and onset of solid deposition on the bottom of the pipe. Having this information in real time can enable operation at lower velocities and/or higher solids concentration while avoiding solids deposition or plugging and its associated operational costs.The second development is the non-invasive measurement of pipe wear on slurry lines. Presently, such measurements are made by hand-held portable ultrasonic thickness gages. The numerous shortfalls associated with the manual method are overcome with a set of permanently or semi-permanently installed transducers clamped onto the outside of the pipe. This ring of sensors contains a series of conformable ultrasonic transducers spaced around the circumference, which are used to measure the thickness of the pipe under their respective locations. Compared to manual methods, this system and approach results in better repeatability and accuracy. It also decreases inspection labor costs and pipe access requirements. The minimal accuracy variations in the presence of varying environmental temperatures will be shown. Trending of pipe wall thicknesses in high wear pipelines will be illustrated. The benefits of significantly improved pipe wear monitoring in hydrotransport lines with abrasive solids, and associated improvement in the ability to insure safe operation and avoidance of costly environmental damage due to leaks caused by pipe wear will be discussed."

Commodities remain hot for the time being, but for how much longer? The bulls point to global economic growth lead by China?s insatiable demand for raw materials. To further emphasis the bullish view they point to the emergence of India for follow through demand. The bears remain convinced China?s growth is unsustainable and with higher interest rates and high oil prices, the United States economy is poised to slow. Both groups can make a convincing argument and both will be proven right in the fullness of time. Profitability and balance sheet strength for the mining industry has rarely been better. Is this a time to be bold or cautious? In this paper, the author will address the dilemma facing today?s management as they pursue growth and try to minimize risk.

The rheological properties of mineral suspensions affect the design and operation of transport, mixing, size classification, grinding, gravity concentration, flotation and de-watering systems. In many cases, the rheological properties can be modified to improve processing through the addition of chemical additives. These additives may be either organic or inorganic and generally affect the state of particle aggregation or dispersion. Inorganic modifiers act primarily by affecting the surface charge of mineral particles and thus control the magnitude of electrostatic attraction/repulsion between particles. The action of organic additives (polymers and surfactants) is a combination of electrostatic and steric forces – the latter being related to the molecular weight of these reagents. While low molecular weight polymers are dispersants (viscosity reducers), high molecular weight polymers are likely to induce flocculation and increase yield stress.

In surface mining operations, truck haulage is the largest item in the operating costs, constituting 50 to 60% of the total. In order to reduce this cost, it is necessary to allocate and dispatch the trucks efficiently. This paper describes shovel and truck operation models and optimization approaches for the allocation and dispatching of trucks under various operating conditions. Closed queuing network theory is employed for the allocation of trucks and linear programming for the purpose of truck dispatching to shovels. A case study was applied for the Orhaneli Open Pit Coal Mine in Turkey. This approach would provide the capability of estimating system performance measures (mine throughput, mean number of trucks, mean waiting time, etc.) for planning purposes when the truck fleet is composed of identical trucks. Increasing demand for copper, lead and zinc with continuous depletion of good grade ore reserves, warrants the need for utilization of lean and complex ores of these metals. There is worldwide effort to develop suitable processes for these purposes. The present paper deals with the chloride leaching of complex base metal sulphide concentrates of two Indian deposits. A two stage leaching process is suggested keeping selectivity of metal dissolution in view.In the first stage most of the lead and zinc are reacted with dilute FeCI3 (0.3M) solutions at a temperature ono&#176;c where major portion of the lead remains in the residue and zinc reports in solution. After taking out lead chloride by brine leaching, the residue has been treated for copper dissolution. A concentrated FeCI3 leaching at boiling temperature as well as ambient aqueous chlorine leaching have been separately tried to dissolve out the copper from the residue. Based on the results obtained, a flowsheet for the proposed process is presented.

The recovery process in 400 Monel filings was followed, principally, by using the Warren-Averbach technique of X-ray peak profile analysis. The deformation fault probability, a, was 0.006 in samples of unannealed filings. a , the twin fault Probability , was approximately 0.002 in samples of unannealed filings. Both a and 0 were found to "anneal out" at 600°F. The effective particle size and mzs strain increased and decreased in the (111) direction, respectively, with increasing annealing temperature. The actual particle size was found to be almost equivalent to the effective particle size. Tile small values of deformation and twin fault probabilities accounted for the similarity in values of the effective and actual particle sizes. Stored strain energy and dislocation density calculations based on rms strain decreased with increasing annealing temperature. The dislocation density decreased from 10" per sq cm in the unannealed filings to 10&apos; per sq cm in the partially re-crystallized filings. The square root of the dislocation density based on strain to that based on particle size indicated a random dislocation distribution in the unannealed filings. The dislocation arrangement changed to one with dislocations in cell walls with increasing annealing temperature. THE recovery processes which occur in metals are generally thought to be a redistribution and/or annihilation of defects.&apos; Investigators&apos; have shown that recovery processes can be characterized by X-ray line-broadening analyses. Michell and Haig4 measured the stored energy of nickel powder by calori-metry and found the value to be greater by a factor of 2.5 than that from X-ray data obtained by the Warren-Averbach technique.= Minor increases in particle size occurred up to 752°F (recovery), while above 752°F the particle size increased greatly due to recrystalliza-tion. X-ray microstrain values decreased between room temperature and 392"F, remained constant from 392" to 752"F, and decreased from 752°F to a negligible value at 1112°F. Faulkner developed an equation for calculating stored strain energy based on X-ray line-broadening data which gave a closer correlation of measured and calculated stored strain energy based on the data of Michell and Haig. The stored strain energy released during recovery is predominately dependent on the decrease in dislocation density which was p-enerated from cold work.7 Stored energy has been measured8 in alkali halides during recovery and recrystallization and 80 pct of the stored energy was found to be released during recovery. Dislocation distributions have been studiedg in a number of fcc metals by thin-film electron microscopy. Howie and Swann" found the stacking fault energy of copper and nickel to be 40 and 150 ergs per sq cm, respectively. ~rown" has pointed out that these stacking fault energy values should be corrected to 92 and 345 ergs per sq cm, respectively. The dislocation distribution of a metal is directly dependent on the stacking fault energy of the system. Metals of high stacking fault energy such as aluminum cross-slip readily and do not form planar arrays of dislocations. Metals of lower stacking fault energy such as stainless steels" do not cross-slip readily. Cold-worked nickel has been found to form a cellular dislocation structure after annealing.13 The relatively high stacking fault energy of nickel and copperlo to a lesser extent favor cellular structures of dislocations rather than planar arrays after deformation. The present study of recovery was carried out on a Ni-Cu alloy (Monel 400) to compare with prior studies for pure nickel and pure copper. X-ray line-broadening techniques were used to measure the effect of recovery temperature on rms strain and particle size and the results were compared with previous studies on copper&apos;4-&apos;7 and nickel., Calculations were also made on stacking fault probabilities, dislocation density, dislocation distribution, and stored strain energy as affected by temperature. EXPERIMENTAL PROCEDURE The nominal analysis of the Monel 400 used in this investigation was: 66.0 pct Ni, 31.5 pct Cu, 0.12 pct C, 0.90 pct Mn, 1.35 pct Fe, 0.005 pct S, 0.15 pct Si. The annealed material was cold-reduced in two batches, one 50 pct and the other 80 pct. It was originally planned to conduct line-broadening studies of these bulk samples; however, rolling textures that developed produced low-intensity peaks which were not suitable for line-broadening analysis. Filings were prepared at room temperature from both the 50 and 80 pct cold-reduced specimens, series A and series B, respectively, and were not screened prior to heat treatment or X-ray studies. Heating to the annealing temperature, 200" to 120O°F, was accomplished in a matter of minutes in a hydrogen atmosphere. Following heat treatment, some of the filings were mounted and polished for microhardness measurements with a Bergsman microhardness tester, using a 10-g load. A G.E. XRD-5 diffractometer using nickel-filtered Cum radiation was used to obtain all diffraction patterns. Hydrogen-reduction data for naturally occurring single crystals and Prepared polycrystals of dense hematite have been presented. Results cover the temperature range 400o to 1000oC, for particles from ten sources, ranging in size from 0.07 to 10 mm and in shape from spheres to cylinders, cubes, and thin slabs. A consistent pattern of behavior has been demonstrated for single crystals and the reduction mechanism shown to be temperature-dependent. Below 579oC reduction is a simple topochemical process but at higher temperatuves it is complex and occurs in two distinct stages. Prepared particles from these laboratories behave in a similar manner to the single crystals. Data from two investigators showing topochernical reduction of Prepared particles above 575°C are inconsistent with that for other dense hematites. It is concluded that topochenzical reaction should not be used as a model for generalized rate expressions for dense hematites. SINCE 1958, McKewan1-6 has brought to prominence a simple concept of dense hematite reduction. This model is that oxygen is lost from a hematite particle undergoing reduction only from an oxide-iron interface that recedes in such a way that the oxide remaining retains the original shape of the particle, i.e., reduction occurs topochemically. An adjunct to this concept is that any intermediate oxides in the transition from hematite to iron only form thin layers so that oxygen cannot be lost from the particle without movement of the oxide-iron interface. Further, the rate of oxygen loss from the particle is said to be proportional to the area of the receding interface so that the iron layer grows linearly with time and the over-all reduction process can be described by the equation where ro and do are the initial particle radius and density, respectively, R is the fraction of the original oxygen lost, i.e., the fractional reduction, at time t, and K is the rate constant. The idea of an underlying simplicity in hematite reduction is attractive because it gives a tractable basis from which general theories of hematite reduction can be developed and it has received wide support,7-14 based mainly on the large amount of data13 that can be fitted to Eq. [I]. However, despite the fact that this equation has been derived for dense materials, the bulk of the data that have been used to test it13 have been for materials of only about 90 pct of theoretical density (5.26 g cm-3) or less, so that its generality for dense hematites has not been demonstrated. In any case, as will be seen, adherence of reduction data to Eq. [1] does not necessarily imply that reaction occurs topochemically. In this work only data for hematites approaching theoretical density are considered and it will be shown that in only one study besides McKewan&apos;s is topochemical behavior observed over the whole range of temperature investigated. For the majority of materials a linear rate of interface advance is observed to complete reduction only when wustite is not a stable intermediate phase in the transition of hematite to iron, i.e., at temperatures below about 575°C. Above this temperature, reduction is an exceedingly complex series of reactions that takes place in two distinct stages and it is only in the first stage that reaction in any way resembles a topochemical process. This means then that, far from representing general behavior as has commonly been supposed, topochemical reaction for dense hematites is only a particular behavior that may be observed under some circumstances. EXPERIMENTAL Hydrogen-reduction data have been collected and cross-checked in these laboratories by three techniques, weight loss, collection of water evolved in the reduction reactions, and direct metallographic examination. Details of these techniques are discussed elsewhere," where it is shown that results obtained by the three methods are in close agreement. The weight-loss method, by which most of the results were obtained, consisted of hanging the sample in a platinum mesh basket from an Ainsworth Model AV-AU-1 vacuum recording balance inside a vertical l 1/4-in.-ID alumina tube furnace. Dry deoxidized hydrogen was flowed downwards through the tube at 2 to 4 liters min-1 (stp). Single crystals from two sources and artificial oxides from three sources have been examined. The single crystals were from hematite deposits at Yampi Sound, Western Australia, and Brazil, the latter being obtained from Gregory, Bottley and Co., London, U.K. The "Yampi Blue" crystals were hand-picked from washed, magnetically concentrated, sized fractions, -200 mesh BSS (mean diameter ca 0.07 mm) and —36 + 44 mesh BSS (mean diameter ca 0.4 mm) while 10-mm cubes were cut from the Brazilian crystals with a diamond saw. The starting materials for the prepared particles were hematites designated, respectively, "Specpure Iron Oxide", Laboratory No. S639 from Johnson Matthey & Co. Ltd., London, U.K., "Calcined Ferric Oxide" from B.D.H. Laboratory Chemicals Division, Poole, U.K., and "Pigment Grade Oxide", EPR-50, from C. K. Williams & Co., Easton, Pa., U.S.A. Approximately spherical particles were prepared from the artificial oxides by rolling the material, moistened if necessary, in a glass jar, and cylindrical compacts approximately 10 mm in diam and of approximately equal height were pressed in a steel die at 200 psi. The high temperature physical properties of graphite are reviewed and interpreted in the light of present day knowledge of the mechanisms affecting these properties. The thermal and mechanical behaviors only are discussed and, whenever possible, comparisons are made with other refractory materials. Possible further studies are indicated, including some carbide work. AS long as the term high temperature implied only temperatures up to about 1000°C, the materials problems which arose could usually be handled by fairly conventional metal alloy types, such as the Co-Cr-Ni superalloys, for which there exists a great deal of technology. Perhaps this temperature can still be considered an upper limit for normal applications, but it is certainly true that the number of abnormal applications is increasing rapidly. The advent, in recent years, of ram-jet and rocket missiles and of high power nuclear reactor heat sources has raised a host of questions concerning the basic problem of what material to use in the temperature range up to 2000°C and higher. While there are, of course, many metals, in the second and third transition series, which melt at considerably higher temperatures than this, these metals are, at present, pretty well excluded from practical use by other considerations, such as re-crystallization, chemical activity, or excessive plastic deformation. The behavior of metals, from the standpoint of dislocation theory, is just beginning to be understood and thus there is some hope for the future development of very high temperature metals, but the immediate problems would most logically appear to have solutions involving the nonmetals, such as the refractory ceramics and graphite. For this reason, there is presently a great deal of engineering and experimental research being performed on the latter materials, much of this research being exploratory in the sense of gathering new property data. The situation, so far as graphite is concerned, is somewhat more fortunate than with the other refractory solids in the sense that a great deal is already known about its basic properties. This stems both from the fact that the carbon-carbon bond has been of interest to chemists for a long time (and graphite can be considered as a very large aromatic molecule, if desired) and the fact that its properties, both as a function of temperature and of radiation damage, are of critical importance to nuclear reactor designers. It is still true, of course, that such fundamental questions as why graphite remains solid to such a high temperature and why it has such a high thermal conductivity cannot entirely be answered at the present time. It is, nonetheless, meaningful and instructive to consider such problems in the light of existing knowledge. This is what the present paper will attempt to do. Before going on, it may be appropriate to classify graphite and justify its discussion before readers primarily interested in metals. Graphite is comparatively unique among materials in that there is always a property or group of properties which precludes calling it either a metal, a semiconductor, or a ceramic. It has the high electrical and thermal conductivities of a metal, but the artificial, poly-crystalline types show a negative thermal coefficient of electrical resistivity, generally characteristic of semiconductors. On the other hand, semiconductors, by definition, show an ever increasing resistivity as the temperature is lowered, whereas graphite approaches a finite, and, indeed, a rather low resistivity in the region of 10°K and, furthermore, a good single crystal of graphite has a positive temperature coefficient, as for a metal.&apos; On still another hand, its porosity and brittleness at lower temperatures would put graphite in the ceramic class although, unlike most ceramics, it is readily machinable and has a high resistance to thermal shock. All things considered, it is probably more nearly appropriate to call graphite a metal than anything else. Although certainly outstanding in some ways, graphite has its peculiarities and, especially if the reader is unfamiliar with the data, it is probably valuable to review some representative property variations at high temperature. This review is meant to be mainly illustrative and no attempt has been made to be exhaustive. Review of High Temperature Properties At ordinary pressures, graphite does not melt, but sublimes directly into the gaseous phase at about 3700°C. Although the phase equilibrium diagram is still in some doubt, graphite will melt, at a slightly higher temperature, at pressures in excess of about 100 atm. The chief difficulty of using graphite in an oxidizing atmosphere is that the reaction rate becomes quite high at fairly low temperatures. If a threshold oxidation temperature2 is defined as the temperature at which graphite loses 1 pet of its weight in 24 hr, the value in air is 450°, the value in steam is 700°, and the value in carbon dioxide is 900°C. Efforts are presently being made to raise this threshold temperature either by impregnation with a retardant of some type (sodium tung-state and phosphoric acid, for example) or by a suitable metal or oxide coating. It is probably fair to say that, to date, these attempts have not shown any outstanding success in all respects. High-purity aluminum and an Al-10 pet Zn alloy zvere tested in axial fatigue from 80" to 900oF, at struzn vales of 5 and 150 pct per min, at a strain amplitude of 1 pcl. Cycles to failure were recorded as well as the load per cycle during the entive test. Several grain sizes were examined in each material. Examination was made of modes of deformation, initiation and growlh of&apos; cracks, and vecovery mechanisms such as srbgrain formation and boundary migration. Strain rate effects on cycles to failure are first observed ahoi&apos;e 50O0F, the highev vate vesulting in longer lije. Crack initiclion at room temperature may be truns-or iutercrystalline but fructures are transcrystalline. Abore 600&apos;F, crack iniliation and growth ave largely inlercvystalline. Boundary wzigratiotz to 45-deg positions is observed above 70Oo F, and fractrrves are a combination of grain bol~ndary voids and cvacks. It is only in recent years that studies of deformation and fracture which prevail in fatigue at elevated temperatures have attracted significant attention.&apos; Of such studies considerably less attention was given to high strain-low strain rate fatigue. Moreover, the majority of high-temperature fatigue studies were performed at conventional machine speeds (1000 to 10,000 cpm). As it is well-demonstrated in uniaxial creep-rupture series, at high strain rates, even at high temperatures, metals undergo work hardening with little or no attendant recovery or recrystallization thus the nature of deformation and fracture which is observed is similar to that encountered at lower temperatures.&apos;-" Thus, for example, fatigue testing of a stainless steel at 750°F does not involve high-temperature deformation processes,2 and might more correctly be termed "fatigue testing at an elevated temperature". It was the purpose of this work to study deformation and fracture in fatigue as a function of low strain rates and temperature, selecting conditions which would result in grain boundary sliding, migration, fold and subgrain formation, and intercrystalline cracking in high-purity aluminum and a high-purity A1- 10 pct Zn alloy. Grain size was an additional variable. Extensive studies of the deformation and fracture behavior of these aluminum materials in simple creep had been done in the authors&apos; laboratory, and were to serve as a basis of comparison for the observed effects in fatigue:&apos;-&apos;&apos; the range of the creep test temperatures was 80° to 1150oF. MATERIALS AND EXPERIMENTAL PROCEDURE The compositions of the 99.99 pct pure A1 and the A1-10 pct Zn alloy are shown in Table I. Button-head specimens, with a liberal fillet, of 0.20 in. diam and of gage length 0.40 in. were machined from wrought bar stock. The ratio of 2:l gage length to diameter was selected after preliminary tests showed that a shorter length gave a shorter life, probably due to end effects, and after evidence of buckling in longer gage length specimens. After machining, the specimens were chemically polished to remove the worked outer layer, and were subsequently heat-treated to stabilize the selected grain sizes. Both the high-purity aluminum and the A1-10 pct Zn alloy were heat-treated to produce grain diameters of approximately 0.5 and 2 mm in each case. These grain sizes are referred to in the text as fine and coarse grain, respectively. One lot of the high-purity aluminum was heat-treated to produce a still coarser grain size in which the cross section was occupied by 2 to 3 grains. This structure is referred to as very coarsegrained. After heat treatment, the specimens were again electropolished. To avoid complications of both stress and strain gradients in the cross section of the specimen, a hydraulic, axial fatigue machine was designed and built. A button-head specimen, 1/2 in. diam at the head, was firmly gripped in a split-type holder free of any play in the grips. The test temperatures varied from 80" to 900°F. The strain amplitude in all of the reported tests was 1 pct for a total strain amplitude of 2 pct. The strain range was set by precision micrometers and measured by a precision dial gage. Constant strain rates of 5 and 150 pct per min were selected so that high-temperature type deformation and fracture would occur in the higher-temperature tests5,6 The strains and strain rates must be regarded as nominal values because they are based on the original specimen dimensions, which changed significantly as a result of necking and crack propagation, as can be observed from Fig. 8. For the elevated-temperature tests, a thermocouple was inserted into a well in the head of the specimen; the selected temperatures could be maintained with less than ± 5oF fluctuation during the entire test. To avoid changes in grain size before the test, specimens were heated to the test temperature in less than 15 min; similarly, they were cooled to room temperature after fracture with an air blast to avoid or minimize recovery or recrystallization. During the fatigue tests, load vs strain curves were recorded by a strain gage load cell for each fatigue cycle. In addition, the maximum values of load amplitude were recorded for the entire test.

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. As of Feb. 3, 1978, all new operations, and as of May 3, 1978, all existing surface coal-mining operations, on lands on which such operations are regulated by a
