In 1989, an autogenous grinding task force was formed to study potential autogenous grinding circuits to replace the existing semi-autogenous grinding (SAG) at the National Steel Pellet Plant in Keewatin, MN. Pilot plant test work, performed by the Hanna Research Center (HRC), indicated that fully autogenous grinding with pebble extraction and crushing could be incorporated into the existing circuits. In 1990, one of the existing 10 grinding mills was converted for an in-plant test incorporating pebble crushing. Full-scale test work were conducted in 1990 and 1991. They verified the pilot plant projections with primary mill throughputs from the fully autogenous circuit using pebble crushing being greater than throughput of the existing SAG mill circuits. The plant produces 5 Mt/a (4.9 million ltpy) of iron ore pellets from 17.6 Mt (17.3 million It) of crude taconite. Crude ore is single-stage crushed by gyratory crushers. Primary grinding is performed by 10 semi-autogenous wet grinding mills. Secondary grinding is performed by five ball mills. Induration is with an Allis Chalmers grate-kiln pelletizing system. The primary grinding circuit consists of 108.2-m-diam x 5.5-m long (27 ft-diam x 18-ft) SAG mills. The mills are charged with 127 mm-diam (5 in.diam) steel grinding balls at from 3% to 5% by volume. Ball consumption rate is about 0.55 kg/t (1.25 lbs/lt) of crude ore feed to the mill. Each SAG mill is powered by two 2.6 MW (3500 hp) motors drawing 5450 kW (7300 hp) at 76% of critical speed. The mills are grate discharge with 16 mm (0.6 in.) slotted grate openings when new. The mill discharge is sized on a trommel screen having 4.5 mm (0.2 in.) openings. The plus 4.5 mm (+0.2 in.) oversize material is returned to the discharge end of the mill by a reverse screw auger located in the center of the trommel. The -4.5 mm (-0.2 in.) trommel screen undersize is pumped to magnetic cobbers.

THERE was presented for discussion at the February (1924) meeting of the American Institute of Mining and Metallurgical Engineers a report of a committee named by the United States Bureau of Mines on the Use of Oxygen or Oxygenated Air in Metallurgy and Allied Processes. An extensive discussion followed the presentation of the papers, which dealt with the matter entirely from a theoretical standpoint. The results of only a limited, amount of research work were presented and discussion centered around the question: "Is it worth while to carry on research and expend money in determining what can be done in metallurgical operations if cheap oxygen can be produced?" More experimental work on this subject has not been done because metallurgists have not thought that cheap oxygen could be produced, thinking "Why waste time experimenting. with a reagent that cannot be procurable in commercial quantities?" While the producers of oxygen have said " Why waste money on the development of a process to make cheap oxygen unless we know that there will be a market for it when produced?" The discussion brought out two facts: First, many metallurgists believe that their operations can be conducted more economically if they can add oxygen to the air used in various smelting operations; second, a number of chemists believe that relatively pure oxygen can be produced in metallurgical quantities at very small cost. Negative views were expressed to both propositions, but so overwhelming was the view that if cheap oxygen could be produced, many metallurgical operations would benefit that it was voted to recommend that the Bureau of Mines continue its research work, pending the production of the cheap oxygen hoped for. Few experimental data being available, and the attitude of disputants being based largely on theoretical considerations or on reactions and temperatures incapable of positive proof, it has been decided to publish only a summary of the papers and discussions arising from their presentations. It is believed, however, that this will be sufficient to show the lines of reasoning that have been adopted, and be a guide to others who are to make their own calculations or engage in experimental work.

"The removal of chemical oxygen demand (COD) from coking wastewater was experimentally investigated using a three-dimensional electrode reactor. The experimental results showed that the refractory organics in coking wastewater can be effectively removed by this process, and COD removal efficiency was affected by the operating parameters, such as electrolytic retention time, particle electrode dosage, initial pH, current density, aeration amount and electrical conductivity. The experimental results show that the three-dimensional electrode could have a COD removal efficiency of more than 60% and a running cost of no more than 6 YUAN (RMB)/t. This indicates the great potential of a three-dimensional electrode reactor in engineering applications as an advanced treatment methods for coking wastewater.IntroductionCoking wastewater is generated from coal coking, coal gas purification, and by-product recovery processes of coking; it is composed of phenolic compounds, heterocyclic compounds, polycyclic aromatic hydrocarbons, ammonia, cyanide, polycyclic nitrogen-containing aromatics, acyclic compounds, etc. Most of these constituents are refractory, poorly biodegradabile, toxic and carcinogenic [1-3]. Currently, coking wastewater is usually treated by different forms of A/O biological nitrogen removal processes as the primary treatment means, but the aforementioned processes are not efficient enough to meet the requirements of the National Discharge Standard in China (GB13456-1992). According to the continuous requirement on improving environmental protection for the coking industry (revised 2008), increasing wastewater utilization ratios and reducing the discharge of effluent in the coke industry have to be implemented for cleaner production and sustainable development. Therefore, advanced technologies need to be developed to treat coking wastewater and reutilize the product as industrial cooling water, which would be one of the best choices to achieve zero discharge of wastewater and reduce water consumption per ton of steel produced. In this study, a three-dimensional fluidized bed electrode reactor was adopted for the advanced treatment of coking wastewater, and the effects of operating conditions, including particle dosage, initial pH, current density, supporting electrolyte, as well as aeration amount on the COD removal rate, were investigated. Its running costs were also estimated."

An asbestos substitute is any material that replaces asbestos in a commercial product. There are many asbestos substitutes, each with its own unique physical and chemical properties. Substitutes can be inorganic or organic, fibrous or nonfibrous, and natural or synthetic. They also can be used as a direct substitute for asbestos or as a replacement product. Probably in no other field is the diversity of substitute materials so great. The concept of asbestos substitutes is not new. The first major effort to develop asbestos substitutes was undertaken by the federal government. The United States has always been dependent on foreign sources for strategic-grade asbestos, and during World War II, the government was concerned that these supplies would be cut off. Strategic-grade asbestos was critical in many electrical and thermal insulation applications (electrical insulation, battery plate separators, flame-proof boards, insulation for rocket components, etc.). A reliable supply of nonstrategic-grade asbestos also was required for general civilian and military applications, such as in brakes, clutches, and construction materials. The government not only initiated a major search for deposits containing strategic-grade asbestos, it also funded research on synthesizing asbestos in the laboratory and developing products that did not contain strategic- grade asbestos. These efforts, as well as those conducted by the private sector, generally were unsuccessful. In the late 1960s and early 1970s, a second major effort to develop asbestos substitutes began because the general public was concerned about the health threat posed by the release of asbestos fibers during the manufacture, use, repair, and disposal of asbestos-containing products. Strict regulations covering the mining and manufacturing sector already had been enacted because of the issue of occupational exposure. The issue then became environmental exposures. Environmental regulations were enacted, and through time they became more strict. The combination of increasingly strict environmental regulation, maturing of some asbestos markets, and liability issues prompted many manufacturers to discontinue asbestos product lines or search for asbestos substitutes. As a result, asbestos usage dramatically declined from the 1970s to the present (Table 1).

Arrangements were made to invite all these to join the Institute. It was suggested that a. member' of the Institute resident in Australia be appointed to this Committee, also one from Japan. Attention of the members of the Committee was drawn to the fact that letters requesting, others to join the Institute will be written in the offices of the Institute if desired. WE are accustomed to think that we are efficient in the United States, particularly with respect to such things as mining and manufacturing. The conduct of the war has demanded in England and in France a complete readjustment of manufacturing methods and plans, and today England is probably as efficient a country as there is in the world, not even excepting Germany. This is all the more remarkable because it has been notorious for years that England has been inefficient in her manufacturing and the country has been flooded with things "Made in Germany." Today England is almost a socialistic community and the State is doing almost everything. England is now in such a position that practically everyone in the country is engaged in industry necessary for the conduct of the war, and this has been accomplished by increasing the efficiency both of her tools and of her man power. In the United States we certainly have been efficient so far as machines and perhaps so far as methods have been concerned, but we have not been efficient iii the utilization of our man power. Before the war, our labor was undoubtedly far more efficient than that of England, but it certainly was not so highly efficient as it should have been, and the problem that confronts us today, and will all the more confront us after the war, is to make our man power efficient. England has had a taste of what you may call State Socialism, and her laboring men are not going to be content to return to the old order of things. There is one feature of the labor problem in England which has permitted her to reach this condition of state socialism with comparative rapidity; this is that practically all of her laborers are English; she has little or no foreign population. While an Englishman may he a strong union man and ready to fight his employer tooth and nail, at heart he is still a British subject, and when his country was in danger he rose to the occasion.

Mr. Bockosh is an electrical engineer with the U.S. Bureau of Mines In Pittsburgh, and has devoted the last two years to research on underground illumination. He formerly was a mine maintenance foreman and worked two years underground. He is a graduate of the University of Pittsburgh, where he is now working toward his masters degree in mining. When Congress first legislated light in American coal mines, it was a little like mandating a walk on the moon before the first satellite had been put in orbit. It was never a question, of course, of whether it could be done. But no one knew quite how. It's one thing to string a few light bulbs, and quite something else to provide uniform, sufficient, safe and reliable illumination, with fixtures that will hold up under some of the toughest conditions in the world - in the life-and-death circumstances of a craggy, black cavern filled with dangerous, moving machinery. In fact, in 1969 when Congress originally mandated illumination standards for the work places of underground coal mines, no one even knew just how much light was needed. That question was answered within a year by the National Bureau of Standards. In a study commissioned by the U.S. Bureau of Mines, the Bureau of Standards determined that underground mine should be illuminated with a light intensity of 0.06 foot-lamberts, a measurement of light reflected from surfaces in the lighted area-as opposed to foot-candles, a measurement of light from the source of illumination-in order for miners to adequately see what they are doing. That study was followed by more detailed research done at the Bureau of Mines' direction by the Research and Development Department of the Naval Ammunition Depot in Crane, Ind. This work evaluated the specific lighting needs of miners engaged In more than 100 different job tasks in all three types of coal mining- conventional, continuous and longwall. The Naval Depot report brought forth nearly 300 pages of detailed lighting data and concluded that proper illumination of mine work areas would serve more than just the cause of mine safety.

As part of an MSHA program to assess the effectiveness of dust control parameters for longwall mining operations, respirable dust studies were conducted on six longwall sections. The purpose of these studies was to evaluate the influence of airflow and production on longwall dust control. The sections were sampled for 3 to 35 shifts. In addition to dust, ventilation and production measurements, other dust control and operational parameters were measured. The water spray system at each operation conformed with generally recommended practices. Therefore, improvements to the dust control system would be most appropriately achieved through improvements to ventilation along the face. Two methods of assessing the influence of ventilation and production were used. For two of the six mines where extensive sampling (22 and 35 shifts) was conducted, multiple linear regressions were used to relate the dust concentration versus airflow and production data. For these two mines, statistically significant correlations existed between concentration and both production and airflow. The multiple regressions fit to the data indicated that for every 0.47 m3/s (1,000 cfm) increase in airflow, there would be approximately 0.04 to 0.07 mg/m3 reduction in dust concentration; and, for every 1,000 ton increase in production, there would be approximately 0.15 to 0.50 mg/m3 increase in dust concentration. For the four mines with limited data (3 to 10 shifts), as well as for the two mines with extensive sampling, an average ratio of airflow per ton of coal mined was calculated by proportioning the airflow to production and the designated occupation personal respirable dust exposure to a 2.0 mg/m3 concentration. The airflow-to-tons ratio required to maintain a 2.0 mg/m3 dust concentration ranged from 0.0038 0.0071 m3/s per ton (8 to 15 cfm/ton). Both of these data treatments were used to calculate airflow requirements based on normal production rates. For the two mines where both the regression and airflow-to-tons ratio were calculated, results from the two methods agreed within 25 percent.

Having been occupied in inspecting and testing iron and steel these twenty years in England, and previous to that having served on the Board of Iron Masters in Sweden, I have naturally been very much interested in the subject of the use of steel for structures. I regret that I can offer but comparatively small experience on that had, having had principally to do with steel for railway plant and rails, but granting these to be a kind of "structure," and also that steel for rails has similar duties to perform in many respects, and is generally manufactured in the same way and at the same works as steel for stuctures, properly speaking, I may be entitled to offer an opinion on the use of steel in construction. In a paper recently presented to the Institution of Civil Engineers in London, Mr. Ewing Matheson has recommended that the Board of Trade rules should be amended so as to allow of a maximum straining of 8 tolls per square inch instead of 6 1/2 tons. But it is equally necessary to fix the amount of ductility or elongation of the metal for such a strain as 8 tons. Strength and ductility should always be spoken of together. Mr. Matheson says that steel can be manipulated in the factory in the same way and with the same tools as are used for iron. This can only be granted for mild steel; for hard steel would be spoilt by the rough mechanical treatment which iron can stand, such as punch ing, for instance; and the remedy for regaining the strength lost by punching hard steel, viz., annealing, cannot always be applied. Noth ing proves this fact better than the punching of steel rails of consid erable hardness, which caused fractures at an early period of steelunaking, and which resulted in the stipulation for drilling instead of punching the bolt-holes, which had been formerly applied to iron rails without any damage. "INTRODUCTION In recent years, the development of tunnel boring machines has revolutionized the tunneling industry. The general structure of a tunnel boring machine (TBM) can be described as a multi-component system. To achieve high performance rates, machine elements have to perform reliably. Performance losses and interruptions of the construction process should be prevented or at least, reduced to a minimum. In order to achieve high advancing rates, cutting tools must be in good condition at any time. Furthermore, failure of individual tools might result in increased and faster wear of remaining structural components. For this reason, maintaining and replacing cutting tools is crucial to prevent project delays due to insufficient boring performance. Precise prognoses concerning the prevailing geology are infeasible and thus, efficient scheduling of maintenance actions is challenging. The intention of this work is to analyze different approaches of TBM maintenance in soft ground. Different strategies are analyzed by the use of a simulation approach. Cutting tool condition is regarded as performance limiting factor. The maximum operation time of the cutting tools is determined using the “Soil Abrasivity Index”. A case study serves to show the effects of different maintenance strategies on total project duration. SCHEDULING OF MAINTENANCE ACTIONS Scheduling maintenance actions of single and multi-component systems concerns numerous fields of industrial production. Concentrating on mechanized tunneling in soft ground, cutting tool maintenance represents the most common reason for intermission of advance (Köppl 2014). In literature, time-based and condition-based maintaining techniques are widely discussed. The following section outlines the principles of time- and condition-based policies. Furthermore, examples for their applications in recent research are given. Time-Based Maintenance In general, the time-based maintenance approach assumes that the failure behavior of the system components is predictable. Maintenance actions are scheduled according to predefined intervals (e.g., hours, days, weeks). A detailed analysis of preventive repair times or interval forms the basis for maintenance decisions. For this approach, an adequate quantity and quality of data is fundamental. Numerous studies deal with the analysis of time-based maintenance for production equipment. In fields of mechanized tunneling, unplanned machine downtimes restrict the applicability of time-based maintenance approaches. Thus, this paper mainly focuses on condition-based maintenance."

THE term "low-sulfur coal," as used in this discussion, is limited to coals containing less, or very little more, than 1 per cent. sulfur. For certain purposes it might be advantageous to include coals that contain as much as 1.25 per cent. sulfur, because such coals have been considered as available for making metallurgic coke of fair grade; but the same reasoning might apply to coals containing as much as 1 ½ per cent. sulfur, if facilities exist for utilizing such coal by admixture with coal containing less sulfur. In Pennsylvania, it is not possible to define the exact geographic limits of the areas in which coals relatively low in sulfur exist, because variations in the percentage of sulfur occur irregularly and often abruptly. It is not uncommon to find areas, more or less circumscribed in extent, in which the coal is relatively high in sulfur although all the surrounding territory contains low-sulfur coal; and, similarly, small areas of low sulfur coal exist in districts where the coal is normally high in sulfur. These generalizations apply, With few exceptions, to the whole area underlaid with bituminous coal in the State of Pennsylvania, and also to each of the individual beds of coal in this state. Pennsylvania is poorly supplied with coals of the low-sulfur class. We find, however, as an offset to this condition, very large areas in which coal ranging from 1 to 2 ½ per cent. sulfur exists in beds of good workable thickness. This coal, by washing, can be reduced in sulfur low enough to make coke of a high grade. While a considerable tonnage of workable low-sulfur coal remains in the Pennsylvania bituminous dis-tricts, it has been necessary to turn to the areas of higher-sulfur coal for the supply of metallurgical coke. This utilization of the higher sulfur areas has been made possible either by washing or by selective mining. Washing.-Fine crushing of the entire feed is not generally necessary to the successful washing of Pennsylvania coals. JOHN BIRKINBINE was born Nov. 16, 1844, at Reading, Pa., the eldest son of H. P. M. Birkinbine, widely known as a hydraulic engineer. The family removed subsequently to Philadelphia, where, as a young man he established with his father the office now continued by his sons, after more than 60 years. His education was received at public schools, the Friends' High School in Philadelphia, the Hill School at Pottstown, Pa., and the Polytechnic College of Pennsylvania, where his studies were interrupted in 1863-4 by service in the Union Army, which included participation in the battles at and around Gettysburg. Later, he devoted two years to work in a machine shop; and subsequently he became associated with the late P. L. Weimer, under the firm. name of Weimer & Birkinbine, operating the Weimer Machine Works at Lebanon, Pa. Much of his work was in mining, metallurgy, and blast-furnace construction. As manager for the South Mountain Mining & Iron Co. he carried on experiments with various fuels for iron-ore smelting while maintaining the furnace in constant operation. The carefully recorded results obtained were widely published, and are referred to in text-books by other metallurgists as most complete. From his Philadelphia office he was sent to nearly every State, and to Canada and Mexico, for examinations, reports, constructions or improvements in iron-ore mines, blast furnaces, iron works, water supplies, hydraulic development, irrigation projects, etc., and his engineering knowledge was requisitioned by several European corporations. A number of business trips were made to Mexico, beginning with a visit to the Cerro de Mercado at Durango, before railroads were established in that portion of Mexico, to make a critical examination and report on this "Iron Mountain." Later visits covered other localities and engineering problems, familiarizing him with the major part of the iron industry in Mexico. The late disturbed political conditions in that Republic have retarded the probable enlargement, modernization, and improvement of much of the iron and steel industry of Mexico, upon which he investigated and reported for various capitalists on both continents. One interesting subject included in these reports was a proposed electric furnace, to be operated by energy from water power.

Extensive drilling for gas and increased pipe-line building were the major petroleum activities in West Virginia during 1937. According to the West Virginia Department of Mines, 1034 permits to drill were issued. A running account of operations from trade journals and other reports shows that 1041 wells were drilled, resulting in 193 oil wells with 1238 bbl. of daily production; 680 gas wells with 1,048,057,000 cu. ft. of daily open flow; and 168 dry holes. The new oil-well average is 6.4 bbl. per well per day; the gas-well average is 1,541,260 cu. ft. per well per day; the ratio of dry holes to completions is 16.13 per cent. Very little attempt was made to develop new supplies of oil. Because of the continued low price, operators evidently considered it good business to leave oil in the ground rather than to produce it at a loss or on a small profit basis. The principal oil wells completed, by counties, are: Calhoun, 16; Clay, 10; Pleasants, 17; Ritchie, 42; Roane, 16; Tyler, 13; Wetzel, 11; Wirt, 14; Wood, 13. The leading counties in gas, with the number of successful wells in each, are: Boone, 54; Braxton, 31; Cabell, 48; Calhoun, 46; Gilmer, 82; Kanawha, 134; Lincoln, 44; Ritchie, 56; and Wayne, 26. General State of the Industry In Table 1 will be found an approximate summary of oil and gas territory and reserves, oil and gas production and number of oil and gas wells. The amount of land under lease is an approximation, because the exact figures are not available through any public or private agency. The proved land and reserves represent the opinion of the writer. The oil production for 1937 is subject to revision, and the gas production for the same year is only an estimate, based on demand and supply. The number of oil and gas wells now active is also an approximation, based on previous studies, and revised for completions and abandonments. Principal, Areas of Activity In Boone County, 62 wells were drilled in various localities, resulting in 4 oil wells and 54 gas wells with 18,170,000 cu. ft. of new production.

Single-crystalline films of silicon of good quality were vacuum-deposited on sapphire. The improved crystallinity was achieved by the strict exclusion of oxygen from the evaporation system, including the use of a "oxygen-free" silicon source. To minimize possible contamination of the source, the silicon was sublimed from the solid at about 1390° C. using a simple electron bombardment system to heat the silicon. This resulted in deposition rates of about 5 to 7 µ per hr and film thicknesses of 4 to 20 µ. The vacuum during deposition was ordinarily about 5x 10-8 Torr, DESPITE the success achieved in the chemical vapor deposition of silicon on sapphire using Silane,1-4 vacuum deposition has not provided comparable properties. For example, Chu et a1.5 vacuum-deposited silicon on single-crystalline substrates of A12O3, Sic, ThO2, and other compounds, and, although some epi- but the use of ultrahigh vacuum (about 1 to 3 x10-9 Torr) during deposition did not significantly improve the results in the oxygen-free system. The crystalline quality of films deposited on (0001) sapphire was found to be considerably superior to (1102) sapphire surfaces. Using (0001) sapphire, single-crystalline films were deposited at temperatures as low as 780° C and as high as 1075°C, with the best crystalline quality obtained at about 1000°C. At this temperature, hole mobilities over 250 sq cm per v-sec were achieved. taxy was indicated, single-crystalline films were not produced. More recently, Salama, Tucker, and young6 evaporated silicon on single-crystalline sapphire, but only poor crystallinity was observed, and low carrier mobilities were measured. In the present experiments, good-quality single-crystalline films of silicon on sapphire have been achieved by specifically excluding oxygen from the evaporation. The electrolytic zinc plant of today is foreshadowed in the patents issued to Léon Létrange of Paris in 1881 and 1883l. He proposed roasting zinc blende to make the zinc soluble in water or sulphuric acid, thus obtaining a sulphate solution. His purification was apparently that used in the lithopone work of the day. For electrolyzing he proposed anodes of carbon or lead, for cathodes zinc, copper or brass. Numerous patents by other workers were taken out in the first 10 years, most of which dealt with sulphate solutions. It is easy to presume that the formation of chlorine gas in zinc chloride electrolysis caused early emphasis on sulphate work. Lack of success with this invited further work with chloride solutions. Efficient and cheaper oxidizing agents for use in the chloride processes were more generally available. Carbon anodes could be used instead of lead anodes, which were blamed for much of the early electrolyzing troubles and remained in disfavor for many years. Carl Hoepfner received his first zinc patents in 18902. He was the most persistent of those who worked with chloride solutions and met with the largest measure of success. Hc built three plants, only one of which remained in operation. This was built in 1896 at the plant of Brunner, Mond & Co., Winnington, England, now part of Imperial Chemical Industries Ltd. It leached with by-product calcium chloride from the company's Solvay alkali plant and returned to it the chlorine formed in electrolyzing. The zinc plant had a capacity of 5 long tons of zinc, said to have been doubled later, and remained in operation until 1924. No commercial plant using chloride solutions has operated since then. E. A. Ashcroft experimented in the middle nineties with chloride, alkaline and sulphate solutions on materials from Broken Hill, Australia. He built a plant with a rated capacity of 10 long tons of zinc per day, at Cockle Creek, New South Wales, in 1898. This figure was never approached nor was cyclical operation achieved. The work in the plant appears to have been largely with sulphate solutions. When considering the question of future demand for crude petroleum in California, one must first decide whether it is to be approached in the light of the definition of "demand" when used in economics; i.e., "The quantity of any commodity required or sought in the market," or in the light of markets developed to dispose of total supply. Therefore, is the California demand of future years to be predicated on a continuation of supplying markets developed following the surplus production commencing in 1922, or predicated on supplying what would be termed economic markets ? If the latter, what are economic markets ? Obviously, the Pacific Coast States and Canada, Alaska, Hawaii and probably the Pacific side of Central and South America, can be considered as normal markets for California petroleum products. While there have been small quantities of gasoline shipped into the PacSc Coast from East Texas, transportation costs, plus import taxes in the case of foreign oil, are a sufficient barrier to justify considering that these markets will be retained. But how about our participation in Atlantic and Pacific foreign and intercoastal markets? During the five years preceding 1931 California shipped substantial quantities of gasoline to the United Kingdom and to France, Germany and Italy. During recent years our business in European markets has been restricted to occasional shipments of gasoline and Kettleman crude. This loss of business is occasioned by the development of production in the Mid-Continent, principally East Texas, and in Iraq, Rumania, Venezuela and other closer producing areas, which makes it impossible at the prevailing crude-oil prices for California to be competitive in supplying any substantial portion of these markets. It is therefore apparent that under a stabilized price structure that will return the California producer a reasonable price for his oil, future Atlantic foreign -business will be restricted to occasional spot cargo sales. As to Pacific foreign shipments which, in addition to Central and South America, consist principally of shipments to Japan, China, Australia and New Zealand: A considerable portion of the business we had with Australia and New Zealand until four or five years ago is now being

Oil and gas and their derivatives continue to be stable products in West Virginia. In the midst of the cataclysmic happenings of 1930 to 1934, which have swept away banks and practically destroyed many other enterprises of presumably nonspeculative character, the possession of a royalty or working interest in a few old oil or gas wells has prevented disaster in literally thousands of homes. These old wells yield their daily quotas of basic commodities, which the public must have. Fortunately, the facilities of disposal in the Appalachian Province are so ample and well managed that the owner of such equities may be reasonably certain that his proportionate share of existing markets will be afforded him without much effort on his part. In most cases these investments are free from encumbrance or hypothecation, therefore the main uncertainty is the date of ultimate exhaustion at the source. Generally, this is known to be fairly remote. The net result has been that individual owners part with such investments only as a last resort. In sharp contrast to the action of the small owner of wells or royalties who has prudently refrained from jeopardizing his rather certain income by drilling new wells that may be failures, or of which the product may not be needed for the moment, has been the plight of various promotional enterprises in natural gas. Many of these ventures have been operated by amateurish remote control and practically all have been overloaded from the start with bonds and debentures, which could only be satisfied in a rising and expanding market; and with operating costs that have been exceedingly high because of widely scattered producing units and large overheads. Many of these promotions are now in receivership or bankruptcy and in various instances the original units have been recaptured by former owners and have again become profitable by reason of personal operation and elimination of all forms of overhead expense. New Development In 1934, the State issued 524 permits for drilling. According to the trade journals, 553 wells were completed, with 184 oil wells, 274 gas wells and 95 dry holes (Table 3).

John Birkinbine was born Nov. 16, 1844, at Reading, Pa., the eldest son of H. P. M. Birkinbine, widely known as a hydraulic engineer. The family removed subsequently to Philadelphia, where, as a young man he established with his father the office now, continued by his sons, after more than 60 years. His education was received at public schools, the Friends' High School in Philadelphia, the Hill School at Pottstown, Pa., and the Polytechnic College of Pennsylvania, where his studies were interrupted in 1863-4 by service in the Union Army, which included participation in the battles at and around Gettysburg. Later, he devoted two years to work in a machine shop; and subsequently he became associated with the late P. L. Weimer, under the firm name of Weimer & Birkinbine, operating the Weimer Machine Works at Lebanon, Pa. Much of his work was in mining, metallurgy, and blast-furnace construction. As manager for the South Mountain Mining & Iron Co. he carried on experiments with various fuels for iron-ore smelting while maintaining the furnace in constant operation. The carefully recorded results obtained were widely published, and are referred to in text-books by other metallurgists as most complete. From his Philidelphia office he was sent to nearly every State, and to Canada and Mexico, for examinations, reports, constructions or im-provements in iron-ore mines, blast furnaces, iron works, water supplies, hydraulic development, irrigation projects, etc., and his engineering knowledge was requisitioned by several Eukopean corporations. A number of business trips were made to Mexico, beginning with a visit to the Cerro de Mercado at Durango,,before railroads were established in that. portion of Mexico, to make a critical examination and report on this "Iron Mountain." Later visits covered other localities and engineering problems, familiarizing him with the major part of the iron industry in Mexico. The late disturbed political conditions in that Republic have retarded the probable enlargement, modernization, and improvement of much of the iron and steel industry of Mexico, upon which he investigated and . reported for various capitalists on both continents. One interesting subject included in these reports was a proposed electric furnace, to be operated by energy from water power.

IN a previous report1 it was pointed out that a successful attack on roof troubles has to be preceded by extensive scouting. As Lord Kelvin once said, scientific progress can be made only if accurate data are available: "unless you measure, you do not know.? THE CONVERGENCE RECORDER For the observation of roof movements in mines the convergence recorder has shown that it will enable us to get some of the necessary information. Results with convergence recorders were first published by Winstanley and other English investigators for rapidly moving longwall faces. In their investigations the speed of work and the heavy over-burden produced a considerable amount of absolute values of convergence in a short time. Under the conditions frequently encountered in our investigations in Central Pennsylvania, under shallow, overburden and in mines with slowly proceeding extraction, the movements observed were much less in absolute value, for an equal interval of time. This was partly because the mines in which our studies were carried on frequently had idle days, sometimes four or five in succession. Therefore continuous records were not employed and a simple convergence gauge was built. In its first models, it consisted only of two telescoping tubes pressed against roof and floor by a coil spring. At the side of the lower tube a rule divided into 1/-mm. divisions was fixed and a knife-edge, which was attached to the upper tube, was slid over the scale in case of convergence between roof and floor. While the larger motions could be read on this device, it seemed to be desirable to increase the accuracy by inserting between the two tubes a dial meter reading in 1/1000 in. Such a gauge was first built in April 1937 and installed for experimental purposes in a bituminous coal mine in Pennsylvania (Fig. 1). It was read at least once daily, 24 hr. apart, and if feasible at shorter intervals. After several months of experience it can be said that this type of gauge answers the scientific as well as the practical needs. It is easier to handle than the recorder; no clock is used, there are no pen troubles. The price of

Proposals designed to use stockpiles and buffer stocks to achieve price stabilization and better resource use have a long history. They are super- ficially simple to understand. The benefits seem clear. And yet I am well aware that this is not a simple subject: the more one studies it, the more complex it becomes. Worldwide interest in re- source management, while receiving fresh impetus from the OPEC actions, also has a long and chequered history. Those venturing into such ter- ritories must be forewarned of the traps and pit- falls which abound. Interest in these schemes has waxed and waned over the years with the fluctuating fortunes of the producers or consumers. As I write this paper towards the end of 1977, I am acutely aware of the low ruling prices for zinc, copper, and nickel. These sacrifice prices remind me that it is difficult, for example, for a surveyor, to be calm and rational if he is up to his neck in a swamp full of crocodiles. He might be forgiven for forgetting that the aim was to drain the swamp! I am also aware that when swamps are drained, painful and dangerous stumps sometimes stick out. Hence, in looking at the subject of stockpiles and resource management we must not set our sights too high, perhaps not initially hope for perfec- tion, if we want to secure worthwhile changes. My approach is to acknowledge a bias for the market system. We have, however, had experience (remember the 1930s) of some weaknesses in the untrammelled operation of free markets. Thus our international economic relationships over the past 20 or 30 years have been based on a desire to retain as much as possible of a liberal world trading system backed by such organizations as the GATT, IMF, and the U.N. to ensure the necessary cooperation. Some nations have seen this system work only partially in their best in- terests. GATT, for example, has been reasonably effective in liberalizing trade in many manufac- tured goods but far less so in regard to agricultural or semi-processed goods.
