The fire at Wilberg Mine in 1984 reached the surface resulting in the failure of the vertical ledge forming the roof and entrance for three main intake portals. The fallen material was covered with a concrete cap to seal the air from the mine. As the mine was recovered and ventilation pressure was placed on seals on the perimeter of the fire area, the concrete capped rubble proved ineffective. Due to the steep and rugged terrain and the inaccessibility to the portals from underground, horizontal holes were drilled into the portal entries and three seals were placed remotely. The seals, in conjunction with pressure balancing the seals around the perimeter of the fire area, resulted in the control of the mine fire.

(Pittsburg Meeting, March, 1910.) SYSTEMATIC exploitation in the Pittsburg coal-seam on a large scale is simple where the boundaries of the property do not interfere by forcing drainage-, ventilation-, and transport-lines of entries to be run to particular confined fronts. A prime condition governing development is the natural direction of the seam's perpendicular cleavage-planes, giving long lines of smooth faces near together and parallel, bearing about 65° to the left of the meridian and therefore crossing the basins. The gradients of dip into the basins change from 10 per cent at the east rim to practical flatness northwestward across the great coal-fields, a hundred miles wide; the clip being halved in rate at each successive crossing-over of an anticlinal crest. Elevations above sea-level on this transverse section, in scope of present development, differ by 1,000 ft. between low trough and high outcrop. Local irregularities of dip are found, but the main feature to be recognized is the pitch of the basins-the general rise northeastward at 20 ft. per mile, from 100 ft, below sea-level at the low point near the. SW. corner of Pennsylvania to 1,500 ft. and more above tide, and the appearance then, at the surface, of the lower coal-seams carried in the next deeper-lying thousand feet of rock-measures; below which series come the oil- and gas-sands of Oliphant's charted column of strata, reaching down altogether 3,000 ft. below the Pittsburg coal-seam. Because of -the general regularity of occurrence of the coal-seam, the mine-map depicting the courses of economic operation to be undertaken and the steps in controlled exhaustion, need be but a projection of two dimensions on the horizontal plane of space, and this for the most part composed of natural, almost unbroken lines, on the face and on the end of the coal, co-ordinating rectangularly.

THE elastic, earthwaves produced naturally by earthquakes -have been used for a long time as evidence from which to draw conclusions in re-gard to the constitution of the interior and crust of the earth. The elastic earthwaves produced artificially by occasional explosions and recorded by seismological observatories were used to draw conclusions regarding the-geology of the intervening area. Intentionally pro-duced elastic earthwaves in the past five years have come to be used extensively in the investigation of very local geologic structure. The seismic method of work-ing geologic structure, which makes use of artificially controlled explosions and the resulting earthwaves, has developed almost `clairvoyant power in handling certain geologic situations, and in the discovery of salt domes in the Gulf Coastal: Plain region of Texas and Louisiana has 'scored the, most brilliant success. The. first, proposal for the use of artificial earth-quakes in the study-of velocity of elastic earthwaves in the surface formations of the earth's crust was made before 1888 by the English seismologists, Mallet and Abbot. Partly on the basis of their work, A. Schmidt in 1888 proposed- the use of the time-distance graphs of artificial earthquakes to study the variation of ve-locity with depth. Belar in 1902 proposed the practical application of such investigation in connection with boring tunnels. Galitzen repeatedly (1912, 1913) pro-posed the use of explosions to study the velocity of the longitudinal and transverse waves in the uppermost formations and pointed out that the velocity depended in a high degree on the physical character of the beds and that from changes in the velocity, conclusions could be drawn in regard to the compositions of the beds. Somewhat the same thought: was proposed by von dem Borne (1908), by Benndorf, Udden, and others.

THE cause of silicosis and its prevention have held the attention of medical men and mine operators for many years and at the present rime the study of this disease is more than ever to the fore, even though a considerable abatement in the incidence of silicosis has been noted of late. This abatement is due to individual and collective efforts. The Industry is keenly alive to the situation and much research is being carried on. Silica dust is assumed to be a contributing factor in the cause of silicosis. How it acts progressively in the early silicoric is nor fully understood. As the study advances, more effective measures of control may be evolved. At present the Industry has three known methods of reducing the incidence: 1. By thorough X-ray examination of all applicants, with special reference to chest conditions. Those who are considered to be susceptible to the disease are prevented from entering the industry. 2. Thorough ventilation of the mine. 3. Control of tuberculosis in mining centres and removal of miners when first symptoms of tuberculosis become apparent. In 1934, the Ontario Mining Association formed a Committee, known as the Technical Silicosis Research Committee, to study and supervise work on problems related to silicosis. This Committee obtained the full-rime services of a mining engineer to carry our research work at the mines in the Province of Ontario. The Ontario Mining Association has also provided funds for the purpose of carrying on research work along pathological and biological lines. This work is being done in the Department of Medical Research of the University of Toronto, in the Banting Institute, under the supervision of Sir Frederick Banting. The Silicosis Committee work in full cooperation with the doctors in the Banting Institute and provide material from the mines for the it use.

"The purpose of grinding circuits is to produce a particle size distribution that has as much as possible the wanted particle size class. In practise, however, the production of the wanted size class is not at all as simple as it sounds. In the case of industrial minerals for example the end user may give very tight specifications for the particle size distribution and for the chemical composition of the product. This leads in many cases to a very demanding grinding process, if we want to reach and maintain these specifications. In other words, the required size distribution is not necessary the best possible for the chemical composition.Screen models aim to predict the size distribution and flow of the products when a feed size distribution, feed tonnage, and grade efficiency curve are known. The approach used in this study was to select the most suitable empirical model for classification. Suitability of the existing models has been evaluated and accuracy compared. The tests showed that best grade efficiency model was the Rosin-Rammler model.The performance of a screen was evaluated in order to minimize the amount of fine material in the screen overflow. The experiments were carried out using Derrick single-deck screen, first alone with recycling and then in the closed circuit with a rod mill using two different scales. The separate screen tests showed the expected behaviour of the grade efficiency curves. In the pilot tests the Leonard screen efficiencies stayed almost constant. This suggests that the screen works better in a milling circuit. However the loading of the screen turned the product of the mill coarser that helped screening. The grade efficiencies obtained from the pilot tests had the same general shape. The regression analysis of the pilot test runs did not give an acceptable correlation for the parameters. This suggests that pilot tests cannot be directly used to scale or to optimise industrial milling circuits. However they can be used to predict the trends of behaviour of an industrial circuit."

URANIUM ore was first discovered in the Edge-mont district of the southern Black Hills in the summer of 1951. The discovery was not made known for some time, but after the news leaked out prospecting became intense, and several hundred claims were staked in the spring of 1952. The Hot Springs Sub Office of the Atomic Energy Commission was established at that time and airborne radiometric surveys were commenced by the Government and by private companies. During the succeeding summer another important discovery was made by private airborne surveys in the northern Black Hills, and the area favorable for uranium ore was expanded many times. Between that summer of 1952 and the present, many individuals and groups have explored, developed, and exploited their claims until now uranium ore is produced in significant quantities and substantial reserves have been developed. The Black Hills portion of the geologic map of the U. S. issued by the U. S. Geological Survey is shown in Fig. 1. Sedimentary formations are exposed as a series of cuestas and hogbacks in a roughly annular pattern with the older sediments resting on the pre-Cambrian core, which is exposed in the eastern and southern portions of the dome. The South Dakota-Wyoming state line bisects the area from north to south. The Cheyenne River crosses the southern tip of the Black Hills and the Little Missouri bounds them roughly on the north. Headquarters of the AEC in the Black Hills is the Sub Office at Hot Springs, S. D. An ore buying station is located in Edgemont, 28 miles to the southwest, where a mill is presently under construction. The area of original uranium ore discovery and of principal activity in the southern Hills is a few miles north of Edgemont. Several areas of anomalous radioactivity have been noted between Dewey, S. D., and Newcastle, Wyo. A limited amount of ore has come from the Dewey area and private exploration is active there. The Carlile deposit, largest producing mine in the northern Black Hills to date, lies northwest of the Belle Fourche River near the western extremity of the Hills. Two of the larger known orebodies of the area are located near the Little Missouri River where a small window exposes the favorable strati-graphic horizon of the Fall River sandstone. Small production has recently come from Barlow Canyon, near Devils Tower, Wyo., Fig. 2, and numerous areas of anomalous radioactivity are known in the vicinity. Zinc smelting is frequently termed a ba.ckward art. The term is hardly true, for great progress has been made in recent years in the design and in the thermal efficiency of the retort furnace, in the quality of retorts, in the recovery of zinc, and in the ability to treat more impure and complex ores. The fact remains, however, that the peculiar physical and chemical properties of zinc have delayed such immense advances-large smelting units, high recovery, lowunit costs, and ability to treat low-grade ores-as have been made in the metallurgy of lead and copper. In current retort-smelting practice, the ores, if carbonates, are calcined to remove carbon dioxide; or, if sulphides, are roasted to remove sulphur. The sulphur must be eliminated as completely as possible, usually to less than 1 per cent. This means that the roast must be continued for a long time at a high temperature, with resulting high cost and small capacity per furnace. The roasted ore is mixed with about 50 per cent of its weight of reducer, which may be fine coke, anthracite, or nonbituminous coal. This mixture is charged into horizontal fire-clay retorts. The retorts used in this country are about 8 inches in internal diameter by 4 feet in length and hold 50 or 60 pou~ds of ore. The diameter of the retort is limited by the tirrie required for the heat to penetrate to the center of the charge; the length by the strength of the retort, which at the high temperature employed can not support the weight of the charge if the span is more than about 50 inches. The retorts are heated externally by coal, natural gas, qr ·producer gas to a temperature of 1,200° C. or more. The zinc oxide is reduced to zinc, which is volatile at this temperature, and passes into a conical fire-clay condenser. attached to one end of the retort, where it conde_nses to liquid zinc and is removed. Twenty-four hours are required for distillation, and because of the low heat conductivity of the retort walls 11.nd of the ore charge itself, the heat efficiency even of the most modern regenerative furnacei;; is only about 12 per cent. The retorts have a short life, 30 to 6Q days, at the high temperature required-; zinc losses are heavy, usually 10 per cent or more; and the proportion of impurities in the retort charge must be carefully controlled to prevent the rapid corrosion of retorts. For these reasons, much work has been done in an e:ff ort to, find cheaper and more efficient methods o.f recovering zinc from its ores. Various methods have been proposed for smelting in the blast furnace. Some of these contemplated the production of zinc vapor and its condensation to liquid; others attempted to produce liquid zinc directly by smelting under pressure. It is now realized that fundamental difficulties render these proposals impracticable. The electric furnace for smelting offers obvious advantages in the way of the efficient utilization of energy, large units, easy attainment of high temperatures, and the possibility of treating complex ores. E. H. and A. H. Cowles first suggested a design for an electric furnace for the reduction of zinc ores and patented their process in 1885. Their attention was soon directed to other uses for their furnace and nothing further of importance was done in the electric smelting of zinc until about 1900. Several investigators then started work upon various processes and had more or less success. The chief difficulty they encountered was the impossibility of obtaining more, than a small amount of the zinc as liquid metal because most of the zinc vapor condensed as blue powder. Interest in the electrothermic metallurgy of zinc increased, many patents on processes and furnace design were taken out, and the literature on the subject grew, until in 1914 and 1915 the problem seemed to be approaching solution. About this time the hydrometallurgy of zinc, the development of which had been lagging somewhat behind that of the electrothermic metallurgy, sprang into the limelight and a commercial process was soon perfected. This rapid development, perhaps aided by the war premium on the high-grade spelter produced by electrolytic deposition, distracted attention from electric smelting to some extent, though progress continued. With the perfection and standardization of the electrolytic process has come a better realization of its limitations, especially the necessity for large-scale operation ·and the difficulty of obtaining high extraction. Because of these limitations the electrothermic metallurgy of zinc still has a field of its own and in fac-t promises to become a strong competitor of both hydrometallurgy and retort smelting except under conditions highly favorable to the latter methods. Because of the imperfections of the retort and electrolytic processes and the promise that the electric furnace offers in overcoming these imperfections, the. United States Bureau of Mines, in cooperation with the Missouri School of Mines and Metallurgy, has undertaken a study of the electrothermic metallurgy of zinc.

THE object of the experiments reported in this paper is to determine the eutectic composition of copper and tin and to determine the location of the part of the liquidus line immediately above the eutectic composition in copper. Three methods were used in the investigation: (1) the method of dissolving copper in a bath of molten tin at constant temperature, with the idea that when the bath was saturated with copper its copper content, by analysis, together with the temperature at which the saturation took place would locate a point on the liquidus line (2) the method of the differential cooling curves, and (3) the method of microscopic examination. This paper is principally concerned with the results of the last two methods mentioned. The results of the first method, that of dissolving copper in molten tin, did not agree with the .results of Miller,1 by the same method, nor with the results of other investigators by other methods, nor yet with the results of the cooling-¬curve experiments and microscopic examination reported here.

1. HISTORICAL REVIEW AND INTRODUCTION. THE development of the mining industry in Sardinia dates from the application of the minim law of 1859, which, following the example of the French mining law of 1810, declared prospecting to be free, and suppressed the liens which had previously attached the mine to surface ownership. The first ore-dressing plants were installed by German engineers upon the classic models of the Harz and of Freiberg; but in 1880 Sardinia commenced to open a new path in that industry, utilizing the refuse from the mining of rich, selected minerals, of poor deposits, and of mixed ores. The first experiments were attempts to adapt the existing apparatus to local conditions, but progress was rapid, as was demonstrated already in 1887 by the calamine-dressing-mill of Monteponi, which exhibited a large plant designed in accordance with the experience gained, and constructed entirely in the machine-shops of the country, after new models and designs.1 This example was followed two years later by the Société Malfidano, with a large plant of the same sort, and with the reconstruction of the old-fashioned-dressing-mill, built in 1880 by the Austro-Belgian Company. In 1900, almost all the mines of Sardinia had adopted the new designs, and the island contained 32 concentrating-works, employing 2,000 h.p. and 1,924 workmen. Since that time, there have been added a large dressing-mill for blende at Gennamari, and two for calamine, at San Giovanni and at Masua, while the establishments at other mines have been enlarged and perfected. Introduction A brief account of the East Malartic fire is essential if this paper is to serve the purpose implied by its title. The fire originated in the timbers of No. 4 shaft at the 10th, or 1,570-foot, level; this was the top or collar of the underground sinking operations. At the time, sinking was in progress and the shaft bottom was 242 feet below the 12th station horizon, or 618 feet 'below the l0th level. Above the l0th level, the shaft was not in use as the surface plant was not yet completed. The shaft crews descended from surface in No. 3 vertical shaft to the l0th level, where they transferred to No. 4 shaft, a distance of 1,450 feet. Of the sixteen shaftmen mucking at the shaft bottom, four were able to reach safety. One shaftman was overcome by fumes midway between the two shafts on the l0th level, while attempting his escape. The remaining eleven men climbed as far as the 11th station and there succumbed to carbon monoxide. No. 4 shaft, inclined at 61 degrees, bad been raised and timbered from the 10th level to surface; this bad been followed by sinking operations below the l0th. Two air hoists had been set up in the footwall of the shaft, 110 feet above the 10th level, and directly behind compartments No. 2 and No. 4. The waste from the shaft bottom was hoisted in 28-cubicfoot buckets on mono rails and dumped over standard shaft sinking doors into waste chutes built into No. 1 and No. 3 compartments. The five-compartment shaft, 7 ft. 8 in. by 34 ft. 6 in. overall size, was heavily timbered. In addition to the standard shaft timbers of 8 in. by 8 in. and 8 in. by 10 in. B.C. fir, the hanging-wall and ends of the shaft were laced with 4-inch spruce lagging. This represented approximately 300 board feet of timber in placee for every foot of shaft. The cause of the fire bas never been determined, despite every effort to do so. The inquest held for those who lost their lives in the fire was an extremely thorough one, but only the location of the origin, and not the cause, was established.

A critical literature review leads to a descriptive model of tumbling mill operation based upon energy partition concepts and the necessary requirements for particle fracture. As grinding proceeds into the ultra-fine region, conditions which are of little significance during normal operations gradually become controlling. These involve increasing resistance to fracture and an increasing tendency to aggregate as particles become smaller, and a growing fraction of the power input being consumed fruitlessly. The result is that fineness asymptotes to a maximum value as comminution proceeds indefinitely; thus where t is time, p and n are experimentally determined parameters, and Ø is a measure of fineness, which is presumed to be proportional to specific surface area, or proportional to the reciprocal of the size modulus (provided that the distribution modulus remains constant with time), or both. Ø, is the asymptotic value of Ø and is a measure of the grind limit. A method for its graphical determination is given. In a previous paper1 the physical and mathematical principles requisite to a study of the role of energy in comminution were reviewed. The micro-process of comminution — or the comminution event — can be investigated in terms of (a) the magnitude of the force-field localized around the individual particles which gives rise to the stresses generated in the particles, which in turn induces their fracture, and (b) the distribution of fragment sizes, should the event prove fruitful. The entire fragmentation operation can be considered to be the totality of its individual events, and in order to obtain a single independent variable of the process it is necessary to transform and sum the local stresses in terms of energy.1 This energy, however, will account for only a fraction of the energy input to the comminution process, the actual magnitude depending upon the kind of mill and several related factors. From the comminution viewpoint the primary function of a mill is that of stressing as many as possible of the individual particles of the charge to failure, with the maximum economy of energy expenditure. This is difficult indeed to achieve, for stressing a particle does not always break it, while the overwhelming portion of the energy input is involved with various internal mill processes which — almost incidentally — determine the magnitude, frequency, and manner in which the forces are applied to the particles. Essentially, these processes depend upon the mill dimensions, loading and speed, and they may be little affected whether fracture occurs or not. These processes must be delineated if a complete description of the role of energy in comminution is to be given; the energy account sheet1 (Fig. 1) in showing how the energy is partitioned for the requirements of the several functions it performs, provides a framework for the development of a model of the comminution process. Actual numerical values for the variables appearing in Fig. 1 will depend upon the mill, materials, and operating conditions. A possible general relationship between the variables will be suggested in this paper. Before proceeding further, a cautionary note must be issued. It was pointed out in an earlier paper' that while energy input is not changed by increasing the power and decreasing the time in the same proportion, and vice versa, the results of the process in terms of particle fineness may be different. Thus, although energy is chosen as the independent variable of a comminution process, it is not absolutely independent, and care must be exercised to ensure that it is used within its range of valid application. Time has the necessary independence, and it will be used in place of energy where it is appropriate. The residence time in a mill is usually of the order of minutes. Under these conditions the particles are subjected to "... a relatively constant fracture producing environment".2 However, under the more rigorous conditions of greatly extended time, which pertain in ultra-fine grinding, indications are that the fracture producing environment no longer remains constant; this is the major subject of this paper. At this extreme limit the mill is probably taxed to its utmost, and at the same time the bulk material properties are becoming closer to ideal, while the physico chemical effects associated with surfaces, edges and corners are multiplying. "THE Dominion Steel & Coal Corporation, through its subsidiaries, the Old Sydney Collieries and the Dominion Coal Company Limited, produces 4% million tons of coal annually from eight submarine collieries situated on the eastern coast of Cape Breton Island. The present workings have a frontage of 20 miles and extend 31/2 miles under the Atlantic ocean on gradients varying from 4 deg. to 24 deg. To date, some of the workings have reached .a depth of cover up to 2,800 feet.The pitching seams, the annual seaward advance, the resulting depth of cover and the rdatively soft roof and floor have necessitated the adoption of extensive longwall mining, with room-and-pillar mining con-fined to areas above the 1,000 foot cover line, where 60 per cent of the -coal is left standing in pillars to support the ocean floor. Longwall mining accounts for 87 per cent of the total production with the remaining outputs obtained from room-and-pillar work and the narrow work development. Seventy-four per cent of the longwall production and 41 per -cent of the room and development production is completely mechanized.Although 2 tons of water is pumped from the collieries for each ton of coal mined, the working sections are relatively dry as the heavy make of water is essentially surface drain-age from the land crop areas. The dry workings and the long haulage distances, which in many cases exceed 4 miles, have resulted in a continuing programme to combat the dust hazard, both at the working face and along the mine roadways."

"In the Netherlands, the Dutch Tunnel Standard has been developed for the execution of road tunnel projects. The Dutch Tunnel Standard is based on the Dutch Tunnel Law (WARVW) which sets the minimum safety standard for road tunnels in the Netherlands. Uniformity of tunnels and the uniform perception of a tunnel by its users leads to a higher safety level. Therefore, several items in the Dutch Tunnel Standard are specifically developed to ensure safety in emergency situations through the plane of human factors. Taking human factors into account is important in regular traffic situations, but in an emergency situation, this can be vital. In this paper, the development and contents of the Dutch Tunnel Standard are explained in the first part and in the second part, the systems related to human factors are described. DUTCH TUNNEL LAW AND THE NEED FOR THE DUTCH TUNNEL STANDARD In the 90’s of last century and the early 2000’s, several serious accidents occurred in tunnels in Europe. These accidents involved fire and led to many casualties. After these accidents, the European Union decided to change the regulations for tunnel safety, leading to the EU directive 2004/54/EG. The primary goal of this directive is, that casualties are minimized in case of a calamity in a tunnel (e.g. fire). In the Netherlands, the EU directive led to the development of the tunnel law and a tunnel regulation (in 2006) to prescribe the safety features required for a safe tunnel. The new Dutch tunnel law – cited in the Building Act – was meant to make tunnel design easier – but resulted at first in the opposite effect. Tunnel design in the Netherlands and design standards of Rijkswaterstaat Rijkswaterstaat – the executing organisation of the Dutch Ministry of Infrastructure and the Environment – is the owner of the tunnels in the Dutch national motorway network, thus owner of the majority of the road tunnels in the Netherlands. In the early years of tunnel building in the Dutch national highway network (approximately 1950 – 1970), Rijkswaterstaat was not only owner, but also designer of its own assets. Most Dutch tunnels are submersed tunnels, because these type of tunnels provide a cost-effective way to make river crossings. Another type of tunnel that is used, is a TBM tunnel. Because of the geological conditions in the Netherlands (merely clay/peat and sand), there are no NATM or drill-and-blast tunnels in the Netherlands. Since the last decades, land tunnels (covered roads) are becoming more common to provide for multiple use of surface space and to meet more modern environmental regulations as traffic increases near densely populated areas. Tunnel lengths in the Netherlands vary from 500 m to 1.5 km for river crossings up to 6 km for the Western Scheldt (bored) tunnel. The lengths of land tunnels vary from 500 m up to 3 km. With these increasing lengths, some safety topics and design topics arise, topics that were non-issues in the past, when tunnels were only used as river crossings."

Introduction In 1969, the US devalued the dollar. This action, over the ensuing four years, resulted in the deregulation of the price of gold. It also resulted in the rebirth of the US gold mining industry. The extreme inflation of the 1970s led to a dramatic increase in the price of precious metals. Consequently an increased interest in the exploration for and mining of gold has occurred. The enthusiasm began among the few existing producers who had survived on marginal profits during a prolonged period of fixed prices and constantly rising costs. Then came the newcomers. They saw the opportunity to enter an industry that historically had been characterized by small operations with low capital costs. It was not until the late 1970s that large mining companies recognized that investment in gold projects could generate cash flows that previously were associated only with world class deposits. Today, gold mining has tremendous appeal for the entire mining community, despite the dramatic price drop from 1980-81 levels. There are even major firms with no mining experience attempting to gain a foothold. But how easy is it to enter the US gold mining industry? What are the basic factors that influence the economics, and what are they likely to be for the remainder of the decade? How has the industry changed, and what is the composition of the active companies? An examination of the industry will help to answer these questions. US Gold Mining History The current gold rush is actually the fifth in the 208-year history of the US. The first recorded commercial mining of gold occurred in the Southeast in 1799. It produced from small, yet relatively rich placer deposits. The famous California gold rush of 1848 placed the US as a major producer with 62.2 t (2 million oz) of output by 1850. More than 93.3 t (3 million oz) was mined by 1853, equivalent to 63% of world production. But the richest placers were soon depleted. By the end of the Civil War, annual production had declined to well below 62.2 t (2 million oz). The government then relaxed prices and the industry again began to recover. The 1870-80s saw the great mines of the California Mother Lode and Grass Valley brought into production. This was followed by development of Nevada's Comstock, which later became one of the world's largest producers. Discovery of gold at Cripple Creek in 1892, coupled with technological advances in the use of large dredges in the California placers, resulted in significant production increases. And, with the expansion of the Homestake mine at Lead, SD, in 1898, US output again surpassed the 93.3-t (3 million-oz) level. By 1905, produc¬tion climbed to 124.4 t (4 million oz) with the addition of the Alaskan deposits, new output at Goldfields, NV, and the introduction of the cyanidation process. During World War I, the government forced the shutdown of gold mines. By 1920, total production had dropped to little more than 62.2 t (2 million oz). Many mines remained closed until the Great Depression. This, combined with the devaluation of the US dollar in 1934, resulted in a gold price increase to about $1.13/g ($35 per oz). Then began the fourth gold rush. By 1937, output had again surpassed 124.4 t (4 million oz). This was due to an increase in primary production and new byproduct production from base metal operations. MOST investigators are aware of the present unsatisfactory investigatorsstate of information concerning the fundamentals of crushing and grinding. Considerable scattered empirical data exist, which andare useful for predicting machine performance and give acceptable accuracy when the installations and materials compared are quite similar. However, there is no widely accepted unifying principle or theory that can explain satisfactorily the actual energy input necessary canexplain commercial installations, or can greatly extend the range of empirical comparisons. Two mutually contradictory theories have long existed in the literature, the Rittinger and Kick. They were derived from different viewpoints and logically lead to different results. The Rittinger theory is the older and more widely accepted.'TheRittinger In its first form, as stated by P. R. Ritted.'tinger, it postulates that the useful work done in crushing and grinding is directly proportional to the new surface area produced and hence inversely proportional to the product diameter. In its second form it has been amplified and enlarged to include the concept of surface energy; in this form it was precisely stated by A. M. Gaudin' as follows: "The efficiency of a comminution operation is the ratio of the surface energy produced to the kinetic energy expended." According to the theory in its second form, measurements of the surface areas of the feed and product and determinations of the surface energy per unit of new surface area produced give the useful work accomplished. Computations using the best values of surface energy obtainable indicate that perhaps 99 pct of the work input in crushing and grinding is wasted. However, no method of comminution has yet been devised which results in a reasonably high mechanical efficiency under this definition. Laboratory tests have been reported- hat support the theory in its first form by indicating that the new surface produced in different grinds is proportional to the work input. However, most of these tests employ an unnatural feed consisting either of screened particles of one sieve size or a scalped feed which has had the fines removed. In these cases the proportion of work done on the finer product particles is greatly increased and distorted beyond that to be expected with a normal feed containing the natural fines. Tests on pure crystallized quartz are likely to be misleading, since it does not follow the regular breakage pattern of most materials but is regularrelativelybreakage harder to grind patternat the finer sizes, as will be shown later. This theory appears to be indefensible mathematically, since work is the product of force multiplied by distance, and the distance factor (particle deformation before breakage) is ignored. The Kick theory4 is based primarily upon the stress-strain diagram of cubes under compression, or the deformation factor. It states that the work required is proportional to the reduction in volume of the particles concerned. Where F represents the diameter of the feed particles and P is the diameter of the product particles, the reduction ratio Rr is F/P, and according to Kick the work input required for reduction to different sizes is proportional to log Rr /log 2." The Kick theory is mathematically more tenable than the Rittinger when cubes under compression are considered, but it obviously fails to assign a sufficient proportion of the total work in reduction to the production of fine particles. According to the Rittinger theory as demonstrated by the theoretical breakage of cubes the new surface produced, and consequently the useful work input, is proportional to Rr-l.V f a given reduction takes place in two or more stages, the overall reduction ratio is the product of the Rr values for each stage, and the sum of the work accomplished in all stages is proportional to the sum of each Rr-1 value multiplied by the relative surface area before each reduction stage. It appears that neither the Rittinger theory, which is concerned only with surface, nor the Kick theory, which is concerned only with volume, can be completely correct. Crushing and grinding are concerned both with surface and volume; the absorption of evenly applied stresses is proportional to the volume concerned, but breakage starts with a crack tip, usually on the surface, and the concentration of stresses on the surface motivates the formation of the crack tips. The evaluation of grinding results in terms of surface tons per kw-hr, based upon screen analysis, involves an assumption of the surface area of the subsieve product, which may cause important errors. The evaluation in terms of kw-hr per net ton of —200 mesh produced often leads to erroneous results when grinds of appreciably different fineness are compared, since the amount of —200 mesh material produced varies with the size distribution characteristics of the feed. This paper is concerned primarily with the development, proof, and application of a new Third Theory, which should eliminate the objections to the two old theories and serve as a practical unifying principle for comminution in all size ranges. Both of the old theories have been remarkably barren of practical results when applied to actual crushing and grinding installations. The need for a new satisfactory theory is more acute than those not directly concerned with crushing and grinding calculations can realize. Movement of water through the Tehachapi Mountains was one of the most challenging parts of the planning, design, and construction of the California Aqueduct. The California Aqueduct is the main artery of the California State Water Project, which will move water 444 miles from the Sacramento-San Joaquin Delta into the arid and semiarid, densely populated parts of Southern California. The $2,000,000,000 project, designed and constructed by the California State Dept. of Water Resources, was started in 1957 at the Oroville Dam site and is now well past the halfway mark in construction. Water is now being delivered from the California Aqueduct to portions of the San Joaquin Valley. The California Aqueduct is scheduled for completion in 1972. Tunnels on the Tehachapi Crossing are often overshadowed in engineering descriptions of the Crossing by the tremendous importance and engineering significance of the Tehachapi pumping plant which will pump water through the tunnel system. For purposes of this paper, it will suffice to say that the plant is designed to lift 4100 cu ft of water per sec up approximately 2000 ft, making this the highest pumplift in the United States and one of the largest in the world. Water will be moved from the pumping plant through twin tunnels called the Tehachapi Discharge Lines to the top of the lift. From here, water will flow through four additional tunnels which are all linked by short connecting structures (Fig. 1). The tunnels are referred to as Tunnels 1, 2, 3, and Carley V. Porter Tunnel. The packed column flotation cell is an awesome separation device. Virtually unknown and untested, the packed column flotation cell is one of the ten most important developments in mineral processing of the 21st century. Though experimental and industrial data is limited, it is clear that the packed column flotation cell is two to three orders of magnitude better than the conventional flotation cell and one to one and a half orders of magnitude better than the open column flotation cell. With the modern packing taking up less than one percent of the packed column, column blocking does not occur. For a packed column operating 24 hours a day, 365 days a year, the estimated mean time between failures (MTBF) is one hundred thousand hours or roughly twelve years. With no moving parts, lower maintenance costs, lower power consumption and inherent operating stability, the packed column is a powerful separating machine. Because there is little meaningful data for comparing the packed column to the conventional flotation cell and the open column flotation cell, much of the material presented in this paper are guesstimates. They are disinterested guesstimate made by the authors after extensive theoretical work and reviewing the known facts. In the authors' opinion, no available data contradicts the guesstimate. The authors expect that there may be errors as large as three hundred percent. Even three hundred percent errors will not change the conclusions of this paper. The packed column flotation cell is a formidable separating device. To understand the problems of comparing the three types of flotation cells, consider the fact that the three cells may have different modes of separation. One of the authors, Meloy, believes that in the conventional cell, the primary particle separation takes place in the liquor with secondary separation taking place in the froth, while for open column flotation, all the separation takes place in the froth. However, he believes that in the packed column a large part of the separation may take place on the walls of the packing. If this is true, not only is the method of modeling each type of cell different, but the method of particle selection in the cell is different. This means that one type of cell may be better at differentiating between two different types of particles. There is a growing body of literature on open and packed column flotation. "The Morris Island Lighthouse (MIL) is located between the jetties leading to the Charleston Harbor and Folly Beach, S.C. The present structure is the third lighthouse to occupy this location. The first navigational aid was erected in 1673, and consisted of a raised pan filled with pitch, which was set afire at night to guide early ships. The next structure was built in 1767, and constituted the first real lighthouse, standing 42 ft (12.8 m) in height. In 1838, a second lighthouse was built on the site, and it measured 102 ft (31 m) in height and featured a revolving light. This structure lasted until 1862 when Confederate troops, during the Civil War, destroyed it to deny its use to Union troops.Navigators steered these waters without a lighthouse for nearly a decade until 1876, when the current structure was built under the direction of the U.S. Army Corps of Engineers (USACE). In 1886, the Charleston area suffered a M7.6 earthquake. Significant damage was caused throughout much of the area, including a slight “list” of the lighthouse to the northeast. As a result, the cast of the beacon was reduced from 18 mi (29 km) to about 6 mi (9.7 km), causing much distress to navigators until the beacon platform was releveled and remains at this list to the present day.Conditions for ConcernThe current lighthouse was originally constructed about 1,200 ft (366 m) from the shoreline. Over the years, USACE has undertaken several programs to meet the increased shipping and navigation demands in the Charleston Harbor. Around the turn of the last century, two jetties were constructed, which drastically changed the approach direction for ships entering the harbor. In subsequent years, the harbor began to experience accelerated siltation."

THE State of Nevada, known par excellence as "the Silver State," occupies the major portion of the wide plateau, or so-called Great Basin, lying between the Sierra Nevada range on the west and the Wahsatch range of the Rocky Mountains on the east. It extends from the 114th degree to the 120th degree of longitude, west of Greenwich. It is limited, on the north, by the 42d degree of latitude, and on the extreme south by the 35th degree of latitude. Its general shape is that of an irregular parallelogram, from which the lower or southwestern portion has been cut off by a diagonal southeasterly line; the missing portion forms a part of the State of California on the west. The Great Basin is made up of a succession of low hills, or minor mountain ranges, running very nearly north and south, with long valleys between them. All of these mountains are more or less metalliferous. On the western rim, marking the eastern flank or foothills of the Sierra, we find granites, porphyries, and propylites. Here we note the great Comstock lode, with its free-milling gold and silver ores, and still further south the once prominent and the now reviving gold and silver-bearing districts of Esmeralda County, Nevada, and of Morro County, California. Next, at some distance to the east, we find the mining districts at and near Unionville, in Humboldt County. Still further to the east we find the Battle Mountain copper-silver district, north from the railroad, and southerly therefrom the Austin or Reese River, Belmont, and other districts.
