India is a large and growth market for explosives and accessories, which has dramatically changed from complete import dependence to self sufficiency, and now has an exportable surplus. The largest single user is coal mining which is continuing to show a healthy growth with opencast mining becoming increasingly dominant. The explosives industry has kept pace with mining and today all the well renowned explosives technologies of the world are available in the country. While slurry explosives are popular in large diameter, NG based explosives continue to be preferrred in small diameter usage. Emulsion explosives have had a good market response. ANFO usage is limited due to local reasons. As the mine size is increasing, the demand for bulk-on-site explosives is growing. Prices of explosives and accessories are cheap compared to international levels. The user industry is mainly Government owned mines whose profitability is not satisfactory. Explosives industry is over licensed in terms of manufacturing capacity, which is likely to put pressure on the viability of some of the explosives manufacturing units. Scope exists for optimization of blasting parameters through the use of computerized blasting models. The explosives industry is faced with new challenges and opportunities.

The men who founded Phelps Dodge were men of initiative and imagination. They were men of strong convictions and upright character. They held fast to the simple virtues and traditions of the days when America was young. This heritage they passed on to their successors. From the very beginning, under such leadership, Phelps Dodge became a company of large affairs. It bought and sold, exported and imported, built factories and organized railroads, converted great forests into lumber, and operated coal and iron mines. Much of the iron, copper, and tin plate used in the United States for a generation was under its control. Its business abroad was extensive enough to warrant the organization of a separate partnership in England. Then, almost half a century after its foundation, the company began to substitute new activities for old and eventually transferred its major operations to the West, primarily to Arizona. Regeneration of carbide waste from hard-alloy (sintered carbide) manufacture is an important scientific and technical objective aimed at improving the degree of recycling of rare metals (W, Co, Ta, Ti, Nb). Currently, the degree of recycling of those metals does not exceed 25% to 35% of their total production even in industrially developed countries. This is attributed to a significant extent to the substantial drawbacks of the technologies applied for their processing (environmental pollution, limitations to the use of regenerated products for important applications, sophisticated equipment to be used). An innovative environmentally sound technology has been developed in the Institute of Metallurgy of the Russian Academy of Sciences (IMET RAN) for processing of carbide waste of WC, TiC, TTC and other carbides using asymmetric alternating current of industrial frequency (the electrolyte used for this purpose is nitric acid solution). The current efficiency under optimal conditions is as high as 96% to 98%. The process has been tested on bench scale. The following commercial-grade products are obtained: pure ammonium paratungstate, tungstic acid, cobalt oxide, titanium dioxide and tantalum-niobium concentrate. The total metals recovery is 98% to 99%.

Introduction United States Steel Corporation's, Texas Uranium Operations operates in-situ mines located approximately 70 miles north of Corpus Christi near the town of George West in Live Oak County, Texas. In 1977, Texas Uranium Operations became the operating entity for the Burns Ranch mines 100% United States Steel ownership and also operates the Clay West mines a 50150 joint venture of United States Steel Corporation and N M Uranium, Inc. Until mid-1982, Texas Uranium operated eight (8) satellites where uranium was captured on resin and two central plants where the loaded resin was eluted, acidized, precipitated and dried to yellowcake. At present, the Clay West Central Plant is operating, as are four (4) satellite plants in a mode designed to optimize results while depleting remaining reserves. United States Steel's Texas Uranium Operations, as have some other uranium producers, managed to continue successful production during the plunge to the recent floor price of $17. Despite the fact that United States Steel does not intend to continue as--a uranium producer beyond the life of its present reserves, we naturally hope the recent trend to the pre- sent price of $24 will continue to increase.

The presence of insoluble slimes in potash ore poses a serious processing problem to the potash industry. These insolubles must be removed prior to potash flotation because of their high adsorptive capacity for amines which are generally used as collectors in the subsequent sylvite flotation. This is usually accomplished by scrubbing of the ore in brine followed by hydrocyclone classification to separate slimes from the salt particles. Insoluble slimes that remain in the ore after the desliming procedure are depressed by reagents such as guar gum or starch during sylvite flotation. In this research, the feasibility of using GP clay binders to replace guar gum for potash flotation was investigated. Batch mechanical flotation tests were conducted with the potash samples provided by a leading potash company. It has been found that GP clay binders increased potash concentrate yield and recovery at the same product grade. Effects on potash flotation efficiency of flotation process parameters such as impeller rotation speed, slurry temperature, binder type, dosage and conditioning time have been investigated to establish the optimum conditions for flotation. Binder GP374G33 has been identified as the optimum substitute for guar gum as slime depressant in potash flotation.

The first, profitable, marine placer mining started with tin 100 years ago but no major industry developed until the mid-20th. Century. Dredging at sea yielded cassiterite in both South Thailand and Indonesia, and remains an important state-run industry in the latter country. Malaysia and Russia have also contributed production, and the coastal waters of Tasmania and England have been explored. Marine placer deposits of gold have been examined in New Zealand, Chile, Argentina, Russia and West Africa. Philippino deposits were dredged during the 1930s. Fifty years later, at Nome in Alaska, gold was recovered by dredging from the offshore, and the technical/economic benefits of a seabed-deployed crawler were first demonstrated. Off the coast of Namibia placer diamonds were recovered by airlift mining during the 1960’s, but De Beers effectively started the existing marine diamond industry in 1989. The Wirth drill and a crawler continue to be used by the company, and plans recently have been announced for operations in South African waters. Other commodities such as mineral sands, platinum group minerals, and chromite have been investigated offshore in several worldwide localities.

In most mineral enterprises, what is the progress, and shift in responsibilities, as the young engineer advances in the corporation? You are all familiar with the normal pattern-in mine production from level boss, to shift boss, to superintendent to manager; in milling from test engineer, to shift boss, to foreman, to superintendent and then manager; in engineering from surveying on to Chief Engineer; and all then aspire to the corporation presidency. Note the shift-from purely technical jobs, say in the first five to ten years in the profession, to administrative positions for 30 to 40 years. What is the average preparation given to mineral engineering students, who can look forward to about 30 years of administrative work? From the catalogs of 21 institutions, offering 36 curricula of four years length, in mining and/or metallurgy, requiring the equivalent of about 150 to 160 semesterhours for graduation, the following results were obtained: Average number of semester hours of economics, 3 hr. Range of requirements, 0 to 8 hr. Thirteen curricula do not require any economics. Accounting and business law, average: 1 semester hr, 26 curricula do not require business law or accounting.

At the Kidd Creek mine operated by Ecstall Mining, Ltd. near Timmins, Ontario, Honeywell has installed a sophisticated new quick- thinking computer system that keeps tabs on conditions along three separate processing streams at once and relays continuous 60-second data to the mill operator. Believed to be the first of its kind, the system picks up data from two independent x-ray spectrometers simultaneously. A digital computer from Honeywell's Computer Control Division receives and interprets real-time information gathered by online x-ray analyzers, and the system then advises control room operators of the relative amount of each of five elements at five points in each of the three process streams. The system is reported to provide a quantitative analysis of the five elements at a given point in the process within one minute-which is about 120 times as fast as a chemical laboratory assay could be performed. With this instant data at his command, the mill operator can make timely process adjustments to correct any deviation from optimum flotation results, thus salvaging valuable minerals that would inevitably be lost with slower detection methods. The minerals recovered at Kidd creek are copper, lead, iron, silver and zinc.

Cerro Colorado lies on the eastern edge of the Atacama Desert in the foothills of the Andean Cordillera of northern Chile. Compañía Minera Cerro Colorado SA (CMCC) operates Cerro Colorado. CMCC, headquartered in Santiago, Chile, is wholly owned by Rio Algom Ltd., of Toronto, Ontario. Cerro Colorado is located 120 km (75 miles)east of the port city of Iquique. Access is by 30 km (19 miles) of paved highway and 70 km (43 miles) of upgraded road. The mine site is located at an altitude of 2600 m (8531 ft) on a gentle west-sloping plateau adjacent to a deep canyon (Quebrada de Parca) to the north. Temperatures are moderate, ranging from 5° to 30° C (41° to 86° F) with an average annual rainfall of 20 mm (0.8 in.). The plateau is generally covered with 20 to 30 m (65 to 100 ft) of Quatemary sand and gravel overlaying bedrock. In the immediate vicinity of the Cerro Colorado deposit, a semicircular embayment has been eroded into a steep canyon wall that cuts through the surface gravels to expose a considerable section of the underlying bedrock.

Nuclear energy - its interactions with mining and metallurgy - PRESIDENTIAL ADDRESS given by J. P. Hugo Pr. Eng., B.Sc (Eng.) (Rand), Ph.D. (Sheffield) Energy is the life blood of the modern technological era in which we live and it was, I think, Benjamin Franklin who said that the manipulation of energy was the basis of all science and technology. This is perhaps an oversimplification, but there can be little doubt that our life today, and the improved standard of living we aspire to, are governed almost entirely by our ability to generate and manipulate energy. This ability has made it possible for Man - each specimen a feeble twentieth of a horsepower - to travel to the moon, to recover valuable minerals from the depths of the earth, to do arithmetic at unbelievable speed, to lessen the drudgery of manual labour. For these and virtually every aspect of our life we are dependent on energy from external sources. It is, therefore, not surprising that the per capita consumption of energy, and more particularly electricity, has become one of the most reliable criteria by which to measure the standard of living and technological advancement of a country.

In 1992, the Alaska Department of Environmental Conservation received a grant from the Environmental Protection Agency (EPA) to fund the reclamation of an abandoned placer mine. The project also included the development of a water-quality and hydrologic-monitoring program. The grant was provided under Section 319 of the Clean Water Act and is administered through EPA's Region X Water Division. For the past 100 years, Alaska's interior has been the site of extensive placer-mining operations. Early surface and underground operations left small tailings piles, some of which are still visible. Dredging left larger tailings piles, similar to those in California and elsewhere. The only reclamation of these tailings involved use as road base and fill and other civil applications. Most active mines in Alaska are on state and federal lands. The standards of reclamation for mines on federal lands are established under US Mining Laws, 43 CFR 3809. They address only mines operated since 1981. Under a state statute passed in 1990, the Alaska Department of Natural Resources, Division of Water and Mining, has issued reclamation regulations. These regulations apply to sites on state, federal and private lands, but only those mined since Oct. 15, 1991.

Limited void volume blasting (LVVB) occurs when rock is blasted into a volume that is not sufficient to let the rock expand to its free-bulking value. The freebulking value is obtained when the rock particles have enough space to separate, tumble and rotate to produce the maximum amount of void possible between the fragments when they finally come to rest. Although bulking value depends on particle size distribution and shape, a typical free-bulking value for uniform, finely broken shale is about 1.67. LVVB occurs in almost every type of blasting used in both surface and underground mining operations. For example, in multiple-row bench blasting for surface mining, the final delays that are designed to fragment the rock furthest from the free-face are generally confined by previously blasted rock which results in a LVVB situation. In underground mining, the blasting is automatically confined and is commonly done intentionally to limited void volume to reduce mining cost and improve safety. LVVB primarily affects rubble bulking and thus the excavation of the broken rock which is related to the productivity and economics of a mining operation.

The U.S. Bureau of Mimes is investigating Fourier transform infrared (FTIR) spectroscopy for on- filter quartz analysis of respirable dust. A custom accessory is described for full-face examination of filters utilizing a large-diameter infrared (IR) beam. The accessory positions samples to match diameters with that of the diverging analytical beam. Sample absorbance is then measured. With nonuniform deposition of dust on collection filters being a major issue for such analyses, this approach is the most direct way to accomplish sample area averaging. The approach is unconventional since it utilizes large-beam geometries instead of the usually desired minimized beam dimensions. The issues and problems involved in the analysis of quartz on a filter matrix are discussed. Absorption bands chosen, light-scattering effects, curved baselines, random noise, interference fringes, and possible solutions to technical difficulties are the topics covered. The more significant findings include a 20-pg detection limit for quartz when the custom accessory is used and minimal occurrence of light-scattering effects at low wavenumbers. The custom accessory performance was satisfactory and merits further work. With continued research, an on-filter method for quartz analysis of respirable dusts seems achievable.

Production of petroleum and natural gas increased in Canada in 1939 principally because of new wells in Ontario and Alberta. Turner Valley The Turner Valley field, Alberta, yielded 7,456,000 bbl. of petroleum in 1939 in comparison with 6,703,548 bbl. in 1938, an increase of 11 per cent. Turner Valley now supplies 96 per cent of all petroleum produced in Canada (Table 1). The Turner Valley field (Table 2) has reached a position where it call supply much larger volumes of petroleum than the Prairie market is capable of consuming. The allowable production is under the jurisdiction of the Petroleum and Natural Gas Conservation Board of Alberta and the daily rate is set from time to time as warranted by the demand. During June the allowable reached a maximum of 27,000 bbl. a day. This, however, was a temporary situation due in part to the completion of a new British American Oil Co. refinery in Calgary capable of processing 5000 bbl. a day and with a storage capacity of about 100,000 bbl. Underground coal mining involves the disturbance of natural strata stresses formerly in equilibrium, the production of noxious and flammable gases and dust which can be both an explosion and a health hazard. It involves also the use of heavy, large equipment operating on natural floors and in confined spaces. Such operations are required to be carried out under artificial light. Much of the easier won coal, that is the shallower coal, from this State has already been extracted and in future workings will be required to go deeper. As the depth increases strata pressures will increase, gas production is likely to be greater and the production of dust will also increase. A further problem which has not yet reached significant proportions in Australia is the potential rise in working temperature. This will be occasioned not only by the use of large items of equipment which themselves generate heat, but due also to thermal gradients as the depths increase. The need for better employee training is now being widely recognised throughout the industry. Under present highly mechanised conditions new employees should not be required to work with or near heavy mobile machinery without proper training

The effects of various mechanisation and process changes can be rapidly modelled and compared.This technology will provide mill maintenance managers and contract relining companies with the opportunity to benchmark current performance against world’s best practice. It will also provide an opportunity for concentrator plant designers and mill manufacturers to plan for maximum plant efficiency, by designing an infrastructure and equipment combination that maximises annual plant availability.This simulation tool and its associated data set, has been developed using recent grinding mill performance data from mills of varying dimensions, liner configurations, mill relining equipment, operator and tool variables.The simulation will provide an output that the various stakeholders can utilise to make optimal decisions within the given financial, physical and technological constraints of the individual concentrator plant."

This paper consists of a review of the development and application of spherical charge blasting at Inco Metals Company. Topics will include the Livingston Strain Equation, the field data required for its use in full scale operation, the type of ground in which mining has been carried out, explosives in use and their characteristics and finally, an overview of actual production applications. These applications include Primary Stope Mining, Secondary Mining Against Fill, Mining a Faulted Ore Zone and Drop Raise Blasting. INTRODUCTION Crater blasting in itself has been in use for over twenty years, but only recently has the technique been combined with a spherical size charge to form the Vertical Retreat Mining Method. This article endeavours to put the Livingston Strain Equation in a practical light, to describe several actual hard rock applications, and the results achieved in each case. THE LIVINGSTON STRAIN ENERGY EQUATION C.W. Livingston put forward the following equation as a standard means of determining the optimum burden required for full crater production blasting. The constant "E" is included in an attempt to recognize secondary breakage caused by strain waves.

The scope, pace and depth of mining is creating a need for improved ground control strategies to meet mine safety standards. Ground control and associated conservation problems relating to subsidence and the disposal of mining and metallurgical wastes can be resolved by mine filling with selected reject materials. The lack of suitable criteria to evaluate the applicability of such materials and especially cemented forms of fill is considered. Sulphide wastes, which are prone to oxidize, and cement are inexpensive mine fills, but their incorrect use can give rise to problems which are briefly described. Research work concerned with the utilization of sulphide wastes such as mill tailings, to produce fill with self-cementing properties has shown that the development of cohesion and strength is attributable to natural oxidation processes controlled by the physical and chemical composition of the fill mass. The cementing is caused by a number of oxidation products, and is most effective when the mineral pyrrhotite is present. The concepts of fill design are outlined and various criteria for assessing durability and deformational properties are proposed. Specimens prepared in the laboratory are capable of attaining unconfined compressive strengths up to 28 MN/m2.

There has been a recent interest in studying the action of anhydrous sulfur trioxide on ores to convert the metal values into a water-soluble form as a substitute for leaching by sulfuric acid. For example, Svenke1 converted the small amounts of uranium in slate ash into a water-soluble form by treating the material with SO, at about 600°C. Chao and Sun found that a variety of aluminum-bearing minerals could be sulfatized by SO, in the temperature range 400° to 600°C usually in the presence of a catalyst such as sodium sulfate. Kruse3 patented a process for beryllium recovery from the low grade ore in Utah by first reacting it with SO, at 560° to 750°C then leaching the product with water. In the present report, the action of SO, was examined in the temperature region 100°-300°C which was not investigated by those workers. Experimental Tests were conducted on a beryllium ore sample from Utah, the analysis of which is given in Table 1. It corresponds closely to a saponite ore type as given by Crocker et al. Solution mining got back in the news recently when Kalium Chemicals, Ltd., a joint subsidiary of Pittsburgh Plate Glass and Armour & Co. announced its plans to go full speed ahead in mining potash by the solution method in its vast holdings 30 miles west of Regina, Saskatchewan. The company is keeping the technical details of this mining technique under wraps for competitive reasons, but company officials insist that the major difficulties in solution mining of potash have been overcome and that the final product will have definite competitive advantages on the open market. Kalium's holdings in the Regina area total about 500 sq mi. The ore-primarily sylvite mixed with appreciable quantities of halite-occurs in the Prairie Evaporite formation at a depth of 5300 ft. The ore zone averages about 100 ft in thickness. Too deep to be economically mined by conventional underground methods, such as is being done at International Minerals & Chemical Corp.'s Esterhazy mine (depth about 3100 ft), Kalium gambled that it could develop a successful method of solution mining even though earlier attempts in Germany, the U.S., and Canada had failed.
