The purpose of this paper is to illustrate the forecast capability of the econometric model of the cobalt industry1/ as utilized by the Federal Preparedness Agency. Forecasts from this model are illustrated from the premise that the leading producer continues production of cobalt. An alternate forecast is presented where the model structure is altered to reflect the condition where the leading producer leaves the market. All estimations and forecasts presented here are shown for illustrative purposes. The cobalt industry is highly concentrated; one company, owned by the Zaire government, accounts for approximately three-fifths of world production. The cobalt supply outside of Zaire is determined by the level of activity of copper or nickel markets, as cobalt is mined as a by-product of copper or nickel. The demand for cobalt reflects a diversified usage pattern; cobalt is used mainly in heat and corrosion-resistant materials, high- strength materials and permanent magnets. According to 1974 U.S. consumption data superalloys accounted for 22%, magnetic alloys 18%, cutting and wear-resistant materials 13%, and catalyst 7%. Foreign consumption is probably similar in terms of usage categories, but the relative order of the categories is in variance.2/ The Cobalt Model The cobalt model's object is to explain consumption, supply and price movements by utilizing statistically estimated equations. Central to the econometric model is the role of Zaire as the profit-maximizing "dominant firm". Zaire sets the price that is most profitable for itself. The requirement to use explosives in ground temperatures exceeding 50¦C is becoming more common as mines work to maximise the recovery of their resources. Orica Explosives was requested to assist in the development and implementation of æhot blastingÆ safe working procedures at Liddell Coal Open Cut in the Hunter Valley. The mine operator, Hunter Valley Earthmoving (HVE), had to contend not only with elevated temperatures in their overburden resulting from burning coal beneath, but also old underground workings which tended to exacerbate the problem. The paper discusses the following issues:the consultative process that was used to develop the procedures employed to ensure the process could be carried out safely; the technical issues surrounding blasting in hot ground, including temperature monitoring, product selection, application and design to ensure safety and performance were maintained; the need for confidence and trust in the team that was working together in a potentially hazardous environment, the emotive issues that were encountered and how they were addressed; the value of a regular review process combined with open and honest communication to ensure the procedures represented best practice and that all stakeholders understood the process; and the value delivered to Liddell Coal when sterilised areas of coal became accessible with little disruption to the mining process. The paper also discusses the challenges that were encountered in the Reservoir Block where proximity to major power lines and rail infrastructure meant that hot blasting procedures had to also consider vibration limits and the need for Energy Australia to disconnect the power.

Debswana, owned by the Government of the Republic of Botswana (GRB) and De Beers in a 50:50 joint venture partnership, operates the Jwaneng diamond mine in Botswana - the most valuable diamond mine in the world. The mine provides between 60 - 70 per cent of DebswanaÆs earnings, and about 30 - 40 per cent of the GRBÆs income. In 2008, the company embarked on the Cut 8 Project - an open pit waste cut-back to expose more diamond bearing ore to sustain mine life by another six to seven years. This undertaking was much larger than previous cut-backs; it increased the waste stripping ratio threefold, increasing significantly the waste handling fleet of trucks, shovels and infrastructure, and impacted a large part of the materials handling plant which required replacement with new facilities. The project coincided with the beginning of the Global Financial Crisis (GFC) and a slowdown in the economy. Its $4 billion total life cost was billed as æthe largest private investment project in BotswanaÆ which produced heightened expectations amongst stakeholders that it would redress some of the issues brought about by the GFC and leave behind a legacy of jobs, increased opportunities for citizen owned business and improved social infrastructure.Most of the big project challenges were non-technical and ranged from dealing with various stakeholders?at?all levels, a 25 per cent currency depreciation of the Botswana Pula against the South African Rand, obtaining work permits for non-citizens in a job starved environment, managing construction to world class safety standards, managing the low productivity of construction workers and producing a viable legacy program that satisfied the GRB and stakeholders. Whilst most of these risks were identified in front end studies, the magnitudes were in many instances underestimated. Managing this uncertainty on Cut 8 can provide valuable lessons to other projects in a similar environment, or at least provide the information to indicate that these factors should be adequately provided for in the financial evaluation of a project in the form of budget, schedule, contingency or risk mitigation.CITATION:Jones, G M and J Rademan, 2012. The American Concrete Institute defines "shotcrete" as "mortar or concrete conveyed through a hose and pneumatically projected at high velocity unto a surface." This definition thus includes what is traditionally known as "gunite," which is a pneumatically applied mortar. In mining practice, the term shotcrete is restricted to pneumatically applied concrete, and this differentiation will be used in this paper. In 1914, following the invention of the mortar gun in 1907, the then Chief Engineer of the U.S. Bureau of Mines, George Rice, developed the guntie process for underground test work at the bureau facility at Bruceton, Pennsylvania. After World War I, gunite was used extensively in American mines and was also utilized for underground civil works such as the San Jacinto Tunnel in California. The greatest development was In Europe where, as early as 1911, gunite was successfully used as an overlay for deteriorated tunnel linings. In 1951, the Swiss firm Aliva developed a pneumatic gun capable of handling coarse aggregate, thus making possible the first use of shotcrete at the Maggia hydropower development. Intially, shotcrete was used to reduce manpower requirements for forming; and placing conventional concrete. However, by 1954 Sonderegger was reporting that the structural advantages of shotcrete were derived from its flexibility and from the fact that it could be applied almost immediately niter the opening had been made. The incorporation of wire mesh into the shotcrete led to the New Austrian Tunnel Method, or NATM. The use of shotcrete in American mines has been implemented more recently. This delay seems to be due to previously unsuccessful experiences with gunite as a structural material and to the U.S. reliance on wood or steel supports in main line haulageways. The long experience with the apparently more substantial rigid supports led mine operators to be reluctant to the new and seemingly unrealistic lighter shotcrete support.

(Cleveland Meeting, October, 1912.) THE practice of carbonizing steel for the purpose of case-hardening has assumed great commercial importance within the past, 10 years. Formerly, case-hardened steel was held in more or less contempt, since it. was considered a cheap substitute for tool-steel. This is no longer the case. The development of the motor-car industry, and coincidentally that of modern alloy-steels, has resulted in overcoming many difficulties formerly experienced in case-hardening. This result has been accomplished by increased knowledge regarding the analysis of the steel which would respond most readily to case-hardening, and by more careful methods of treatment of the carbonized steel. The ordinary method of carbonizing consists in packing the steel with the carbonizing-material in cast-iron boxes and placing them in a furnace at a temperature of from 1,500° to 1,900° F. for a time sufficient to give the required depth of cc case." The steel is then either quenched directly from the box, or is allowed to cool without unpacking, and finally given a single hardening-heat., or, for special work, two or three heats. During the year 1911, more than 100,000 tons of carbonizing-material was sold in the United States, at an average price of probably $55 per ton. More than 85 per cent. of this material consisted of granulated bone. Within the past four years, many manufactured compounds have been placed on the market, consisting largely of some form of carbon or carbonaceous material, with or without the addition of chemicals. Steel will absorb carbon placed in contact with it at the temperature of the atmosphere. The reaction is exceedingly slow, but. increases rapidly with increasing temperature. Traditionally, the development of a mineral resource project goes through a fairly set pattern of decisions from what commodities to search for; where to look; how to locate; what are the reserves; how can they be exploited with optimum returns for all stakeholders; where are the markets and what will be the price received; what financing arrangments? However, due to the unique nature of most mineral resource properties, the relative significance of individual parameters on the ultimate development decision will vary from project to project. Sensitivity analysis in its formal sense is most frequently related to the economic analysis of a project particularly in conjunction with the ultimate development decision making process, and acknowledges the uncertainty of the actual values with their impact on the corporate decision making yardsticks. In many cases, this analysis merely adds more values to confuse the decision makers who may well opt for some subjective rationale to overcome the numeric confusion. However, sensitivity analysis should be used more frequently to exploit the development dollar to its maximum, THROUGHOUT the phases leading to the development decision. It is essential to identify the critical inputs to the various decision tiers in a project as early as possible and direct the funds to ensure that these parameters are determined as accurately as possible. Examples are used to illustrate the need for an even-handed quantification of the parameters which affect the outcome of decisions en route to the final one while minimising the risk in making an optimum assessment in relation to development funds Available.

The American mining industry is vigorous today because it is young. At a time when the ore deposits of central Europe, for example, were being exploited actively, those of the United States were lying practically untouched. The founding fathers of our republic were not interested in mineral wealth because they were ignorant in such matters; their preoccupations were with defence against the Indians, the clearing of the forest, and the starting of agriculture in their new domains. They had no idea of establishing a mining industry. The Indians whom the American colonists dispossessed had no mines; they used only the metal that was to be found lying on the surface of the ground. Their arrows and spears were tipped with flint, which likewise called for little digging, if any. The native copper that glacial action had torn from the lodes of the Lake Superior region and had carried into the valleys of the Ohio and Mississippi was employed in the making of earrings, bracelets, knives, and scrapers. The same useful metal was found in many other places, in Virginia and Carolina, in Vermont and New Jersey, for example, but the Indians did not know how to melt it, much less how to smelt the ore, therefore they shaped it into tools and implements by hammering. Fortunately for them the hammering of the metal caused it to harden and therefore to become serviceable for implemental use. It is doubtful if they obtained the copper by actual mining, that is, by digging or excavating; it is true we find traces of such operations in the Keweenaw .peninsula of Michigan, but we have no

"Iron ore in Minnesota probably carries a heavier tax burden than any mineral in any other place in the world. The State Tax Commission, created in 1907, originated the system, and with the assistance of the School of Mines is constantly making such adjustments, changes and increases as appear necessary, in order to place mineral reserves on the assessment rolls at their true and full present taxable value. The ore bodies on the Mesabi are so well defined by drilling and underground devel¬opment that it is possible to estimate very exactly the volume on every forty acres of land taken as a unit. This is done by the operating or holding company and reported annually to the Tax Commission, Who check the estimates, having all data, and- proceed to fix the valuation for taxation purposes.The first step is to ascertain a general average selling price in open market, over a period of years ; then the total cost per ton (exclusive of royalty) to produce and market the ore. The difference between the average selling price and producing cost per ton is taken as the future full value per ton. This is then discounted at a rate of interest that represents the present and possible future worth of money, over a period of years that will be required to exhaust the ore body, giving the present full value per ton., Iron ore is taxed at 50 per cent of its full value, while other property is taxed at 33 1/3 per cent and 25 per cent."

The conventional jarosite precipitation process with neutralization by zinc calcine is widely utilized in the zinc industry. However, it has a significant drawback of causing losses of valuable metals like zinc, lead and silver to the jarosite. This comes mainly from the content of these metals in the calcine used for neutralization. As the zinc plants today want to maximize metal recoveries and minimize the amount of residues, this matter has become more and more relevant for zinc producers. Outotec developed and patented in early 2000 an improved version of the jarosite precipitation process in which the need for neutralization can be minimized, thus the metal losses to the jarosite also can be minimized. At the same time, the iron content of the jarosite increases and the amount of produced jarosite is smaller. The main feature of this process is to start the precipitation from ferrous iron after having reduced all the iron by zinc concentrate in a separate step before jarosite precipitation. Iron is then oxidised back to the ferric form simultaneously with jarosite precipitation. By this method, the formation of sulphuric acid is only half that compared to the conventional method and the need for calcine for neutralization can be avoided. High mixing and oxygen dispersion capability are needed in this jarosite precipitation process. Such capabilities are found in the Outotec OKTOP® reactor series. High performance reactors are not only needed to generate high quality precipitates, but also to maximize oxygen utilization; i.e., to minimize operation costs. SOMETHING of a mystery has attached itself to the production of ferromanganese in the blast furnace. This alloy has been produced on the Continent almost continuously since 1876 and in very considerable tonnages, but little definite information concerning the practice is to he found in technical literature, and almost nothing in the way of a theory of the manganese furnace. In this country prior to 1904, bit one company had attempted its production in a serious way, and none of the operating data or other information from this company has been, or is, available to the public. In the last 5 years, as a result of the restriction of imports, a number of furnaces have been blown in on this alloy, with the result that in 1918 as many, as 18 furnaces were in blast. The majority of the men in charge of these furnaces had had little previous experience in such operations. Realizing the advantages both to the country and to the industry from a pooling of operating data and experiences, the Bureau of Mines, in the summer of 1918, undertook the collection of data from ferromanganese furnaces. Although the results of this investigation have already been reported to the companies cooperating, they may he of permanent metallurgical interest, so this paper attempts to give, briefly, the more important points brought out in the investigations. OPERATING DATA IN FERROMANGANESE PRACTICE Operating data were collected by the Bureau from 11 ferromanganese furnaces, which will be referred to throughout this paper as furnaces A, B, C, F, G, I, J, K, L, M, and P. It is now generally agreed that most metals have been brought to the surface of the earth by volcanic agencies. The question as to how these metals came from the volcanic matrix to the mineral deposit has been often discussed. It might be useful to give more serious consideration to the ultimate origin of the volcanic material. It is possible that some light might thus be shed on the persistent associations of some metals with certain particular kinds of rocks. For example, the very general association of gold with acid types of igneous rocks, of tin with granites or quartz-felsites, of certain types of deep-seated copper-deposits with magnesian eruptives, and so on. One interesting question is as to whether the metals brought near the surface by volcanic agencies appear here for the first time, or whether they came from the central core of the earth. The interior of the earth is, without doubt, much more highly metallic than the crust, and so the core is often thought to be the origin of many of the metals which are uncovered by man. The Differentiation Theory.—Although a great many theories bearing upon these matters have been discussed,' the only one now considered as worthy of much consideration among American geologists is the " Theory of Differentiation of Igneous Magmas."2 According to this theory, lakes of molten magma are supposed to exist very far down beneath the earth's surface. In these lakes a process of differentiation is supposed to be going on whereby the liquid magma is split up into two or more liquid phases. Each of these phases is supposed to take with it the metallic constituents for which it has the greatest affinity.

The latter method corresponds with the direct effect. of low and high finishing-temperatures ; that is, a plus difference indicates low, and a minus difference high, finishing-temperature. I make this explanation to prevent confusion in comparing the two papers. Mr. Sauveur has shown that there is a close relation between the size of the grain and the ultimate strength, and also that the size of the grain depends on the temperature at which the material is finished in rolling, and on the chemical composition of the steel. "Commercial coal mining has been recorded in Nova Scotia since 1863 and during this period an estimated 60,000,000 short tons of mine discard containing 10 1030% coal has been accumulated, Approximately 70% of these dumps are in the Cape Breton region and most are owned by the Cape Breton Development Corporation (CBDC), formerly DEVCO.The explosion of oil produced energy costs which created an increase in thermal coal demand as well as the desire to rehabilitate abandoned mine dumps encouraged coal reclamation. CBDC was receptive to a proposal from the Selminco Joint Venture and encouraged the building of the Princess Recovery Plant (1980) and The Summit Plant (1982).The mine dump contains scrap, waste rocks, coal and substantial quantities of fine shale. The scrap and oversize are removed and the remaining material slurried with water to a density of 1.45. The slurry is cycloned to separate the saleable thermal coal from the rejects which are returned to designated areas of the dump for contouring and revegetation.BackgroundThe recorded coal production in Nova Scotia from 1863 to 1980 was 390,000,000 short tons. This extraction was associated with an estimated 60,000,000 short tons of discarded material. This mining discard and coal washing plant reject are located in numerous, varying sized dumps throughout the mining areas. Approximately 70% of these dumps are in the Sydney coal field region of Nova Scotia. The coal content of these dumps varies from 10 to 30% coal with an average of 18%.Energy CostsThe explosion o f energy costs in the mid-1970s greatly increased the sale price of thermal coal which made recovery of coal from some of the dumps economical. The environmental benefit of these operations will be the rehabilitation of the dumps upon cessation of the coal reclamation operation."

For some time I have been using with great advantage, for the purpose of determining rapidly and accurately the chemical composition of gases from Siemens producers, an apparatus arranged generally like that proposed by Prof. Eggertz; * and I now take pleasure in laying before the members of the Institute a description of the apparatus and its use, hoping that some of them may find it. of practical advantage. At the end of the paper are given some results obtained and heat calculations, with the necessary data for the same. COLLECTION OF GASES. Fig. 1. Shows the arrangement for taking a sample of gas. The funnel F, which may be made of tin plate, is made to fit the test-hole. The gas passes up through the funnel and through the rubber-tubing with the glass tube K, filled with asbestos for retaining dust,, and is drawn into the upper flask by means of water flowing from the same into the lower flask. The upper flask must be completely filled with water from the beginning, so that no air remains. When filled with gas the screw-compressors are securely fastened on, and the flask disconnected from the funnel and receiver. Quart flasks, with openings at the bottom, are very suitable, and easily obtainable. COMPOSITION OF THE GASES. The ingredients found in producer gases are: carbonic acid (CO2), oxygen (0)) ethylene (C2H4), carbonic oxide (CO), hydrogen (H), and marsh gas (CH4). The nitrogen is taken by difference. CO2,O,C2H4, and CO are determined by absorption in various liquids and by observing the resulting diminution of volume. H and CH4 are determined by combustion with oxygen. Carbonic acid.—For this gas is used a solution of 16 grams of potassium hydrate in 100 C.C. of water. 4 or 5 C.C. of this solution absorb 100 C.C. of CO2.

The future of human exploration in space is intimately bound to the future of mining and energy production on Earth. By 2025, one or more manned bases will probably exist on the Moon, exploring the lunar landscape and geology, and acting as a learning platform, and possibly a resource platform, for expeditions to Mars and beyond. Unless the mining and space industries take an active and cooperative interest in the technologies required to exploit minerals and fuels in and from hostile environments, the necessary advances to support permanent extraterrestrial exploration will not be ready in time. With the notable exception of using lunar Helium-3 as a fusion power fuel, no other reason has been identified for the mining industry to take any direct interest in the exploitation of extraterrestrial resources for the benefit of its customers on Earth. Ample reasons exist, however, for the industry to take a direct interest in supporting technological development of the extraterrestrial resources necessary to support the economical exploration of space. The mining industry has critical experience in the development and application of technologies for the discovery, extraction and processing of natural resources; experience that the space industry will need to create a viable permanent presence in space. The industry also understands the end to end process of resource development and utilisation. On the other hand, the space industry can directly benefit the mining sector by helping mature and advance the extractive and processing technologies needed to economically and sustainably develop resources in hostile terrestrial environments, such as those available in low concentrations, at extreme depth and/or inconvenient geographic locations. We propose that strategic partnerships be created between the mining, space and allied industries and research organisations. Such partnerships would develop a joint capability for mutual benefit, targeting the most significant advances in the least time. The space industry will learn how to exploit essential resources off-planet, and the mining industry will gain access to technologies to help extend their activities on earth.

THE use of sulfuric acid in refining illuminating oils antedates the beginning of the petroleum industry in America by many years. It was used as early as 1792 by Tower in refining "coal oil" in the British Isles, and by 1860 there were 53 refineries in the United States manufacturing "coal oil," most of them using sulfuric acid as a refining agent. Following the completion of the Drake well in 1859, many of the "coal oil" refiners began to use petroleum for manufacturing illuminating oil, and their methods and equipment were adapted so far as possible to this new raw material. The value of sulfuric acid in refining "coal oil" having been established, this reagent was immediately tried and found to be satisfactory in refining petroleum. Notwithstanding the tremendous advances in petroleum technology since that time, sulfuric acid remains today the most valuable and most widely used means for refining petroleum products. EARLY METHODS OF DISPOSAL OF ACID SLUDGE With the almost immediate expansion of the petroleum industry came the problem of disposing of the acid sludge produced in the refining operations. While in 1859, the year of the discovery of the Drake well, a patent was granted for sludge separation and separated acid concentration, most of the earlier refiners, and many of their successors, felt that separation and recovery of spent acid was uneconomical. Accordingly, many of them disposed of the sludge in any way that seemed expedient at the time. It was buried in the refinery grounds, barged and dumped at sea, run into neighboring streams, or dumped into sewers. Some optimists carted it to open pits in the hope that it would either sink into the ground or evaporate. Not so many years ago, the superintendent of an eastern refinery, who was using the open-pit method of disposal, lost a sludge cart, with horse attached, in such a pit. The horse was recovered almost immediately, but its availability for further use was reduced to zero by the loss of its hair.

The manufacture of structural shapes in steel of uniform quality, which shall command the full confidence of the engineer, is a problem in practical metallurgy which is beginning to attract much attention in this country. The progress of the past fern years in the improvement of plant and processes has placed it within the power of the steel-maker to supply a material of such chemical composition as will meet the requirements; but this solves only in part the difficulties of the constractor. It is well understood that the influence of shop manipulations is a most decisive one upon the mechanical properties of the finished product; in many cases so great, in fact, as to cause an entire transformation in the character of the material, and to render it unfit for the service for which it was intended. On the other hand, mechanical treatment is frequently resorted to as an efficient corrective of certain undesirable properties, which may be due either to chemical composition or previous manipulation. This understood and accepted, it is evident that careful investigation of the effects of mechanical treatment is fully as necessary to the successful use of steel in engineering structures, as the investigation of the influence exerted by its chemical composition. All structural material has to undergo more or less mechanical treatment, such as shearing, punching, upsetting, etc. Each of these operations produces effects which are far more marked and decisive in steel than they are in iron, and means must therefore be adopted to counteract, or at least to modify, these effects before the material is permitted to enter the structure. The fact that both shearing and punching affect the tenacity and elasticity of steel has long been recognized; bat, through more recent investigations, it has been established that these effects are purely local, and are therefore susceptible of correction by other and simpler means than annealing. "The casual visitor is not apt to think of the Adirondacks as a one-time hive of mining and manufacturing activity. However, where there are mountains there are usually minerals and northern New York State is no exception.The Adirondacks are a rocky shield, a great stone cap pulled down over what is now northern New York. The bedrock consists of layered metamorphic rocks which were once sandstones or limestones on the bottom of a shallow sea that covered the region 1000 million years ago. The highlands are composed for the most part of the igneous rock anorthosite. Ancient earth upheavals at temperatures of at least 750°C mixed molten masses of anorthosite and the minerals it contained with the older metamorphic rock, resulting in deposits of iron-titanium oxide s, red garnet and other valuable minerals. Of these, the most readily recognizable was iron.The first hint of the existence of iron ore in the Adirondack Lake Champlain region of upper New York State seems to have come from a Swedish naturalist, Peter Kalm (1716-1769), who travelled through French Canada and visited the military outpost of Fort St. Frederic in 1749. In July of that year, Kalm wrote:""Among the kinds of sand which are found on the shores of Lake Champlain; one is black and the other garnet-colored... and they sparkle when the sun shines. All the grains of this sand without exception are attracted to the magnet, the uppermost or black sand being about a quarter inch deep...""Concerned primarily with the fur trade, the officers and men who occupied this remote bastion of La Belle France were apparently unaware of the industrial and commercial possibilities beneath their feet. No deposit of iron was then known to exist any closer than the Three River s area in Lower Canada."

Lafayette Mining Limited, a listed Australian company, is developing a polymetallic Project on the island of Rapu Rapu, located to the east of southern Luzon in the Philippines. The Rapu Rapu Project is based on the Ungay deposit, which has proven and probable reserves of 6.0 million tonnes of 2.5 g/t Au, 28 g/t Ag, 1.2 per cent Cu and 2.1 per cent Zn. The Project will produce copper and zinc concentrates from a sulphide flotation plant as well as dore from a CIL gold plant. Average annual metal production over the projected six-year mine life is 9800 tonnes of copper, 14 000 tonnes of zinc, 50 000 ounces of gold and 590 000 ounces of silver. Despite a rich mineral endowment and long mining history, there have not been any significant new mine developments in the Philippines since the early-1990s. The investment climate has been affected by legal challenges to the 1995 mining code, civil unrest in parts of the country, the impeachment of the previous President and community concerns about the industryÆs environmental performance. As a consequence, the Rapu Rapu Project is viewed as a test case û within both the country and the international mining industry û on whether minerals investment in the Philippines is an acceptable business proposition from a risk perspective. Lafayette has faced formidable challenges in managing the development risks of the Project. The major risk areas of the Project for which the company developed strategies include: regulatory, environmental and approvals issues, technical evaluation, project development, social and community issues, land acquisition, and financial and marketing issues. This paper describes the risk management strategies successfully pursued by the company, and which have the Project on track to commence construction in 2003. Dealing with each of the areas in turn, Lafayette sought to develop strategies which either effectively neutralised, minimised or otherwise addressed the key risks most likely to be experienced.
