Gentlemen:-I herewith present a report on some of the more important activities of the Institute for the year 1921. The present incumbent took. over the active management of the Secretary's office on the first of July and his, work was facilitated, while becoming acquainted with the routine of the office, by the constant and., kindly assistance of the former, Secretary, Mr. Stoughton, during the following three months, and that no interruption occurred inn its regular and smooth operation is due to him and to the Assistant Secretary, who has always been ready to give the benefit of his experience and assistance. MINING AND METALLURGY Through the efforts of President Ludlow and the generous assistance of one of our members, coupled with the excellent work of Major Barbour, MINING AND METALLURGY has, during recent months, shown constant improvement, which could not have taken place, however, had it not been, for the support given by a number of our contributing members. We have every reason to feel encouraged with respect to the quality of the publication and its cost of production. For the year 1921, the net cost of MINING AND METALLURGY was about fifty cents per member, per annum. Occasional letters are received criticizing the Board for producing this publication, but they are more than offset by letters of approval. When the, full purpose of the publication is appreciated, criticism ceases. The elimination of MINING AND METALLURGY and reversion to free distribution of all papers to all members, whether desired or not, would mean such a heavy additional expense that the number of papers would have to be much curtailed. The generous cooperation of members in sending for only such papers as they particularly desired has saved, the Institute thousands of dollars. A plan is being worked out that will materially assist in securing a prompt distribution to members of all pamphlets dealing with subjects in which they are especially interested.

DURING recent years, there has been a material increase in the use of ferrophosphorus in the steel industry. It has been observed, when rolling sheets, that those made of Southern iron did not have to be rolled at as high a temperature as the others and, consequently, did not stick together. The reason was found to be the phosphorus content of Southern iron. It was therefore thought that an addition of phosphorus to sheet steel of other than Southern origin would give the same result as the use of Southern iron. At first, this addition was made by intro¬ducing phosphate rock in the blast furnace and reducing it together with the iron ore; but, because of the necessity for only small quantities of this grade of iron, the process was not satisfactory. The manufacture of ferrophosphorus was then introduced, so that additions might be made to the open-hearth furnace or ladle. Ferrophosphorus was first manufactured in the blast furnace. This method, however, can only economically produce a grade of product up to about 20 per cent. To produce a higher grade, it would be necessary to charge a larger proportion of phosphate-bearing material; and as the rate of absorption by the iron is low, there would be an increased loss of phosphorus oxides. This feature makes the production of a higher grade ferrophosphorus in the blast furnace uneconomical. The use of high-grade ferrophosphorus in the steel requires a smaller addition and involves, besides the economies in handling, an additional economy in transportation. The alloy with a higher percentage than 20 per cent. can be made only in the electric furnace. In the ordinary operation of the electric furnace in the production of ferrophosphorus, an alloy may be produced containing 26 per cent. phosphorus; this is the limit, for it does not seem possible to produce a higher phosphorus alloy even if large excesses of phosphatic materials are used. The reasons for the difficulty in raising this percentage of phosphorus are not known. The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

The Imperial Smelting Process for the simultaneous production of zinc and lead is probably regarded by the ecologist as a necessary evil with the benefits of its products marginally outweighing the adverse effects of its operation. The purpose of the paper is to examine the environmental impact of the process and to provide information which will demonstrate that the process has considerable indirect environmental benefits and that success is being achieved in reducing direct pollution of the environment by the process. About 12 per cent of the world's zinc and seven per cent of its lead is produced by the process. This proportion will increase with the construction of a new smelter in China. After a brief description of the process the paper considers one of its principal advantages, its ability to treat bulk concentrates. The production of these at the mine can have a number of environmental benefits. Less comminution may be required to separate the metals from the gangue than is needed to separate them from each other; recoveries can be improved in flotation resulting in cleaner tailings dams, less power demand and reduced consumption of potentially hazardous reagents. Simplification of mining and above ground ore handling may also give significant benefits . The process is a considerable consumer of secondary materials such as galvanisers' ashes, copper smelter dusts and materials containing zinc and lead derived from steel plant dusts. The majority of these materials are fed to the blast furnace after hot briquetting. The consumption of secondary materials is a considerable environmental benefit since otherwise they would require to be dumped in secure land-fill sites. The operation of the process itself continues to be subjected to increasingly stringent environmental standards of which examples are provided. Details are provided of lead emissions at Avonmouth showing considerable success in reducing these while increasing production. The slag from the process continues to find many useful applications.

"In the 1950s, Canada produced more than ninety-five percent of the non-communist world's nickel and achieved dominance in terms of production, technology and pricing policies.Over the past thirty years there have been dramatic changes in the nickel industry to the extent that Canadian production is now less than thirty per cent of the total.In this document we have presented statistics relevant to this transformation and reviewed the technology, particularly with regards to energy and environmental considerations.Under the new market conditions nickel producers are likely to face more difficult competition than they have encountered in the past.The economic scene and measured nickel reserves dictate that for the purpose of increasing production, new nickel smelters will not be built in Canada in the foreseeable future. However, in order to reduce sulphur dioxide emissions, Canadian nickel smelters will possibly go through some modifications or rebuilding.IntroductionThis paper presents a review of the Canadian nickel industry in relation to the world nickel industry. Major changes are described which have occurred in the characteristics of the nickel market over the last thirty years. The pre sent status of the nickel market with respect to Forecasting future trends is reviewed and attempts are made to predict what further changes will take place in the next two decades. Comparisons are made of the economics of producing nickel from sulphide ores and oxide ores and the advantages and disadvantages the Canadian nickel producers face.A brief critique of the existing and emerging nickel production technologies in Canada and the world is carried out and attempts are mad e to predict the changes which may take place in the foreseeable future."

"IntroductionAgrium’s history in fertilizer production and marketing goes back to 1931. Today, Agrium Inc. is a world leader in the production, distribution, and marketing of fertilizers and related products to the agricultural industry. Agrium is the largest North American producer of nitrogen fertilizers, a major producer of phosphate and potash fertilizers, and a world leader in fertilizer wholesale distribution and retail marketing. The mine at Kapuskasing is located some 40 km southwest of Kapuskasing, Ontario (Fig. 1). It has been developed to supply high-quality, low-cost phosphate rock to the company’s Redwater, Alberta facility, where it is an ingredient in ammonium phosphate fertilizer production. The Kapuskasing mine is the only phosphate mine in Canada and will rank as one of the highest-grade phosphate mines in the world (Clark and Duncan, 1999). Apatite is the principal ore mineral mined at the Kapuskasing Phosphate Operations.GeologyThe first record of exploration in the area was from a program executed by Continental Copper Mines in 1955 which evaluated the magnetic anomaly located in the Cargill and Cumming townships for its base metal potential. Intermittent exploration of the base metal potential of this magnetic anomaly continued in the following years, until the phosphate potential of the area was first examined in 1974 by International Minerals Corporation which recognized the presence of a layer of apatite sands overlying the carbonatite host rocks.The local geology consists of a core complex of multi-phased carbonatite rocks which are surrounded by a ring of pyroxenite, and have provided a U-Pb age date of 1907 Ma ± 4 (Sage, 1988). These two rock types are in turn situated within quartz diorite gneisses that form a large portion of the Kapuskasing Structural Zone (Fig. 2). The carbonatite host rock is sub-divided into two sub-types: sovite and rauhaugite. The sovite is a medium- to coarse-grained, white, banded rock in which calcite is the dominant carbonate species and it includes accessory minerals such as phlogopite, magnetite, clinohumite, apatite, olivine, pyrrhotite, and amphibole. Apatite can reach 15% abundance in this rock type (Sage, 1988). In sharp contrast to the sovite, the rauhaugite appears as a massive, fine-grained, dense, beige to tan-coloured rock in which dolomite is the dominant carbonate species. Phosphate values can range to 14% P2O5 in the rauhaugite."

The importance of ore mineralogy and its effect on the choice of the wide range of equipment available is discussed. The paper concludes with a discussion on the relative merits of gravity concentration to other forms of processing and seeks to answer the classical question - "Quo Vadis?"

"The New Brunswick gypsum and an-hydrite deposits make up part of the Windsor group in the Upper Mississippian. The present deposits were formed by surface hydration of the underlying anhydrite beds. The sub-hydrate, hydrate, and di-hydrate stages of gypsum are formed from the anhydrite by this hydration. The anhydrite was precipitated from sea water in embayments that were separated from the sea by a reef or bay-mouth bar. The anhydrite is the original form of the calcium sulphate precipitate.One gypsum deposit near Plaster Rock in northern New Brunswick was precipitated from sea water directly as gypsum, which is its present form."

INTRODUCTION The Control Problem The need for automatic control in flotation plants stems from frequent and randomly occurring disturbances to the feed slurry. Typical disturbances occur in the solids feedrate, the slurry percent sol ids, and the mineralogy and flotability of the gangue and valuable minerals. In plants where semi -autogenous grinding mills (SAG) are used, feedrate changes are very large and changes in feed percent solids of 1m or more are common. Mineralogy changes between valuable minerals are common, as are changes in the host gangue rock. As these changes occur, the operator can attempt to compensate for them by making adjustments to the flotation cell levels, the dosage rates of the collectors and frothers, the pH, and in some cases the aeration rate of the cells. This problem is sometimes complicated by the fact that different sections of the flotation plant will be processing different ore types at the same time. Potential Savings with Control Flotation control brings about savings or plant improvements in two areas; the first is in improved metallurgy and the second is in reagent savings. Improved metallurgy includes increases in the average plant recovery and achieves target concentrate grade level s more consistently. Average recovery increases between 1.0 and 5.0 percentage points have been widely reported (Paakkinen, 1979; Sutherland, 1984). Reagent savings of up to 40 percent have also been reported (Hales, 1985). VARIABLES OF IMPORTANCE Control led, Manipulated, and Disturbance Variables The initial step in the analysis of the flotation control problem is identification of important variables which can affect the efficiency of separation. The efficiency of separation is represented by a group of controlled variables which can quantify the performance of a flotation circuit. This group includes variables such as grade, recovery, tonnage through- put, and circulating loads. The efficiency of separation of a flotation circuit may generally be defined by a grade recovery map, where each point on this map re- presents a set of operating conditions (see Figure 1). However, the combination of operating conditions must be set to operate close to the economic optimum. The group of operating variables which are changed in order to achieve desired circuit performance are called manipulated variables and can be classified into two

"The absence of homogeneity, in dust-clouds underground indicates the use of a method in which the volume of air sampled is an appreciable proportion of the total volume under consideration. Of the available methods, only the impinger and gravimetric techniques seem to comply with this requirement. In practice, greater efficiency of collection of the smaller particles is possible by the use of a gravimetric filter than with the impinger. For this reason if, as seems desirable, a standard method of sampling be sought, the adoption of a gravimetric technique is to be recommended.Provided that the amount of dust collected is reasonably large, the paper filter would seem to be preferable to the solid crystal type of filter on account of its greater convenience in use.Alternative methods of sampling are desirable to cover the wide range of practical conditions."

Very little information is available concerning the magnetic properties of minerals and only recently has there been any attempt to correlate magnetic susceptibility with varying chemical composition1. The work described here covers a study of the relationship and chemical composition of both the rutile and sphene types of titanium minerals. The relationship between the magnetic susceptibility of three selected mineral specimens and the applied field strength is also presented. Experimental: The equipment and procedures used in this in- vestigation for crushing and cleaning the mineral specimens and for determining the magnetic susceptibilities were the same as that employed by Spokes and Mitchell1. The particle size of-the measured specimens was limited to 270/325 mesh.

THE St. Lawrence Seaway Project ranks with the greatest engineering undertakings of all time. A summary of major materials going into the construction of this project, shown in Table I, will assist in an appreciation -of this fact. These data relate to Seaway construction only, and it should be remembered that two large-scale power projects are in the construction stage on the St. Lawrence river concurrently with construction of the Seaway. A project of such magnitude as the Seaway would attract widespread interest even if it were being constructed in a remote area. The fact that it is located in a heavily populated and developed section of both Canada and the United States has done much to enhance this interest, and in many ways complicates the problems confronting the engineer in the design and construction phases. Many consider the St. Lawrence Seaway to be a new idea that has developed within the past decade - such is far from the fact, because the St. Lawrence River canal systems have existed for more than a century, and the Seaway Project is but a new, larger, and more efficient version of a continually expanding facility.

Introduction There is a continuing search by government and industry for new mining methods that increase production, improve the working environment, reduce labor intensity, enhance recovery effectiveness, improve the reclamation process, streamline the flow of material, and reduce the unit cost. Hydraulic extraction and transport methods have outstanding potential in several of these areas. For example, hydraulic fragmentation produces a significant reduction in respirable dust. The inherent simplicity of hydraulic mining equipment and the resulting high reliability are recognized. Tool wear can be virtually eliminated. There is great flexibility in the size, shape, and orientation of the mineral deposit that can be mined. The cutting, gathering, and transport operation can be controlled remotely, providing more safety for workers. The threat of tool sparking and the resuiting dust or gas ignition are also eliminated. Although hydraulic mining was introduced in the US before the turn of the century, it has not gained the degree of acceptance found in other countries such as the Soviet Union, China, Germany, and Canada. The Hydraulic Mining Research program, initiated by the US Bureau of Mines in 1958, and the subsequent research by others has provided much of the basic technology required to spur the development of these methods into a viable extraction alternative. This article updates the development of hydraulic mining in the US. Particular attention is paid to monitor mining, the long-wall hydrominer, borehole mining, and the semi-autonomous mining system. Whenever the particular mining method is also being developed in other parts of the world, a brief description of the world-wide state of the art is given. Finally, allied studies designed to optimize these mining techniques are described. Hydraulic Monitor Mining Since 1958, the US Bureau of Mines (USBM), the Department of Energy (DOE), and other government agencies have funded more than a dozen programs to investigate the potential of hydraulic monitor mining. For this method, water is directed on the coal face from a monitor nozzle. Sufficient velocity is used to cause local fragmentation (Fig. 1). Coal particles are washed from the face to a trough. They are then flumed to a collection point. Oversized particles are directed through a breaker and then into the troughs. Monitor field tests were conducted in the 1960s in bituminous and anthracite coal at the following locations: • Rosylin No. 9 mine, WA (Nasiatka and Badda, 1963); • Rosylin No. 10 mine, WA (Price and Badda, 1965); • Sugar Notch mine, PA (Buch, 1964); • Thomson Creek mine, CO (Palowitch and Malinka, 1964); and • West Lebanon, PA (Fowkes and Wallace, 1968). The Cannon Mine is located in Chelan County, near Wenatchee, Washington, at the eastern foot of the Cascade Mountains. The mine is situated about two miles from the Columbia River, in the arid Columbia River Valley. Two hydroelectric dams provide electricity for the area, the Burlington Northern Railroad has a switch yard and loading facilities in Wenatchee. Approximately 25,000 people live in the area. The principal industry is fruit farming. Underground mining techniques are used to provide feed for a 2,000 tpd flotation concentrator at the site. The techniques are low- cost, high productivity methods which allow for a high extraction rate along with a high rate of recovery of the minable reserve.

An analysis of batch and continuous thickening in terms of the movement of planes of constant concentration (i.e. continuity waves) is presented. Use of solids flux as a primary variable greatly facilitates the analysis and clarifies the relationship between batch and continuous thickening. An "ideal" slurry is defined as one whose settling rate is a function only of the local solids concentration. An analysis of continuous thickening of this ideal slurry in an ideal thickener explains many aspects of the steady — and unsteady — state behavior of real slurries, such as the main features of a thickener's "solids profile" (including the break attributed to rake action), the sudden appearance at abnormally high feed rates of a zone of constant concentration and the velocity with which it rises, and the effect of detention time at constant weight of sludge per unit area. Where deviations exist, they are explained in terms of the batch settling behavior of real slurries. The purpose of this paper is to interpret continuous thickening phenomena in terms of batch settling behavior. Both types of thickening may be considered as the process of propagating concentration changes, due to the downward movement of the solids, from the bottom of the settling vessel upward through the slurry.' These concentration changes may be either finite or infinitesimal as in the case of the propagation of a continuous concentration gradient. The slurry itself may be moving downward as in the case of continuous thickening. The downward velocity of the slurry may be such that the concentration changes being propagated up from below remain stationary relative to the thickener walls. This is the case for steady-state thickening. It seems appropriate to analyze continuous thickening in terms of the movement of planes of constant concentration. This has already been done for batch settling."3 Although our main interest is in real slurries, there are certain aspects of both types of settling which can be deduced from a theoretical analysis of highly idealized systems. To this end, an "ideal slurry" is defined as one for which the dimensionless settling rate at any point is a function only of the local solids concentration.1,2 An "ideal thickener" is one in which there is no radial variation in either the solids concentration or in the downward component of slurry velocity. The underflow outlet is a point sink. It is to be expected that the behavior of non-ideal systems will deviate in some measure from theoretical results. However, the same characteristics which cause deviations in continuous thickening should be evident in batch settling, permitting a rational explanation of the former in terms of the latter. PREDICTED RESULTS FOR AN IDEAL SLURRY IN AN IDEAL CONTINUOUS THICKENER General Theory: In continuous thickening, the downward solids flux (mass/area-time) relative to the thickener, G, results from two different

Taking the Long View THE present international situation has serious implications for this nation. The possibility of total war is no more appalling than the threat of making the United States permanently into an armed camp. A period of ten years under such conditions could mean a Communist victory without firing a shot-if the present trend toward statism is allowed to continue. As individual citizens and as members of the mining profession we have the power to oppose the march toward socialism. We must not adopt shortsighted policies dictated by self-interest, but must endeavor to size up the situation as a whole and act according to what will be best in the national interest. The economic picture for the metal mining industry under present emergency conditions is apparently bright. Demand for metals exceeds supply. But there is danger that fluctuating prices will bring Government regulation. Care must be exercised in our pricing policies, or the calamity of Government intervention will be inevitable. President Truman's "loophole" reference to percentage depletion early in the year caused a brief flurry of excitement, but now that the immediate threat is over the industry has lapsed into sommolence on this subject. Special tax privileges accorded the mining industry because of inherent risks should be guarded by a continuing propaganda campaign to educate Congress and the public. If this is not done we may find ourselves losing the necessary tax protection which we now possess by a capricious act of legislation. Stockpiling minerals from abroad certainly lengthens the life of our own mineral resources. The present consumer demand for the base metals indicates foreign sources of supply for stockpiling. However, this is only one facet of the problem. For strategic military reasons it is necessary that the United States have quick sources of all minerals within our national boundaries. Undeveloped mineral deposits do not meet this need so that where it is possible to encourage our own mineral development by stockpile purchases, it should be done. A need exists for an overall controlling agency that would make purchases for the stockpile according to military necessity, current metal market conditions, and so as to strengthen the mining industry. In the course of the history of the United States we have been engulfed in several wars by the necessity of protecting our economic rights abroad trading privileges-and also because of moral obligations. Disregarding the moral side, it is difficult to reconcile fighting wars to protect world freedom of trade when in peacetime we attempt to restrain such trade by tariff barriers. When it comes to accepting subsidies from the Government in one form or another it is difficult to overlook the immediate personal gains and see in the future that where the Government lays out capital it becomes a partner in the business and not a silent one. It is apparent that hope for the traditional American way of life cannot be bought without some self-sacrifice; and we cannot wait for the other fellow to start it because it is the responsibility of each individual citizen. By taking the long view our course should be apparent and not diverge sharply from our own personal benefit.

Reflections on over ten years experience handling bituminous coal from railroad cars to ground storage and lake vessels. The arrangement of the facilities is described but the basic theme of the discussion is the experience gained and lessons learned from facility operation. The Great Lakes provide the maritime environment for the economical transport of vast quantities of raw materials from their source in the Upper Lakes (the Mesabi Range, for instance) to Lower Lake Ports. Lake Erie, because of its proximity to the steel centers , blossomed with the great ports that now line its southern shore - Toledo, Sandusky, Lorain, Cleveland, Huron, Ashtabula, Conneaut and Erie.

Salt is a universal mineral commodity used by virtually every person in the world. Although a very common mineral today, at one time, it was considered as precious as gold in certain cultures. This study traces the material flow of salt from its origin through the postconsumer phase of usage. The final disposition of salt in the estimated 14,000 different uses, grouped into several macrocategories, is traced from the dispersive loss of salt into the environment to the ultimate disposal of salt-base products into the waste stream after consumption. The base year for this study is 1990, in which an estimated 196 million short tons of municipal solid waste was discarded by the U.S. population. Approximately three-fourths of domestic salt consumed is released to the environment and unrecovered while about one-fourth is discharged to landfills and incinerators as products derived from salt. Cumulative historical domestic production, trade, and consumption data have been compiled to illustrate the long-term trends within the U.S. salt industry and the cumulative contribution that highway deicing salt has had on the environment.

INTRODUCTION A small, independent mining enterprise (SIME) is an independently owned and operated business concern engaged primarily in mineral development, from the exploration to the production stage. By definition, a SIME is not dominant in its field and has no long-term financial backing. It is not a major producer of minerals, nor is it a petroleum company, a government organization or a subsidiary of such organizations. A SIME may or may not be listed on stock exchanges. The SIME is also called small miner, junior mining company, speculative mining company, and penny-stock mining company. The survival and growth of a SIME is most often controlled by an independently minded entrepreneur, who not only conceives and carries out new projects, but is materially affected by the success or failure of these projects. Usually, a SIME does not have a large or constant cash flow. Such a lack of long-term financial backing forces the SIME to meet the challenge of finding capital for its activities on a step-by-step basis. Its survival strategy is thus based on finding funds at the right time, of the right type and in the right quantities. The purpose of this paper is to show that the type of venture in which a SIME is involved affects the difficulty of raising new capital and the choice of possible sources of funds. The Small, Independent Mining Enterprise (SIME) The SIME is not a figment of the imagination of financial speculators. In Canada, there are more than 1,800 small mineral enterprises which spend on the average less than $1,000,000 per year on activity which is directed at bringing forth new mineral supply. In the United States, 64% of the non-fuel mining operations are conducted by nine or fewer men, and the coal industry is characterized by several thousand smaller independent producers, still predominantly family owned or controlled. In Chile, 80% of the mines can be classified as small mines. In the Philippines, approximately 60% of metal mining operations are classified as small mines. The SIME is actively engaged in mining all over the world, and very much so in the Pacific Rim. The Mineral Supply Process The whole process of bringing forth new mineral supply involves a dynamic sequence of activities, ranging from the initial exploration for a mineral occurrence to the production of a marketable product. A typical sequence is outlined in Figure 1. At the grass-roots exploration stage, a series of geological, geophysical and geochemical tests is aimed at locating a mineral occurrence. Especially in the early phases of such activities, the uncertainty (risk) surrounding a venture is high, since only general geological information exists on which to base a judgement of the economic viability of the venture. Such risk is attractive to few investors. As the information-gathering process continues, uncertainty diminishes. The Outotec nickel matte chloride leaching process is especially suitable for small capacity standalone nickel refineries. The matte is leached with hydrochloric acid and oxygen in multiple steps in atmospheric OKTOP® reactors. Oxygen feed prevents reductive conditions and hydrogen formation in the leaching process. A sufficiently high acid concentration keeps the iron dissolved in the solution. The iron is removed after leaching by precipitation and the pregnant leach solution continues to metals recovery. The metals recovery from the chloride solution is done by solvent extractions, where ammonia is used for pH control. Copper and nickel are stripped from the organic phases into sulphate solutions. Metals can be recovered from the purified solution by conventional electrowinning. Other alternatives are precipitation or hydrogen reduction processes. The ammonium chloride in the solvent extraction raffinate is regenerated into ammonia. The calcium chloride solution from ammonia regeneration is routed to acid regeneration where sulphuric acid is added and ultra-pure gypsum is precipitated.
