To the question, "Do the Pennsylvania anthracites contain phosphorus ?" asked at the last meeting of the Institute during the discussion on the metallurgical value of Western lignites, I can now give a definite answer. Through the kindness of a gentleman connected with the Philadelphia and Reading Railroad, and another connected with one of the principal ironworks on the Lehigh, there was sent to the Iron-masters' Laboratory a number of samples of the coals now largely shipped from the Schuylkill and Lehigh regions. Seventeen of these I examined for their contents of ash and phosphorus, and obtained results as follows

Although the mineral shortages of twelve to eighteen months ago have given way to oversupply, their memory lingers on. These problems were man-made: booming demand throughout the industrial world, political and industrial unrest and the oil embargo all contributed. But in the minds of many, the shortages conjured up visions of the depletion of the world's mineral resources, a disaster that could be staved off only by drastic curbs on consumption and therefore, curbs on economic growth. A little historical research shows that fears such as this are not inventions of the 1970's. A hundred years ago, for example, the imminent exhaustion of the world's coal supplies was being predicted in Great Britain. The English economist, John Stuart Mill, who was usually more perceptive, wrote a few years earlier that "it is only in the backward countries of the world that increased production is still an important object". And later there was Franklin Roosevelt who said in 1932, "Our industrial plant is built; the problem just now is whether under existing conditions, it is not overbuilt". His concern, in other words, was not with the discovery and exploitation of new natural resources, but with the administration of known resources and with seeking foreign markets for surplus production. In light of copper prices at the time -- just under 6¢ a pound -- that was understandable. These instances illustrate how, throughout the world's industrial history, concern about surpluses of raw materials has alternated with alarm about the adequacy of supplies and with calls for restricting growth.

MELTING in a crucible is the customary method for small things. It is done in two ways: with the blast of bellows and with an air furnace. The one with bellows, which I wish to show you now, is the common method most in use. It melts quickly and is very well known to goldsmiths and to all melters. I could continue without telling you of it, but I shall tell you its method in order to caution you about what you might perhaps not notice. In order to do this, first make a little forge with a pair of bellows that can be worked with one hand or in some other way. A crucible of the size needed is then taken and filled with the material that you wish to melt. Then, on the forge in front of the place where the wind issues from the bellows, kindle as much charcoal as you think will well cover your crucible and put your crucible full of material in the midst of this burning charcoal above the place where the blast strikes the fire, two or three dita distant from the place where the blast issues-or as much more or less as the size of the crucible or the force of the bellows requires. TRANSMANCHE-LINK is responsible for designing, developing and implementing the project for a fixed link under the English Channel, comprising two running tunnels of diameter 7.6 metres and a service tunnel of diameter 4.8 metres. The three tunnels will all be 50 km long, with 37 km bored through chalk marl at a depth of 40 metres under the sea bed. The tunnels will be driven from both sides of the channel from intermediate addits above the coastline on either side with a 55 m access shaft at Sangatte in France and two "descenderies" or inclined tunnels addits and a shaft at Shakespeare Cliff on the English side. A total of eleven tunnel boring machines will drive the 150 km of tunnels. The major part of the tunnel linings will be built of precast reinforced concrete segments, and two plants have been specially built to produce the necessary 725,000 segments. Seven million cubic metres will be evacuated on wagons along the tunnels and then lifted by belt conveyor on the English side, and by hydraulic mucking from the bottom on the French side. Preliminary work started early in 1987 with manufacture of the first boring machines, construction of five precasting plants, boring of the Sangatte shaft in preparation of the Shakespeare Cliff entrances. THE extensive employment of nonmetallic minerals antedates the use of metals, but only within the last two decades has the production of nonmetals begun actually to keep pace with the complicated activities which characterize the so-called Machine Age. The economic changes ushered in by the Industrial Revolution were reflected first in an increased demand for metals and for fuels. In the modern sense, therefore, the nonmetallic mineral industries are new and afford new opportunities for engineer and economist alike. A certain amount of caution is indicated, therefore, before attempting to apply ready-made formulas to the problems of these industries. Economics is not an exact science. In the field of production technology where the number of variables is fairly well known, the principles of economics are readily applicable, but as the student proceeds through the province of marketing into the unexplored regions of psychology and sociology he must distinguish carefully between scientific reasoning and purely metaphysical speculation, even when the latter masquerades as economics. The present paper attempts to prove no preconceived theorems and is designed primarily to stimulate careful thinking on sundry neglected phases of these industries. An attempt is made to differentiate the general problems into single aspects which afford promise of being comprehended separately; also, some fundamental statistical data are presented, but merely to indicate a method of scientific approach applicable to more intensive studies.

Rosebery Mine is situated on the west coast of Tasmania and is AustraliaÆs largest volcanic-hosted base and precious metals deposit (zinc, lead, copper, gold and silver). The milling operation has been producing zinc, lead and copper concentrates continuously for over 100 years. RoseberyÆs long life demonstrates the operation to be high grade, and high margin, capable of operating through several commodity price cycles. Paradoxically, throughout this long history the ælife-of-mineÆ as defined by proven and probable reserves has been short. Zinifex has demonstrated its commitment to discover the future of Rosebery with the growth project æProject HorizonsÆ. The aim of the project is to extend the life of mine beyond 2020, with an additional exploration expenditure of $19 million over three years. Despite the maturity of the deposit, early success has confirmed the potential with the discovery of new resources. Mine planning strategic studies are challenging established paradigms of mine production, throughput rates and metal cut-off grades. Discovering the optimal process rate for Rosebery, by examining the æHill of ValueÆ and underground mine optimisation is proving critical to the best exploitation of RoseberyÆs rich resources. The promise of finding a mine within a mine is being realised, with new lenses being delivered by exploration success and real grade/tonnage options optimised through dynamic mine planning. The future of Rosebery is co-dependent on these two areas of discovery. This ensures capital expenditure decisions are informed, to secure the next 20 years of wealth creation and beyond.

The intention of this work was to con struct a machine on a pilot scale which could hoist a mixture of ore and water through a height of 300 metres and to operate the mach- ine to determine the parameters which affect the success of upscaling the machine to a pro- duction unit size. The investigation into this form of hoist- ing was stimulated by the interest shown by Roan Selection Trust (RST) into the Mills Pulse vessel system. Agreement was reached between these two parties that RST would in- vestigate the Mills System and determine if this system, shown to be successful on a Lab- oratory scale, would be successful as a pro- duction unit. The investigation has shown, however, that for practical reasons, the Mills System is not satisfactory. As a consequence, the RST system was invented and developed which on a pilot plant scale would be capable of lifting 7,000 tonnes of ore per month. The inventions included amongst other things, a valve to control the flow of the abrasive mixture of ore and water, a new pumping system employing a filter mechanism, and a method of changing the downward direction of flow of the pipe mixture through the plant to an upward flow in the hoisting pipe. The extractive mineral industries share a number of common characteristics and basic problems which are completely different from those associated with manufacturing and mercantile operations. These industries now supply about 95% of the inanimate energy consumed in this country, and share with agriculture in providing virtually all of our basic raw materials. Mineral producers, like farmers, are subject to the economic hazards of fluctuating markets and prices. Unlike farmers, however, they cannot renew the productivity of the earth, but must seek continually for new sources of supply. The necessity for exploration and development of new reserves, to replace those used up by production, introduces additional factors of economic risk. These operations require the expenditure of large amounts of capital, often well in advance of any assurance of profitability. Commercial banks that understand these special problems can provide a variety of constructive financial services to the mineral industries. The history of cooperation between banks and mining enterprises has yet to be written, but there is every indication that it would encompass a period of hundreds of years. Records refer to depository and lending services by the early European private bankers involving precious metals and jewels. Many of the exploratory voyages to the Far East and the New World were organized with the financial backing of wealthy syndicates, some of which also provided banking services, in the hope of finding new sources of gold and other precious minerals. In the United States many large banks are closely identified with the development of some of the larger mineral deposits such as the Mesabi Range and the gold fields of California.

Successful mineral exploration is the lifeblood of the mining industry. Contrary to what the environmental lobby would have the world believe, the industry is replacing the metals it is extracting. The reserve base has not changed significantly in 20 years (Fig. 1.) Mineral exploration is a research activity. First there is the idea, the vision or the intuitive thought. The experiments follow. These involve repeated phases of data gathering, data interpretation and concept testing through drilling. For many companies, exploration is the main investment in scientific research. Each mineral exploration experiment may involve years of costly work. Despite the improving tools of science and technology, the investment remains high-risk. Only the promise of high rewards, or desire to survive as a mining company, will stimulate the necessary commitment and level of investment. Confidence that an economic return can be achieved, confidence in the science and technology being applied and confidence in the people involved are the foundations upon which successful mineral exploration is built (Woodall, 1984). The challenges facing the explorationist in the 1990s fall into two categories: - the challenge to make the activity economic; and - the challenge to make the activity socially and, therefore, politically acceptable.

The Wyoming Province is an Archean craton which underlies portions of Idaho, Montana, Nevada, Utah, and much of Wyoming. The cratonic block consists of Archean age granite-gneiss with interspersed greenstone belts and related supracrustal terranes exposed in the cores of several Laramide uplifts. Resources found in the Province and in the adjacent accreted Proterozoic terrane include banded iron formation, Au, Pt, Pd, W, Sn, Cr, Ni, Zn, Cu, and diamonds. The Province shows many similarities to the mineral-rich cratons of the Canadian shield, the Rhodesian and Transvaal cratons of southern Africa, and the Pilbara and Yilgarn blocks of Western Australia, where much of the world's precious and strategic metal and gemstone resources are located.

AT this our first meeting I beg to call the attention of the members of our Institute to what is certainly a question of the greatest possible importance to the industries we represent; and more particularly to the welfare of the coal and iron trades : I refer to the enormous waste of coal in mining and in its preparation for market, as now practised in our anthracite coal-fields. It is a fact which many of you can certify to, that we are wasting fully one-ha f of all the coal in the veins we are now working, and there are cases, which might be mentioned where this proportion, immense as it is, has been greatly exceeded. The popular belief that our deposits of anthracite coal are "practically inexhaustible," is very far from being founded on facts. On the contrary, supposing the present rate of increase in the production to be maintained, it is probable that a maximum yield for our coal-fields would be attained in about fifteen years ; there are in fact some of our smaller basins where the principal veins are nearly exhausted and the production has already attained its maximum. There are others, again, where the depth attained-and it must be borne in mind that we commenced working at the surface outcrop-moderate though it is (scarcely ever reaching eight hundred feet), has so increased the cost of mining as to imperil the capital invested, and though it requires but little foresight to predict the time when the difficulties of mining will be very considerably increased by reason of the greater depth, greater quantity of water, fire-damp, and other fruitful sources of cost, yet, ignoring these recognized facts, we continue to waste more than one-half of the coal where it is obtained with the least danger, expense, and trouble, that is, near the surface-either above water-level or at a moderate depth below it. The inspection of almost any accurate mine map will satisfy you that, on an average, we leave fully one-third. of the coal in the ground as pillars to support the roof; in some places more than one-third thus remains, while it is very rare that less than one-quarter is left. In almost every case this coal is absolutely lost, for it will very rarely pay to reopen gangways and lay roads to it after that portion of the mine has been abandoned. IRON and copper are mined in the Lake Superior district. The iron mines of the district have the best safety record for that industry in the country as a whole, while the copper mines of the district rank second in two of the four years recorded (Table 1). In Utah copper comes mainly from open-pit mines, which enables that state to lead easily in safety. All of the Michigan production comes from deep under-ground workings. About 60 per cent of the iron miners in St. Louis County, Minnesota, are employed at open-pit mines; this favorably affects the combined open-pit and underground accident-frequency rate, as this county pro-vides most of the Minnesota-mined iron ore. In Michigan, however, there are few open-pit mines, the bulk of the production coming from underground mines, while all of the Wisconsin production, just across the state line from Michigan, is from underground mines. In spite of the fact that fewer mines in Michigan use the safer open-pit method, the iron-mining industry of that state maintained a consistently low record from 1931 to 1934; however, it was many points behind its nearest com petitor, Minnesota, with its much greater production from open-pit mines.

Exploration for uranium in Australia has so far discovered reserves equal to 17.5% of the Western World's. The Australian uranium industry, when fully developed, will be one of the largest producers and possibly the largest exporter in the world. The world's nuclear industry is young, rapidly developing in size and technology and is subject to more social, political and regulatory controls than any other industry. This paper considers the probable development of Australia's uranium industry against a background of normal commercial parameters together with other factors which are peculiar to the nuclear industry. As the theme of this conference is "Australia's role in the World Mineral Indus- try" this paper concentrates on the commercial and practical aspects associated with the development of Australia's uranium resources in a world context.

The surface tension of zinc has been determined by the sessile-drop method in a progvam emphaszzing detailed experimental care. The surface tension oj. the pure metal was measured over a range of ternperature from the melting point (419.6"C) to 540°C. At the melting point, the suvface tension of zinc was found to be: 1) 99.99+ pct Zn - 757.0 5 dynes per cm 2) 99.999+ pct Zn - 761.0 5 dynes per CI 3) 99.9999 pct Zn - 76'7.5 5 dynes pev cna From experiments carried out in a closed, isothermal cell, the temperatuve coejyicient of the surface tension (6y/6T)p, , of zinc xas found not to be negative but to be postiue. A positive tenzperatre coefficient indicates a greater depee of order in the surface than in the body of the lquid. Houlezer, by delibevately inducing continuous zaporization, a temperature coefficient of su)face tension with a negative slope can be produced. The work reported herein was undertaken as part of a larger program of fundamental research on the properties of molten zinc and zinc alloys. This program grew out of a continuing interest at the Mines Branch in the behavior of liquid metals in the foundry and of a desire on the part of the zinc industry for reliable basic data. The work was originally begun in cooperation with the Consolidated Mining and Smelting Co. Ltd., Trail, B.C., and was subsequently continued from 1960 to date in association with the Canadian Zinc and Lead Research Committee and the International Lead and Zinc Research Organization. Although the surface tension of liquid zinc has of course, been measured before, as Table I and Fig. 1 demonstrate, there is not good agreement among the existing values. Such disparities arise because sources of experimental error are insufficiently controlled. This situation places the reader in doubt. One result may be correct within narrow limits—even fortuitously—yet, because there is not agreement between several values, none can be accepted with conviction and all become suspect. It seemed, therefore, in the circumstances, that there was room for further work embodying considerable emphasis on experimental care in order that, within a small margin of error, an accurate value might be obtained. It was in this spirit that the work was undertaken. METHOD The sessile-drop method -as adopted for this work. In this method, when applied to liquid metals at elevated temperatures, the outline of the meridional section through a drop resting freely on a horizontal surface is recorded photographically. "The Department of Finance introduced draft amendments to the resource allowance regulations on July 23, 1992 that effectively nullify the decision in the Gulf Canada Limited case. Prior to the amendments it appeared that only ""directly"" related general and administrative, capital cost allowance and scientific research expenditures had to be deducted from resource profits. Now ancillary expenditures are required to be deducted. Consequently, the ability of taxpayers to claim the resource allowance is curtailed.IntroductionOn October 25, 1990 it was almost certain that taxable mines were going to get a break. The Federal Court-Trial Division had just decided in Gulf Canada Limited's favour to allow it to claim resource related tax benefits larger than what Revenue Canada evidently wished. Revenue Canada appealed first to the Federal Court of Appeal and then to the Supreme Court of Canada. On January 10, 1992 the Federal Court of Appeal agreed with the Federal Court decision and on July 2, 1992the Supreme Court declined to hear any further appeal. A mere three weeks later, on July 23, 1992, the Department of Finance issued draft ""clarifying"" measures to amend the calculation of the resource allowance. These measures effectively nullify the benefits that arose under the decisions of the Federal Court."

INTRODUCTION A program to insure adequate talent for development and management of our mineral resources entails two equally important and interrelated aspects: 1) attracting and retaining promising student talent, and 2) providing a first-rate education for those entering careers in mineral science and engineering. Manpower shortages have eased in many areas of engineering, particularly in those areas dependent directly or indirectly upon government contracts in space and war programs. However, in the minerals industry the needs still remain critical. As increasing concern over preservation of the environment has developed, the political and social reaction was to seek out major offenders, to look for "whipping boys" -- and the mineral industry was, and had been, an offender. It was there for everyone to take pictures, it couldn't be covered up, and the Department of the Interior lashed away in the beautiful and popular brochures: Quest for Quality, The Third Wave, The Population Challenge, and Surface Mining and Our Environment (Ravaged Land). The Sierra Club, the Field and Stream magazine, TV, and daily news media added their lashes. In the minds of our social-conscious youth the mineral industry took on the image of "exploiters" of natural resources; "polluters" of streams, lakes, and the atmosphere; "despoilers" of wilderness areas and scenic beauty -- a plague to combat, rather than an exciting challenge that entailed exploration of the remote, conquering of the primitive, and developing of the undeveloped. Enrollments declined and many traditional mineral engineering curricula were abolished or Integrated into other stronger engineering departments to meet student-faculty ratio requirements.

Introduction The Mineral Resources Institute, The University of Alabama, has for the past three years been engaged in a program to develop a beneficiation system for eastern (Devonian) oil shales. One objective of that program was to evaluate advanced technologies for effecting a kerogen-mineral matter separation. Column flotation was among the advanced technologies selected for evaluation. Early in the program it was shown that column flotation was superior to conventional (mechanical) flotation and to the other advanced technologies being evaluated. The investigation then proceeded toward the further objective of defining the optimum operating conditions for column flotation. One observation made in the course of optimization testing was that introducing the feed into the froth (above the pulp-froth interface) resulted in an improved combination of concentrate grade and kerogen recovery. This observation was reported in a previous paper (Schultz and Bates, 1989). Because the practice of maintaining the pulp froth interface below the feed point is contrary to "conventional" practice, it was decided to subject the observation to a systematic series of tests. This paper describes a recent series of tests and the results that were obtained.

"Shales play a major role in the stability of slopes, both natural and engineered. This paper attempts to provide a review of the state-of-the-art in shale slope stability. The complexities of shale terminology and classification are first reviewed followed by a brief discussion of the important physical and mechanical properties of relevance to shale slope stability. The varied mechanisms of shale slope stability are outlined and their importance highlighted by reference to international shale slope failures. Stability analysis and modelling of anisotropic rock slope masses are briefly discussed and the potential role of brittle rock fracture and damage highlighted. A short review of shale slopes in open pits is presented.INTRODUCTIONShales have been stated to form approximately 58% of sedimentary rock so it is not surprising that they are frequently encountered in both natural and engineered slopes. They represent challenging environments for slope stability due to the wide variation in their engineering properties, their changing behaviour with time due to geomorphic processes and the variation in the failure mechanisms as a function of both stratigraphy and tectonics. An extensive body of literature exists on the terminology and classification relevant to shales; it is not possible in the scope and length of the current paper to review these works in detail and the reader is referred to Farrokhrouz and Asef (2013), Bell (2000) and Goodman (1993) for detailed discussions. It is arguably the case that no universally accepted classification of shales exists today and depending on the field of application the terminology varies widely. Shales in slope stability, for the purpose of this keynote paper, are taken to include material varying in properties from weak rocks to soils and therein lies one of the most challenging aspects in shale slope characterisation for engineering purposes. They have been classified as “rock-like” or “soil-like’, (Underwood 1967) or compacted and cemented, Table 1, Yagiz (2001). Classifications have considered numerous factors including composition, cementation and a wide range of engineering properties.The propensity of shales to degrade with time due to geomorphic processes has resulted in an important aspect in their classification, that is, the attempts to incorporate slaking, durability and swelling and softening behavior through purpose developed testing methods (Gamble 1971, Morgenstern and Eigenbrod, 1974). Figures 1 and 2 show examples of terminology used to describe argillaceous materials and some proposed engineering classification schemes (Grainger 1984 and Bott 1986). Corominas (2014) provides a recent classification of argillaceous rocks and their durability relating five stages of slope deterioration to the texture of the rock on Ternary diagrams. No attempt will be made here to discuss the merits of the proposed terminology and classifications, suffice it to say, that the controversy and flux surrounding these issues is a strong indicator of the complexities in the behavior of these materials. In this paper the author will consider slope stability in the materials indicated in Table 1, Figures 1 and 2 without undue focus on terminology. At the lower strength limit of shales the engineer must design slopes using the principles of soil mechanics which may vary from the simple Mohr Coulomb plasticity constitutive criterion to modified critical state models, some even attempting to incorporate softening behaviour in the weaker clay shale materials. Given the transitional nature of shale materials several workers have treated overconsolidated clays and clay shales using concepts such as peak and residual shear strength, brittleness index and softening. Martin and Stacey (2013) provide a useful review of the importance of weak rocks in open pit mining, with mudrocks as a specific member, and note the importance of delayed failure, progressive failure and loosening in the stability of"

In a company's quest for financing the development of a new mine, it will make calls on stockbroking houses and banks. The choice of the best-fit broker or banker is of great importance, and in the case of the miner, this is a house that has an intimate understanding of the mining industry, particularly one that has a solid staff complement of personnel with operating mine experience at a senior level. The most important document that the company will present to support its financing request will be the Feasibility Study. It cannot be too strongly emphasised that this document must be absolutely comprehensive and cover items including: (a) Geological review; (b) Resources and reserves; (c) Mineability; (d) Mining schedule; (e) Metallurgy; (f) Process plant description; (g) Infrastructure and services; (h) Management and operations; (i) Environmental and social impact; (j) Capital costs; (k) Operating costs; and (1) Financial analysis. The elements listed above represent major topics and require a great deal of expansion in the body of the document. Rothschild Australia Limited assists its client companies by supplying a detailed framework so that they will be in a position give the bank the information it needs to complete its technical `due diligence' study within a mutually agreed time. The client company will advance its position markedly if it uses well-known, reputable consultants to either complete or assist with the various aspects of the Feasibility Study. Such an approach will give the potential financier confidence that the company has taken a professional and unbiased attitude in determining the feasibility of the property in question. Most small- to medium-sized mining companies, both within Australia and overseas, will prefer, or will find it mandatory, to request a project funding package rather than opt for a corporate loan. This is because the company either does not want to tie all of its assets to the performance of one project, or that it is a one or two project company with no other substantial assets and is therefore unable to obtain a corporate loan.
